Anastasia Lysyvets’s memoir Tell us about a happy life … (Skazhy pro shchaslyve zhyttia …), published in Kyiv in 2009 and now available for the first time in an English translation, is one of the most pow erful testimonies of a victim of the Holodomor, the Great Famine of 1932–1933 in Ukraine. This mass starvation was organized by the Soviet regime and resulted in millions of deaths by hunger. The simple village teacher Lysyvets’s testimony, written during the 1970s and 1980s without hope of publication, depicts pain, death, and hunger as few others do. In his commentary, Vitalii Ogiienko explains how traumatic traces found their way into Lysyvets’s text. He proposes that the reader develops an alter native method of reading that replaces the usual ways of imagining with a focus on the body and that detects mechanisms of transmission of the original Holodomor experience through generations.

WRITING THE NATION: THE UKRAINIAN HISTORICAL PROFESSION IN INDEPENDENT UKRAINE AND THE DIASPORA

Serhy Yekelchyk analyzes the uneasy post-Soviet transition in Ukrainian historical writing. He dis cusses the challenge of transcending not just Soviet ideological dogmas, but also the “Soviet” way of understanding historical processes and human actions. Two major factors have been influencing this transition: contacts with the Ukrainian diaspora and the “rediscovery,” also facilitated by the diaspora, of long-suppressed Ukrainian historical scholarship from the early twentieth century. However, the diaspora was more than the keeper of pre-Soviet historical narratives. By the early 1990s, it had profes sional historians practicing modern historical approaches, which also made an impact on the Ukrai nian historical scholarship. Yekelchyk explores the application of Post-Colonial theory to Ukrainian and diasporic writing on the central problem of Modern Ukrainian history, that of nation building. He also highlights new—transnational and cultural-history—approaches to the study of Ukrainian history. One of the book’s most important conclusions concerns the global character of present-day Ukrainian historiography, with scholars originally from Ukraine and those of non-Ukrainian background playing an increasingly prominent role in the West, and Ukrainian-based historians actively participating in Western projects, publications, and debates.

In Eastern Ukraine, unfathomable human dramas have unfolded since 2014. Thousands died in the fighting. The homes of tens of thousands were destroyed. Many were captured and tortured, millions ousted from their homes. The lives of many were broken. Volunteers started to collect food, clothes and even weapons for the frontline. Charity organizations transferred donations to the Donets’ Basin (Don bas). Priests became chaplains for soldiers. Journalists and photographers flooded into the war-zone and sometimes became involved in the events. This book explores the relationship between history, legitimacy, and violence in the building and brea king of nations and states on the territory of contemporary Ukraine during the Second World War and in its aftermath. At its center are various institutions of the Soviet state. Other states and rival political movements also enter the picture insofar as their acitivities influenced Soviet policies. Methodologi cally, the study shifts attention from a limited body of normative texts and their creators within the Soviet political and cultural elite to a wider array of practices, organizations, and players engaged in power struggles and production of knowledge about the past in different social domains. Specifically, it brings into focus groups not normally thought of as participants in the production of Soviet memory discourse, notably NKVD officers, Soviet archivists, Ukrainian nationalists, Nazi collaborators, and former partisans in the German-occupied territories. The book not only demonstrates the complexity of nation-shaping processes, but also restores agency to some seemingly powerless actors.

The right to be elected, although an important political right guaranteed in human rights documents on international and regional levels, is still an under-researched and undertheorized concept with many synonyms in use. While the right to vote is often correlated with democracy, the closely related right to be elected is often neglected, and the constitutions of most countries are silent about it. The 2009 European Court of Human Rights (ECtHR) decision in the case of Sejdić and Finci v. Bosnia and Herzegovina started the discussions concerning the discrimination in enjoyment of the right to be elected in Bosnia and Herzegovina. Although the right to be elected is not explicitly guaranteed in the Dayton Constitution but only in the Law on Election, the ECtHR considered equal enjoyment of this right by everyone in Bosnia and Herzegovina of high importance and declared the relevant Dayton Constitution’s provisions discriminatory. The book explains the conceptual relevance of the right to be elected, its interrelatedness with the right to vote and both these rights’ significance for democratic systems. Through analyzing and explaining the regional human rights tribunal’s decisions concerning the right to be elected, the importance of this political right is elucidated.

The contributors to this volume show that the themes of empire, colony, and national liberation movements can be addressed in a European continental as much as in Asian, Latin American, or African contexts. There is a further benefit from a within-Europe comparison: It calls into question the tendency to assume fundamental differences between “western” and “eastern” Europe, including the now largely abandoned distinction between a “western” nationalism, defined as a civil nationalism, and an “eastern” one, defined as ethnic. It also answers the question whether intra-European comparison of this kind is possible, in a context where post-Soviet scholarship is often invisible in Anglo-American scholarship. As Norman Davies reminds us, low public awareness of Europe’s smaller and, in west-Eu ropean minds, “more distant” nations, underlies the persistence of false generalizations about them, including assumptions like “that the whole of the west was advanced while the whole of the east was backward.”

This monograph provides a detailed yet concise narrative of the history of the ethnic Germans in the Russian Empire and USSR. It starts with the settlement in the Russian Empire by German colonists in the Volga, Black Sea, and other regions in 1764, tracing their development and Tsarist state policies towards them up until 1917. After the Bolshevik Revolution, Soviet policy towards its ethnic Germ ans varied. It shifted from a generally favorable policy in the 1920s to a much more oppressive one in the 1930s, i.e. already before the Soviet-German war. J. Otto Pohl traces the development of Soviet repression of ethnic Germans. In particular, he focuses on the years 1941 to 1955 during which this oppression reached its peak. These years became known as “the Years of Great Silence” (“die Jahre des grossen Schweigens”). In fact, until the era of glasnost (transparency) and perestroika (rebuilding) in the late 1980s, the events that defined these years for the Soviet Germans could not be legally resear ched, written about, or even publicly spoken about, within the USSR.

