What comes to mind when thinking of life in a “River City?” Perhaps it’s standing with your feet in the sand on the bank, feeling the breeze coast across the surface of the river and hearing the sweet sounds of nature. Although Jefferson City does offer that opportunity on the north side of the river at Carl R. Noren Access, the south side, where most of the population resides and where the Capitol building stands, doesn’t yet have the same pleasure. A Jefferson City philanthropist, 94-year old Betty Jo “B.J.” DeLong has had a particular interest in the development of a riverfront park for Jefferson City for the last 20-30 years. In 2018, she made the decision to donate a portion of her assets, $3.2 million, to construct a bridge to Adrian’s Island.

Adrian’s Island, a 1 mile stretch of land from the Missouri State Capitol to the Missouri State Penitentiary along the banks of the Missouri River offers an opportunity to re-establish our historic connection with the river from the Capitol grounds. In honor of Missouri’s 200th Anniversary in 2021, we will have access to the 30 acres of forest and wetlands with the Bicentennial Bridge to the Island, an 826-foot bridge that will safely allow visitors to cross above the railroad tracks and onto the Island.

The entrance to the Bridge will be located on a donated .19-acre plot of land between the Senate Garage and the Missouri Veteran’s Memorial. The ADA, bicycle and emergency vehicle-accessible bridge will safely carry visitors over the railroad tracks as they also walk through

one of many rail car-style replicas containing interactive exhibits highlighting the various aspects of Missouri’s history. Each rail-car will also provide seating and shelter from the sun and wind as well as solar-generated energy for lighting within the galleries. The bridge will not only provide uninterrupted views of the Missouri River but also a unique view of the Governor’s Mansion, Lohman’s Landing, the wetlands and wooded areas below. Visitors can enhance their experience by using their personal devices for an audio tour of the bridge. The river bank and hiking trails can be directly accessed at the end of the bridge as well. Future plans include a possible outdoor gathering space or amphitheater and even a riverfront park. Adrian’s Island could also provide direct

access to the proposed redevelopment at the Missouri State Penitentiary site. Because of the close proximity to the Katy Trail and the Missouri River Pedestrian Bridge, the bridge would also attract bicyclists passing through Jefferson City. With 400,000 visitors annually to the Capitol Complex, the Bicentennial Bridge will surely be a popular attraction. The project is estimated to cost around $4 million. Fundraising efforts are 90% complete due to B.J. DeLong’s generous donation. The project can now begin construction ahead of schedule with construction beginning in August. By the Missouri Bicentennial celebration in 2021, we can revel in the history and beauty of the city we are proud to call home from the Bicentennial Bridge to the Island and be able to share it with future generations.

An environment-based education movement – at all levels of education – will help students realize that school isn’t supposed to be a polite form of incarceration, but a portal to the wider world.

HARD AT WORK The environment of our schools is more valuable than we may think. Creating an environment conducive to learning will make learning inevitable. The Jefferson City area schools have taken this philosophy seriously and have all been taking steps to construct the perfect environment to nurture the education of our future community leaders. Jefferson City Public Schools has been hard at work constructing Capital City High School since February of 2018. The first phase of construction, including 40 classrooms, administration offices, common areas, practice fields, cafeteria and kitchen facilities, should be completed in August. The school will be ready to receive 9th and 10th grade students in the fall of 2019. Later phases of the construction will include the gym and auditorium and final construction should be completed in the early part of 2020.

The previous principal of Simonsen 9th Grade Center, Ben Meldrum is excited to begin his new position as Principal at Capital City High School and says:

“Construction at Capital City High School is on schedule and there is progress being made every day. We appreciate all the hard work and dedication that every crew is putting into this project. Our students and community will be proud and excited to be a part of the final product.�

Jefferson City High School has also seen big changes. The year-long construction began in mid-2018 and renovations are nearing completion on the classrooms at JCHS and Nichols Career Center along with a storm shelter, building connector and new gymnasium. Final classroom completion is slated for early 2020, just as Capital City High School will be completed.

