WELCOME TO
This time of year is often a time of reflection; our turbulent history of the two world wars is marked so generously by the people of Keynsham each year on Remembrance Sunday, the sad loss of our wonderful Keynsham in Bloom Chair, Denise James, who sadly passed away in October, will be in our thoughts and we’ll remember other meaningful events that have happened to us throughout the year. Looking forward, our Winter Festival returns on Friday 29th November; as usual we’ll be switching on the Christmas Lights and the event will play host to a wide variety of festive entertainment, stalls and activities at various venues throughout the Town. We are so grateful to the contributions from the community which help make the festival one of the highlights of the Keynsham calendar, ushering in the festive season in the town.

hose of us who are gardeners will have noticed that as the seasons change, it is in our gardens that the greatest changes occur. Plants prepare for the colder weather in a variety of ways. Some, perhaps like us, refuse to admit that change is coming, some roses continue to flower well into December, but sadly, we can’t stop the colder weather and shorter days.

Youth Service Update
K
eynsham Town Council Youth Service offers activities for all young people across Keynsham that are fun, provide opportunities to learn new skills and meet new people. We run youth club nights, detached sessions at Community at 67 and outreach in the town centre. We recently relaunched sessions with a change in age ranges to encourage more young people to get involved. Our programme is as follows; Open sessions Tuesday 7pm – 9:30pm, Timeout Youth Centre, Bath Hill School years 6, 7 and 8 (ages 10-13) Cost: 50p Thursday 7pm – 9:30pm, Timeout Youth Centre, Bath Hill School years 9, 10, 11 and Sixth Form (ages 13 – 19) Cost: 50p
Cook and Chill Friday 4pm – 6:30pm, Community at 67, Queens Road School years 5, 6 and 7 (ages 8 – 11) Cost: 50p Open Music Studio & Youth Café 2nd Saturday of every month 12 noon -2:30pm TimeOut Youth Centre, Bath Hill Ages 10+ Cost: 50p What have we been doing? Over the October half term the youth service hosted a spooky Halloween film night at
Community at 67 and then an ‘eye-scream’ milkshake evening at Shake Express. There were also lots of spooky activities going on in the TimeOut Youth Centre with pumpkin carving and pinata making. What’s next? For the Keynsham Winter Festival, the youth service has organised a mobile climbing wall from Vertical Xtreme. The wall will be open to all young people aged 8 – 19 and we will be asking for donations that will help fund youth service events and activities in the future. There will be an abundance of activities this winter with Christmas quizzes, cooking and crafts; why not come down and have a go? On the streets The outreach team are out on the streets on Friday evenings. With the darker nights and colder weather, youth workers will predominantly be visiting Memorial and Kelston Parks, where they will be offering young people hot drinks. Did you know? Keynsham High Street public realm improvements K
eynsham Town Centre is set to benefit from significant new investment over the next four years which will go a long way to keeping its position as a successful and independent economic centre and the focus of Keynsham’s public life.
which will focus on transforming the High Street between Charlton Road and Bath Hill. The money was secured from the West of England Local Enterprise Partnership (LEP) through the Local Growth Fund (LGF), administered by the West of England Combined Authority (WECA).
Improvements to the Town Centre public realm were highlighted as a key priority by local people in the consultations that informed the Keynsham Town Plan, Keynsham’s Transport Strategy and B&NES Placemaking Plan.
The improvements package includes footpath decluttering, widening and resurfacing, better signage, cycling and bus stop facilities, new street furniture, street lights and landscape and trees. You can find out more about the scheme by visiting B&NES Council’s website: www.bathnes. gov.uk/keynsham
In 2018 the Town Council, NDP Working Group Members, local businesses and the community helped B&NES shape town centre improvement priorities and proposals to help the High Street successfully meet the challenges high streets are now facing. In June, Bath & North East Somerset Council successfully secured £1.5 million towards the cost of implementing the first phase of the package
With funding committed, Bath & North East Somerset Council has started work towards implementing the phase 1 High Street improvement package. You may have noticed on-site surveys that were being carried out on the High Street in October and detailed design and specifications work is underway.

