Throughout the magazine you’ll find reminders of where we’ve come from and the events that have shaped our vibrant city. The Importance of a True Balance 1997 was the official start of Custom Screen Printing & Embroidery in Jefferson City. It started in a 1,300-sq. ft.-facility where we did everything from customer service to artwork and screen printing. We’re excited to bring you the first annual edition of Bridge to Business, produced by Imagemark Marketing and Advertising. We’re especially proud of this commemorative edition celebrating our Quasquicentennial (125th) Anniversary. You may wonder why this new publication is entitled “Bridge to Business”. The true value of a bridge, and of the Chamber, is in connecting people to initiatives, connecting business and industry, connecting the community to growth and progress, and connecting the past to the future. These “metaphorical” bridges are just as important as the physical bridges spanning the river. The Chamber, primarily through volunteer efforts and private financial support, has been instrumental in most community betterment and economic development projects over the past 125 years.
of building a bridge across the Missouri River. Seeing a need for easier transportation and access to the city and the benefits the bridge would have for all Jefferson Citians, they funded the $250,000 cost to build the bridge with private funds and then continued to champion other initiatives to improve the economy of the area. Their purpose, according to the official records, was “to advance the material, social, and educational interests of the city.” These leaders were instrumental in connecting Jefferson City to Columbia, Ashland, and beyond, and more impressively, they later successfully campaigned statewide to keep the Capital City in Jefferson City when other cities tried to relocate it after it burned in 1911. The Commercial Club eventually became the Jefferson City Area Chamber of Commerce.

INITIATIVE PLEASE JOIN THE NEARLY 2,000 CHAMBER MEMBERS in celebrating the accomplishments that have made Jefferson City and Cole County the great place it is, while we continue to build bridges to the future. During my time as Chairman of the Board, my goal is deceptively simple: Make Jefferson City a better place. There are many things we need to do, but I think the top 3 priorities for this year are supporting retail growth, accessing our riverfront and creating a port.
US with over 100,000 visitors every year. Those folks need more things to keep them in Jefferson City and experience all we have to offer. Considering the capitol location was chosen (and we were formed solely to be the Capital City) simply because of our location on the river, it’s maddening to know we can’t get to the water from the capitol grounds. It is also an annual trip for kids across the state. Anything we can do to enhance the memory and perception of our city to future generations of Missourians will only help us in future endeavors, whether that’s fighting for workforce or having them consider it a great place for a weekend getaway.
RETAIL GROWTH has a lot of positives.
Retail growth has a lot of positives. For our members, it keeps more dollars in their business and less leaving our community. From a quality of place perspective, it makes Jefferson City more of a regional draw and place where people want to be. In short, more retail offerings give us more legitimacy as a city. From an economic development partner perspective, more dollars spent in our community equates to higher sales tax revenues, more jobs, and greater funding for all the services that make a city a city – roads, public safety, parks, etc. Access to our riverfront is a quality of place initiative. We have one of the most beautiful state capitols in the
The Port Project is perhaps the largest opportunity to be a catalyst of industry and high paying jobs in decades. We have a unique ability to have multimodal shipping through highways, rail, and waterways. Shipping by water is often the most efficient method for many items. Being able to offer a port that merges all three of those methods will provide many current companies a tremendous competitive advantage while simultaneously making our area a very attractive location for businesses to locate.

SWORN IN LIEUTENANT GOVERNOR MIKE KEHOE ON JUNE 18, 2018 Mike Kehoe was sworn in as the 48th Lieutenant Governor of the State of Missouri. He is Missouri’s fourth lieutenant governor from Cole County. Although a native of St. Louis, Kehoe and his wife Claudia, along with their four children, have called mid-Missouri home for over 25 years. Kehoe was raised by a single mother of six children in north St. Louis city. He started washing cars for Dave Sinclair at his Ford dealership, and by the age of 21 became the youngest Ford Truck Sales Manager in the United States. Kehoe made the move to mid-Missouri to help manage Osage Industries, an Osage Countybased conversion van and emergency vehicle manufacturer, which is now the third largest in the United States.
From 1992-2011, Kehoe owned and operated Mike Kehoe Ford-Lincoln. Traditionally the office of the lieutenant governor focuses on veterans, senior services and tourism. By statute, the lieutenant governor also serves on a number of state boards and commissions. As Lieutenant Governor, Kehoe will be complementing Governor Parson’s efforts to restore steady leadership to Missouri, with a priority on infrastructure and workforce development in addition to the traditional roles. Prior to serving as Lieutenant Governor, Kehoe served in the Missouri Senate representing Missouri’s Sixth Senatorial District.
Kehoe has been involved in the mid-Missouri community in a variety of roles for over 25 years, serving as Jefferson City Area Chamber of Commerce Chairman, being elected twice to the Missouri Senate, chairing the United Way Fund Drive, and supporting various youth groups like 4-H and Boy Scouts. In addition to his public service, Kehoe dedicates time to his beef cattle production business located on the family farm in Phelps County. Because Kehoe is a small business owner, he remains a strong supporter of the Jefferson City Area Chamber of Commerce. He understands the critical importance of small businesses for Missouri’s economic growth and development.

