19TH CONVOCATION OF IGNOU The 19th Convocation of IGNOU was held on the 16th of February, 2008 at the headquarters and at 32 Regional Centres of IGNOU simultaneously via teleconference (Please see detailed list of Regional Centres Page no.4). 101346 students including 58 gold medalists were awarded degrees and diplomas at this Convocation. Prof. V.N. Rajasekharan Pillai, Vice Chancellor, IGNOU welcomed the Vice-President of India, Sh. Hamid Ansari Chief Guest of the Convocation, the distinguished Honoris Causa recipients, guests and successful candidates at the glittering 19th Convocation function. The Vice Chancellor then presented in a nutshell, the progress of activities of Indira Gandhi National Open University during the last one year.

Vice Chancellor’s Report & Address Consolidation of the academic programmes and activities of the existing Schools of Study, Centres, Divisions, Units and Projects and infrastructural and technological facilities was at the top of the agenda during the last one year, noted Prof Pillai. Time-bound processes like curricular revision, implementation of assignments as compulsory components of the courses, strengthening of research, revigorating refresher and orientation courses for teachers and academic counselors, and expedient conduct and evaluation of term-end examinations were initiated, the Vice Chancellor reported. He reported that almost all the teaching vacancies in the existing schools of studies have been filled. Career

advancement of teachers and several years’ backlog of filling of teaching positions according to the new reservation policy for SC/ST/OBC are now complete. Research and technological capabilities for the existing schools and teaching faculty are being systematically stepped up. Taking cognizance of the national and global challenges for Distance Education in the areas of vocational education, teacher education and capacity building, alternate education, media education, arts and crafts and in the interdisciplinary and trans disciplinary areas of knowledge and skills, the University has taken up a number of new initiatives reinforcing its basic principles, mandate and objectives, the Vice-Chancellor explained. To serve the disadvantaged sections of the society, IGNOU has established a large number of special study centres focusing on SC/ STs, women, minority groups, jail inmates, physically challenged, and student remote from and rural areas and low literacy districts. During the last year, 35% of the fresh enrolled learners were women, and 25% were SC/ST learners. With these figures, which continue to grow, IGNOU has crossed the national target of 33% women and 22.5% SC/ST in higher education student enrolment he said. The procedures for credit transfer, joint degrees and dual degrees from IGNOU with other universities and institutions, to promote learner mobility, are being finalized. The teaching and non-teaching staff of the University is availing opportunities for capacity building and career advancement by participation in sponsored training programmes, national and international seminars, conferences and discussions. IGNOU continues to take up more and more socially and economically relevant sponsored projects from the various ministries and other national and international agencies in the areas of training of teachers, Education For All, vocational education, ICT-enabled teaching-learning and in satellite based education. Several new national and international collaborations were also initiated. He congratulated all the candidates who received various degrees and diplomas. His special congratulations went to the toppers receiving distinctions and medals. He also congratulated Prof. C.N.R. Hamid Ansari for his abiding interest in education and development. He ended his speech by appreciating and acknowledging the dedicated efforts of the Pro-ViceChancellors, Members of the Board of Management, Registrars, Finance Officer, Directors of Schools, Heads of Divisions, Centres and Units, Members of the Academic and Research Councils, Planning Board and all other expert committees, and the entire teaching and non-teaching staff of the University for their continued efforts in making Indira Gandhi National Open University a success story in the democratization of education in the country.

The Vice Chancellor expressed his profound gratitude to Shri Mohammad Hamid Ansari, Hon’ble Vice-President of India, for accepting the University’s invitation to be the Chief Guest and for delivering the Convocation Address. IGNOU is indeed fortunate to have this distinguished statesman, scholar and thinker to bless the graduates in this convocation ceremony, he said. He then briefly spoke about the distinguished recipients of the Honoris Causa degrees, the six eminent dignitaries who have made seminal contributions to knowledge, the arts and literature. Prof. C.N.R. Rao, renowned teacher, researcher and institution builder, Linus Pauling Research Professor, Honorary President, Jawaharlal Nehru Centre for Advanced Scientific Research, Bangalore and Scientific Advisor to the Prime Minister;

Dr. Anil Kakodkar who has contributed to nuclear science and engineering, and in international policy making in the area of nuclear energy utilization;

Prof. M.S. Valiathan, world-renowned medical scientist, known for his path-breaking contributions in the development of Chitra Heart Valve;

Prof. Indira Goswami, Jnanpith Award winner in Assamese Literature;

Pandit Shiv Kumar Sharma, accomplished musician and exponent of the Santoor; and

Prof. Rahman Rahi, renowned Kashmiri poet, literary critic and Jnanpith Award winner.

