an Bernardino social justice advocate, Tony Campos, passed away at the age of 85, on April 27, 2021.

With the goal of obtaining a higher education during an era where it was not as common for Latinos to do so, Campos beat the odds as he earned an associates degree in business from San Bernardino Valley College, a bachelors degree in Sociology and a masters degree in Public Administration from California State University, San Bernardino (CSUSB).

Campos (who was born in Arizona) was most notably known as the second Latino, behind Mexican-American Councilman Jesse Arias Jr., to be elected to San Bernardino City Council in 1972; as well as a proponent to the Chicano Movement in the 1960’s and 1970’s. He was known as a man of the people, often advocating on behalf of Latinos to garner social services, job skills, and higher educational opportunities. “My dad’s strongest contribution to this world was ensuring everyone had the opportunity to attain an education; it was a big part of his childhood that his parents instilled into him, as they

ssembly Majority Leader Eloise Gómez Reyes and the County of San Bernardino announce that the California Transportation Commission has voted to approve funding for the Muscoy Area Safe Routes to School Pedestrian Improvements Project. This funding will come from the state’s Active Transportation Program (ATP) Cycle 5 and will provide the project with a $1.88 million grant. The grant will be matched with funding from the County of San Bernardino. The approval of the funding for the project represents the culmination of several years’ worth of collaborative efforts to improve the area. The project was first conceived at the “DREAM BIG IE” Youth Empowerment Summit hosted by Majority Leader Reyes in 2017. Muscoy improved sidewalks and safer route infrastructure around the two elementary schools: Vermont Elementary and Muscoy Elementary. A community partnership was formed at the summit to ensure that Muscoy’s children and their families could safely walk to and from school. This promise led to the formation of the student-led group known as SOAR IE, which created a diverse coalition known as the Sidewalks for Muscoy Coalition. This coalition consisted of community members working together to improve the sidewalks, crosswalks, and other infrastructure around the schools.

Armenta also shared that his uncle was immensely involved in the community ensuring that Latinos were referred to as MexicanAmericans, while receiving the fundamental services they needed to be productive members of society. “Many Latinos in the First Ward and across the city asked my uncle to run for city council. Since he was a trailblazer in addressing many issues before being elected, many of his supporters were confident in endorsing and voting for him,” continued Armenta. One of the most notable contributions Campos indirectly forged was getting Latinos out to vote in city politics, which was during a time where Latinos were somewhat absent from the polls. Armenta, who is also a CSUSB alumni, recalled a time when he was attending the university working on a research paper about Latinos running for office…when he came across an editorial in the El Chicano Newspaper; a newspaper that Campos was heavily involved with to elevate the voice of Lati-

“I came across this editorial my uncle Tony wrote for El Chicano Newspaper in the late 60’s or early 70’s, when he was a contributing writer and the title of the article was called “The Sleeping Giant.” It was basically about how Latinos were disenfranchised politically and economically…he was very encouraged in his early years for Latinos to awaken and seek their power to mobilize their issues through the electoral process. The gist of the article was basically how the Latino community had just started to awaken and how the sleeping giant would continue to awaken in the years to come,” concluded Armenta. Aside from encouraging other Latinos to run for city council and school boards, getting Latinos out to vote and attaining social services for his community, Campos was all about family. “My dad was extremely family oriented and everything he did was for all of us. He was always very inspiring to me and used to say, ‘As long as you work hard and stay focused, dreams can be achieved.’ He went back to get his masters degree when he was 50

“When walking the streets of my community, I’m afraid of what can happen, I’ve seen how kids struggle to walk on our streets, risking getting hurt because of a lack of sidewalks,” said former Vermont student Angela Loera.

Campos served on the San Bernardino City Council for one term from 1972-1976; his community involvement included the Kiwanis Club of Greater San Bernardino, Latino imPACt and the Inland Empire Veterans Employment Committee.

“The County is proud to receive this grant and we are eager to get to work on these projects,” said San Bernardino County Board of Supervisors Chairman Curt Hagman. “People deserve to feel safe when they walk through their neighborhoods. We are thankful to be part of a collaborative effort.”

