MESSAGE FROM PROGRAMME COORDINATOR Dear Student, I welcome you to the second batch of CIT programme of IGNOU. During your study, you will get support from IGNOU through Internet as well as through the networks of our Regional and Study Centres. You will be attached to a study centre which will offer counselling sessions (both theory and practical). In some cases, the centres which offer theory counselling and practical counselling may be different. You will receive printed course material in accordance with our despatch schedule. The most important place with which you need to be in touch is http://www.ignou.ac.in As part of CIT , you will be pursuing CIT001, CIT002, CIT003 and CITL001. The first three are theory courses and the last one is practical course. The study material pertaining to all the courses will be available at http://www.ignou.ac.in . You can download the material, if needed. Also, assignments of CIT will be available at http://www.ignou.ac.in. Any development will be posted to the CIT section of the website. Hence, I suggest you to always be in touch with the website. This will ensure that you don’t miss anything. You can also fill examination form online at http://www.ignou.ac.in. Alternatively, you can also post examination form to the address mentioned in the programme guide. Programme Guide does not include assignments. A booklet consisting of only assignments will be sent to you along with the Programme Guide and study material. It is necessary to submit assignments within due dates mentioned to your study centre coordinator for becoming eligible to appear for term end examinations (both theory and practical). In case, you appear for term end examinations (theory/practical) without submitting assignments, the result of examination(s) may be withheld/cancelled. Attendance to theory counselling sessions is not compulsory. However, attendance is compulsory for practical counselling sessions. You need to attend at least 12 practical counselling sessions out of 18 to become eligible for attending term end practical examination. If you do not have sufficient attendance, you need to appear for the practical counselling sessions during the next session for which you need to pay the requisite fee. Hence, I suggest you to fulfill the attendance requirements for the practical counselling sessions as well as submit assignments for all the courses before due dates to become eligible to appear for examinations. The minimum duration of the CIT is 6 months. However, you are permitted to complete it successfully within a maximum period of 2 years. You can apply for readmission after 2 years in case you could not successfully complete the programme with in the maximum duration of 2 years. On payment of requisite fee, you will get 6 more months in continuation of the maximum period of 2 years. In order to successfully complete CIT, you need to secure at least 40% marks in assignment and term end examination components separately. This rule is applicable to all the courses of CIT. Programme Guide is a very important document for you, preserve it, until you successfully complete CIT. IGNOU launched SMS Alerts services to its students and staff. I request you to email your Enrollment number, Name and Mobile number to cit@ignou.ac.in . You will be updated by SMS about various developments that are relevant to you. BASIC INFORMATION
1.1
Introduction
The recent rapid availability of computers in a large range of configurations has thrown open the need for trained manpower in the areas. Many investigations and studies have indicated an alarming shortage of manpower in the 90s and beyond. This vacuum was filled up rapidly by proliferation of a large number of computer training institutions. However, it was restricted to the four walls of the classroom, and failed to quench the educational thirst of all. With a view to democratize education, so that it covers large segments of population, vocations and professions. IGNOU stepped in to play an active role in the development of appropriate manpower to relate to the national development plans. This programme aims to introduce the concepts of Hardware, Software, Multimedia and Internet technologies. Also, included is a laboratory course where the student gets hands on experience. Credit System
The University follows the ‘Credit System’ for its programmes. Each credit is of 30 hours of study and comprises all learning activities. Thus, a fourcredit course involves 120 study hours. This helps the student to understand the academic effort one has to put in to successfully complete a course. Completion of CIT programme requires successful clearing of the Assignments Termend Examination of each course in the programme. 6

Student Support Services
In order to provide individualised support to its learners the University has created a number of study centres throughout the country. As on date, these are administratively coordinated by (48 Regional Centres, 8 NorthEast Regional Centres and 19 Recognised Regional centres including Army, Navy, Air force and Assam rifles). The Study Centres are the contact points for the students on all major aspects of this programme. These include Counselling sessions, practicals, library facilities, disseminating information and facilities for audiovisual training aids. The Study Centres are also equipped with some useful books on the subjects of this programme. These will be accessible to the students during their visits to the Study Centre. The University may not always be able to send communication to all the students individually. All the important communications are sent to the Regional The Registrars and Coordinators of the Study Centre. The Coordinators would display a copy of such important circulars/notifications on the notice board of the study centre for the benefit of all the students. You are, therefore, advised to keep in touch with your Coordinator on a more or less regular basis so as to get advance information about assignments, submission of examination forms, list of students admitted to a particular examination, declaration of results, etc.