Gold Medals Awarded Following the Honoris Causa Awards, the Vice Chancellor requested the Chief Guest to award the gold medals to the 58 meritorious candidates of the various disciplines. (Please see page-5 for detailed list of awardees) Seven Special Awards were also given at the Convocation by the Vice-Chancellor which are as under:

Prof. G. Ram Reddy Memorial Gold Medal award was given to Ms. Priti Agarwal, MA Economics for highest aggregate marks in Master’s Degree Programme in Social Science Subjects. CEMCA Annual Award was given to Mr. Bhavana Shukla, MCA for the ‘Best female graduate’ student in technology. Prof. Grover award was given to Mr. Samir Kumar Routh, MCom for Physically Handicapped Meritorious Student in Commerce Award for Innovation in Open and Distance Learning was given to Dr. Manoj Kulshrestha, IGNOU on the theme “Instructional Design” Indian Bank sponsored Gold Medal was given to Dr. Bharat Inder Fozdar, IGNOU and Dr. Lalita S.Kumar, IGNOU for ‘Best Research paper’- “Mobile Learning and Student Retention.” Silver Medal was given to Dr. Pushplata Tripathy, IGNOU and Ms.Shella Srivastava, IGNOU for second ‘Best Research Paper’ “Mechanism to Combat Toxicity in Cobalt Resistant Mutants of Aspergillus Nidulans”. CHIEF GUEST’S ADDRESS

Addressing the assembled guests, Sh Ansari noted that there was a sense of uniqueness about the occasion. While usually university convocations are location-specific, due to IGNOU’s the tele-conference facility, 32 centres across the country are participating in this Convocation and no less than a hundred thousand would be recipients of degrees, diploma and certificates. He also noted the uniqueness of this largest university in the world, with students from 32 countries. With 14 National and State Open Universities and around 130 Distance and Correspondence Education Institutions of conventional universities, distance education accounts for 24% of the total enrollment in higher education in the country; IGNOU alone caters to 13% of students enrolled in higher education, he noted. However, questions of equity stare us in the face in relation to the enrollment in higher education, he added. The biggest challenge is to provide quality higher education to the greatest number at minimum possible cost to the intended beneficiaries. The inclusiveness and outreach of distance education makes it an ideal instrument for galvanizing community education and action and energizing civil society groups. The eventual entry of previously disadvantaged and nontraditional learners into the productive workforce of the nation has tremendous implications for sustaining our economic growth and making it inclusive. Distance education, by virtue of its openness, flexibility and delivery across multiple platforms, facilitates higher education of those with special needs. Our conventional universities have not been suitably reconfigured to cater to those with special needs, leading to their exclusion from higher education, he said. Identifying some issues in higher education the VicePresident felt that that 1. Capacity building activity in higher education is currently focused on campuses rather than students and learners. This places premium on products of a superior campus rather than the skill set of students. 2. Systemic rigidity prevents movement across systems, institutions or academic programmes. Skills acquisition through academic credits and portability of credits across institutions is probably the answer. 3. Distance education now needs to develop quality benchmarks and standards

4. Strengthening partnerships with industry, NGOs and civil society would impart appropriate skills and training to students of distance education. 3


Newsletter Eventually, distance education is a prime instrument to ensure sustainable and inclusive development and address the core issues of achieving universal education, improving health and reducing poverty. He congratulated the distinguished personalities on whom the University conferred the degrees of Doctor of Science and Doctor of Letters (Honoris Causa), and felicitated the students graduating that day, wishing them all success in life. While the Convocation closed at the Headquarters, the Convocations continued at the Regional Centres as per their respective programmes. An exhibition of the major achievements and events of the University was organized by the Regional Services Division of the University at the Convention Centre on the occasion.

