Distinguished guests, colleagues and friends, It is my great honor and pleasure to welcome such an esteemed international group of defense and security experts, decision makers, industry leaders and first responders to the NCT CBRNe & eXplosive Europe 2016 Conference. Inspired by the success of our worldwide NCT events series, we are very excited to hold the 18th edition in Amsterdam. Against the background of enhanced military cooperation between the German and Royal Dutch Armed Forces, we are specifically glad to organize for the first time a joint CBRN live demonstration with both countries. My sincere gratitude goes therefore to the Royal Dutch Armed Forces, the Bundeswehr CBRN Defense Command and the National Training Center (NTC) in Vught. At the NTC, the two countries will showcase their civil-military response to a CBRNe terrorist attack. Such international cooperation proves to be all the more necessary, in light of escalating conflicts in the European periphery and the recent events in Paris. NCT CBRNe & eXplosive Europe 2016 will address these threats by welcoming an outstanding and diverse group of first responders, international experts, regional decision-makers and industry leaders to discuss pressing issues and lessons learned in the fields of CBRNe and C-IED. For two days, this esteemed group will discuss how to strengthen European CBRNe resilience and C-IED capabilities. Bringing together the CBRNe and C-IED communities in a joint conference will provide the necessary holistic approach to face these ever-changing security threats. As we have shown in our past European conferences in The Hague (2012), Leipzig (2014), Brussels and Belgrade (2015), IB Consultancy commits itself to building an integrated CBRNe and C-IED defense and security community around the globe. Europe is certainly an indispensable actor in this matter and the recently deepened military cooperation between the Netherlands and Germany is a step in the right direction. Day 1: Tuesday 23 February 11:30 -17:00 Live Exercise The Royal Netherlands Armed Forces CBRN Command, the Royal Netherlands Armed Forces EOD Command and the National Training Center (NTC) will be hosts of the live capability demonstration during NCT CBRNe & eXplosive Europe on 23 February 2016 at the NTC in Vught. The live demonstration will showcase an international civil-military response to a terrorist attack using CBRNe means. In the demonstration, The Netherlands Armed Forces and the German Bundeswehr CBRN Command in cooperation with other agencies will showcase their response to such an incident. The The NTC is The Netherlands multidisciplinary CBRN training center, located in Vught in the south of the country.

A new NATO CBRN Reachback capability

NATO’s efforts to counter terrorism include projects to develop and enhance capabilities that fill critical shortfalls and meet NATO’s priorities. The requirement for NATO to have access to its own dedicated CBRN Reachback has long been highlighted in various documents, including the 2009 NATO Comprehensive Strategic-Level Policy for Preventing the Proliferation of WMD and Defending Against CBRN Threats. At the Joint Chemical, Biological, Radiological and Nuclear Defence Centre of Excellence (JCBRN Defence COE) in Vyškov, Czech Republic, NATO’s CBRN Reachback Element (RBE) and Reachback Operations Room has been established as a unique, integrated CBRN Reachback capability in support of NATO crisis response operations and planning. Full Operational Capability (FOC) for CBRN Reachback was declared to NATO on 1st January 2016. On 1st January 2014, the JCBRN Defence COE Director declared the Initial Operational Capability (IOC) of the CBRN Reachback Element to the International Military Staff Director General. In the time since this declaration, one of the NATO’s most critical requirements has been successfully developed and implemented. The IOC declaration marked a successful end to a two year period of experimentation which began in September 2011. The purpose of the experimentation was to further develop the concept with a view to implementing a CBRN Reachback capability at the COE, although at that time this was only one of the available options. The argument for selecting this course of action was underpinned by the fact that the JCBRN Defence COE has a unique pool of CBRN experts drawn from across NATO. In September 2013, the JCBRN Defence COE Steering Committee approved the implementation of the Reachback capability in order to support the Alliance. The RBE represents a capability provided to NATO by