JEFFERSON CITY is blessed to have many creative and innovative people passionate about the development of the city for future generations. This state-ofmind is just the first step in producing a much larger result. The Chamber works hard to encourage this state-of-mind through its action in the areas of business attraction, economic development and small business retention. The Chamber is constantly spreading its efforts far and wide to bring the Membership ideas to fruition. One recent example of this is the location of the 44,000 square foot Special Olympics Missouri Training for Life Campus. The campus was originally to be located in Columbia, but one Jefferson City resident started to “heat the water” by asking, “Why not Jefferson City?”
"We put out a request for proposal to both Columbia and Jefferson City, and asked them to tell us what they could offer our athletes," SOMO Board Chairman Phil Cook said. A surprising proposal, as SOMO had already purchased land south of Columbia, and plans had already been drawn up. A call to Chamber President Randy Allen got things moving. Over 40 Jefferson City stakeholders and supporters attended the proposal presentation as compared to a small handful from Columbia which provided the "extra degree" that made the difference. After subsequent meetings with SOMO facilitated by the Chamber, along with a significant donation of land, SOMO decided to build the one-of-akind campus in Jefferson City. “Special Olympics is a big deal for us in Jefferson City. We volunteer a lot for that entity, so we're really excited about keeping the
jobs here and getting that new campus here in Jefferson City,” said Randy Allen. Another great show of the cooperative efforts taken to bring an idea to fruition is the completion of the LINC, a recreational facility to be used by two separate entities. The land for the facility was donated by Lincoln University. Then the Lincoln University Board of Curators and the Parks & Recreation Commission had to approve the concept and provide each entity with a Memorandum of Understanding regarding administration, operations, duties, responsibilities and finances. “The LINC probably serves as a prime example of the partnership established between the University and the JC Parks & Recreation Commission. This relationship provides an excellent opportunity to both our community and the students of LU,” said Greg Gaffke, Lincoln University Board of Curators.

THERE ARE SOME ONGOING PROJECTS "HEATING THE WATER" IN JEFFERSON CITY RIGHT NOW. The 3-block stretch of Capitol Avenue is currently under renovation including new and repaired sidewalks, curb and gutter work, new street lighting and pedestrian improvements at intersections. The plan also calls for bike lanes, passing lanes and two-lane vehicle traffic. This project is partially being funded by the half cent sales tax fund for the Missouri State Penitentiary redevelopment. This is the first of many projects brought about by the Missouri State Penitentiary Community Partners. Future plans include the redevelopment of the Missouri State Penitentiary surrounding area with the possibility of retail shops, hotels, offices and the MSP Parkway. Mayor Carrie Tergin spoke of plans to "identify a conference/civic center as a desired use with the area to be redeveloped." Mark Schreiber, a past warden for Missouri State Penitentiary added, "We've got a unique opportunity here to blend the historical old with the potential new. If we get the right developer and put the right kind of project there, whatever that might be, then we have a really grand opportunity to bring jobs and regeneration of the whole east side." Mayor Carrie Tergin weighed in, “We have what no other city has. Jefferson City is the only city in the country that has a capitol, a river and a historic prison, which poses a very unique opportunity for growth, evident in the Capitol Avenue renovations, and adding fun new events like Porchfest. Redevelopment of the historic Missouri State Penitentiary will bring visitors and events like “Concert Inside the Walls.” The City welcomes the chance for a one-of-a-kind experience at MSP, which is expected to include a future hotel, civic and meeting space, and other amenities as we continue exponential growth in prison tours. And as a river city, we look forward to bringing access at the Capitol with a walking/ biking path over the railroad tracks, to enjoy the picturesque Missouri River. Our historical connection to the Missouri River is significant. Jefferson City was chosen as the seat of state government by an act of the Missouri legislature in 1826. They wanted a location near the center of the State and on the Missouri River. Why? Because the river was the “interstate highway” at that time and the center of all commerce. Nearly all trade in and out of the Capital City came thru Lohman’s Landing.
RECONNECT
Jefferson City with the river that has provided us historical significance.
Our vision for the Bridge project is simple, to reconnect Jefferson City with the river that has provided us historical significance. The proposed project will provide a pedestrian/bike linkage that reconnects and restores the City with its historical relationship to the Missouri River. The project will also provide a platform to interpret intermodal transportation as it takes users across the Union Pacific Railroad Tucumcari Line to the Missouri River with overlooks of the Jefferson City Memorial Airport (within 5,000 ft. of the project) and the US Highway 54/63 river crossing (within 3,500 ft. of the project). Even though the land mass is technically a peninsula, the Union Pacific Railroad is a manmade barrier between Jefferson City and the river, with two main line tracks and four sidings, with six total tracks to cross and creating the “Island”. Adrian’s Island was provided to us as a result of the U.S. Army Corps of Engineers’ rock dikes built in the 1960s to maintain a nine-foot minimum channel depth,

which caused the accumulation of sediment and river bottom at the river’s edge. The island formed what is known as accreted lands. This 30-acre island stretches about from Wears Creek to Chestnut Street on the east. The island will benefit the City of Jefferson and the State Capitol Complex by re-connecting 30

