Many suppliers first join IBWA because they want to make contact with bottled water industry professionals who have purchasing power. But it would be shortsighted to think IBWA supplier members continue to be involved solely for that reason. As a bottler, I know how much I rely on my suppliers to understand my business— even sometimes to predict a need my company will have before I am aware of it. So, we cannot emphasize enough the value added to IBWA through the commitment of our supplier members. While a few vendors may join for a year to hawk their wares and then disappear, the majority of IBWA supplier members capitalize on their membership by listening to bottlers in order to better understand their needs. Through their participation on IBWA committees, suppliers not only learn about the issues bottlers face but also offer an outside perspective that helps the association fine-tune its messaging. In that way, supplier members help make IBWA a stronger organization. The next time you see an IBWA supplier member—whether in your offices for a product review or during an IBWA meeting or conference—I encourage you to thank them for the quality of their services and the innovation behind their products. Let them know you appreciate their investment in IBWA membership—that you understand that means they are committed not only to your company’s success but also to the success of the overall bottled water industry. We also need to make sure our supplier members know that the association needs their help in amplifying IBWA’s messaging. Getting our messages out can be challenging. For IBWA, as it is for most associations, our power is in our numbers. When we unify and multiply our message by asking supplier members to be a part of the amplification process, the result is increased conversations—in traditional print media, on social media, and around the water cooler. Whether pushing out pro-bottled water messages on their social media channels or making time to visit with legislators in their districts or on Capitol Hill, supplier members can do a world of good for the bottled water industry. PRESIDENT’S MESSAGE SUPPLIED FOR GROWTH
According to 2014 statistics from Beverage Marketing Corporation (BMC), bottled water enjoyed its strongest growth surge in several years, with volume nearing 11 billion gallons. Even more promising, BMC expects bottled water to emerge as the largest beverage category by volume in the United States by the end of the decade. For bottlers, that means even more need to connect with suppliers that understand the bottled water industry. That’s why this issue of Bottled Water Reporter, IBWA’s 2015 Buyers’ Guide, is an invaluable tool. I encourage you to keep it handy, and use it as your go-to resource for help in finding IBWA supplier members (p.22) that are experts in all-thingsbottled-water and the products/service (p.32) they offer to help your company be successful in the bottled water industry. This issue is also an excellent primer for those who are interested in getting an accurate assessment of bottled water’s position in the marketplace. The news is good in “Bottled Water 2014: Reinvigoration” (p.10), where we learn that BMC predicts bottled water will “reshape the U.S. multiple beverage market during the second decade of the 21st century.” Bottled water is poised for still more increases in per capita consumption in the years ahead. BMC notes that bottled water’s growth can partially be credited to Americans’ concerns about obesity and other health issues. IBWA is also concerned about the health and well-being of Americans. In our Technical Update column (p.56), we review the many ways IBWA has been advocating for an increase in the positive promotion of bottled water as a healthy hydration beverage (not the least of which was a meeting with White House officials in May 2015). Oddly enough, some National Parks have banned the sale of bottled water on park premises, which seems to counter the National Park Service’s recent healthy foods strategy, “Healthy Parks Healthy People.” We examine this dichotomy in our Government Relations column (p.50). In the Communications column (p.54), we tackle how the bottled water industry is responding to the many inaccuracies that are circulating around the water scarcity issue in California—and how you can help us set the record straight. IBWA Discusses Water’s Role in the Dietary Guidelines With White House and USDA Executives On May 20, 2015, IBWA members and staff participated in meetings at the White House and the U.S. Department of Agriculture (USDA) office in Washington, DC, to discuss bottled water’s important role in healthy hydration. The meetings offered IBWA the opportunity to advocate for the inclusion of more language about the benefits of water consumption in the (soon to be published) 2015 Dietary Guidelines for Americans and the MyPlate food nutrition icon. IBWA member representatives from Danone Waters of America, Inc. (Philippe Caradec); DS Services of America, Inc. (Shayron Barnes-Selby); and The Water Guy (IBWA Chairman Bryan Shinn) along with IBWA staff (President Joe Doss; Vice President of Government Relations Kristin Wilcox; and Director of Science and Research Tamika Sims, PhD) first met with Debra (Deb) Eschmeyer, the executive director of First Lady Michelle Obama’s Let’s Move! initiative and the White House senior policy advisor for Nutrition Policy. The second meeting was with Dan Christenson, USDA deputy chief of staff, and Angela Tagtow, executive director for the 6

Center for Nutrition Policy and Promotion (CNPP).
Many countries already have water in their dietary nutrition guidelines. During those meetings, IBWA reviewed the scientific research available and the consumer dietary and health trends on water consumption since the release of the 2010 Dietary Guidelines for Americans. Following are some of the key messages IBWA presented to the White House and USDA executives: • The 2010 Guidelines perhaps do not advise Americans to drink water strongly enough given the high consumption of added sugars from beverages (47 percent) that exists today. Recommending bottled water as a healthy beverage choice is the key to cutting beverage sugar consumption and directly addresses the hydration needs, accessibility, and convenience Americans require for a healthy diet. • Numerous peer-reviewed scientific studies show that water consumption can aid in weight management and
that there is a need to promote the consumption of more water. With the markedly high rates of obesity and diabetes in the United States, science has shown water consumption can assist in the fight against these noncommunicable diseases. • Bottled water is on track to be the No. 1 consumed beverage in America by the end of this decade; however, given the marketing used by soda companies to encourage sugar-sweetened beverage consumption, more work is needed to keep adults and children reaching for water first, in all its forms—tap, filtered, and bottled. • Around the world, many countries recognize that water is an essential and core constituent of proper nutrition and have placed water in their dietary nutrition guides and/or in their dietary guideline documents. The United States should include water in the 2015 Dietary Guidelines and the MyPlate food nutrition icon. • From an environmental sustainability standpoint, when people choose bottled water instead of any other canned or bottled beverage, they are choosing less packaging, less energy consumption, and less water use. IBWA also provided meeting attendees with copies of the recent comments IBWA and the Drinking Water Research Foundation (DWRF) submitted to USDA and the U.S. Department of Health and Human Services (HHS) on the Dietary Guidelines Advisory Committee’s (DGAC) Scientific Report, IBWA’s detailed reference list showcasing literature references pertinent to our healthy hydration messages, a letter from 14 health and science experts to the DGAC promoting water consumption language in the 2015 Dietary Guidelines, and an IBWA-produced flyer on how Americans can reduce sugar consumption by drinking more water and less sugarsweetened beverages.