B&NES will be working with the Town Council to keep the community and local businesses informed of progress. It will bring forward an exhibition of the whole scheme after Christmas so that stakeholders and the community can see the scheme and provide feedback on the finer details of the design. Subject to final refinements the work on Keynsham’s Public Realm Improvements is expected to begin in Summer 2020 and be completed by Spring 2021. PHASE 2 As reported in the last newsletter, the Town Council had partnered with B&NES to support an Expression of Interest (EOI) to Historic England’s High Streets Heritage Action Zone (HAZ) programme. The EOI applied for funding to support phase 2 of the High Street’s public
realm improvement scheme. The Town Council, along with B&NES also committed funding. In September Historic England announced that the EOI was successful and the scheme will progress to the Delivery Plan stage. Phase 2 proposes further public realm works, improvements to shop fronts and development of a cultural programme supporting the amination of the High Street. The Delivery Plan will be presented to the Town Council at its meeting in The Space on Tuesday 19th November, prior to being submitted by B&NES in December to be approved by Historic England and Ministry of Housing, Communities and Local Government. Once approved further details of the scheme will be announced in Spring 2020.

Our New KeynshamNow Officers K
eynsham Now is the only Youth Town Council in the region. We marked the start of our sixth year with elections that will choose our new officers. Before we discuss the results, we must pay tribute to two members who have left us to go to University. First, Dani Phillips, our chair for three years has gone to Cardiff University. We owe a lot to her for her dedication and ambition for KeynshamNow. She was the Rotary Young Citizen of the Year in 2018 and has played a major part in our development. The second is Adam Harris who is now at Loughborough University. Adam was Wellsway’s Deputy Head Boy last year and an excellent KeynshamNow secretary. I will always remember his work at various school assemblies. Now to our new officers. Our chair is Chris Smith, the first male chair for five years. He has started with a bang, designing flyers that can be seen all over the town and beyond advertising our work. Vice Chair and Charities Ambassador is Delilah Hutton, she went to Broadlands, now lives in Bedminster but returns for our monthly meetings and is still very active for Keynsham. Secretary is Jasmin Miller, she has been a member of the National Youth Parliament and a regular member for about three years. Our other officers are: Assistant Secretary - Kaycee Waters, a valuable member of around three years; Media - Jake Smith, a brand-new younger member and Assistant Media - Elwenn Bleakley, who has been with us for around a year. Our next major fund raiser for CLIC Sargant (Cancer & Leukaemia in Childhood) is our Cycling Santa event where members are going to cycle, walk or run along the cycle track from Saltford to Bristol, then Bath and back to Saltford; it’s a sponsored event and open to anybody who wants to join us.
KeynshamNow is open to all young people with Keynsham connections, between the ages of 12 and 20. We meet monthly in The Space, at 5.30pm, our next few meetings are on November 6th, December 4th and January 8th. More details can be obtained from Andy Wait, lead mentor, waithere91@gmail.com.

A tribute to Denise James – Chair of in Bloom
I
t is with much sadness that the Keynsham In Bloom Community Group received the devasting news that the Chair of their Community Group, Dee James had passed away after a very short illness. I am sure all the members and very many other members of the community of Keynsham will endorse what I have to say in commemoration of Dee. There is a saying ‘The best things in life come in threes. The most important three being Friends, Dreams, and Memories. FRIENDS - Dee was such a very good friend to so many people in our town, offering support and encouragement to numerous community groups and her loss will be felt by all. DREAMS – Dee had so many dreams and plans for improving our town, not only horticulturally through In Bloom but with environmental, heritage and community projects. Working with groups including the knitting and craft group that was formed, to produce last year’s poppy cascade. One of her biggest dreams for 2019 was to retain and achieve Gold for Keynsham in the South West In Bloom Competition. On October 11th, just a week after Dee sadly passed away, Clare and I went to Newquay and collected the Town’s

GOLD award. This was a fantastic reward not only for the In Bloom group but for all those special community groups, businesses and individuals that supported the entry. As we collected the award, Clare and I made sure that the award was dedicated to Dee, she would have been so proud. MEMORIES – So many of us, have so many happy memories of times spent and shared with Dee, including gardening at our local station, litter picking around the town, running scarecrow trail competitions, knitting flowers or bugs, ensuring the towns planters and hanging baskets were always looking beautiful. As a tribute to Dee, the In Bloom Group recently presented a special award, a rose named ‘Remember Me’, in her memory. The award will be presented annually, and it is hoped that in future years the town will be covered in many of these beautiful fragranced plants to remember her by. To Dee’s family, may all the sweet memories of Denise bring you solace during this sad time and that all the happy times that you were able to share with her before she passed away bring you comfort. Keynsham In Bloom latest News As the long summer months fade and the Autumn leaves begin to fall, we look back and reflect on what a super year it has been for Keynsham In Bloom. The annual competition had even more entries than previous years from local gardeners, community groups, young people, schools, businesses, places of worship and allotment holders. It culminated in a lovely award ceremony on the 17th October.

