Debate over zoning proposal

INSIDE THIS WEEK

By Jeff Whitten

Local attorney Ben Harmon, speaking for concerned citizens and voters, presented a petition opposing school zoning to the board. “As taxpayers of McNairy County, we believe we should be allowed to choose the county schools our children attend. Therefore, we do not support the zoning of McNairy County Schools,” Harmon read from the petition. There were more than 1,200 signatures on this petition and still more coming in, Harmon said. “There is an adverse effect on our community, on our children and on the people of McNairy County that could happen if zoning becomes the solution,” Harmon said. Harmon urged the board to consider the emotional and community impact, as well as the economic impact of changing the zoning laws.

The McNairy County Board of Education got an earful from parents who oppose school zoning at their Feb. 12 meeting. The crowd filled the courtroom and spilled out into the hall. This interest and passion was in response to the suggestion by board member Ricky Whitaker at last month’s meeting that the county should consider school zoning. The last time there had been such a large and vocal crowd at a school board meeting was when then-Director of Schools Charlie Miskelly, who was present, was fired and then rehired in 2010. “I know I’m the reason you’re here,” current DOS John Prince joked. “Wouldn’t it be great if we had a crowd like this every single time, if we had this much involvement?” Prince said.

“We have not met secretly, we have not been talking about this behind anybody’s back. I brought it up for discussion. I brought it up to gather data,” Whitaker said in response to a question about how the zoning issue arose. “When we’re talking about spending $30 million of the taxpayers’ money, it is our duty as stewards of the taxpayers’ money to examine every option we can. We’d be doing a disservice to this county if we don’t,” Whitaker said in reference to building new schools. The price tag of the building program the school board proposed to the County Commission was actually $25 million. “I personally do not want to close the borders of the county. I want to look at the fee that out of county students pay and I want it to match what the average citizen pays for his