Just outside of Jefferson City, Blair Oaks has picked up the trend as well. In April, a 14 million-dollar bond capacity was approved by voters to construct a new high school. Superintendent Jim Jones justifies the need for a new high school, “We went from five hundred to twelve hundred students in 20 years.” The new high school would accommodate 600 students from grades nine through twelve. Kindergarten through eighth grades would be spread between the current elementary, upper elementary and old high school with three grades at each building. The 19 million-dollar new high school is set to open in August of 2021 after completion of phase one. Phase two would require another vote in 2023 concerning the additional four and a half to five million to complete the design of the building, which could be complete by 2025.

The private schools in Jefferson City aren’t missing out on the fun either.

St. Joseph Cathedral School recently completed a one and a half milliondollar gym expansion. The project added 4,000 square feet to the existing gym and stage area, including additional dressing rooms, coaches’ offices, ADA restrooms and a new HVAC system.

Calvary Lutheran also renovated to allow for a newly designed Family and Consumer Sciences Area and “Calvary Café.” Renee Duenckel, Advancement Coordinator at Calvary Lutheran High School, explains the impact of the renovation saying:

“In addition to a lunchroom, classroom and concession area, we are blessed to now host evening receptions, celebration dinners, school activities and more in this newly renovated area!” It’s no surprise that there is a constant buzz in the community about these high dollar and large-scale projects. Students share in the excitement being the first to set foot inside the completed facilities and benefit from them on a day-to-day basis. Education is a vital part of a community’s success and we look forward to seeing these projects come full circle in the near future.

IN THE

FAMILY For 75 years, we have driven by Whaley’s Pharmacy, many of us not knowing the story. The name Whaley came from the original owner, Red Whaley who purchased the East End Drug Store and renamed it Whaley’s East End Drug. Darryl Hubble, a partner since the late 1970’s purchased Whaley’s in 1998 and in 2005 made his daughter, Stacy Welling a part of the team, later becoming the President and Owner of what we now know as Whaley’s Pharmacy, Inc. & Whaley’s Baby, LLC. Stacy shares her story below. GROWING UP IN A FAMILY BUSINESS I think growing up in a family business instills a work ethic in you unlike any other. I watched my parents go from being employees, to part owners, to sole owners of a rapidly growing and changing company. Work hours were not 9-5. They worked for hours after the business was closed getting caught up, doing payroll, dealing with employee issues and figuring out how to continue to grow the business. Watching them pour so much blood, sweat and tears into something made me truly value the beauty of small, independent business and having something that was your own. Today, despite having that same work ethic and giving MANY hours to my businesses, I do strive for a good work/life balance. Work hard – play hard! TAKING OVER THE BUSINESS

Every city wishes more of its residents were engaged in the community. Jefferson City got lucky when they welcomed a new resident from Pittsburg, Kansas in 1990. This certain someone would involve themselves in all sectors of the community, even past retirement. That person exists in Jefferson City and her name is Linda McAnany. Regardless of location, there is sure to be one person in the room who knows Linda. Perhaps the one who knows her the best, however, is her husband of 47 years, Bill. Within 6 months of meeting her, they were married. If that doesn’t astound the reader, her involvement in the community will. After managing Dillard’s Kansas City County Club Plaza location for 3 years, she was transferred to Jefferson City. When asked about her greatest accomplishments Linda said, “I loved being a Store Manager for Dillard’s and working with a lot of great people. (They made me look good!) [2 months after] ...retiring from Dillard’s, I was offered the position as Chief Professional Officer of the United Way of Central Missouri, it was not only an honor to serve in this position, [for 10 years] but working with many wonderful agencies and volunteers was truly a blessing!” The United Way created the “Linda E. McAnany Award” in her honor and describes the connection by saying, “Linda’s name is synonymous with the United Way name 26