IBWA Members Seek Support on Capitol Hill On June 3, 2015, IBWA members took to the halls of Capitol Hill to seek continued support for the policies that will promote the growth and consumption of bottled water. The purpose of these meetings was to educate members of Congress about how bottled water companies produce the healthiest package beverage with the lowest environmental and water use footprint—and employ hundreds of thousands of Americans each year. The bottled water industry has a very good story to tell. As IBWA Vice President of Government Relations Kristin Wilcox says, “When people choose bottled water instead of any other canned or bottled beverage, they are choosing no calories, no additives, less packaging, less energy consumption, and less water use.”

Drink Up Continues to Increase Bottled Water Sales The Partnership for a Healthier America (PHA) again retained marketing analytics firm Nielsen Catalina Solutions (NCS) to quantify its Drink Up initiative’s ability to encourage consumers to make healthy lifestyle changes and drink more water. For its most recent study, NCS focused on the purchasing habits of households that were exposed to online Drink Up ads during the 13week period between October 2 and December 31, 2014. The findings, announced on May 6, 2015, show that Drink Up has boosted sales of bottled water 4 percent among those who were exposed to the ads. The incremental sales have nearly doubled to $1.8 million.
According to NCS, the increased sales were driven by people buying more water per shopping trip and buying it more often, rather than by growing the number of new purchasers. NCS ran similar research during the same time period (Q4) in 2013, which yielded the 3 percent lift in bottled water sales announced in 2014. Those results equated to almost $1 million in incremental retail sales of bottled water. Enjoying its strongest growth surge in several years, the U.S. bottled water market scaled new heights in 2014, when volume neared 11 billion gallons. Already the second largest beverage category by volume, bottled water once again displayed its propensity for forceful expansion. It also put a brief moment of weakness decisively behind it. Like many other beverage types during the economic recession, bottled water experienced downturns in 2008 and 2009. In 2010, bottled water volume and sales returned to growth, and the category showed renewed strength by both measures in 2011. Growth in 2012 was the strongest it had been in five years, and 2013 saw another strong advance. In 2014, volume grew even more vigorously than it had in 2012; indeed, growth was the fastest it had been since 2006. Going forward, growth should remain solid as economic conditions become increasingly favorable.
Volume Growth As the performance of other categories makes plain, bottled water achieved a distinctive status in the overall liquid refreshment beverage marketplace. Although carbonated soft drinks remain by far the biggest beverage type in the United States, their volume shrank yet again in 2014, as it has done every year since the mid-2000s. Fruit beverages have similarly eroded year after year, fading from having volume comparable to bottled water in the late 1990s to having volume less than one-third the size by 2014. As bottled water did, some other liquid refreshment beverages, such as ready-to-drink tea and sports beverages, rebounded from back-to-back off years to grow in each year from 2010 to 2014. However, those categories remained considerably smaller than bottled water. Even though sports beverages like Gatorade may actively compete with water for consumers seeking hydration, their volume was about one-eighth that of bottled water in 2014.

