2015 SPEAKERS AT YOUR CONFERENCE Craig Richmond assumed the r ole of Pr esident & CEO of the Vancouver Air por t Author ity in J uly 2013, following a career in airport management, including more than a decade in operational roles at Vancouver International Airport (YVR). In 2006, Richmond embarked upon a global airport leadership adventure with YVR subsidiary Vantage Airport Group, which took him around the world as CEO of six airports in three different countries. With an MBA from the University of Manitoba, Richmond also served at home and abroad as a Canadian Armed Forces fighter pilot. Richmond serves on the Canadian Airports Council’s Board of Directors.

Bill Devlin, is Senior Dir ector , Air por t Development and Char ges, Air Canada. Bill has 35 year s of exper ience at Air Canada in various areas including Customer Service, Human Resources, Baggage, Operations and Airport Development. Bill has a Bachelor of Commerce from UBC

Kerr Lammie has over 20 year s exper ience in aviation design and planning. He has wor ked within the industry for an Airport Authority, two Airlines, and an Architectural firm. Approaching the airport from many vantage points allows him to bring those experiences directly into projects. As the leader of Airbiz’s Americas offices he is responsible for business development and innovation, terminal planning, strategic master and business planning and airport sustainability. He has an in-depth understanding of aviation planning and design issues which have been recognized via his roles in various award winning projects and industry articles. He is a regular speaker at local, national and international industry events. Stephen Wilcox cur r ently ser ves as the Air por t Manager for the Oshawa Municipal Air por t tasked with managing all aspects of the airports day-to-day and long-term strategic operations. Mr. Wilcox’s aviation career began in 1979 and since then he has worked in a variety of aviation fields including, fractional aircraft ownership, air service operations, aviation fuel sales, aboveground fuel storage, live fire training and airport operations and management. As an industry leader, Mr. Wilcox serves as Chair of the Nav Canada Advisory Committee and he also serves as the President of the Airport Management Council of Ontario (AMCO). Mr. Wilcox received his private pilot’s license in 1978 and is an accomplished multi-engine instrument rated commercial pilot with over 6000 flying hours. Doug Francoeur, CM is the Dir ector Air field Compliance at the Calgar y Inter national Air por t. Doug has been with the Calgary Airport Authority since 2006 when he joined the organization as Director, Airfield Services. In his current role he is responsible for regulatory compliance, airfield construction, liaison to NavCanada, SMS and fire fighting. Doug also lead the runway activation and certification of Calgary’s new 14,000’ parallel runway. Doug has more than 25 year of experience in a variety of aviation roles. Previously Doug held positions that include; Airport Manager at the Edmonton City Centre Airport, Manager Airport Services for ATCO Frontec and Coordinator for Marketing and Real Estate at the Edmonton City Centre Airport. Leslie Ann George is a Quar antine Officer with the Public Health Agency of Canada and is par t of the Vancouver Quarantine team. She has been with the program since 2003 during the SARS outbreak. Prior to working for Quarantine, she was a pediatrics nurse working in a general pediatric ward, infectious disease ward and a rehabilitation center. Leslie is passionate about her family, especially her 2 little daughters, Hawaii and eating out, exactly in that order.

Brett Bain is the Manager of Par king and Gr ound Tr anspor tation for the Edmonton Inter national Air por t and has been with the airport for seven years. Edmonton boasts 13,500 parking stalls which is the highest number of per capita stalls of any airport in Canada. Edmonton offers a wide variety of products including jetset and was the first airport in North America to introduce the Chauntry web reservation system for online parking sales. Prior to commencing with Edmonton Airports, Brett designed and installed a wide variety of parking and access systems for an Edmonton based parking contractor. In addition to Parking Systems design, Brett was the Operations Manager for several years with Imperial Parking Limited in Edmonton and holds several Information Technology software certifications.