in the mid-Missouri community. During her tenure, the United Way grew to be the most trusted resource for health and human service needs in the central Missouri area; so, it is only fitting that this award is named in her honor, and recognizes a volunteer of the United Way or one of its partner agencies who has shown a remarkable commitment to the United Way cause.” Her success and amiable personality were showcased in the “Live United Show” in the early 2000’s and currently Linda hosts her self-titled show, the “Linda McAnany Show” broadcasted by JCTV. Linda is heavily involved in the religious and healthcare sectors as well. She advocates for public policy upholding the dignity of human life through the Missouri Catholic Conference. Linda also enjoys providing guidance and resources to help young people when dealing with issues such as drugs, sex, alcohol, abuse, peer-pressure, faith and relationships through the Anne Marie Project. The Chamber staff unanimously decided to recognize Linda in this magazine. She eats, sleeps and breathes the Chamber’s mission, even keeping her “car copy” of the Chamber Directory handy at all times. Linda is always the first to volunteer her help and is a staple at most every Chamber event. In 2011, Linda was awarded the Distinguished Quigg Award which recognizes a lifetime

of leadership and commitment to Jefferson City. When asked about why she invests so much time in the Chamber she replied “I love what the Chamber has done for our community! The staff is very engaged and committed. The Board members and other volunteers are dedicated to the mission of the Chamber and its efforts to make our community a wonderful place to live. It is one of the many reasons that we live in such a great community!”

When Linda is not volunteering her time, she loves to play golf and exercise. She said “most people probably don’t know I am a huge sports fan. Having relocated from Kansas City, my favorite teams are the Chiefs and the Royals.” When you meet Linda, you will feel her contagious energy and zest for life. Whether or not she wants to be, she is an inspiration and a true servant to her community.

The Jefferson City Greenway, managed by Parks and Recreation, has been a work in progress for decades and is proud to now include over 17 miles of paved trail. “Greenway” is a derivation of the word “greenbelt,” an area or largely undeveloped wild or agricultural land surrounding neighborhood and urban areas, and “Parkway,” a general designation of a type of limited-access highway. The paved trail doesn’t just meander through parks and along the street sides. Virtually all of the Greenway trails have been built on donated land or easements on existing right-of-way or city park lands. Downtown Jefferson City connects to Katy Trail State Park by a 2.7-mile trail connector that crosses the Missouri River. Another three miles of paved fitness trails loop through select parks. The paved Greenway trail offers a safe and close-to-home link to

SPIN Program Jefferson City recently adopted a bike-share program through SPIN that allows renters to unlock scooters and bikes to ride around town. SPIN users preload funds to their downloaded app and scan the code on the bike or scooter to unlock and ride. The City of Jefferson and many businesses have also accommodated bicycles by adding bike lanes and sponsoring a bike rack at their place of business.

natural, cultural, commercial and recreational amenities, providing an environmentally-friendly way around town. The largest section of the Greenway is the 19 miles of natural surface trails designed for use by mountain bikes or for hiking. These are perfect for bicyclists seeking out trails for a more challenging workout because of Jefferson City’s hilly topography. The labyrinth of wooded trails is mostly located at Binder Park where riders can choose to embark on loops of different distances (1.6 to 4.3-mile loops). Each loop is connected so riders can choose to ride all loops consecutively. Runners also enjoy that these trails provide a more unique experience.

We all know how a tornado happens, two opposite air temperatures collide producing what they call in the insurance world, “an act of God.” Jefferson City experienced an act of God in more ways than one this May.

At daybreak, the effects of the tornado were truly realized. Three square miles were affected with 32 injuries, 175 damaged buildings, 94 buildings completely destroyed and, amazingly, no fatalities.

As tornado sirens rang out, Jefferson City families slowly rolled out of their beds to their safe places. “Tornadoes never hit Jefferson City, we have too many hills.” Something many of us have said, but tonight would be the last time.