The recent history of post-Soviet societies is heavily shaped by the successor nations’ efforts to geopo litically re-identify themselves and to reify certain majorities in them. As a result of these fascinating processes, various new ideologies have appeared. Some are specific to the post-Soviet space while others are comparable to ideational processes in other parts of the world. In this collected volume, an international group of contributors delves deeper into recent theoretical constructions of various post-Soviet majorities, the ideologies that justify them, and some respectively formulated policy pre scriptions. Rural women have not had a formative role in the public histories of Central Eastern Europe. Izabel la Agárdi aims to correct that by concentrating on their life stories and their connections to general histories. She investigates how Hungarian-speaking, ordinary women in rural contexts born in the 1920s and 1930s remember and talk about the twentieth century they have experienced, and how, through their stories, they articulate historical change and construct themselves as historical subjects. This comparative study harks back to the revolutionary year of 1989 and asks two critical questions about the resulting reconfiguration of Europe in the aftermath of the collapse of communism: Why did Central and East European states display such divergent outcomes of their socio-political transitions? Why did three of those states—Poland, Bulgaria, and Russia—differ so starkly in terms of the pace and extent of their integration into Europe? Rumena Filipova argues that Poland’s, Bulgaria’s, and Russia’s dominating conceptions of national identity have principally shaped these countries’ foreign policy behavior after 1989. Such an explanation of these three nations’ diverging degrees of Europeanization stands in contrast to institutionalist-rationalist, interest-based accounts of democratic transition and international integration in post-communist Europe. She thereby makes a case for the need to include ideational factors into the study of International Relations and demonstrates that identities are not easily malleable and may not be as fluid as often assumed. She proposes a theoretical “middle-ground” argument that calls for “qualified post-positivism” as an integrated perspective that combines positivist and post-positivist orientations in the study of IR.

Im Oktober 1917 errichteten die Bolschewiki in Russland das erste totalitäre Regime der Moderne, den ersten Staat, der die von Marx und Engels bereits im „Manifest der Kommunistischen Partei“ entwickelte Utopie zu verwirklichen suchte. Diese Utopie stellte auch die wichtigste legitimatorische Grundlage des von den Bolschewiki errichteten Systems dar. Denn auf eine demokratische Legitima tion hatten sie verzichtet, als sie am 19. Januar 1918 die russische Konstituante mit ihrer nichtbolsche wistischen Mehrheit gewaltsam auseinanderjagten. 70 Jahre später erlebte indes die bolschewistische Vision von der „lichten kommunistischen Zukunft“ eine gänzliche Erosion. So gut wie niemand nahm sie noch ernst – weder die Herrscher noch die Beherrschten. Das nun entstandene legitimatorische Vakuum konnte nur durch die Rückkehr der demokratischen Institutionen gefüllt werden, die die Bol schewiki kurz nach ihrer Machtübernahme von der politischen Bühne Russlands verjagt hatten. Dies ist in der Gorbatschow-Periode auch teilweise geschehen. Der Versuch der kommunistischen Dog matiker, diesen Prozess rückgängig zu machen, scheiterte im August 1991 kläglich. Aber einige Jahre später verspielten auch die siegreichen Demokraten weitgehend ihr Vertrauenskapital. Damals begann man in Ost und West wiederholt, Parallelen zwischen der Weimarer Republik und dem postsowjeti schen Russland zu ziehen. Diesen Entwicklungen sind die Beiträge des vorliegenden Bandes gewidmet.

Der Sieg der Euromaidan-Revolution, russische Anschluss der Krim und Beginn des Krieges im Donbas im Laufe des Jahres 2014 waren Glieder einer sich bis heute fortsetzenden hochkomplexen Ereigniskette. Sie haben die internationale Gemeinschaft sowie insbesondere die Europäische Union in neuer Form herausgefordert. In diesem Buch wird die Reaktion der EU auf den ukrainisch-russischen Konflikt mittels einer detaillierten Untersuchung des auswärtigen Handelns der EU bis ins Jahr 2019 beleuchtet. Wie haben sich EU-Akteure im ukrainisch-russischen Konflikt positioniert und versucht ihren Beitrag zur Konfliktbeilegung zu leisten? Es wird insbesondere die Komplexität des Konflikts in und um die Ukraine seit Beginn der Euromaidan-Revolution Ende 2013 verdeutlicht – einschließlich politischer, wirtschaftlicher und kultureller Zusammenhänge im Kontext hochsensibler außenpoliti scher Themen der EU. Oleksandra Keudel proposes a novel explanation for why some local governments in hybrid regimes enable citizen participation while others restrict it. She argues that mechanisms for citizen partici pation are by-products of political dynamics of informal business-political (patronal) networks that seek domination over local governments. Against the backdrop of either competition or coordination between patronal networks in their localities, municipal leaders cherry-pick citizen participation me chanisms as a tactic to sustain their own access to resources and functions of local governments. This argument is based on an in-depth comparative analysis of patronal network arrangements and the ad option of citizen participation mechanisms in five urban municipalities in Ukraine during 2015–2019: Chernivtsi, Kharkiv, Kropyvnytskyi, Lviv, and Odesa. Fifty-seven interviews with citizen participation experts, local politicians and officials, representatives of civil society and the media, as well as utilizati on of secondary analytical sources, official government data, and media reports provide a rich basis for an investigation of context-specific choices of municipal leaders that result in varying mechanisms for citizen participation.