Keynsham In Bloom future activities Keynsham In Bloom Community Group are staying strong and will be carrying on with all our activities in memory of Dee. So, look out for our stall at the Keynsham Baptist Church on 9th November 2019. In order to have a permanent memorial for Dee in the town Keynsham in Bloom will be fundraising to purchase a three-tier cascading planter, that we hope to locate in the centre of town, together with a Dee James Memorial Cup. Funds will be raised through our open Gardens Project that is proposed for 27th & 28th June 2020. The Town Council would like to extend its own tribute to Denise for her abounding energy and enthusiasm as well as her abiding commitment to deliver so many positive contributions for the Keynsham community, touching the lives of young and old alike. Who can forget the trials and tribulations of Scarecrow Sponge Bob or the dramatic impact of the poppy cascade that also started the new knitting group. At its last meeting the Town Council agreed to purchase a Memorial Bench to be chosen by Dee’s family which, subject to B&NES permission, will be sited in Memorial Park. The Council extends its deepest condolences to Dee’s family and hopes that the proposed Bench will provide a special place for everyone in Keynsham to remember a wonderful lady and her dedication and passion for improving our town.

Radio launch facing possible delay T
he launch of KTCRfm, Keynsham’s 24/7 community radio station, is facing a delay due to a problem establishing its channel frequency. The station was due to launch its 24-hour programming on the 3rd November 2019, but Ofcom have yet to verify the proposed frequency which has had a knock-on effect on equipment installation that must be put in place for KTCRfm to transmit. Radio Manager, Ric Davison explained: “Until the frequency is verified, we cannot order the transmission antenna which is actually constructed to the frequency. Once we order it and it is delivered, we will still have to erect it at Burnett and then connect everything up. This is almost certainly now not possible by November 3rd”. The station, which currently produces the weekly Keynsham Hour for Somer Valley FM, completed a successful move into new premises over the summer. The move was made to accommodate the need for extra space to house an extra studio and administrative space to operate 24-7 broadcasting. Whilst admitting the delay was a frustration, Ric said it would give radio volunteers and contributors, many of whom are new to broadcasting, some extra time to hone their skills and prepare their shows and remained confident that the station would be transmitting before the end of 2019: “Once the transmission lines are installed we can begin test broadcasting but cannot properly broadcast until Ofcom have attended to “commission” our whole broadcast system; this may cause a further delay. Once that is done, we can broadcast fully, but will probably continue test broadcasting while we plan an official and civic launch date. We very much hope
and still expect that this will be before Christmas”. Meanwhile expectation is high and KTCRfm is grateful for the support of the community and local business - to an extent which means there will be local advertising on the first day of broadcasting, a good range of programmes, and well-appointed premises from which a new epoch in the history of our local area will be orchestrated. Keynsham Town Council’s New Environment & Sustainability Working Party
P
arish and Town Councils may not be as powerful as local authorities such as B&NES, but they can “do their bit” in addressing the climate and nature emergency and be a force for change. Keynsham has already shown the way to the world, when around 30 members of the group ‘Keynsham Plastic Re-Action’ decided to carry out one of the first ever plastic attacks at the local Tesco store and leave all the plastic packaging behind. Keynsham is now attributed as being the birthplace of plastic attacks which have become a
global phenomenon. In response to this, the Town Council worked with Keynsham Plastic Reaction to formulate and adopt a Single Use Plastics policy in 2018 and subsequently declared a Climate Emergency in May 2019. The Town Council’s new Environment and Sustainability Working Party will be holding its inaugural meeting on Wednesday 6th November at 7.30pm in the Key Centre. Town Councillors , Representatives from B&NES