the City and the Capitol to its historical riverfront and heritage. Access to the island will enhance tourism in the area by connecting visitors using the Katy Trail, Missouri River Bridge, State Capitol, City Greenway System and Riverfront Park.
The proposed overpass will span the railroad and slope gently down to meet the existing ground elevation in the River Park. The slope of the trail and bridge will meet ADA standards, enabling all users to have access and enjoy the facility. The Island is envisioned as being a passive recreational area with trails to allow

visitors to hike through the wooded area and experience the riparian environment along the banks of the Missouri River. In addition, the project offers visitors views of Lohman’s Landing, a State Historic Site. Lohman’s Landing was the original settlement, which became Missouri’s State Capital and the City of Jefferson. Our vision is that it will become a tourist destination and will provide several trails that will loop hikers through the island offering numerous outstanding views of the Missouri River. Eventually the island will be connected to the MSP site on the East. The Chamber is constantly working behind the scenes to raise awareness of the issues facing the community whether it be a lack of infrastructure, rising unemployment or a legislative issue. If the Chamber can successfully communicate the city’s needs with feasible solutions, the residents of the community can contribute to the resolutions.

In 1893, the Commercial Club was formed in order to raise funds for the Missouri River Bridge. Once the bridge was built, these businessmen felt the fruits of their labor and continued to champion for other Economic Development projects to enhance the quality of life for Jefferson City Residents.
THROUGHOUT THE CHAMBER’S HISTORY Throughout the Chamber’s history, leaders have realized the importance of visionary thinking and planning. From the first meeting of the Commercial Club,

raising funds to build a bridge across the Missouri River, making Jefferson City accessible to the entire state, to purchasing land for industrial parks and building
a spec building for business attraction purposes, the Chamber is committed to “seeing possibilities for our community before they become obvious.”
SOME EXAMPLES OF VISIONARY THINKING: • Established the Convention & Visitors Bureau through the Chamber (now a separate entity) • Established the first system through which merchants could exchange credit information on customers – the forerunner of the Jefferson City Credit Bureau • Purchased and developed land for the purpose of establishing industrial parks used to attract businesses such as Cheesebrough Ponds (1964), Scholastic, Maytag, ABB, Command Web, Alpla, Morris Packaging and Axium Plastics (to name only a few of the companies)
• Established JC Chamber 21st Century Land Investment, a subsidiary of the Chamber in which land holdings are held separately from dayto-day chamber operations. This entity has invested more than $5 million since 2006 in hard economic development costs for infrastructure including land purchases, spec building construction, roads, water and sewer improvements • Worked diligently to keep the state capital in Jefferson City, launched a successful state-wide campaign to build a new capitol building in Jefferson City, and then successfully spearheaded efforts to facilitate expansion projects for state government, including new buildings, locating a federal post office and

hat’s the difference between quality of life and quality of place? Quality of life is how residents describe their local environment; quality of place is how people and businesses from outside the community perceive it. This is an important distinction because a community needs to address both issues – one for current residents and one to attract residents and potential businesses. If you look around the city, we know you’ll agree that there is

an energy present that is leading to great improvements in both quality of life and place. The growth of food trucks, farmers markets, bike trails and bike lanes, improvements on Capitol Avenue, an interest in bringing old buildings back to life, cultural opportunities – theatre and live music, plans for a new splash park, the new LINC, Boys & Girls Club, the new high school, the new athletic complex at Helias Catholic High School, riverfront projects, the potential of development at MSP
… the list could go on and on. Years ago, residents got together (focus groups brought together by the Chamber) and identified quality of life and place issues and projects they’d like to see in our community. Many of the abovementioned projects were on that “community bucket-list”. One small step at that time was the Chamber initiative to create festival districts in the city … thanks to our residents, those festivals have grown into Thursday Night Live

with record crowds and many other festivals in various parts of the city. Companies (such as Capital Region Medical Center) have spear-headed efforts to improve neighborhoods. The addition of art around town (such as sculptures in the center of the roundabouts) have enhanced the quality of life. Chamber President Randy Allen refers to the need for “critical mass” – one success leading to another success, to another
success. We believe we are at that “critical mass” stage … and look for great things in the future of our community, especially at MSP and on our riverfront. Opportunity! Jefferson City is the ONLY city in the United States to have a (state) Capitol, a historic penitentiary, AND a river! With the energetic leadership of our mayor and the partnership of the City of Jefferson and the County of Cole, our chamber members and our residents – we see great things happening in Jefferson City!
“The future depends on it!” This phrase was one of the first statements recorded in the Chamber’s history – from the minutes of the very first meeting of the Commercial Club on April 6, 1893. Building the bridge – connecting Jefferson City to the state – “The future depends on it.” 125 years later, this is still the Chamber’s mission and statement. During the "industry" session, the class got to see workers in action at Scholastic, Morris Packaging and Midwest Block & Brick. One of the classes favorite sessions was "media"