Duration of the Programme
The minimum duration of the programme is six months. However, a learner may be permitted to stretch it over a period of two years. To fulfill the requirements for acquiring the CIT, a student may clear all the courses in six months. If a student fails to clear all the courses in six months, the student will be permitted a maximum period of two years to clear the programme. The facilities for Theory Counselling and Practicals, will, however, not automatically be extended. Theory and Practical sessions during extended period are at the discretion of the University and subject to payment for the same. If any student fails to complete all the requirements for successful completion of the programme within the maximum period prescribed, s/he can seek ‘Readmission’ as per rules. Readmission Form along with guidelines are annexed to this programme guide.

Medium of Instruction
The medium of instruction that is followed is English.

Programme Fee
The programme fee is Rs.3300/ and is to be paid in lump sum at the time of registration to the programme.

Study Plan
The exact date of commencement of the programme will be notified separately. On that day the students will assemble in this respective study centre. The Coordinator will give a thorough briefing on the content, conduct and schedule of the programme and clarify the queries from the students. The instructional counselling sessions will commence during the following weekend which should be treated as session no. 1 of the study plan.

INSTRUCTIONAL SYSTEM

The methodology of instruction in this university is different from that in the conventional universities. The Open University system is more learneroriented, and the student has to be an active student in the teachinglearning process. Most of the instruction is imparted through distance rather than facetoface communication. The University follows a multichannel approach for instruction. It comprises a suitable mix of: • selfinstructional printed material • audio and video cassettes • audiovideo programmes transmitted through Radio and Doordarshan • facetoface counselling at study centres by academic counsellors • oneway video two way audio satellite based counselling • gyan darshan channel • gyan vani • practicals CIT may or may not include all of the above mentioned support services.
2.1
Print Material
Printed materials are the primary form of instructional materials. These are supplied to the students in the form of Blocks. A block, which comes in the form of a booklet, comprises several units. The size of a unit is such that the material given therein may be expected to be study by a student in a session of about 6 to 8 hours of study. Therefore, you have to draw upon mainly the printed materials, which we send to you.
2.2
Counselling Sessions
In distance education, facetoface contact between the learners and their Tutors/Counsellors is relatively less and therefore is an important activity. The purpose of such a contact is to answer some of your questions and clarify your doubts, which may not be possible through any other means of communication. It is also intended to provide you an opportunity to meet your fellow students. There are experienced academic counsellors at the Study Centres to provide counselling and guidance to you in the courses that you have chosen for study. Normally, these sessions will be held at the Study Centres during weekends (Saturday and Sundays). The student will be informed of the session schedule details by their study centre coordinator. You should note that the counselling sessions would be very different from the classroom teaching or lectures. Counsellors will not be delivering lectures as in conventional teaching. They will try to help you to overcome difficulties (academic as well as personal), which you face while studying for the CIT programme. In these sessions, you must try to resolve your subjectbased difficulties and any other related problems. Besides, some of the audiovideo cassettes that are available at that time may be played in the counselling sessions. Before you go to attend the counselling sessions, please go through your course materials and make a plan of the points to be discussed. Unless, you have gone through the Units, there may not be much to discuss. The Coordinator of your Study Centre will make the detailed schedule of the counselling sessions known to you.
2.3
Practicals
Practical sessions will be held in Computer Centres, which may or may not be colocated with the study centres. In these Computer Centres, the student will have the facility to use the computer and software packages relevant to the syllabus. Details of practical sessions are as under: 8

A student needs to attend at least 12 out of 18 practical counselling sessions to become eligible to appear in term end practical exam in CITL001. In case, s/he appears without sufficient attendance for exam, the result may be withheld by the University and the student may be asked to take exam again after fulfilling the attendence requirements.
3.
STUDENT SUPPORT
In the traditional model of distance education, student support is provided through Counselling sessions and typically there are 19 theory sessions and 18 practical sessions. Each theory session is of 2 hour duration. Each practical session is of 3 hours duration. It is possible that apart from such structured questions in terms of the content of the specific blocks or units, a student may have questions of very general nature, cutting across several concepts, which s/he could have raised, in a normal lecture or counselling session.