2015 SPEAKERS AT YOUR CONFERENCE Chris Schafer is Public Policy Manager for Uber Canada. Prior to joining Uber, Chris was an associate with Gowling Lafleur Henderson LLP, practicing regulatory law, in addition to having served as an executive director of a legal foundation and legal commentator for a news channel. With a background in politics, Chris is also a published writer, having authored numerous political and public policy articles and studies for think tanks, journals, and newspapers. Chris has an Hons. B.A. in political science from Wilfrid Laurier University, an M.A. in political science from the University of Western Ontario, and an L.L.B. from Osgoode Hall Law School. Lawrence Arcand is a gr aduate of Queen’s University, Lawrence holds a Bachelor of Applied Science Degree. He is a licensed Professional Engineer in Ontario, British Columbia, Manitoba and Alberta, who has over 13 years’ experience. In his current role as President of T2 Utility Engineers, he is responsible for the overall management of SUE and utility Engineering services across Canada. Lawrence is a member of the Ontario Regional Common Ground Alliance – Best Practices Committee, Lead of the TAC committee regarding Utility Infrastructure and sat on the Technical Committee of the CSA Developing Canadian Standards for Utility Mapping and As-Builts. He has managed numerous SUE projects in Canada for a variety of clients including; The Ontario Ministry of Transportation, Alberta Transportation, the Region of Durham, the City of Toronto and the City of Calgary. Ophir Wainer is a pr ofessional with over 20 year s of wor k exper ience in pr oject management, locatingdesignating, and Subsurface Utility Engineering. He is presently employed as Business Development Manager of T2 Utility Engineers Inc. Mr. Wainer is responsible for business development management of the company including financial, marketing and project delivery for the Montreal branch. Mr. Wainer also has experience in the management of large projects with a variety of government and private sector clients throughout Canada. He is an experienced speaker on both Subsurface Utility Engineering and Damage Prevention, and has presented at a variety of conferences and training seminars. He utilizes his leadership skills and extensive experience in key roles in several key industry groups including the ORCGA. He holds a B.Sc., a post-graduate certificate in GIS, and a Master certificate in Lean Six Sigma. Over the years, Troy has acquired an extensive background in aerial and mobile lidar mapping. In his early days, Troy was part of a team who worked directly with National Geodetic Survey (NGS) and the Federal Aviation Administration in a pilot project assessing airborne lidar technology as a suitable tool for identifying and mapping airport obstructions. Troy was the lidar analyst for this study. Troy has deployed lidar systems for use in in every continent and has worked with and trained 100+ commercial, academic and governmental entities. Currently, as Technology Development Manager with Team Eagle Ltd. He is focused on high-technology and R&D activities and applications with an emphasis on aerodrome mapping and solutions. Richard Kohler is Vice Pr esident of Air por ts with Tetr a Tech EBA and r esponsible for the development and management of the Airport’s Group since 1997. Over 26 years of experience in the planning, design and project management of small to multi-faceted projects, including developments that require interaction with owners, architects, engineering disciplines, and regulatory agencies. Areas of expertise include project management, airport planning, facility assessment, design and operations. Background experience also extends to highways, rail, urban roadways, and municipal infrastructure design and land development. Reg Krake leads an impassioned team, over seeing all aspects of the passenger exper ience air por t -wide. From ensuring ease of wayfinding, to cleaning the terminal to the highest standards, to strategically deploying ‘the human touch’ at key decision points via customer concierges, help lines, multiple channels, and 500“Green Coat” volunteers, the team is honoured to have contributed to YVR earning SkyTrax's worldwide passengers’ choice award as the #1 Airport in North America for 6 years running (2010-2015), the #1 airport in the world in the 10-20 million passenger size, and the #11 airport overall in the world. Previous roles include the Director of Overseas Marketing for Tourism BC, Senior Director of Marketing for Intrawest Resorts, and Director of Customer Relationship Marketing for Intrawest. When not playing hard at work, Reg works hard at playing: skiing, curling, playing volleyball, cycling, travelling, reading, singing, dancing, and living a life of passion and adventure. Rob Andriulatis, pr ovides innovative solutions in the ar eas of tr anspor tation policy, car go economics and marketing, foreign trade zone development, and cargo gateway development. With experience in air, rail, and marine, Rob particularly enjoys the challenge of improving the operating environment and uncovering new revenue opportunities for clients. Previously Rob was senior policy advisor for the governments of Alberta and Manitoba and served as Director, International and Regulatory Affairs, for Winnport, a Canadian air cargo carrier. He has a Master of Science in Transportation and Logistics from the University of British Columbia and a Bachelor of Commerce (Hons) from Queen’s University.