Feedback from some Gold Medalists of the 19th Convocation Neerja Sharma (PGDRP) Neera says she got enrolled in this PGDRP Course because she is already associated with AIR and she wanted to enhance her skills. This course gave a boost to her career. She had to manage her job, household and studies simultaneously. She used to go through her notes and study material whenever she got time. Although she had referred to other books also, the study material sent by the University was self- sufficient. But in order to prepare, AIR professionals should also lend a helping hand in the making of the study materials, she suggests. The doubt clearing session at the centre also helped a lot. Listening to Radio Programmes gave a practical account of the text. In the end she would like to thank IGNOU for providing her this golden opportunity and in future if any such kind of interesting course is introduced, she would definitely go for it.

Mohan Lal Chopra (MBA) Indian Institute of Banking & Finance’s collaboration with IGNOU motivated him to enroll for MBA (Banking & Finance). He was not expecting the Gold Medal but his family, institution and teachers are the instruments in his achievement, he says. He generally studied after 9 pm and noted the important points and difficulties and also made short notes for future references. Although the study material provided by IGNOU was sufficient, he also consulted other reference books. The support and guidance at his study centre (ARSD College) is very good, he feels. As regards suggestions, his submission is that Assignments should be evaluated and returned before the Term end Examination. He is planning to enroll for the PG Diploma in Intellectual Property Rights. His sincere advice to students is that since they are learning in a world class open university in a flexible environment. “Hard work and sincere efforts will get you a number of opportunities in the career” says Mohan.

Vikas Bhutani (MBA) He chose the MBA programme of IGNOU due to its flexibility of time and course material. “My aim was to complete the course and get benefited, not study for the gold medal.” Due to his hectic work schedule, he got time only in the early morning and surfed

the Internet a lot for knowledge other than the material provide by IGNOU. He got full support from his wife and son. Mr. Ramdeo was his mentor for revision of knowledge. He feels that the study centre requires a proper library for MBA students. This course has developed his leadership skills and he is using the knowledge in his current job requirements.

Dr. Alok Mittal (PGDIBO) Dr Mittal has completed MBA in 1994, and PGDOM in 2005 from IGNOU. The past familiarity, reputation of IGNOU along with recognition of its courses worldwide made him enroll for PGDIBO. He had done well in assignments/ term end examination and expected a good percentage. He used to study 2-3 hours daily. Exhaustive preparation of curriculum was done keeping in view previous term end examination papers. IGNOU study material was sufficient but certain websites/reference books were consulted to enrich knowledge and enhance quality. The study centre provided excellent support and fullest cooperation. IGNOU authorities should quickly incorporate assignment marks after they are sent from the study centres, he suggests. He is into the academic profession since 1997 due to qualifications received from IGNOU and DAV, Indore. He would advise other students to pursue versatile courses offered by IGNOU for professional growth.

Naresh Kumar (MHD) He decided to enroll for the MHD Programme of IGNOU because he wanted to study Hindi and IGNOU’s mode of open learning system is excellent. He worked hard to get the first Division but did not expect a gold medal. He studied 2-3 hours daily regularly with IGNOU study material. This material is sufficient if novels and dramas are also provided by IGNOU. He would suggest to MPDD that all novels and plays included in the course may be dispatched to students by IGNOU along with other study materials. Study centre services may also improved in respect of PCP of library books. He wants to do MHI, MEG & Phil (Hindi) in future from IGNOU. This degree will help him to get departmental promotion as a lecturer. He advises other learners of IGNOU that they should seriously study their all Course materials provided by IGNOU regularly, as they are real means of any success. 9


Newsletter Sanjukta Mohanty (DWED) She enrolled for this DWED Programme in IGNOU while pursuing M.A. in Social Work as the Course was linked of with her subject and was also helpful to enter the present day Social Work Market. She sees the Gold Medal as a reward for her hard work and the blessing of God. She completed the assignments in due time and prepared for the term – end exam by studying all materials of IGNOU and consulted other sources to gain depth knowledge about particular concepts. Her advice to other students is to work hard as per the requirement of the Course and success will automatically follow.

