Greetings! Welcome to the first issue of the 2009 The Electrical Engineer Magazine! With the continuous support of the Regional Governors, Chapter officers and members, led by our National President, Engr. Arthur N. Escalante, we are able to attain our goal to bring back the Magazine on its scheduled circulation. For the first issue, we highlighted different activities conducted by different regions and chapter members. To give you some information on what is in store for you: our EE Staff, headed by our Publication Committee chairman, Engr. Nick Balderama, gathered different events that happened in different regions under the Institute. The Issue 1 for 2009 also presented the 10-point agenda of our new President, Engr. Arthur N. Escalante. We also featured the Regional Conference of our Region 1 hosted by the Ilocos Sur-Abra Chapter and other special events accomplished by the different regions and member chapters like holding technical seminars, induction of new officers, and other social projects during the first quarter of the year. We wish to inform further, that we featured also the 2008 Annual Convention and Election of Officers of our foreign chapter, the IIEE—State of Qatar and the first ever, 1st Philippine Engineering Summit hosted by the Institute this year. We continue to encourage the general membership to support the activities of the Institute through their regional and chapter activities. Let us continue to move towards Achieving Excellence Amidst Global Challenges. Let us be united with one vision and mission to surpass 2009 victorious. Thank you.

PRESIDENT’S REPORT ENGR. ARTHUR N. ESCALANTE

With our theme, “Achieving Excellence Amidst Global Challenges”, let us have some review on what we have accomplished for the first quarter of 2009: THE IIEE WEBSITE We are almost done with the reconstruction of our Institute’s new website. This reconstruction was made possible through the continuous effort of the IIEE Secretariat with the help and cooperation of the Regional Governors and Chapter officers. As we continue to update, I am inviting everyone to visit our new website, the www. iiee.org.ph and feel free to give your suggestions or comments for its betterment. You may address your suggestions to the IIEE National Secretariat through iiee@iiee.org.ph or technical@iiee.org.ph. INTERNAL MEETINGS In preparation for the 34 th Annual National Convention (ANC), the 1 st Joint Convention and Exhibit Bureau Meeting was held last January 16, 2009. We already started for an early preparation of the biggest event of the Institute. The appointed Heads of different ADHOC and Standing Committees with its members attended the 2009 Planning Conference last January 17, 2009 at the IIEE National Office. The committees presented their plans for 2009, such as the IAG represented by Engr. Meleusipo Fonollera, who discussed the Renewable Energy, Engr. Rafael Florentino of CFP, Engr. Armando Diaz of the Exhibit Bureau, and Engr. Raymond Marquez of Student Affairs.

Lighting; IIEE Deputation in the monitoring of lighting products with DTI and PPQF; Street lighting in Tagum City, Panabo City; Assistance in the use of EELs in Residential, Commercial, and Industrial through the IIEE Chapters; update on street lighting retrofit in Valenzuela City, Cagayan De Oro City and school building in Malabon City. Also, last January 30, 2009, we signed the Memorandum of Agreement (MoA) between the WORLDBEX International Services and the Institute. To give you some backgrounder, this MoA was first entered during the term of Engr. Leo Cabasag in 2006 and it has a general principle to extend the support and participation of the IIEE to its WORLDBEX EXPOSITION 2009. In relations with the MoA signed last December 29, 2008 between the Copper Development Centre— Southeast Asia (CDC-SEA) and the IIEE, Mr. Steven Sim, Chief Executive Officer (CEO) of CDC-SEA and Mr. Bek Chee Jin, Marketing Manager of CDC-SEA, visited the country last February 3, 2009 for an ocular inspection and a meeting regarding the CDC forum which will be held on April 27-28, 2009 hosted by Institute. We also had a kick-off meeting with CDC-SEA regarding the said Power Quality Forum last February 10 and March 5, 2009. We also held a courtesy visit to the National Grid Corporation of the Philippines, (NGCP) last February 18, with its new President and Chief Executive Officer (CEO), Mr. Walter W. Brown. During the meeting, Mr. Brown offered the great participation of the NGCP in the Institute’s

The 2009 Board of Governors already had its orientation prior to the 1st Regular Board Meeting last January 29, 2009. A number of concerns and inquiries were raised for clarification of each member. INDUSTRY PARTNERSHIP A meeting with the DOE-PELMATP-PMO was held last January 28, 2009. The meeting was attended by Engr. Art Zabala, PELMATP-PMO EEL Specialist, Ms. Raquel Huliganga, PELMATP-PMO Project Director, and Mr. Noel Verdote, PELMATP-PMO Project Manager. Discussed during the meeting were: the MoA regarding the publication of documents completed under the PELMATP such as Energy Conserving Design of Buildings, Roadway Lighting Guidelines and Manual of Practice on Efficient

Last January 29-31, 2009, the Institute successfully hosted the 1ST Philippine Engineering Summit held in the newest private convention center in the country;the SMX Convention Center. This event was a gathering of all engineering disciplines under the Philippine Technological Council, wherein almost 1000 delegates from the different parts of the country participated in the event. Hon. Angelo T. Reyes graced the occasion by his words of advice to all engineering practitioners and student attended the opening ceremony.

Mr. Brown also offered the use of the facilities of NGCP for the activities of the Institute. In the same day, we have a meeting with the GHD together with the Executive Committee and Engr. Raymond Marquez. Another meeting was held last February 24, with Conservation and Air Protection (ECAP). A meeting between the GHD and the IIEE was held last March 4, 2009 at the GHD Building in Paseo de Roxas, Makati City. The meeting discussed about the cooperation of the GHD to the construction of the four-storey IIEE building in the vacant lot besides the old building of the Institute. The Institute forwarded a letter to Board of Electrical Engineering regarding the Resolution No. 30, Series of 2008 of Camarines Sur III Electric Cooperative, dispensing the requirement of having the Registered Electrical Engineer (REE) or Registered Master Electrician (RME) under RA 7920, The New Electrical Engineering Law sign government documents, such as; electrical and wiring permits to indigent applicants and allow Barangay Electrician to sign not more than four (4) outlets. Last March 9, the Board of Electrical Engineering, through its Chairman, Engr. Rodolfo R. Peñalosa sent a letter to Camarines Sur III Electric Cooperative, Inc., as an action to this resolution. He further discussed that the Resolution 30 is in violation with Sec (33) (a,b & c), Art. IV, RA 7920. NATIONAL, ACTIVITIES

Congratulations to the IIEE-Region I as they hold their 12th Regional Conference hosted by the Ilocos Sur—Abra Chapter last February 19-21, 2009 and IIEE-Region IV with their 10th Regional Conference held last March 27-28, 2009 at hotel FonteFino in Batangas City. Also, to the Council of Student Chapters successfully hold their National Student Convention last February 26-28, 2009 at the Mapua Institute of Technology wherein 300 students participated in the said event. As we move on the second quarter, let us continue to achieve excellence amidst global challenges through the camaraderie that binds us all in one vision and one mission of the IIEE. For the month of April, I would like to encourage everyone to enjoin in a visitation of Former Chapter Presidents, Former Regional Governors, Chapter Members of your respective chapter. For the month of May, let us all be united and celebrate Family the month. Let us initiate an interdisciplinary sports activity within our respective area, conduct a technical seminar and invite the neighboring chapters to attend, and participate the 2009 National Mid-Year Conference on May 21-23, 2009 in Davao City. June as Back-to-School Month. let us extend our hands to remote barangays by giving slippers, and school supplies are things pupils needed. A donation of P100 will go a long way already. Also, as we celebrate the independence day, let us donate a Philippine Flag to a barangay school. Let us Join the caravan to Zamboanga City for Region VII Conference on June 26-27, 2009.

Two inductions of officers were held in Region IX— the Davao Chapter held its Induction of Officers and Membership Meeting last February 1 and the Davao Oriental Chapter last February 14, 2009. The Region II Pangasinan Chapter held its induction of officers and a seminar on EE Professional Practice at Ciudad Fernandino, Mc Arthur Hi-Way Urdaneta City. Engr. Emil Marabulas, 2008 Chairman of Professional Practice Committee (PPC) served as the resource speaker of the said seminar. Different concerns on the EE Professional Practice was raised and clarified.

