Distinguished guests and colleagues, It is with pleasure to welcome such a diverse and respected group of military, industry and government leaders to the fourth edition of our leading NCT eXplosive Asia 2015 EOD and C-IED Conference and Exhibition. We are truly honored to organize this event with the kind support of the Malaysian Armed Forces. Dealing with threats from Improvised Explosive Devices, Explosive Remnants of War and Landmines remains to be a great challenge for Southeast Asia. On one hand, countries such as Cambodia, Vietnam and Myanmar suffer from UXOs and landmines. On the other hand, IED related threats are ever-more present all over the world. From Syria and Iraq to India, Thailand and the Philippines, terrorist networks are threatening regional and international security. In addition, especially in Asia, densely populated areas are looking to find new solutions concerning their urban security and critical infrastructure protection. There is no better place than Malaysia to host this event. The country is increasingly building up its C-IED capabilities in order to create and invent adequate responses to a wide variety of threats. In order to do so, it is essential to provide first responders with the most advanced equipment but also offer adequate training. Moreover, continued development in technology and best practices is essential in anticipating future EOD threats and challenges - which are already lying ahead. We feel confident that, together with our partners and the attendance of our distinguished guests, we are able to deliver yet another successful NCT eXplosive Asia event. It is our aim to provide you with the right platform that enables you to learn and share of information, whilst offering you excellent networking opportunities with peers and the industry. Strategy in Resolving the IED Threat in Central India By Brig. Basant K. Ponwar, Director, Terrorism & Jungle Warfare College, India SITUATION While over the years India was focusing on its insurgency problems in the states of Jammu and Kashmir in the North and in the North Eastern States, there arose in the heart of India Naxalites, spread over 1/3 of the country, where in large areas, the writ of the government did not prevail. Their greatest weapon was the omnipresent Improvised Explosive Device (IED). The Naxalites numbering almost over 100,000 armed Guerrillas, their supporters, and sympathizers have utilized the locally concocted IEDs with devastating effect against the country’s police forces. Having received their training from the LTTE, Naxalites with great ease raided local mining corporation magazines to get explosive materials like Ammonium Nitrate, Gun powder, Cordex and detonators. Village shops provided food storage Tiffins which enabled them to assemble the deadly IED. In an incident in September 2005 a Mine Protecting Vehicle with 24 Security Forces (SF) inside was blown up by a 40 Kg IED killing all of them, with doors jammed. Laser beams had to be used to drill into the metal to evacuate the dead. The Naxalites, in order to protect their liberated Guerrilla Zones, as marked in the map, have laid such IEDs along the incoming routes. In the period 200507 the area witnessed almost 100 blasts in a year, causing over 500 fatalities to civilians, security forces and a large number of special vehicles, buses, trucks and property were destroyed. In February 2006 Naxalites looted 20 tons of explosive material and 12,000 detonators giving them a vast and sustained capability to carry out IED warfare in the sector. A very disturbing situation had developed. They started to use these explosives to disrupt traffic, cause casualties especially to SF personnel moving in local buses. In an incident, 50 were killed and as many wounded in Southern Chhattisgarh when their bus was blasted. They even ventured to make tunnels below Tarmac roads on National Highway’s to prepare for IED blasts.

With these conditions prevailing in the sector a strategy was drawn out at the Counter Terrorism and Jungle Warfare College at Kanker and disseminated to the rank and file for implementation. STRATEGY An IED awareness campaign was launched to educate the police forces in the state as they had encountered the IED for the first time in their service. Things that should be looked for were freshly dug up earth, IED composition, connecting wires, mechanisms, power supply and the means used to activate an IED; an essential requirement for SFs to assist them in clearing the roads in their ‘Road Opening Tasks’. There was no mine detecting equipment or Bomb Disposal Squads (BDS), these were recruited from retired specialists from the Army. Mine detecting equipment was procured from within the country and from across the world. BDS teams were deployed along with SFs. The few sniffer dogs in the state were trained in AntiNarcotics duties. Fresh trained dogs were bought, handlers were trained and the CTJW College went a step further in training the local street dogs, available in plenty in the country and that too came free of cost. The philosophy that a dog’s anatomy is the same, whether he is a Belgian Malinois, with titanic names like Tornado or Tsunami, or an Indian Mongrel. A dog is a dog. It was found that street dogs were as effective to detect IEDs buried, almost 20-25” deep in the jungle terrain. A new resource was introduced into the Counter IED operations. While carrying out road opening tasks, SFs have to move in a V formation to first clear the heights dominating the road of any perspective IED Operator/ Naxalites waiting in ambush. Mine detecting teams with its equipment and sniffer dog team move along the road. On IED detection the BDS team destroys the IED. Having cleared the road, pickets are established on the heights. Constant patrolling has to be carried out to keep the axis secure.