Americans upped their annual consumption of bottled water by almost 11 gallons from 23.2 gallons per person in 2004 to 34 gallons a decade later.
Prior to the economic challenges at the end of the century’s first decade, bottled water experienced a remarkable streak of fast volume growth, as chronicled in U.S. Bottled Water through 2019, Beverage Marketing Corporation’s latest annual analysis of the market. During the 2000s, bottled water volume achieved double-digit percentage growth rates in two years and advanced at rates close to that level in several others. Bottled water volume grew by close to 12 percent in 2002, and after growing by 10.8 percent in 2005, it enlarged by 9.5 percent in 2006. Departing from the pattern of preceding years, bottled water volume declined by 1.0 percent in 2008 and then by 2.5 percent in 2009. Unlike carbonated soft drinks, which followed several years of slow growth with multiple volume reductions, bottled water demonstrated that two consecutive declines were aberrations rather than the beginning of a long losing streak. When bottled water growth resumed in 2010, it essentially restored volume to where it had been prior to the declines. Growth accelerated in each of the three following years. By 2014, volume achieved a new record high—more than 2.1 billion gallons higher than it had
been in 2007. In contrast, the soft drink category suffered its tenth consecutive year of volume reduction in 2014.
Revenue Revitalized Bottled water producers’ revenues also declined in both 2008 and 2009, and did so more dramatically than volume, but they also revived. Bottled water wholesale dollar sales first exceeded $6 billion in 2000. By 2007, they topped $11.5 billion. Category sales declined by more than 3 percent to $11.2 billion the following year and then by more than 5 percent to $10.6 billion in 2009. They inched upward in 2010 and climbed back above $11 billion in 2011. Wholesale dollars topped $11.8 billion in 2012 and approached $12.3 billion in 2013. They exceeded $13 billion in 2014.
Consumer Consumption Consumers’ thirst for bottled water appears on track to persist in the years ahead. Changes in per capita consumption indicate enthusiasm for a product that consumers regard as a healthful alternative to other beverages. Per capita consumption of other major beverage categories, like milk and fruit beverages, also declined. Other types, including coffee and tea, were characterized by stability, though the ready-to-drink versions of both categories made gains. Those beverages associated with beneficial properties and functional benefits—a subset that includes packaged water as well as energy drinks, sports beverages, and ready-todrink tea—were the most resilient elements of the beverage market after 2009. Even so, average intake of beverages in bottled water’s competitive set, such as ready-to-drink tea and sports beverages, remained fractions of bottled water’s per capita consumption level. Indeed, bottled water added more gallons to its per-person consumption rate in 10 years than either ready-to-drink tea or sports beverages reached by the end of that period. In fact, neither reached 5 gallons per U.S. consumer by 2014. Bottled water showed itself to be not only a key component of the liquid refreshment beverage market but also poised for still more increases in per capita consumption in the years ahead.
Why Consumers Choose Bottled Water Several attributes contribute to bottled water’s undeniable appeal to U.S. consumers. Among them are bottled water’s associations with healthfulness, convenience, safety, and value. Bottled water’s versatility makes it suitable for consumption at any time of day and in just about any setting or situation. It doesn’t need to be kept ice cold (like soft drinks or juice) or warm (like conventional coffee or tea). Various packaging types, ranging from bulk to single-serve, facilitate a variety of uses. Among the various ready-to-
drink commercial beverages, bottled water is relatively inexpensive. Further, aggressive pricing, especially in the retail PET segment, made it more and more affordable for consumers. Consumers’ interest in beverages that deliver benefits above and beyond simple refreshment also contributes to the quintessential hydrating beverage’s ascension in the beverage rankings. Amid worries about obesity and other health matters, bottled water’s lack of calories and artificial ingredients attracts conscientious consumers. Even where tap water may be safely potable, many people prefer bottled water, which they regard as superior in taste. The ready availability of packaged water wherever beverages are sold also crucially differentiates bottled water from tap. Although it has occasionally been compared with tap water, bottled water in fact realized its prominence by enticing consumers away from other packaged beverages perceived as less wholesome than bottled water. While some consumers may have turned away from regular, full-calorie sodas in favor of their diet versions, many others transitioned to bottled water instead. Indeed, as some consumers became wary of artificial sweeteners, they abandoned diet as well as regular soda—while bottled water volume just got bigger.

Challenges to the beverage market’s growth lessened somewhat after the late 2000s. Energy, commodity, and other input costs contributed to higher prices for consumers. This prompted them to seek savings by opting for smaller, more affordable unit sizes, eschewing pricier imports, or occasionally foregoing packaged beverages altogether, which largely explains what happened in 2008 and 2009. The situation subsequently altered and did so favorably from bottled water marketers’ perspectives
Category Developments Domestic non-sparkling water regularly reigns as the largest segment of the U.S. packaged water industry. Domestic non-sparkling water’s 10.4 billion gallons represented 96 percent of total volume in 2014. As a whole, domestic nonsparkling saw slower volume reductions than the overall market in 2008 and 2009 and then outperformed it again in 2010, 2011, and 2012. It moved very slightly slower than the total market in 2013. Domestic non-sparkling water saw significantly faster growth in 2014 than in 2013, but it lagged the rejuvenated bottled water market as whole for a second year in a row. The non-sparkling category includes various components that typically perform quite differently from one another. In 2014, for the third year in a row, all four segments registered growth, albeit at dissimilar rates. Throughout most of the 1990s and 2000s, the retail premium segment—consisting of still water in single-serve polyethylene terephthalate (PET) bottles—drove the overall category’s development. Indeed, the PET component enlarged by a double-digit percentage rate 16 consecutive times through 2007. Growth slowed markedly in 2008 before it disappeared in 2009. Yet PET’s 0.9 percent reduction was far less than the 2.5 percent loss measured for bottled water in general. Besides, PET volume in 2009 of almost 5.2 billion gallons stood more than 4.1 billion gallons higher than it had in 1999, and its share of total bottled water swelled

from 24 percent to more than 61 percent during that 10year period. In 2010, PET experienced the strongest growth of any bottled water segment, advancing by 6.8 percent to 5.5 billion gallons, which boosted its share above 63 percent. Growth slowed in 2011 but remained well in advance of the total market: volume greater than 5.8 billion gallons flowed from growth of 5.4 percent, which pushed PET’s share to 64 percent. In 2012, the segment saw its strongest showing since 2007, increasing by more than 8 percent to 6.3 billion gallons, which represented 65 percent of the overall market. Greater than 6 percent growth in 2013 propelled volume to nearly 6.7 billion gallons—essentially two-thirds of the total. In 2014, the segment advanced at an even greater rate than in 2012, catapulting volume above 7.2 billion gallons and market share to 66.5 percent. Retail bulk volume experienced some reversals as more than a few consumers chose convenient PET multipacks in large format retail channels instead of larger (1 to 2.5 gallon) sizes. Its share slid from nearly one-quarter of the

2014 STATISTICS category volume at the beginning of the century to less than 10 percent by 2014, largely due to competition from PET. After multiple declines, the segment did grow in 2011, 2012, 2013, and again in 2014. Nonetheless, retail bulk’s 2.2 percent uptick was the slowest of any domestic still water segment in 2014. Direct delivery also confronted intramural competition from handy, portable PET bottles. The segment, which comprised the largest of them all as recently as the mid-1990s, accounted for less than 12 percent of total volume by 2014. U.S. home and office delivery (HOD) volume slipped from