JOURNEY TO UNITY 2009 : A NEW DIMENSION J2U

L aunched last December 13, 2008 during the Region IV Team Building and Mass Induction of 2009 Chapter Officers which was witnessed by then Outgoing National President Hipolito A. Leoncio and the then Incoming National President, Arthur N. Escalante, the “New Dimension J2U” kicked – off last January 17 at University of Perpetual Help System Laguna, Biñan Campus and hosted by Northern Laguna Chapter (NLC). The January J2U started with civic activities benefitting the less fortunate members of our society residing “along the riles” in Barangay Sto. Niño, Biñan, Laguna. Officers from Central Laguna, Southern Laguna, Batangas and Northern Laguna took turns in feeding the recipient children of this second supplemental feeding program of the host chapter. Simultaneously, the busted lights and unsafe electrical wirings of the Sto. Niño Chapel were replaced by Northern Laguna members led by 2009 NLC Secretary Engr. Catherine Sunga as part of the chapter’s “Liwanag ng Buhay” Project. While the Engineers are doing civic actions, the future engineers from the different IIEE Student Chapters in Region IV had their own activities consisting of team building, chapter officers meeting and technical seminars consisting of the following topics; (1) Effective Design by Engr. Emmanuel Lingad, (2) Structured and Engineered Cabling by Engr. Ericson Bedia and, (3) Transformer Distribution of Engr. Villamor Tumbaga. Hon. Edward L. Mendoza, Member of BEE was also present and discussed the Open Access to the students.

Region IV Officers with the children of Brgy. Sto. Niño During the simple opening ceremony held prior to the different activities, Dr. Flocerfida L. Amaya, Dean of College of Engineering cited Northern Laguna Chapter for its continued support to the Electrical Engineering students of UPHSL. In the afternoon session, Engr. John Eduard Bautista, 2007 NLC President, presented the NLC Best Practices and 2009 NLC President Generoso Restubog discussed Event/Program Management to the attending Region IV Officers to support the Leadership Program of Region IV which is one of the objectives of Governor Larry C. Cruz which focused on the preparations for the 10th Region IV Conference on March 27-28 at Batangas City. The Governor also discussed the Manual of Operations for IIEE Chapters to the 2009 officers of the attending chapters namely, Northern Laguna, Central Laguna, Northern Batangas, Batangas, Southern Laguna, Western Batangas, Southern Cavite and Southern Laguna. The whole day activity ended with a simple ceremony highlighted by the launching of the different civic programs of Northern Laguna in cooperation with UPHSL and Rotary Club of Sta. Rosa.

REGION II PANGASINAN CHAPTER CONDUCTS INDUCTION OF OFFICERS AND SEMINAR The Institute of Integrated Electrical Engineers of the Philippines, Inc. (IIEE), Region II- Pangasinan Chapter conducted its two significant events—the Induction of Officers for 2009 and a Seminar on January 24, 2009 at Ciudad Fernandino Hotel, Urdaneta City. Hon. Amadeo R. Perez, Jr., Mayor of the Urdaneta City graced the occasion who served as the guest speaker of the ceremony. The formal oath taking of the 2009 Chapter officers was officiated by the IIEE National President, Engr. Arthur N. Escalante. Engr. Jonathan C. Favi, Incumbent Region II Governor and the Former President of the Pangasinan Chapter gave his President’s Accomplishment Report followed by the Presentation of “Plans and Projects” and direction of the Chapter for 2009 by Engr. Duque, Incumbent President. The afternoon of the said day covered a seminar on EE Professional Practice headed by Engr. Emiliano Marabulas, 2008 Chair of the Professional Practice Committee (PPC). The PPC is one of the standing committees of IIEE. With the creation of this committee, the Institute was able to provide a more focus avenue to address the concerns of the general membership. The PPC also brought the IIEE Guidelines in Handling Complaints that was approved by the Board of Governors on June 10, 2005.

SULTAN KUDARAT CHAPTER HOSTS JOINT INDUCTION OF OFFICERS

IIEE Sultan Kudarat Chapter successfully hosted the First Davao Del Sur, Kidapawan, Sultan Kudarat and Upper Valley (South Cotabato) Chapter Officers and Members Oath taking held last March 21, 2009 at Beldant Hotel, Tacurong City. The charging and oath of office of Chapters Officers was administered by Engr. Arthuir N. Escalante, IIEE National President.

During the technical presentation, Engr. Manuel A. Hamoy, Jr., Former Regional Governor presented the situation of NGCP Grid and forecast of the next ten (10) years. The program was followed by Fellowship Night with Singing and Dancing and presentation of Sultan Kudarat members and their families.

NORTHERN DAVAO AND DAVAO ORIENTAL CHAPTER HOLD INDUCTION OF OFFICERS Two induction ceremonies were held on the month of February under the Region IX—the Northern Davao Chapter and the Davao Oriental Chapter. The Northern Davao Chapter held its induction of officers last February 1, 2009 at the Lakan Pakals, Tagum City. The Induction of New Members Charging and Induction of Officers were administered by the National President, Engr. Arthur N. Escalante. Last February 14, 2009, the Davao Oriental Chapter also held its Induction of Officers at the Golden Sunrise Beach Resort, Mati City. Engr. IIEE-SQC HOLDS ANNUAL CONVENTION AND ELECTION OF OFFICERS The Institute of Integrated Electrical Engineers of the Philippines, Inc. (IIEE)—State of Qatar Chapter successfully held its 3 rd Annual Convention and Election of Officers on December 28, 2008 at Ramada Hotel, Doha, State of Qatar. H.E. Isaias F. Begonia, Philippine Ambassador to the State of Qatar graced the occasion. His Excellency lauded and cited the organization for being a model and consistently in the forefront to uplift the Filipino professionals’ well-being in the State of Qatar, and its active participation to the embassy sponsored Filipino community activities and charities. Also came to support the event were presidents of various Filipino Professional organizations based in Qatar. This year’s convention was sponsored by four (4) prestigious international contractor and product suppliers, the Cavotec Middle East FZE, Techno-Q, Schneider-Electric and Master Engineering Services. The latter is fully owned Filipino Construction and Trading Company with Qatari sponsor. This was made possible through the efforts of different 2008 Board of Directors, Engr. Anthony S. Ko, Former VP-Technical Affairs and Engr. Hermando Domiguez, Former Auditor. The highlight of the events is the election of the Board of Directors for 2009. Part of the event was a technical presentation/ report by Engr. Antonio C. Tarog. He presented the Overview of Electrical Transients Analyzer Program (ETAP). Several questions were raised as a manifestation of the interest of the participants. Antonio Asuncion and Lerma Collera, both members of the IIEE-SQS Chapter, served as the master of ceremonies in the morning of the event followed by the duo of Victoriano Santos and Irene Corpuz in the afternoon.

FIRST REGIONAL CONFERENCE IN 2009 BY THE 1ST REGION The 12 th Region 1 Regional Conference was successfully held on February 19-21, 2009 at the Heritage Resort of Caoayan, Metro Vigan, Ilocos Sur, hosted by the Ilocos Sur-Abra Chapter. The three-day event showcased sport activities, Electricians Forum, Technical Sessions, Product Presentation and a Fellowship Night. The first day of the event was covered by different sports activities that enhanced the physical strength of the members, including a Lawn Tennis Sportfest held in the Vigan Tennis Club and Skills Olympics. An Electricians Forum was held in the afternoon, which talked about the PEC Grounding/ Bonding by Engr. Jaime Mendoza. It was followed by a Product Presentation by the American Wires. THE EXHIBIT One of the highlight of the event was the Exhibit which featured different companies in the market. Engr. Catalino Raña, Region I Governor led the ribbon-cutting ceremony together with the Board of Governors and Region I Chapter Officers. Over 200 viewers and delegates visited the exhibit and witnessed the modern technological products and services in the market

Efficiency Opportunities, Efficient Lighting and BEE/ PRC Updates. Different product presentations were likewise conducted by different featured companies which include Equipment Engineers, Inc., KOTEN, Indentrade Power Systems and JJLP Cable and RPV Electro Technology. The afternoon covered the closing ceremonies of the event. Before the closing message, the National Officers conducted the assessment of the Regional Conference. The rates were on the sealed envelope and to be opened after the last Regional Conference. Engr. Catalino E. Raña extended his warmest appreciation to the people who worked for the success of the event, the participants, the sponsors and other benefactors and the guests through his closing remarks. The conference also included a Chapter officers Meeting, the 2nd Regular Board Meeting and city tour for the national officers and other guests.

The opening ceremonies followed the ribboncutting event. Engr. Efren Nelson Plete, the host Chapter President, gave the welcome address to all the participants. Engr. Dominador Valmonte Jr., 2008 Region I Governor led the introduction of guests and national officers. The Address of the Governor, Engr. Catalino E. Rana, and 2009 Region I Governor followed after the introduction of the guests and national officers. In Engr. Rana’s address, he acknowledged the hard work and perseverance shown by the host chapter’s officers and members while he stresses his belief that in spite of the global economic slow down, the Filipino Engineers are still capable of achieving excellence. Meanwhile Engr. Arthur N. Escalante , IIEE National President gave the inspirational message. On his message, he gave emphasis on his 10-point agenda.

IIEE NORTHERN BATANGAS & BATANGAS CHAPTERS HOST 10TH REGION IV CONFERENCE IIEE Northern Batangas and Batangas Chapters successfully hosted the 10th Region IV Conference held last March 27-28, 2009 at Hotel PonteFino, Gulod Labac, Batangas City.