the twelve JCBRN Defence COE Sponsoring Nations (SNs) and it is an excellent example of an international coordinated effort in support of NATO. CBRN Reachback is defined as “a process by which commanders, their staffs and deployed forces may be provided with timely, coordinated and authoritative advice on Chemical, Biological, Radiological and Nuclear issues, drawing upon remote expert sources of information.” This means that the CBRN RBE ensures the availability of reliable products for designated NATO commanders at short notice and the timely delivery of allsource, fused CBRN expertise to support situational awareness, intelligence analysis, operational planning and operations. Additionally, the RBE will support the whole spectrum of NATO response to WMD proliferation, protection and recovery. In order to facilitate this development, considerable structural changes were necessary within the COE. Extra posts, including technical and scientific specialists, were established to ensure that the COE can deliver an effective Reachback capability. This new structure has grouped together the COE’s Modelling and Simulation Section with a new Planning Support Section and a new CBRN Reachback Section (RBS), all of which are now part of the Operations Support Department (OSD). Concurrently, considerable progress was also made towards delivering Full Operational Capability (FOC). The NATO CBRN RBE Concept of Operations (CONOPS) was developed and was approved by the Military Committee on 31 March 2015, thus establishing the RBE as a recognized standing NATO capability. Within NATO, SHAPE has been identified as the RBE’s primary

customer. Additionally, any designated subordinate headquarters or NATO entity can be authorized to receive Reachback support when required, including the NATO Response Force (NRF) Combined Joint CBRN Defence Task Force (CJ-CBRND-TF) and its CBRN Joint Assessment Team (CBRN JAT) when deployed. Whilst CBRN Reachback has been primarily developed to support NATO, it also provides support to the COE Sponsoring Nations. Reflecting the importance given to countering WMD proliferation by the anti-terrorist community as a whole, NATO’s Defence against Terrorism (DAT) programme of work funding has been key to establishing the necessary material conditions for establishing the Reachback capability. Specifically, DAT provided the funding for a bespoke CBRN Reachback Operations Room which was formally opened on 14 November 2014. To ensure that the right expertise is always available, supporting secondary and virtual networks have been developed to provide additional technical and scientific SME knowledge. The JCBRN Defence COE, through its Sponsoring Nations, devoted considerable time and effort to the creation of dedicated links to partners in the supporting secondary network and has developed a number of official bilateral agreements to enable this. A CBRN Knowledge Base and management system is a work in progress within the JCBRN Defence COE. This is part of the effort to improve information management which will be necessary to deliver the comprehensive CBRN Reachback capability that NATO requires.