The relatively small, essentially regional vending segment involving refillable jug containers achieved growth even in the years when total bottled water volume declined. Its low cost during economic hard times undoubtedly had something to do with vending’s positive results. It continued to grow in 2014, albeit at a far slower rate than either the domestic still water market or the bottled water market as a whole. (It inched up at a slightly higher rate than HOD.) Both of the two segments outside the domestic nonsparkling realm grew in 2014, explosively so. The imported water segment, the smallest of them all, is prone to fluctuations. In the 2000s, it registered double-digit percentage growth in some years, and equally sizeable contractions in others. After one of those up years in 2007, imported water’s volume fell sharply in 2008 and then plummeted precipitously in 2009. It continued to shrink in 2010 before inching up by a modest clip in 2011. Volume dropped dramatically again in 2012, but it did move up (at a market-lagging pace) in 2013. In 2014, in contrast, imports notched their first double-digit growth rate since 2007. volume but grew at a rate faster than any other type, including retail PET (as well as imports), in 2014. As usual, domestic non-sparkling water accounted for almost all per capita bottled water consumption in 2014. Sparkling water volume worked out to about 1 gallon per person. (With imports, the figure translated into about four-tenths of a gallon per U.S. resident.) In the key PET portion, average intake moved from about 11 gallons in 2004 to nearly 23 gallons 10 years later.
International Developments Bottled water emerged as a beverage industry phenomenon not only in the United States—until fairly recently the No. 1 market in terms of volume—but also in virtually
every major geographical region of the world. Bottled water first became a large, mainstream commercial beverage category in Western Europe, where consumption of it has long been part of many residents’ daily routine. It is now a truly global beverage, found even in some of the more remote corners of the globe. Several Asian markets achieved strong growth to become major bottled water markets during the 2000s. In fact, Asia itself became the largest regional market in 2011, edging out North America and easily besting Europe. After having moved ahead of Mexico to claim the No. 2 position in 2012, China surpassed the United States to take the lead in 2013. By 2014, China accounted for more than 15 percent of global bottled water volume.

2014 STATISTICS Global bottled water consumption is estimated to have topped 74.7 billion gallons in 2014, according to data from the latest edition of Beverage Marketing’s The Global Bottled Water Market. Total consumption swelled by more than 6 percent during the year. Per capita consumption of 10.3 gallons represented a gain of 2.5 gallons over the course of five years. Of course, per capita consumption by individual region or country can diverge significantly from the global average. For instance, several Western European countries have per capita consumption levels far above 25 gallons, and the No. 1 market approached 70 gallons per person in 2014. Simultaneously, however, much of the developing world, where the majority of the world’s population resides, finds its per capita consumption figures still in the single-digit range. Even though the global per capita consumption figure obscures pronounced regional disparities, bottled water’s international growth signals demand for it in diverse markets. Consumers have demonstrated a thirst for it in highly developed markets, in less developed ones, and in economies in transition. Bottled water tapped into some different consumer trends around the globe. In developed countries such as the United States and Canada, bottled water became a particularly dynamic major commercial beverage category by registering as an appealing option for health-conscious consumers. Marketers positioned bottled water as a virtuous alternative to carbonated soft drinks and fruit juice drinks (some of which comprise sizeable portions of their own product portfolios). The developed world came to see bottled water as not only a way of achieving hydration, but as a functional beverage as well. At the same time, bottled water serves at least a partial solution to the problem of often-unsafe water found in many economically developing countries. Much of the world’s bottled water market is still highly fragmented and controlled by local brands, but consolidation has occurred, as four companies have come to dominate much of the market. Swiss food and beverage giant Nestlé and France’s Danone are the traditional leaders of the bottled water pack. Both companies initially centered their operations around the core markets of Western Europe and the United States. However, as water growth is increasingly coming from the developing world, Nestlé and Danone have expanded their initiatives to the competitive fields of Asia, Latin America, and other areas. In fact, Danone stepped back from the U.S. market to focus instead on some of those other markets. Also in the bottled water arena are soft drink industry leaders Coca-Cola and PepsiCo. After achieving solid positions in the United States, both companies increasingly devoted resources and energy to developing their global bottled water businesses.
MUCH OF THE WORLD’S BOTTLED WATER MARKET IS HIGHLY FRAGMENTED AND CONTROLLED BY LOCAL BRANDS. North America boasts two of the three largest individual bottled water markets, the United States and Mexico, which together represented 26.2 percent of the world’s packaged water market in 2014. Although the U.S. bottled water market had been a catalyst for much of the global expansion up until the mid-2000s, its compound annual growth rate (CAGR) of 5.2 percent for the five-year period ending with 2014 was noticeably slower than the 6.9 percent CAGR achieved by the global market during the same period. Mexico alone accounted for 11.6 percent of the global volume with 8.6 billion gallons in 2014. With a five-year CAGR of almost 4.6 percent, it grew more slowly than either the United States or the world market. China was the only other country that could claim a double-digit share of global volume with 11.5 billion gallons and a percentage of the total market seven-tenths of a point higher than that held by the United States. Chinese bottled water volume enjoyed double-digit percentage growth rates for several consecutive years, registering a 15 percent CAGR for the period from 2009 to 2014—the highest rate among the five biggest bottled water markets. Fourth-place Indonesia moved well ahead of the international market, which allowed it to vault over erstwhile No. 4 Brazil, which moved more slowly than Mexico. Sixth-place Thailand, the No. 3 Asian market, grew even faster than both China and Indonesia. Europe may not boast any of the biggest bottled water markets, but it does have several major ones, including three of the 10 biggest. Since those are firmly established, however, their growth tends to be slower than those where bottled water has a less deeply established tradition. Some of the most prominent continental countries experienced only very slight growth. For instance, during the five-year period ending with 2014, Italy’s volume grew by a CAGR of just 1.9 percent. Germany, the eighth largest bottled water market in the world, had a CAGR of 2.6 percent, and ninth-place JUL/AUG 2015

