Key elements of a knowledge and skills criteria based pay structure To be effective in recognising accomplished teachers and thus ensuring the collegial nature of our schools and the quality of education provided, a knowledge and skills criteria based pay structure must recognise the professional nature of teaching in a complex setting and must be: •
integrated into a democratically managed program of whole of school development;
•
supported by a commitment to resources including a fully funded professional development program;
•
considerate of the many phases of a teacher’s career;
•
developed in consultation with teachers, their unions and employing authorities;
•
available to all teachers (who meet mutually agreed professional standards) through a transparent and equitable process; and
•
based on clear, realistic and achievable standards and evaluation criteria.