Trident Juncture 2015, a major NATO exercise, served as the means for NATO to measure and evaluate the RBE‘s performance against a comprehensive FOC certification plan. During this exercise the RBE successfully supported the NRF CBRN JAT led by Poland and thus was also certified as part of the NRF 2016 operational package. The NATO CBRN RBE is a capability that took time to develop in the conceptual sense, but the JCBRN Defence COE is now organized and able to deliver valuable specialist support to the planning and conduct of NATO operations. The complexity and uncertainty of the world’s situation requires flexible and adaptive solutions and the RBE capability is ready to meet those demands. Col. Speakers Col. Friedrich Aflenzer, CBRND Officer, GS Force Development Division, Federal Ministry of Defense, Austria Colonel Friedrich Aflenzer began his military career on the 01 Oct 1985 as a conscript at an Austrian High Mountain Battalion. After successfully finishing the Theresian Military Academy, he graduated as Lieutenant and CBRN Defense officer. His first assignment was Platoon Leader of a CBRN Defense Platoon at Aviation Regiment 1 in Langenlebarn, Lower Austria and then Company Commander of an Airbase management company in the same Regiment. At July 2000, he was transferred to the CBRN Defense School where he has held various positions. Since December 2013 his current position is CBRN Defense officer at the Force Development Division in the Austrian Ministry of Defense in Vienna. He served in different missions in Austria as well as abroad such as Mozambique, Thailand and Pakistan where he led the disaster relief mission after the earthquake in the Kashmir region. From April to October 2007 he served in KFOR at the Austrian Battalion as a Commander of the HQ-Company. In the year 2011 he was leader of the explorers and initial Mobile Training Team Disaster Relief and CBRN Defense in Bosnia and Herzegovina. Maj. Peter Balazs, Leader of BioLab Development Project, Hungarian Armed Forces, Hungary Maj. Péter Balázs graduated from the University of Miskolc, Hungary as a Mechanical Engineer, with a specialization in Environmental Engineering. His military career started in 1997. During his military career at the Hungarian Defense Forces (HDF) he worked in several positions such as an Engineering Unit Leader, CBRN Defense Company Deputy Commander, Commander of the HDF Mobile Biological Laboratory Complex. Maj. Péter Balázs was posted to NATO missions in Kosovo and Iraq several times, and participated in the Olympic Games in Greece and in the NATO Summit in Latvia as a CBRN expert. He completed successfully medical logistic courses in European countries and USA. Maj. Balázs is the Leader Engineer for the Biological Laboratory Development project of the HDF and the Rapid Diagnostic Laboratory project for civilian defense purposes. Lt. Col. Dr. Zsuzsanna Balogh, Professor and Project Manager, NATO Allied Command Transformation Lt. Col. Balogh has worked for the Hungarian Ministry of Defense since 1989 and has been employed in a number of infrastructure related posts. She has a civilian engineer and architect background. In 2013 she earned her PhD in Military Engineering from the National University of Public Service,

Budapest. Her doctoral research focuses on defending buildings and military camps against (I-ED) blast attacks. In support of her studies, she was a team member of a 2-year-long EU funded Defense Research of Critical Infrastructure project. Within these studies, the team analyzed viable techniques to defend buildings against blast attacks from multiple points of view. Lt. Col. Balogh was responsible for examining the blast effects on buildings, identifying ways to prevent attacks and suggesting methods to reinforce the buildings. Lt. Col. Balogh now serves as project manager in NATO HQ SACT in Norfolk, Virginia, USA. Dr. Cornelius Bartels, Senior Expert Biopreparedness, European Center for Disease Prevention and Control Cornelius Bartels is working for the European Centre for Disease Prevention and Control in Stockholm since 2011. There he is leading the center’s activities in the field of biopreparedness and biosecurity. During the Ebola outbreak in 2014 he was assigned as crisis manager to coordinate ECDC’s support to health authorities in European countries and EU-institutions as well. Before moving to Sweden, he worked for the Centre for Biological Security at Germany’s federal public health agency, the Robert Koch Institute. One of his responsibilities was the implementation of a national training concept for first responders from clinical, pre-clinical and public health side when facing biological incidents. Furthermore he acted as Scientific Advisor for joint interagency biopreparedness and response at national level. Prior to transitioning to public health in the early 2000s, Cornelius worked over many years as a specialist for anaesthesiology and intensive care at Berlin University’s Medical School. In these periods he also became deeply involved as an emergency physician for ground and airborne rescue services. Col. Christophe Baumberger, Deputy Commander, NBC-EOD Competences Center, Swiss Armed Forces, Switzerland Col. Christophe Baumberger, a Swiss national, holds a PhD in Biochemistry from the University of Geneva, Switzerland. He is currently working as regular officer and Deputy Commander of the NBC-EOD Center of Competence of the Swiss Armed Forces in Spiez, Switzerland. He is heading the division Doctrine-Operations, which has the lead in the various projects building up the Swiss military CBRN Defense capabilities. Col. Baumberger is a member of different international working groups and participates in various civilian and military expert groups such as the Coordinated Medical Service in Switzerland (KSD) or the EEDDPS, the professional civil-military CBRN rapid intervention element in Switzerland. He has participated in various military training exercises such as ASSITEX 1 from OPCW in Croatia, EURAD 2010 (as NCC from the Swiss contingent) and was head of project D-CH ABC FTX 14 in Geneva. In his military function (militia), he is the CBRN Officer of the Swiss Airforce.

