our chair I am thrilled to see the accomplishments that our organization made during 2008. I am impressed that so many of you volunteered your time and energy to make the year a success. Thank you. Our Accreditation Program is one of the cornerstones of IAAE Canada. Last year we saw a total of nine people cross the finish line on their marathon of learning and growth. Many other individuals have finished portions of their program. I urge each of you who continue to plod through the process to dig deep and find the time to move it to the Done column. The sense of satisfaction you will get when you complete the program along with the rewards it will bring will make the effort worthwhile. 2008 saw the creation of the Student Chapter of IAAE Canada at Georgian College. The membership there is now up to 10 and growing. I had the pleasure of working with one of the members, Patricia Barboza. She had a co-op placement for the fall term in the Noise Management Office here at Toronto Pearson Airport. If she typifies the enthusiasm and energy level of the rest of the membership, it will be a successful value-added organization. The Membership & Communications Committee, under the leadership of Bill Newman A.A.E., has done an excellent job of getting information out to the membership and the aviation community. The quality of the 2007 Annual Report was impressive, as was the innovation of distributing it on a memory stick. Not only was it environmentally friendly, it was less costly. They made significant inroads into the redesign of our website and work continues on further improvements. It will soon be hosted here in Canada instead of at the AAAE headquarters in Virginia. Last year we put on a record 24 training courses. There were almost 400 people from across the country who participated in our programs last year. The Training Committee continues to look for new offerings to meet the needs of your airports. Please feel free to give them ideas and suggestions on how they can address your needs. I would like to say a special Thank You to Richard Kohler of EBA Engineering. He is our Corporate Member representative on the Board. Like Leonard Taylor and Brad Pryde before him, he brought the insights and perspectives of our Corporate Members to the table for consideration. Thank you for your contributions. I am looking forward to this year’s Operations and Facility Managers Conference in Kelowna in May. The organizing committee has been working hard to line up speakers and sponsors to make it a very worthwhile event. It will be a bittersweet event for me because at our Annual General Meeting that will be held in conjunction with the conference, I will be stepping down as the Chair of IAAE Canada. I have had the pleasure of serving on the Board of Directors for the past eight years. I have had the honour of serving along side many excellent contributors over those years. I have enjoyed their camaraderie and appreciated their efforts. We have many new and energetic members on the Board of Directors but there is always room for you to step up and contribute. 2008 was a very successful year for IAAE Canada. You will find throughout this report a number of success stories demonstrating that IAAE Canada is financially stable and is delivering its mandate to promote the profession of airport management and the development of airport managers in Canada. With respect to promotion of airport management, the Board of Directors is proud to inform you that we successfully initiated the first student chapter of IAAE Canada at the Canadian Aviation Institute at Georgian College in Barrie Ontario. Ten students were among the initial enrollment of this chapter. Not only did they hold a number of their own meetings but some students took the opportunity to attend the Toronto Chapter monthly meetings as well. On the international stage, the Chair of our Board attended the annual IAAE meeting in October and reported that IAAE views our business model as one to emulate and their intention to do exactly that. This international recognition is significant and demonstrates that IAAE Canada is on the right track and that we need to continue on our current path to achieve our goals and further strengthen our organization. IAAE Canada is recognized as an organization that delivers quality training towards the development of airport managers in Canada and delivered a record 24 courses in 2008. In addition, the second annual Operations & Facility Managers conference was successfully conducted in Winnipeg. You will find within the financial report that both of these components contributed significantly to the financial stability of the Association. The Membership & Communications Committee made excellent progress on two fronts. The first is the development of a marketing strategy to attract new members in general and one that is specifically targeted at under represented areas such as Quebec and Atlantic Canada. It is expected that the Committee will be in a position to implement this plan in 2009. The second significant objective is the overhaul of the IAAE Canada web site which will be online and available to you very soon. These are a few of the highlights from 2008 and you are encouraged to review this report in detail to come to your own conclusion on the Association’s success. It contains biographies of the nine newly accredited members, the Committee reports and a summary of our unique chapters, current and those on the horizon. You are encouraged to provide feedback so that we can continue to improve our communications, training programs, conferences, recruit new members and maintain our ability to sustain our primary mission of professional development and the promotion of the profession of airport management in Canada. IAAE Canada is always looking for volunteers and we welcome your involvement. If you would like to participate and serve on the Board of Directors or participate in any of the committees please contact any of the Board of Directors or committee chairs to express your interest.