One of the hardest hit areas was along Capitol Avenue, a historic conservation district made possible by the efforts of countless residents. Normally, when driving down the streets of Jefferson City, it’s tough not to find yourself rubbernecking at what you see. The beauty of the architecture and noticeable history are something that make this city unique. However, in morning’s light, residents picked up the remains of their homes and businesses, analyzing the damage to some of Jefferson City's oldest and most historic structures. What had taken years to restore with a lot of money, blood, sweat and tears was just gone in a few moments.

ON MAY 22, 2019 AT 11:43 PM, A 160 MPH WIND, CATEGORY EF3 TORNADO RAVAGED JEFFERSON CITY. IT WAS OFFICIAL, JEFFERSON CITY HAD BEEN HIT BY ITS FIRST EVER TORNADO. According to NOAA’s Storm Events Database, the strongest tornadoes to hit Cole County were a pair of EF2 tornadoes on May 12, 1980 and October 3, 1986. Neither of which had damage in Jefferson City.

QUICK FACTS • This tornado occurred exactly 8 years after one of the deadliest, most destructive tornadoes in American history hit in Joplin, Missouri, killing 161 people. • The City of Jefferson removed 2,600 dump truck loads of vegetative debris and 270 dump truck loads of non-vegetative debris (as of 6/14/19). • The tornado had a 19.38 mile path.

In spite of the devastation, the community came together as one. Crews wrapped caution tape surrounded the Missouri State Penitentiary's damaged historic wall. Across the street, men worked to remove trees that fell at the Marmaduke House, home to the Jefferson City Convention and Visitors Bureau. Nearby, men tossed plywood onto the roof of Tyler M. Woods Funeral Director and began boarding up the busted-out windows, including a 125-year-old stained glass window that was a gift to the builder in 1900. Volunteers carefully carried out furniture and helped salvage belongings from damaged homes. The Chamber had multitudes of calls from out-of-town and out-of-state volunteers looking to be dispatched, residents lined up at the Volunteer Reception Center ready to help, and local businesses posted up on the streets serving food and drink to those affected. Fundraisers sprang up all over social media and people gave from their hearts.


Months later however, there are still many unanswered questions: WHAT WILL HAPPEN TO THE DAMAGED HISTORIC HOMES? The Historic City of Jefferson (HCJ) has partnered with the city to pay for up to 250 residential building permits in June, July and August to help homeowners rebuild. “HCJ is doing that for all properties regardless of age because we feel that it’s important that we help our entire community,” said HCJ Executive Director Anne Green. They are also working to pair those interested in selling their property to buyers who will restore the property. In addition, HCJ is collecting architectural salvage to be purchased and reused. Homes that are not fixed or chosen for rehabilitation will have to choose to demolish or sell the property. WILL THE MISSOURI STATE PENITENTIARY REOPEN FOR TOURS? In the first 7 hours after the tornado, many personnel came to Jefferson City to help.

Tornado sirens run off of battery power. The sirens are programmed to run for only a few minutes and automatically shut off to preserve the battery life. The sirens were activated a second time as confirmation that a significant event was still occurring.

This tragedy gave each and every one of us a reason to help a stranger in need. The real story here isn’t the tornado – it’s the community that emerged. MSP AREA REDEVELOPMENT

The City of Jefferson and its working committee, the Missouri State Penitentiary Community Partners, are moving toward selecting and contracting with a Master developer to work on projects in the MSP redevelopment area. The city recently approved the content of the request for qualifications for redevelopment of a portion of the Missouri State Penitentiary (MSP). The city is seeking a visionary partner to be the master developer of a project to transform the former MSP site into a dynamic, mixed-use development. The Missouri State Penitentiary was in operation from 1836 to 2004, and was the oldest operating prison west of the Mississippi River. The MSP Redevelopment Project, because of its history and location, represents a rare opportunity to create a special community hub that will enhance the experience of living and working in, or just traveling through, the city’s downtown for residents and visitors alike. This RFQ is the first step in a two-step process for selection of a master developer.

