While volunteering as executive director, Garcia has led his vision of renovating a historic building in downtown San Bernardino, the Garcia Center for the Arts, in which he has implemented community programs such as music, poetry and art. “The Garcia Center for the Arts was dedicated to my wife Dottie and me. After five years I have chosen to retire and I want to say thank you to the community. It has been a great cap for me. What have I done in the arts? I sang…I’ve even acted and created a lot of art,” said Garcia.

On Friday, July 10 Amazon helped fill that gap by distributing meals to more than 500 families in partnership with the Young Visionaries Youth Leadership Academy. Amazon also donated $25,000 to Young Visionaries to further support their efforts in Southern California during this critical time. During the socially distanced volunteer event, more than 50 Amazon associates from fulfillment centers across the Inland Empire packaged and distributed Meals, cont. on next pg.

Funding remains to help small businesses

A

program San Bernardino County created to help small businesses overcome some of the challenges they face during the COVID-19 pandemic still has millions available to support local businesses. The COVID-Compliant Business Partnership Program was launched in May using $30 million in federal emergency relief funding, and so far, a little more than 3,000 small businesses have been approved for the program. In order to qualify for funding, businesses can only have between 1 and 100 employees and must have a storefront where they serve customers. Self-employed individuals with no employees are not eligible; however, barbers and Garcia “In 1950 I graduated from San Bernardino Valley College (SBVC) with an associate’s in social sciences and Spanish, then in 1955 I was the first Chicano to ever graduate from University of California, Riverside (UCR) with a bachelor’s in social sciences, in 1960 I graduated from University of Redlands (U of R) with a master’s in administration and counseling, and in 1966 I graduated from University of California, Los Angeles (UCLA) with a doctorate in educational technology,” shared Garcia. After obtaining his associate’s degree, in 1951, Garcia enlisted in the Air Force, serving four years as a staff sergeant during the Korean War. “Even back in the Air Force I was heavily into the arts. At the

hair stylists who rent space are eligible. Nonprofit organizations with storefronts are also eligible. Partners also must demonstrate compliance with State/County public health orders, and incorporate safety and social distancing practices and measures in their business operations, including requiring employees and customers to wear masks. Approved businesses can apply for grant funding of up to $2,500. For business owners with multiple storefront locations, the first qualifying business location is eligible for $2,500, with each additional eligible business location receiving $1,000. I can even recall going out to the dive bars and their version of swing music was a little bit awful. So we befriended many of the Korean musicians that were playing at these dive bars and brought back as many of them to the base to teach them how to play swing music,” Garcia said. He joked that after they taught the Korean musicians how to perfect their swing musicianship, the complaints went away. After serving in the Air Force, Garcia went on to teach in Barstow (where he became a vice principal at 26 years old), Rialto, Redlands, and eventually teaching at Cal State San Bernardino, and served as dean of the College of Education before retiring in 1990.

So far, the program has distributed more than $7 million to local small businesses, and those businesses have purchased more than $100,000 worth of personal protective equipment through County sources. Approved businesses also receive a window placard they can display to show their customers they are taking measures to fight the pandemic. More than 200 larger businesses have also joined the program even though they don’t qualify for funding. However, they do receive a COVID-Compliant Business Partner placard for their front windows.

“Although I am retiring from the Garcia Center, I am not going to stop creating. I have three art projects waiting for me to tend to in my garage right now and the Garcia Center will also continue to flourish. Moving forward, we hope to grow the music program and I’m sure my successor, Jorge Osvaldo Heredia, who currently serves as president of the board that oversees the center, is going to serve the community well,” concluded Garcia. Along with being a board member of many San Bernardino art organizations, Garcia is a local Chicano activist who garnered a meeting with President Ronald Reagan’s office in the 1980’s to push for Hispanic Heritage Month. Meals meals and personal hygiene items to more than 500 families. “Amazon strives to make a difference in the places where our employees live and work and is always looking for opportunities to do our part. When we heard about the critical work the Young Visionaries Youth Leadership Academy was doing to ensure students and families had access to nutritious food and personal items, we were thrilled to support,” said Amazon Spokesperson, Eileen Hards. Since 2001, Young Visionaries has served more than 35,000 young people in San Bernardino County through activities and instruction in the areas of education, employment, health, mentoring, and community service. “While the pandemic continues to negatively affect at-risk youth in San Bernardino as schools and activity centers remain closed, today was a good day knowing more than 500 families are going home with food and basic everyday personal items,” said Terrance Stone, CEO of Young