In the 1970’s Campos worked as an assistant director for the San Hidalgo Institute and a management and systems analyst for the Inland Empire Association; from 1979 Campos worked for San Bernardino County as an administrative planning analyst in the Department of Manpower Services (the Jobs and Employment Services); and in 2011 worked as a supervisor of the Veterans Training Program. Campos will be greatly missed by his loved ones and forever appreciated by the San Bernardino community for elevating the quality of life of Latinos in and around the city.

The Sidewalks for Muscoy Coalition served as the initial wave of improvements for the Muscoy community. The coalition rallied their community as they built sample crosswalks, bus shelters, and curb extensions using funding from Southern California’s Association of Government’s (SCAG) Go Human Campaign. This initial collaborative effort led by SOAR IE would in turn become the Muscoy Safe Area Routes To School Pedestrian Improvements Project, which sought out and received a commitment from the County Public Works to make streets safer for residents to walk and bike. By 2019 the coalition was hosting events such as the first “Walk to School Day” for National Clean Air Day to promote safe routes. In 2020, the San Bernardino County Public Works Department submitted the Muscoy Area Safe Routes to School Pedestrian Improvement Project for funding consideration for 2021 under the state’s Active Transportation Program. The funding will allow the project to upgrade existing crosswalks to more visible ladder-style crosswalks; install pedestrian flashing beacons, signage, red curbs, and sidewalks.

“When I went to the Youth Empowerment Summit, the Assemblymember asked for legislative ideas. We suggested protection for our siblings who attend elementary school in Muscoy. Assemblymember Reyes believed in our idea, and now we are excited to see the idea become a reality,” said SOAR IE member Guadalupe Tellez. After unsuccessfully applying for a similar project in Cycle 4 of the Active Transportation Project, the Department of Public Works improved the application this year by adding more safety improvements and agreeing to a collaboration with the Department of Public Health and local CBO Mental Health Systems to provide educational and encouragement programming. The Safe Routes Partnership assisted the applicants with the application process, which is well known for its difficulty. The Active Transportation Program is heavily oversubscribed, with fewer than 11% of applications funded in most cycles. “Let Muscoy's victory serve as a reminder of the urgent need to prioritize funding in environmental justice communities and rural communities of color across the Inland Empire and the state,” said Demi Espinoza from the Safe Routes Partnership. Jonathan Matz, also from the Safe Routes Partnership, added: “We’re incredibly proud of the agencies, NGOs, and most importantly community members who worked so hard to make this application stand out among the hundreds that were submitted. It’s a testimony to the need for safe walking infrastructure in Muscoy, and the community’s unity behind achieving it.” Ultimately, the Muscoy Area Safe Routes to School Pedestrian Improvements Project represents what can be achieved through collaboration. “If we want to improve the quality of life in a particular community, we cannot pretend to know what's best. The only way to do it is to bring the community together and ask "What do you need? How can we help?" And only then can we work together toward a goal of making life easier and better for the community. In this case, it was the students and then the parents who voiced the dream for Muscoy. And they helped make it come true.” .said Majority Leader Eloise Reyes. “Margaret Mead once said, ‘Never doubt that a small group of thoughtful, committed citizens can change the world. Indeed, it is the only thing that ever has.’ This quote defines Muscoy, a community of leaders that refuses to give up, engaged in collaborative dialogue to create a vision of a better future that includes safer conditions for youth en route to school. lanned Parenthood of Orange & San Bernardino Counties (PPOSBC) has opened two new COVID-19 vaccination sites, in their San Bernardino and Victorville health centers, dedicated to eliminating barriers to vaccine access for Latinx and other diverse communities. PPOSBC’s patient population in San Bernardino — 81% of whom identify as Black, Latinx and people of color — have been disproportionately affected by both the virus and the pandemic’s economic fallout. The new vaccination sites offer weekend appointments, are dedicated to making it as easy as possible to schedule an appointment, as well as providing accurate information and answering any questions a patient might have about the vaccine. “At Planned Parenthood, we understand the only way to end this deadly pandemic is with COVID19 vaccines, and we are proud to be part of the solution by offering these safe, effective vaccines to the communities we serve,” said Dr. Janet Jacobson, medical director of Planned Parenthood of Orange & San Bernardino Counties. “We are dedicated to being a trusted health care provider and that includes helping those facing inequitable access to comprehensive medical care and resources. We trust the vaccines to help make our future stronger and having them readily available at our health centers is key to increasing confidence that the best thing to do to keep you and the ones your loved ones safe is to get the COVID-19 vaccine as soon as possible.” As the vaccine rollout accelerates across the country, and officials focus on ensuring the hardest-hit communities get access to shots, PPOSBC has launched an educational campaign including social media and digital ads to help build public confidence around the vaccines in these areas with a special emphasis on