France moved slightly more slowly. As a group, the trio of leading European bottled water markets accounted for 11.8 percent of the world’s total volume in 2014. (A fourth European market, Spain, ranked among the top 10 until 2012, when rapidly rising India supplanted it.) Still water accounts for the majority of bottled water sales in much of the world. Sparkling water sales are strong in a minority of countries, such as Argentina, Chile, Uruguay, the Netherlands, and Germany, where sparkling water is often tied to meal-consumption habit. On a global level, sparkling water accounts for an estimated 10 percent of the total volume, with still water accounting for the remaining 90 percent.
Plastic packaging is preferred over glass in almost every country, with the exception of Germany, where recycling laws make a determinative impact on packaging trends. Even in Germany, and in other countries such as the United Kingdom where glass has a strong presence, PET is the most dynamic and rapidly growing segment. At about one-third of global volume, HOD, or bulk water, still accounts for a minority of global bottled water sales. Yet it is a vital segment in many countries, such as Mexico, where it accounts for more than two-thirds of the volume. Mexico regularly leads the world in bottled water per capita consumption, and that didn’t change even after China surpassed it in absolute volume. Average intake in Mexico

IF CURRENT TRENDS PERSIST, BOTTLED WATER COULD EMERGE AS THE LARGEST BEVERAGE CATEGORY BY VOLUME IN THE UNITED STATES BY THE END OF THE DECADE. jumped from 59.2 gallons in 2009 to 69.8 gallons five years later. Per capita consumption in China stood almost nine times lower, at 8.2 gallons, in 2014. The not-long-ago leader in average intake, Italy, consumed the equivalent of 53.1 gallons per person in 2014. Mexico’s No. 1 position is not unassailable. Thailand, which in 2009 consumed the equivalent of 26 gallons per person, stood just 4.7 gallons behind Mexico in average intake by 2014. Several Middle Eastern markets rank very highly in per capita bottled water consumption. With the equivalent of almost 42 gallons for each resident in 2014, the United Arab Emirates (UAE) had the sixth highest level of bottled water consumption in the world. In addition to the UAE, the Middle East region has Lebanon and Saudi Arabia in the top 20 in per capita bottled water consumption. At 23 gallons per resident, Israel also consumes bottled water at a rate greater than the global average, though it didn’t quite make it onto the top-20 list. Although Europe no longer held the top spot in volume per capita, 12 of the top 20 bottled water consumers on a per person basis were European countries as of 2014. The consumers of the combined market of BelgiumLuxembourg imbibed more than 39 gallons each, a rate that tended to move upward over the years. Germany, France, Spain, and Italy were the other European countries with per capita consumption greater than 30 gallons. French consumers quaffed 3 gallons more bottled water in 2014 than they had five years earlier. In 2014, Germany and Spain had per capita consumption rates of 39.2 and 32.1 gallons, respectively, putting them in fifth and ninth place in terms of average bottled water intake. Like France
and Spain, Germany consumed more bottled water per person in 2014 than it had five years before. Hungary, which ranked fourteenth, also increased its bottled water consumption, though only slightly. While markets in the west hold the highest numbers, Eastern Europe can claim several spots among the top 20 in per capita bottled water consumption, although Bulgaria fell off the bottom of the list in 2009, when China’s special administrative region of Hong Kong displaced it. Croatia and Slovenia both consumed the equivalent of about 28.5 gallons per resident. Austria held the No. 17 spot in 2014, just ahead of Poland. Romania rounded out the top-20 list. While Asian nations attained prominence among the world’s bottled water markets when measured in total volume, the most populous countries generally do not have high per-person intake levels. Hong Kong made the list for the first time as its average intake approached 22 gallons in 2009 and continued to increase per capita consumption subsequently, hitting 32.7 gallons in 2014. Despite its status as the second largest market, mainland China had a per capita consumption number well below the global norm even though intake swelled by almost 4 gallons per person from 2009 to 2014. Americans’ 2014 per capita bottled water consumption put the United States in the No. 8 position among the countries of the world, between France and Spain.
Looking Ahead Beverage Marketing expects bottled water, having put the softness of the late 2000s behind it, to reshape the U.S. multiple beverage marketplace during the second decade of the 21st century much as it did earlier, gaining market share all the while. The total amount of liquid Americans annually consume will remain stable, resulting in overall volume growth in line with population increases. Bottled water is likely to grow noticeably faster, unlike carbonated soft drinks, which will continue to stagnate. Most other major beverage categories, including coffee, milk, and tea, are likely to grow much more slowly than bottled water, which is poised to achieve still another high in per capita consumption in the future. Indeed, if current trends persist, bottled water could emerge as the largest beverage category by volume in the country by the end of the decade. John G. IBWA Working to End the National Parks’ Ban on the Sale of Bottled Water By Kristin Pearson Wilcox, IBWA Vice President of Government Relations
This summer, Americans and travelers from around the world will visit our country’s amazing network of historic national parks as they enter into a twoyear celebration of the Park Service’s Centennial. Whether hiking along soaring peaks or taking photos of deep ravines, guests will find that the National Park Service (NPS) is the custodian of some of the greatest treasures in the United States. However, when visitors arrive at some destinations administered 50

