IDEA Public Schools is a growing network of Pre-K–12th grade public charter schools serving more than 24,000 students in 44 schools throughout the Rio Grande Valley, San Antonio, and Austin. IDEA is committed to preparing students for success in college and citizenship. We believe in College For All Children, and for the past nine years 100% of our graduating seniors have been accepted to college.

BUILDING ON SUCCESS As is my custom, this report is a letter in which I provide some highlights and challenges we’ve faced over the last year, and explain where we are heading as an organization. This year’s letter is a bit special as we are celebrate 15 years as a public charter school. Of course, IDEA was truly founded 17 years ago as part of the Donna Independent School District.

I quickly saw that operating as part of a school system wasn’t a good fit for my personality and style. More importantly, it was harder to ensure that we achieve our mission of sending our students to and through a college or university – the only way to prepare them to be productive, dynamic citizens. In 2000, we opened our doors with 150 students and 20 employees. The table below shows the extraordinary growth we’ve achieved since then. On average, we serve 2,000 new students each year – an average growth rate of 24%. Even in the years we grew slowly, we served 400+ new students. Some years we’ve grown much more explosively, increasing our student population, by 1,200+ or 131%. 50 Schools

We’ve learned that growing is fairly easy. Running highquality schools that change the life trajectories for children from low-income homes is much more challenging. But, we have proven it’s possible. Our most notable success is our ability to maintain high growth and high quality. From what I have seen and know about the public charter school space, I can tell you that nobody has more effectively combined quality and scale as we have. Since our second academic year, our students’ test scores have outperformed state averages. This is inspite of the fact that nearly 25% of our students are new to IDEA each year. IDEA’s English Language Learner (ELL) population is large, 88% of IDEA scholars are from lowincome communities and our rate of students qualifying

for Special Education services is 4.7%. Given this, we still consistently outperform state averages for all children. In the 8 short months we get to work with these students before exams are administered in the Spring, we are helping these children make significant academic gains through rigorous instruction, carefully designed intervention and personalized learning, and a relentless commitment to excellence. State exams are important, but they are just one narrow measure of performance. When we look at other benchmarks, we can see that our students’ achievements are on the rise, but there is still room for improvement. For example, ACT scores are at an IDEA all-time high, though lower than they need to be for our students to be competitive with their more affluent peers when applying to college. The percentage of IDEA students taking the most challenging courses in high school-AP and IB courses-is also higher than before and still climbing. We’ve shown time and again that when you challenge students to take the most rigorous courses, they will rise to meet those expectations. Sadly, too few students in this country are challenged. In Texas, the mean score for all AP exams administered in May 2015 is a 2.48. Moreover, of the low-income student population in Texas merely 43.9% of them passed an AP exam with a 3 or higher (Class of 2013). At IDEA we are proud to boast that 89% of our current seniors have passed at least one AP course with a score of a 3 or higher. However, ACT scores and AP achievements do not fully demonstrate our students’ growth, ambitions, and character. College entrance and completion rates are one of our most important measures. IDEA excels at making college access a reality. Most notably, the first two graduating classes achieved a college success rate that is near the 77 percentile success rate of children from the wealthiest 25% of families and almost 7 times the rate of children from the poorest 25%. How are we able to reach these accomplishments for all students in the challenged communities we serve?

