PRESIDENT’S MESSAGE NOT YOUR AVERAGE BUYERS’ GUIDE This edition of Bottled Water Reporter (BWR) isn’t just our special Buyers’ Guide issue. It’s much more than that. It’s an informal introduction to IBWA supplier members—vendors who understand the bottled water industry and the unique challenges we face. These product and service providers take time away from their businesses to attend our meetings to ensure they know all they can about bottled water and how they can help the industry—and the association—be more successful. Whether you’re planning to build a new plant, undergo renovations, enhance efficiencies, or launch a new product line, IBWA’s comprehensive Buyers’ Guide is your must-have resource to finding suppliers (p. 24) who are experts in all-things-bottled-water and the products/services (p. 34) that can help you take your business to the next level—or a new direction. This BWR also includes an article by the Beverage Marketing Corporation (BMC) on the current status of the bottled water industry. In “Bottled Water 2013: Sustaining Vitality” (p. 12), we learn that the industry saw another strong advance, with volume production increasing to more than 10 billion gallons and revenue growth by 4 percent over 2012 numbers. In fact, BMC tells us that the bottled water industry has experienced renewed strength since the recessionary years of 2008 and 2009, quickly rebounding with back-to-back years of growth in 2010, 2011, 2012, and 2013. BMC expects bottled water to continue reshaping the U.S. beverage marketplace and surpassing carbonated soft drinks as the No. 1 packaged beverage by 2020. The lessons continue in the Communications column (p. 56), where IBWA reviews recent correspondence we had with a college student about bottled water regulations. We offer our response as a template IBWA members can use when responding to similar questions from their consumers, legislators, and communities about bottled water. Clean Tech Hosts Michigan Governor Touting Recycling On April 14, 2014, Clean Tech, a polyethylene terephthalate (PET) and high-density polyethylene (HDPE) recycling facility owned and operated by IBWA supplier member Plastipak Packaging, hosted Michigan Governor Rick Snyder (R). The governor visited the state-of-theart recycling facility, located in Dundee, while promoting a statewide initiative aimed at increasing recycling efforts. After the plant tour, Governor Snyder formally announced his pledge of $1.5 million toward doubling Michigan’s recycling numbers during the next 6

two years. In addition, Jim Kulp, Clean Tech’s operations manager, was named to the governor’s Recycling Advisory Council. According to the governor’s plan, the $1.5 million would help promote public awareness of recycling, improve access to more types of recycling, and develop stronger recycling incentives. The governor’s office has previously stated that only 25 Michigan counties have convenient access to recycling opportunities and the city of Detroit may be the largest U.S. city without a comprehensive recycling program. That lack of ac-

cess has played a part in the state’s struggle with a low residential recycling rate, although it does have a highly successful bottle deposit program. While the current deposit program doesn’t include bottled water and other noncarbonated beverages, Governor Snyder hopes to move citizens to more comprehensive recycling rather than focusing on a few limited items. At Clean Tech, Governor Snyder praised Plastipak’s commitment to the state and its business model, which invests in both the economy and the environment. He stated that Michigan law-

makers would like to see more facilities and businesses come to the state and provide services that would help citizens easily increase their recycling efforts. For several years, IBWA has been working with the Michigan Recycling Partnership (MRP), of which Plastipak Packaging is a member. MRP members are well aware that, while $1.5 million is a good start, much more will be necessary to significantly increase the state’s recycling numbers. MRP is talking with Michigan businesses about working to support the governor’s initiative—whether through deeds or dollars. MRP hopes that involvement from the private sector will not only demonstrate the support for increasing recycling in the state but also boost the prospects of financial support from the state and the business community. Miss Virginia Promotes Healthy Hydration

Miss Virginia 2013 Desiree Williams spoke about healthy hydration with students in grades K-8 at Carlisle School in Axton, Virginia.

IBWA bottler member Grand Springs Natural Bottled Water has partnered with Miss Virginia 2013 Desiree Williams to help promote the First Lady’s “Let’s Move” program, which includes the IBWA-supported “Drink Up” campaign. Miss Virginia 2013 is

achieving this goal by traveling around to middle schools in her home state to encourage children to drink more water. While she’s there, she’s handing out Grand Springs-supplied bottled water. “As a former health and physical education teacher, I was able to witness

the poor food and drink choices most children make,” says Miss Virginia 2013. “While schools often teach the food groups, the importance of making good drink choices is often overlooked. By also educating students on the benefits of staying hydrated, we are equipping our youth with the tools to lead better, healthier lives.” According to Williams, speaking at schools also gives her the unique opportunity to “remind teachers how important proper hydration is to brain function and the learning process.” A 2011 graduate of Hampton University and rising third-year student in the Doctor of Physical Therapy Program at Hampton University, Miss Virginia 2013 won her crown on the platform of “Fit and Fun.” Follow Miss Virginia 2013’s water promotional efforts on Twitter and Instagram: @MissVirginiaMAO.