EIGHT YEARS AFTER THE REVOLUTION OF DIGNITY

This book views the Ukrainian Revolution of Dignity, from a broad systemic perspective, as an ongo ing process in which societal, economic, political, and institutional developments are intertwined. The Euromaidan and further developments, especially the Russian aggression, accelerated the westward reorientation of the economy, strengthened institutional checks and balances (for instance, through decentralization), changed the main social cleavage from an ethnolinguistic one to a division between urban creative and “oligarchic” classes, reshaped identity towards formation of a political nation, and increased the role of modernizing forces, especially civil society. However, so far, the Revolution has failed to bring about, despite some progress, a critical mass of changes regarding the rule of law while much of the economy remains rent-oriented. If modernizing forces are prudently managed, Ukraine has a chance to move forward on an evolutionary path. Otherwise, new conflicts are possible.

DECENTRALIZATION AND MULTILEVEL ELECTIONS IN UKRAINE

The post-2014 decentralization policy is consolidating the center-periphery relations in Ukraine. Already before 2014, domestic policymakers had been drafting proposals for local amalgamation and an increase of regional authority. Before the 2020 watershed subnational elections, only the local amalgamation policy was completed, however. A significant repercussion of the post-2014 decentrali zation reform has been a sharp decrease in congruence of the shares of competing national parties in the parliamentary, regional, and municipal electoral arenas. On the other hand, the party system has, at the municipal level, become less fragmented. Regional councils have, in contrast, remained highly frag mented. The outcomes of the indirect elections of regional councils’ heads have benefitted Ukraine’s ruling party. Methodologically, the book illustrates the added value of investigating elections from a multilevel perspective. It contributes to the comparative exploration of party systems change over time, and constitutes a case study of more general patterns of interaction between municipal decentralization and political development in democratizing states.

A Comparative Exploration

This timely book provides a comprehensive analysis of political uncertainty and one of the first efforts to empirically measure it. Gergana Dimova compares political ambiguity within both established as well as unconsolidated democracies and explores institutional, behavioral, and media factors influen cing such uncertainty. Combining aggregate statistical analysis and qualitative case studies, she seeks to provide answers to some hotly discussed questions of comparative politics, such as: To what extent is uncertainty invariable and unavoidable in political life? Why does uncertainty arise and how is it affecting liberal democracies? In conclusion, Dimova argues that even in so-called “managed democra cies,” such as Russia, uncertainty is rife. Yet it is of a very different type there than ambiguity in more established democracies, such as Germany. Overall, this book furnishes important insights about the value of uncertain actions in political life and useful tips about how and when to combat it.

This book investigates state-building, distorted identities, and separatism in the Republic of Moldova. At various times, this region was a former imperial Russia borderland, a province in interwar Romania, a republic in the Soviet Union, and ultimately a modern state where the interests of Moscow and the West collide. The book presents research on the historical preconditions and spread of the secessionist movement in Transnistria, the war in the Dniester River valley, and the diplomatic deadlock of the Transnistrian problem. It further examines the conflicting positions that political parties, the public, and experts have taken towards the problems that challenge the nation- and state-building processes in this post-Soviet state. Additional focal points include the reassertion of Russia‘s power in the post-So viet space, Ukraine‘s effort to become a major political player in the region, and Romania‘s attempt to retrieve its influence in Moldova. This study demonstrates that separatism generates mutually exclu sive nation-building projects on the territory of a single state, where pre-existing historical conditions and geopolitical realities interweave and impede the construction of a modern nation-state. It also evinces that international actors play a significant role in this process, and that they are dominant and superimposed on the local decision-makers. Moreover, domestic and external factors connected with nation-building policies often conflict with each other and hinder the development of a resolution of the so-called „frozen conflict“ over Transnistria.

TRANSFORMING THE ADMINISTRATIVE MATRYOSHKA: THE REFORM OF AUTONOMOUS OKRUGS IN THE RUSSIAN FEDERATION, 2003–2008

This volume delves into a key part of the comprehensive Russian administrative and territorial reform of the 2000s—the merger of six previously separate ethno-national regions into larger constituent entities of the Russian Federation. It deals with the accession of the Komi-Permyak, Taymyr Dolga no-Nenets, Evenk, Agin-Buryat, and Koryak Autonomous Okrugs to the Perm, Krasnoyarsk, Zabay kalsky, and Kamchatka Krais, and of the Ust-Orda Buryat Autonomous Okrug to the Irkutsk Oblast. In both management practice and mass media, the largely similar unifications were treated as unrelated initiatives emerging from inside the regions. The center did initially not offer a common institutional model of integration. The regions had to come up with individual formulas dealing with the merged districts. After the reform had slowed down, it turned out that the annexed territories had only in name obtained special statuses which are not backed by administrative or financial resources. The book addresses specialists in the fields of Russian studies, comparative federalism, and ethnic politics. It makes an especially important reading because it describes and thoroughly analyzes the unique deautonomization case in an ethnic federation. A Comparative Case Study Through the Prism of a TwoLevel Game Approach

The escalating rivalry between the EU and Russia in their shared neighborhood creates important economic, political, and legal challenges for the lands-in-between. Belarus and Ukraine have received proposals of integration from both the EU and Russia. However, the extents to which they accepted these offers differ and result from a multitude of factors as well as their interplay affecting the policy choices of their governments. International integration is a foreign policy question, but it has a strong domestic dimension, too. Explaining various integration stances demands considering a country’s foreign and internal affairs. Alla Leukavets applies here Putnam’s two-level game-theoretical approach in combination with findings from Europeanization literature and democracy promotion studies. She develops various actor-centered and structural explanatory variables and applies them in the sub sequent empirical analysis. Her research results benefit from triangulation through primary docu ments analysis and semi-structured interviews with elites and experts in Minsk, Moscow, Brussels, and Washington, DC. The book analyses how the simultaneity of European and Eurasian integration challenged the two countries to make a major strategic integration choice. The study sheds light on the reasons for and genesis of the Ukraine Crisis, and on how external actors, such as the EU, can succeed in facilitating domestic reforms in Eastern Partnership countries.