Visionaries. “I’m humbled by Amazon’s generous support and applaud them for helping us provide nutritious food and critical items to students who don’t have access to them at home. As this continues to be a devastating time for many, Young Visionaries will do whatever we can to help enrich the lives of young people, and we are so appreciative for support from companies like Amazon to help us along the way.” Even before COVID-19, Young Visionaries created some of the area’s most memorable events for youth entertainment, plus training related to academic development, violence prevention, employment, leadership, life skills and teen pregnancy prevention. The nonprofit plays a key role in mentoring underserved populations and partnering with the city to prevent violent crime. "It’s because of your dedication and community partnership, those students will benefit from what’s happening here today,” said San Bernardino City Unified School District (SBCUSD) Board President Gwendolyn Rodgers. “For every mouth you feed, you will make yourself happy,” added fellow board member Dr. Margaret Hill.

spond by visiting www.my2020census.gov to complete their census questionnaire. Background: Census IE is a project of The Inland Empire Community Foundation, which has been selected by the State to serve as the Administrative Community Based Organization to lead Census 2020 outreach efforts in Riverside and San Bernardino Counties, or what they refer to as Region 7. Building on the growing collaborative capacity of the Inland Empire, Census IE has formed a broad coalition of community-based organizations with deep roots in under-served areas to coordinate Census awareness and outreach. Each individual organization has a unique mission and expertise, and through working together and sharing resources, we as a collective can best ensure our community is counted fully and accurately in the 2020 Census. CensusIE hit the ground running in October with a spectrum of outreach activities that fit the diversity of geography, landscape, languages, and experiences in Riverside and San Bernardino counties’ 2,700 square miles. The 50 participating organizations have engaged the Inland Empire online, at the door, and in the community with remarkable success.

COMMUNITY COMMENTARY You can email letters to editor@iecn.com. Please include your name and city of residence. Anonymous letters will not be printed. What can the census do Census in a time of uprising for my community? As many Americans awaken to tions they have seen good people community we want to

Myra Miranda, Regional Census Campaign Manager, NALEO Educational Fund When the subject of community empowerment comes up, participating in the decennial census is often overlooked. Despite flying under the radar, however, the census can empower our communities in a multitude of ways. In addition to being a constitutional mandate, participation in the census guarantees us a better future for the next 10 years. San Bernardino County is home to many hardworking families who crave a more desirable quality of life and a community where younger generations can thrive. In 2010, just over 65 percent of San Bernardino residents self-responded in the Census, which means that more than 30 percent of its population risked an inaccurate count that threatened access to hundreds of billions of dollars annually in federal funding for the community. In 2020, we have the opportunity to secure a better future for our cities, communities and children. Every year, the federal government distributes more than $1.5 trillion dollars to states, counties and cities, which they base on available census data. If we do not do our part by participating, the census data ends up being inaccurate and we deny ourselves myriad economic and political opportunities. Currently, San Bernardino County’s self-response rates lag behind the national average at 59.4%, placing many of our cities in the bottom 20% nationally. Fortunately, this has a simple remedy as it is extremely easy to fill out the census questionnaire. It can be done online, by phone or through the mail and it only takes a few minutes. A complete count is key to ensuring funding for programs such as Medicaid, Supplemental Nutrition Assistance Program (SNAP), State Children’s Health Insurance Program (CHIP), National School Lunch Program