by the NPS, they might also notice a lack of bottled water products available to meet their healthy hydration needs. That is why IBWA has launched an aggressive lobbying effort to end the NPS policy that allows individual park units (the term used to describe the various types of sites NPS manages, historic sites as well as nature parks) to ban the sale of bottled water. In April, more than 360 IBWA members and bottled water industry representatives
from across the United States sent a letter urging the NPS to end the ban on the sale of bottled water in many of its national park units. In that letter, we “respectfully request[ed] that [the NPS] provide an opportunity for meaningful dialogue between our industry and the NPS in order to work together to ensure the health, wellness, and safety of visitors to the national parks.” Some activist groups have urged the NPS to ban bottled water com-
GOVERNMENT RELATIONS pletely from America’s national parks. In response, a few national park units have already banned the sale of bottled water. That is an odd and inconsistent choice given that the NPS has recently implemented an ambitious healthy foods strategy as part of its “Healthy Parks Healthy People” program, launched by the Obama Administration. With a goal of encouraging park-goers to make smart, healthy dining choices, the NPS is actively promoting the initiative by selling more healthy foods. When it comes to packaged beverage choices, however, some park visitors may only have the option of purchasing sugary drinks, not zero-calorie, refreshing bottled water. IBWA issued a press release to draw national media attention and help increase awareness about the industry’s concern. In that release, we pointed out that “a ban on the sale of bottled water at the parks simply makes no sense. Efforts to eliminate or reduce access to bottled water in our national parks will lead to consumers defaulting to less-healthy drink options that have more packaging, more sugar, and greater environmental impacts than bottled water.”
Measured Success Our efforts to help park visitors are paying off. Before IBWA’s lobbying efforts, the NPS did not provide any information on its website about which parks don’t allow the sale of bottled water. However, IBWA kept up the pressure on this issue, with the help of federal legislators. During a recent congressional hearing, members of Congress questioned NPS representatives (after a request from IBWA) over their concerns with the sales ban. We recently learned that the NPS updated its website with a list of 18 park units banning the sale of bottled water. (See the sidebar on page 52 for a list of parks currently not selling bottled water on their premises.)
ANNOTATED TIMELINE OF NATIONAL PARK SERVICE BOTTLED WATER BAN EFFORTS • May 2010: Grand Canyon National Park (NP) announces ban on bottled water sales effective January 1, 2011. • November 2010: National Park Service (NPS) identifies elimination of disposable water bottles as a goal in its draft Green Parks Plan. • December 2010: NPS holds an internal meeting to discuss pros and cons of banning bottled water and concludes that the agency needs to gather more facts and engage the concessioners and distributors for input. • December 2010: After internal discussion, NPS directs no new bottled water ban initiatives until NPS-wide position is developed; implementation of Grand Canyon NP ban delayed. • January 2011: NPS meets with bottled water and concessions industry representatives. • April 2011: NPS announces its Healthy Foods Strategy. • December 2011: NPS Director Jonathan Jarvis issues “Disposable Plastic Water Bottle Recycling and Reduction” policy, recognizing inconsistency with NPS healthy food initiative. • February 2012: Grand Canyon NP ban approved. • March 2012: Bans take effect in Arches and Canyonlands NPs; ban announced for Mt. Rushmore National Memorial. • April 2012: Final Green Parks Plan issued without draft recommendation to eliminate disposable water bottles. • September 2012: Petrified Forest NP ban approved. • June 2013: NPS Director Jarvis launches healthy food choice standards and guidelines, calling for at least 30 percent of beverages offered in front country areas of the parks to have no added sugar; Outer Banks Group ban approved. • November 2013: Pecos National Historic Park ban approved; Freedom of Information Act (FOIA) request (on behalf of IBWA) to NPS requesting records relating to bottled water ban efforts; NPS responds to FOIA request within an hour, but is not fully responsive. • December 2013: IBWA files administrative appeal of FOIA request; Department of Interior (DOI) response due January 2014. • October 2014: DOI acknowledges that its response to the FOIA request is delayed due to a change and shortage in staff, and states that it “will make every effort to reach a decision on [the] appeal within the next three weeks.” • January 2015: IBWA sends letter to DOI Secretary Sally Jewell requesting a response to FOIA appeal. • March 2015: In response to the FOIA appeal, DOI Office of the Solicitor acknowledges that the NPS response to the FOIA request was not complete and directs the NPS to provide IBWA with the documents requested within 20 business days; NPS Director Jarvis questioned by Congress with concerns about the sales ban. • April 2015: NPS FOIA Officer sends final response to IBWA supplying information on FOIA request and posts, for the first time, a list of the 18 park units allowing for the sales ban of bottled water on the NPS website; FOIA officer also states that parks that have bans in place do not report separately on their recycling quantities based on type of material, and therefore “do not have the data available to conduct any post-ban analysis” as required by NPS policy.

IBWA’S LOBBYING EFFORTS ARE GETTING RESULTS. IBWA has been trying for several years to get information about implementation and required monitoring of the bottled water sales ban in national parks; however, the NPS has not been responsive. In November 2013, a Freedom of Information Act (FOIA) request was filed on behalf of IBWA relating to implementation of the NPS’s bottled water ban policy in the parks. Based upon the inadequacy of NPS’s response, IBWA filed an appeal in December 2013. More than one year
after the deadline for responding, on March 16, 2015, the Department of Interior (DOI) granted IBWA’s appeal and determined that the NPS fell “well short” in its response to our request for information about the ban on bottled water sales in certain park units. The DOI directed NPS to respond to IBWA’s request by April 13, 2015; by April 30, 2015, IBWA received the “final information” about the sales ban from the NPS. As we go to press, IBWA is currently reviewing that information.
Unmeasured Results by NPS We learned from the FOIA officer collecting information on the ban that the sustainable practices database at the NPS is not tracking the impact of the ban: “for those parks that have discontinued the sale of plastic water bottles, they do not report separately on their recycling quantities based on type, e.g.
plastic, glass, aluminum, paper etc. As a result they do not have the data available to conduct any post-ban analysis.” That is a concerning admission and contrary to the mandates of the NPS policy directive that permits parks to ban bottled water. IBWA will continue to look for ways to work with the parks to encourage visitors to pursue a healthy lifestyle and to help ensure that visitors have a positive experience during their visits to the parks. To accomplish that goal, we are requesting that all IBWA members help the industry engage the NPS in an open dialogue about the importance of the availability of water—both tap and bottled—at the parks and how to provide visitors with access to both sources of water. Bottled Water, California, and the Facts By Chris Hogan, IBWA Vice President of Communications
As drought conditions in the southwest region of the United States intensify, particularly in California, individuals, environmental groups, and some political activists are claiming that the bottled water industry is a significant contributor. Although those claims are unfounded, they have catapulted bottled water into a national debate. It is highly likely that this rapidly developing story will impact not only IBWA members but also the entire U.S. bottled water industry. California 54