A series of activities were conducted before the two-day main conference which started with the first Region IV Basketball Tournament last March 14 at Greenwoods Subdivision in Batangas City. Northern Batangas Chapter emerged as the Champion while Southern Cavite Chapter and Central Laguna Chapter got the First Runner-Up and Second Runner – Up places respectively. Western Batangas Chapter was proclaimed with the Best Uniform. Just a day before the conference on March 26, the officers of the two host chapters together with the conference sponsors had a motorcade in the streets of Batangas City which started at 9:00 am. After the successful motorcade, the group proceeded to First Gas Power Corporation located at Brgy. Sta. Rita, Batangas City for a plant tour. A welcome dinner was hosted by Former Region IV Governor Amando A. Plata at his residence on the night of March 26 to acknowledge National Officers and Guests of the two-day event. A formal opening of the 28 - booths exhibit was done prior to the formal opening of the conference on March 27 with Ms. Luzviminda Amparo, Secretary of the Office of the City Mayor Hon. Eduardo B. Dimacuha and 2009 National President Arthur Escalante as guests of honor. Electrical Engineering students of Dela Salle – Lipa City provided the entertainment while the Region IV Chapter Presidents participated in the releasing of ten (10) balloons signifying the start of the 10th Region IV Conference. Since March is Fire Prevention Month, IIEE – Region IV donated twenty five (25) IIEE Electrical Safety Booklets to the Office of the Association of Barangay Captains (ABC) of Batangas City during the Exhibit Opening. The booklets were received by Ms. Amparo. Mr. Emmanuel V. Rubio, Chief Executive Officer (CEO) of SN Aboitiz Power, Inc. served as the Guest Speaker during the Opening Ceremonies. He cited IIEE for its noble effort to further elevate the performance, reputation and capability of the local engineering industry and urged the institute to continue to be steadfast in its goal; and inspire other organizations to raise the bar in their own fields of expertise for the benefit of the country and future generations. The University of Batangas Cultural Dance Troupe performed “sublian dance” which originated from Barrio Dingin, Alitagtag, Batangas to the delight of

the crowd during the intermission portion while the officers of Central Laguna Chapter lead the attendees in singing the IIEE Hymn. Dela Salle – Lipa students Ms. Eleanor Casao and Mr. Prince Jakson dela Paz rendered the National Anthem and a doxology during the invocation. Aside from the 2009 IIEE Board of Governors, the three members of the Board of Electrical Engineering namely; Engr. Rodolfo Peñalosa, Engr. Jaime V. Mendoza and Engr. Edward L. Mendoza were present during the ceremony along with Former Region IV Governors Tomas Mulingbayan, Jose Jupiter Gonzales, Amando Plata and Jesus M. Redelosa and 1988 IIEE National President Meleusipo E. Fonollera. The opening ceremony was immediately followed by the EPIRA Updates of Hon. Edward L. Mendoza of Board of Electrical Engineering (BEE). Simultaneous technical presentations were held for the advancement of technical knowledge of the delegates. Fonollera, 1988 IIEE National President; Continuing Professional Education (CPE) Updates by Engr. Francis V. Mapile, 2002 IIEE National President ; and PRC—Board of Electrical Engineering Updates by its three members namely, Engr. Rodolfo Peñalosa, Engr. Edward Mendoza and Engr. Jaime Mendoza. Participants of technical Sessions The fellowship night with Hawaiian motif was graced by more than 150 members, guests and sponsors held at the nearby Monte Victoire Lodge and Resort. To strengthen the skills and capabilities of students, the second day started with poster making contest. Followed by the skills Olympics participated in by the members of IIEE Region IV. Different student activities packed the afternoon of March 28 with IIEE Region IV EE Student Research Presentation, poster making contest judging, On-the-Job Training (OJT) Assistance and Student Forum. Simultaneously, an Electricians Forum was administered by Engr. Dennis M. Saavedra and Engr. Amando A. Plata. The conference also provided venues for the meetings of the different engineering organizations namely; Association of the Technical Managers of Electric Cooperatives in Region IV (ATMEC-R4), Mapua Institute of Technology Electrical Engineering Alumni Association (MITEEAA), Association of City and Municipal Electrical Engineers and Electricians of the Philippines (ACMEEE) and Philippines Instrumentation and Control Society of the Philippines – Laguna Chapter (PICS). The closing ceremonies with emcees Engr. Dennis M. Saavedra and Engr. Arnel M. Punongbayan capped the two-day event. It was covered with the awarding of winners of different competitions held during the regional conference. Collegio San Juan de Letran in Calamba was the Champion in both Skills Olympics and Poster Making Contest. RPV Electro Technology was adjudged as the Best Exhibitor.

IIEE AND PHILIPPINE GREEN BUILDING COUNCIL SIGN MOA The Institute of Integrated Electrical Engineers of the Philippines, Inc. (IIEE) and the Philippine Green Building Council (PGBC) signed Memorandum of Agreement (MOA) last March 25, 2009 held in McKinley Room, Manila Polo Club, Makati City.

IIEE AND WORLDBEX SIGN MEMORANDUM OF AGREEMENT The Institute of Integrated Electrical Engineers of the Philippines, Inc. (IIEE) and WORLDBEX Services International (WSI) signed a Memorandum of Agreement (MOA) last January 30, 2009 held in Philippine Trade Training Center, Pasay City. The MOA between the Institute and WSI was first entered during the term of Engr. Leo S. Cabasag as a National President in 2006. It elaborates the participation and support of IIEE through endorsing the WORLDBEX EXPOSITION in 2009 to all the chapter members of the Institute, invite the members, suppliers, and clients to be an exhibitor in the said exposition, The 2009 exposition will be on March 18-22, 2009 to be held on World Trade Center Metro Manila. This event will be the gathering of prime movers in the construction industry.

IIEE HOSTS THE FIRST PHILIPPINE ENGINEERING SUMMIT The 1 st Philippine Engineering Summit was successfully held on the country’s newest and largest exhibition and convention center, the SMX Convention Center Hall 3 for the Exhibit and Function Room 1 & 2 for Summit other activities,, Seashell Lane Coral way, SM Center Business Park, Pasay City last January 29-31, 2009. Bannering the theme, “Challenges in Engineering Education Practice, Governance and Environment”, this event was organized by Philippine Technological Council (PTC) and hosted by the Institute of Integrated Electrical Engineers of the Philippines, Inc. (IIEE). THE EXHIBIT The first day of the event covered the opening of the exhibit. It was started with an invocation followed by the Philippine National Anthem. Engr. Francisco Bravo, over-all chairman of the Summit gave the opening remarks welcoming all the guest, viewers and delegates of the summit. The ribbon-cutting was headed by Engr. Bravo and Hon. Angelo T. Reyes, Department of Energy (DoE) Secretary, together with the Presidents of twelve engineering disciplines under the PTC. Eighty companies participated in the said exhibit and almost 1000 viewers and delegates that were composed of suppliers/manufacturers, government agencies, members of the engineering organization, engineers, agents/dealers, academe, contractors, developers, designers, trade associations, project managers and advertisers visited the exhibit where they witnessed and experience the latest and state-of-the-art modern products and services that today’s featured market can offer. Giveaways and other souvenir items were distributed by the exhibitors to the viewers and delegates who visited their booths.

Before he ended, he wished for a successful and fruitful engineering summit. Hon. Hermogenes Edbane represented by Undersecretary Ramon Aquino of the Department of Public Works and Highway (DPWH) served as the Guest Speaker of the ceremony. In his message, he acknowledged the importance of engineers as the builders of the future and the people who lay the foundation for the growth and development in the country, He also added that without the expertise and experience of the Filipino Engineers, the growth of the infrastructure network wouldn’t be as robust as visible. Before he ended his message, he left the following challenges to all the engineering practitioners and students; (1) to build the country by building the structures of the network of connectivity and commerce (2) to build within the resources by planning better and applying the best that we have (3) to build, to last, so that those who would come after this present generation will have opportunities that come with a comprehensive infrastructure across the island.

TECHNICAL SESSIONS AND PRODUCT PRESENTATIONS The day two of the event started with the opening ceremony of the engineering summit. The introduction of Presidents of different organizations under PTC was occurred on the first part of the program followed by the introduction of officers under PTC. The program was formally begun with the doxology followed by the Philippine National Anthem led by the Mapua Concert Singers. Engr. Francico Bravo presented the participants through acknowledging all the guests, visitors, officers, and delegates of the engineering summit. It was followed by the welcome address of Engr.