(NSLP), among others on which many of our residents depend. When we participate collectively, we are uplifting the most vulnerable hard-to-count groups in our region. Together, we have the power to decide what type of future we want for San Bernardino County. An accurate count means more federal dollars for our schools, health clinics, and roads, as well as programs that will change the course of many lives. The census also guarantees us political power by determining the number of congressional seats and electoral votes every state receives, and how district lines are drawn. For that reason, we want to make sure our voices are represented fairly and accurately at the federal, state and local level. NALEO Educational Fund - the nation's leading non-profit, nonpartisan organization that facilitates full Latino participation in the American political process encourages all households to be part of this historic moment. By filling out the census, we are declaring that we live here and we will be counted here. Residents can self-respond to the census online at https://my2020census.gov/ or over the phone in English by dialing 844-330-2020 or in Spanish at 844-468-2020. Paper census forms began arriving in the mail on April 8, which can be returned via mail once completed. Individuals with questions about the census can call NALEO Educational Fund’s toll-free national census bilingual hotline at 877-EL-CENSO (877-352-3676) – Monday-Friday from 8:30 a.m.– 8:30 p.m. ET to get additional information.

the harsh realities of systemic racism and police brutality, the Federal Government’s largest peacetime effort, the Census, continues. This effort is all the more critical in under-counted communities as, perhaps the biggest factor preventing many from completing the Census, is a lack of trust in government agencies and government programs. Those of us committed to working closely with hard to reach communities, know the difficulty of gaining the trust of individuals in so-called "normal" times. Add on a global pandemic and this work may often seem insurmountable. In this respect, being able to do this work despite all the limitations and difficulties of our current times has been a privilege. Working alongside so many highly skilled individuals who are committed to completing this work with integrity and compassion, is an honor and a great learning experience. For those, that work connecting different community groups and community groups to government agencies and institu-

fall in between the cracks too many times. We must speak-up tell the stories of the forgotten those who have no voice.

Admittedly this work is not easy, much less comfortable, but it is time. It is time to confront the issues that have brought this country to its breaking point. Many do in fact feel powerless, if not outright hopeless. Yet to do nothing and give up is a mistake, if not a missed opportunity. For those of us in Spanish speaking communities, the issue of immigration status is a daily issue; everyone knows someone who does not have immigration status. The reality is, many of us in these communities live in fear on a daily basis. Sure, the question of Citizenship status has been removed from the Census, a question removed only with the Supreme Court's intervention. Here, we can note that the checks and balances that the American government was designed for, worked! However, the message is clear: the administration has signaled to our

know where you are and want YOU to be afraid; to wear you down. Basically, the current administration seeks to retraumatize a group of people who risked everything just for an opportunity to work to support themselves and their family. Still the origins of mistrust in Spanish speaking communities run deep. We ourselves come from conquered and enslaved peoples. Our governments, even at their most efficient capacity, are webs of conspiracy and corruption. Thus, it is up to us to show our community the benefits of engaging in governmental procedure. Further, this can be flipped around and observed, if the powers that be, do not want marginalized populations to be counted accurately, then it must be clearly in that marginalized population's advantage to make themselves count. Here I point to those that feel powerless or hopeless: our POWER is inherent; it is US! Cesar Marroquin, Community Outreach, Centro Inmigrante Riverside, CA

Census 20 20: Giving a vo ice to our communities

If there is one thing that can be said about the year 2020, it’s that it is one for the history books.

