GOALS, OBJECTIVES AND METHODOLOGY

GOAL

To create in Arlington County’s downtown, one of the nation’s most renowned places to work, live, shop, invest and enjoy.

OBJECTIVES

• Enhance the appearance, functionality and vitality of the space to support current users, new programs and expanded activity. • Create programs and activities that promote Crystal City, draw increased participation from its wide range of current users, and attract new users. • Extend the increased functionality and urbanity of Crystal City downtown to all areas of the CCBID.

ANIMATION Designing to stimulate public activity. • Create unique animation through light. • Welcome “street life” activities with benches, tables, shade structures, lighting, signage, parks equipment, etc.

ACCESSIBILITY Ease, safety and choice of movement to and through the BID. • Enhance east west pedestrian connectivity by lighting underpasses, improving 23rd St tunnel appearance, marking crosswalks and expanding wayfinding. • Engage people so that they experience more of Crystal City as they arrive or pass by.

LEGIBILITY A common sense of design and overall branded experience. • Establish a wayfinding program for the entire CCBID. • Identify primary gateways with signage, lighting and landscaping. • Establish the unifying thread of lighting and animation, public art and murals. • Maintain the dense formalized plantings and green lawns. • Apply new logo to signage, streetscape elements, promotional materials.

STRUCTURE Composition for sense of place and hierarchy of its components • Establish a clear identity from all main points of arrival (by car, Metro, train and bike) to ends and edges. • Use common streetscape elements: signage, furniture and landscaping. • Reinforce 23rd St., Crystal Drive and 18th Street as the primary “hot zone” of concentrated activities that expands through the BID.

COMPLEMENTARY MIXED USE Extend variety and types of activities including entertainment, retail, restaurants and services. • Promote street level retail near gateways, hot zone, hotels and residences. • Increase connectivity between street level activities and Crystal City Shops. • Maintain and enhance visibility of existing parks and green spaces. • Add recreation options for kids (e.g. PBS Kids park) and dogs.

TIMELINE Individual recommendations were also developed for each sector according to these timeframes. Short-Term (FY 2008) • Band-aid, quick corrections with big benefits. • Focus on areas where there are large groups of people to affect with simple changes. • Program changes, public relations campaign and wayfinding. • • • •

Mid-Term (1 - 5 years) Support for new marketing and public relations programs. Areas that need more coordination time for planning, design, approval and budgets. Rollout of branding. Development of guidelines for future projects.