our executive coordinator 2008 proved to be even more hectic than 2007. We again set a record for the number of training courses in a year. With the economic prospects for 2009 being on the pessimistic side, we may not equal this record but that doesn’t mean we won’t be trying. Our 2nd Annual Operations & Facility Managers Conference held in Winnipeg was again a success. The numbers may have been lower than the previous year but the caliber of the participants wasn’t. Likewise, we greatly value the support of the Corporate sponsors who helped with various parts of it, headed up once again by Black & MacDonald as Gold Sponsor and EBA Engineering Consultants Ltd. as Silver. Airport Technologies, KSD Cage, Team Eagle and Tradewind Scientific all shared Bronze while other sponsors were Pryde Schropp McComb Inc., Clariant, Southport Aerospace Centre, Airline Pavement Markings & AECON. IAAE Canada is very appreciative or their support and the support of the speakers, exhibitors and of course the delegates. We feel that we can now call it the Annual conference, as we have had it two years in a row and at this time of writing we are planning the 3rd Annual Conference. We feel this conference fills a need in the industry and we are very happy to see it move forward. We have even taken the step of incorporating our Annual General Meeting into this conference, which from now on will be held in the spring. 2008 also saw a revamp of our website. This was an intermediate step toward an even better site that will give our members even more value for their membership. Be looking out for the new launch in spring of 2009. With the aim of increasing awareness, promoting the value of IAAE Canada and increasing membership, yours truly took part in the British Columbia, Saskatchewan, Manitoba & Ontario provincial aviation association conferences/ tradeshows, the RCACC conference held in Richmond, the 2008 Canadian Aviation Expo in Oshawa and the SWIFT Conference in Calgary. All were considered good value and well worth the time & cost. It is our hope that we can work more closely with these groups to minimize overlaps and increase our individual effectiveness. Obviously 2009 will bring its own challenges and victories. Our hope is that we can all grow together as we do our part to help keep the training up to date and relevant which will allow you to keep doing what you do best. On March 11, 2009, IAAE Canada lost a valued Board Member and friend, Darryl Wightman. He was a wonderful man who loved life, family and friends. He lived for others, to help them live a better life. He was well known in the community for his generosity and good spirit. This Annual Report is dedicated to the memory of Darryl Wightman, A.A.E.

IAAE Canada encourages the formation of local chapters in those locations where there is a critical mass of members to support one. Local chapters serve to strengthen the relationships amongst members, promote networking and information sharing and provide an avenue for professional development and mentoring. To date, IAAE Canada chapters have been established at Toronto Pearson International Airport and Georgian College in Barrie, Ontario. Efforts are underway to create a second student chapter at the University of Western Ontario located in London, Ontario.

Toronto Pearson The members of the Toronto Pearson chapter meet on a monthly basis. Typically, the meetings consist of a discussion of the latest Association news from across the country followed by a review of trends and occurrences affecting the aviation industry as a whole. Members are brought up to date on air carrier activities and strategies, airport developments and trends in the larger business environment. Each month members are also treated to a feature presentation delivered by a fellow member or an invited guest. Presentation topics have ranged from leadership and communications to air cargo and eco-business parks, all with the purpose of expanding members’ knowledge and range of thinking about the industry in an atmosphere of discussion and sharing.

Georgian College The Georgian College chapter, comprised of students enrolled in the Aviation Management program, came into formal being in the early part of 2008. Brock Besley and Matthew McParland were instrumental in promoting the creation of the chapter to their fellow students and encouraging enrollments. Wil MacMillan, A.A.E. advised the students on the formation of the new chapter and continues to serve as their mentor and liaison with IAAE Canada. By year’s end, 10 new members had enrolled and chapter meetings were underway. Advancing into 2009, efforts will focus on program development and further membership growth.