Hon. Angelo T. Reyes, Secretary of the Department of Energy, (DoE) served as the guest honor and keynote speaker, He encouraged everyone to be proud of being an engineer. As the growth of the economy occurred, he advised the exploration of the renewable energy—the alternative sources of energy. Engineering profession, education, practice, governance is indeed exhaustible but it is a challenge that the profession must faced. Before he ended his message he challenged everyone to do more than a care help, work your talk and work your conviction. It was followed by the conferment of ASEAN Engineers headed by Engr. Romulo R. Agatep, ASEAN Engineer Register. The afternoon of the second day covered the plenary session tackling about the concerns in Engineering Education. Topics that discussed were Washington Accord/ Mutual Recognition Agreement, Professional Continuing Education, and Climate Change followed by the Open Forum where the delegates raised their concerns in the area of engineering education. Engineering Practice capped the morning session of the third day. Among of the topic discussed were the Addressing the Gap between Engineering Graduates and the Industry, interventions that the private Institutions and Industry Can Contribute to Produce Globally competitive Engineers, Outsourcing of Engineering Services, Relationship of Engineers with Foreign Consultants in the Country.

With the theme: “Achieving Excellence Amidst Global Challenges”, the Institute of Integrated Electrical Engineers of the PhilippinesCouncil of Student Chapters successfully held its 10 th National Student Convention (NSCON) of success, honor and triumph at Mapua Institute of Technology (MIT) February 26-28, 2009. This event now with its new format, is the most prestigious event of the Council Student Chapters. Since 1999, the National Student Convention (NSCON) brims among the events of the council. This living evidence is composed of various activities which designed to uphold the competitiveness of all electrical engineering students nationwide in confronting the challenges of globalization and information technology and to be educated and honed enough future electrical engineering practitioners. THE PARADE OF BRAIN, BEAUTY, HUSKY AND TALENT On the same day, the much awaited 2nd Mr.& Ms. Electrical Engineering & Electrical Technology was held. Ms. Helen Regine Malabanan of Technological University of the Philippines- Manila (TUP-M) and Mr. John Ronnel Del Rosario of MIT bagged the titles against the four (4) gorgeous and lovely girls and five (5) burly and husky male candidates from different participating schools. Aside of winning the crown, Malabanan won the Ms. Popularity and Best in Formal Wear. Other winners were; Ms. Stephanie Estaris of MIT declared as 1 st Runner- Up, Best in Talent and Casual. Ms. Crisanta Cantuba of Technological Institute of the Philippines- Manila (TIP-M) bagged the Best in Summer Wear. Ms. Faye Deanna Alvendia of Polythenic University of the Philippine- Sta. Mesa (PUP-Sta. Mesa) got the Ms. Photogenic. Del Rosario also won Best in Casual and Formal Wear. Mark Efraim Reyes of PUP- Sta. Mesa won the 1st Runner-up and Best in Casual Wear. In the afternoon on the same day, the 12th Mega Seminar is formally started. In this event the students and professionals interact. Kicked off by the CSC Batch 22, its main objective is to prepare students for their future careers. The series of seminars, given by chosen members of the academe and industry, will feature not only the latest trends and innovations in the Electrical Engineering profession, but also non-technical topics, like resume writing and interview tips, which will aid the students in their future careers just as much. The 12th Mega Seminar aims to expose students to different fields of Electrical Engineering and to the nature of job applications through technical and non-technical seminars. It aims to enhance and upgrade their knowledge in the field of Electrical Engineering.

The Student AchEEvers Award, in search of Electrical Engineering students finest with outstanding contributions, intensifying competency, passion, and remarkable excellence on the different field of endeavors. The Most Outstanding Student Chapter gives recognition to the exemplary performance of a student chapter for developing the electrical engineering students as future leaders of the electrical engineering industry and partners in nation building. This event aims to give recognition to the most outstanding school chapter of the school year 2008-2009, to encourage the student chapters to conduct educational activities, sports, and other activities as well as social or civic activities for the benefit of their members and to improve the number of IIEE student members in each chapter. For this year the University of Batangas (UB) defended their title as Most Oustanding Student Chapter. The TIP-M and Batangas State University (BatSu) won the 1 st Runner-up and 2nd Runner-up respectively. FIRST EEwrite is on-the-spot essay writing contest. This is in line with one of the goals of the council is to promote, preserve and enrich the Arts and Culture. The present batch of IIEE-CSC thru the untiring and unwavering efforts of officers marked a new historic milestone in the history of the council. The winning compositions will be published on THE PRIMEMOVER- the official publication of the council. Mr. Enrique D. Festijo of TIP-M declared as a winner. THE SKILLED IN SKILLS OLYMPICS Skills Olympics aims to test the students’ proficiency in their practical knowledge on electrical wiring. This event is open to all electrical engineering students and electrical technology students. The project aims to instill to the Electrical Engineering students the vitality and importance of skills and practical application of the electrical engineering technology in the practice of their profession in the future. This aims to practice the skills of electrical engineering and electrical technology students in practical application of the electrical engineering technology in the practice of their profession in the future and to emphasize that the theory cannot stand alone without its application through the 5th skills competition. Among ten (10) participating schools Camarines Sur Polythecnic College- Nabua (CSPC-N) again proved and able to defend their title as the national champion for the said event. University of Batangas placed as second and Far Eastern University- East Asia College (FEU-EAC) bagged the third place. ONE ROAD; ONE INTUITION AND ONE FIRM EE SOCIETY In order to be in one road, one intuition and one firm EE society, the Chapter Representative Meeting were held in the Lecture Room of MIT. In this event, the concerns, comments and recommendations regarding the services and events of the council were properly addressed and noted. THE SEENGING EE Our country is known for its rich musical artistry which finds expression thru its bevy of singing talents young and old alike. One of the goals of the council is to promote, preserve and enrich the Arts and Culture. The present batch of IIEE-CSC thru the pioneering and unwavering effort of officers embark on an ambitious project aimed at encouraging the growth of aspiring singers thru a search for a new singing sensation. Five promising singers competed to become the sEEnging EE. Mr. John Randy Verdadero of (PLM) and Aprilyn Pananiban (FEU-EAC) were declared as winners. THIRD DAY THE POWER OF PEC Its birth in 2002, the Quiz show has brought students as well as the faculty in promoting camaraderie and unity among its affiliated schools highlighting the importance of the Philippine Electrical Code (PEC) in the students’ future field of practice. The PEC Quiz Show brings camaraderie to all IIEE-CSC affiliated Schools across the archipelago. Its primary aim is to instil to all Electrical Engineering Students the Vitality and importance of the Philippine Electrical Code (PEC) in the practice of the Electrical Engineering profession and field of practice in the future. The TIP-M bagged the first place followed by Southern Luzon State University and Sorsogon State College as second and third place respectively. This year there are twenty- six (26) affiliated schools participated for the said event. Now after ten years of standing firm and one, through untiring and unwavering support of the student- members, the unconditional dedication of the national and regional officers, and functioning and working as one; the NSCON marked a new milestone in the history of IIEE-CSC and we still uphold the NSCON kudos and cachet.

Meet Our National President and his vision for the Institute ENGR. ARTHUR N. ESCALANTE From Visayas to Mindanao The task of leading one of the country’s elite organizations of engineers for the year 2009 fell on the lap of Engr. Arthur Nismal Escalante. He was born in Binalbagan, Negros Occidental to parents, Alfredo and Covina Escalante in November 7, 1955. When he was 8 years old, the family moved to Mindanao as his father’s work in a logging company required them to relocate. Childhood, Student Life and Academic Excellence The boy Arthur or Art to his many friends and “Cole” to his family and childhood friends, grew up in a once peaceful town of Sharif Aguak, Maguindanao. He graduated Valedictorian from Sarip Ampatuan Central Elementary School. Early on in his high school student life back in Notre Dame of Ampatuan, he was respected by both his studious classmates and school bullies for he had been a consistent First Honor Student but with the commoner’s touch. With war raging in the Maguindanao, Engr. Escalante and his family were trapped in Sharif Aguak, Maguindanao. Hence, he had to stop schooling for one year. When the armed conflict tapered off, he went on to become a top student of Notre Dame of Esperanza in Sultan Kudarat. Notre Dame granted him a special academic award in lieu of the usual class valedictorian for lack of school residency. In his younger years, Engr. Escalante already showed notable interest in the sciences and engineering. Thus, he took up Bachelor of Science in Electrical Engineering at the University of Mindanao in Davao City. His being a result oriented person can be attributed to his being a working student for four years while in college. Notably, he was with PLDT for a short stint and with Davao Light and Power Co., Inc. until he resigned in 1980 to avail of the scholarship in UP. He then completed the academic requirements of Master in Engineering at the University of the Philippines, Diliman Quezon City from 1980 to 1982. One of his frustrations in life is not finishing his Bachelor of Laws at the Ateneo de Davao University. The Professor and Dean of the College of Engineering The love for teaching and learning and his excellent academic record earned for Engr. Escalante teaching positions at the University of Mindanao and University of Southeastern Philippines. In recognition of his competence and integrity, USEP appointed Engr. Escalante as Dean of the College of Engineering at the age of 28. At