and leading community groups such as the Keynsham Plastic Re-Action, Transition Keynsham, Keynsham in Bloom and Keynsham Wombles will meet to commence the important task of identifying the best ways in which the Town Council can positively contribute to addressing the challenges facing Keynsham to reduce carbon emissions and single use plastics.
The Working Party has been given a wide brief to make recommendations to the Town Council as follows: To make recommendations to the Town Council on an Action Plan to implement its Single Use Plastic Policy and monitor progress towards implementation and delivery of the 12 commitments. To formulate a climate change policy and action plan for adoption by Town Council, to include a proposed date for reaching net zero, and monitor progress towards implementation and delivery. To consider how the Town Council can best achieve its corporate objectives, priorities and actions to minimise or eliminate carbon emissions, single use plastics and the adverse impacts of climate change.
bringing together and working with key strategic partners and expert voices (especially via formal strategic partnership arrangements) 4. Influencing and interpreting county, regional and national policy for the benefit of Keynsham and B&NES 5. To make recommendations to Town Council on a sustainable procurement policy to address the climate change and single use plastics Agendas 6. To produce a list of preferred suppliers/ products and a timescale for the Town Council to eliminate use of single use plastics from its operations 7. Parks and Green Spaces Update
T
he Town Council and B&NES are now working together to formulate a joint strategy for the future development and maintenance of all Keynsham’s present and future green spaces. KELSTON Park Improvements B&NES are commencing with Phase 1 of the improvement works to Kelston Park. This will include: • New seats and signs • Tree planting – there is a Community Tree Planting Day Saturday 23rd November at 11am • A new all-weather ball games and seating area • Path and safety improvements • New junior football goals
• Measures to prevent cars accessing the park (subject to permission from adjoining landowners)

Enovert Community Trust have awarded a grant of £25,000 to cover some of the costs for Phase 2 works which will focus on improving play facilities. The Town Council has contributed £15,000 towards the cost of providing new play equipment and B&NES will be funding the remainder through s106/CIL monies. The existing bow top fencing will be retained but all of the current play equipment and safety surface will be removed. The play design is still in progress but will include a range of modern play equipment focused on active play for all ages and abilities, along with picnic facilities. The new play equipment will reflect the results of the park consultation survey and Keynsham Town Council’s children’s survey. It is expected that all works will be completed by summer 2020. Chalfield Close Play Area Following a comprehensive review of all of its play spaces, B&NES has found that there is some duplication in the provision of formal play areas re: age demographic and close proximity to other play spaces. Owing to the proximity of Manor Road, the B&NES-owned Chalfield Close play area in Keynsham has been earmarked for possible removal of the existing play equipment and relandscaping the area with wildflowers or trees, or creating a natural play, increased diversity and/ or social space. Concerned residents attended a consultation event on 10th September at the play area and subsequently spoke convincingly at the Town Council meeting on 17th September about the need to retain the play area, even if that meant the Town Council adopting it from B&NES. The Town Council is awaiting the outcome of the B&NES consultation before deciding what steps to take. Last call to have your say on Keynsham play areas and green spaces As part of the Neighbourhood Development Plan, Keynsham Town Council is collecting the views of residents on the green spaces and recreational areas within the Town. Keynsham’s children have already completed their own survey on play areas and to date we have had more responses from the