is currently the hotbed of activity; however, many states are expected to experience water shortages within the next decade, even if only on a temporary basis. Thus, this issue will likely be a longterm challenge for the bottled water industry. We are fortunate that the facts show bottled water has very little impact on California’s current drought situation. But sometimes—especially in the public realm—facts are not enough. As Faith Kearns, an analyst at the California Institute for Water Resources, told CBC
News, “It’s true that even if every company bottling California water packed up and left, there would be no discernible impact on the drought . . . But, there’s a symbolism attached to bottled water.” Thus, perception is everything. While IBWA has been busy countering false claims and setting the record straight about bottled water and the California drought, our critics have capitalized on the situation by using it as an opportunity to tell people to stop drinking bottled water. Therefore, we need to amplify our message—and you can help.

Messages That Make a Difference When talking with the media, legislators, and consumers—or pushing out industry messages through your company’s social media accounts—here are some facts you need to know: • The total amount of water used for bottled water in the United States per year is 14.39 billion gallons, which accounts for 0.01 percent of all water in the United States. • All water used for bottled water in California per year accounts for only 0.02 percent of all water used in California. • Bottled water still has the smallest water and energy use footprint of any packaged beverage. On average, only 1.32 liters of water (including the liter of water consumed) are used to produce 1 liter of finished bottled water. • Water resource management is a very important issue to the bottled water industry, and sustainable water sources are the single most important aspect of our business. Our commitment to environmental excellence holds true wherever bottled water facilities are located.

It simply isn’t the usual business model—due to the high transportation costs—to bottle water in one state and then ship it thousands of miles from where it is sourced. Most bottled water plants located throughout the country only service local and regional customers. In fact, the map at left illustrates how IBWA’s member company bottled water plants are located throughout the United States. Those plants primarily serve customers in their local and regional markets.

Conservation Efforts
California Consumption
IBWA member companies in California and elsewhere are working hard to reduce their overall water use. They have already enacted a variety of water conservation strategies, including the following: • auditing total water use at all of their facilities • looking for leaks in all of their piping and tanks • planting drought-resistant vegetation at their facilities • reminding employees to be good stewards of the environment and encouraging water conservation • implementing water use restrictions at their facilities.

Los Angeles goes through that amount of tap water in less than three weeks. So, the truth is the bottled water industry uses far less water than people imagine—and we use it very efficiently.

The Healthy Choice While the issues of groundwater resource management, bottled water’s environmental impact, and the acquisition and sale of “public” water in the commercial market will continue to be topics of concern, so too will the U.S. health crisis. Americans, however, are making great strides in their efforts to choose healthier foods and beverages. It is not in the public’s best interest to discourage consumption of bottled water: a safe, healthy, and waterefficient product. Research has shown that encouraging people not to drink bottled water only encourages them to consume other, conveniently packaged beverages that take more water and energy to make.

Promoting a Taste for Water How advocacy efforts by IBWA and health/science professionals are working By Tamika Sims, IBWA Director of Science and Research
Recent data released from the National Health and Nutrition Examination Survey (NHANES, 2005-2010) indicate nutrient-poor beverages are introduced to many children by the time they are 1 year old. Of those children, 25 percent are drinking fruit drinks and 22 percent are drinking soda, according to research reported in Nutrition Journal (www.nutritionj.com/ content/11/1/92). NHANES data also indicates that at least 75 percent of children 4-8 years old and more than 80 percent of children 9-13 years old did not meet Dietary Reference Intakes (DRIs) for total water intake (www. nutritionj.com/content/12/1/85). 56

A recent study by the University of Connecticut’s Rudd Center for Food Policy and Obesity (sugarydrinkfacts. org/resources/SugaryDrinkFACTS_ Report.pdf ) found that although soda consumption in children has decreased, parents are still offering children other sugary beverages. According to Rudd Center researchers, 96 percent of the approximately 1,000 parents they surveyed had given their children ages 2 through 17 sugary drinks within the past month, even with the knowledge that juice and milk are healthier to serve their children. Those sugary drinks are often marketed using terms such as “fruit” and “natural” to describe
the beverage, which can often mislead parents who are making the decisions on what to serve their children. The health risk is real. Obesity, type 2 diabetes, and cardiovascular disease are non-communicable dietrelated diseases (linked to calorie intake) and rates of incidence among children and adults is concerning. Americans consume 47 percent of added sugars in their diets from beverages (bit.ly/SugarInBev). The writing is on the wall: We all need to drink more water. So, how can IBWA effect real change with our advocacy efforts to increase America’s water consumption?
TECHNICAL UPATE Join a Water Coalition One way is to connect with like-minded professionals. In April, I attended the inaugural Drinking Water Convening, which was hosted by the University of California’s Nutrition Policy Institute (NPI) and sponsored by the WK Kellogg Foundation. The meeting brought together researchers, scientists, clinicians, policy officers, and industry representatives to focus on strategies to promote water consumption among Americans, especially children. Among the 35 attendees were representatives from the American Heart Association, Kaiser Permanente (Healthy Schools), Rudd Center for Food Policy and Obesity, the National Children’s Oral Health Foundation, and the Partnership for a Healthier America. Participants discussed recent hydration research, federal and state policy changes, public education, and the media promotion needed to help kids drink more water. We explored how best to utilize the attendees’ expertise and have an impact on changing the drinking habits of Americans. The newly formed coalition decided on the following mission statement: “We must ensure that all kids can drink water wherever they are.” Thus, all coalition activities will help to ensure that water (bottled, filtered, or tap) will be available and accessible to children wherever the live, work, and play. That meeting followed a September 2014 “Best of Science” letter sent by NPI to the 2015 Dietary Guidelines Advocacy Committee (bit.ly/NPI_ BestOfScience). The letter emphasized the importance of water consumption for health and the health pitfalls of sugarsweetened beverage consumption. The 14 researchers, scientists, nutritionists, clinicians, and public health professionals who signed the letter suggested to the DGAC that it needs to “strengthen the language for drinking water in the