The University of Western Ontario In the latter part of 2008, contacts were made with faculty and student representatives in the Commercial Aviation Management program at the University of Western Ontario to stimulate interest in the formation of a UWO student chapter. Initiated by Jeff Barrow, A.A.E., discussions have led to an interest in launching a student chapter for the start of the 2009 fall semester. Developmental work will continue through 2009 with this goal as the focus.

IAAE Canada views local chapters as an important avenue for professional development and membership growth. Through 2009 and beyond, efforts will be directed towards the expansion of existing chapters and the establishment of new ones, both at airports and educational institutions across the country. our strategy Strategic Plan 2009-13 Sound strategy is the underpinning of an organization’s success. The value of an organizational strategy becomes even more crucial in periods of uncertainty and upheaval in the business environment such as that faced by the industry in 2008, first with skyrocketing fuel costs and then by a spreading global economic recession. By maintaining a focus on its strategy, an organization can make the right choices that will help it to navigate short term challenges while still advancing along the path towards its longer term vision. Being mindful of the immediate challenges but maintaining a focus on the longer view, the IAAE Canada Board of Directors undertook a review of the organization’s existing Strategic Plan in the late Fall of 2008. The Board looked ahead to the coming five years to determine if the IAAE Canada vision and mission were still suited to the evolving business environment and what strategies should guide the organization in continued pursuit of its vision and mission. It was concluded that both the vision and mission are reflective of the direction which the organization must pursue to grow and evolve. Hence, the IAAE Canada vision and mission were affirmed as follows: Vision: To be the premier organization for the development of airport professionals in Canada Mission: The International Association of Airport Executives Canada is a client-focused, apolitical organization dedicated to the development of airport management expertise and to the promotion of the airport management profession in Canada To actualize the vision and the mission, a strategy was adopted by which IAAE Canada will grow its nationwide membership to over 400 and will be recognized as the country’s leader in airport training and professional development. With a focus on the needs of its airport and aviation-related clients, IAAE Canada will centre its value proposition on the delivery of cost effective, quality and flexible products and services to meet the technical and management training and development requirements of its clientele. The strategy was then translated into the following objectives which will serve as the basis for annual business planning through 2013: • Increase IAAE Canada membership (individual and corporate) to over 400 in total through targeted marketing initiatives; • Develop and deliver new training and professional development offerings through alliances and partnerships with providers; • Anticipate client needs for training and professional development through networking and intelligence; • Evolve the IAAE Canada governance model to ensure the long term sustainability of the organization; and • Expand the organization’s support capabilities to accommodate further growth and development. Guided by its Strategic Plan, IAAE Canada is well positioned to venture into the future and to deal with any challenges it encounters along the way.

Business Plan 2008 Taking the strategic objectives as its reference point, the 2008 IAAE Canada Business Plan established a specific set of tactical objectives and targets to be achieved by the end of the calendar year. The balanced scorecard approach was employed to arrive at specific financial, customer, internal process and learning and growth objectives against which

performance would be measured. These objectives were: • Increase new individual and corporate membership by a total of 25; • Limit membership attrition to a rate not exceeding 5%; • Deliver 100% of scheduled training courses; • Confer 10 new A.A.E. designations; • Admit 12 new candidates into the accreditation programme; • Publish the e-Report on a weekly basis; • Generate net membership revenues of $77,400 or more; • Produce net training/accreditation revenues of $38,000 or more; and • End the year with a surplus of operating revenues over expenses equivalent to 24 months’ of operation The standing committees of IAAE Canada – Training, Membership and Communications, Accreditation, Governance and Nominating and Audit – in turn took ownership of the objectives and structured their 2008 work plans to meet them. Through the collective efforts of the Committees, the targets on a number of the objectives were met or exceeded. Specifically: • 33 new individual and corporate members were enlisted exceeding the target and the 2007 result of 28; • 26 members left the organization equating to an attrition rate