uring the regularly scheduled Colton Joint Unified School Board meeting on Thursday, July 16 at 5;30 p.m., board members will discuss the plan to reopen schools for the 2020-2021 school year. At the June 25 board meeting, the board was presented with the Strategic Plan for Returning to School for the 2020/21 school year. The four critical areas to consider for reopening include: Academics and Educational Infrastructure, Operations, Health, Wellness & Safety, and Human Resources. Staff proposed to reopen schools in a staged approach. Schools will reopen in a distance learning model which will limit staff on campuses. Four months later, nearly every emergency room and intensive care physician in the country is intimately familiar with the disease. In that time, they’ve learned a lot about how best to treat patients. Maintenance work on State Route 330 with f la gging for two weeks

he California Department of Transportation (Caltrans) Maintenance crews will be partnering with CalFire (Pilot Rock) crews to begin brush removal, guardrail repairs and various other maintenance related work on State Route 330 (SR 330) beginning Monday July 13. The work will require flagging and take place Monday through Thursday, July 13 through 16 and

July 20 through 23, from 8:00 a.m. to 3:00 p.m. The first week of work will take place from SR 18 to the Middle Passing Lanes. The second week of work will take place from Highland Avenue to the Middle Passing Lanes.

Be advised that there will be delays and the solar signal is still in place for the SR 330 Bridge Rail Project. The California Highway Patrol (CHP) will be on scene for

Despite flying under the radar, however, the census can empower our communities in a multitude of ways. In addition to being a constitutional mandate, participation in the census guarantees us a better future for the next 10 years. San Bernardino County is home to many hardworking families who crave a more desirable quality of life and a community where younger generations can thrive. In 2010, just over 65 percent of San Bernardino residents self-responded in the Census, which means that more than 30 percent of its population risked an inaccurate count that threatened access to hundreds of billions of dollars annually in federal funding for the community. In 2020, we have the opportunity to secure a better future for our cities, communities and children. Every year, the federal government distributes more than $1.5 trillion dollars to states, counties and cities, which they base on available census data. If we do not do our part by participating, the census data ends up being inaccurate and we deny ourselves myriad economic and political opportunities. Currently, San Bernardino County’s self-response rates lag behind the national average at 59.4%, placing many of our cities in the bottom 20% nationally. Fortunately, this has a simple remedy as it is extremely easy to fill out the census questionnaire. It can be done online, by phone or through the mail and it only takes a few minutes. A complete count is key to ensuring funding for programs such as Medicaid, Supplemental Nutrition Assistance Program (SNAP), State Children’s Health Insurance Program (CHIP), National School Lunch Program

(NSLP), among others on which many of our residents depend. When we participate collectively, we are uplifting the most vulnerable hard-to-count groups in our region. Together, we have the power to decide what type of future we want for San Bernardino County. An accurate count means more federal dollars for our schools, health clinics, and roads, as well as programs that will change the course of many lives. The census also guarantees us political power by determining the number of congressional seats and electoral votes every state receives, and how district lines are drawn. For that reason, we want to make sure our voices are represented fairly and accurately at the federal, state and local level. NALEO Educational Fund - the nation's leading non-profit, nonpartisan organization that facilitates full Latino participation in the American political process encourages all households to be part of this historic moment. By filling out the census, we are declaring that we live here and we will be counted here. This effort is all the more critical in under-counted communities as, perhaps the biggest factor preventing many from completing the Census, is a lack of trust in government agencies and government programs. Those of us committed to working closely with hard to reach communities, know the difficulty of gaining the trust of individuals in so-called "normal" times. Add on a global pandemic and this work may often seem insurmountable. In this respect, being able to do this work despite all the limitations and difficulties of our current times has been a privilege. Working alongside so many highly skilled individuals who are committed to completing this work with integrity and compassion, is an honor and a great learning experience. For those, that work connecting different community groups and community groups to government agencies and institu-

For those of us in Spanish speaking communities, the issue of immigration status is a daily issue; everyone knows someone who does not have immigration status. The reality is, many of us in these communities live in fear on a daily basis. Sure, the question of Citizenship status has been removed from the Census, a question removed only with the Supreme Court's intervention. Here, we can note that the checks and balances that the American government was designed for, worked! However, the message is clear: the administration has signaled to our

Further, this can be flipped around and observed, if the powers that be, do not want marginalized populations to be counted accurately, then it must be clearly in that marginalized population's advantage to make themselves count. Census 20 20: Giving a vo ice to our communities

If there is one thing that can be said about the year 2020, it’s that it is one for the history books.