To further synergize the effort local villagers were motivated to assist the SFs in being their eyes and ears and report any suspicious activity or digging in the area. This is paying off very well as local population is very forthcoming to help. This has come about with good inter-personnel relations with them, a very essential requirement in insurgency areas to win the hearts and minds of the natives (WHAM OPS). A drive was launched in the area to seal and monitor all sources of explosives being used by the civilian mining Industry. Movement of explosive was always under escort to prevent looting by Naxalites during the journey. Only government authorized personnel received and supervised usage of explosives. Constructions of roads, culverts and bridges were given incidental protection by SF to ensure NO IED placement is done under the concrete, a practice adopted by Naxalites. The entire area of responsibility of SF Battalion is under constant domination by foot and mobile patrols. Suitable UAVs have been introduced to fly over Roads and tracks. Many UAVs have the capability to detect IED, to almost 3-4 feet deep. This asset is proving very effective. Most importantly SF have trained in Guerrilla Warfare to carry out Offensive Counter Naxalite
Operations to destroy/ neutralize the very people who lay the IEDs, ‘the Naxalites’. RESULTS Over the last 10 Years the above strategy was implemented and gradually IED blasts in the sector started to decline and with that SF and civilian casualties have reduced. Roads became more secure for free flow of traffic; from almost over a 100 blasts per year the figure has come down to 15-20, with negligible loss to life and property. This trend continues. The Naxalites are now surrendering in large numbers, their recruitment has gone down, it is now a matter of time that the Naxalite movement in the Country will soon get eradicated and peace and tranquility will prevail.n

Conference Speakers Col. Ronny Asnawi Asri, Deputy Director of Prevention, National Counter Terrorism Agency, Indonesia Col. Ronny Asnawi Asri is the Deputy Director of Prevention of Indonesia’s NCTA (National Counter Terrorism Agency), a government body established in 2010 in order to fight and prevent terrorism and radicalism. He started his career with the Indonesian Armed Forces in 1987 as a commander of Indonesia’s Special Forces Anti-Terrorism Unit. During his 1987-1999 service in the Indonesian Army, he gained experience in counter terrorism operations, while fighting radicalism in Sumatra, Sulawesi and Borneo Islands of Indonesia. In 2000, he was promoted to Military Territory Command in the Central of Java, West Timor and also West and East Borneo. In 2006, he joined the Army HQ in Jakarta as staff of Counter Terrorism and Insurgency, and then joined Indonesia’s NCTA since its establishment in 2010. Currently he holds the position of Deputy Director of Prevention, responsible for surveillance, investigating and counter propaganda of terrorist network and activities in Indonesia. Iftekharul Bashar, Associate Research Fellow, International Center for Political Violence and Terrorism Research (ICPVTR), S. Rajaratnam School of International Studies (RSIS), Singapore Iftekharul Bashar is an Associate Research Fellow at the International Centre for Political Violence and Terrorism Research (ICPVTR) at the S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University, Singapore. He is currently leading ICPVTR’s research team for South and Central Asia. His area of expertise is political violence and terrorism. Bashar holds a Masters in Peace and Conflict Studies from the University of Dhaka. He is fluent in four languages. He received awards from the United Nations and Faculty of Social Sciences, University of Dhaka for his essays. He has authored a chapter in the book titled Afghanistan after the Western Drawdown, (New York: Rowman & Littlefield Publishers), 2015. He also co-authored a book title The Rohingya Crisis (London: Imperial College Press) forthcoming in 2015.