DWRF Trustee Explains the Importance of Water Consumption A May 6, 2014, online article from Fitness Magazine, “The Ultimate Energy Drink: How to Stay Hydrated,” and a May 15, 2014, article on MensHealth.com, “The Fastest Way to Improve Your Mood,” included healthy hydration advice from Lawrence Armstrong, PhD, a Drinking Water Research Foundation (DWRF) trustee and professor at the University of Connecticut. In Fitness, Dr. Armstrong provided readers with important information about water consumption, water’s role in leading a healthy lifestyle, and how much water people should drink. The MensHealth.com article cites new research from France that shows how staying properly and regularly hydrated during the day can help you feel less fatigued,

Jeff Davis, director of operations at Blackhawk Molding and chairman of IBWA’s Environmental Sustainability Committee, contacted SCARCE, which is supported by a local Chamber of Commerce and the Addison park district, last January to let them know his organization was interested in being an active participant at its recycling efforts. For this event, Environmental Sustainability Committee member Mark Lindblom (Premium Waters) coordinated with Davis to donate bottled water for the SCARCE volunteers.

At the May 2014 event, more than 200 cars showed up to unload recyclable/reusable materials in a three-hour period. Other highlights from this collection effort included the following: • A 20’ metal dumpster was completely filled with electronic waste. • An on-site, paper shredder processed approximately five tons of material. • More than 60 bikes were collected and will be repurposed. • Dozens of prescription pill bottles were collected to be properly handled. • Illinois State Representative Kathleen Willis (D) attended the event and spoke with many of the volunteers. IBWA Announces New Board Members

IBWA announced the appointment of three new members to its Board of Directors during the 2014 IBWA June Board of Directors and Committee Meetings, held in Alexandria, Virginia, from June 9-12. Shayron Barnes-Selby (DS Services); Andrew Eaton, PhD (Eurofins Eaton Analytical); and Heidi Paul (Nestlé Waters North America) were appointed to fill three open seats vacated by outgoing board members. Heidi Paul has also been appointed to serve on IBWA’s Executive Committee. Shayron Barnes-Selby, as vice president of government affairs and quality services for Atlanta-based DS Services, represents and promotes the interest of DS Services with regulators and legislators at the state and federal level, in addition to her duties related to product quality, safety, and security for the company. Barnes-Selby is a longtime IBWA member. She currently serves as co-chair of the IBWA Government Relations Committee and is treasurer of the IBWA Political Action Committee.

Dr. Andrew Eaton is technical director and vice president at Eurofins Eaton Analytical, where he has served in multiple roles for nearly 35 years. Dr. Eaton is a Board Certified Environmental Scientist (BCES) and holds a PhD in geochemistry from Harvard University. Eurofins is one of the world’s largest laboratory networks, specializing in food, environmental, and pharmaceutical testing. He is a long-time IBWA member, current co-chair of the Technical Committee, and trustee of the Drinking Water Research Foundation.

Heidi Paul is the executive vice president of corporate affairs at Nestlé Waters North America and serves on the company’s executive board. She is responsible for all aspects of corporate citizenship, including environmental and community responsibility, corporate communications, and government relations. Paul’s long-time involvement with IBWA includes previously serving as chair of the Communications Committee and the Strategic Action Planning Committee.

THE U.S. BOTTLED WATER MARKET REACHED NEW HEIGHTS IN 2013, when volume exceeded 10 billion gallons for the first time. Already the second largest beverage category by volume, bottled water once again demonstrated its growth tendencies. The recent volume growth was yet another signal of the industry’s recovery from a temporary moment of weakness. As was the case for many other beverage types during the economic recession, bottled water suffered reversals in 2008 and 2009. But in 2010, bottled water volume and sales returned to growth, and the category showed renewed strength by both measures in 2011. Growth in 2012 was the strongest it had been in five years, and 2013 saw another strong advance. Continued growth is expected going forward, as economic conditions grow increasingly favorable.

IN 2013, BOTTLED WATER VOLUME ACHIEVED AN UNPRECEDENTED HIGH: EXCEEDING 10 BILLION GALLONS.

During the 2000s, bottled water volume achieved doubledigit percentage growth rates in two years (2002 and 2005) and advanced at rates close to that level in several others. Bottled water volume grew by close to 12 percent in 2002, and, after growing by 10.8 percent in 2005, it flourished again in 2006, increasing by 9.5 percent. During the rougher years of the recession, growth in bottled water volume departed from the pattern of preceding years, declining by 1.0 percent in 2008 and then by 2.5 percent in 2009.

Volume Growth As the performance of other categories makes plain, bottled water enjoys something of a special status within the overall liquid refreshment beverage marketplace. Although carbonated soft drinks remain by far the biggest beverage type in the United States, their volume shrank again in 2013, as it has done every year since the mid-2000s. Fruit beverages have similarly been beset with long-term erosion, withering from having volume comparable to bottled water in the late 1990s to having volume less than one-third the size by 2013. Other liquid refreshment beverages—such as ready-to-drink tea and sports beverages—performed similarly to bottled water, rebounding from back-to-back off years to grow in 2010, 2011, 2012, and 2013. Yet those markets remained considerably smaller than bottled water. Even though sports beverages (like Gatorade) may actively compete with bottled water for consumers seeking hydration, their volume was roughly one-seventh that of bottled water in 2013. Prior to the economic challenges at the end of the century’s first decade, bottled water experienced a remarkable streak of speedy volume growth, as documented in the latest edition of Bottled Water in the U.S., Beverage Marketing Corporation’s annual analysis of the market.

Unlike carbonated soft drinks, which followed several years of slow growth with multiple volume reductions, bottled water demonstrated that two consecutive declines were aberrations rather than the beginning of a protracted losing streak. When bottled water growth resumed in 2010, it restored volume to where it had been prior to the declines. Growth accelerated in each of the two following years. By 2013, volume achieved an unprecedented high—almost 1.4 billion gallons above where it had been in 2007. In contrast, the soft drink category suffered its ninth consecutive year of volume reduction in 2013.