Ajay Indorkar (PGDT) He takes interest in writing and reading books on different disciplines. His job is related to printing and somewhat related to translation and to attain proficiency in it he decided to learn and understand the techniques and principles of translation in the first instance. And for the present he thinks he can handle the onerous work with full confidence and capabilities. He was expecting a respectable position but getting gold medal is a boon to him, he says. For achieving this goal, he scheduled his study hours in such a manner that he could get optimum advantage. Despite heavy workload at his work place, he devoted 3 to 4 hours to his studies especially in the early hours. The material supplied by IGNOU is sufficient to cater to the needs of students enrolled in the course even though he consulted other available material in the library to complete the project and assignments. I coined new words and vocabulary, he says, consulted dictionaries on technical terminology and also legal and constitutional glossaries. Support service at his study centre i.e. Ram Lal Anand College, New Delhi was of great value and the guidance given by Shri R.P. Gautam gave inspiration, confidence and a sense of devotion towards the work. The learning at IGNOU filled him with the confidence of handling the translation work of his organization i.e. Rajya Sabha Secretariat. The students should follow the innovative guidelines of IGNOU while proceeding in their studies, he advises.

Madhurima Dutta (MPA) She took up Masters in Public Administration because it would help her in teaching. Topping in graduation fostered her desire to get it at the Master’s level too. Studying 10

IGNOU‘s self sufficient course material, solving questions of previous years completing assignments with sincerity and taking assistance from IGNOU’s study centre helped her in sorting time out from her teaching schedule. She would further like to pursue Ph.D in Public Administration from IGNOU which would help her in NET and research. She would like to advise other students to refer to IGNOU study materials and do assignments with devotion.

Brindaban Bhandari (DPE) He got a golden chance to enroll in DPE Programme due to becoming a para teacher under the Jharkhand Government. He did not expect to get a gold medal. He follows a definite and hour daily for this programme for studying. He studied IGNOU materials carefully and underlined important points after which that he wrote and revised frequently. He also followed audio and video Programmes. He did consult some other materials for clear concepts. He did not face any difficulty in pursuing his studies. His study centre was very helpful. He was supported in many ways like workshop, practice of teaching. He was fully satisfied with these. He intends to B.Ed. & M.A. (Eco) from IGNOU in future. His qualification of DPE proved very fruitful because after he completed it, he got a welfare teacher’s job under Jharkhand Government. He believes hard labour is the key to success.

Saurabh Krishna (BTS) He desired to be a graduate in Tourism Studies so he decided to enroll for this programme (B.T.S) of IGNOU. He expected to perform well but did not expect to get the gold medal. IGNOU materials were enough for him. Moreover, he consulted other materials also. The quality of support services at his study centre (Calicut) were encouraging and he was fully satisfied with these. He intends to do MTM and accordingly he has enrolled himself for the same from IGNOU. His IGNOU qualification has not benefited him professionally as yet, but he expects to be benefited sooner or later as “sweet are the fruits of labour”. Students requiring need based academic programmes at affordable costs should join IGNOU. This is sure to enhance their knowledge and make their future prosperous, he says.


Babula Behera (BTCM) He decided to enroll for the BTCM programme from IGNOU because it is a correspondence course and he could do it while working as a J.E. (Civil) in the works Department of Orissa in R& B wing. In spite of a busy service life he had sincerely attended all the classes of IGNOU in the local study centre. He didn’t expect to get the gold medal but with hard labour, quality teaching and excellent study materials along with consulting various reference books , he was able to achieve the gold medal. He suggests that IGNOU should take the initiative to open M-tech programme in different fields of civil engineering which will be very much beneficial to in - service engineers. He will never forget the support given by the teachers of local study centres and support of Regional Centre, Bhubaneswar.

