Minority Health Issues:

3.

Hypertension; and

4.

Heart Failure

Cancer According to the Illinois Department of Public Health’s (“IDPH”) study entitled, Cancers of the Colon and Rectum Evidence of Disparities between Blacks and Whites prepared by Therese A. Dolecek, Ph.D, Senior Cancer Epidemiologist:

“An evaluation of colorectal cancer with emphasis on black/white comparisons was conducted.... Cancers of the colon and rectum rank among the top 5 for incidence and mortality among both blacks and whites in Illinois. With respect to colorectal cancer incidence, blacks had higher rates than whites for colon and rectum and colon excluding rectum, whereas whites, particularly males, had higher rates than blacks for rectum. Statistically significant declines in incidence for colon and rectum, colon excluding rectum, and rectum were observed among whites but not for blacks in Illinois.

Minorities are dying of fatal diseases at a greater proportion than non-minorities. Even though Congress has passed the Health Care Act, its funding, enforcement and longevity are still unclear. What is clear is despite the fact that we are witnessing health care evolution, the state of minority health is in dire straits. The major diseases contributing to this health care disparity are: 1.

Cancer;

2.

Diabetes;

For mortality, black Illinoisans showed strikingly higher death rates than their white counterparts from combined colon and rectum, 3

colon excluding rectum and rectal cancers. Statistically significant declines were observed among whites in Illinois for all three colorectal site categories but no changes were noted among blacks. Diabetes About 16 million people in the United States have diabetes mellitus, a serious, lifelong disorder that is, as yet, incurable. About one-third of these people do not know they have diabetes and are not under medical care. Each year, approximately 600,000 people are diagnosed with diabetes. In Illinois, approximately 500,000 persons 18 years of age and older have diagnosed diabetes. According to the IDPH, the following have a greater risk of developing non-insulin dependent diabetes: Those with a family history of diabetes (parents or siblings with diabetes). Individuals who are obese (20 percent or more over ideal body weight). Members of certain racial or ethnic groups. Those who are more likely to develop diabetes are Mexican and Puerto Rican Americans (twice as likely), African Americans (1.6 times) and Cuban Americans (1.5 times).

Hypertension High blood pressure is a serious disease. It increases the workload on the heart and blood vessels and can lead to heart disease, stroke, kidney problems and even blindness. According to the IDPH: High blood pressure affects about 50 million (or one in four) American adults. It is especially common among

Non-insulin dependent diabetes often can be prevented through a healthy diet and physical activity. 4

According to the IDPH’s 2007-2012 State Plan entitled, Heart Disease and Stroke in Illinois Now Is the Time for Public Health Action: “...Heart disease and stroke continue to be the first and third causes of all deaths, respectively, for both men and women in Illinois. They are also the leading causes of premature, permanent disability in the workplace and, in 2003, were responsiblefor approximately 350,000 years of potential life lost. CVD taxes the state’s health care system, accounting for more than 1.1 million days spent in hospitals with a price tag of more than $7.5 billion.

African Americans, who tend to develop it earlier and more often than whites. Also, many Americans tend to develop high blood pressure as they get older; however hypertension is not a part of healthy aging. About 60 percent of all Americans age 60 and older have high blood pressure. Heart Failure While the majority of deaths due to heart disease and stroke are among whites (which reflects the population demographics), African Americans and, in particular, African-American men, have the highest mortality rates.

increase in knowledge of the importance of accessing rapid emergency care by calling 911 decrease in risk factors (high cholesterol, high blood pressure, tobacco use) associated with heart disease and stroke decrease in mortality rates due to heart disease and stroke

Recommendations from the State’s 20072012 plan include: increase in awareness of the early warning symptoms and signs of a stroke and heart attack