Revenue Revitalized In 2008 and 2009, bottled water producers’ revenues declined as well (and did so more precipitously than volume) but then experienced revitalization. Bottled water wholesale dollar sales first exceeded $6 billion in 2000. By 2007, they topped $11.5 billion. Category sales declined by more than 3 percent to $11.2 billion the following year and then by more than 5 percent to $10.6 billion in 2009. They inched upward in 2010 and climbed back above $11 billion in 2011. Wholesale dollars topped $11.8 billion in 2012 and approached $12.3 billion in 2013—more than double the amount recorded in 2000.

2013 STATISTICS Consumption Counts Consumers’ thirst for bottled water looks poised to persist in the years ahead. Changes in per capita consumption indicate enthusiasm for a product that consumers regard as a healthful alternative to other beverages. Americans upped their annual consumption by more than 10 gallons from 21.6 gallons per person in 2003 to 32 gallons 10 years later. During that same period, per capita consumption of carbonated soft drinks dropped by almost a dozen gallons. Per capita consumption of other major beverage categories, like milk and fruit beverages, also declined. Other types, including coffee and tea, were characterized by stability, though the ready-to-drink versions of both categories made gains. Those beverages associated with beneficial properties and functional benefits—a subset that includes packaged water as well as energy drinks, sports beverages, and ready-to-drink tea—were the most resilient elements of the beverage market after 2009. Even so, average intake of beverages in bottled water’s competitive set, such as ready-to-drink tea and sports beverages, remained fractions of bottled water’s per capita consumption level.

Indeed, bottled water added more gallons to its per-person consumption rate in 10 years than either ready-to-drink tea or sports beverages reached by the end of that period. In fact, neither reached 5 gallons per U.S. consumer by 2013. Bottled water proved itself to be not only a key component of the liquid refreshment beverage market but also well situated for future increases in per capita consumption.

Bottled Water’s Allure Multiple factors contribute to bottled water’s indisputable attractiveness to U.S. consumers. Among them are bottled water’s associations with healthfulness, convenience, safety, and value. Bottled water’s versatility makes it suitable for consumption at any time of day and in just about any setting or situation. It doesn’t need to be kept cold (like soft drinks or juice) or warm (like conventional coffee or tea). Various packaging types, ranging from bulk to single-serve, facilitate a variety of uses. Among the various ready-todrink commercial beverages, bottled water is relatively inexpensive. Further, aggressive pricing, especially in the retail PET segment, made it more and more affordable for consumers. Consumers’ interest in beverages that deliver benefits above and beyond simple refreshment also contributes to the quintessential hydrating beverage’s ascension in the beverage rankings. Amid worries about obesity and other health matters, bottled water’s lack of calories and artificial ingredients attracts conscientious consumers. Even where tap water may be safely potable, many people prefer bottled

water, which they regard as superior in taste. The ready availability of packaged water wherever beverages are sold also crucially differentiates bottled water from tap. While it has occasionally been compared with tap water, bottled water in fact realized its prominence by enticing consumers away from other packaged beverages perceived as less wholesome than bottled water. While some consumers may have turned away from regular, full-calorie sodas in favor of their diet versions, many others transitioned to bottled water instead. Challenges to beverage market growth appear to have eased somewhat since the late 2000s. Energy, commodity, and other input costs contributed to higher prices for consumers. That drove them to seek savings by opting for smaller, more affordable unit sizes, eschewing pricier imports or occasionally foregoing packaged beverages altogether, which largely explains what happened in 2008 and 2009. The situation subsequently altered—and did so favorably from bottled water marketers’ perspectives.

Category Developments Domestic non-sparkling water regularly reigns as the largest segment of the U.S. packaged water industry, and its 9.7 billion gallons represented 96 percent of total volume in 2013. As a whole, domestic non-sparkling saw slower volume reJUL/AUG 2014

WHILE IT HAS OCCASIONALLY BEEN COMPARED WITH TAP WATER, BOTTLED

Throughout most of the 1990s and 2000s, the retail premium segment—consisting of still water in singleserve polyethylene terephthalate (PET) bottles—drove the overall category’s development. Indeed, the PET component enlarged by a double-digit percentage rate 16 consecutive times through 2007. Growth slowed markedly in 2008, before it disappeared in 2009. Yet PET’s 0.9 percent reduction was far less than the 2.5 percent loss measured for bottled water in general that year. Besides, the PET volume in 2009 of almost 5.2 billion gallons stood more than 4.1 billion gallons higher than it had in 1999, and its share of total bottled water swelled from 24 percent to more than 61 percent during that 10-year period. In 2010, PET experienced the strongest growth of any bottled water segment, advancing by 6.8 percent to 5.5 billion gallons, which boosted its share above 63 percent. Growth slowed in 2011 but remained well in advance of the total market: volume greater than 5.8 billion gallons flowed from growth of 5.4 percent, which pushed PET’s share to 64 percent. In 2012, the segment saw its strongest showing since 2007, increasing by more than 8 percent to 6.3 billion gallons, which represented 65 percent of the overall market. Greater than 6 percent growth in 2013 propelled volume to nearly 6.7 billion gallons—essentially two-thirds of the total.

ductions than the overall market in 2008 and 2009 and then outperformed it again in 2010, 2011, and 2012. It moved very slightly slower than the total market in 2013. The non-sparkling category includes various components that typically follow different trajectories. In 2013, for the third year in a row, all four segments registered growth. Unlike in 2012, however, all segments moved more slowly than they had the year before.

