Play Dates
Initial schedules are due by August 21 (see page 10) and teams can begin play as early in August as they are ready to. All games MUST be completed no later than October 19.
All teams should be available for additional games “playoffs” to determine final positions for Midwest Conference and State Cup seeding on October 21 and October 27-28. Not all teams will play but all teams should keep these dates open should your team be selected to compete.

Eligible Players
Only teams and players that are properly registerd to one of the following Illinois Youth Soccer member competitive league are eligible to participate in the 2006 (13U) Illinois Midwest Conference Qualifier. • Central Illinois Youth Soccer League • Illinois Women’s Soccer League • Illowa • St Louis Youth Soccer Association - Illinois • Young Sportsmen’s Soccer League
You register all players and get player cards thru that member league. You use those league players passes during Qualifier play.
Teams are allowed to use ANY player that is properly registered and carded thru one of the above listed competitive league to their club. Teams can roster up to 30 players for the Qualifier but can only dress 22 on gameday.. PLAYERS FROM ANOTHER CLUB ARE NOT ALLOWED TO GUEST PLAY FOR TEAMS IN THE QUALIFIER.
A player can ONLY play for one team during the entire Qualifier season INCLUDING if that player transfers teams during the season.

All players that will compete in the Qualifier must be entered into GotSoccer in the official Qualfiier roster.

Scheduling
13U Illinois Midwest Conference Qualifier teams are responsible for self-scheduling each of their matches. Illinois Youth Soccer has created a schedule which you can find in your GotSoccer account or by clicking here. ALL GAMES MUST BE PLAYED NO LATER THAN OCTOBER 19.
To schedule your matches you should: 1. Contact your opponent via phone or email – See Pages 11-16 for Team Contact Info 2. Mutually agree on a date, time and location 3. Email finalized game info to ilstatepremiership@gmail.com NO LATER THAN AUGUST 21. DO NOT INCLUDE ILLINOIS YOUTH SOCCER ON BACK AND FORTH COMMUNICATIONS ABOUT POTENTIAL GAMES. ONLY SEND ILLINOIS YOUTH SOCCER FINAL GAME DETAILS Submitting Game Info: Once you have finalized details on a match, the HOME team should email the following details to ilstatepremiership@gmail.com no later than August 21. 1. Age group 2. Both Team Names 3. Date of match 4. Time of match 5. Specific location of match (address & field #)
Qualifier games are home team host and self schedule. Teams are expected to travel to the home field of their opponent unless both teams agree otherwise. As this competition is designed to help prepare teams for the Midwest Conference, teams are also encouraged to work together to coordinate weekends of play with multiple games like teams do for Midwest Conference. TEAMS MUST HAVE THEIR SCHEDULE COMPLETED AND SUBMITTED TO THE ILLINOIS YOUTH SOCCER OFFICE NO LATER THAN AUGUST 21. Failure to meet the scheduling deadline may result in per day fines to BOTH clubs.
Game Changes: Although team schedules are due to the Illinois Youth Soccer office by AUGUST 21, teams are allowed unlimited game changes. To get a game changed after the AUGUST 21 schedule deadline teams must do the following no later than 72-hrs prior to the originally scheduled match (weather cancellations obviously would not fall within the 72-hr timeline): Email ilstatepremiership@gmail.com a new agreed upon date, time and location that BOTH teams agree on. Representatives from BOTH teams should be included on the email. NO GAME CHANGES WILL BE ALLOWED WITHOUT THIS INFORMATION. Games cancelled by teams without emailing this information may result in a forfeit.
Additional Friendly Games: Teams looking to play more than the games shown in the schedule can schedule additional friendly matches against teams not in their division (divisions are broken down on the next pages). These games will NOT count towards the standings of be listed in GotSoccer. Illinois Youth Soccer can assist with referees but for friendlies the preference is you use your local assignor.

Referees
The Illinois Youth Soccer assignors will assigns ALL 3 REFS FOR ALL QUALIFIER GAMES.
State Referee Assignor Info Clubs will have a specific ref assignor handling their ref assigning for the Qualifier games. Contact info for them will be sent to all teams by August 16. If you have any last minute changes, cancellations or referee no‐shows for your match, you should contact the Illinois Youth Soccer referee assignor directly. Failure to contact the proper state assignor for any last minute game cancellations will incure an $80 fine.
REFEREE FEES : ● BOTH teams pay $80 in cash at field to the center prior to the match starting
Red Cards If a red card is issued during the match, the center will keep the gamecard to submit with the red card report. Red cards INCLUDING 2 YELLOWS= fines and suspensions for players ($50) and coaches ($300).
Players and coaches are REQUIRED to sit out at least the next QUALIFIER match following a red card. Any team that uses a player that should be serving a red card
suspension will forfeit the match and may be subject to additional sanctions. This includes if the player’s is not crossed off the gamecard when printed. Teams may keep the pass for the player or coach that receives a red card

Here are some State Premiership rules to be aware of: • Game Length Game lengths match the game lengths of the State Cup and Presidents Cup . • Overtime: NO OVERTIME • Substitution: Unlimited Substitution • 22 players can dress on gameday • NO CASTS • Concussions, Neck & Back Injuries: Any athlete who receives a concussion, neck or back injury will not be allowed to return to play or practice until he/she is evaluated and receives and submits to the player’s team coach written clearance from a licensed medical doctor specializing in concussions. It is the responsibility of the team coach to submit the clearance to the IYSA prior to the injured player’s next game.
Gameday Teams are required to bring the following to all State Premiership Games: 1. Gamecard printed off GotSoccer. Click here for a video on how to print your gamecard 2. Player and Coaching Passes 3. Appropriate Referee Fees in cash: $80 22 PLAYERS ARE ALLOWED TO DRESS ON GAMEDAYS. ALL PLAYERS NOT PLAYING SHOULD BE CROSSED-OFF THE GAME CARD
Following the game - Reporting the score At the conclusion of the match the WINNING TEAM (or home team if a draw) should submit the score to Illinois Youth Soccer either by: • Emailing katie@illinoisyouthsoccer.org a scanned copy of the gamecard • Submitting score via the call-in GotSoccer system. Details on how to submit scores via call-in are located on gamecard
SCORES MUST BE REPORTED WITHIN 48 HRS OF THE CONCLUSSION OF THE MATCH

Midwest Conference Placement & State Cup Seeds
Placement in the Spring 2019 US Youth Soccer Midwest Conference will be determined by the results of the 2006 (13U) Illinois Midwest Conference Qualifier.
Illinois Youth Soccer will also determine seeds for the 13U State Cup & Presidents Cup based on the final standings of the 13U Illinois Midwest Conference Qualifier.
Historically Illinois gets 10 teams per gender into First Division and above. Only teams participating in this competition will be considered for those spots. Following the conclusion of all Qualifier matches by October 19, Illinois Youth Soccer will determine which teams will play additional matches to determine final Midwest Conference placement and Cup Seeds. Although all team will not play October 21 and October 27-28, ALL TEAMS SHOULD BE PREPARED TO PLAY, SO TEAMS SHOULD LEAVE THAT WEEKEND OPEN.
Spectator Behavior
State Premiership Division teams are expected to have exceptional sideline behavior from their spectators.
Teams that have parents or other spectators ejected from State Premiership games will be fined $300 per occurrence. 19