of 8% versus the 6% rate experienced in 2007; • A record 28 training courses were offered against the initial target of 27 and a further improvement on last year’s result of 24; • 9 A.A.E. designations were awarded, slightly under the target of 10 but surpassing the 4 conferred in 2007; • 3 new candidates were admitted to the accreditation programme missing the target of 12, which was attributable to the decision to defer the holding of an Accreditation Academy; • The e-Report was published 54 times thereby meeting the target; • Membership revenues of $80,898 surpassed the target of $77,400 and the 2007 level of $71,202; • Record revenues of $278,530 were generated from training which far exceeded the target of $38,000 and bettered the 2007 result of $267,469; and • While revenues exceeded forecasts, higher than anticipated expenses also occurred resulting in a year-end cash surplus of $42,226 which fell short of the target and 2007’s year-end surplus of $160,223. Viewed in its totality, 2008 was a successful year for IAAE Canada highlighted by a continued growth in membership and an expansion of training and program offerings. The individual Committee reports which follow in a separate section of this Annual Report elaborate on the organization’s specific achievements. Looking ahead to 2009, the current economic downturn and its impact on the aviation industry add a dimension of uncertainty and risk for advance business planning. IAAE Canada plans to offer a full slate of course and professional development opportunities along with improvements to membership communications and services. Implementation of the 2009 Business Plan, however, will be carried forward with keen attention to the economic circumstances and fiscal prudence.

Membership & Communications Committee Enhancing membership value to benefit existing members and to attract new members is the focus of the Membership and Communications Committee of IAAE Canada. At the start of 2008, our Committee established three goals to reflect this focus: 1. To improve the content and quality of IAAE Canada communications and publications; 2. To support the establishment and ongoing activities of an IAAE Canada student chapter at Georgian College in Barrie, Ontario; and 3. To increase individual and corporate membership in IAAE Canada by a total of 25 while limiting memberhip attrition to a rate of 5%. I am pleased to report on behalf of the Committee members that over the course of the year substantial progress was made in either meeting or surpassing these goals. The value of membership in IAAE Canada was actively promoted through mailings, personal contacts and attendance at industry conferences, notably by our Executive Coordinator, Tom Coupland. IAAE Canada was promoted at the annual conventions of several aviation associations including SWIFT, AMCO, MAC, RCACC, Saskatchewan Wings and the Oshawa Air show. As a result of these concerted efforts, 33 new members joined IAAE Canada exceeding the annual target. Due in large part to retirements and departures from the industry, 26 members did not renew their memberships which equated to a higher than anticipated attrition rate of 8%. The involvement of aviation students is important not only to the future of IAAE Canada but also to our industry as a whole. To this end, a student chapter of IAAE Canada was formally constituted early in 2008 at Georgian College, the first of its kind in Canada. Membership has continued to grow under the active mentorship and guidance of Wil MacMillan, A.A.E. It is the Committee’s goal to establish similar student chapters at other post-secondary institutions with aviation management programs. The value of membership communciations was improved through three Committee initiatives. Thanks to the skills and dedication of Jeff Barrow, A.A.E. of Toronto Pearson, the IAAE Canada 2007 Annual Report (as well as this 2008 version) was produced entirely with our own resources and provided members with a detailed account of the performance, achievements and activities of their Association. Tom Coupland made sure that members were provided with the latest in industry news and Association updates by issuing the Canadian Airports e-Report on a weekly basis. The Committee also successfully completed the first phase of the upgrade of the IAAE Canada web site. A new brand image along with improved navigational features were incorproated into the web site. Towards the end of 2008, Iouri Moutine, A.A.E. led the awarding of a contract to Sencia Canada Limited of Thunder Bay to undertake the next phases of the web site upgrade. Scott MacNeil, Principal of Diverse Systems Group and Associate Member of IAAE Canada, also generously