Retail bulk volume experienced some reversals as more than a few consumers chose convenient PET multipacks in large format retail channels instead of larger (1 to 2.5 gallon) sizes. Its share eroded from nearly one-quarter of the category volume at the beginning of the century to 10 percent by 2013, largely as a result of competition from PET. After multiple declines, the segment did grow in 2011, 2012, and 2013. Nonetheless, retail bulk’s 1 percent uptick was the slowest of any domestic still water segment in 2013.

Direct delivery also confronted intramural competition from handy, portable PET bottles. The segment, which comprised the largest of them all as recently as the mid1990s, accounted for 12.1 percent of total volume by 2013. U.S. home and office delivery (HOD) volume slipped from close to 1.4 billion gallons in the early 2000s to 1.2 billion gallons in 2013, when volume moved up by 1.7 percent. The relatively small, essentially regional, vending segment of refillable jug containers achieved growth even in the years when total bottled water volume declined. Its low cost during economic hard times undoubtedly had something to do with vending’s positive results. It continued to grow in 2013, albeit at a far slower rate than either the domestic still water market or the bottled water market as a whole. (Its growth rate mirrored HOD.) Both of the two segments outside the domestic nonsparkling realm grew in 2013, one of them forcefully. The imported water segment, the smallest of them all, is prone to fluctuations. In the 2000s, it registered double-digit percentage growth in some years and equally sizeable contractions in others. After one of those up years in 2007, imported water’s volume fell sharply in 2008 and then plummeted precipitously in 2009. It continued to shrink in 2010 before inching up by a modest clip in 2011. Volume dropped dramatically again in 2012 but did move up (at a market-lagging pace) in 2013. Sparkling water held a small share of bottled water volume but grew at a rate faster than any other type, including retail PET, in 2013. As usual, domestic non-sparkling water accounted for almost all per capita bottled water consumption in 2013. Sparkling water and imports each represented less than one gallon per person. (With imports, the figure actually worked out to about one-quarter of a gallon per U.S. resident.) In the key PET portion, average intake moved from about 9.3 gallons in 2003 to more than 21 gallons 10 years later.

International Developments Bottled water emerged as a beverage industry phenomenon not only in the United States—until recently the No. 1 market in terms of volume—but also in virtually every major geographical region of the world. Bottled water first became a large, mainstream commercial beverage category in Western Europe, where consumption of it has long been part of many residents’ daily routine. It is now a truly global beverage, found even in some of the more remote corners of the globe. Several Asian markets achieved strong growth to become major bottled water markets during the 2000s. In fact, Asia itself became the largest regional market in 2011, edging out North America and easily besting Europe. After having moved ahead of Mexico to claim the No. 2 position in 2012, China surpassed the United States to take the lead in 2013. Global bottled water consumption is estimated to have neared 70.4 billion gallons in 2013, according to data from the latest edition of Beverage Marketing’s The Global Bottled Water Market. Total consumption swelled by more than 6 percent during the year. Per capita consumption of 9.9 gallons represented a gain of more than 2 gallons over the course of five years. Clearly, per capita consumption by individual region or country can diverge significantly from the global average. For instance, several Western European countries have per capita consumption levels far above 25 gallons, and the No. 1 market, Mexico, exceeded 67 gallons per person in 2013. At the same time, however, much of the developing world, where the majority of the world’s population resides, finds its per capita consumption figures still in the single-digit range.

Although the global per capita consumption figure obscures pronounced regional disparities, bottled water’s global growth points to demand for it in diverse markets. Consumers have demonstrated a thirst for it in highly developed markets, in less developed ones, and in economies in transition. Bottled water tapped into some different consumer trends around the globe. In developed countries such as the United States and Canada, bottled water became a particularly dynamic major commercial beverage category by registering as an appealing option for healthconscious consumers. Marketers positioned bottled water as a virtuous alternative to carbonated soft drinks and fruit juice drinks (some of which comprise sizeable portions of their own product portfolios). The developed world came to see bottled water as not only a way of achieving hydra-

tion but also as a functional beverage. At the same time, bottled water serves as at least a partial solution to the problem of often-unsafe water found in many economically developing countries. Much of the world’s bottled water market is still highly fragmented and controlled by local brands, but consolidation is definitely taking place, as four companies have come to dominate much of the market. Swiss food and beverage giant Nestlé and France’s Danone are the traditional lead20