From the Academe to the Business and Corporate World In 1994, Engr. Escalante left the academe to put up his own construction outfit – the A N Escalante Construction and Sales. Subsequently, Engr. Escalante put up family corporations, Davao Deltan Resources, Inc., and A.N. Escalante Construction, Inc. The two corporations now serve as contractors of Smart Communications, Inc. for its cellsite, power and broadband projects. The construction company is also in General Engineering, General Building and electrical work projects. A Leader at Heart and a Well-Respected Electrical Engineer Even at a younger age, Engr. Escalante exemplified leadership. In high school and in college, he held various responsibilities that defined his astute capabilities to head a group. This manifestation became more evident as he succeeded in leading his peers from one organization to another. Relatively, Engr. Escalante has been actively involved in the affairs of IIEE even as a student as he served President of IIEE Student organization at the University of Mindanao. In 1984, he was first sworn into office as Davao Chapter President. Then, he became Regional Governor in 1985, 1996, 1997 and 1999. During his terms as President and Governor, he particularly advocated on projects related to the advancement of the profession. His numerous accomplishments paved the way for him to be recognized in the national level. His stints started when he was elected Auditor in 2005, Treasurer in 2006, Vice President in 2007 and Vice President in 2008. Furthermore, the IIEE also conferred on him the grade of Fellow, the highest membership grade of an IIEE Member for his remarkable accomplishment as an electrical engineer and

distinguished dedications to the institution and for the countless effort exerted by him which redounded to the benefit of fellow electrical engineers and the electrical profession. Last November 27, 2008, at the 26 Conference of Asean Federation of Engineering Organizations (CAFEO) in Bangkok, Thailand, he was conferred the Asean Engineer award. th

A Top Rotarian, a Commendable Mason, a civic minded citizen On the lighter side, Engr. Escalante also served the Rotary Club with distinction. He was President of Rotary Club of Metropolitan Davao (1996-1997), Assistant District Governor Group Representative (2000-2001). He is a Multiple Paul Harris Fellow of Rotary International and awarded by his club Distinguished Leadership, Vocational Service, Club Service and Presidential Awards. Moreover, Engr. Escalante served as the Worshipful Master, a position equated to an organization’s highest seat in a Masonic Lodge in 2007 at Sarangani Lodge No. 50. As a Mason, he believes that any help extended should only be known to the person helped and the Creator. On August 27, 2008, Engr. Escalante was appointed member of the Board of Regents of the University of Southeastern Philippines representing the Private sector. Currently, he is a member of the Board of Governors of the Society of Philippine Electrical Contractors and Suppliers, Inc. (SPECS). Engr. Escalante also served as President of Davao Constructors Association, as affiliate of Philippine Constructors Association (PCA). The Family Man Engr. Escalante is blessed with his wife, Nilda, daughters Thea Noreen and Aura Mae and son, Arlan-Z. With his children, he can wear many hats – he can be their father and friend at the same time or, even their tutor, Chef or Driver.

President’s Vision: THE TEN-POINT AGENDA 1. ACCURACY OF MEMBERSHIP DATABASE This is a sustaining effort of last year’s primary thrust. As of January 2009, the Institute already boasted to TWENTY-TWO THOUSAND NINE HUNDRED FIVE (22,905) active members. In this light, the Institute will continue updating our membership database, as headed by the Chapter and Membership Committee, with the cooperation of our Regional Governors and Chapter Officers.

2. MEMBERSHIP DEVELOPMENT

Engr. Escalante believes an updated website, on tract circulation and publishing of the ’The Electrical Engineer Magazine’, will pave the way to the general membership be able to access to a fresh and informative information about the Institute. Through the new IIEE website, the chapters may post their respective schedule of events and activities to further invite the members to join and be a part of the Institute’s activities. He also aims for the complete operation of the IIEE Forum that will be opened to all active members of the Institute. The implementing rules and regulations on the use of the forum will be posted as soon as we open the forum. He also encourages the members and interested parties to give with their suggestions that will likewise be included in the website.

3. IMPLEMENTATION OF THE REPUBLIC ACT (RA) 7920 For fourteen (14) years after the passage of the Electrical Engineering Law (RA 7920), it was notices that its full implementation is not yet visible. With the support of the Board of Electrical Engineering (BEE), it is his aim that the Institute will activate the Deputation program which was unfortunately stalled due to some unsettled concerns. The Institute will implement the provisions of the Memorandum of Agreement signed with the Association of City and Municipal Electrical Engineers and Electricians (ACMEEE) for the strict implementation of the RA 7920. The Institute will be the ACMEE’s partner in its membership campaign through the inclusion of various fora for City and Municipal Electrical Engineers and Electricians. in the activities of the Regional conferences 4. BUILDING A STRONGER COUNCIL OF STUDENT CHAPTERS Engr. Escalante believes that the student will become the master. Several pillars of the Institute as well as the profession itself are products of the Council of the Student chapters (CSC). He has no doubt that a strong student membership would eventually mean a strong Institute. With this, a Manual of

THE NATIONAL CAPITAL REGION (NCR) AS A SUPER REGION It was learned that 40% of the entire active members of the IIEE came from the National Capital Region. Four years after its inception, the NCR Bureau has yet to gather 10% of its members in a conference or an activity. Engr. Escalante envisions the NCR to be a super region of strong and active members by way of encouraging the participation and involvement of sectoral members such as the ACMEEE, EE in the BFD, EE Golfers, EE in Hotels and restaurants, Designers and Consultants.

6. STRENGTHENING GOVERNMENT AND INDUSTRY PARTNERSHIP The IIEE will continue to sustain and strengthen existing partnerships with government and industry. For each year, the Institute enters a new partnership agreement that further strengthens the already solid foundation of the Institute.

9. ENVIRONMENT PROTECTION Engr. Escalante believes that each human being is ought to be responsible for the protection of the environment. As fellow inhabitants of this irreplaceable planet, each human being should be mindful of the effects of environmental degradation and undertake steps to remedy the same. IIEE members are not excluded with such responsibility. Thus, to contribute to this global environmental challenge, it is his aim to schedule a simultaneous tree planting activity nationwide sometime within the ensuing year. IIEE will soon be an Affiliate Institutional Member of the Philippine Green Building Council which is spearheading an advocacy to promote and offer environment-friendly architectural and engineering designs for buildings and other structures. 10. ADVOCACY ON ENERGY EFFICIENCY AND RENEWABLE ENERGY SOURCES For our part, the IIEE will be a throng of thinkers and doers who will continually promote and protect energy efficiency and renewable sources of energy. Engr. Escalante believes that the Institute needs to act now so that the next generation will be spared a world of flickering and ultimately, dying light.

7. SERVICE TO THE COMMUNITY For the past year, IIEE members were part of the rewiring of houses damaged by a Typhoon in Quezon Province and the house wiring of the Gawad Kalinga homes in Davao City where an accolade or monicker “Bawat Electrical Engineer Bayani” was earned. For this year, the Institute will be looking into similar opportunities to serve the community. As the country observed the fire prevention month this March, he enjoin all chapters to conduct a simultaneous Fire Safety and Prevention seminars nationwide. 8. INVESTING ON TESTING LABORATORIES AND TRAINING The Board already approved the construction of the new building in the vacant lot beside the present IIEE Building. This building will house training and seminar rooms for the Continuing Professional Education (CPE) program as well as testing laboratories, including the CFL testing laboratory.