assisted the Committee by providing project management support and advice. Work will continue into 2009 with completion and rollout targeted to occur by the end of the second quarter. The strength and future of IAAE Canada are dependent upon members stepping forward to participate in committees and other Association activities. Audit Committee The IAAE Canada Audit Committee is pleased to present to the membership our 2008 audited financial statements. The Committee has regularly reviewed the financial records of IAAE Canada throughout 2008 and the audit firm of Lepore & Company has confirmed that the statements are correct and have been recorded using generally accepted accounting principles. The Audit Committee will be recommending that the membership re-appoint Lepore & Company to audit IAAE Canada’s financial records for 2009 during our 2008 Annual General Meeting to be held in Kelowna, British Columbia on May 25, 2009. Corporate Representative IAAE Canada provides a valuable forum for the sharing of information between corporate members and the airport industry across Canada. Through information provided by the IAAE Canada weekly newsletter, special updates and annual conferences, corporate members have the ability to recognize and assist the airports’ requirements for equipment, services and management support. Corporate members are actively involved in providing training to airport staff through IAAE Canada sponsored courses. In 2008, a total of 24 training courses were provided by many separate corporate organizations. The corporate members of IAAE Canada support the organization’s focus on training and development. The 2008 Operations & Facility Managers Conference also provided an important opportunity for corporate members to mingle with airport operators under one venue. Sponsorship opportunities continue to be an economical and effective method of sharing their services and products. In addition, IAAE Canada recognizes the need to include industry as an active participant in the Conference as presenters, and foster the interaction between corporate members and airports during all conference activities. In 2008, the corporate membership remained the same at approximately 36 members. The Board recognizes the importance of corporate membership and the need to increase participation across all segments of industry. In this regard, several initiatives are being undertaken. 1. Improvements to the IAAE Canada website with up to date information on upcoming conferences, increased visibility and free advertising for members, a forum section to share ideas and information, and improved links to the corporate member websites. 2. Increased recruitment of corporate members through airport member contacts, industry conferences and assistance from the corporate representative. 3. Preparation of a corporate membership package outlining the many benefits of being a member. In support of the IAAE Canada organization, the corporate representatives participated in a number of activities during 2008 including; monthly conference calls, Membership and Communications Committee meetings, the Annual General Board meeting in Winnipeg, and the Operations & Facility Managers Conference in Winnipeg. Tom Coupland 2008 was another successful year for the IAAE Canada Training Program. Aerodrome Standards and Recommended Practices (TP 312) continued to be a big draw this year with a total of 6 courses completed and 133 airport staff trained, including a course conducted as a new opportunity at the SWIFT Conference. This new partnership with SWIFT is an opportunity that will be repeated in 2009 with a Bird and Wildlife course. In 2008 we offered a total of 28 courses with 24 courses conducted and 380 airport staff trained in various locations. Human Factors, Safety Management Systems and a Pyrotechnics course were new additions to the program this year. As we move forward into 2009, the Training Committee recognizes the fiscal challenges that the airport community is facing and will continue to pursue host airport opportunities that will enable attendance at a variety of locations. The Committee will continue to investigate the potential for training opportunities identified by our membership. To date we have received suggestions on potential requirements in the areas of security and emergency planning. You will continue to see regular communication on the IAAE Training program, including upcoming courses, in the weekly e-report. To our membership, we ask you to support the training program. If there are courses you would like to see delivered, please advise us and we will research the potential for their inclusion in our training program. If you would like to host a course, please contact our Executive Coordinator. Accreditation Committee/Board of Examiners Report 2008 was another successful year with nine members achieving their accreditation and the industry recognized Mark of an Airport Professional. Congratulations to our new A.A.E.’s. The Accreditation Committee’s ongoing responsibility is to ensure that the IAAE Canada Accreditation Program maintains the professional standards that have been developed and to enhance the program where possible thus ensuring that new accredited members are knowledgeable and meet the airport industry’s high expectations. As part of the promotion of the profession of airport management and the professional development of airport managers in Canada, the Accreditation Committee and the Board of Examiners mentor all candidates through the accreditation process, approve management paper topics and outlines; score completed exams and papers; conduct interviews; develop and produce exams