ers of the bottled water pack. Both companies initially centered their operations around the core markets of Western Europe and the United States. However, as water growth is increasingly coming from the developing world, Nestlé and Danone have expanded their initiatives to the competitive fields of Asia, Latin America, and other areas. In fact, Danone stepped back from the U.S. market to concentrate on some of those other markets. Soft drink industry leaders Coca-Cola and PepsiCo also entered the bottled water arena. After achieving solid positions in the United States, both companies increasingly devoted resources and energy to developing their global bottled water businesses. North America boasts two of the three largest individual bottled water markets, the United States and Mexico, which together accounted for 26.1 percent of the world’s packaged water market in 2013. Although the U.S. bottled water market had been a catalyst for much of the global expansion up until the mid-2000s, its compound annual growth rate (CAGR) of 3.2 percent for the five-year period ending with 2013 was noticeably slower than the 6.2 percent CAGR achieved by the global market during the same period. Mexico alone accounted for 11.7 percent of the global volume with 8.2 billion gallons in 2013. With a five-year CAGR of almost 5 percent, it grew faster than the United States but more slowly than the world market. China was the only other country that could claim a double-digit share of global volume with 10.4 billion gallons, or 14.8 percent of the total (or four-tenths of a share point ahead of the United States). Chinese bottled water volume enjoyed double-digit percentage growth rates for several consecutive years, registering a 15.1 percent CAGR for the period from 2008 to 2013—the highest rate among the five biggest bottled water markets. Indonesia moved well ahead of the international market, which allowed it to vault over erstwhile No. 4 Brazil, which moved at about the same rate as Mexico. Sixth-place Thailand, the No. 3 Asian market, grew even faster than Indonesia. Europe may not boast any of the biggest bottled water markets, but it does have several major ones, including three of the 10 biggest. Because those are firmly established, however, their growth tends to be slower than regions where bottled water has a less deeply entrenched tradition. Some of the most prominent continental countries experienced only very slight growth. For instance, during the five-year period ending with 2013, Italy’s volume grew by a CAGR of just 0.5 percent. Germany, the eighth largest bottled water market in the world, had a CAGR of 1.8 percent, and ninthplace France moved slightly more slowly. As a group, the trio of leading European bottled water markets accounted for 12.3 percent of the world’s total volume in 2013. (A fourth


2013 STATISTICS European market, Spain, ranked among the top 10 until 2012, when rapidly rising India supplanted it.) Still water accounts for the majority of bottled water sales in much of the world. Sparkling water sales are strong in a minority of countries, such as Argentina, Chile, Uruguay, the Netherlands, and Germany, where sparkling water is often tied to meal-consumption practices. On a global level, sparkling water accounts for an estimated 10 percent of the total volume, with still water accounting for the remaining 90 percent. Plastic packaging is preferred over glass in almost every country, with the exception of Germany, where recycling laws make a determinative impact on packaging trends. Even in Germany, and in other countries such as the United Kingdom where glass has a strong presence, PET is the most dynamic and rapidly growing segment. At about one-third of global volume, HOD still accounts for a minority of global bottled water sales. Yet it is a vital segment in many countries, such as Mexico, where it accounts for more than two-thirds of the volume. Year after year, Mexico leads the world in bottled water per capita consumption, and that didn’t change even after China surpassed it in absolute volume. Average intake in

BOTTLED WATER IS EXPECTED TO RESHAPE THE U.S. MULTIPLE BEVERAGE MARKETPLACE

DURING THE SECOND DECADE OF THE 21ST CENTURY—GAINING SHARE ALL THE WHILE. Mexico jumped from 56.6 gallons in 2008 to 67.3 gallons five years later. Per capita consumption in China stood almost nine times lower, at less than 8 gallons, in 2013. The not-long-ago leader in average intake, Italy, consumed the equivalent of 52 gallons per person in 2013. Several Middle Eastern markets rank very highly in per capita bottled water consumption. With the equivalent of more than 37 gallons for each resident in 2013, the United Arab Emirates (UAE) had the sixth highest level of bottled water consumption in the world. In addition to the UAE, the Middle East region has Lebanon and Saudi Arabia in the top 20 in per capita bottled water consumption. At 22.3 gallons per resident, Israel also consumes bottled water at a rate greater than the global average, though it didn’t quite make it onto the top 20 list. Although Europe no longer held the top spot in volume per capita, 12 of the top 20 bottled water consumers on a per person basis were European countries as of 2013. The consumers of the combined market of BelgiumLuxembourg imbibed more than 39 gallons each, a rate that has trended upward over the years. Germany, France, Spain, and Italy were the other European countries with per capita consumption greater than 30 gallons. French consumers quaffed 2 gallons more bottled water in 2013 than they had five years earlier. In 2013, Germany and Spain had per capita consumption rates of 38 and 31.9 gallons, respectively, putting them in fifth and ninth place in terms of average bottled water intake. Like France 22

and Spain, Germany consumed more bottled water per person in 2013 than it had five years before. Hungary, which ranked fourteenth, also increased its bottled water consumption, though only slightly. While markets in the West hold the highest numbers, Eastern Europe can claim several spots among the top 20 in per capita bottled water consumption, although Bulgaria fell off the bottom of the list in 2009, when China’s special administrative region of Hong Kong displaced it. Croatia and Slovenia both consumed the equivalent of about 28.5 gallons per resident. Austria held the No. 17 spot in 2013, just ahead of Poland. Romania rounded out the top 20 list. While Asian nations attained prominence among the world’s bottled water markets when measured in total volume, the most populous countries generally do not have high per-person intake levels. Thailand stood among the top 20 in terms of per capita bottled water consumption with nearly 60 gallons in 2013. Hong Kong made the list for the first time as its average intake approached 22 gallons in 2009 and continued to increase per capita consumption subsequently, hitting 31.2 gallons in 2013. Despite its status as the second largest market, mainland China had a per capita consumption number well below the global norm even though intake swelled by more than almost 4 gallons per person from 2008 to 2013. Americans’ 2013 per capita bottled water consumption put the United States in the No. 8 position among the countries of the world, between France and Spain.