Amidst one of the largest social justice movements of our generation, one must wonder, what’s next? What we can do to elicit real change in our country for our communities; who have, for too long, been overlooked and silenced. Reality is there is not one simple answer or action that we as a collective can make that will dismantle the continuous perpetration of institutionalized racism in our society. Rather there are many little things, things that may even seem insignificant, that can affect change and result in the betterment of the quality of life for our communities. Things like being active in local politics to ensure that the people who represent us in public offices reflect our needs and values, and of course participating in the 2020 Census. The Census is a constitutionally mandated count of all living people in the United States regardless of citizenship status, age, or race. The Census comes around every 10 years and it is important because it guides how more than $675 billion in federal funding gets distributed to states and com-

munities every year.

As of today, July 3rd, our response rates in California as a whole are at 63% (2020Census.gov, Response Rates), the County of Riverside is at 60.3% (2020Census.gov, Response Rates), and the County of San Bernardino is only at 59.3% (2020Census.gov, Response Rates). If we are undercounted, it could cause further damage to the success of our residents because there are key federal programs that rely on that funding that are fundamental to the people in our communities. For every person that isn’t counted in the Census our region loses upwards of $1000 annually affecting programs such as; Medicaid, School Lunch Programs, Medicare Part B, Highway Planning and Construction, Section 8, Food Stamps, Special Education programs, State Children’s Health Insurance Program (CHIP), Head Start, and so many more including all State employed jobs. Furthermore, Census data is used in the redistricting at all levels of government and the apportionment of Congressional seats; meaning that if we are under-

counted it will dim our political power in the government and silence the voices of the residents in our communities.

We at the Inland Empire Labor Council are always pushing to build worker and community power throughout Riverside and San Bernardino Counties in order to pave the way and fight towards the betterment of the quality of life so our residents can work, live, and retire here. The information that is gathered from the census makes the funding of good jobs possible for the reinvestment of wealth into our communities and provides the means to give a voice to a historically underfunded region. We have been overlooked in the Inland Empire for way too long and it’s time for our voices to be heard and for our needs as a community to be met. It is time for us to demand what we deserve and make changes for a better future. Visit 2020Census.gov to fill out your household’s questionnaire and participate in the 2020 Census today! Kassandra Cisneros Political Coordinator for the Inland Empire Labor Council.

arah Handy wanted to study sharks ever since she was a child.

Now, equipped with a bachelor’s degree in biology and the research skills she honed as a College of Natural Sciences undergraduate, Handy’s childhood passion continues to live on. Handy, a resident of Yucaipa who graduated this past June, was named the recipient of the 20192020 Professor Richard Fehn Memorial Scholarship. Fehn, who was a CSUSB alumnus, served as chair of the Department of Biology and was named CSUSB’s Outstanding Professor in 2004. In the fall Handy will begin working on a doctorate in environmental life science at Arizona State University, where she will be studying the conservation physiology of cartilaginous fish such as sharks, skates and rays. “Sarah has strongly demonstrated her dedication to the field of biology, and it is very gratifying that our Department of Biology and our university to have supported her enthusiasm for research,” said Sastry G. Pantula, dean of the College of Natural Sciences. “She has a lot to be proud of herself. I am extremely proud of her success. We need more women scientists like her in

academia, and I am glad to see Sarah is continuing on to a doctoral degree to pursue her passion for research.” Handy described her experiences working with biology professor Tomasz Owerkowicz (“Dr. O” to students) in his comparative physiology lab as “extremely formative” to her research interests. “I would say my time in the Owerkowicz Lab has been extremely formative for me,” she said. “Dr. O showed me what it meant to turn my enthusiasm for science into dedication to a project and results.”

(MARC) scholar. More recently, she made the Dean’s List for winter 2020 with a 4.0 GPA, and she served as a member of the university’s Supplemental Instruction team, providing additional subject-matter discussion, support and guidance to students enrolled in biology courses. Owerkowicz had nothing but praise for Handy when he nominated her. “Sarah is very enthusiastic about research, extremely responsible in her work, broad-minded in scientific interests, and most importantly – inquisitive,” he said. “These are the attributes I look for in a student who has expressed interest in pursuing an academic career.”