(Shayron Barnes-Selby), and The Water Guy (IBWA Chairman Bryan Shinn) joined IBWA President Joe Doss, Vice President of Government Relations Kristin Wilcox, and me in meetings at the White House and the U.S. Department of Agriculture (USDA) to discuss bottled water’s important role in healthy hydration. The meetings offered IBWA the opportunity to advocate for the inclusion of more language about the benefits of water consumption in the (soon to be published) 2015 Guidelines and the addition of water on the MyPlate food nutrition icon. We first met with Debra (Deb) Eschmeyer, the executive director of First Lady Michelle Obama’s Let’s Move! initiative and the White House senior policy advisor for Nutrition Policy. The second meeting was with Dan Christenson, USDA deputy chief of staff, and Angela Tagtow, executive director for the Center for Nutrition Policy and Promotion (CNPP). During the meetings, IBWA reviewed the scientific research available and the consumer dietary and health trends seen on water consumption since the release of the 2010 Dietary Guidelines for Americans.
To further substantiate our points, we provided copies of the recent comments IBWA and the Drinking Water Research Foundation (DWRF) submitted to USDA and the U.S. Department of Health and Human Services (HHS) on the DGAC’s Scientific Report (bit.ly/IBWA CommentsDGACScientificReport), IBWA’s detailed reference list showcasing literature references pertinent to our healthy hydration messages, the NPI’s Best of Science letter, and an IBWA flyer explaining how Americans can reduce sugar consumption by drinking more water and less sugar-sweetened beverages.
Next Steps As of May 8, 2015, USDA and HHS stopped taking comments on the 2015 DGAC’s Scientific Report. Both agencies will review all comments (the public submitted a record number of comments on the report: close to 30,000) as they prepare to finalize the 2015 Dietary Guidelines for Americans. The agencies are scheduled to publish the 2015 Dietary Guidelines by December 2015. However, that doesn’t mean IBWA’s work stops. We are continuing to seek opportunities to meet with decision makers within HHS and USDA to ensure that water, including bottled water, is the prominently recommended source of healthy hydration as part of a healthy diet.

Help IBWA Push Out Positive Bottled Water Messages Via Social Media IBWA has developed a Social Media Communications Toolkit to help promote positive stories and news items about the bottled water industry. In the toolkit, you’ll find Facebook posts, Instagram images, Pinterest pins, and Twitter tweets (with URLs to YouTube videos) you can share with your customers, legislators, friends, and family to educate them about bottled water. VALUE OF IBWA MEMBERSHIP BOB GELBACH PRESIDENT NATIONAL TESTING LABORATORIES, LTD. CLEVELAND | OHIO ALL ABOUT BOB Bob does a lot based on trust and integrity. When not working, he likes to play golf. Bob also loves to spend time with his family, including his two grandchildren who are three and six.
Three words pretty much sum up Bob Gelbach’s take on why he values his company’s IBWA membership: friendship, business, and ideas. As he says, “you can never have too many friends to sit down with and bounce ideas off of.” Bob is president and founder of Foxboro Capital Ltd., an operating holding company founded in 1995. National Testing Laboratories Ltd. (NTL), which is a wholly owned subsidiary, has been a member of IBWA since 1991. “It’s been a really good run. You get access to information, access to prominent people in the industry, and access to a voice that is bigger than oneself,” he says. But most importantly, he adds, “If your company ever gets in trouble, you won’t find a better value than IBWA membership because you really don’t know how much you need IBWA until you need it.” Bob was a public accountant before his mergers and acquisitions work led to the creation of NTL in 1985, when an individual with a concept to analyze drinking water was looking for capital. Thirty years later, NTL is still independently owned and its only focus is strictly to analyze drinking water. “We give people an easy and effective way of knowing what’s in their water,” says Bob. The company—which has the tagline “Why guess? Test.”—tests water for the bottled water industry, food industry, municipal water systems, and consumers. Summing up his work with bottlers, Bob says, “We help bottled water companies protect their brand.” NTL’s success stems from its extensive knowledge of drinking water regulations, strong relationships with regulators, and commitment to superior customer service. According to Bob, during the 24 years that NTL has been an IBWA member, the company has had the opportunity to meet very important people in the bottled water industry. The interaction is personal as well as professional: “The people we’ve gotten to know are not only fun to talk to about the industry, but to talk to about business in general. You know, how they handle their issues and complexities about any topic: bottled water, getting business, dealing with employees. Or they ask you if you’ve ever run across something, and you share your experience of how you dealt with it. Sometimes you find common ground and sometimes you find new ground.”