The second step will invite selected RFQ respondents to submit a detailed redevelopment proposal for evaluation and selection by the committee and the city council. Mayor Carrie Tergin says, “This is an opportunity for redevelopment like no other. The historic Missouri State Penitentiary site, with a stunning river view and walking distance to the State Capitol, attracts thousands from around the world to see the irreplaceable architecture and hear the stories and history in person. I can't wait to see what the future holds for this unique site.” Councilman Mark Schreiber, Chair of Missouri State Penitentiary Community Partners, adds, “This is another grand opportunity for the continuing partnership for our community. We need to move forward and make it happen for future generations.”

To break it down, as money goes from your pocket to the checkout counter, 68% comes right back to the local economy when you shop locally as opposed to a national chain (43%) or online (0%) (source: The 3/50 Project). The money flows back in the form of payroll, taxes and other expenses. Those funds create jobs and the sales taxes collected support the infrastructure, emergency services, law enforcement, educational systems and public recreational facilities. Funding these facilities and services makes the community a destination attracting visitors and prospective residents, further stimulating the local economy. Most people want to live in a place that is uniquely its own. Funding mom-and-pop businesses will contribute to the individuality of our community. The products offered by local businesses are hand-picked for their niche customer which allows a more diverse selection of products and a personalized customer experience. Owning a brick-and-mortar small business allows entrepreneurs to bring their dreams to reality and serves as a means for families to move away from lower-wage jobs and be more deeply connected to their careers. Encouraging entrepreneurship is a vital step in maintaining a healthy local economy. By shopping locally, we are even helping the environment. When we make purchases online, those products require extra resources to package and ship to individual households as opposed to bulk shipments to stores. The delivery trucks are using our roads and bridges nationwide but aren’t investing in them or funding repairs, not to mention the high levels of carbon dioxide emissions. We have ironically traded trips to the mall, in relatively fuel-efficient cars for deliveries in large trucks and diesel tractor trailers. Ouch! The guilt may be starting to sink in, but how can I buy local if I don’t know what is local? This seems to be the biggest issue, as the campaign to shop local is relatively new, there are few resources identifying these products to consumers. The Office of Lieutenant Governor has acted by creating a national BUY MISSOURI initiative to actively promote to other states and the world the products that are grown, manufactured, processed and/or made in Missouri. Their website allows businesses to apply to be listed on their buymissouri.net business directory.

Retail trends in America are changing by the day and it’s so easy to get wrapped up in online shopping. When you buy local, remember that those dollars aren’t going into a vault full of money, they are then purchasing groceries for a family of 5, they are buying an ice cream for a student that just received a great report card or are filling up the car for a weekend vacation. You are single handedly supporting your fellow Jefferson City families, and you should be proud of your contribution!

We have all seen and heard the same slogan time and time again; “shop local.” Why is it such a big deal to hop in the car and go to a local mom-and-pop store when we can shop on Amazon from our couch? That money benefits those local business owners and employees which in turn represents the lunch money and sports uniforms of our youth and the date night dinner and movie for others. When you think of it from that perspective, it makes you think twice.

MEET SUSAN If you know Susan, you know that she is on the move! Fitting for the Director of Membership and Special Events, Susan is always on hand to make sure all Chamber events run smoothly. After wrapping up the Golf Tournament in June, Susan is setting her sights on the Business and Lifestyles Expo October 8th. Shaun is the go-to-guy for small business help. As the Manager of Existing Business Shaun is there to nurture entrepreneurs and businesses into success. Shaun spends a lot of time visiting our Chamber members in person in hopes of identifying shortfalls in the business climate. Shaun looks for retail trends, workforce needs, availability of qualified talent, and financial incentives to be used by Jefferson City businesses. After the recent tornado and flooding, Shaun has identified the needs of businesses that were affected and will continue to work with those businesses to prevent job loss in Jefferson City. He is also gearing up for the Pitch It to Win It contest which allows entrepreneurs to pitch their business idea for a grand prize to be used as start up seed money.

I enjoy being outside working on landscaping projects or down at the family farm doing the same on a much larger scale.

