Prefácio Foreword

A 4ª Conferência de Lisboa, realizada entre 30 de setembro e 2 de outubro de 2020, foi realizada pela primeira vez em regime online, devido à situação de crise pandémica.

Dedicada à Aceleração das Mudanças Globais e aos impactos da pandemia, a Conferência foi organizada em redor de um conjunto de temas que têm regido algumas das preocupações dominantes da agenda internacional, desde as questões da geopolítica e do desenvolvimento, da tecnologia e da segurança, às da sustentabilidade e das alterações comportamentais face ao ritmo das mudanças e ao medo do desconhecido. Como habitualmente, foi nossa intenção promover a reflexão e debate sobre assuntos variados do espetro dos desafios globais que enfrentamos.

The 4th Lisbon Conference, held between September 30th and October 2nd 2020, occurred for the first time online, due to the situation of the pandemics.

Dedicated to The Acceleration of Global Change and the impacts of the pandemic, the Conference was organised around a set of themes that have governed some of the dominant concerns of the international agenda, from issues of geopolitics and development, to technology and security, to sustainability and behavioural transformations due to the pace of change and the fear of the unknown. As usual, it was our intention to promote reflection and debate on various subjects in the spectrum of the global challenges we face.

The message sent by the President of the Portuguese Republic and the high patronage of the Presidency once again honoured us in this edition, particularly with the mention that

A Conferência beneficiou igualmente de uma mensagem enviada pelo Secretário-Geral das Nações Unidas, que refletiu sobre os grandes desafios globais da nossa era. Salientamos ainda a mensagem enviada pelo Ministro dos Negócios Estrangeiros, que sublinhou a importância da aceleração das mudanças globais para o presente e futuro de Portugal.

A agenda escolhida, a qualidade dos oradores convidados e a riqueza dos debates foi mais uma vez o trunfo que tem levado a que as Conferências assumam um lugar cada vez mais relevante no panorama dos acontecimentos que promovem Lisboa como centro de discussão sobre temas globais. Os 29 participantes, de diversas proveniências, permitiram manter a natureza internacional e cosmopolita do evento.

O livro da Conferência apresenta as intervenções e resume os debates havidos. Os textos resultam da edição dos discursos orais transcritos. As intervenções são referenciadas em português e inglês, dependendo da língua utilizada pelos oradores convidados, sendo sempre acompanhadas por um resumo em português dos debates havidos, como tem sido habitual.

O Conselho Diretivo do Clube de Lisboa agradece aos oradores e participantes, às entidades fundadoras do projeto das Conferências de Lisboa, aos patrocinadores e aos colaboradores o seu apoio e esforço, que tornaram possível a realização deste evento. Estamos confiantes que, face aos resultados evidenciados, a próxima Conferência será uma realidade, convicção que é reforçada pelas demais atividades realizadas durante o ano de 2020, que permitiram um salto qualitativo na notoriedade do Clube de Lisboa.

O Conselho Diretivo do Clube de Lisboa was emphatically made on the contribution of the Conferences and activities of the Lisbon Club to promote the reflection and debate of the international agenda in Portugal. The Conference also benefited from a message sent by the Secretary-General of the United Nations, who reflected on the great global challenges of our era. We also highlight the message sent by the Minister of Foreign Affairs, who underlined the importance of the acceleration of global change for Portugal's present and future.

The chosen agenda, the quality of the invited speakers and the richness of the debates were once again assets that have led the Conferences to assume an increasingly relevant place in the panorama of the events that promote Lisbon as a centre of discussion on global issues. The 29 participants, from different backgrounds, allowed to maintain the international and cosmopolitan nature of the event.

The Conference book presents the interventions and summarises the debates that have taken place. The texts result from the editing of the transcribed oral speeches. The interventions are referenced in Portuguese and English, depending on the language used by the invited speakers, and are always accompanied by a summary of the debates in Portuguese, as per usual.

The Board of Directors of the Lisbon Club thanks the speakers and participants, the founding entities of the Lisbon Conferences project, the sponsors and the collaborators, for their support and effort, which made this event possible. We are confident that, in view of the results shown, the next Conference will be a reality, a conviction that is reinforced by the other activities carried out during the year 2020, which allowed a qualitative leap forward in the notoriety of the Club.
