About Workforce Planning Board of Waterloo Wellington Dufferin Date of Incorporation: March 27, 1997 Twenty years ago the Workforce Planning Board of Waterloo Wellington Dufferin (WPB), formerly known as the Waterloo Wellington Training and Adjustment Board (WWTAB), was formed to enhance local workforce development by identifying local labour market needs/trends/priorities and working with the community to develop action plans to address these issues. Since 1997, the WPB has grown into the leader of Local Labour Market Planning. This is a process which includes research on current labour market conditions, community consultations, review and discussion of research findings, establishing priorities for labour market development and engaging partners in initiating action plans that respond to priorities of mutual interest. The WPB is one of 26 local boards across the province of Ontario, made up of representatives from business, labour, educators, trainers, and community representatives/equity groups. WPB serves as a neutral broker of research, disseminator of information, and facilitator of collaborative partnership development. The WPB is funded by the Ontario Ministry of Advanced Education and Skills Development to conduct and distribute local labour market research and engage community stakeholders in a planning process that supports local solutions to local issues. The Workforce Planning Board serves all of Waterloo Region, Wellington County and Dufferin County.

Message from Executive Director It’s amazing to think that we are celebrating 20 years of service to our communities. Back in 2000 when I first joined what was then known as WWTAB, the organization was only three years old and had just inked its first partnership to support foreign trained engineers through the establishment of a Centre for Engineering Studies with Conestoga College. Since then we’ve completed over 166 partnership initiatives with 165 community partners and the list keeps growing. But it’s not about the number of projects we’ve done, it’s about the impact that they have had on the people in our communities. It’s about the young person who found a solid career path by attending one of our job fairs, or the person with a disability who found employment through our Making Cent$ of Abilities initiative, or the older worker who attended one of our career exploration events and successfully transitioned from one industry to another, one that he otherwise, would not have considered. This is what makes our work so rewarding. It has been a privilege to have been able to work alongside so many wonderful people who have influenced the Workforce Planning Board over time as partners, as staff or as Board members and have helped us get to where we are today. There are so many people who are dedicated to helping others to make positive change in their communities. Thanks to everyone for your ongoing support. Sincerely,

Message from Chair of Board It is an honour to serve as the Chair of the Workforce Planning Board of Waterloo Wellington Dufferin during its 20th Anniversary year. For the past two decades, the Workforce Planning Board has worked on behalf of the communities it serves in providing accurate and current employment information. During this period, WPB has established a reputation as being a reliable source of information and assistance with respect to all matters relating to workforce requirements. WPB collects and disseminates statistical information from various sources to help monitor trends and prepares reports to help understand the reasons behind them. WPB also conducts surveys to address local workforce requirements and works in partnership with local school boards and post-secondary institutions to improve the connection between courses and training programs offered with the job requirements of local businesses. Other activities undertaken include hosting events to celebrate accomplishments of local employers in workforce development and organizing job fairs to help businesses fill their positions with suitable candidates. I look forward to working with the Workforce Planning Board in the future as it continues its work on employment matters in Waterloo, Wellington and Dufferin. The Local Training and Adjustment Board initiative was sponsored by Ontario Training & Adjustment Board (OTAB), Human Resources Development Canada (HRDC), Ministry of Education & Training (Ontario) and Canadian Labour Force Development Board (CLFDB). The Ontario Training and Adjustment Board was set up in 1993 in conjunction with this initiative to lead the development of a highlyskilled and flexible labour force in Ontario. The development of Local Training and Adjustment Boards (LTAB’s) was expected to devolve decision–making to a local level. Set up of local boards reflected a fundamental shift in the way training and adjustment decisions would be made. Local Board Members would be accountable to their communities and would have power to make decisions on labour market issues affecting them. From 1992 to 1994, a consultation panel held meetings in 23 sites across the province and in September ‘94 released their report on how the local boards should be set up.

In 1997, the Waterloo Wellington Training and Adjustment Board (WWTAB) was one of the first Boards to receive its incorporation, some Boards took up to two years to incorporate. Sometime after the Local Boards were set-up, OTAB was disbanded and CLFDB was finally unincorporated in 2000. In the three years following incorporation, the organization embarked on a journey of community outreach culminating in its first two partnership projects.

HIGHLIGHTED PROJECT: Bridging Engineers (2000 – 2001) This project assisted foreign-trained engineers to gain regulatory designation through the creation of the Centre of Engineering Studies at Conestoga College. A curriculum of exam preparation and refresher courses were offered at the Centre. The Centre of Engineering Studies offered both technical courses as well as a course designed to assist foreigntrained engineers to prepare for writing their Professional Practice examination.