vaccinations in the Latinx community. Both health centers offering COVID-19 vaccines are located in zip codes that have been heavily impacted by the coronavirus. PPOSBC staff accurately reflect the populations in the communities they serve, and most of the support staff working at both sites are official translators and can provide care in multiple languages. The organization will be offering the Moderna vaccine and will be a part of BlueShield’s “MyTurn” web appointment system. Anyone who is eligible (currently, any Californian aged 18 and up) can choose to get vaccinated at a PPOSBC location through the MyTurn scheduling system. The vaccine is free and available to all eligible people, regardless of citizenship status. Insurance is accepted, but not required. Crafton Hills College Child Development Center set to reopen safely, now accepting applications

T

he Crafton Hills College (CHC) Child Development Center plans to reopen August 9 as COVID-19 cases steadily decline and vaccination rates rise across the county. The Child Development Center had initially closed in March 2020 following recommendations from the County Department of Public Health. While it was closed, the Center's staff deep-cleaned and disinfected the facility, said CHC Child Development Center Director Deborah Wasbotten. She added that the priorities for reopening will be health and safety, as well as providing a positive experience for the children in their care.

“When we return, we will focus on the children’s social and emotional development,” Wasbotten said. “We understand that this past year has been spent away from direct connections with others for most of us. Our staff will do their best to ensure a welcoming transition back into school.” The Child Development Center will implement all health and

safety protocols as recommended by the Centers for Disease Control, the county health department, and community care licensing guidelines for childcare centers. “Most of these standards are already embedded in our health practices,” Wasbotten said. “But we want the public to be sure that we are creating the safest possible environment for their children and that we and college officials believe the risk is relatively low for us to reopen our centers.” Safety protocols for the Child Development Center include frequent handwashing, cleaning, covering coughs and sanitizing “high-touch” items and hard surfaces. Regular health checks will continue to be implemented, with exclusions for fever, rash, and other communicable-type diseases. More information will be provided as it becomes available. T

he COVID-19 pandemic has changed a lot of things, and sports is one of them. The Laker game experience was much different compared to normal times, and it started even before I entered Staples Center. At the entrance, you

are required to show proof you are vaccinated or had a recent negative COVID test. There are no bags allowed and any purchases made inside are currently contactless (no cash). Once inside, it felt like a ghost

Speaking of the game, a lot was different from that standpoint too. When in your seats, no food or drinks were allowed. You must wear your mask at all times. If you refused, you were given a warning by an usher (which a lot of people in our section were). Each seat is also marked with a big “Ticketed Seat” sign which makes seat hopping nearly impossible, which is one positive thing about these changes. There was also little timeout and halftime entertainment. Obviously no fans or cheerleaders are allowed on the court, so old dances and contests were shown on the video board for the fans’ enjoyment. The national anthem was also sung up in the 200 section, rather than on the court. But, something normal did occur, and that’s a Lakers win. The Lakers won a huge game against MVP candidate Nikola Jokic and his Nuggets, as the Lakeshow look to do their best while LeBron is sidelined with an injury.

Having less fans has its negatives and its positives. But you can never lose going to a Laker game. It was a great experience and I and many others hope to see a Laker game again soon with a full capacity crowd sometime next season.