Amidst one of the largest social justice movements of our generation, one must wonder, what’s next? What we can do to elicit real change in our country for our communities; who have, for too long, been overlooked and silenced. Reality is there is not one simple answer or action that we as a collective can make that will dismantle the continuous perpetration of institutionalized racism in our society. Rather there are many little things, things that may even seem insignificant, that can affect change and result in the betterment of the quality of life for our communities. Things like being active in local politics to ensure that the people who represent us in public offices reflect our needs and values, and of course participating in the 2020 Census. The Census is a constitutionally mandated count of all living people in the United States regardless of citizenship status, age, or race. The Census comes around every 10 years and it is important because it guides how more than $675 billion in federal funding gets distributed to states and com-

munities every year.

As of today, July 3rd, our response rates in California as a whole are at 63% (2020Census.gov, Response Rates), the County of Riverside is at 60.3% (2020Census.gov, Response Rates), and the County of San Bernardino is only at 59.3% (2020Census.gov, Response Rates). If we are undercounted, it could cause further damage to the success of our residents because there are key federal programs that rely on that funding that are fundamental to the people in our communities. For every person that isn’t counted in the Census our region loses upwards of $1000 annually affecting programs such as; Medicaid, School Lunch Programs, Medicare Part B, Highway Planning and Construction, Section 8, Food Stamps, Special Education programs, State Children’s Health Insurance Program (CHIP), Head Start, and so many more including all State employed jobs. Furthermore, Census data is used in the redistricting at all levels of government and the apportionment of Congressional seats; meaning that if we are under-

counted it will dim our political power in the government and silence the voices of the residents in our communities.

We at the Inland Empire Labor Council are always pushing to build worker and community power throughout Riverside and San Bernardino Counties in order to pave the way and fight towards the betterment of the quality of life so our residents can work, live, and retire here. The information that is gathered from the census makes the funding of good jobs possible for the reinvestment of wealth into our communities and provides the means to give a voice to a historically underfunded region. We have been overlooked in the Inland Empire for way too long and it’s time for our voices to be heard and for our needs as a community to be met. Biolog y g raduate winner of Pr ofessor Richard Fehn Memorial Scholar ship

S

arah Handy wanted to study sharks ever since she was a child.

Now, equipped with a bachelor’s degree in biology and the research skills she honed as a College of Natural Sciences undergraduate, Handy’s childhood passion continues to live on. Handy, a resident of Yucaipa who graduated this past June, was named the recipient of the 20192020 Professor Richard Fehn Memorial Scholarship. Fehn, who was a CSUSB alumnus, served as chair of the Department of Biology and was named CSUSB’s Outstanding Professor in 2004. In the fall Handy will begin working on a doctorate in environmental life science at Arizona State University, where she will be studying the conservation physiology of cartilaginous fish such as sharks, skates and rays. “Sarah has strongly demonstrated her dedication to the field of biology, and it is very gratifying that our Department of Biology and our university to have supported her enthusiasm for research,” said Sastry G. Pantula, dean of the College of Natural Sciences. “She has a lot to be proud of herself. I am extremely proud of her success. We need more women scientists like her in

academia, and I am glad to see Sarah is continuing on to a doctoral degree to pursue her passion for research.” Handy described her experiences working with biology professor Tomasz Owerkowicz (“Dr. O” to students) in his comparative physiology lab as “extremely formative” to her research interests. “I would say my time in the Owerkowicz Lab has been extremely formative for me,” she said. “Dr. O showed me what it meant to turn my enthusiasm for science into dedication to a project and results.”

More recently, she made the Dean’s List for winter 2020 with a 4.0 GPA, and she served as a member of the university’s Supplemental Instruction team, providing additional subject-matter discussion, support and guidance to students enrolled in biology courses. Owerkowicz had nothing but praise for Handy when he nominated her. “Sarah is very enthusiastic about research, extremely responsible in her work, broad-minded in scientific interests, and most importantly – inquisitive,” he said. “These are the attributes I look for in a student who has expressed interest in pursuing an academic career.”

Handy’s research experience in the lab included investigating what role osteoderms – the bony scale-like plates beneath the skin of alligators – play in regulating the animals’ temperature. For a summer 2019 internship at the University of Washington, she studied the breathing patterns of Pacific spiny dogfish. At the Shark Lab at California State University, Long Beach, Handy assisted a master’s student with tracking nocturnal horn sharks.

Handy, in turn, also credited Owerkowicz for his role in her academic achievements.

The bubble has been well documented through social media and the players have shown how they’re entertaining themselves in isolation. So let’s learn about this “bubble.”

Players are also treated to some nice, very healthy foods that are delivered right to their door everyday. Overall, the bubble seems like quite a nice place to stay in. While it is a “business trip” and being away from your family hurts, it seems to occupy players very well. The NBA restarts in the bubble July 31st, with a possible preview of the western conference finals, Lakers vs Clippers. This summer of ball will be a can’t miss for sure. Inland Empire Community Foundation is currently accepting online grant applications from nonprofits for financial support through July 31, 2020. Nonprofits must provide services in Riverside County to be eligible for funding. On June 9, the Riverside County Board of Supervisors approved $5 million in financial support to the nonprofit community using CARES Act funding.