Arundhati Singhal (PGDAPP) An urge to return back to the society something that she has learnt was always a desire. Reaching the society using this media was an exciting opportunity. She always aimed for doing better rather that concentrating on winning a gold medal. Sh always followed the radio programmes and tried to follow the instruction from the faculty members, apart from studying one hour a day. IGNOU material was the only that she followed. She had to maintain a perfect balance between her studies and family life. Without the support of family members this would not have been achieved. She and her family were overwhelmed with her achievement. She has just started looking for job prospects with her Masters degree in educational psychology along with this IGNOU qualification with a hope that this qualification will definitely boost her employability, Dedication, hardwork and focus are the keyword for success she adds

Shaiwali Taneja (MLIS) The will to win, the desire to succeed, the urge to reach your full potential, these are the keys that will unlock the door to personal excellence. IGNOU provide a platform to all those students who cant not build their career on regular basis. Books provided by IGNOU are real good stuff to start with, contents are updated as per the needs of the current

library and information centres. At times, she does follow other books, especially for computer related subjects to make an edge. Over other students. No great difficulties were faced in pursuing her studies at IGNOU. She got suitable support from her study centre (0771 – P) that is really sensitized to function all through the year towards study and progressive zeal building efforts. Centre staff constantly supports the students through out sessions. Regarding improvements she suggests IGNOU may provide optional training sessions for students. It will be good to have a strong placement cell which can induct the students for full time employment and MPhil in Library Science in distance learning. W.M.T.U.K. Weerasooriya (PGDDE) Currently she work as a Lecturer and enrolled in the programme since the University paid the course fee. She did not expect to get the Gold medal. She managed to do the course with very much difficulty. She got married during the course and had to complete the assignments, even during her honeymoon. She also had academic and administrative work responsibilities, too. From Sri Lanka we had a group of participants and we studied together as a group by benefiting from each other, she says. It was a marvelous experience. Advises and comments we received from resource persons of IGNOU and Open University of Sri Lanka were excellent. Being a gold medalist has brough me a good recognition and prompted me for advanced programmes of IGNOU. I have succeeded due to sharing of knowledge with my colleagues and the resource persons and I would like to recommend this method for other learners too.

Rajasekharan Pillai, Vice Chancellor, Indira Gandhi National Open University (IGNOU) launched ebooks for the National Open and Distance Learners’ Library and Information Network (NODLINET), a new activity undertaken by IGNOU. To start with, 185 e–books (including one audio book) in the areas of Sciences, Computer Sciences, Humanities, and Management have been subscribed from Netlibrary aggregator which has a collection of more than 1.5 lakh e-books from over 400 of the world’s best publishers and adds nearly 2000 books per month.

An International Workshop on “Disability Related Research: Cross Disability Concerns of the Developing Countries in Asia” from 3rd December – 4th December, 2007 was held at IGNOU Campus.

A National Seminar on “Rural Development: Issues and Challenges” was organised by School of Continuing Education on March 17-18, 2008.

The e-books are accessible to IGNOU HQ and its users at Regional Centres spread all over India. The Vice Chancellor informed the National Task Force members of NODLINET that the e-resources shall be made available to other participating institutions of Open & Distance Learning (ODL) system. • Programmes on Doordarshan Indira Gandhi National Open University (IGNOU) introduced an Agricultural Programme on the National Channel of Doordarshan to offer its expertise and infrastructure, for dissemination of latest agricultural technology among farmers across the country by telecasting TV Programmes on issues and subjects of National Importance. Various Missions and Schemes have been launched by Government of India, with focus on various National Issues like enhancing productivity of paddy, wheat and pulses etc. IGNOU has also launched a 30 min of weekly agricultural TV programme on the National Channel of Doordarshan at 6 a.m. to 6.30 a.m. on Sundays. VC urged the farmers to gain effective knowledge from the value added agricultural courses being offered by the School of Agriculture, IGNOU, he also informed. Indira Gandhi National Open University and Mauritius Broadcasting Corporation (MBC) shall jointly establish a media broadcast channel for creating spheres of media awareness and also to offer Research and Development projects in media education, announced Prof. V.N. NEWS FROM REGIONAL CENTRES Ahmedabad Regional Centre A One Day Orientation Programme for Academic Counsellors was organized at Mehsana Study Centre (0909). 60 Academic Counsellors attended the programme. Prof. P.K. Mehta inaugurated the programme and delivered inspiring speech. He explained about the role of Counsellors to sustain the motivation of learners.