Programme Structure
The programme for ‘Certificate in Information Technology’ consists of four courses. The code for this programme is CIT and the courses are identified as CIT001, CIT002, CIT003, CITL001. The following are the programme structure: Course Code CIT001 CIT002 CIT003 CITL001

Syllabus of CIT
The following are the syllabus of CIT. CIT001: Fundamentals of Computer Systems (4 Credits) This course mainly deals with the technology part of Computer. The basic Computer terminologies, namely; Hardware , Software and Communication are discussed in this course. The course also deals with the development of logic for problem solving and the elementary programming concepts. After studying this course, the students would be able to understand the basics of Computer Hardware and Software, develop flowcharts and algorithms for problem solving, understand the concept of Programming, understand various aspects of Communication, understand the concept of Networking, have an exposure to Software security concerns and Software vulnerabilities. CIT002: Introduction to Information Technology (4 Credits) The basic objective of this course is to make the student aware that we are living in an information age. The course begins with the basics of Information Technology and touches various aspects of Information Systems. In this course, Information is dealt in a qualitative manner and some recent trends in the area are discussed. After studying this course, the students will be able to understand 10
the meaning and attributes of information, understand the social, legal, ethical aspects of Information Technology, understand the role of IT in various fields like; business, governance, education & medicine and understand the latest trends in IT. CIT003: Web based Technologies and Multimedia Applications (4 Credits) The basic objective of this course is to make the student aware about the concept of Internet. It deals with the working and technical aspects of Internet. It discusses the functioning of web browsers. After studying this course, the students would be able to understand the basic principles of Internet, search for information on the Internet, learn various applications of Internet, design web pages and know the meaning and applications of Multimedia. CITL001: Laboratory Course (6 Credits) The basic objective of this course is to develop the skills so that the student can use the Computer in day to day applications. It covers the aspects of loading the Operating System as well as writing small ‘C’ programs. After studying this Course, the learners would be able to install Windows & Linux, develop and run basic ‘C’ programs, do word processing, develop presentations, work with databases, create small programs using HTML and design web pages. The following are the block structure of CIT. It also indicates the number of theory counselling sessions for CIT001, CIT002, CIT003 and the number of practical counselling sessions for CITL001. EVALUATION
(1)
A student of CIT needs to secure atleast 40% marks in continuous assessment (assignment) and term end examination separately in a course to be declared successful in that particular course. This requirement is applicable for all the courses of CIT.

The first question will cover the areas under Lab Manual1 and the second question will cover areas under Lab Manual2. Assignment : Max. Marks 25 A student needs to attend atleast 12 out of 18 practical counselling sessions (each session is of 3 hours duration) to become eligible to appear for Term End Practical Examination in CITL001. Attendance is not compulsory for Theory Counselling sessions. 12

In order to be able to appear for Term End Examination (Theory and Practical), it is required that the student submit all assignments according to the prescribed schedule. All students are required to give an undertaking to this effect, and should it be later found that they had in fact not submitted the assignments as prescribed, the results of the Term End Examination (Theory and Practical) may be withheld/cancelled.
Depending on the percentage of marks secured by a candidate who has passed, the divisions will be awarded as follows: First Division with Distinction 75% and above A First Division 60% or more but less than 75% B Second Division 50% or more but less than 60% C Third Division 40% or more but less than 50% D The University has adopted, a letter grading system on a fivepoint scale for reporting the students’ performance in a programme. The letter grades and their qualitative levels are as under:

Assignments The main purpose of assignments is to test student’s comprehension of the learning materials they receive from the University and also to help them better comprehend the courses by providing feed back to them. The information given in the printed course materials should be sufficient for answering the assignments. The students should not worry about the nonavailability of extra reading material for working on the assignments. However, if they have easy access to other books, they may make use of them. But the assignments are designed in such a way as to help them concentrate mainly on the printed course material and exploit their personal experience. • •
The students are required to submit their assignments to the coordinator of their study center. Assignments received after due dates will be summarily rejected.
5.1
Guidelines for Submission of Assignments
1.
It is compulsory for the students to submit the assignments. They will not be allowed to appear for the Termend examination of a course, if they do not submit the specified number of assignments in time for that course.
2.
The assignment responses should be complete in all respects. Before submission, the students should ensure that they have answered all the questions in all assignments. Incomplete answer sheets bring poor grades.
3.
The University has the right to reject the assignments received after the due date. Students are, therefore, advised to submit the assignments before the due date.
4.
In case any student fails to submit the assignments or fails to score minimum qualifying marks (40% in each assignment), s/he has to wait for fresh assignments meant for the current batch of students. The request for the new assignments in the prescribed form (Form No. 2) is to be addressed to the Registrar, MPDD, Indira Gandhi National Open University, Maidan Garhi, New Delhi110 068. 13

Once the students get pass marks in an assignment, they cannot resubmit it for improvement of marks.
6.
Assignments are not subject to reevaluation except for factual errors, if any. The discrepancy noticed by the student in the evaluated assignments should be brought to the notice of The Registrar, S. E. Division/Coordinator of Study Centre.
5.2
Termend Examination
1.
To become eligible to appear for the Termend Examination in any course, the students are required to fulfill the following conditions: (a) they should have paid the fee due for that course, if any. (b) they should have opted and pursued the prescribed course. (c) they should submit the examination form in time. (d) they should submit the required number of assignments within due dates before taking the examination. (e) their registration for the programme should be valid.