Dr. Dorothee Friedrich, Head of Training Division, Science, Technology and Public Health, Federal Office of Civil Protection and Disaster Assistance (BBK), Germany Dr. Dorothee Friedrich studied in Münster University, Germany, were she got her degree as a nationally certified food chemist. She completed her studies in biochemistry with a doctor`s degree (PhD). Additionally she acquired the teaching qualification in chemistry and food technology. After her doctorate she started as head of the training section CBRN Protection and Veterinary Medicine at the former Federal Disaster Response School in Bad Neuenahr-Ahrweiler and was at that time responsible for the CBRN civil protection training of chemists and veterinarians, as well as leaders of the former NBC and Veterinary Platoons in case of large scale releases of chemical warfare agents, radioactive substances or nuclear weapons. Since 2002 she is head of division Science, Technology and Public Health” at the Academy for Crisis Management, Emergency Planning and Civil Protection in Ahrweiler (AKNZ) at BBK. Her tasks include training of specialists from fire and rescue services, the public health sector, private relief organizations, the police, and responsible personnel of scientific institutions in the field of CBRN protection of the population. A main topic and current challenge in CBRN training is the interagency communication and cooperation in special high risk CBRN hazards such as potential terroristic attacks.

Lt. Col. Alan Gavel, Population Protection Institute, Czech Republic Alan Gavel was born 1977 in Levoča, former Czechoslovakia. Alan graduated in 2001 at Masaryk University in Brno, Czech Republic in Ecotoxicology and continued with a research program in Environmental Chemistry. After a short period on the Department of Experimental Phycology and Toxicology at the Institute of Botany of the Czech Academy of Sciences, his career turned to public safety, radiological and biological preparedness and countermeasures. He joined the Population Protection Institute (part of the Czech Fire Rescue Service, DG - Ministry of interior of the Czech Republic) in 2004. His work is divided among education of first responders, applied research and specialized intervention in the field (hazmat team). Subject matter is the detection of radioactive and nuclear materials and biopreparedness for hazardous biological agents (biological terrorism). He is Deputy Commander and Instructor of Czech OPCW courses „Advanced training course in civil defense against chemical weapons.