Golf Course Superintendent – I’ve always enjoyed landscaping, but the desire did not really hit me until my late 20’s. Hind sight is always 20/20!

A:

In middle school and high school, I was in a girl’s sextet with my best friends and we traveled around Central Missouri singing barbershop. One year, the high school wouldn’t let us enter the talent show because we performed at Miss Missouri and received $100 — they said we were "professional" performers. We thought that was pretty funny!

What is your favorite part about working at the Chamber?

A:

My favorite part is being involved in so many projects in our community. Every day is different and I get to work with so many great community and business leaders. You never know what the day will bring! We also have an exceptional economic development staff that is well respected in our industry.

When site selectors and developers look at Jefferson City as a place to (re)locate their business, Missy stands ready to show-off our vibrant community. What is your guilty pleasure?

A:

I have a habit of wanting to “DJ” every occasion, whether we are making dinner, hanging with friends at our bar or traveling, I will surely have a playlist already made. One of my favorite playlists I like to call “decade evolution” where the playlist begins with 50’s music and ends with current songs.

Q:

What kind of music are you into?

A:

You can always find me listening to 90’s music. Beyond that I listen to anything from Ozzy Osbourne to the Eagles to EDM. Music is a huge part of my life so I pretty much listen to everything.

What are some words you live by?

A:

“Every day is another chance to be a better person than you were the day before.” I really try and keep this top-of-mind every day. I use this to set short-term and longterm spiritual, physical and emotional goals. Having a constant awareness of what I need to change keeps me humble but also makes me into a better person.

What exciting projects are you working on this year?

A:

Writing Bridge to Business magazine is always my biggest project as I write from November through February. Other than that, this is our first full year having the Retention Team and I hope our team can engage each new member, get them involved and help them understand all of the benefits we offer to build value in their membership.

She is currently working simultaneously on the e-Connection email newsletter, Chamber Today newspaper and 2020-2021 Bridge to Business Magazine. Ashley is the go-to-gal, well versed in many different job duties. Adhering to short deadlines, Ashley stands ready to assist Missy when an Economic Development bid rolls in. She also keeps the Chamber website up-to-date advertising any vacant buildings or lots for potential buyers. Ashley also helps Susan manage all Chamber events as well as the Young Professionals group, attending every monthly meeting to greet members, and keeping the roster of over 230 members up-to-date. PROJECT PORT

A LONG TIME COMING Jefferson City has wanted a way to take advantage of our location on the river for a long time and there is a need for multimodal transportation options for our existing businesses and potential new projects. This idea of a Missouri River port has been discussed for decades in our community, but the idea was finally formally developed by the Chamber in 2008. In 2015, the project redeveloped from a renewed interest in river freight and more congestion on the highways. A working group was established to move “Project Port” forward.

The summer of 2018 was a busy one. After completing a feasibility study last spring that verified the economic viability of a port in the mid-Missouri region, the Chamber spent many hours working to prepare an application to the Missouri Department of Transportation to establish a regional port authority. This was a lengthy and involved process that included getting contractual agreements

The most recent action has been the securing and announcing the Heartland Port Authority Board of Commissioners and the Chamber is proud to say that the board includes all levels and area of expertise. The Heartland Port Authority Board of Commissioners were appointed by the three jurisdictional entities. Per the initial bylaws, three members were selected each from Jefferson City, Cole County, and Callaway County.

On September 6, the proposed Heartland Port Authority of Central Missouri was formally approved by the MoDOT Commission to create a formal public port authority for Cole and Callaway counties.


The first Board Meeting was held on November 26, 2018 and has subsequently been holding monthly meetings. The Jefferson City Area Chamber of Commerce is serving as the managing entity during the startup period. One of the major tasks is to develop a list of private sector partners who may want to participate in the on-site operation of the port, or as users of the port who wish to have a permanent on-site facility. To help with that effort, the Heartland Port Authority applied for and was awarded an $187,000 grant in June. The Heartland Port will contract with Decision Innovation Solutions to conduct a Missouri Port Development Study and Business Development Plan that will help inform and provide direction in determining the extent to which agricultural products could be enhanced by the operation of a Missouri Port. Additionally, the study will yield a Business Development Plan that will assist in the marketing of Missouri river ports in general and specifically a full-service port in Central Missouri.