In einem Wettbewerb, in dem es um das Prestige des Landes sowie das Ansehen des Herrschers ging, forderte „[a]ls Jüngere an Jahren (…) Katharina den Titelverteidiger, den roi-philosophe, Friedrich den Großen, heraus [und] mit zunehmendem Alter hatte er Mühe diese Konkurrenz zu bestehen“ (Claus Scharf). Öffentlich keitswirksam begann die Kaiserin nicht nur mit Voltaire einen Briefwechsel, sondern warb um die Gunst einer Reihe von aufgeklärten Persönlichkeiten. Letztendlich bekam die russische Kaiserin die öffentliche Bewunderung für ihre Reformen, die selbst in den cultivirtesten [Reichen], unüberwindli che Schwierigkeiten gefunden haben würden (Magnus Alopäus). Man gestand ihr zu, dass es in einem Land wie Russland „unvergleichlich größere Aufgaben [waren], als sie der aufgeklärte Preußenkönig bei seinem Herr-schafts¬antritt vorgefunden hatte.“ (Scharf) So bedachte der preußische Professor Franz Christoph Jetze die Kaiserin mit einer Antonomasie, die bisher dem Preußenkönig vorbehalten war, indem er Katharina II. als gekrönte Philosophin glorifizierte. … Hier hatte sich auch ein wesentli ches Bewertungskriterium gewandelt. Erschienen ihre Vorgängerinnen gleichsam als Schülerinnen des Westens, welche die Transformation des Russischen Staates nach westeuropäischem Vorbild voran zubringen hatten, so war Katharina II. aus dieser Rolle herausgetreten. Jetzt konnten eine russische Herrscherin und ihre Reformpolitik als mustergültige Herrschaft verehrt werden und Westeuropa als Vorbild dienen.

Im letzten Drittel des 18. Jahrhunderts trat die Diskrepanz zwi schen Aufklärung und Absolutismus nun offen zu Tage. Humanität und Wohlfahrt auf der einen Seite, Prestige und Expansionen auf der anderen, waren zwei Zielrichtungen, die die aufgeklärte Herrschaft nicht gleichermaßen erfüllen konnte. Kein aufgeklärter Herrscher war letztendlich bereit, die eigene Machtposition zugunsten einer konstitutionellen Regierungsform abzubauen. Darin unterschied sich Katharina II. auch nicht von ihren Amtskollegen Joseph II. und Friedrich dem Großen. Im Konfliktfall machte die Kaiserin deutlich, dass sie „keinerlei aufgeklärte Kritik an der zarischen Autokratie zuließ“ (Donnert E. Katharina II ….). Beredte Beispiele waren davon die Schließung der Freimaurerlogen sowie die Verbannung Aleksandr Radiš?evs, der 1790 einen Reisebericht publiziert hatte, in dem er die Leibeigenschaft scharf anprangerte. Zwar gelang es der aufgeklärten Herrschaft durchaus, Mängel im sozialen Bereich, in Bildung sowie Rechtssprechung zu beheben oder abzumildern, doch zeigte sich die radikalisierende Spätaufklärung in Europa zunehmend enttäuscht, denn „[m]onarchisch-staatliche Autorität, ständische Sozialordnung, äußere und innere Staatsräson verwiesen die Realisierung aufklä rerischer Prinzipien auf einen ziemlich engen Bereich.“ (Mieck I: Europäische Geschichte der Frühen Neuzeit…). Vor diesem Hintergrund veränderte sich die öffentliche Wahrnehmung Katharinas II., die zunehmend von Desillusion und Unzufriedenheit geprägt war.

The “Joint Declaration of Twenty-two States,” signed in Paris on November 19, 1990 by the Chiefs of State or Government of all the countries which participated in World War Two in Europe, is the closest document we will ever have to a true “peace treaty” concluding World War II in Europe. In his new book, retired United States Ambassador John Maresca, who led the American participation in the ne gotiations, explains how this document was quietly negotiated following the reunification of Germany and in view of Soviet interest in normalizing their relations with Europe. With the reunification of Germany which had just taken place it was, for the first time since the end of the war, possible to have a formal agreement that the war was over, and the countries concerned were all gathering for a sum mit-level signing ceremony in Paris. With Gorbachev interested in more positive relations with Europe, and with the formal reunification of Germany, such an agreement was — for the first time — possible. All the leaders coming to the Paris summit had an interest in a formal conclusion to the War, and this gave impetus for the negotiators in Vienna to draft a document intended to normalize relations among them. The Joint Declaration was negotiated carefully, and privately, among the Ambassadors represen ting the countries which had participated, in one way or another, in World War Two in Europe, and the resulting document -- the “Joint Declaration” — was signed, at the summit level, at the Elysée Palace in Paris. But it was overshadowed at the time by the Treaty on Conventional Forces in Europe — signed at the same signature event — and has remained un-noticed since then. No one could possibly have foreseen that the USSR would be dissolved about one year later, making it impossible to negotiate a more formal treaty to close World War II in Europe. The “Joint Declaration” thus remains the closest document the world will ever see to a formal “Peace Treaty” concluding World War Two in Europe. It was signed by all the Chiefs of State or Government of all the countries which participated in World War II in Europe.

The study of migration in political science, and particularly in international relations, has tended to focus on the study of immigration. However, sending states are increasingly institutionalizing their policies and programs to include emigrants living outside the national territory. In her monograph, Isabel Rosales Sandoval focuses on the factors that influence the implementation of the policies that sending states have adopted to reach out to their citizens abroad. Specifically, she investigates why and how sending states implement transnational emigrant policies. Her comparative study of three Central American sending states—El Salvador, Guatemala, and Honduras—identifies four policy categories that these states have developed: 1) recognizing the emigrant community through the creation of institutions; 2) cultivating loyalties in the emigrant community through symbolic policies; 3) extending emigrant rights; and 4) extracting resources by incorporating migrants into the national economy. Ho wever, the motivation for the policies does not exactly correspond to the assumptions and typologies of existing theories on the subject, which tend to focus on international factors. The argument the author presents is that the characteristics of these three cases are better explained by domestic political factors. These are: 1) the importance of the size and potential impact of the emigrant communities; 2) party system competitiveness; and 3) the sending states’ institutional capacity to implement policies.