Recognizing the need to train individuals to become great community leaders, the Chamber
established Leadership Jefferson City in 1988. During each one-day session in the 11-week program, the class takes "field trips" all around Jefferson City to see a side that most residents don't get to see. Each day focuses on a different "segment" such as recreation, volunteerism, health & wellness and state government

where they got to see the studio set at KRCG. These tours are designed around the Leadership Class, which in itself is exclusive selection.
Applications are collected over a short period of one month from applicants from all segments of employment and a selection committee then determines who to approve for the class. The 30 applicants chosen are then celebrated by the previous Leadership Class Graduates. The previous class graduates deliver blue balloons to the winners at their place of business. The excitement of being selected is not only held by the employee, but also by their employer and co-workers. Employers benefit from having their staff go through the Leadership Jefferson City program as well. Besides
getting to know the inner-workings of the city and gaining a greater knowledge of the diverse industry in Jefferson City, employers know that their staff will develop professionally during the program. Since the class is together for 11 sessions, participants have plenty of time to develop relationships and network with those from other industries. They are also exposed to the multitude of opportunities available for them to get involved in the community with their business or to volunteer. The Leadership program has always had more applicants than slots available and continues to thrive 30 years later as class after class successfully meet the requirements for graduation and become better prepared to lead, volunteer, and make a difference. Leadership Class of 2018 graduate Natalie Newville called the experience “invaluable.” “It is not only a remarkable opportunity to learn more about Jefferson City, but a great way to form invaluable professional relationships throughout the community. Sessions are informative, and I learned so much about the place where I live and work. But it’s important to know that it is
not all about learning about different industries. Our class was able to support three local organizations through a final fundraiser, and I feel more connected to our community than ever before. Not only that, but the friendships formed riding around on a school bus for 6 months are something I will never take for granted!” For many bright, young professionals it is important to make a difference, or even, make their mark in this world. Fortunately for the Jefferson City Area Chamber of Commerce, many young professionals are finding Jefferson City is the right sized community to do just that. In other words, they can “be a big fish in a small pond” because at relatively young ages, they are serving on boards of directors, heading up major community campaigns and holding other leadership roles that are truly forming the future of our community. And, many of them agree that they would not be able to accelerate into these types of leadership roles in a larger metropolitan area. But, in Jefferson City, they are a driving force in the Chamber’s new community strategic plan to grow Jefferson City. 125TH ANNIVERSARY EDITION

ost of us are familiar with the story of the professor who taught his students about priorities when he filled a glass jar with sand and tried to fit all the rocks into the jar. Naturally, he

couldn’t do this, so he showed his students that by putting the big rocks into the jar first, and filling the jar with sand last, everything fit into the jar. The lesson – put in the big rocks first.
As President/CEO of the Chamber, it’s Randy Allen’s job to be sure the “Big Rocks” go into the jar first. The Chamber is always involved in many economic development projects.

Randy knows that if the Chamber spends its time on filling the jar with sand, there will be no room for the big rocks such as riverfront development, infrastructure improvements, transportation issues and growing the local economy. Currently, the biggest rocks “on his desk” are the
planned Bicentennial Bridge to the Island (now in the fundraising stage), the development of a river port and the potential of establishing a cyber-security institute. In addition to working tirelessly on these projects, Allen also serves on a state economic development task force along
with many other community and regional boards and committees with the mission to connect leaders and developers, combining our resources to create a powerful economic engine in mid-Missouri. That’s a mighty big rock.

MISSY'S DESK
As the Director of Economic Development, Missy Bonnot, is the primary staff person responsible for business attraction. Working with site selectors and site developers, she must be ready to submit community information to them as quickly and thoroughly as possible in order for our community to remain on the list for potential locations for the site selectors’ clients. Once the company wants to take a closer look at our community, she works closely with the City and County to present our information to the potential company. This past year, she spear-headed the efforts to bring Axium Plastics to Jefferson City, locating in the Chamber’s Spec Building creating over 100 jobs and over $30 million of capital investment in land, building and equipment. She also worked hard to bring the Special Olympics Training for Life Campus to Jefferson City. Missy spoke of the tremendous support at the bid hearing: “The turnout from Jefferson City Community Leaders was impressive. You could feel the overwhelming support from the Community in the room, and SOMO noticed. When they announced that Jefferson City was selected as the location for the Training for Life Campus, we felt so proud.”
Economic Development is changing, however, and business attraction is not the only driving force for communities. She also focuses on workforce issues such as addressing the challenges of low unemployment and building a highly skilled labor pool, attracting and retaining young talent, and also partnering with developers to attract retail to the community. To address these challenges, she maintains the Chamber’s online Job Board, organizes high school career and job fairs, educates businesses about the Chamber’s internship orientation program Jeff City Start, and heads up the newlyformed Retail Task Force which attracts the right retail businesses into Jefferson City and strategizes how to promote local businesses and keep our dollars in Jefferson City.

