CHAPTER BRIEFING NO. 5 Onus Now on Employers to Respond Wage Claim Tabled Dear Colleagues The onus is now squarely on the employing authorities to respond to the employee log of claims. Employee representatives completed the task of tabling all the elaborated clauses, including a wages claim, at SBU meetings held this week. Employer representatives have again declined to confirm when they will provide the employer response to the employee log of claims. Employer representatives have also again confirmed that they will table a set of claims on employees; and have again declined to advise when they will table the employer claim. Employee Log of Claims Fully Tabled Employee representatives have now completed the task of tabling all the elaborated clauses arising from the endorsed employee log of claims. The log of claims is readily available at our website: www.qieu.asn.au Employee Wage Position Tabled Employee representatives gave consideration to an appropriate wage claim given the current wider wage context including claims and outcomes in the government and non-government education sectors. The Queensland public sector position remains unclear but notably the government position in the public sector has been 2½% p.a. plus ½% real productivity increase being available. Taking the wider context into consideration, employee representatives tabled a wage position in the following terms: For Teachers: 4% increase from 1 July 2012 4% increase from 1 July 2013 4% increase from 1 July 2014 For School Officers and Services Staff 4% increase (or $35 p.w. whichever is the greater) from 1 May 2012 4% increase (or $35 p.w. whichever is the greater) from 1 May 2013 4% increase (or $35 p.w. whichever is the greater) from 1 May 2014


The claim is for all increases to compound across the life of the agreement and increases to apply to all allowances. Onus now on Employers to Respond The onus is now clearly on employers to respond to the tabled elaborated clauses in the employee log of claims. The employing authorities must also now table any claim on employees to enable employees to consider a response. Employer representatives have made much of the number of items in the employee log of claims. The simple reality is that the vast number of these items are straightforward proposed word changes to existing clauses. Many are cost neutral. There is no good reason for the employer representatives to make a comprehensive response to the log of claims. Employee Wage Claim It is appropriate that employees give consideration to the wage claim. The wage claim is consistent with outcomes already achieved for 2012 in the non-government sector and is mindful of the current offer in the public sector. Chapter consideration is requested. Chapter Meetings Requested Chapters are requested to convene a meeting to consider the attached resolutions. The SBUs will reconvene on 17 April (Religious Institute Schools) and 18 April (Diocesan Authorities). Thank you for your continued support in these crucial negotiations. Kind Regards