If we consider Chapter 1 as our childhood, then this chapter encompasses the organization’s growth into adulthood. Building on our solid relationships with local employment service providers, this period saw many partnerships aimed at highlighting these important services to the community. This was also a time of sharing valuable local labour market information within our communities, with emphasis on youth out of school and older workers. In 2001, Waterloo Wellington Training and Adjustment Board moved to Unit 4 of 180 Shearson Crescent in Cambridge, Ontario.

HIGHLIGHTED PROJECTS: Trade Talks (2002 – 2004) Trade Talks was a community-based initiative that served to increase community awareness of the skilled trades as a viable career option for youth. The target audience included groups in the community that would not normally consider themselves candidates for such occupations due to various factors including but not limited to sex, age and education. Trade Talks consisted of a series of eight interactive Career Talk Shows exploring careers in the skilled trade and local apprenticeship programs. Outcomes: Individuals who attended the sessions became more aware of the skilled trades as a viable career option. Approximately 600 people attended the series of events and over 25 employers participated. Trade Talks are still held from time to time through local Employment Ontario service providers.

Employment Support Expo (2003) The Employment Support Expo was a one-day tradeshow that presented and showcased employment support programs and services in Waterloo Region. Outcomes: Individuals and agencies that attended the Expo were made aware of the support programs and services available in the area. Over 400 visitors attended the event and 48 agencies participated with 13 presentations.

This period of expansions saw the organization venturing beyond core funded projects into externally funded community based projects such as the Source One Job Fairs project. This project serviced over 145 employers and over 3,000 members of the public over several years. In 2007, WWTAB moved from Unit 4 of 180 Shearson Crescent, Cambridge, Ontario to Unit 5 of 218 Boida Avenue in Ayr, Ontario. Thanks to the reallocation of local planning board geographies by the province of Ontario in 2009, Dufferin County became part of our service area and the organization worked hard to quickly establish solid relationships in this new territory. Thus Waterloo Wellington Training and Adjustment Board underwent a name change to the Workforce Planning Board of Waterloo Wellington Dufferin.

HIGHLIGHTED PROJECTS: Career Information Series (2004 – 2009) The Career Information Series was a series of industry manuals of local careers and their related information for Health Care, Transportation, Agriculture/Agri-food, Skilled Trades, Manufacturing and Finance/Insurance. Outcomes: Better awareness and understanding of different careers available within the sectors. 500 CDs were distributed to Job Connect and School Boards.

What Are You Plannin’ to Do with Your Life? – Video (2005) What Are You Plannin’ to Do with Your Life? was a DVD that was created for students in grade 7-8, highlighting college as a postsecondary option. It showcased the sense of frustration and tension felt by many teens. It spoke to the pressures endured from family and society that made it tough for them to make any post-secondary decisions. Outcomes: 500 DVDs including career curriculum were distributed to the local school boards and local boards across Ontario. 17,116 students in grade 7 and 8 students viewed the DVD.

SourceOne Job Fairs (2007 – 2010) SourceOne Job Fairs were a series of job fairs that were held four times a year – two in Waterloo Region and two in Wellington County, with a focus on current local labour market needs to connect youth with entry level opportunities and assist employers who were upsizing to meet their human resource needs. The Job Fairs provided an opportunity for youth to meet directly with employers who were seeking new workers and for employers to meet short and long-term labour market needs by enabling them to promote entry level and career-related employment opportunities. These events assisted youth with career planning and access to employment opportunities. Outcomes: The Youth Employment Resources Manual and CDs were distributed at the job fairs. The manual and CDs contained youth related programs and services including internships, entrepreneurship, apprenticeship and agencies that provided local employment services. In Waterloo Region a total of 1,580 job opportunities were available and in Wellington County, a total of 1,270 job opportunities were available, across all four job fairs a total of over 3,000 job seekers attended.

During this time frame, the organization encouraged a focus on longer term impact projects, such as those highlighted in this chapter. Also during this post-recession period, a number of major projects were focussed on supporting displaced workers as well as research on employment shift in key industries such as Manufacturing, Construction and Agriculture.

HIGHLIGHTED PROJECTS: Making Cent$ of Abilities (2009 – 2013) Making Cent$ of Abilities was a communitybased initiative funded by the Ontario Trillium Foundation that focused employers on the economic benefits of employing persons with disabilities and provided employers with resources to assist them in tapping into the ready skill sets of the disabled workforce. Outcomes: A 3-year strategic plan was developed and implemented to enhance employment opportunities for persons with disabilities.