Missy is also working to bring a port to Jefferson City. The project is still in the beginning stages, but she has been in talks with the Port Authority and neighboring businesses to get the necessary permission to begin construction of the port.
I
SHAUN’S DESK It’s often said that small business is the backbone of a community, and it is a proven fact that most job growth comes from business expansion. As the Chamber’s Existing Business Manager, Shaun’s time is filled with company visits and efforts to help companies grow, not only in the number of jobs created, but also in the capital investment local companies are making in the community. Several business expansions in the past year have led to an investment of more than 300 new jobs and $8.6 million real and personal property. The net new payroll of all new positions is estimated to be $12.5 million. On average, 80% of all new job creation comes from existing businesses in the community. It is critical for our community to provide ongoing support services as existing businesses look to expand. Opportunities to attract new business enterprises are currently less abundant due to consolidation, mergers and buy outs. It is important to always keep your attention on what businesses you already have, as these entities have provided real long term economic value to our community.
Shaun also provides educational outreach to encourage small business development via the entrepreneurship program known as StartUp JC. StartUp JC efforts provide training and professional development opportunities for our small businesses through the Tuesday Topic series and the Keys to Success program. The Tuesday Topic series offers relevant timely educational training to better prepare businesses for challenges they face in everyday business. The Keys to Success educational series offers insight into strategic planning, workforce attraction/retention, employee engagement, as well as many more areas of focus. In addition, a newly formed partnership with the Missouri Women’s Business Center and Lincoln University’s Small Business Development and Technology Center offers participants an opportunity to enhance their skill set by offering training geared toward employee development – Time Management, Reaching your Personal Best and QuickBooks.

As Director of Finance and Administration, Angi is the glue that keeps things together and the oil that keeps the “Chamber Machine” running smoothly. Angi manages the fiscal resources and day-to-day operational functions including Information Technology and human resources. Angi has the opportunity to oversee the Chamber’s highly soughtafter Leadership Jefferson City Program. Now in its 31st year, the Leadership Jefferson City class of 30 was selected by a committee to experience a leadership training retreat and 11 all-day sessions that provide an in-depth look at various aspects of our community (Education, Volunteerism, Media, etc.) in order to develop professionally and to be more aware of the community as a whole. Even though employees are gone from their businesses for 11 sessions, the value is justified. They encourage their employees to apply for the Leadership Jefferson City Program to develop themselves into greater leaders with a deeper knowledge and pride in their city. The Chamber hopes that in educating our workforce, they will become “engaged employees” if they were not before. Engaged Employees are more likely to be enthusiastic about
their work and their organization’s reputation and interests. Angi continually changes the program to be relevant and fresh for the classmates. The Leadership Class also has the choice to organize an event of their own at the end of their session. For the past few years, Battle of the Brews, a beer-tasting event, has been continued as the class project and raises funds for a local charity of their choice. A second education program Angi oversees is the Partners in Education program, which matches Jefferson City businesses and schools with the goal of enhancing students learning experiences. A secondary goal is to build students awareness of career opportunities to better guide them into a particular career path if their interest is piqued. At this time more than 60 partnerships currently help the Chamber achieve these goals. This year, Angi also provides staff support for the Q125 Committee (Quasquicentennial) which works to recognize the Chamber’s many achievements over its 125-year history—1893 to 2018. The Committee has celebrated this important milestone in the sale of many commemorative items and also through print and digital publications released throughout the year.

It’s essential that communities recruit and retain young talent. As the Director of Membership & Special Events, Susan directs the Chamber’s Young Professionals Organization. More than 200 YP members are led by a dynamic leadership board, offering professional development, networking & recreational opportunities, along with leadership development. YP meets once a month and hears from a speaker on community issues or professional development training. It is a great way to network and grow professionally. “For such a small investment, YP can give so much back if you show up and take advantage of all it has to offer! Young Professionals isn't about having your name on a piece of paper, it is about the relationships you create and working together to #growjcmo. The early years of the Commercial Club was concerned with the betterment of all facets of life in the Jefferson City area. By the turn of the century, the progressiveness and growth of the area brought with it the need for a permanent health care facility. The Commercial Club supported the efforts to build ST. MARY’S HOSPITAL, and its cornerstone was laid on May 6, 1903. When a fire destroyed the original hospital in 1919, the Chamber led efforts to raise more than $29,000 to assist the rebuilding and re-equipping the new hospital. Again in 1932, the Chamber was involved in a fund-raising campaign for the first of four expansions to the hospital.
Chamber officials have long understood that next to state government, hospitals and the health care industry are one of the community’s largest employers. When SSM Health St. Mary’s bought property for a new hospital in 2004, the Chamber contributed to an early stage engineering study which considered options for lowering costs on the Mission Drive interchange. The city, county and MoDOT became financial partners in developing the highway infrastructure. That interchange also opened the opportunity for other development along Highway 179, including the new Capital City High School currently under construction.
OUR COMMUNITY is fortunate to have such excellent health care
In addition to its support of hospitals, the Chamber raised money to fund a Community Chest to be used to fight diseases and sponsor various social service agencies. The Community Chest became the United Community Fund in 1954, and you know it today as The United Way. The Chamber was also instrumental in the construction of Charles Still Osteopathic Hospital (Capital Region Medical Center) in 1951, and Memorial Hospital in 1959.
The SSM Health St. Mary’s old property has been approved by the Jefferson City Public Works and Planning Committee for re-development. The original portion of the hospital that was constructed in 1905 will be demolished and the stone from the structure will be used for a new building. The Greenway Trail that runs throughout Jefferson City will be extended to run along the hospital site in the 500 block of Dunklin Street and 500-600 blocks of Bolivar Street.