A LETTER FROM OUR CEO If we’re not simply getting smarter or more motivated, and it’s not getting easier to teach students, what accounts for the radical success? It’s sounds cliché, but the answer is our people. Specifically, our teachers and principals. It begins at the principal level-a great principal can be a solution to all of the problems and challenges that occur in a given year (and there are many), and great leaders are a magnet for other remarkable people, namely teachers. Because excellence doesn’t happen by accident, we put significant energy and resources into our leadership development program, the Principal in Residence program, where a rising principal spends a minimum of one year training before earning the chance to lead a school. This year allows our future Principals to learn IDEA’s culture, curriculum, and the leadership skills necessary to run a school of their own. Since the program launched in 2013, 47 Principals in Residence have been hired. 22 of them have since gone on to launch their own IDEA school. In fact, all six principals leading our newest schools completed the Principal in Residence program. Because our people are the backbone of our growing organization, we have made incredible investments in them. Last year we increased teacher salaries. Our goal was, and will continue to be, to pay our teachers the highest salary in the region in which they operate. While we cannot make the same commitment to all IDEA employees, I can assure that we go through great lengths, including, but not limited to working with the nation’s best compensation analysts, to ensure we are paying our people competitively for the incredible work they do each day for our students. While investing in our people comes with a price, we’re pleased to be able to offer competitive pay and maintain our status as a financially stable organization. For the past 8 years, we have managed our budget to a surplus. This is no simple feat and one that I’m proud we’ve been able to do year over year. This is important because, as a school network, our strong financial health and operating with a surplus allows us to be able to acquire the funds necessary for our ambitious growth plans.

Last year brought great success in college entry and matriculation. There are still things we can do, however, to ensure our students are not only academically, but emotionally and financially prepared for college. We have made small gains, such as significantly increasing our high school students access to College Summer Away programs (204 participants last summer), but it will be some time before we see the benefits of this program. We’ve been able to increase access to these opportunities for our students in great part due to philanthropy. That same philanthropy allows us to extend Give Me 5 emergency loans and scholarships to students, but there are gaps we can not always close for all of the alumni who request assistance. Academically, we recognize that one significant area of growth at IDEA is our students ability to write high-quality compositions and analyze text. Our early elementary model allows our students to gain fundamental language and mathematics mastery, but we must challenge our students to write more, create high-quality writing prompts, and encourage our teachers to do more individual conferencing with students. We have seen an increase in the frequency of writing and conferencing with our IDEA Authors initiatives. But, all of this – the challenges and the triumphs – is eclipsed by what we are poised to do in the future. Our plans for next year and the tens of years following that, would not be possible if it were not for the strong results we have accomplished to date and the learnings along the way. IDEA Public Schools is looking ahead to 2016 and beyond. We will open new schools, serve more students, and develop new regions. IDEA will pioneer new programs and expand groundbreaking initiatives. And, while it’s been a remarkably successful year, we are humbled to have learned from unforeseen challenges we faced this year that we had not faced before. For the first time in IDEA’s history, we did not have a facility open on time. IDEA Carver’s state-of-the-art College Prep campus was set to open in August. Due to the selected construction company filing for bankruptcy and non-typical Texas weather, the campus was not, and is still not, complete. Our San Antonio Team & Family has made it work with IDEA Eastside housing our IDEA Carver College Prep students for the year. We anticipate our IDEA Carver College Pre students will step foot on their new campus in August of 2016.

The program proved to be successful with a student pass rate on TAAS test scores upward of 97%. Student achievement results continue to be higher than the state average year over year.

In 2012, the U.S. Department of Education awarded IDEA $29 million as a part of the Race to the Top District grant. Today, the grant also supports IDEA’s Collegiate Summer Away Program that grants rising seniors funding for college-based summer programs, and several other education programs that support our scholars on their road to college.

Our founding Austin campus finally moved into its permanent home in 2015. In addition to a world-class facility, students are receiving a world-class education. Last year, IDEA Allan College Prep met standard from the TEA.

MULTI-YEAR COMMITMENT HELPS FUND GROWTH OF IDEA PUBLIC SCHOOLS

The Charter School Growth Fund (CSGF) is a long-time investor in IDEA, providing millions of dollars to support IDEA in closing the achievement gap and creating collegeready scholars and future community leaders. In 2012, the CSGF renewed their commitment to support IDEA’s expansion to grow to 60 schools by 2017. The CSGF makes very select investments in charter school management organizations that deliver outstanding academic results, while achieving sustainability on public revenues. IDEA is one of 40 members in the CSGF portfolio, chosen from a pool of over 375 applicants.