He started his position as the Vice Chairman of the Registered Master Electricians Committee in 2004. He became the IIEE National Auditor in 2006. In 2007, he became the National Secretary and became the IIEE Vice President for External Affairs in 2008. Aside from IIEE, Engr. Guevarra occupied various positions such as the President of the Society of Philippine Electrical Contractors and Suppliers (SPECS) in 2004; Editorin-Chief, SPECS Currents Magazine, 2005-2007; He is also a member of TESDA Technical Expert Panel on Competency Standards for Industrial Electricians and Competency Assessment Tools. Also, he is a Past President of The Rotary Club of SFDM, Central District 3780 Quezon City. Engr. Guevarra graduated with the degree of Bachelor of Science in Electrical Engineering from the Mapua Institute of Technology in 1982 and became a Professional Electrical Engineer (8th place) in 1988. Presently, he is the President of GRL Electric Corporation ENGR. ARMANDO R. DIAZ Vice-President for External Affairs 2008 Vice-President for Technical Affairs and assumed different positions in the National Office as Treasurer and National Auditor. He was also the former IIEE Region IV Governor and President of the Laguna/Batangas/Cavite Chapters. Engr. Diaz is also active in different organizations, to wit: Philippine Society of Mechanical Engineers, Society of Phil. Accredited Consultant, Association of Safety Practitioner of the Philippines, Energy Efficiency Practitioner Association of the Phil. and the Rotary Club of Calamba City. Engr. Diaz was the recipient of the 1998 IIEE Most Outstanding Electrical Engineer Practitioner in Industry. He was conferred as an IIEE Fellow year 2006. He finished his Bachelor of Science in Electrical Engineering from the Mapua Institute of Technology in 1973 and Masters in Business Administration from Colegio de San Juan de Letran in 1983. He became a Professional Electrical Engineer in 1979. He received certification as a Plant Mechanic in 2004 and became an Accredited Pollution Control Officer with Various Local & Foreign Training (Germany, Japan and USA ). Engr. Diaz is also a Registered ASEAN Engineer with license No. 0408. Presently, he is a General Manager of ZAID Engineering Consultancy Services. He was a former Manager/ Vice – President of different industries: Universal Robina Corporation, Uni-Lonseal Plastic Corporation, Ramada Hotel, International Rice Research Institute, Honeywell Instrumentation. Engr. Diaz had already conducted various seminars on Maintenance, Energy Management, Electrical Safety Instrument Test and Calibration, Modern Refrigeration, Parliamentary Procedure (Robert’s Rule of Order), Protocol and Decorum. In 2002, because of frequent blackouts in the Luzon Grid he was recruited as one of seven Power System Specialist to look for solutions in the prevention of power system blackouts and with the passage of RA 9136 (EPIRA) he got separated from NAPOCOR on February 28, 2003. Immediately after separation from NAPOCOR in 2003 he was hired as a Power System Specialist at the National Transmission Corporation up to January 14, 2008. He was the designated Corporate Energy Conservation Officer of TRANSCO. Although he is still an employee of TRANSCO, Effective January 15, 2009 he was seconded to the National Grid Corporation of the Philippines (NGCP) holding the same position. NGCP won in the bidding for the 25 years concession for the operation and maintenance of transmission facilities of TRANSCO. As IIEE Vice President – Technical Affairs for 2009, he is tasked to oversee the 14 Technical Committees of the IIEE. ENGR. JULES S. ALCANTARA National Secretary Engr. Jules S. Alcantara was a Former Vice-Chairman of the Finance Committee. In 1998, he became the IIEE National Treasurer. He was the Governor of Region VII in 1996 and the Chapter President of the Cebu Chapter in 1995. Engr. Alcantara graduated Cum Laude in BS Electrical Engineering from the University of San Jose—Recoletos and ranked 2nd placer in the Professional EE Board Examination in 1983. He is also a Fulbright- Hayes Scholar in the United States, finishing his Master of Science in Energy Management from the University of Pennsylvania. Before that, he also graduated with a Master of Engineering (Power) from the University of the Philippines in 1983. He is currently working as the Vice-President of the National Transmission Corporation. ENGR. ALEX C. CABUGAO National Treasurer Engr. Alex Cabugao became a member of different committees of the Institute before he landed on his present position as the National Treasurer. First, he was a member of the Philippine Electrical Code Part 1 Committee from 2001 to 2008; member of the IIEE Professional Practice Committee from 2005 to 2008; and Chairman of the IIEE Energy Conserving Design of Buildings ADHOC Committee 2006-2008. He first entered the Board as the Auditor in 2008. Aside from the Institute, Engr. Cabugao is a Life Member, UP Alumni Engineers and life member and Director, Energy Efficiency Practitioners Association of the Philippines (ENPAP). He graduated from the University of the Philippines Bachelor of Science in Electrical Engineering in 1981 He gained his Master in Management from the Asian Institute of Management in 1999 and Master of Science in Electrical Engineering (without thesis) from the University of the Philippines. ENGR. DOMINICO A. AMORA National Auditor Engr. Dominico “Doods” Amora was the President of IIEE Cebu Chapter in 1986. He became Regional Governor of Region VII in 2003, a Senior Member of IIEE in 2003 and a Member of the Legislation and Legal Affairs Committee in 2008. As proof of his competency, Engr. Meralco Prexy to Retire After 37 Years of Service Says He Will Enjoy The Best That is Yet to Come

The Manila Electric Company (Meralco) today announced the retirement of Jesus “Chito” Francisco as President and Chief Operating Officer (COO) effective January 31. He will remain on the Board of Directors until the next stockholders’ meeting in May, and retain his positions as Chairman of the Board of MIESCOR, a wholly-owned Meralco subsidiary, and as President of Clark Electric Distribution Corporation (CEDC), which is jointly-owned by Meralco and Angeles Electric Corporation. Francisco was elected President by the Meralco Board of Directors in June 2001. A double- engineering degree-holder (Electrical and Mechanical) from the University of the Philippines, he joined Meralco in 1971 as a management trainee upon completing his MBM With Distinction from the Asian Institute of Management. He served under four Meralco presidents in various capacities, becoming Executive Vice-President and Chief Operating Officer in 1998 The first engineer-president of Meralco, Francisco steered the Company through some of its most challenging years, including last year’s controversies with the GSIS. Although he preferred to keep a low profile as Meralco President, he became very visible during the nationally-televised Senate and House Energy Committee hearings, clarifying many technical and regulatory issues. He is known to be a media-friendly public utility executive, welcoming reporters’ texts and calls on his well-used cellphone. In recognition of his professional achievements, Francisco has received numerous awards from his alma mater. In 2008, UP’s Centennial Year, he received the UP Alumni Engineers Most Distinguished Alumnus Award. He had already been named the Most Outstanding Alumnus in Electrical Engineering in 1998, and in 1986 had received a Professional Award in Engineering from the UP Alumni Association. He is also a recipient of the Outstanding Bedan Award from the San Beda College Alumni Association (2002), and the prestigious Triple A (Alumni Achievement Award) from the Asian Institute of Management (1996).

He will keep his positions in some subsidiaries and you will still see a lot of him at the Fitness and Wellness Centers.” www.meralco.com.ph Calaca Winning Bidder Opts Out Of Asset Sale 26 January 2009 The winning bidder for the Calaca Coal-Fired Thermal Power Plant has decided to terminate its purchase of the asset due to the deterioration of the power plant since its bidding date on 16 October 2007. In a letter to the Power Sector Assets and Liabilities Management Corporation (PSALM) dated 23 January, Emerald Energy Corporation (EEC), formerly Calaca Holdco, Inc., stated that it observed the deterioration in the condition of the Calaca plant since the bidding date until the end of 2008. One of the conditions for the turnover of the power plant is that it should be delivered to the winning bidder “as is, where is,” or in the same condition as it was during the bidding date.

“I was all set to retire in June 2008 on my 65th birthday. It would have been a nice round seven-year-stint as Meralco President. But it was not meant to be,” confides Francisco. “I spent many happy and productive years in Meralco and now I look forward to what my retired friends say is the best that is yet to come.”

With EEC’s observation, it gave notice of termination of the Asset Purchase Agreement for the sale of the plant.

Besides devoting more time to family matters and perhaps picking up golf again, Francisco adds that he will continue to pursue his community service involvements. These include the UP Engineering Research and Development Foundation, Inc. (UPERDFI) of which he was Chairman for 12 years, and Haribon Foundation, of which he is the current Chairman.

Despite the turn of events, PSALM remains committed to privatizing 100% of the government’s generation assets. PSALM will also immediately prepare the Calaca plant for re-bidding.

PSALM will evaluate the notice from EEC to determine the government’s options under the circumstances.

DOE, Chevron Pledge to Pursue Energy Efficiency and Conservation The Department of Energy (DOE) and Chevron Geothermal Philippines Holdings, Inc. (CGPHI) signed today a Pledge of Commitment to support the government’s National Energy Efficiency and Conservation Program (NEECP). During the signing ceremony, Energy Secretary Angelo T. Reyes lauded CGPHI, represented by the President and General Manager Antonio F. Yee, for committing to make energy efficiency and conservation a way of life. CGPHI will implement the NEECP in all their buildings and facilities as part of the company’s Energy Management Program. These include its geothermal facilities in Tiwi and Makban. Specifically, CGPHI has committed to formulate company policies in keeping with the NEECP; engage the services of the DOE’s Energy Utilization and Management Bureau-Energy Efficiency and Conservation Division (EUMB-EECD) to undertake energy audits in its offices and operations; apply appropriate audit report recommendations to achieve optimal cost savings and energy management targets; participate in the