CAPITAL REGION MEDICAL CENTER focuses on improving health and promoting wellness by guiding patients through their health journey towards wellness. Not only is Capital Region Medical Center continually expanding their capabilities, but they are committed to investing in the community. Being a part of the plan to revitalize the area in and around the Old Munichburg/ Southside neighborhoods is especially important to them. Together with their neighbors, Capital Region has encouraged participation for ideas to revitalize the area. They have partnered with community members

and business owners at public presentations and interactive forums where members shared their vision for the future of the area. These discussions led to H3 Studios, an award-winning design and planning firm, to developed a plan to create a better place for future generations. The revitalization effort will progress over time. Projects of this scale often take more than a decade to come to fruition, but Capital Region Medical Center and those on the advisory board are committed to revitalizing the heart of the community. The City of Jefferson adopted the final version of the

plan and will begin prioritizing the projects. The scope of the projects include sustainability and urban design, coding, landscape, and architectural professional services. Input and participation from those within the neighborhood are vital to creating safe, inviting areas for working and living. JEFFERSON CITY MEDICAL GROUP is one of Missouri’s largest multi-specialty groups owned and operated by

O
ne of the biggest challenges local retailers face is competition from online sales of companies such as Amazon. The Chamber has formed a retail task force which will address “leveling the playing field” for our local retailers, retail attraction, and a shop-local, buylocal campaign. The Chamber seeks to assist our local retailers (retention) but is also considering playing a role in retail attraction to increase the community’s quality of place. Governor Mike Parson created a “Buy Missouri” advertising campaign to further advocate for products made within the borders of Missouri and to promote those products, services and businesses to other states and internationally. When shopping, the Missourimade products would be clearly labeled to encourage buyers to keep their dollars in Missouri. In doing so, our State’s economy and workforce would be strengthened.

ACCOMPLISHMENTS Opened the Westinghouse Plant (now ABB). Mrs. Pat Bergauer, Ramada Inn executive, was appointed to the board to fill a vacancy. She is believed to be the first female member of the Board. The Chamber supported House Bill 145 authorizing Jefferson City to zone 2 miles outside the city limits. Jefferson City, Columbia, and Fulton Chambers identified various initiatives to jointly promote Mid-Missouri. The Education Committee of the Chamber established a Junior Achievement Program for area high school students. One of the biggest challenges facing our community in the early 70’s was growth and lack of resources. Growth and expansion caused growing pains. Energy was high, new issues and projects were on the horizon, but the Chamber was short on members, finances and staff.

At age 29, Phil Freeman was the youngest chairman of the Chamber Board of Directors. (He notes that Dick Wilson was also 29 when he served as chairman, but Dick was several months older than he was.) CHALLENGES The 80’s shared many of the same issues being discussed today • Economic development • Jobs • Infrastructure improvements ACCOMPLISHMENTS Scholastic’s new national distribution center opened. 250 jobs were created. The Chamber assisted in locating the Maytag Company’s national parts distribution facility which created 50 new jobs. Unified Economic Development was created by an agreement with the City of Jefferson and the County of Cole. The first Director of Economic Development was retained and that partnership has benefited the community for the past 30 years. CHALLENGES • Taxes • Economic Development • Meeting the demand for employees for new businesses large and small • ABB Power Transmission & Distribution raised to their highest employment levels in several years and other local manufacturers showed record-level employment numbers as well • A conference/convention center was a huge issue in the mid-90’s as it continues to be today ACCOMPLISHMENTS The chamber’s economic development efforts were paying off in 1994. Scholastic’s expansion to the Algoa area was the first location in the Chamber’s industrial park. Command Web Offset Co. also located to the Algoa area. Cheesebrough-Pond’s (now Unilever, the world’s largest personal care liquid facility in the world) completed a major plant expansion when company officials moved their toothpaste operations to Jefferson. Today, Unilever employs around 460 people. Other major employers helped lure suppliers to Jefferson City creating hundreds of jobs.

The 1993 flood took Great Central Lumber Company’s property. They relocated near the fairgrounds because of efforts from the chamber, local government and the Jefferson City Jaycees. The Lincoln University Page Library was funded with assistance from a community wide campaign and generous chamber members giving time and dollars. The success of the larger employers fueled opportunities to dozens of entrepreneurs all together generating thousands of dollars in sales tax revenue. Riverboat Gaming became a much-discussed issue. When the voters of Missouri agreed to allow gambling on riverboat casinos, Becker Gaming Group and later Aztar proposed docking the “Capitol Queen” riverboat in Jefferson City. The community sentiment was mixed as was that of the chamber membership. When presented on the November ’95 ballot, the citizens choose against riverboat gaming in Jefferson City.

ACCOMPLISHMENTS Improved public transportation for Jefferson City and Cole County. Upgraded Rex M Whitton Expressway and the completion of a 4-lane Highway 50 from St. Louis to Kansas City via Jefferson City with an interstate connection and designation. The goal to redevelop the Missouri State Penitentiary has been a longstanding goal. Recognize the Missouri River as a resource for city drinking water, recreation and for riverfront development. Projects were developed to raise awareness of the river. Developing some of these projects in Jefferson City schools involved students and taught the value and role of the river for the area and helped raise awareness. Economic development is an ongoing goal for the Chamber. The goal was set to attain a 55,000-population base for Jefferson City. To achieve this goal, we developed a pro-active recruitment program for attracting retirees to Jefferson City, attracting new business to the area and helping expand existing business.