Issue 2022:1 focuses on the novels of Haruki Murakami. Haruki Murakami: What is the relation between philosophy and an acclaimed Japanese literary writer? Murakami himself has been reluctant to ex pound on any deeper meaning to be found in his stories. The answer can be found in the great interest in and diverse engagement of readers with Murakami’s work. In a truly global sense, readers have sen sed such a depth in Murakami. Whether it is psychoanalytical, sociological, mythological, or political, readers are motivated to extend Murakami’s texts: to think about and work with them long after their initial reading. The objective of this special issue of ISN is to explore this depth to Murakami’s work from an interdisciplinary perspective in order to present novel arguments to the growing research community. It is posited that there is something tangible that can be brought to the surface through the critical approaches of the contributors in this issue; broadly speaking, this tangibility can be considered philosophical; that there is some kind of conceptual material at the core of Murakami’s work, or that his work is congenial to conceptual activity, which is relevant to readers who have a general interest in the humanities and social sciences, and of course, in Murakami studies in particular. The European social security law, i.e. the European regulations on the coordination of social security for migrant workers, has been evolving for over 60 years. This book is the result of a dialogue between academia and practitioners in Germany and Greece on practical issues regarding the implementation of the coordination regulations. On the one hand, it reviews the recent case law of the European Court of Justice (ECJ) on the interpretation of EU social security law. On the other hand, the book provides accounts of how specific issues are resolved by and between national social security institutions. It explores the exchange of experiences of various administrative authorities, both within and outside the reflection of the ECJ’s existing case law. Furthermore, the discussion on transnational social security rights in the EU and on issues such as the posting of workers or platform work highlight the existing and future—practical—challenges in this field.

Das Eigentum im Kontext der jagdlichen Nutzung wildlebender Tiere ist in mehrfacher Hinsicht von rechtlicher und insbesondere verfassungsrechtlicher Bedeutung. Steffen Guber zeigt, dass die rechtli che Zuordnung wildlebender Tiere zur jagdrechtlichen Kategorie des Wildes eine selbständige, nicht aus dem Grundeigentum abgeleitete Eigentumsposition begründet. Darauf aufbauend untersucht er, wie die Einschränkung der jagdlichen Nutzung von Wildarten aus der Perspektive der verfassungs rechtlichen Eigentumsgarantie zu bewerten ist. Neben den eigentumsrechtlichen Einordnungen der Verkürzung oder Aufhebung von Jagdzeiten zeigt er auf, dass eine Kürzung des Katalogs jagdbarer Arten die Voraussetzungen des grundgesetzlichen Enteignungstatbestandes erfüllen kann. Ferner betrachtet Guber die Gesetzgebungskompetenzen: Im Zentrum steht dabei die Abweichungsbefug nis der Länder von bundesrechtlichen Vorgaben im Jagdrecht einerseits und die abweichungsfeste Gesetzgebungskompetenz beim Recht der Enteignungen andererseits. Das Verhältnis von Jagdrecht zum Jagdausübungsrecht bildet den Schwerpunkt des zweiten Teils der Untersuchung. Neben dem eigentumsrechtlichen Verhältnis von Jagdrecht und Jagdausübungsrecht wird vor allem die Beziehung der Rechtsträger Grundeigentümer als Inhaber des Jagdrechts und der Jagdgenossenschaft dargestellt. Die Jagd als die wohl älteste Nutzungsform der Natur zeigt in besonderem Maße, dass Naturnutzung und Naturschutz zwei Seiten derselben Medaille sind. Diesen Umstand greift Guber im dritten Teil auf, in dem er das Verhältnis von jagd- und naturschutzrechtlichem Artenschutz eingehend beleuchtet. Er legt dar, dass dem jagdrechtlichen Artenschutz der Vorrang einzuräumen ist. Dies folgt nicht nur aus dem Umstand, dass das Jagdrecht gegenüber den artenschutzrechtlichen Regelungen des Naturschutz rechtes speziell ist, sondern auch daraus, dass das Jagdrecht im Gegensatz zum Naturschutzrecht von der dem jagdlichen Eigentümer auferlegten Verantwortung zur Hege des Wildes durchdrungen ist. Zum Abschluss wendet sich Guber dem Verhältnis von Eigentums- und Naturschutz zu. Er zeigt auf, dass staatliche Handlungspflichten ausgelöst werden können, wenn durch die Ausbreitung von Arten, welche naturschutzrechtlich streng geschützt sind, das Risiko entsteht, dass dem Jagdrecht unterliegen de Arten ausgerottet und dadurch konkrete Eigentumspositionen gefährdet werden.