children than we have had from the adults! Surveys were distributed to every household with the last edition of the Keynsham News and responses will go towards forming planning policies that will influence the development of Keynsham’s recreational spaces for years to come. However, the Keynsham-wide survey is also performing several other functions so it is vitally important that you let the Town Council know your views. a) It will be used to inform the discussions that the Town Council is now having with B&NES on developing a joint strategy for the future development and management of all Keynsham’s green spaces. b) It will be used to inform the Council’s decision on whether it should be adopting any green spaces in perpetuity as community assets (e.g. Manor Road Playing Fields , Fox & Hounds Nature Reserve). c) It will be used to inform the Town Council of how residents would like to see Manor Road developed for further activities. As all residents pay their council tax towards the Town Council’s maintenance of Manor Rd, it is only right that they should all be given the opportunity to have their say. Keynsham Business Forum 2
019 has been a good year for Keynsham Business Forum with members increasing to just over 300. Membership includes large and small businesses, retailers, contractors, sole traders and home workers. Our calendar for 2019 meetings which always include a relevant topical presentation or workshop plus an opportunity for networking, began in February with a very interesting presentation by Rachel Sweet, of Cool Ventures, who ran a workshop on how to ‘Win New Customers’. Following the presentation by Cool Ventures, we then booked their services to run two workshops in April on ‘Setting up and getting the most from your Linked In account’. The training and advice provided at these workshops was very much appreciated by the attendees. We would like to express a big thank you to the companies and traders that answered our call out for local businesses to attend the Wellsway Academy Careers Fair in May 2019. We understand from the school that this was a very successful event. Unfortunately, our next planned Business Forum meeting in July on ‘VAT changes – what you need to know’ was postponed due the number of attendees being low which we assume was due to the busy summer period and hitting the holiday season. Future presentations in respect of VAT, Accounting and Tax issues will be arranged for 2020. For our latest Business Forum event, we were joined by Business West’s Sarah Hildersley, an experienced international trade advisor and market specialist. Sarah presented as part of UK Government’s ‘Ready for Brexit’ campaign and covered the key ways in which businesses in Keynsham will need to prepare for Brexit. At this meeting, Councillor Hal MacFie (member of the Keynsham Neighbourhood Development
Business Group) in his capacity as owner of Frenchay Forestry, shared what his business is doing in preparation for the UK’s exit from the European Union. This was followed by a Q&A in which members shared their own experiences of preparing for Brexit. As part of this meeting, we discussed how Keynsham businesses can have a positive impact on the local environment, and how you can join Keynsham Independent Traders. In December, for the last meeting of 2019, Councillor Clive Fricker (Chair of the Business Forum) would like to invite members to the Chocolate Quarter for a short presentation followed by a social networking opportunity (date and time will be confirmed in an invitation email that will be sent out in November). The final preparations are in place for the publication of the first Keynsham Business Directory which will be delivered to every household in Keynsham. All Business Forum members will be given a FREE entry in this directory. OFFICE STILL CLOSED
A
s you are all probably aware by now, due to the renovation work happening in the Riverside Buildings, the Keynsham Town Council office has been temporarily closed since the beginning of April. Although we had hoped to have moved back by now, work is still ongoing to externally clad the building. Once this has finished the Council will have access to the offices once again to start its own reinstatement work. The Council will continue to work out of the Keynsham Civic Centre Offices in Market Walk until the Office reopens, which is now looking to be either just before or just after Christmas. If you wish to contact the Town Council, you can do so by visiting the One Stop Shop on the ground floor of the library and asking to speak

WINTER FESTIVAL PREVIEW Festival will be on Friday O ur29thWinter November this year. It is a key date in the town’s calendar and one of Keynsham’s most loved events. The theme for 2019 is a ‘Greatest Showman’ circus, with lots of new and exciting activities planned and circus displays throughout the evening. As usual our local theatre groups, bands and choirs will be enhancing the atmosphere, with performances in The Space, Library, Baptist Church, Methodist Church, St John’s Church and our main stage which will be situated in Charlton Road.
The evening will start with the Christmas Light Switch on and procession, and this year we’re hoping to have more stalls than ever before including delicious food and drink, some great Christmas shopping opportunities and stalls that fundraise for the community groups that play such a big part in making Keynsham such a special place. It promises to be a fantastic way to bring in the festive season in 2019.