During the 2010’s, the community and the country was just beginning to come out of The Great Recession of 2008. The Chamber followed every lead for business attraction projects, focused time and resources on existing business expansions and workforce development.

ACCOMPLISHMENTS The Chamber supported many new initiatives regarding workforce development, including getting Jefferson 58

City approved as a Certified Work-Ready Community, and helping to support another key initiative in our community – a new second high school. Capital City High School will open in 2019, and Jefferson City High School is also going through a major renovation as well. Some of the most notable accomplishments during this time centered on new construction. The Mission Drive Interchange on Hwy 179 was constructed in partnership between Jefferson City, Cole County & MODOT. The Chamber funded the transportation preliminary design study to enable cost sharing of the local and state entities for the interchange to be built. This “paved the way” for SSM St. Mary’s to relocate and construct a state-of-the-art building in 2014. The Lafayette interchange was a significant improvement for our city. Providing access from Highway 50 to the Missouri State Penitentiary, Lincoln University and Jeff City High School. Cost sharing between MoDOT, City and County was developed through Chamber facilitation. The interchange was adorned with pylons and LED color lighting to
really enhance the installation and create more civic identity. Sixty decorative “way-finding” signs beautify Jefferson City, from The Katy Trail to Downtown to guide visitors to some of our community’s most popular destinations. The Special Olympics Training for Life Campus bid was won by Jefferson City in 2014. Jefferson City bid against Columbia, even after land had been purchased in Columbia for the project. Due to tremendous representation by Jefferson City community leaders and residents, Special Olympics of Missouri decided to change plans and locate in Jefferson City. The Campus is getting closer to reality as we speak! The Chamber facilitated the vision of finally reaching the riverfront with access to the Island with a bridge connecting the Capitol grounds to this 30-acre future park right in our Downtown. During this period, some very generous community leaders have helped make this vision real and on its way to final implementation. The Chamber Spec Building was sold!

The Chamber has a long history of supporting education and a tradition of supporting school bond issues since 1903 when the Club’s advocacy of the passage of an $80,000 bond issue contributed to its overwhelming adoption (1,162 to 80). This bond issue allowed for the repair and/or erection of six buildings. The school bond issue of 1913 expanded the high school which was then named Ernst Simonsen High School after the Commercial Club (Chamber) President.

The Chamber has also been a strong supporter of and advocate for Lincoln University. In the 1950’s, Chamber officials sought to keep Lincoln University alive, and has supported the institution ever since. In 1988, the Chamber raised over $20,000 in LU scholarships for local students from Jefferson City High School and Helias. In 1990, the Chamber helped raise more than

In 1951, Chamber member and former president, William R. Tweedie, chaired a special advisory committee to study the city’s educational needs. Out of this committee came the school district’s first million-dollar bond issue campaign which led to the most ambitious building program to date and included Southwest, Moreau Heights and South. “It’s Time” was the slogan for the 1990 school bond issue which was strongly supported by the Chamber. This $25 million bond issue and levy increase funded two new middle schools and other expansion projects. In April 2017, Jefferson City voters approved both ballot issues Proposition J and Proposition C. Prop J (bond issue) passed with 62% support from voters. Prop C (levy issue) passed with 60% support. These propositions centered around the construction of a second high
$80,000 to repair LU’s track in order to attract statewide competitions. Chamber staff and members serve on Lincoln’s task forces and also on presidential search committees. The Chamber works closely with the LU Small Development Center to encourage entrepreneurism. Guided by a deeply-held commitment to vigorously promote the educational needs of the Jefferson City and Cole County communities, Chamber leaders continue to recognize the central role excellent schools play in economic development and strongly supports both the public and private schools in the community and are very appreciative of the growth and investment made by these schools. With the new building expansion at Helias Catholic High School and the new athletic complex, the expansion project at St. Joseph Cathedral School, planned expansion projects at Calvary Lutheran High School, and upcoming bond issues at Blair Oaks, there is a great deal of excitement in our communities! 125TH ANNIVERSARY EDITION