Als Psychoanalytikerin erfahren mit der Behandlung von traumatisierten Patienten, bot sie ehrenamtliche Trauma-Sprechstunden im Rahmen eines Asylkreises im Süden von München an. Die Gespräche mit Flüchtlingen, die Tömmel in diesem Buch dokumentiert, zeigen nicht nur das Leid in dem durch einen mehr als 40 Jahre dauernden Krieg völlig zerstörten Afghanistan, sondern auch, wie von der Autorin herausgearbeitet, ausgewertet und erläutert wird, die Denk- und Fühlweisen von Afghanen sowie die Chancen der Integration in einem Land wie Deutschland, das zunächst aus afghanischer Sicht als unfassbar fremd wahrgenommen wurde und wird. Migration und damit im Zusammenhang stehende psychische Traumata sind gesellschaftliche Phänomene der Zeit, welche wir zu bewältigen haben. Die Arbeit mit Critical Incidents (CIs) in interkulturellen Lehr- und Trainingszusammenhängen wurde in den letzten Jahren in der interkulturellen Forschung zunehmend als essentialisierend und inhärent stereotypisierend kritisiert. Trotzdem werden CIs insbesondere in der Trainingspraxis in traditioneller Art und Weise weiterhin eingesetzt. Da es aber weder sinnvoll noch realistisch erscheint, in Forschung und Bildungspraxis auf fallbasierte Ansätze mit didaktisiertem Material bzw. nicht bear beiteten CI-Narrationen zu verzichten, stellt sich die Frage nach innovativen Perspektiven und darauf basierenden tragfähigen Einsatzszenarien der CI-Arbeit. Vor diesem Hintergrund loten die Autor*in nen dieses Bandes neue Wege des Arbeitens mit CIs aus unterschiedlichen disziplinären und theoreti schen Blickwinkeln aus. Dabei ist der Gedanke leitend, anstelle des Ringens um das „richtige Verständ nis“ den Diskurs offen zu halten und eine neue Diskussion über die Weiterentwicklung des Ansatzes anzustoßen. Martina Napolitano explores the poetics of one of the most significant Russian authors of the 20th cen tury. Sasha Sokolov’s oeuvre represents a milestone in the development of Russian literature; his legacy can be traced in most prose and poetry appearing in post-Soviet Russia. Taking as point of departure the studies and analyses written so far and considering the new suggestions contained in Sokolov’s last published book Triptych (2011), Napolitano further examines the keystones and the theoretical fra mework that arise from a close reading of Sokolov’s works, trying to systematize the findings into what can be considered as a structured authorial theory of literary creation. The study demonstrates how So kolov’s oeuvre cannot be fully understood but within the widened perspective of inter-artistic creation: in fact, the writer, a “failed composer”, as he admits, in his literary work has tried to draw natural and spontaneous connecting lines between the artificially categorized realms of art (word, sound, painting, performance). Every major socio-political change starts with some discarding. Suffice it to think about the heaps of rubbish consisting of old furniture, cars, busts of famous communist leaders, badges, and books on the streets of Eastern Europe in the fall/winter of 1989/1990. Among the institutions which have the greatest amount of experience with discarding are libraries: Counterintuitive as it may seem, libraries (but also museums and archives) regularly discard books as part of their job. In the wake of the collap se of communism in Europe, stock revision was needed in libraries, but did it unfold in a ‘business as usual’ fashion or was it a “bibliocide” (as it was labelled by some media in Croatia) or even “the biggest destruction of books in the post-war period” (as it was characterized by a German journalist)? When does a standard library practice start attracting public attention? What happened in Croatia that there is even a Wikipedia page about “bookicide” in the 1990s? This book approaches the issue on at least three levels (phenomenological, discursive, and theoretical) and from three angles (from the point of view of librarians, non-professionals, and, metaphorically, discarded books themselves). The aim is to offer an innovative and original interpretation of post-socialist transition and post-Yugoslav memory while at the same time providing an empirically founded case study of the inconsistencies and lack of implementation of regulations in the field of librarianship in Croatia as opposed to a seemingly more synchronized environment in Slovenia.

Zugleich waren Vater und Sohn Freunde und Gesprächs-partner auf Augenhöhe in familiären Dingen wie auch in persön lichen, emotionalen Situationen. Although there is widespread belief that some artists attract the attention of muses more than others, this topic has, so far, not been taken up seriously in art history or sociology of culture. In his fascina ting book, Vjeran Katunari? starts out by presenting many artworks, from literature and visual arts to performing arts and architecture, as examples that demonstrate the transcendental potential of art. The key concept explaining this capability concerns the crossing of three time frames, i.e. past, present, and future in the historical present. An inspirational source for such an approach is to be found in the aesthetic sociology and philosophy of Georg Simmel and in the philosophical hermeneutics of history by Walter Benjamin. The selected artworks and periods, respectively, span from early Renaissance and the beginning of the Industrial Revolution to postmodernity and neoliberalism – with a glimpse to a possible future as the opening of the cosmic era of humanity that is anticipated in early vanguard and some contemporary paintings.

To the older generations in her native Slovakia, Hana Ponická is well-known for her successful chil dren’s books and courageous fight against the communist regime. Her psychological ordeal began in February 1977 when the elderly lady refused to sign the so-called anticharta, a condemnation of the human rights group Charter 77, which had published its first manifesto in the West on 1 January 1977. All Slovak and Czech artists had to sign the anticharta; they were forced by the regime to condemn the dissidents, the most prominent among them being Václav Havel (1936–2011), who were standing up against the violation of basic human rights enshrined in the Czechoslovak constitution following the conclusion of the CSCE treaty of Helsinki. Ponická, like most of her fellow artists, had neither read the Charter 77 manifesto nor the text of the anticharta; she thus refused to sign. Her courage prompted the regime to terrorize her psychologically. This political biography is the first ever written about Ponická, despite her being a household name in Slovakia. The documents of the StB, the Slovak and Czech Security Services, are analyzed for the first time; they are evidence of how the StB tried to pressure the resilient and disciplined grandmother of three into obedience. Oral history interviews with Dirk Mathias Dalberg, Vlasta Jaksicsová, and Mary Šamal inform the reader about the situation of the Slovak dissidents of Charter 77, how normal citizens lived in the regime, and how the Czech and Slovak exile communities in the USA saw the dissidents in Communist Czechoslovakia.