Into the Future Beverage Marketing expects bottled water, having put the weaknesses of the late 2000s behind it, to reshape the U.S. multiple beverage marketplace during the second decade of the 21st century, much as it did previously—gaining share all the while. The total amount of liquid Americans annually consume will remain stable, resulting in overall volume growth in line with population increases. Bottled water is likely to grow noticeably faster, unlike carbonated soft drinks, which will continue to stagnate. Most other major beverage categories, including coffee, milk, and tea, are likely to grow much more slowly than bottled water, which is poised to achieve still another high in per capita consumption in the future.

Recently, Clean Tech, a polyethylene terephthalate (PET) and high-density polyethylene (HDPE) recycling facility owned and operated by IBWA supplier member Plastipak Packaging, hosted Michigan Governor Rick Snyder (R). The governor visited the state-of-theart recycling facility, located in Dundee, while promoting a statewide initiative aimed at increasing recycling efforts. After the plant tour, Governor Snyder formally announced his pledge of $1.5 54

Reviewing the success of Clean Tech’s plant tour offers us a great opportunity to remind IBWA members about the unique benefits of inviting elected officials into your facilities. Because a visit from a lawmaker is a rare occurrence, let’s use RARE as our mantra: Recognition, Access, Relationship, Education.

Recognition Although the statement “there’s no such thing as bad press,” might be debatable, what’s not debatable is that, when an elected official comes to your plant, you can get a lot of mileage out of that event to promote your business and the bottled water industry. You’ll want to ask the local media to cover the visit, but you’ll also want to promote the news yourself: issue a press release, distribute articles internally, and post press coverage and photos on


GOVERNMENT RELATIONS all your social media sites—Facebook, Twitter, Instagram, Pinterest, etc. By increasing awareness about the visit, you create a buzz in your community that says your operation is a place of interest. You also improve your chances of piquing the curiosity of other city, state, and federal officials. Here’s why: if good press about one legislator’s visit to your plant makes the headlines on the local TV news programs, newspapers, and social media sites, numerous other elected officials will be interested in visiting your operation as well.

Access When you give people access to your facilities, you get access back in the form of increased contact with the individual and where he or she may have influence. Members of Congress, governors, state legislators, and regulators can all learn about your business through a site visit. Legislators benefit from plant tours because not only do they learn about your business but also they gain positive media coverage and access to their constituents. Relationship At the end of the day, the site visit is all about building relationships: between you and the official, you and your community, the official and your employees, the official and his or her constituents. You should think of a site visit the same as you would an open house: you allow people from the outside into your place (of work) and let them check out the layout. As a bonus, you get to explain to them how you operate on a day-to-day basis. Such an event promotes a level of trust and acceptance, which can greatly strengthen any relationship. Education Those of you who regularly read this column will remember that I once sat on a panel with a former member of Congress who related the story about his best experience in office learning about a business. He came to the facility early in the morning—and staff promptly gave him his own official brown uniform and sent him out on deliveries with a route driver. The congressman noted that it was an amazing experience because he now completely understands how UPS works—and he said he thought about that visit every time an issue arose in Congress that may impact the company.

A Bottled Water Education

Conversations with college students offer special opportunities By Chris Hogan, IBWA Vice President of Communications

Every so often, IBWA staff receives an email or phone call from a college student asking about bottled water, its environmental impact, and, perhaps, its quality and safety. When a co-ed reaches out to us, we’re excited to take the call. Why? Because the bottled water industry is often misrepresented in the press. If a college student takes the time to contact us with questions, it means there’s a willingness to engage, a chance for actual communication, and, most importantly, an opportunity to impart a real bottled water education. We hear from IBWA members that they too are sometimes contacted to answer questions about bottled water from members of their communities. As an example of how IBWA responds to such inquiries, I present for you the following. 56

Thoughtful Communication Recently, a student at the University of San Francisco emailed IBWA expressing her concerns about bottled water and her support of the city’s recent ban on the sale of bottled water on city and county property. Her critique of bottled water was impassioned; however, it was also riddled with inaccurate claims, misleading statements, and false examples. Although responding to this student might not end in a conversion—her evolution from bottled water critic to fact-based advocate for consumer choice—we wanted to provide her with tangible information that supports our arguments and gives her something to think about. Segments from our correspondence appear below: Thank you very much for your email, expressing your feelings about bottled

water, and for outlining some of your concerns in detail. While I don’t want to overload you with too much information, the many claims made in your email require a rather detailed reply. I also know that as a college student, you want more than a just a standard “thanks, but we disagree” response. So, in advance, please feel free to contact me with any follow-up questions you might have. If you have not already done so, I also encourage you to visit IBWA’s website, www.bottledwater.org. After that introduction, we delved into her major concerns: consumer access to water, claims about purified bottled water, bottled water regulations, and bottled water quality.

Consumer Access As you correctly note, IBWA does oppose restricting consumer and employee access


COMMUNICATIONS to single-serve bottled water on city and county property. We feel that such a ban is not in the best interest of consumers and, in fact, discourages them from making healthy packaged beverage choices. Efforts to eliminate access to bottled water on San Francisco city or county property will force people to choose less healthy drink options, which have more packaging, more additives (e.g., sugar, caffeine), and greater environmental impacts than bottled water. However, we do not oppose increasing access to tap water, something you appear to believe to be the case. All efforts to increase the availability of clean, safe drinking water in cities and towns, on college campuses, in the workplace, and at home should be encouraged. Bottle refilling stations and water fountains throughout communities are an excellent opportunity to help promote healthy hydration. Consumer access to bottled water should be part of this effort.

