Evaluation of the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women) Report of the Office of Internal Oversight Services

Summary The General Assembly, in its resolution 64/289, established the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women), to be operational by 1 January 2011. Its mandate includes normative, operational and coordination work in support of the achievement of gender equality and the empowerment of women. OIOS examined the relevance and effectiveness of UN-Women in achieving its mandate through normative support work and its link with operational activities. It used a mix of quantitative and qualitative methods, including content analysis, interviews, surveys, field missions, meta-analysis of secondary data, and direct observation. Despite resource levels being below what was envisioned, UN -Women has increased the visibility of, and attention to, gender equality and the empowerment of women. UN-Women has increased the opportunities for related issues to be integrated into member State deliberations and related normative outcomes, as well as in the work of the United Nations system. At the regional and country levels, the Entity’s normative support work has contributed to elevating those issues in United Nations country programming and activities and strengthened dialogue with government and development partners.