Over the past 10 years with WSP, James has participated on hundreds of aviation projects throughout Canada and internationally. James has a Master’s of Science in Airport Planning and Management and a degree in Aviation Management and is a licensed Canadian private pilot. James was also part-time faculty at the Canadian Aviation Institute at Georgian College teaching Airport Planning for a number of years. Andre Voskuil made a name for himself in Eur ope’s financial industry. He managed a portfolio of over half a billion dollars for celebrities and high profile clients before reaching the age of 30. His professional career has spanned from institutional investments to senior executive positions in both public and private companies. Mark Cheng joined the Vancouver Air por t Author ity in 1996 as an envir onmental analyst (noise management), and is the now the supervisor of the noise management and air quality programs. During his career, Mark has completed numerous noise studies for the airport, worked with stakeholders to create noise management plans, and has worked on the YVR Master Plan and airside capacity projects. Mark has experience with noise modeling using the Transport Canada Noise Exposure Forecast software and the FAA Integrated Noise Model. Mark received his B.A.Sc. and M.Eng. (mechanical) from the University of British Columbia, and his graduate project was in the area of engineering noise control. Steve Hankinson joined the Vancouver Air por t Author ity in 2007 as Dir ector , Customer Car e and Secur ity. As Vice President, Operations & Information Technology, his responsibilities include Security and Emergency Planning, Aviation Operations, Terminal Operations, Customer Care and IT.

Tiina Maripuu, Manager - Software Development, Team Eagle Ltd. Tiina has worked in software industry since 1997. For five years (2005 - 2010), she was a business engineer working with a complex treasury management application at Wallstreet Systems, headquartered in New York. Her main roles were consulting, training, testing and supporting large global clients (banks, governments and corporations) in Canada, US as well as Europe.Team Eagle Ltd. hired Tiina in September 2011. As a software development manager, Tiina is working with the developers and project managers to implement solutions, improve internal processes as well as coordinate resources and manage integration projects. Daniel-Robert Gooch is pr esident of the Canadian Air por ts Council, wher e he over sees oper ations at the Canadian division of Airports Council International-North America. Daniel has more than 16 years’ experience in marketing, public relations and publishing, particularly in the aviation and technology sectors. Prior to joining the CAC, he was publisher and editor of Commercial Aviation Today and served as vice president of strategic planning for Atlanta-based Gelignite Communications. He also has held a series of successively senior positions in marketing and media relations for firms in Atlanta, Coral Gables, Fla. and Montreal. Daniel is an honours graduate in political science and history from Concordia University in Montreal.

Marc-André O’Rourke is Executive Dir ector of the National Air lines Council of Canada (NACC), the tr ade association that represents Canada’s major air carriers: Air Canada, Air Transat, Jazz Aviation and WestJet. In this role, he advocates for safe, secure, environmentally responsible and cost competitive air travel by engaging with government, industry stakeholders and the media. Prior to joining the NACC in 2012, Marc-André was Assistant General Counsel, with the Canadian Air Transport Security Authority (CATSA), the federal agency responsible for passenger and personnel screening. Marc-André started his career as an associate lawyer with the full service law firm of Cox & Palmer from 1999 to 2003, focusing on civil litigation, insurance and employment matters. Marc-André holds a law degree from the Université de Moncton and a Bachelor of Commerce from the University of Ottawa. He is a member of the Law Society of Upper Canada Jacqueline Booth is the acting Dir ector of the Standar ds Br anch in Tr anspor t Canada ’s Civil Aviation Directorate. In this capacity she is responsible for the development of the Civil Aviation regulatory program and related instruments. Prior to this assignment, Jacqueline held the position of Chief, Technical Program Evaluation and Coordination (TPEC) in the Standards Branch. Her activities included responsibility for the Regulatory Coordination, National Programs, Safety Promotion, Program Evaluation and Business Management Groups. Cuyler J. Green, BSc, AAE., Director of Operations, Prince George Airport, Chair, IAAE Canada. Cuyler ’s interest in aviation began young when he joined the Royal Canadian Air Cadets. He continued his aviation education by earning a diploma in Civil Aviation from Georgian College, a Bachelor of Science in Aviation Business Administration from Embry-Riddle Aeronautical University and is currently enrolled in the Master of Business Administration program at the University of Northern British Columbia. A member of the Int’l Association of Airport Executives Canada since 1997, Cuyler earned his Accredited Airport Executive (AAE) designation in 2003 and joined the board that same year and has held various board positions including Chair of the Accreditation Committee, the Board of Examiners, and the Audit Committee, and the Vice-Chair of IAAE Canada. His career duties have ranged from aircraft manufacturing and performing basic airport maintenance, to managing certified scheduled passenger airports in three provinces. Cuyler joined the Prince George Airport Authority in 2007 where he managed the construction of a 1200m runway extension and a 36,000m2 apron.

It is with considerable gratitude we say good bye to Tom Coupland who after nine years in the chair at our head quarters is retiring, immediately following this conference. Tom picked up the Association when it was in dire straights and has steered it to the position we are in today. A tremendous improvement. I’m sure you will all join us in wishing Tom well, as he rides off into the sunset. (Literally)