Denis Giordan has served as a Fire Officer for 28 years. He currently is the Head of the Operational Division at the HautRhin Fire Brigade. He holds a Master’s degree in Nuclear Sciences and Technics and has obtained other academic qualifications from notable French universities. Mr. Leslaw Górniak, Training Director, International Centre for Chemical Safety and Security Leslaw Górniak, received an MSc Chem. degree from the Chemical Faculty at Warsaw University of Technology. He is currently employed as a key expert at the REACH and CLP Centre of the Industrial Chemistry Research Institute in Warsaw, Poland. In parallel he is a Training Director at International Centre for Chemical Safety and Security in Warsaw. Between 1997 and 2010 he held the position of a Chemical Weapons Inspector and then a consultant at Office of Special Projects at the Organization for the Prohibition of Chemical Weapons. He specializes in issues related to chemical security and CBRN security, in particular in prevention of misuse of toxic and explosive industrial chemicals. He published several papers on security of chemical industry and chemical supply chain and edited “Chemical security trainer’s handbook”, a publication of Industrial Chemistry Research Institute. In the years 2013 to 2015 he coordinated two European projects related to CBRN security. Col. Helmut Heck, Director, Bundeswehr Joint Forces Operations Command C-IED Center of Excellence, Germany Col. Helmut Heck is the Director of the C-IED Centre in the German Armed Forces Joint Forces Operations Command (BwJFOCOM) since 2012. He started his career in the German Armed Forces in 1976 at the Signal Intelligence Battalion 940 (Daun) as a training officer and operator in signals intelligence NCO. He concluded his studies at the German Armed Forces University in Munich in 1983 and continued his career as Platoon Commander and Company Commander at the Signal Battalion 220 in Donauwörth until1988. From then on until 1991 he became the Head of Mobile Signal Intelligence Department at the Army Office. From 1991 until 1996 he was assigned as Company Commander at the 4 Coy/Signal Battalion 220 and Chief of Evaluation at the Signal Battalion 220. He then moved to Operations until 1998, which was followed by his position as Commander at the Electronic Warfare Regiment 320. In 2001, he became again the Chief of Evaluation at the Signals and Electronic Intelligence Brigade 94 /Signal Group 93. From 2004 until 2006, he served as Electronic Warfare Staff Officer in J3 Division, Strategic Reconnaissance Command. Following that, he served in the Ministry of Defense until 2009, when he took over as the Director of the C-IED Devices Information Centre in Grafschaft-Gelsdorf. Following this placement, he occupied his current position. Dr. Markus Hellmuth, Product Manager CBRN, Kärcher Futuretech GmbH, Germany Dr. Markus Hellmuth was born in 1971 in Koblenz am Rhein, Germany. He studied at the Johannes Gutenberg University Mainz and obtained there a university degree in molecular biology. His master’s dissertation was related to cellular and molecular processes activated by Dioxins. Related to the topic of his diploma he worked for an additional year at the research institute for toxicology at the University Hospital of the Johannes Gutenberg-University Mainz. Then he moved to the University Hospital of the Johann Wolfgang Goethe-University in Frankfurt am Main to the Institute for Pharmacology and Toxicology. There, he did his PhD thesis in the area of basic drug research for virus and cancer therapy. He subsequently transferred to the Charité, a joint institution of Humboldt-Universität and Freie Universität in Berlin and worked there for three years in a Post-Doc position on a DFG project for basic research in virology therapy models for polytrauma patients. Eight years ago he moved to Kärcher Futurtech in Schwaikheim near Stuttgart and works as a product specialist and product manager for the CBRN area. Sen. Captain Marnik Jacobs, Service for Clearance and Disposal of Explosive Devices (DOVO), Belgian Armed Forces, Belgium Captain Marnik Jacobs has been a Belgian Ammunition Technical Officer since 1988. He was posted to the 2nd Field Signals Coy in Dublin as a Signalman Radio Technician as part of the Second Infantry Brigade which also included duties along the border with Northern Ireland. He has completed a total of 13 overseas missions, in a variety of appointments ,including 6 times in South Lebanon with UNIFIL, in Kosovo with KFOR, in Eritrea with UNMEE, in Liberia with UNMIL, in TCHAD with EUFOR , Afghanistan with ISAF and finally with EUTM Mali as part of the UK & Irish Training Team. He was posted to the 1st Field Signals Coy in Cork in 1996. CS Kelleher was promoted Cpl in 2000, Sgt in 2005 and CS in 2015. CS Kelleher completed the C-IED Instructors course in 2013 and he has instructed on a number of C-IED courses both at home and abroad.

Prof. Dr. Marion Koopmans, Head, Viroscience Department, Erasmus Medical Center, the Netherlands Prof. Dr. Marion Koopmans is a veterinarian specialized in viral diseases and currently working at the Erasmus Medical Center in Rotterdam. Her research interest is understanding viral dynamics and diversity in relation to epidemiology, patterns of transmission and human health impact, particularly foodborne and zoonotic diseases. She was trained and worked at Utrecht University, US CDC, the National Institute of Public health of the Netherlands and the Erasmus Medical Center, Rotterdam where she currently is heading the Viroscience department. At RIVM she has been responsible for emerging disease laboratory preparedness. She has developed collaborative networks for sharing laboratory and epidemiological data in order to understand patterns of transmission, both nationally and internationally and is currently developing a generic platform for incorporation of next generation sequencing data in such a platform (www.compare-europe.eu). The Viroscience department is the national reference laboratory for emerging viral infections and influenza. During the Ebola outbreak, the laboratory has deployed three mobile Laboratories and trained technical staff for deployment in Liberia and Sierra Leone. She has published more than 300 papers in peer reviewed journals, covering a range of emerging viral diseases including avian influenza and MERS.