My new friends at SEBA surprised me with this amazing gift as a thank you for the Cadens Teddy Bears/iPads for Kids campaign. They were helped by Michael Fermin and Marc Nehamen, who I would like to say thank you to. I would also like to thank Scott Shamblin of A Better Class Limousine, who got us to the game in style and surprised me with a Kobe Bryant collage! Lastly, thank you to my grandparents, Bob and Mary Sheehan for surprising me with the limo ride to the game.

n Apr. 30, Rep. Pete Aguilar announced that his office has submitted 10 Community Project Funding (CPF) requests to the House Ap-

propriations Committee. This targeted funding allows Members of Congress to advocate for a maximum of 10 projects that serve the needs of their communities. Rec-

ommended by the House Select Committee on Modernization, the CPF process allows Congress to reclaim its constitutional role over federal spending by recommend-

B 1547, legislation by Assemblymember (D-San Reyes Bernardino) establishes a good neighbor policy for warehouse developments, which would require responsible environmental standards to mitigate the impact of

warehouse developments on schools, residential neighborhoods and the surrounding environment. Specifically, AB 1547 requires the following prior to the approval of a warehouse development: 1) A 1,000-yard buffer zone be-

tween the boundary of the site and sensitive land use such as schools, parks and residential neighborhoods. 2) Local notice to the affected community with details about the project. 3) Require on-site equipment

“If California is going to meet its environmental goals we must develop environmental standards for warehouse developments, which often are built near already disadvantaged communities and account for nearly half of NOx emissions.” Assemblymember Reyes continued, “The lock downs required because of the COVID Pandemic showed the ability of the logistic industry to get supplies and necessary household items to people all across California. This efficiency comes with a cost to the health of communities near warehouses that suffer from the emissions of diesel truck traffic nearly every day, all day. We must find a balance between the logistics industry and the protection of resident’s health.” The Inland Empire has approximately 1.1 billion square feet of warehouse space, the equivalent of nearly 23,000 football fields. The boom of warehouse growth in the Inland Empire has pushed developments closer to residential neighborhoods, schools, churches and parks. Some projects have been constructed within 100 feet of homes, despite warnings from air regulators about the health dangers of people living that close to warehouse developments due to truck pollution. 70% of the cargo that moves through the Los Angeles and Long Beach ports moves via heavy diesel trucks through the South Coast Basin with 40% of trucks delivering to warehouses, distribution centers, and logistics facilities in Riverside and San Bernardino Counties. The logistics industry

continues to expand in the region with 21 of the largest 100 logistics leases signed in 2019 nationwide occurred in the Inland Empire compromising 17.4 million square feet. Many market forecasts predict that California’s Central Valley will be the next big wave of warehouse development. According to the SoCal Association of Governments, goods movement is responsible for approximately 47% of all NOx emissions, and about 18% of all PM 2.5 emissions in the South Coast Air Basin. Heavy-duty trucks account for about 75 percent of NOx emissions and 61 percent of the PM2.5 emissions from goods movement sources in Southern California. The rate of asthma in the Inland Empire for children from birth to 4 years old is nearly four times the national average. "The goods movement industry and warehouses are booming. Yet, millions of Californians breathe air that fails to meet national and state air quality standards. Unchecked warehouse growth attracts toxic diesel pollution and causes significant quality-of-life impacts. These impacts are particularly severe in low-income communities and communities of color,” Said Chris Chavez, Deputy Policy Director for Coalition of Clean Air. “Californians should not subsidize the global economy with their health and quality of life. AB 1547 will relieve much of this burden by building upon local rules to reign in pollution from warehouses." "Over the last decade, the explosion of warehousing and logistics centers has run rampant without clear protections and benefits to the communities where they are located," said Matt Abularach-Macias, Campaigns & Organizing Manager, California League of Conservation Voters. "AB 1547 would be a game changer for these disinvested and BIPOC communities lacking good jobs and living with some of the worst air quality in the country. The Good Neighbor Policy sets a new course to create standards that protect Californians while ensuring developers and local decision makers cannot plop warehouses into our backyards without regard for our health. We support AB 1547 because we can and must do better to prevent e-commerce and warehousing activities from perpetuating environmental racism."