Although productive imagination has played a highly significant role in (post-) Kantian philosophy, there have been very few book-length studies explicitly dedicated to its analysis. In his new book, Sau lius Geniusas develops a phenomenology of productive imagination while relying on those resources that we come across in Edmund Husserl’s, Max Scheler’s, Martin Heidegger’s, Ernst Cassirer’s, Miki Kiyoshi’s, Jean-Paul Sartre’s, Maurice Merleau-Ponty’s, and Paul Ricoeur’s writings, while also enga ging in present-day philosophical discussions of the imagination. Investigating the relation between imagination and embodiment, affectivity, perception, language, selfhood, and intersubjectivity, the book provides a phenomenological conception of productive imagination, which is committed to basic phenomenological principles and which is sensitive to how productive imagination has been conceptu alized in the history of phenomenology. Against such a background, Geniusas develops a new concep tion of productive imagination: It is a basic modality of intentionality that indirectly shapes the human experience of the world by forming the contours of action, intuition, knowledge, and understanding. In a review of the work of Karl Jaspers composed several years before the publication of his book Being and Time, Martin Heidegger suggested that the philosophical orientations of his period had made a wrong turn and skirted by the fundamental path of thought. He suggested that instead of taking up a heritage of original questions, his contemporaries had become preoccupied with secondary issues, accepting as fundamental what was in fact only incidental. In the years that followed, Heidegger’s pro mise to reorient philosophy in terms of the Seinsfrage, the question of Being, exercised a well-known influence on successive generations of thinkers on a global scale. The present book delves into the phi losophical sources of this influence and raises the question whether Heidegger indeed made good on the promise to reveal for thought what is truly fundamental. Most studies of consciousness proceed from a standpoint where external reality already pre-exists. As such, these studies would be inherently unable to recognize it if consciousness in fact arose at the same level where reality itself takes its source—at the level where wave functions collapse and thereby generate the fabric of material reality. At the same time, a number of compelling contemporary inter pretations of physics strongly hint that consciousness must most likely be a fundamental constituent of reality, that it cannot be emergent, and that the role of the brain is limited to the harnessing, optimi zation, and deployment of consciousness within material reality—aka the realm of collapsed wave functions. This view seems to be also supported by a range of credible observations made by a number of credible professionals who operate at the margins of studies of consciousness, such as psychiatrists, who occasionally observe puzzling cases involving unusual phenomena related to consciousness. This edited volume critically assesses different aspects of five literary genres – novels, poetry, short-sto ries, drama, and non-fictional prose – contributed to by the Indian diasporic writers settled principally in North America and Europe. Films made by or on members of the Indian diaspora have been also checked out. The predominant approach in the anthology is not only a feminist one, although special emphasis is given on assessing the writings by females. The emphasis of the anthology is on: (a) critical analyses of themes, styles, diction, and relevance of the writings; (b) assessment of the research potenti alities of these writings; (c) examining how literary theories could be used for explaining and assessing the writings; (d) proper contextualization of the writings; and (e) finding out the historical roots and suggesting the future ‘prospects’ of such writings. The essays included in the book re-read Indian diasporic writings for their appreciable points as well as those which need development. The collection fills in lacuna of critical approaches to Indian diasporic writings presently available in the market. In fact, there is scarcely any book presently available that covers critical approaches to all the five literary genres of Indian diasporic writings.

Youth language data provides interesting perspectives on gender dynamics and gendered usage in society. However, the gender perspective has not received the deserved focus in youth language studies in Africa. This is partly due to the general perception that youth languages and classic youth language practices, such as slang and anti-language, are male-oriented. This collected volume focuses on gender dynamics and gendered usage in African youth languages and youth language practices, against the backdrop of urbanity as well as rurality. With representations from different parts of Africa, the volume examines sundry youth usage in different contexts and domains. While avoiding strict binarizations and potentially flawed dichotomies, the contributing scholars observe some of the motivations for different gender performatives and how these manifest in a variety of language forms and through pre dominated categories of use. Data samples were obtained through sociolinguistic and anthropological instruments, ranging from questionnaires and structured interviews to street-based observations and corpus analyses. On the whole, the volume engages the literature and debate on language, youth, and especially on gendering dynamics in African youth language practices.

Schulische Bildung besitzt immer eine politische Dimension. Somit muss auch der Fremdsprachenun terricht einen Beitrag zur politischen Bildung leisten, verstanden als Voraussetzung zur Teilhabe am politischen, wirtschaftlichen und gesellschaftlichen Leben. Frank Heisel geht in seinem Forschungs projekt den Fragen nach, inwiefern der Fremdsprachenunterricht einen Beitrag zur Förderung politi scher Bildung leisten kann und wie sich dieses Potential in aktuellen Lehrbüchern für den schulischen Spanischunterricht widerspiegelt. Ausgehend von einer Analyse der politischen Dimension des Fremdsprachenunterrichts, identifiziert er zunächst mögliche Ansatzpunkte politischer Bildung an den Leitprinzipien des modernen Fremdsprachenunterrichts. Auf dieser Grundlage analysiert Heisel in der Folge potentiell politisch relevante Themen und Inhalte in einem 20 aktuelle Lehrbücher umfas senden Korpus, und zwar sowohl mit Blick auf thematisch-inhaltliche als auch didaktisch-methodi sche Aspekte. Mit diesem Band legt Cornelia Muth eine Sammlung von Beiträgen zur Dialogphilosophie und deren bleibendem – resilienten – Fortbestehen vor. Aus den Beiträgen: Was bleibt also für mich vom Dialog? Im Rahmen einer Praxisentwicklungsforschung wurde die Methode in einem Team der stationären Erziehungshilfe angewandt und evaluiert. Es zeigte sich, dass die Dialog-Methode im Rahmen von Dienstbesprechungen effektiv anwendbar ist und zudem als gewinnbringende Ressource auf individueller Ebene erlebt werden kann, die in Teilen weit über den Arbeitskontext hinaus geht.