Festival Highlights Carols & Christmas Tree Switch On 5.50pm St Johns Church St John’s Church Choir will sing a carol, as the recipients of the Keynsham Good Citizen Award, Erica Davies (Chief Womble) & Richard Dyson (Chair of the Keynsham History Society), turn on the Christmas Tree lights outside the Church. Following the switch on the church bells will ring.
Christmas Lights & Procession 6.15pm from Temple Street The winner of the festival colouring competition will be switching on the Town’s Christmas lights. Together with Santa Claus, they will lead the procession along the High Street to the main stage in Charlton Road with the lights illuminating as they go. Listen out for the Town Crier and look out for Chuffy the Train, Circus Performers, Lantern Children, Dancers, Gymnasts and Stilt Walkers who will all be taking part.
Christmas Shopping From 6.00pm The Festival sees Keynsham High Street and the Fear Hall completely taken over by market stalls. There are artisan arts and crafts, charity stalls and fun games; it’s the perfect place to do a bit of Christmas Shopping.
The Library & Space From 6.00pm ‘Roll up’, ‘Roll up’ and enjoy our brilliant Punch and Judy in Keynsham Library. Upstairs in The Space you’ll be able to catch some fantastic performances from local dance groups, Performers Dance & Musical School, Keyford Dancers and Wellsway Academy Performers.
The Main Stage From 7.00pm The Keynsham Light Opera Group and Phoenix Youth Theatre will be leading the main stage
entertainment with songs and dancing from ‘The Greatest Showman’. Some of the younger members will be treating us to some Christmas classics and the groups will also be leading some carols to get everybody into the festive spirit plus compere Johnny G will be treating us to some first-class balloon modelling.
Christmas Food & Drink From 6.00pm There will be lots of delicious food and drink on offer including boar and venison baps, cakes, donuts, hotdogs, burgers, mulled cider, cheese, chestnuts, crepes, chocolate, coffee, Thai Food, fudge, pork scratchings, festive naan wraps, paella, sweets, mulled wine, mulled wine and even more mulled wine!
Climbing Wall & Funfair From 6.00pm The funfair will be back on Market Walk this year with lots of family friendly rides and games including the Ferris Wheel and Helter-Skelter. Plus, new in 2019, the Keynsham Town Council Youth Service has organised a mobile climbing wall. The wall will be open to all young people aged 8 – 19 and with proceeds going to help fund youth service events and activities in the future.
Have a stall at the festival The Keynsham Winter Festival is a great opportunity for traders and community groups to sell their wares, festive treats or simply connect with the Keynsham community. Stalls are available for as little as £5 and the event can attract as many as 10,000 people from Keynsham and beyond. We still have a few spaces in the Fear Hall or outside on the High Street. Children’s Lantern Workshops On Saturday 23rd November we are running two workshops for children to make lanterns that they can carry in the Christmas Light Switch-on procession at the 2019 Keynsham Winter Festival.
The sessions will be run by professional artist, Chrissie Weltike, who has lots of experience of craft making with children, including her extremely popular workshops at the Holbourne Museum in Bath.
What’s included A Two-hour workshop, all materials and children can take their Circus Themed Balloon Lantern to keep (lanterns will be stored by the Town Council until the Festival, and children will be allowed to take theirs away at the end of the procession).

have always believed, since it started in 1991, that the Town Council should be the voice of the town. Before it began, all Keynsham had was Wansdyke District Council, which was based in Midsomer Norton, and Avon County Council, based in Bristol. Over the years, the Town Council’s engagement with the residents of Keynsham has not always been as strong as I would like. Since I became Chair of the Council in May 2019, I have encouraged groups to come and bring their concerns and issues to us. Recently, we have had representatives from Tintagel Close who report that there have been several positive changes to their lives since they first came to us for help in
Finally, a new community group started in 2018 called FAHLAG, the Fox and Hounds Lane Action Group. These residents want to create a nature conservation area in the small wooded plot between Fox and Hounds Lane, Bath Hill and Avon Road. This land has many challenges but the Town Council has been working with this group over the last eighteen months to ensure that it remains in public ownership as a community asset. COMMUNITY BUS SERVICE?
A
t its September meeting, the Town Council reviewed the list of current and future projects and decided to add a Community Shuttle Bus to the list. The idea is not a new one – older residents may remember the Keynsham Merry Go Round that was operated between 1986 and 1994 by Norman’s Coaches with the following routes: C (Courtenay Rd, Chandag Estate) L (Longmeadow Rd, Park Est) M (Monmouth Rd, Park Est) B to Bitton in 1989 S to Saltford in 1989. The Neighbourhood Development Plan Residents consultation conducted in 2017 identified that the 4 main concerns to Keynsham residents were

traffic congestion, protection of Keynsham’s green spaces and, in joint third, improvements to both public transport in Keynsham and the High Street itself. The NDP topic groups have further identified numerous issues/concerns in respect of the large-scale development of the town including poor air quality, lack of footfall in the High Street, poor/reducing bus provision and current parking provision. There is a recognised need to both regenerate the High Street to make it more attractive to shoppers and to encourage residents and commuters out of their cars and onto public transport. The delay in the electrification of the rail service through Keynsham and the arrival of 3 large employers at the Chocolate Quarter