Purified Bottled Water I am not sure where you found the numerous claims cited in your email, but purified bottled water is strictly regulated and defined by the U.S. Food and Drug Administration (FDA). The fact that some bottled water is sourced from tap water is no mystery. We even have the definitions and requirements on our website: www. bottledwater.org/types/bottled-water. As noted above, many bottled water companies use public water sources for their products. But purified bottled water is not simply tap water in a bottle. Once the water enters the bottled water plant, several processes are employed to ensure that it meets the purified standard of the U.S. Pharmacopeia 23rd Revision. Those treatments can include utilizing a multibarrier approach, which may include one or more of the following: reverse osmosis, distillation, micro-filtration, carbon filtration, ozonation, and ultraviolet (UV) light. The finished water product is then placed in a bottle under sanitary conditions and sold to the consumer.

IBWA MEMBERS CAN USE THIS RESPONSE AS A TEMPLATE FOR REPLYING TO BOTTLED WATER CRITICS. Bottled Water is Highly Regulated Bottled water is comprehensively regulated by the FDA as a packaged food product, and it provides a consistently safe and reliable source of drinking water. By federal law, the FDA regulations governing the safety and quality of bottled water must be at least as stringent as the U.S. Environmental Protection Agency (EPA) standards for tap water. And, in some very important cases like lead, coliform bacteria, and E. coli, bottled water regulations are substantially more stringent. The 2011 Drinking Water Research Foundation (DWRF) report “Bottled Water and Tap Water: Just the Facts” (bit. ly/BWvTWfacts) provides a side-by-side comparison of quality and monitoring regulations for tap water and bottled water.

Water Quality It is unfortunate that this issue is sometimes framed as a tap water versus bottled water issue. Supporters of bottled water encourage drinking water—whether tap, bottled, or filtered—that’s a good thing. However, when subjected to an actual analysis of contamination, boil alerts, and compromised water supplies, concerns about the consistent safety of municipally supplied tap water are not unfounded. As noted in the 2013 DWRF report “Microbial Health Risks of Regulated Drinking Waters in the United States,” (bit.ly/DWRFmicrobial) researchers estimate that more than 500 boil alerts occurred in the United States in 2010. In addition, the Center for Disease Control and

Prevention (CDC) reports that waterborne diseases, such as cryptosporidiosis and giardiasis, cost the U.S. healthcare system as much as $539 million a year in hospital expenses. In 2006, EPA researchers reported an estimated 16.4 million cases of acute gastrointestinal illness per year are caused by tap water. Subsequent research has estimated that number of illnesses to be closer to 19.5 million cases per year. In contrast, a survey of state bottled water regulatory authorities, dated June 2009 and conducted by the Government Accountability Office (GAO), found there were zero outbreaks of foodborne illness from bottled water over a five-year period. Moreover, in testimony before a July 9, 2009, congressional hearing, an FDA official stated that the agency was aware of no major outbreaks of illness or serious safety concerns associated with bottled water in the past decade.

We offered to answer any other questions she might have and provided her with direct contact information. Even if we never hear back from her, we hope that she considers IBWA’s position, researches the facts, debates the issues, and comes to her own conclusions. After all, isn’t that what the college experience is all about?

Understanding FSMA’s Proposed Safe Food Transportation Rule FDA Publishes Final FSMA Proposed Rules (Part 2 of 2) By Bob Hirst, Vice President of Education, Science, and Technical Relations

Since January 4, 2012, the U.S. Food and Drug Administration (FDA) has published seven proposed rules under the Food Safety Modernization Act (FSMA). (See sidebar on p. 59 for a complete list of those proposed rules.) Last issue, we discussed the Food Defense Rule (visit bit.ly/ BWR_MayJune2014 to read that article); below, we review the final proposed rule, #7: Safe Food Transportation (SFT). 58

The proposal establishes good transportation practices (analogous to Good Manufacturing Practices) applicable to all transportation operations and then sets forth more specific obligations

for shippers, carriers, and receivers in their respective roles. Primarily, the regulation addresses carriers because they are the party that supplies the equipment and conducts the transportation activity; however, shippers are responsible for, among other things, informing the carrier of necessary sanitary and temperature requirements for the food, and receivers are responsible for the unloading activities needed to maintain the sanitary nature of the food upon delivery.


TECHNICAL UPATE SFT regulations address ground transportation only. Consistent with the statute, the proposed rule covers ground transportation conducted by “motor vehicles” or “rail vehicles” (e.g., trucks and trains). Other forms of transportation (primarily transport via airplane or ship) are not directly affected, except that the shipper of products using those modes of transportation is covered if it uses containers that will be transferred intact to a motor or rail vehicle for ground transportation. FDA focuses on certain product types and hazards. In addition to the general sanitation of transport vehicles, FDA is particularly focused on the need to properly refrigerate food, clean between loads (for both sanitation and allergen control purposes), and protect food during transport (e.g., preventing contamination from cross-contact). Conversely, as discussed below, FDA proposes exemptions for food considered to be of lower concern, such as shelf-stable food that is completely enclosed by a container. FDA cites bottled water in the proposed rule’s preamble as an example of a shelf-stable food. All food is covered (unless specifically exempted). The rule applies to all human and animal food, raw materials and ingredients, and all food subject to inspection by the U.S. Department of Agriculture (USDA) Food Safety and Inspection Service (FSIS) (i.e., foods regulated under the Federal Meat Inspection Act, the Poultry Products Inspection Act, and the Egg Products Inspection Act). The regulation is focused on preventing any form of adulteration, including spoilage. The regulation repeatedly specifies that the purpose of a given SFT requirement is to maintain vehicles and transportation equipment in “such sanitary condition