Dr. Kalpana Mishra, Regional Director, talked about tutor comments and the evaluation system. A Three Day Workshop on Research Methodology was organized by STRIDE at Ahmedabad during 4, 5, and 6th November 2007. 20 persons participated in the Workshop from different educational institutions of the West Zone. PVC, Prof. Parveen Sinclair inaugurated the programme and delivered the inaugural lecture on “ODL system - Indian perception”.

Induction Meeting at IGNOU Study Centre- 2723, Azamgarh An Induction Meeting of all the newly enrolled students for the session commencing January 2008 was held at this centre on Sunday 27 Jan, 08 at 11 a.m. Prof. B. Tripathi, Chairman, Dental & Pharmacy College, Chandeshwar, Azamgarh was the Chief Guest. All the students were explained the methodology of distance and multimedia education, their problems were explained and doubts clarified. Induction Meeting at Study Centre – 0558b, Khagaria Distt (Bihar) An Induction Meeting Programme was held at the IGNOU Study Centre – 0558, Koshi College, Khagaria District ( Bihar) on 28th January, 2008 under the presidentship of Dr. S.L. Tulsyan, Professor & Head, Department of Commerce and the Coordinator of the Study Centre. Dr. Moti Prasad Singh, Principal of the College was the Chief Guest on this occasion, About 150 learners of Bachelor & Master Degree Programmes of the new session July, 2007 and 25 academic Counsellors were present in the meeting. A number of counsellors spoke on the counselling, assignment and distance education in India.

Chennai Regional Centre Inauguration, Induction and Orientation at ARR College of Education (25150p), Kumbakonam ARR College of Education has been notified as a PSC for B.Ed with the SC code-25150P. The formal inauguration of the centre was on 24 February, 2008. On the same day, induction of the students and orientation of the Academic Counsellors were also done. The Regional Director, IGNOU, Chennai attended the programme. Dr. K.S. In the afternoon, an orientation of the academic counsellors and the part-time staff on academic counselling, assignment evaluation and payment norms was conducted. The features of academic counselling as distinct from lecturing were focused on and the need to deploy small group teaching techniques was emphasized.

Jaipur Regional Centre 1. IGNOU Regional Centre Jaipur has participated in the Baneshwar Mela, between 18-22 Feb. 2008, Baneshwar, District Dungapur. This areas is a Notified Tribal Area, and about 4-5 lakh people visited IGNOU stall during the mela. Information about IGNOU Programmes was disseminated to visitors from the district as well as adjoining areas of Gujarat and Madhya Pradesh. 2. IGNOU Regional Centre Jaipur participated in Bharat Nirman Abhiyan organized by Press Information Bureau, in collaboration with AIR, DAVP Doordarshan and Field Publicity Unit. NEWS FROM SR&ED WALK-IN-ADMISSIONS Indira Gandhi National Open University (IGNOU) is all set to open its admissions to students all year long. Under the university’s newly- launched ‘walk-in admission’ scheme, which will come into effect in July, students will be able to ‘Walk in’ at any time of the year to their nearest Regional Centre or to the IGNOU headquarters and register themselves for the respective programmes. Prof. V N Rajasekharan Pillai, Vice- Chancellor, IGNOU, had announced the scheme earlier this year and the Academic Council, in February, approved it for implementation from July. Prospective students can walk in to the Regional Centre/ headquarters along with their credentials and requisite programme fee and submit their admission forms. Their applications will then be scrutinized and if everything is in order, their admissions will be confirmed on the spot. The scheme would not include programmes like the MBA or Bed, which require aspirants to undertake

entrance examinations. However, all of IGNOU’s academic programmes will now be offered for both admission cycles, i.e. January and July. So, the entrance examinations for the BEd programme, which earlier took place only once a year, will also be conducted twice. Further, all registrations, admissions, re-admissions and fee payments will also be made available online July onwards. This is part of the process of reforms being carried out by the university in the sphere of open and distance learning (ODL). The online admissions would be made available on IGNOU’s website and students will be allowed to submit admission applications at any time of the year. Students will also get to choose from various modes of payment – cash, credit card, debit card or bank draft. Besides, the university also plans to arrange for on-the spot delivery of study materials to students wherever feasible. All in all, with development such as these, IGNOU promises its aspirants an admission process that is more flexible than ever before.