Brig. Gen. William E. King IV, Commander, U.S. Army 20th CBRNE Command, USA Brig. Gen. William E. King IV became the 7th commander of the United States Army 20th CBRNE Command. As the commander of the Army’s and Department of Defense sole CBRNE organization, he is responsible for the manning, equipping, and training of more than 5,300 Soldiers and civilians assigned across two Explosive Ordnance Disposal Groups, one Chemical Brigade, and a CBRNE Analytical and Remediation Activity. Brig. Gen. William King entered active duty in July 1987 after earning a baccalaureate in Chemistry and distinguished military graduate honors at the University of Richmond, Richmond, VA. He has also earned four Master’s degrees: two in Arts and Science from the Command and General Staff College, one from the School of Advanced Military Studies in Theater Operations and Planning, and one from the Industrial College of the Armed Forces in National Resource Strategy. Complementing his impressive education history, Brig. Gen. King has also received many awards for his heroism, meritorious achievement and outstanding service including but not limited to two awards of the Legion Merit, two awards of the Bronze Star and six awards of the Meritorious Service Medal. Platoon leader and Company Commander. From 1995 to 2001, he successively attended the Army Staff College in Compiègne, the Paris National Chemistry Engineering School and the Joint Defense College. In 2001, after having graduated in Chemistry Engineering, he joined the Army CBRN Defense Corps. From 2001 to 2004, he served within the Defense Staff as desk officer in charge of issues related to Non-Proliferation of WMD. In 2005, he was assigned as military adviser to the French Ambassador on security and disarmament issues in Geneva. In 2008, he participated within the French Delegation to the negotiations on the Cluster Munitions Convention (CMC). Since the 1st of August 2014, Colonel Le Roux is the Commanding Officer of the newly created Joint CBRN Center located in Saumur. Col. Xavier Lefebvre, Director, Operations Support Department, NATO JCBRN Defense Centre of Excellence Colonel Xavier Lefebvre has been working in the CBRN Defense expertise since 2002. He is a former Commanding Officer of the 2ème régiment de dragons (20082010) which is the unique French CBRN Defense Regiment. He has

been working with NATO for 10 years, in CBRN defense doctrine and in conducting the 2008 and 2014 French commitments in the NRF CJ-CBRN Defense Task Force. From September 2013, as the Joint CBRN Defense COE’s Operations Support Director he is in charge of developing the CBRN operational support to NATO Allied Command Operations from the Joint CBRN Defense COE, including a unique NATO CBRN reachback Element and a planning capability. Col. Dr. Pavel Manas, Head of Department of Engineer Technologies, University of Defense, Czech Republic Col. Pavel Manas, PhD, joined his military career with academia and education of future officers for the Czech Armed Forces. He is the Head of the Department of Engineering Technology at the University of Defense. He is responsible for the education of young officers of the Czech Corps of Engineers, with a main focus on technical aspects of general engineer support. His department provides the Czech Military with expertise and research in the field of military structures, and cooperates with other Military Research and Technical Institutes and public universities. Rob Martens, EOD Platoon Commander, Ministry of Defense, the Netherlands Warrant Officer 1 Rob Martens, enlisted in the Netherlands Air force in 1980, educated and works as an Explosive Ordnance Disposal (EOD) operator since 1995. Some of his past EOD missions include deployment in Bosnia in 1997 and 2001 as EOD Operator; in Iraq in 2003 and 2005 as EOD Team Leader; in Afghanistan in 2007 as EOD Team leader and in 2010 as Team Member of a Weapons Intelligence Team Level 1. Currently he works as second in command off a platoon with in the Defense EOD command at the SM Scheick barracks in Soesterberg. The platoon is responsible for rendering safe and disposal of all reported conventional explosives (UXO’s) within the Netherlands. This includes planning and organizing in cooperation with civil authorities in case of a complex incident when special safety measures are needed. Sebastian Meyer-Plath, Managing Director, Bruker Detection, Germany Sebastian Meyer-Plath is the Managing Director of the Bruker Detection Division and as such responsible for sales, marketing, strategy, R&D and operations of the Division worldwide. After graduating in Microbiology at the University of Bonn, Sebastian joined Bruker in Bremen and held various positions as a Product Manager and Head of Military Sales. After a term with the German Bio Start-Up Advalytix GmbH in Munich, Sebastian joined Smiths Detection in Watford as the VP Sales & Marketing. Sebastian currently holds the rank of Lieutenant Colonel in the CBRN Defense Corps of the German Army as a reserve officer.