Handy’s research experience in the lab included investigating what role osteoderms – the bony scale-like plates beneath the skin of alligators – play in regulating the animals’ temperature. For a summer 2019 internship at the University of Washington, she studied the breathing patterns of Pacific spiny dogfish. At the Shark Lab at California State University, Long Beach, Handy assisted a master’s student with tracking nocturnal horn sharks.

Handy, in turn, also credited Owerkowicz for his role in her academic achievements.

Sarah Handy, a resident of Yucaipa who graduated this past June, was named the recipient of the 2019-2020 Professor Richard Fehn Memorial Scholarship.

“Without his mentorship I would’ve not been named an NIH MARC scholar, nor would I have made the connections that launched me into my current research,” she said.

She was also the recipient of a CSUSB Presidential Award for Academic Excellence Scholarship (PAES), and was a National Institutes of Health (NIH) Maximizing Access to Research Careers

In 2019 and 2020, Handy presented her osteoderm and dogfish research at poster sessions of the Society of Integrative and Comparative Biology. Also, in 2019, she presented her osteoderm re-

search at the International Congress of Comparative Physiology and Biochemistry, and was named the recipient of a $2,200 grant through the CSU Council on Ocean Affairs, Science & Technology (COAST) program, which promotes research and education to advance the knowledge of marine and coastal resources and the processes that affect them.

There are also separate courts off to the side for any players doing individual workouts. The bubble also has daily mandatory COVID-19 testing. Each player is tested everyday.

The bubble is located at ESPN’s Wide World Of Sports Complex in Orlando, Florida. The bubble is right next to the luxurious Disney World Resort. The bubble goes across 3 hotels that the players are staying in. Your hotel is deter-

Outside is a beautiful view of the surrounding lake. There is also other outdoor activities like cornhole, which we have seen get very intense and well documented on Instagram. Players are also treated to some nice, very healthy foods that are delivered right to their door everyday. Overall, the bubble seems like quite a nice place to stay in. While it is a “business trip” and being away from your family hurts, it seems to occupy players very well. The NBA restarts in the bubble July 31st, with a possible preview of the western conference finals, Lakers vs Clippers. This summer of ball will be a can’t miss for sure. “It was very humbling to be awarded the Professor Richard Fehn Memorial Scholarship, and I am grateful to have my work in organismal physiology recognized,” Handy said.

The scholarship was created to help meet the cost of education for CSUSB biology students who have demonstrated a commitment to biological research and to pay tribute to Fehn and his work. Fehn, who passed away in 2007, was known as a caring and dedicated instructor known for his passion for teaching and his commitment to student research. He mentored at least 87 undergraduate and graduate students and he continued to mentor those graduates as they pursued their research, published their work and moved into fellowship positions in their fields.

Services Secretary Dr. Mark Ghaly acknowledged the state is facing a testing supply shortage. “As more states begin to scale their testing capabilities, new constraints are materializing within the supply chain,” Ghaly said. “Simultaneously, laboratories are becoming overwhelmed with high numbers of specimens, slowing down processing timelines.” He urged laboratories to “prioritize testing turnaround for individuals who are most at risk of spreading the virus to others.” Those with existing appointments should check their email to learn if their appointment has been cancelled. “Our hope is that we can obtain the necessary supplies very soon so that we can maintain our testing capacity,” Porter said. “Without a sufficient supply of tests, this will bring challenges in identifying cases and treating those who are diagnosed positive for COVID-19. Tests are necessary to identify and isolate positive cases quickly so that we can keep the virus from spreading throughout our county.” The County will share news and updates immediately when we confirm testing supplies are adequate to meet demand. trocinada por Protecting Immigrant Families (Protegiendo Familias Inmigrantes), una campaña nacional para proteger y defender el acceso a la atención médica, los programas de nutrición, los servicios públicos y la ayuda económica para los inmigrantes y sus familias a nivel local, estatal y federal.