INFORMATION UPDATE 1. IMPROVEMENT IN DIVISION/CLASS The students of Bachelors and Masters Degree Programmes, who have completed their programme but falling short of 2% marks for securing Ist or IInd Division and wish to improve may submit their application to Registrar, SRE Division, New Delhi in the attached prescribed format along with the requisite fee in the form of Demand Draft drawn in favour of IGNOU and payable at New Delhi. The modalities for improvement in Division/Class are as under:i)

The maximum number of courses for which students can apply for improvement, subject to the limits of credits as above, shall be five courses. iv) The students who fall short of 2% marks for securing 2nd and 1st Division only are eligible for applying for improvement. v) Students wishing to improve their performance should submit the prescribed format and send to Registrar, SRED within the prescribed dates along with fee @Rs.300/- per course by means of a Bank Draft drawn in favour of IGNOU payable at New Delhi. vi) Students who have completed the programme within the minimum prescribed period will only be eligible for improvement of marks/grades. vii) Students wishing to improve the marks will have to apply within six months from the date of issue of

final grade card to them, subject to the condition that their registration for the programme/course being applied for improvement, is valid till the next termend examination in which they wish to appear for improvement. viii)No student will be permitted to improve if maximum duration to complete the programme, including the re-admission period, has expired. ix) Only one opportunity will be given to improve the marks/grade. x) After appearing in the examination for improvement, better of the two examinations i.e., marks already awarded, and the marks secured in the improvement examination will be considered. In such cases, the improved marks can be incorporated only on surrender of the Grade Card, Provisional Certificate and Degree Certificate already issued to the student. xi) In case of improvement, the month and year of completion of the programme will be changed to the Term-end examination in which they appear for improvement. xii) Students will be permitted for improvement of marks/ grades provided the University conducts examination for the particular course in which they wish to improve is being conducted by the University at that time.

Newsletter RULES & REGULATION FOR IMPROVEMENT IN DIVISION/CLASS 1. The improvement of marks/grades is applicable only for the Bachelor’s/Master’s Degree Programmes. 2. The students, who fall short of 2% marks for securing 1st Division or 2nd Division only, are eligible for applying for improvement. 3. Only one opportunity will be given to improve the marks/grade. 4. The improvement is permissible only in theory papers. No improvement is permissible in Practical/Lab courses, Projects, Workshops and Assignments etc. 5. Students wishing to improve the marks will have to apply within six months from the date of issue of final statement of marks/grade card to them, subject to the condition that their registration for the programme/ course being applied for improvement, is valid till the next term-end examination in which they wish to appear for improvement. However, the students who have completed the programme as on the date of issue of this notification, wishing to improve can apply for improvement in the Term-end Examination for December 2007 or June 2008 subject to the condition that the maximum duration to complete the programme including re-admission has not expired at the time of appearing in the Examination in December 2007 and June 2008 respectively. 7. No student will be permitted to improve if maximum duration to complete the programme, including the readmission period, has expired. 8. After appearing in the examination for improvement, better of the two examinations i.e. marks/grade already awarded and the marks/grade secured in the improvement examination will be considered. NOTE: The request for re-evaluation by the students must be made before 31st March for December TEE and 30th September for June TEE or within one month of declaration of results whichever is later. The date of declaration of results will be calculated from the date on which the results are placed on the IGNOU website. After re-evaluation, the better of the two scores of original marks/grade and re-evaluated marks will be considered. The revised marks after the re-evaluation shall be incorporated in the student record and the revised Grade card/Marks sheet shall be sent to the students within one month from the receipt of the application.