quickly replacing all other incentives for economic development.” The Jefferson City Area Chamber of Commerce increased workforce development efforts several years ago, creating a special task force to address this issue. The Task Force is headed by Missy Bonnot, Director of Economic Development. Several Action Teams are in place and have initiated new projects such as working with area high schools to hold job and career fairs, educating high school counselors on local major employers and job opportunities, the creation of a Job Board on the Chamber’s website, and several more initiatives geared toward training and retaining local talent. The task force will also address talent recruitment. A feasibility study, commissioned by the Jefferson City Area Chamber of Commerce, with support from Jefferson City, Cole County and Callaway County was completed in the spring of 2018 that verified the economic viability of a port in the mid-Missouri region. The Port could potentially include facilities on the south and north sides of the river – both Cole and Callaway Counties. The south port site would be placed between the National Guard facility and the prison north of Algoa Road and Militia Drive, with the north port site across the river to the West at the existing OCCI temporary port. The Port study also recommends improvements to the rail facilities at the south site, which brings further value to the port for transfers between the three R’s; road, rail, and river transportation modes. The construction of The Port would also create the need for improved roadway access to The Port, National Guard, and Prison facilities north of the
railroad. Roadway improvements would include relocating and replacing the current Militia Drive at-grade railroad crossing with a bridge. Improvements to the roadway system were not included in the scope of the Feasibility Study, but preliminary planning and cost estimates have been completed. The feasibility study has paved the way for The Port, and the project is ready for an opportunity like this to take it to the next phase. Since the findings of the study were presented, elected officials and staff from Jefferson City, Cole County, and Callaway County have been meeting with Chamber staff to develop an application to the Missouri Department of Transportation (MoDOT) to establish a Regional Port Authority in Cole and Callaway counties. Port authorities are established based upon the provisions of Chapter 68 of the revised Missouri statutes.
There are currently 14 public port authorities currently operating in the state, three on the Missouri River and 11 on the Mississippi River. The Jefferson City Council unanimously approved a resolution June 2nd authorizing a partnership between the City, Cole County and Callaway County to establish a regional port district called the Heartland Port Authority of Central Missouri. This agreement allows an application to establish a port authority be submitted to MoDOT. The Port Authority will be named the Heartland Port Authority of Central Missouri and will include a nine-member board of commissioners consisting of three appointments by each of the Jefferson City Council, Cole County commission and the Callaway County commission. The nine-member board will oversee the operations of The Port

Authority. Port Authority members will be appointed based upon their interest and knowledge in finance, transportation, public affairs, business and economic development. The Port Authority district will include all of Cole and Callaway counties. In addition to the economic benefit of having this port operation, there are other incentive and programmatic benefits available to port districts. Currently the plan is to present the Authority application in August and seek MoDOT approval in September. The proposed new Central Missouri Port is a great opportunity to apply for a grant through the BUILD program.
The Port feasibility study estimated that the entire port project would cost roughly $60 million, including $5.2 million in engineering and planning services. Additionally, the roadway improvements were not included in the feasibility study, and those have been estimated to cost roughly $10 million, which would result in approximately $1 million in engineering and planning services. The intent is to apply for the planning, environmental and engineering services portion of the project. If awarded, this would allow for continuing the project planning while The Port Authority gets established. The work would include the environmental clearance of the
site as well as surveying, preliminary planning and design of the roadway improvements, rail facility improvements and the port on both the north and south side of the river. By having the environmental portion of the project cleared and the improvements designed, a major milestone in the development of The Port will be complete. The site would become “shovel ready” and show that the region is committed to the project. The group believes that this step would enhance the ability of The Port Authority to attract private investment in the project. It would also allow for future grant applications to fund the construction of the project.

The Jefferson City Area Young Professionals group was formed as an outlet for professional development which was difficult to find when entering the workforce. This new opportunity for young professionals to develop leadership skills and succeed in business immediately catapulted the YP group to success growing the current membership to over 220 members. YP energized its membership by offering experiences where they can network in a social, as well as professional environment. No matter what their expertise and business interests, YP’s have found their own way to grow professionally. “YP is an exciting opportunity for individuals to stretch the boundaries of what was the traditional ladder to success. We seize the opportunities to learn by doing, and we do it our way. YP’s convene to network with their peers over lunch and then hear from a speaker on a relevant community or professional development topic. For example, before Uber came to Jefferson City, a lobbyist spoke at a meeting about the barriers the organization was facing. In addition, before Capitol City High School construction began and the tax increase had passed, the superintendent of Jefferson City Public Schools, Larry Linthicum spoke to raise awareness for the need of a new high school. The Young Professionals feel great about being “in the loop” on current issues facing the community and continue to find tremendous value in these monthly meetings. To create an atmosphere where you can explore and develop your skills is a unique experience. YP encourages members to be a catalyst for innovation. Damian Bunting, Owner of The Pyramid (a fitness and personal development center) spoke about Finding your Passion in the Business World. These talks are meant to inspire the Young Professionals and get them passionate about getting involved not only in the community but in their work. Professional development seminars allow YP’s to expand their knowledge and hone new skills. It’s already tough to remember all of our website login passwords and keep up with the latest tech trends; Let alone to keep up with the internet speeds required in our ever-increasingly “digital-world.” Technology is changing within the business world as well. With Fortune 500 Companies becoming exposed to cyber-attacks, credit card companies implementing an extra level of chip security and data leaks from many websites we use every day, how can we protect our businesses and our personal information? There is a greater need now, more than ever for increased cybersecurity technology and education. Robert Myers, President and CEO of RKV Technologies agreed: “We are in a decade of new business apps coming online by the second. Many include vulnerabilities that open the door for hackers to walk right into a business and their clients’ data, including personal
information. That’s why it is important to build mobile and web apps with security and intrusion in mind. It’s important to know where and how your software applications, that are so important for your business, may put your business at risk. Building a mobile or web app is relatively easy; making it secure is much more challenging. So how do you reduce your risk? There are many preventative measures that can be taken. Firewalls, software designed to exploit vulnerabilities in code, anti-virus, etc., but the real question is what does “your” business need.
