LUTHERAN ENTERPRISE BARGAINING 2011

CHAPTER BRIEFING No. 3

Negotiations Win 4% Wage Increase Chapter Advice Sought Dear Colleagues Negotiations with Lutheran employers for a replacement collective agreement have resulted in a proposal for a 4% general wage increase (or $34pw whichever is the greater) on the basis of a one year agreement extending existing conditions in the current agreement. Negotiation of the balance of the employee log of claim would recommence in Term 3 2012. Chapters are requested to convene meetings to consider the negotiated outcome. On the basis of this advice a ballot will be determined to enable employees to formally consider the proposed amendment to the existing agreement. Employer Position Challenged The employer position in the negotiations at the outset was for a 2.5% increase with a further 1% available linked to productivity offsets. In rejecting this, our union’s employee representatives argued the quantum of change currently expected of staff in schools meant any offer less than 4% would be rejected by employees. 12 Month Extension of Current Agreement On the basis that employees agree to a one year agreement extending existing provisions, employers have agreed to a 4% general wage increase or $34 pw (whichever is the greater) from 1 June 2012. Employer representatives indicated that, for their part, the one year agreement would allow schools to assess their funding situation in light of the outcomes of the Gonski Review into federal funding. Boarding School Schedule to be Implemented The Boarding Schools Working Party has completed work on the Schedule – Queensland Lutheran Boarding Schools. The parties at the SBU agreed that the wage increases contained in that Schedule would be implemented as part of the twelve month extension to the Enterprise Agreement.

SBU to Reconvene in Term 3 2012 to consider Employee/Employer Logs of Claim The parties agreed that the SBU would reconvene in Term 3 2012 to consider all matters contained in the respective Logs of Claim with the aim of reaching agreement on a further collective agreement from April 2013. Key features of the Negotiated Outcome Key features of the negotiated outcome are as follows: A 4% wage increase or $34 (whichever is the greater) to apply to wages, salaries and agreed allowances from 1 June 2012; An increase to wages contained in the LEQ Boarding Schools Schedule of 4% from 1 June 2012 has been confirmed; Agreement that the extension to the current Agreement will expire on 30 April 2013; and The next wage increase after this extension to the current Agreement would be due on 1 May 2013. Next Steps Chapters are requested to meet to consider the outcomes of the negotiations and consider the motion contained in the faxback sheet (attached) and respond no later than Friday, 9 March 2012. On the basis of Chapter advice, employers will be advised of the views of members and, if favourable, a formal ballot conducted. Concluding Comment A 4% general wage increase is a welcome outcome for employees as an interim wage outcome. While the negotiation of the balance of the employee log of claim will be delayed under these arrangements, the SBU will reconvene in Term 3 2012. Members are to be commended for their support of your representatives in the negotiations with employer representatives. We look forward to your continued support in subsequent negotiations. Kind regards