as to prevent food from becoming filthy, putrid, decomposed or otherwise unfit for food, or being rendered injurious to health from any source during the transportation operation.” Notably, for food that can support the rapid growth of undesirable microorganisms in the absence of temperature control during transportation, FDA is not only focused on foods that require time/ temperature control to ensure safety (TCS foods) but also on foods that require temperature control to prevent microbial spoilage (e.g., meat, poultry, pasteurized juice, frozen foods). The regulation is generally performance-based and adaptable. Much of the regulation sets broad expectations without specifying the means to achieve those requirements (e.g., “effective measures” are required or steps taken must be “adequate,” but the regulation does not identify what those measures must be). The regulation also allows parties to modify some requirements based on contractual agreements between the shipper and carrier. Thus, the approach in the regulation is more similar to FDA’s GMP regulations than to its HACCP and preventive controls regulations. Activities must be documented. As with the other FSMA proposed rules, there is a strong emphasis on documentation. Many of the core requirements of the regulation must be documented, and those records would be available for inspection. FDA views the proposal as consistent with current practices. FDA intends for the transportation industry to be able to continue operating under current recommended practices and does “not anticipate large scale changes in practices as a result of the requirements of this proposed rule.”

Food Supplier Verification Programs (FSVP) for Importers of Food for Humans and Animals (“FSVP Rule”) 5. Current Good Manufacturing Practice and Hazard Analysis and Risk-Based Preventive Controls for Food for Animals (“CGMPs and PCs for Animals Rule”) 6. Focused Mitigation Strategies to Protect Food Against Intentional Adulteration (“Food Defense Rule”) 7. Sanitary Transportation of Human and Animal Food (“Sanitary Transportation Rule”) The rules that most directly impact bottled water are #1, #3, #4, #6, and #7, although to varying degrees. Rules #3 and #4 are intended to apply to food imports, which impacts a small number of IBWA members. IBWA will focus on rules #1, #6, and #7, educating members on addressing CGMPs, preventive controls (HACCP), food defense plans, and sanitation of vehicles and containers used to transport bottled water.

TECHNICAL UPATE FDA proposes several exemptions and modified requirements. FDA proposes excluding or exempting the following bottled water-related activities from coverage under the regulation: • transportation of shelf-stable food that is completely enclosed by a container • shippers, carriers, or receivers with less than $500,000 in total annual sales • food transshipped through the United States to another country. More details on the proposed rule for Safe Food Transportation are being disseminated at IBWA seminars across the United States. UPDATE ON RULE #1: CURRENT GOOD MANUFACTURING PRACTICE AND HAZARD ANALYSIS AND RISK-BASED PREVENTIVE CONTROLS FOR HUMAN FOOD Recent reports indicate that FDA will re-propose rule #1, Current Good Manufacturing Practice and Hazard Analysis and Risk-Based Preventive Controls for Human Food (“Preventive Controls”) sometime during the summer of 2014. The re-proposed rule will address issues for which FDA requested comment in the original proposed rule, including product testing, environmental monitoring, implementing the recommendations of the CGMP Working Group, requiring vs. recommending certain CGMPs, and personnel education and experience requirements.

George Castaneda has been working in the food industry for most of his life—first as a youngster at his family’s grocery store business, then as a purchaser, a produce route operator, a grocery store owner, and, finally, as a quality control manager at a bottled water plant. George joined CG Roxane, LLC in 1999 after the pressure of having a new, young family pushed him toward the benefits of a staff position with a company other than the one he owned. Hired to work on the blow molding line, he quickly became raw materials and safety manager, and, in 2003, he was asked to head the quality department. “When I started, you wouldn’t see that many people walking around with bottled water, but today you see people everywhere with bottles of water—in their purses, pockets, jackets, cars, and trunks. A lot of people that I know have a case of water in their car all the time. It’s just become so much a part of our society. Bottled water is a big thing, a huge thing,” he says. Because he works on quality matters every day, George appreciates the benefits of IBWA membership. “IBWA provides a wealth of knowledge regarding subjects that are distinct to our industry. You can’t find it anywhere else, unless you go looking in a lot of places. But as a member I can go to the IBWA website, or make a phone call, and get so much information—IBWA has articles and papers on different subjects and different issues that are going on,” he says. That access to industry-specific technical information aids CG Roxane in living up to its mission: to offer the highest quality spring water at everyday prices. George says other perks of membership include participating in the certified plant operator (CPO) program, which provides bottlers with information vital to running a bottled water plant; having a voice on legislative matters and monitoring government activity, which frees bottlers up to run their businesses; having unity within the industry to tackle issues together; and the fact that IBWA is an “inclusive” member environment. “Whether you are a small bottler or a huge bottler, you can join and feel welcomed, and I think this is a big plus.” CG Roxane produces the national brand Crystal Geyser Alpine Spring Water, operating from seven locations across the United States.