Termend examination carries 75% weightage in the final result. The University conducts Termend examinations twice a year, in June and December. The student can take the examination only after the minimum period prescribed for the course of study has elapsed. The students registered in January are eligible to take their Termend examination in June. Thereafter, the exams for left over courses can be taken in December and June according to the convenience of the student.

Examination date schedule indicating the date and time of examination for each course is sent to all the study centres in advance. The same is also displayed on the website.
4.
Examination form is available on website and can be filled online.
5.
Filled in exam form is to be sent only to the Student Evaluation Division. In no case, this should be sent to the Regional Centre/Study Centre.
6.
Introduction of Examination Fee The University has introduced the Examination Fee of Rs. 50/ course for theory papers from December 2007 TEE onwards. The Examination Fee is to be paid through Bank Draft drawn in favour of IGNOU payable at New Delhi. The Examination forms are available at the all Study Centres and Regional Centres and students have a facility of submission of the examination form online and also for making payment of the Examination Fee online through CreditCards. The University has also made arrangement with AXIS Bank for those students who submit the Examination Form online and payment through cash deposit in AXIS Banks against challans and also through Bank Draft being issued by AXIS Bank without any payment on account of commission. The University is making efforts to increase the number of Banks for the above services for the forthcoming Termend Examinations. There will be no Hall Ticket. Instead, students Identity Card will act as their admit card while enrolment number allotted at the time of their admission and mentioned in their Identity Card will be their Exam. Roll No. for each of the examinations they appear at. However, the University may send intimation slips to students indicating the Centre (if there is any change) and the date of examination.
8.
In case, the student fails to receive the intimation slip 15 days before the commencement of the examination, they should get in touch with the Study Centre/Regional Centre/Headquarters indicating their Enrolment No., Name, Address and Programme.
9.
The students will be entitled to appear for the examination only at the study centre OR at the examination centre allocated to them and NOT at any other centre without specific permission of the university.

Centre once opted shall not be changed.
11.
The examination result will be compiled examinationcentre wise and all the concerned Study Centres/Regional Centres will get a copy of the result.
12.
Although all efforts will be made to declare the results in time, there will be no binding on the University to declare the results of the last examination before the commencement of next examination. The students may, therefore, fill up the form without necessarily waiting for the result and get it cancelled at a later date, if so desired.
13.
Duplicate Grade Card/marks sheet will be issued on a request from the students in prescribed form (Form No. 4) against payment of Rs. 25/ by Demand Draft drawn on IGNOU, New Delhi. The duplicate grade card will be sent by Registered Post.

The candidate will be deemed to have passed a course in which s/he has obtained the minimum overall score as specified in course curriculum.
15.
Candidates who fail to complete the minimum required number of course(s) prescribed for the Programme within the allotted period of study shall cease to be on the rolls of this University for that programme till they reenrol themselves, if they wish to do so.

Special Instructions for Assignment 1. The students should write their enrolment number carefully on the assignment. Any mistake in the enrolment number will lead to nondeclaration of the result. They should also write their name and address clearly in capital letters in the prescribed columns. 2. Students should put their signature and date of submission of assignment.

RULES & REGULATIONS FOR EARLY DECLARATION OF RESULTS 1.
Request for early declaration of results will be entertained for final semester/year or maximum of 4 backlog courses only, subject to the following conditions: (i)
The student has been selected for higher study/employment and statement of marks/grade card is required to be produced to the institute by a particular date, which is before the prescribed dates of declaration of the University's results.
(ii)
The student has completed all the other prescribed components except the termend examination of the courses, for which early evaluation has been sought.
2.
Application for early declaration, for the reasons such as to apply for recruitment/higher study/post and promotion purpose etc. will not be entertained.
3.
Application without enclosing documentary evidence specifying the reason for early declaration will not be entertained.
4.

The date of declaration of results will be calculated from the date on which the results are placed on the IGNOU website. After reevaluation, the better of the two scores of original marks/grade and reevaluated marks will be considered. The revised marks after the reevaluation shall be incorporated in the student record and the revised Grade card/Marks sheet shall be sent to the students within one month from the receipt of the application.