Col. Dr. Pisutti Dararutana, Chief, Research and Development, The Chemical School, Royal Thai Army, Thailand Colonel Dr. Pisutti Dararutana is a Chief of Research and Development Section at the Royal Thai Army Chemical Department, since October 2014. He obtained his B.Sc. in Physics; a M.Sc. in Applied Physics and a Ph.D. in Materials Sciences. Between 1981-1985 and 2012-2014, he was a lecturer at the Royal Thai Army Chemical School of the Royal Thai Army Chemical Department; in Chemical Biological Radiological and Nuclear (CBRN) Operation Training Course, especially in the Radiological and Nuclear Operations. During 1985-1995, he researched and developed in the areas of CBRN equipment, military pyrotechnics and explosives and military equipment. Since 2005, he has studied about explosives based on X-ray spectroscopy, especially in characterization and identification. Col. (ret.) Dante S. Dinsay, Deputy Director, Intelligence and Operations Bureau, Department of Transportation and Communications, Philippines Colonel Dinsay just recently retired as Office-in-Charge of the Intelligence and Operations Bureau (IOB) and Officer-In-Charge of the Land and Rail Transportation Security Bureau in concurrent capacity of the Office for Transportation Security (OTS), Department of Transportation, and Communication (DOTC). He has worked with the intelligence community in various capacities for 24 years out of his 31-years stint in the military. He has a Master in National Security Administration (MNSA) degree from the National Defense College of the Philippines (NDCP). He is a Career Service Professional. Presently he is the Senior Technical Consultant of OTS. Captain Khalifa al Fulaiti, Weapons and Explosives Department, Abu Dhabi Police, U.A.E Khalifa Saeed al Fulaiti, born on 3 December 1974, is a United Arab Emirates National. He holds a

Mathew Geertsen, Head, FSC Support Section Conflict Prevention Centre, Organization for Security and Cooperation in Europe Mr Mathew Geertsen is a retired officer of the Royal Netherlands Air force. After the Royal Military Academy he served 10 years with the Air Defense Command in Germany during which he fulfilled several operational functions, including Squadron Commander. After a two year period as Liaison officer on an international peace keeping assignment in Egypt (Camp David accords), he was stationed at the Air Force Headquarter in which he fulfilled several positions in the Operational Plans and Policy Division. During the eighties Colonel Geertsen was project manager of numerous extensive reorganizations programs in the Netherlands Armed Forces. After completing NATO Defense College in 2004, he became Military Attaché in Austria and Senior Military Advisor of the Kingdom of the Netherlands to the OSCE. In 2008, Col. Geertsen ended his military career and became Head of the FSC Support Section in the Conflict Prevention Centre of the OSCE. Mr Geertsen lives in Vienna, is married and has 5 children. Commandant Mohammad Jamal Khan, Institute of IED Management, Central Reserve Police Force Pune, India Mohd Jamal Khan is a Commandant with the Central Reserve Police Force and a post graduate in science from Aligarh Muslim University in India. He joined the CRPF in 1996 as an Assistant
Commandant and underwent the following trainings and courses: Commando Course; Counter Insurgency & Jungle Warfare Course from CIJW School, Vairengte, Mizoram; Weapons & Tactics Course; Ammunition Technical Officer Course from College of Materials Management, Jabalpur; Counter IED course from College of Military Engineering, Pune; Advance Search Advisor Course, DEMSS (South), United Kingdom; Mohd Jamal Khan served in insurgency infested Punjab, Jammu & Kashmir and North East theaters of India. He also served in Maoist guerilla infested theater as Second In Command and led many successful operations against Maoists. Furthermore, he raised India’s World class state-of-the-art Counter IED Training center (INSTITUTE OF IED MANAGEMENT) at Pune which was inaugurated by Hon’ble Union Home Minister, Govt. of India, Mr. P. Chidambaram on 23rd February 2012. Currently he serving as Principal of this Institute and trained more than 1000 officers and men of Police Forces of India and abroad. Mohd Khan participated in national and international Conferences on Counter IED. He was awarded with the Director General’s Commendation Disc four times for outstanding performance in operations and training.

Bachelor Degree of Law and a Masters of Law and is currently a PhD student at the Dubai Police Academy. Throughout the course of his career he has attended and participated in many training courses inside and outside (USA, UK, Canada, Germany, France, and Belarus) the United Arab Emirates. Besides being actively involved with many regional and local security committees, he also holds a membership of the International Association of Bomb Technicians and Investigators (IABTI). His 22 years of operational experience in the field of Explosives (IEDs, EOD, and Post Blast Investigation) has led him to currently be the Manager of Weapons and Explosives Training Institute of the Abu Dhabi Police.