The Chamber, along with our other economic development partners, will work with state and regional economic development agencies to develop a targeted plan to attract businesses that would benefit by the shared access to facilities a port would provide. Shared services could include those provided by shippers, shipping agents, brokers and packing companies, as well as those related to support activities. Asset sharing would allow companies within the port district to obtain economies of scale and position the port to compete for customers, tenants and trade. Top commodities could include gravel, non-metal mineral products, cereal grains, coal, fertilizers, basic chemicals, animal feed, and other foodstuffs or products. It has been a lot of work to get “Project Port� to where we are today, and there is still have a lot of work ahead of us. This long-term project will require many resources, including financial and time, but the goal is to have the Port operational within 5 years.

A CONVERSATION WITH DOUG OTTO, 2019 YP CHAIRMAN

Why are you taking time away from your business to be a part of YP? What is the value? Networking and building relationships are both key aspects in helping grow my business (American Family Insurance - Douglas Otto Agency, LLC.). Unfortunately, or fortunately, my career doesn’t require much public speaking but since I became the 2019 YP Chair and speak each month in front of our membership, I have increasingly become more comfortable with public speaking and networking in general. That is just the tip of the iceberg of the things I have learned being involved with YP. Do you have a favorite guest speaker from one of the monthly meetings? After the relationship-building aspect of YP, this would be next on my list of things I enjoy most. Each month, we have a speaker that comes in and speaks on personal or professional development. The most impactful speaker that stands out was in December of 2018, when we had Santa B Pitman in to speak. What I thought was going to be a quick story about Santa Clause turned into a tearjerking speech about overcoming anxiety, depression and the difference we can all make if we all tried to be more like Santa. In my time with the organization, this was the first standing ovation I had seen. 2019 is YP’s 10th Anniversary. How big was your membership 10 years ago? We quickly blossomed in our first year to 229 members and again in another 3 years to over 400! During that time we established the Jeff City START Internship Program which still continues today. In an effort to become more financially independent and to engage our members, we started charging dues which reduced our membership to 200 actively engaged young professionals. Today, our membership continues to grow and are now able to contribute non-dues revenue to the Chamber budget each year. How are you going to make a difference as the 2019 YP chair? In 2019, we are going to continue to grow our membership and offer even more opportunities for individuals to get involved. I have spent a majority of my life in Jefferson City, and thought that I knew all about our community. YP has opened my eyes to so many amazing things happening in our city. I have been able to make long-term connections with so many community leaders through this fantastic program, which is what I want for others as well.

SPLISH SPLASH With average temperatures hitting 89 degrees in the summer time, Jefferson City residents are often seeking relief from the heat. The city has many expansive public pools but sometimes we don’t want to go to the trouble of packing the kids up, slathering on sunscreen and wearing a bathing suit. A solution has arrived, Jefferson City’s first-ever splash park!

of houses. The Community Park would consist of 1,200 square feet for the splash park and 2,000 square feet of dry space for an all-ages playground, restrooms and a multi-use pavilion for outdoor concerts. The free splash park will be outfitted with 25 spray features and will be operational (weather permitting) from May until October, extending the season by two months where residents can enjoy water activities outdoors. Todd Spalding of the JC Parks & Rec Commission said, “I want everywhere in Jefferson City to be a 10-minute or less walk to a park.” Together with the Cultural Arts Foundation, East Side Family Activities Center and a community advocacy group, they put their ideas into action. Fundraising for a community park located in the heart of Jefferson City began in 2016 with the Ice Cream Splash event, an all-you-can-eat ice cream tasting fundraiser which attracted over 1300 attendees. After just three Ice Cream Splash events, they were able to reach their fundraising goal of $60,000 towards the splash area of the park. The Cultural Arts Foundation is also continuing to sell sponsor bricks that will be placed around the splash area and will underwrite more splash area amenities.