Switch campaign and social mobilization efforts of the DOE; and implement vehicle use reduction schemes such as carpooling, employee van shuttles and other practices. On the other hand, the DOE will provide the necessary support services to CGPHI. According to Sec. Reyes, “the EUMB-EECD will provide technical energy management assistance such as capacitybuilding training seminars on energy auditing procedures, use of auditing instruments, best practices on energy efficiency and conservation measures and energy consumption monitoring. We hope that with this commitment from Chevron, other energy and power companies will soon follow suit to implement energy efficiency and conservation in their organizations.” The NEECP, popularized through the campaign dubbed as “EC Way of Life”, is one of the government’s strategies to decrease the country’s dependence on imported petroleum products. ERC Approves Rules for the Recovery of Costs Associated with the Sale for Resale Agreements of DUs February 6, 2009 The Energy Regulatory Commission (ERC) approved on 26 January 2009 the Rules for the Recovery of Costs Associated with the “Sale for Resale Agreements” By, Between, or Among Distribution Utilities (DUs) based on the results of public consultations conducted. The Sale for Resale Agreements (“Agreements”) are transactions entered into by, between or among DUs wherein a DU buys from another DU its supply of electric power intended for resale to its electricity customers. The Rules shall take effect fifteen (15) days from publication in a newspaper of general circulation. The Agreements that had been considered by the ERC in its Decision on the DU’s unbundled rates shall be deemed approved. On the other hand, Agreements executed at the time of the unbundling of the DUs’ rates that were not approved by the ERC or its predecessor, the Energy Regulatory Board (ERB), will be treated as ineligible power supply contracts. DUs who have existing unapproved “Agreements” and those who entered into such agreement after the effectivity of the Rules shall jointly file with the ERC, in accordance with the ERC Rules of Practice and Procedure, an application for the approval of the “Agreement”. Under the Rules, DUs with “Agreements” approved by the ERC are entitled to recover in full the actual associated costs. Universal Charges and Lifeline Rates shall not be included in the selling rates to

be imposed on the buying DUs since the buying DUs cannot be treated as end-users. On the other hand, the recovery of costs for the unapproved or ineligible “Agreements” will be consequently pegged on the National Power Corporation (NPC) rate or the actual cost, whichever is lower. The selling rates that can be charged to the buying DUs shall be the sum of the generation, transmission and allowable system loss rates, the Wheeling Rate and other pass-through charges approved by the ERC. The retail rates that the buying DU shall impose upon its customers in the area/s served or to be served under the “Agreement” shall consist of the costs for purchased power, allowable system loss, distribution, supply and metering for electric service and other pass-through charges approved by the ERC. “The ERC promulgated the Rules to ensure that only reasonable costs associated with the “sale for resale agreements” entered into by the DUs are recovered from their consumers from the rates they charge. The Rules will also guide the DUs on the regulatory requirements in the recovery such costs,” ERC Chairperson Zenaida G. Cruz-Ducut said. “Rest assured that the ERC will validate all costs that have been and will be recovered by the selling DUs from these Agreements.” she added. www.erc.gov.ph

TAKING THE LEADERSHIP PLANNING PROCESS TO THE NEXT LEVEL By: Thea Rimando-Sy, MBA

Leadership business planning process dynamics today are bordering on the chaotic. Some would say that they are already out of control and cannot change, despite our best efforts. Burnout is fast becoming a major problem for all types and sizes of anizations. If we were to believe what we read in the daily newspapers, it would seem that the human casualty list is growing. For leaders, this presents a problem of potentially gigantic proportions. Leaders who try to inspire their organizations to be innovative and reach greater heights too often run into barriers that seem intractable. These realities include the very human need to innovate. Through experimentation with new ways of doing business, people are able to unleash their potential. Planning in the past had little tolerance for experimentation, and was bound up in the development of rigid business cases and risk management protocols. Such reliance on left-brain approaches stultified what people in organizations had been calling for all along: an opportunity to break out of the box and provide far greater value-added than ever before. This obviously presents some serious challenges for executive teams. The absolute worst place a team of executives can find themselves in is between the old school of planning and the new. Such transitional phases carry with them real danger – the main one being getting stuck in transition, being neither ‘fish nor fowl’. What can a leader do to move forward and embrace the new style? Here are a few road map to innovation and speed-up the way to innovation, read on. Make a vision statement that frames the evolving and new plan, and acts as a magnet for people who want to make a difference. Okay, you may have been ‘vision to death’, but when it is done properly, it can be transformational. Go back to the old School, Balance Score Card This differs from traditional planning with its emphasis on results only. In other words, shift from a ‘management by results’ orientation to ‘management for results’. Ask for input from everyone in the organization. Leave gaps where they exist, avoid the temptation to look good using ‘filler’…it will not fool anyone, and will only discredit your team. This signals to the organization that the executive team does not have all the answers. While this may disappoint some people, most will welcome the opportunity to provide information and ideas at an early stage. The Japanese, after careful study and experimentation, adapted Management by Objectives to include what they call a ‘Catchball’ process, which provided for speedy back and forth dialog between the executive team and the rest of the organization, at an

early stage, culminating in breakthrough ideas, which the executive team could never have come up with on their own. Make the evolving plan visible. Put it on desktops. Put it on the walls. Put it on everyone’s agenda. Include it in your mantra in the office. Make the process invigorating for everyone. Have facilitated working sessions early in the process. Let every team in the organization have their ‘planning retreat’, not just the executive team. Create a real buzz. Have unwavering belief that it will work. As plans are laid out, carry out regular reviews and refinement. Think of it as a work in progress and catch glitches along the way. Do not wait for the big quarterly or annual reviews…by then it is probably going to be too late. Make Make it adaptable and fun, Avoid the scaremongers who will tell you that what you are doing is crazy, risk laden, and irresponsible. For example, some will try to lay the ‘accountability’ guilt-trap out for you. Accountability is a critical component of organizational life, but so is survival. Unleashing the potential of your organization is far more critical to survival than some bureaucratic emphasis on ‘keeping people accountable’. Isn’t it far better if people willingly enroll in the plan, than being forced to do so through an archaic command-andcontrol approach to accountability? When people sign-up willingly, accountability becomes a breeze…in fact they will be the first to hold them accountable. Keep in mind that people nowadays demand that work be invigorating, meaningful, and joyful. If you do not shape your organizations culture to provide these outcomes, you will end up with a dull, boring, listless organization that no one, including customers, will want to associate with. Be the best part of yourself. People will follow you as a leader if they know that they are dealing with the real you. While some may try to take advantage of your weak spots, you will gain more followers who will admire your courage when you admit that you do not have all the answers, and maybe even not all of the questions. Lighten up and have some fun. Okay, you do not need to wear a clown suit (but hey, who am I to tell you not to do something if you think it will help people lighten up!). Everyone deserves a good laugh especially if it comes from the boss.

ACADEMIC AFFAIRS COMMITTEE REPORT By: Engr. Ronald Vincent M. Santiago, Chairman Overview of the Academic Affairs Committee The Academic Affairs Committee is created as an AD-Hoc Committee of the Institute of Integrated Electrical Engineers of the Philippines. It is aimed to help the professional organization in addressing the various issues in the field of Electrical Engineering, through the academic sector composed of educational institutions nationwide that offers Bachelor of Science in Electrical Engineering. The committee is very active in developing plans and activities in contributing valuable inputs for the betterment of the professional organization and its members. The committee right now is under the leadership of the Vice President for Technical Affairs Engr. Armando R. Diaz and the current chairman Engr. Ronald Vincent M. Santiago (MIT). Members from various schools for the current year are as follows: Engr. Marita Barrientos (PLM) – Vice Chairman, Engr. Dennis Diano (PLM), Engr. Lyndon Bague (TUP), Engr. Ariel Magat (TIP-QC), Engr. Several groups share responsibility for the quality of electrical engineering education: students, faculty, and the administration. However, the faculty plays the leading role. As such, the rewards and incentives become important for promoting the contributions of all faculties and for signaling clearly that these faculties are valued colleagues within their units, their institutions, and society. For those concerned about the education of students, it becomes not only important but critical that all faculties include those faculty making significant contributions to continuous improvement of the quality of the electrical engineering experience. Students, in a way, also play an important role in their study. Interaction between them and their professors somewhat brings fruit to the development of country’s welfare and achievements. POWER QUALITY BASIC ENGR. ARSENIO A. ABELLANA-PEE,MScEE 1. Introduction IEEE 1100 defines power quality as “the degree to which both the utilization and delivery of electrical power affects the performance of electrical equipment”.Power quality affects system performance and operating costs. I had my first experience on the importance of power quality during a consultancy project with a European company more than a decade ago.The European engineer was complaining of poor power quality that may result in equipment malfunctioning.The said equipment required a very tight voltage regulation which the utility cannot meet.A generator has to be provided to solve the problem. Another experience was the improper operation of delicate testing equipment, of an electronic manufacturing company,due to transients.A TVSS(Transient Voltage Surge Suppresor) network was installed and a significant grounding improvement using chemical grounding was set-up to solve the problem. We experienced a main distribution circuit breaker overheating and tripping when the current was below rated value.We had to force air to cool the contacts using a big industrial fan.We found out later that harmonics was the culprit and the ammeters used were incapable to sense true RMS current. A decade ago the above mentioned scenarios may seem to be ‘isolated cases’.Nowadays such problems are common- with the proliferation of non-linear/electronic loads such as: computers printers,copiers,fax machines,UPS,electronic control of equipment,etc. The following factors determine if you’re likely to suffer from power quality problems: * the quality of the utility supplied voltage * the types of loads in your installation * the sensitivity of your equipment to various kinds of disturbances 2. Power Quality Problems Power quality problems spread throughout the system causing shutdowns,greater energy losses,reduced equipment life;all costing a lot of money. Some signs of power quality problems are the following: 2.1 Nuisance tripping of circuit breakers Due to limitations of current sensing devices, circuit breakers may incorrectly sum the current contained