This book is directed at both researchers and teachers with an interest to establish a multilingual and cosmopolitan culture within classrooms; it contributes to research in Content and Language Integ rated Learning (CLIL) on multiple levels. The theoretical part sketches a conceptual framework with a competence model for the promotion of global discourse competence as the center of gravity for multilingual CLIL in the social sciences. Along the leitmotif of climate change, the construction of ‘cosmopolitan classroom glocalities’ for supporting learners’ 21st century skills is suggested. Besides defending design-based action research as a research method for bridging the gap between theory and practice, two empirical contributions from a German 10th grade CLIL classroom with English as target language make the preceding theoretical framework tangible. One chapter deals with more language-related issues, whereas the subsequent chapter takes a subject turn. At first, a comprehensive model for multilingual CLIL is presented. It builds on the novel concept of translanguaging, adapted to ‘trans-foreign-languaging’ for facilitating multilingualism as a daily norm. Thereafter, the model’s effect on political judgments is investigated. This chapter concludes in proposing the genesis of a ‘perfect equilibrium of emotional and rational learning’ for promoting empathy, solidarity, and justice within a democratic and transnational civil society.

Bernd Klewitz plädiert in seiner facettenreichen, fundierten Darstellung für die stärkere Vernetzung von Inhalt und Sprache in einer kombinierten Unterrichtsstrategie. Dabei steht die Vertiefung der Inhalte selbst für ihn an erster Stelle, denn – in Analogie zur Theorie des Weimarer Bauhauses form follows function – geht es im bilingualen Sachfachunterricht darum, die Sprachmittel und deren methodische Umsetzung von den zu vermittelnden Inhalten abhängig zu machen: language follows content. Gleichwohl stellt der Autor auf der Grundlage eines wissenschaftsbasierten, multiperspektivi schen Ansatzes die sprachlichen Belange in der gebotenen Ausführlichkeit dar. Sie erscheinen in enger Verbindung zu den Inhalten der gängigen Fächer des bilingualen Unterrichts, nämlich den Sozialwis senschaften, Geographie und Geschichte. In 10 Kapiteln zeigt B. Klewitz effektive, teils neue Unter richtsstrategien auf, die sich auf die meisten anderen Sachfächer übertragen lassen. Der junge schwedische Leutnant, der mit seiner Reiterschwadron in Höperhöfen lag, gab seinen Männern laute und nicht gerade freundlich klingende Befehle, mit denen er sie auch zur Eile mahnte. Reiter kamen, brachten Nachrichten und ritten gleich wieder, wie vom Teufel gejagt, fort. Claus Bostel mann ging auf den Leutnant zu und fragte, was geschehen sei. Inzwischen saß seine Schwadron aufgesessen und zum Abmarsch bereit. Ein ent schuldigendes Nicken, Claus zugewandt, war sein ganzer Abschied. „Des Ersten Tod, des Zweiten Not und des Dritten Brot“ – dieser Ausspruch beschreibt das schwere Los der Moorsiedler in der Mitte des 18. Jahrhunderts. Sofort. - Das Metronom der Welt ist schon lange aus dem Takt geraten. Unser Planet vergeht. Er bekommt Ecken und Kanten. Aber ich will nichts davon wissen: Alles mitnehmen, was man kann, und nach mir die Sintflut. Meine Frau jedoch ist chronische Pessimistin und Ökoapokalyptikerin. Sie hat grüne Wahrheitsansprüche und will die Welt durch die ökologische Landwirtschaft enkeltauglich machen und retten. Deshalb kokettiert sie im Hofladen mit dem Biobauern und genießt es, dass er so animalisch nach Mist und Methan riecht und gerne die Sau rauslässt. Klimawandel? Ich sehe, fühle und merke nichts. (…) Was ich nicht wahrneh me oder weiß, macht das Klima nicht heiß (…) Ich sehe keinen schwarzen Qualm, die Sonne scheint noch immer, der Himmel ist nicht bleigrau, das Wasser nicht algengrün, und fast niemand trägt eine Gasmaske. In den Gebirgsketten schmelzen zwar die Gletscher, aber wer braucht die schon. (…) In der Arktis und Antarktis ziehen sich die Eisdielen zurück. Aber ich mag sowieso kein Wassereis. (…) Energiekrise? Ich bin sprachlos. In der ganzen Welt liegen über 1074 Milliarden Tonnen Kohle herum. Ausbuddeln, importieren, verbrennen. Man muss auch mal mit dem Strom schwimmen. Das Meer wird mittlerweile zum Plastikaquarium, die Erde zur Müllhalde, die Verschwendung zum Albtraum, und keiner will es wahrnehmen, während überall Elektroautos mit Kohle-Gasantrieb umherirren, auf der Suche nach einer Ladesäule. Nur in Brauersdorf, an der Obernautalsperre, scheint die Welt noch in Ordnung zu sein, wenn dort nicht der Jäger wäre, der auf Homosexuelle Jagd macht. In meiner Familie geht auch einiges durcheinander: Mein Sohn wird versehentlich von der Polizei überfallen, mein Bruder weiß nicht mehr, zu welchen Frauen seine Kinder gehören, und alle reden in verschiedenen Sprachen durcheinander.

Vordergründig handelt es sich um einen Regionalkrimi mit viel Lokalkolorit; hintergründig jedoch – manchmal offen, manchmal subtil – präsentiert uns der Roman ein facettenreiches, feinsinniges Spiel mit Klischees. Matteo, ein an die Mosel versetzter Mafiakiller, befindet sich eigentlich bereits im Rentenalter. Mit seiner großen Lebens- und Berufserfahrung soll er an der Mosel einen drohenden Bandenkrieg verhindern. Dabei entwickelt sich parallel, zunächst unverhofft und auf Umwegen, sein Weg in den Ruhestand und sein persönlicher Ausstieg aus dem organisierten Verbrechen. Ein faszinie render Kriminalroman, der uns unerwartet viel über praktische Lebensphilosophie sowie Achtsam keit und Genuss in den Umbrüchen und Wechselfällen des Lebens nahebringt, was bei der früheren Tätigkeit des Protagonisten eigentlich nicht unbedingt zu erwarten wäre, dennoch aber überzeugend gelingt.