Other funding sources for the Community Park were secured with a grant from the Department of Natural Resources to create a Greenway entrance to the park, add bathrooms, parking, safety lighting and more. The Cultural Arts Foundation also secured a grant from the National Association of REALTORS® for a new pet friendly water fountain to be housed at the park. Central Bank, Ameren UE and Missouri American Water were also instrumental in meeting the fundraising goal. The project in total will cost close to $3 million. The current Community Park is in desperate need of improvement and its history will be recognized in the construction of the new park. The proposed site design will have art pieces that illustrate the rich history of the Foot District which began as a group of black-owned businesses in the 1860s but was later claimed by urban renewal in the 1960s. The design of the new Community Park showcases the history of the park and neighborhood and offers elements to bring a diverse population together to participate in outdoor activities. At the time of writing this article, the new Community Park construction should take 180 days and be completed around November 2019.

In the words of John F. Kennedy speaking about our veterans, “As we express our gratitude, we must never forget that the highest appreciation is not to utter words, but to live by them.” When veterans return from duty many of them need to be rehabilitated back into society with help from civilians and other veterans. Post-Traumatic Stress Disorder (PTSD) affects one in five combat veterans, and not only complicates but prevents many of them from leading successful civilian lives. Over 150 veterans have found a treatment that works through the K9’s on the Front Lines program.

Jason was traveling from his hometown in Jefferson City to Maine to visit family when he came across K9oTFL. He applied for a service animal and was approved for a female boxer dog named Sobee that was two days short of being euthanized.

After experiencing first-hand what the program could provide Jason started K9’s on the Front Line-Missouri as the Midwest Coordinator/Service Dog K9 Handler.

The program was originally founded in Maine in 2016. Missouri became the second state to host the program, thanks to Jason Howe. Jason served as a Master-at-Arms for the U.S. Navy at Guantanamo Bay, Cuba; Kandahar,

K9’s on the Front Lines (K9oTFL) provides service animals at no cost to veterans affected by PTSD, Traumatic Brain Injury (TBI), anxiety or mobility issues. The service dogs are trained to perform specific tasks depending on the needs of the individual. From reminding their handler to take their medication, retrieving items from the fridge or ground and even helping with balance. Veterans with PTSD especially benefit from having a service animal which can be trained to wake them from blunt nightmares, intercept flashbacks and neutralize negative emotions by providing a sense of security. The dogs provide emotional support and curb feelings of anxiety in crowds or social situations.

animal. Current or past law enforcement professionals donate their time to train the dogs until they are matched with a Veteran. Once a veteran has applied and been approved, their assigned dog is immediately taken to live with the Veteran to begin bonding. Together, the dog and Veteran are required to attend a weekly 2-hour, 16-week class to train the animal. At home, the Veteran must also work with the dog for a minimum of 2 hours per day. Twelve veterans and their service animals have graduated from the training course since its inception. Jason Howe is happy to lead these trainings and says, “I want to help my fellow brothers and sister in the armed forces. It’s like a big peer support group.” In 2018, Jason received the Distinguished Service Award & Medal of Combat Valor for actions in combat. Sobee was also recognized by the United States Tiger Foundation as the nation’s first recipient of the Taffy 4 K-9 Legacy Award. K9oTFL-Missouri joined the Chamber in 2018 and was quickly met with support from the business community. Premium Pets offered to host training classes and Diamond Pet Foods arose as the official K9oTFL sponsor. The program is free to veterans but a cost of $3,500 is incurred to purchase the dog and pay for the training, food, shelter, and service vest for the dog before it is matched with a Veteran. The program is entirely funded by grants, individual and corporate donations, and needs the support of those in Jefferson City to keep the program operating. Every Veteran that graduates the program is another life changed and another individual who can live a normal life again.