in the fundamental and various harmonics and so trip erroneously. Also,leakage currents may reach thresholds causing residual current devices to trip. 2.2 Computer problems:lock up,damaged,loss of data A voltage drop between the equipment and true earth may be due to earth current from the equipment. Although small, this noise voltage may be comparable with the signal voltages, on which IT equipment operates and creates disturbance.This kind of disturbance cannot be eliminated entirely - and consequently reduces data throughput. As a result, PCs will often slow down or lock-up, a frequent phenomenon in today’s offices. Lightning and switching strikes occuring “close” to computers and other electronic equipment, may completely damage the equipment if surge protection is insufficient. 2.3 Lights flickering Switching, short-circuits and load changing produce short duration changes in voltage that can result in light flicker.Voltage sags, which are the consequence of large load fluctuation and too low local electrical system short circuit power, may also cause light flicker. 2.4 Synchronization problems of processing equipment and malfunctioning of motors due to harmonics Additional zero-crossings within a cycle,caused by harmonic distortion, of the sine wave; can affect sensitive measurement equipment. and cause synchronisation problems of process control equipment .PLC devices may lock up. Voltage harmonics cause adverse effects in direct line-connected induction motors. The 5th harmonic creates a counter-rotating field which impedes normal motor rotation. The 7th harmonic creates a rotating field beyond the motor’s synchronous speed. The resulting torque pulsing causes wear and tear on couplings and bearings. Since the speed is fixed, the energy contained in these harmonics is dissipated as extra heat, resulting in premature ageing. Harmonic currents are also induced into the

rotor causing further excess heating. The additional heat reduces the rotor/stator air gap, reducing efficiency even further.Bottomline,there is a marked power loss increase. In extreme cases when the motor is operating in a high harmonic content environment it may be damaged because of overheating. 2.5 Noise interference to telecommunication lines The level of electrical noise may produce interference signals, which exceed telecommunication immunity level.This increases the probability of transmission error rates. . 2.6 Transformers and cables overheating Harmonics produce extra eddy current losses and skin effect losses due to its higher frequency. These losses lead to transformers and cables overheating. Additionally triple n harmonics add up and flow in neutral conductors and delta windings of transformers creating additional extra heat.

3. PQ problems’Solutions The list of possible solutions for power quality problems is long and non-complete. There is no single solution to power quality problems. Each problem type has a range of possible mitigation approaches applied. In the real world, it is likely that several problems will co-exist, and the solutions adopted must be compatible with each other and with the loads that make up the installation. One must beware of the so called wonder solutions that are sometimes heavily marketed as curing a particular problem in all circumstances . In actual practice, such panacea does not exist! The optimum mix of solutions must be seeked, for the problems being experienced and expected to arise in the future in the context of the installation. Always note that the electrical load is not static. Differences in equipments’ duty cycles and variations in working patterns result to a constantly changing load pattern. A large office building, for example, may have hundreds of mutations per year so that the spectrum of aggregate harmonic currents - in the installation changes constantly. The harmonic profiles from IT equipment do not average out but, especially for the third and fifth harmonics, add up. Operation of short duty cycle equipment, such as lifts and metal working equipment causes local voltage variations to add to those that originate in the distribution system. The result is that power quality problems are often stochastic in nature and require careful monitoring to define fully. The cost of power quality problems, in terms of lost output and disruption varies widely depending on the type of industry. Unfortunately, for a building in design stage, the nature and size of the final load is generally unknown so potential power quality problems and their costs are difficult to quantify. Building a business case for investment in PQ

solutions can represent quite a challenge. In the future, engineers will be able to confidently predict the likely scale of problems and have practical experience of solving them. By then, perhaps building owners and operators will have realized that prevention is always cheaper than cure. 3.1 Surge protection TVSS which are properly sized and strategically/ correctly placed effectively handles surges.Grounding improvements have to be done to ensure efficient bypassing of the surge. 3.2 UPS (un-interruptible power supply) IT or process control equipment usually have some kind of UPS to ensure voltage stability and quality. This can range from simple low power units protecting individual server computers to a large central unit rated at up to 1 MVA or so. UPS strategy must be carefully thought out because UPS energy i is expensive and should be used selectively. The most frugal approach is to use UPS power only to maintain the server computers, process control equipment and safety equipment long enough to allow an orderly shutdown and/or evacuation - this leaves all the client computers and auxiliary plant without power. At the other end of the spectrum, the UPS may be dimensioned to support virtually the whole operation for the time required to bring an auxiliary supply on-line. For most situations, the optimum will lie somewhere between these two extremes. . 3.3 Back-up generator Because of the start-up delay, the generator is the second line of defense against power blackouts. This device is able to provide power to a large portion of loads over a longer period of time. 3.4 True RMS measurement Measuring is knowing. True RMS measured values can be significantly higher than the incorrect values measured by average reading meters. To be completely sure, all measurement instruments must be true RMS instruments. 3.5 Transformer derating Transformers are derated for harmonic loads . It should be noted that the additional heat generated by harmonics can lead to a significant decrease in equipment life. Use of a K-rated transformer, specially designed to cope with harmonic loads, should be preferred over transformer derating because the K-rated transformer is designed to have lower eddy current losses. A derated transformer has larger losses - it is simply oversized so that the resultant heat can dissipate. On a practical level, it is difficult to maintain the derating of a transformer over its lifetime - as the load grows, the derating tends to be overlooked and the transformer becomes seriously overloaded. 3.6 Motor derating Voltage unbalance and harmonic voltages result in additional losses in electric motors, so that the motor cannot be fully loaded up to its rated power. NEMA provides some guidance on how to derate the motor in the presence of harmonic voltages. High efficiency motors (Eff1-class) not only save

energy , but they are also more robust against some of the problems mentioned earlier. Using more and better materials, they run cooler and are better suited to handle the extra heat generated due to harmonics or inrush currents at start-up after a voltage dip. 3.7. Dedicated circuit Loads that are sensitive to harmonic pollution should be served by dedicated circuits. Heavy loads should also have their own circuits, in order not to affect other loads during start-up. 3.8. Multiple cables for harmonic loads Apart from the additional heat generated by neutral currents, the effective cross-section of the cable is reduced because of skin effect. Using larger diameter cables is hardly a solution, since the current will continue to be displaced towards the periphery of the conductor. Hence, one should use multiple cables, appropriately disposed to maintain balance. 3.9. Active Harmonic filters A best practice solution but expensive. However, they are extremely flexible and adaptable and especially useful when dealing with a changing harmonic culture. 3.10.TN-S rewiring TN-C systems, with the so-called PEN-conductor, have become the exception, where, in some countries,they used to be the rule. In the standards committees, the PEN-conductor is now considered as a special case. For IT-intensive buildings, TN-C is no longer allowed. From an EMC viewpoint, TN-S systems are superior. Conclusion With the rising cost of energy,it is imperative to minimize losses attributable to poor power quality. At present, most energy-intensive sites suffer to a certain degree from poor power quality,while most sites have already adopted some solutions. This is typically the purchase of a UPS, back-up generator, adoption of true-RMS measurement and complemented with some of the other solutions, such as TVSS, TN-S rewiring, active harmonic filters, etc.It is unlikely that a single solution will be effective. Careful design of a solutions mix, tailored to the PQ problems experienced, and based on a detailed understanding of the causes of the PQ problems, is needed.

Firstly, the CPE was announced and continuously being announced by IIEE all over the country for over a year now. Announcements were made either thru newspaper, IIEE conventions, fora, etc. Secondly, the CPE is always part of the agenda in most of these conferences for IIEE members. We did ensure that all concern will be informed of the CPE requirements. To date, we have not stop from such an information campaign. It is an on-going activity. In fact, I was assigned by our President Art Escalante to go around the country for the CPE announcements and information. For your information, the IIEE (prior to the creation of the Council), have been coordinating closely with the PRC for over three(3) years now. I have attended a lot of sessions, consultations, and seminars in PRC regarding this CPE, together with all disciplines under PRC. Indeed, IIEE together with all the regulatory bodies of PRC have spent so many hours of deliberations and discussions to ensure that the objective of the CPE and its smooth implementation will be met. Yes sir, the CPE implementation is a hard task but we are so happy that it is now in progress. Request for exemption This is also a written request showing proof of your professional work outside the Philippines, to include but not limited to passport, etc. Details can be inquired at IIEE. On the other hand, if your license will expire this year, you are still exempted from the CPE, thus your next renewal should be 2012. However, you should be able to earn credit units for CPE starting Yr 2010-20 credit units (c.u.), Yr 2011- 20 c.u., Yr.2012-20 c.u.