and guidance materials for the Certified Member and Accreditation Programs. IAAE Canada now consists of 70 A.A.E’s constituting 33% of the membership which is a significant level and one of the highest, if not the highest of any similar association. The Committee is committed to growing the level of accredited members and encourages the eligible members of the 46 current Certified Members to complete the IAAE Canada Accreditation program and obtain their A.A.E in 2009. The Mark of an Airport Professional The IAAE Canada Airport Executive Accreditation Program is a comprehensive training program designed to cover all aspects of airport management as well as oral and written presentation skills. Recent Canadian projects include: Vancouver International Airport – Since 1997, AECOM has assisted with the management of the airport’s annual capital works program. Through this partnership, we have provided planning, design and project management on more than 150 groundside and airside projects. Calgary International Airport – AECOM is providing program management services on the new $500 million Runway Development Program, which includes an expanded airfield, new air traffic control tower, groundside roadways and new airside maintenance and fire hall facilities. We are also Program Management Consultant on the $1.5 billion International Facilities Project, the airport’s largest terminal expansion to date. Expected completion of both projects is 2015. Edmonton International Airport – AECOM was part of a team to design and oversee the groundside construction on this major airport expansion. Beyond roadways and structures, it involved the construction of a parking toll area and the relocation of the existing toll building. In Saskatchewan, AECOM provides expansion, assessment, rehabilitation and many other airport services to Saskatoon/John G. Diefenbaker International Airport, Regina International Airport, LaRonge Airport, Cigar Lake Airport and other aviation clients across the province. Winnipeg James Armstrong Richardson International Airport – AECOM is prime consultant for the 2009 Groundside Project on roads, parking, bridges and utilities for the new terminal building. We were also a major subconsultant on the 2006 Airside Redevelopment and provided planning, design, tendering and construction administration on the new Central De-Icing Facility. Toronto Pearson International Airport – Lead engineer in a joint venture responsible for groundside infrastructure on the $4.4 billion Terminal Development Project. This included more than 75 km of roads, parking for 12,600 vehicles and over 50 bridges. AECOM was also lead consultant on the Automated People Mover System, a three-station system with dual elevated guideway to provide transit between terminals, parking facilities and an inter-terminal connection. Ottawa Macdonald-Cartier International Airport – AECOM was design consultant on the 2006 Phase 2 Expansion in Ottawa. This 13-gate expansion included gate planning, apron design, airside roads, groundside parking, utilities and blast walls. Montreal – Pierre Elliott Trudeau International Airport – Tecsult, an AECOM company, was part of a consortium providing project and construction management on the $630 million airport expansion completed in 2005. The project involved expanding the terminal, redeveloping existing buildings, extensive runway and apron renovations and construction of a thermal power station. Airlines Pavement Markings Inc. has served the aviation industry since 1977. Services include line removal of existing markings using shot-blasting on concrete surfaces and sand or soda blasting on asphalt surfaces. Airlines Pavement Markings Inc. recently completed line painting for the new parking facility at LBPTIA, which is the largest airport in Canada. New airside markings for the New Terminal have been completed along with airside markings for the Terminal 3 Pier C Redevelopment. Final markings for all groundside roads leading into and out of the new terminal and parking structures have also been been completed. Cryotech Deicing Technology is a division of General Atomics International Services Corporation, a San Diego-based company that specialized in energy-related research and product development. In 1992 General Atomics purchased the deicing business of Chevron Chemicals Company. Included in the acquisition was the production facility at Fort Madison, Iowa, plus all patents, processes, and rights developed by Chevron. The business was renamed Cryotech Deicing Technology, the root word “cryo” meaning cold. A world leader in acetate technology, Cryotech manufactures and markets environmentally compatible acetate-based highway commercial, and airport runway deicers. Acetates are considered safe for the environment because they readily biodegrade and exhibit low toxicity to vegetation and aquatic life. Acetates have low corrosion rates, and are ideal for application on reinforced concrete structures such as bridges and parking garages. Acetates also have a residual effect, working longer than common deicers. In 1998 Cryotech’s Ft. Madison, Iowa plant received ISO 9002 Certification for its quality process systems.