Born in 1970 in the Leipzig area, Dr. Kloepper is a physicist by education, holding a Ph.D. in chemical physics with a special focus on IR spectroscopy. Dr. Kloepper joined Bruker in the year 2000 as a software developer and has been active in the CBRNE arena since 2002. He worked his way through the ranks of Bruker relatively quickly and has held the positions of Product Manager from 2002 to 2004 and R&D manager from 2004 to 2008. Here he represented Bruker in many international research projects such as IMPACT, LOTUS and IMSK. In 2008 he became the Director of Sales & Marketing. He lives with his wife and two daughters in Leipzig. AIG Shafqat Malik, Bomb Squad Commander KPK Province, Pakistan
General Shafqat Malik is the Assistant Inspector General of the Police (AIG) in KPK Province, Pakistan. He has been in charge

of the Bomb Disposal Unit of the KPK province for the past five years. He is a certified EOD and forensics expert and has extensive experience in this field. His duties include first response tasks, which have included amongst others the Church Attacks in Peshwar, the jail break of DI Khan by the TTP, the assassination of Benazir Bhuto, as well as the Marriott attack in Islamabad. General Shafqat Malik has also served as a forensics and explosives expert in the SIG of FIA in Islamabad. He has also served in the Armed Forces of Pakistan for twenty years till the rank of Major. The officer has graduated in ballistics, explosives, arms and ammunition and has vast experience of post blast investigation and forensics exploitation of IEDs. He formulated the C-IED strategy of Pakistan and has been working with the FBI, UN, Scotland Yard and the AFP. Finally, he has also been invited by the AFP and Scotland Yard as a guest speaker in various conferences. H.E. Sophak Monkol, Secretary General, Cambodian Mine Action and Victim Assistance Authority (CMAA), Cambodia H.E. Sophak Monkol was born on 8 April, 1969, married with 2 children and practiced Buddhism religion. He gained the Philosophy Doctor Degree (PhD), of Law and Political Science in 2014 and other certificates on Senior Management Training Course on Mine Action at Jaime Madison University, Virginia, USA in 2007, Data Management at the Geneva Center for Humanitarian Demining GICHD, in Geneva, Switzerland in 2005 and Training Course on English Communication Skills at the Nang Yang Polytechnic, Singapore in 2000. Joel Morillon, Head, Nexter Robotics, France Joël Morillon is now head of Nexter Robotics company, fully dedicated to development of robotics solutions for Defense and Security applications, especially for addressing CBRN and C-IED threats. As well, he is a Staff Officer at NATO COE CIED Courses on Awareness CIED, Weapons Intelligence Team and Attack the Networks. In 2012, he was posted in Afghanistan as Second in Command of the Multinational Theater Exploitation Laboratory of the European Defence Agency, in Kabul under ISAF command. Neil Patrick, Director Marketing & Sales Land Systems - Saab Asia Pacific Neil Patrick had an extensive 29 year military career serving with numerous specialist and bespoke Counter Terrorist organizations in both the British & Australian Armies. Having operated in both overt and covert CIED roles in insurgency theaters such as Northern Ireland, Iraq and Afghanistan, he was recruited by Saab to oversee the operational execution of an extensive CIED training contract to Australian conventional and Special Forces CIED assets, preparing them for high threat operations in Afghanistan. Neil has also been a security advisor at high profile global events such as the Olympic Games, Commonwealth Heads of Government Meeting and the Hajj Pilgrimage. For his work in the global CIED and security arena, Neil was recognized with awards on both the United Kingdom and Australian National Honors Lists. He is now employed as the Director Marketing & Sales Land Systems for Saab’s Asia Pacific Market Area, based in Bangkok, Thailand. Samuel Paunila, Advisor, Ammunition and Operation Efficiency, GICHD Mr. Paunila has worked in the GICHD as an Advisor for Ammunition Technical Operations since February 2013. He advises national authorities in issues of physical security and stockpile management, and development of sustainable State policies and practices to addressing explosive