from Bath and Bristol, with the associated increase in commuters to Keynsham, is creating further parking issues for residents, especially in Somerdale. One of the remaining pieces of work necessary for the completion of the Neighbourhood Development Plan is a research project into how people travel in and around Keynsham and what would encourage them to use public transport, bicycle or foot rather than a car to make specific journeys. This will inform the section of the plan which includes identified projects that could be implemented with CIL receipts (Infrastructure Development Plan) to be incorporated within the document. A community transport option of a circular minibus service around Keynsham connecting with the major transport hubs to Bath and Bristol is being increasingly mentioned as a possible means to mitigate the above issues and the feasibility of this is being explored as part of this “Connecting Keynsham� research project to be incorporated into the NDP. Specifically, the research provides the opportunity to evidence whether there is a real and concrete demand for such a service, what the parameters of the services would need

to be (e.g. cost, route, frequency) and from the results, assess whether a sustainable business model would be forthcoming. Depending upon the results, the report can be used as evidentiary leverage with stakeholders, funders and transport operators (and specifically the West of England Combined Authority who have responsibility for transport across the West of England as indicated in their Joint Transport Plan and to which the Council issued a consultation response last municipal year). Although the prospect of a circular bus service is still only an idea at present, the Town Council felt it was a project worth adding to the list of Town Council activities and that the NDP research into feasibility is to be afforded priority to enable the Town Council to make an informed decision in the future on whether to devote further time/ resources in future budgets to develop the idea once the results of the research are known. Will Lawton to play in THE SPACE
A
cclaimed West Country singer-songwriter and pianist Will Lawton and his band will be playing in The Space on Friday 22nd November. Will has previously performed at the Keynsham Music Festival, as both a solo artist and pianist in the band, The Home Fires. His latest album, ‘Fossils of the Mind’, has created a lot of interest and it includes the song ‘Atlantic-O’ which has featured heavily on local radio and become a firm favourite on the ‘Keynsham Radio Hour’. Will’s writing and singing are exemplary and his growing band is rapidly developing. Keynsham Walkers are Welcome’s Children in Need Ramble
F
or the third year running Keynsham Walkers are Welcome took part in the BBC Countryfile Children in Need ramble. The official ramble weekend was the 5th/6th October but due to external circumstances our ramble happened on Sunday 27th October. We completed a seven-mile circular, led by our secretary (and Deputy Town Clerk) Dawn Drury; starting from the Keynsham Park café we headed along the River Chew, then uphill to Burnett. We then walked down into Compton Dando, where we enjoyed a refreshment stop before turning back towards Keynsham. It was great turnout and we collected a fantastic £681.31; another brilliant amount that will all go to the Children in Need appeal. Whilst we sadly won’t be featuring on the special Countryfile Ramble episode this year (our event took place after filming had finished) we’re really happy to have taken part and been able to support such a fantastic cause.

Employee Focus Lisa Edwards Q. When did you join the Council and what did you do before then? I joined KTC on 17th July 2017. I started my working life on a YTS course (Youth Training Scheme) at the sweet and innocent age of 16, earning just £27.50 a week, with Wansdyke Council which then went on to become B&NES Council. I left there to raise my children and became a self-employed cleaner. Once my children had reached teenage years, I decided that it was my time to come back to office work and so here I am!

Q. What do you like most about working at the Council? I enjoy the fact that no two days are the same and I also get to meet and help all different kinds of people. Q. What has been your most enjoyable experience in this job? My most enjoyable experience so far has been working on the Keynsham Winter Festival evening. I really enjoy seeing the community coming together and everyone enjoying themselves. Q. What do you like about Keynsham? I don’t live in Keynsham, but I really enjoy working here. It’s a very friendly town, with plenty always going on. Q. What are your hobbies and interests? In my spare time I enjoy going to music concerts, listening to all types of music, walking, holidays and spending time with my partner and our families.
COMMUNITY TOILET SCHEME
I
n January 2015 B&NES closed the public toilets at Ashton Way, opening a new block in Memorial Park. (There are also toilets in the library which is open 9.30-5pm Mondays to Thursdays and 9.30-4.30pm Fridays and Saturdays). However accessible public toilet provision in Keynsham has increasingly become a matter of concern for residents, so back in 2018, a voluntary scheme was initiated by Andy Wait who managed to get five businesses in the High Street and Temple Street to allow members of the public to use their toilets free of charge.
In order to formalise and support the scheme, the Town Council has introduced a service agreement with individual participants together with a financial contribution of £200 in recognition of their additional costs to maintain the toilets for use by the general public. A new sign is currently being designed for all participants to display and the Town Council welcomes approaches from other businesses who may wish to join the scheme. Full details of participating businesses will be published in the next edition of Keynsham News
