Shoot&Coproduce. Catalonia, a country for film is a snapshot of the Catalan audiovisual ecosystem in 2018. Starting with an overview of productions that span from box office hits to smaller, auteur driven productions, it moves on to introduce the different ways in which a project can access funds in the region. It also provides up-to-date information on the industry. Finally, it offers a comprehensive directory of companies willing to take part in international productions, be it as coproducers or by providing local production services. Presenting Catalan cinematography is no easy task. A vibrant production hub in the south of Europe, the region is home to a wide variety of companies and filmmakers that visit all formats and genres in ways that defy a single definition but which share one common trend: the ability to reach universal audiences in festivals and cinemas around the world. Streaming platforms and major broadcasters team up with independent companies to produce high quality crowd-pleasers, with renowned directors and cast that result in Box Office and festival successes. Alongside these more commercially driven productions, what has been labelled as the Catalan new wave encompasses a new generation of directors – mostly women – that have developed their own authorial language to approach their particular outlook on commonplace, intimate stories or to explore with the hybridization of genres to address their concerns. Emerging talents make their way into the industry hand-in-hand with experienced producers that venture into short film production or finish up school projects with a potential to reach the market. The boom in high-end TV production has also had an effect on Catalonia, with a continued growth and continued high levels of production investment across the region. National and international companies benefit from the wide array of locations and available studios to produce new shows for global audiences, while animation and documentaries thrive and benefit from international coproduction agreements. HOW TO FINANCE YOUR PROJECT IN CATALONIA

A . INTERNATIONAL PRODUCTIONS Feature films, TV series and animation productions that spend at least 1 million euros in Spain are eligible for a 20% tax rebate, as long as they meet the following requirements: __ The production services must be carried out by a company registered in the official Catalan or Spanish registry of audiovisual producers. __ Qualifying expenses directly related to the production: __

Expenditure on creative staff provided that their tax residence is in Spain or in a European Economic Area Member State, capped at 100,000â‚Ź per person Expenditure on crew, technical industries and other suppliers
__ The total amount of the incentives applied cannot exceed 50% of the production cost, which must be of at least 2 million euros __ The production must not be considered a Spanish national production Procedure: the refund must be applied for by the Spanish company, during the month of July of the year after the end of filming. E.g. end of shooting: October 2019 / tax rebate request: July 2020 / Tax rebate refund: within the next six months after the submission of the request.

This incentive is capped at 3 million euros, which means the maximum deduction base is 15 million Euros. The current applicable legislation is Article 36.2 Law 27/2014 dated the 27th of November, on Corporation Tax. Rebates for investments in film and audiovisual series productions and live performances and music shows. There may be changes in the legislation which regulates this incentive. It is advised to take any accounting, legal or investment decisions upon further consultation with legal advisors that can assess your production in deeper detail.
B . COPRODUCTIONS Coproductions with Catalonia are governed by Spain’s international treaties or, by default, by the general rules established in the Spanish Film Act Regulations. As such, all coproductions approved by ICEC (Catalan Institute for Cultural Companies) or ICAA (Spanish Film Institute) are considered national productions, thus, the Catalan partner in the coproduction can access the same sources of funds as a purely national project to cover its proportional share of the production. Although some of the treaties may have some more specific requirements, the following are common to all coproductions: Coproduction Requirements

Catalan Regional Funds* ICEC (Catalan Institute for Cultural Companies) is the agency responsible for supporting film production and cinema in Catalonia. Following is an overview of the different lines of support. Development Funding Development support for audiovisual projects from the treatment stage through to prepreproduction, focusing also on the communication and marketing strategy. It is a nonrefundable grant that supports a wide range of genres and formats, from feature films to TV drama, TV documentaries or animation series. Also interactive documentaries.

Production fund (fiction and documentary) Four different lines of funding: a. Fiction _ Feature film projects with commercial ambition aiming at international audiences. Assessment based on industrial criteria: strong financial plan, coproduction agreements (in place or deal memos), coherent marketing and commercial plan with solid artistic content. _Feature films originated and creatively led by Catalan talent - directors, writers, producers - the content of which may express Catalan culture in some way. Assessment criteria take both industrial and cultural aspects into account. _ Intended for smaller feature film productions, which are likely to take more artistic risks, the line’s main assessment criteria will be based on the cultural excellence of the production. b. Documentary Focusing mainly on the directors point of view, the aim of this line of support is to promote the production of auteur documentaries that will have a theatrical release. Television fund (fiction and documentary) a. Fiction made-for-television productions (movies, mini-series and series) can apply for production funding. TV Movies and mini-series, intended mostly for the local market, are required to have secured broadcasting in Catalonia, whereas funding for TV Series encourages international coproductions. b. TV Documentaries, aimed at the national market, require the participation of a TV broadcaster that operates in the whole of Catalonia. Animation fund A specific line of support for animation productions, intended for television (series and movies) and theatrical release (feature films). Assessment based on artistic and industrial criteria. Short films fund Open to fiction, documentary, animation and experimental shorts as well as international coproductions. The short films are assessed in terms of artistic, cultural and industrial criteria. P&A fund Funds for producers to enhance the promotion of films in Catalan original version.

The Catalan Institute for Cultural Companies (ICEC) is a public institution of the Government of Catalonia’s Ministry of Culture that looks after the development and the consolidation of the Catalan creative sectors as an uplift for its professionalization. ICEC advises and accompanies Catalan companies in their development process in several sectors such as: music, performing arts, visual arts, audiovisual, books and digital culture. Catalan Films & TV is the program used by ICEC for the international promotion of Catalan audiovisual industry. Catalan Films & TV aims to increase the participation of the Catalan audiovisual industry at international markets and to encourage the coproduction and distribution of Catalan projects. In addition, it also supports films and talent that have been selected to attend international festivals around the world and acts as the industry’s official representative at key festivals and markets. The Catalunya Film Commission (CFC) is run by ICEC. Its main objectives are to promote and facilitate film shoots throughout Catalonia and stimulate the growth and consolidation of the Catalan film industry and associated services over the territory. At the CFC we help professionals prepare their shoot in our territory, giving assistance in their search for locations, informing on shooting conditions and film permits and providing general advice on filming in Catalonia.
