CHAPTER BRIEFING No. 8 LUTHERAN SECTOR COLLECTIVE BARGAINING Dear Colleagues Employer representatives have now advised an updated negotiating position for a replacement collective agreement. This follows literally months during which advice was sought from employer representatives regarding their intentions in the continuing negotiation of a replacement agreement. Your SBU representatives will now review the employer redrafted position which has been received and consult with you as appropriate. A quest for expeditiousness follows inaction Employer representatives have taken nearly four months to provide their redraft. Clearly they needed time to consider their position. However, now employers are proposing that your SBU representatives have barely two weeks to consult with you before a further SBU meeting and then hasten to a ballot with you only having 'reading time' between the two dates. This timetable is unacceptable and clearly runs the risk of employees not being properly consulted especially when one major section on boarding is only being started on by employers this week. An SBU is appropriate to be held but the decision on a timetable from there is the business of the SBU and not the employers who now seem embarrassed about their delay. Interim wage payment appropriate The negotiation process should not be now rushed because the employers have delayed the process. However, employees deserve to have access to a long overdue pay rise. Accordingly, a position will be put at the SBU that an interim wage increase is paid. An SBU meeting is proposed in the week beginning 26 March 2012. Chapter action Chapters are requested to meet to consider this report on the negotiations and consider the attached resolution. Thank you for your on-going support in this matter. Kind regards

RESOLUTION

The Chapter at _____________________________________________ [insert name of school] expresses its concern with the employers’ delaying of negotiations and is further concerned that employers now seem intent on rushing the finalisation of an agreement with little regard for the need for employees to consult on the employer revised position.

The Chapter notes with alarm that a schedule of ballot is being proposed by employers when a major section (boarding) will only commence initial drafting this week (13 March).

The Chapter affirms the right of employees to be properly consulted and calls on the forthcoming SBU meeting to establish a proper schedule which enables consultation.

The Chapter further calls on employers to confirm an interim wage increase to all employees in consideration of the employer delaying the negotiations.