remnants of war. Prior to the GICHD, Mr. Paunila directed mine action, ammunition disposal and armed violence reduction programs with Danish Demining Group, and before this, he operated in the field of ammunition stockpile management with Finnish Defense Forces. His longest field postings were in Afghanistan, the former Yugoslavia, Sri Lanka and Uganda. Mr. Paunila’s education is a combination of academic and practical disciplines with degrees in explosive weapon systems, automation engineering, and ongoing resilience studies at Cranfield University, UK. Brig. Basant Ponwar, Inspector General of Chattisgarh Police, Director, Counter-Terrorism & Jungle Warfare College, India Brig BK Ponwar AVSM, VSM, on super annuation was requisitioned by Chhattisgarh government in the rank of Inspector General of Police. He has set up a Counter Terrorism and Jungle Warfare College at Kanker in North Bastar, a facility similar to the Army’s CIJW School of which he was Commandant in his last posting. The College, functioning from Aug 05, is imparting ‘Guerrilla warfare Training’ to police personnel from ten Naxal effected States and to the Central Police Forces of BSF, ITBP, SSB and the CRPF. Combat Training of this newly established College has been reported in both Indian and foreign media all over the world. He renders advice to Chhattisgarh Police on matters relating to force deployment, equipment profile and conduct of CI/CT Operations. BK Ponwar was awarded Ati Vishist Seva Medal (AVSM) in Jan 2005 for his services to the Nation spanning over 35 years. Police SUPT William Señoron, Chief, Philippines Bomb Data Center, Philippines William Conception Señoron graduated from the College of Criminology, at the age of 21, and entered the police service as a Patrolman. Seven years later, he was commissioned as officer via lateral entry with the rank of Police Inspector in the Philippine National Police. Most of his designations were in the field units serving as Municipal and City Chief-of-Police, Group Director, and Provincial Intelligence Officer. Since 2012, he was assigned in the intelligence field where his career took a turn to the best. This was exemplified by the number of awards, commendations and appreciation given by government and nongovernment organization as an intelligence practitioner. He was assigned with the Philippine Bomb Data Center (PBDC) on April 1, 2014. Within the year, he has spearheaded the conduct of two Post Blast Investigation Courses together with FBI Terrorist Explosive Device Analytical Center (TEDAC). He is also an active Head of the Technical Secretariat for the Inter-Agency Task Force in Counter-IED (IATFCIED), a joint task force composed
of intelligence personnel from the Armed Forces of the Philippines and from the Philippine National Police. In his second year as the head of the Center, he actively supported foreign support on counter IED efforts, such as the Post Blast Analysis Course conducted by the Canadian Embassy for the military and police personnel. Lt. Col. Christoph Wallner, Chief of Situation Branch, Bundeswehr Joint Forces Operations Command - C-IED Center, Germany Lieutenant Colonel (GS) Christoph Wallner joined the Bundeswehr in 1980 as an artillery officer cadet. Firstly promoted to an officer rank in 1983 he served at MoD, Corps, Div, Bde and Bn level in various command and staff functions. After serving in the HQ EUROCORPS in Strasbourg and as a German Army exchange officer within the UK Land Stabilization and Counterinsurgency Centre in Warminster he was commissioned into the C-IED Centre Bundeswehr Joint Forces Operations command as Chief of the Situation Branch in December 2012. Practical Kuala Lumpur Kuala Lumpur is a metropolis in Southeast Asia of about 7 million inhabitants in its metropolitan area and the capital of Malaysia. As such, and with a growth rate of approximately 6% per annum, Kuala Lumpur is a modern city that embraces its history with a mixture of skyscrapers and colonial architecture.
Getting Around Kuala Lumpur The easiest and more convenient way to move around Kuala Lumpur is by taxi. There is no distinctive color of the taxi vehicles; however, you can distinguish them by the "H" in their registration plates. Taxis are cheap and safe, but it is absolutely necessary to insist on the taxi driver using the meter, in order to avoid overcharges. Another option is to use the vast public transportation system of Kuala Lumpur, which includes the Light Rail, the Commuter Rail and the Monorail, as well as a network of buses. Please pay attention to the traffic, since driving in Malaysia is performed according to the British system of left-hand traffic. Currency The currency of Malaysia is the Malaysian ringgit (MYR or RM), which is divided to 100 sen. There are denominations of 1, 5, 10, 20, 50 and 100 ringgit. Changing Money - Cash Withdrawal Foreign currency of all kinds can be exchanged at the airport, banks, post offices, most hotels and licensed exchange agencies in Kuala Lumpur. Rates slightly vary from place to place and a commission is usually charged. Holders of international credit cards can withdraw local or foreign currency and, also, pay with them in various occasions.