Gen. Tom Middendorp, Chief of Defense, Royal Dutch Armed Forces, the Netherlands The Chief of Defense (CHOD) holds the highest military position in the Defense organization. In this capacity, he is the most senior military adviser to the Minister of Defense. On behalf of the Minister, he is responsible for preparing and executing military operations carried out by the Netherlands armed forces. General Tom Middendorp was appointed Chief of Defense on 28 June 2012. From his position in the Central Staff, the Chief of Defense directs the activities of the Navy, Army and Air Force. He is also in charge of the Royal Netherlands Marechaussee, when it is operating under the responsibility of the Minister of Defense. The Chief of Defense General Tom Middendorp is the military adviser to the Minister of Defense when decisions are being made about Defense policy. Formerly, Dr. Milstein was an EMBO fellow at NYU, where his research provided basic insights into the mechanism of T cell activation. Henry Neumann, Commander, Bundeswehr CBRN Defense Command, Germany Colonel Neumann began his military career in 1975 as an Officer Cadet of the German Army NBC Defense Corps. From 1975-1981 he completed his Officers Course and graduated from University with a degree in Computer Sciences. From 19811986 he was platoon leader of the NBC Defense Platoon in Emden and Company Commander of a NBC Defense Company in Bruchsal. From 1986-1987 he was appointed Chief of a Training Inspectorate at the NBC Defense and Self-Protection School in Sonthofen. From 1987-1991 he was Company Commander of the HQ Company 7 (GE) Panzer Division in Unna. From 1991-1994 he was desk officer for NBC defense training at the Army Office in Cologne. From 19941996 he commanded NBC Defense Batallion 110 in Emden. From 1997-2003 he held various assignments in the field of NBC defense and Protection issues at the Federal Ministry of Defense. From 2003-2005 Col. Neumann was Branch Chief of the Environmental and Occupational Health and Safety Branch in the CBRN Defense und Protection Issues Division of the Federal Armed Forces Joint Support Command in Cologne. In 2004 Col. Neumann was appointed deputy Brigade Commander of NBC defense Brigade 100 in Bruchsal. He was Commander of NATO’s CBRN Joint Assessment Team during the NFR 4 rotation. Since 2006 Col. Neumann has been Branch Chief of the CBRN Defense, Fire Fighting and Self Protection Branch in the CBRN Defense und Protection Issues Division of the Federal Armed Forces Joint Support Command in Cologne. Col. Neumann was Chairman of the CBRN Defense Training Working Group (NTG/JSSG) from 2008-2010. In 2008 and 2009 he chaired the EDA Project Team CBRN Detection, Identification and Monitoring; in 2009 he was elected chairman of the BIO EDEP Program Preparation Group. From 2010 Col. Neumann was the Commander of German Forces in Kabul and the Liaison Officer between the German and the Afghan MoD. In 2012, he returned to the Joint Support Command as a Chief of Staff and was appointed Commissioner for the Establishment of the German Armed Forces CBRN Defense Command. On 23 April 2013, Col. Neumann was handed over the Command of the German Armed Forces CBRN Defense Command in Bruchsal. Prof. Col (Ret’d) Zvonko Orehovec, University of Applied Science, Velika Gorica and College of Applied Sciences Zagreb, Croatia Zvonko Orehovec finished the Yugoslav Military Academy of NBC Defense in Belgrade 1984. Since 2015, Lieutenant Colonel (P) Reich has been the Head of the Capability Development Division of the Bundeswehr CBRN Defense Command.