Community Coordinator (2010 – 2013 & 2016) Skills Link – Individual Skills Enhancement Program assisted local Employment Ontario service providers with linking young people to the program and the upgrading, training and employment programs that qualified. Young people were eligible for the program if they were between the ages of 15 and 30, legally entitled to work in Canada and Ontario, a Canadian citizen, permanent resident, or granted refugee status in Canada, not in receipt of Employment Insurance (EI) benefits and in need of assistance to overcome employment barriers. Outcomes: A community coordinator was hired to oversee the program. The coordinator assisted the Employment Ontario service providers with processing potential clients for the program and helped tie the program to local training opportunities. Skills Link – Individual Skills Enhancement Program has had 106 successful clients over 6 contracts.

Over the past several years the organization has solidified its position as a key source of local labour market information through the establishment and implementation of various new supply and demand data sources and the annual EmployerOne survey. In January 2017, over 400 businesses completed the survey and another 100+ provided us with enough key information on hiring, separations and other employment data to be of value to the workforce planning process.

HIGHLIGHTED PROJECTS: REAPontario (2013 – 2017) The 3-year REAPontario project builds on existing knowledge/best business practices of Ontario’s strategic agri-food value chains. New immigrant researchers, bureaucrats, and investors have introduced ethnic crops, produce and processed goods into local and global markets. This project focuses on rural Ontario’s immigrant entrepreneurs, their SME’s viability, nature of their value chains and their contributions to rural economic development. Value Chain comparisons of the Southwestern and Eastern Regions, and their relationship to the GTA, positions this applied research and its collaborative approach to identify, leverage and accelerate the success/ profitability of current and future immigrant entrepreneurs. This benefits all entrepreneurs in general. This project is funded in part by the Ontario Ministry of Agriculture, Food and Rural Affairs. Outcomes: Thousands of interested followers have gained access to research and information blogs through the website and other social media. A resource guide has been developed for new immigrant entrepreneurs and a series of infographic publications will be developed to highlight the project’s journey through a series of case studies of immigrant agri-food entrepreneurs.

Disabilities Mentoring Day (2013 – 2015) Disabilities Mentoring Day connected employers and mentors with job ready persons with disabilities for a one-day mentoring session at the mentor’s workplace. Mentors and mentees were paired for best fit. The mentors involved the mentees in work activities, helped them understand the workplace and company while discovering the skills that the mentee brought to the workforce. DMD was held in Kitchener/ Waterloo and Cambridge. Outcomes: In 2014 for Disabilities Mentoring Day 53 mentors from 14 companies were paired with 27 mentees. They were connected to the program through postsecondary schools, employment service providers, services for persons with disabilities and community connections. In 2015, there were 43 mentors from companies 22 companies that were paired with 43 mentees.

DMD is now being organized by local organizations serving those with disabilities.

EmployerOne Survey (2015 – 2017) EmployerOne is an annual survey of local employers focused on the demand-side of the Waterloo, Guelph/Wellington and Dufferin labour market. It is designed to collect information annually on a range of workforce issues: labour turnover, hard-to-fill positions, recruitment difficulties, and current and future skill shortages, so that the Workforce Planning Board and community partner organizations can accurately respond to the needs of our local employers. Engagement from both community partners and participating businesses has grown over the past three years. Outcomes: In 2015, 155 employers completed the survey and 22 partners participated in the survey process. In 2016, 184 employers completed the survey and 30 partners participated in the survey process. In 2017, a new version of the survey was approved and 400 employers completed the survey and 32 partners participated in the survey process. A new video was created.

Manufacturing Day (2014 – 2017) Manufacturing Day (MFG DAY) is a North American event that addresses common misperceptions about Manufacturing by giving Manufacturers an opportunity to open their doors and show, in a coordinated effort, what Manufacturing is — and what it isn’t. It occurs once a year on the first Friday of every October North America wide. Manufacturers from across Waterloo Region, Wellington County and Dufferin County participate. Outcomes: 2014 was the first year Manufacturing Day was held in Waterloo Region and Guelph/ Wellington, 16 Manufacturers participated in the day, 9 providing tours for high school students and 7 providing tours for the public. A total of 340 high school students and 30 members of the public participated in the day. In 2015, 17 Manufacturers participated in the day, 11 providing tours for high school students and 6 providing tours for the public. A total of 360 high school students and 44 members of the public participated in the day. In 2016, 24 Manufacturers participated in the day, 17 providing tours for high school students and 3 providing tours for the public. A total of 510 high school students and 67 members of the public participated in the day.

It is hoped that WPB will be able to organize MFG DAY for years to come. 40

Where Will We Go From Here? Moving forward, we are opening a new chapter in our history book as the Government of Ontario is currently reviewing how it supports workforce planning in the province. Over the next 12-18 months, there is potential for changes in mandate, structure and funding and we are prepared to meet any challenges or opportunities this change may create. Stay tuned!