Mr. Vladimir Sekulic, Independent adviser, Group for UXO, Directorate for Emergency Management, Ministry of Interior, Montenegro Vladimir Sekulic was born in 1983 in Podgorica. He finished the Faculty of Administrative and European studies at the University of Montenegro. His working career started 2001 as a sales specialist and forwarding agent. He has been engaged in the process of organizing rescue and protection activities for any kind of emergencies. Andrea Soehnchen, Senior Project Manager, International Association of Public Transport (UITP) Andrea Soehnchen is a graduated Civil Engineer, specialised in infrastructure and transport planning. Roman Tursic, Head, Libya and Afghanistan Implementation Offices, ITF Roman Tursic started his career as an active duty officer at the Former Yugoslav Army School Center (the Marshal Tito Barracks) in Sarajevo. After an 8-year interlude at a private detective agency and credit report company, Intercredit, Mr. Turšič joined ITF in 2000 as the Program Manager for Croatia. His main duty was to oversee donor funds distribution through tendering procedures in close cooperation with the Croatian Mine Action Center. He continued overseeing fund distribution as the head of the ITF Implementation Office in Sarajevo from 2003-2011, combining this task with fund raising for Bosnia and Herzegovina. Shortly after, he acted as the Program Manager for Albania, Kosovo and Serbia, again overseeing donor funds distribution, particularly for the HMA and CWD programs. Since 2014, Mr. Tursic is responsible for the implementation of a project in Libya and setting up a project in Afghanistan. Colonel Burg Valk, Netherlands Armed Forces Colonel Burg Valk studied civil engineering at the Royal Military Academy in Breda from 1980 to 1985, after which he was appointed commander of an armoured engineer platoon in Seedorf, Germany. He then held several positions in the Engineer Corps Regiment, including a deployment to northern Iraq with 11 Engineer Support Battalion as part of Operation Provide Comfort. From 1995 to 1997, Valk, attended the Staff Service Course and Advanced Military Studies. In 1997, he was assigned to the Expendable Items Division of the Royal Netherlands Army (RNLA) Directorate of Materiel. Following a very brief spell at the Army Staff, he was appointed as aide-decamp to Her Majesty Queen Beatrix in 1999. Practical Amsterdam Amsterdam is famous for its canals, its culture and its vibrant nightlife. The capital of the Netherlands is a medium-sized city where bicycles take the lead. Amsterdam has a rich cultural focus with multiple museums, a lot of them gathered at the Museumplein, very close to the city center. The most famous of those are the Rijksmuseum, where you can admire the work of Rembrandt and other Dutch painters, the Van Gogh Museum, a dedication to the famous Impressionist, the Stedelijk Museum of Modern Art, the Anna Frank Museum, and many more depending on your interests. Additionally, you can take a canal tour with one of the boats that crowd the popular “Rings” of Amsterdam, enjoy traditional Dutch stroopwaffels, take photographs in the Dam Square and party in the Red Light District or in Rembrandtplein.

Getting Around Amsterdam The best way to move around Amsterdam is by bike or public transportation. The city is extremely bike friendly and bicycle rentals are available throughout the city center, such as in the Central Station, Leidseplein and Dam Square. Day rates average 8€ with some multi-day rates as low as €4.

Currency The currency of the Netherlands is the Euro (€), which is divided to 100 cents.

Changing Money & Cash Withdrawal Foreign currency of all kinds can be exchanged at the airport, banks, post offices, most hotels and licensed exchange agencies in Amsterdam. Rates slightly vary from place to place and a commission is usually charged. Holders of international credit cards can withdraw local or foreign currency and, also, pay with them in various occasions. However, it is always advised to hold some cash with you for smaller transactions.

Sometimes, during pick hours, public transportation is faster than a taxi, but taxis can be very useful late at night, when public transportation has stopped.
