Just a political note before I repeat an old column: Why doesn’t a real research firm, or one of the networks, take a survey that asks the question: “If Donald Trump was running against Hillary Clinton right now, whom would you vote for?” I predict the answer you get today is the answer you will get in November 2016. Forget Hillary’s scandals, they don’t matter to Democratic voters now and they won’t matter to them next November. Democrats don’t care enough about Hillary’s emails, and Republicans care too much. Hillary will be the Democratic candidate in 2016. Bank on it. Let’s see how she does against Trump or, for that matter, all of the other 17 Republican challengers. This is a column I wrote many years ago. It’s so old that it goes back to a wonderful time when no one passed Manorville, NY, coming from or going to the Hamptons without a stop at Grace’s, the world’s greatest hot dog joint. Every word is true and every time I read it I get the chills and I start to giggle. I’m repeating it here today because I’m burnt out. Also, I have OD’d on my linguini with clam sauce, which is so good it has the power to cloud men’s minds. So read about and enjoy the flying egg sandwich, which was one of the most frightening incidents in my life.

My week culminated this past Monday with my “flying egg

one has called me worse names than the unidentified driver (and his companion) of a red Honda Accord on Monday morning. It was a scene right out of a Woody Allen movie. I left my house at 6:30 AM and headed for New York City. It was a toss-up as to which was foggier, the road or me. Although it was damp and chilly, I opted to drive with the top down on my convertible. I got to Grace’s in Manorville and bought myself a cup of steaming hot coffee and then spotted a sign for a fried egg sandwich. I couldn’t remember ever eating a fried egg sandwich before in my life, but being a sucker for advertising, I decided to buy one. I jumped in the car and turned onto I-495. Now, there’s a stretch where you can really move on the LIE, between exits 70 and 69. So I was doing about 75, maybe 80. There was no one in front of me and only a red Honda in my lane following closely on my tail. I took a bite of the egg sandwich and tried to reach for the hot coffee with my other hand and steer with my elbows. What I succeeded in doing was to drop the whole cup of scalding hot coffee on my crotch. I let out a scream and must have tried to put the sandwich on the dashboard. I held it up and let go and all I know is the wind picked up my sandwich and it shot out of my car like a missile, hitting the car behind me with a splat. It was sort of a culinary drive-by shooting. Now the two mean-looking

muscular guys who were driving to work in the Accord had tattoos on their bare arms depicting things that I have nightmares about. (Note: These tattoos were frightening then, but they’re just about the same type you see these days on the arms, chests and necks of your average 16-year-old girl.) The two thugs in the Honda pulled their car into the lane next to me. One guy leaned out of the window and told me where he and his beefy friend planned to shove my egg sandwich. They were menacing me and kept swerving their car into my lane, trying to push me off the road. I was terrified. I tried to gesture to them that I had burned myself so I kept pointing to my crotch, but they found it to be a provocative gesture, given where I was pointing. Finally I realized the insanity of my plight – here I was about to have the crap beaten out of me by these two giant thugs, and I’m directing them to my crotch – so I started to laugh. The two guys in the Honda, who could have taken me apart, looked at me laughing and pointing to my crotch and decided I was insane. I kept pointing and laughing. They looked at each other. Looked again at me and decided I was a psycho. They got scared; they rolled up their windows, quickly changed lanes and drove off. I did a lot of thinking about luck and God on the rest of the drive. LTV Under The Microscope

After several years of smoldering, the investigation into East Hampton’s local public television provider is intensifying. The Independent has confirmed the Suffolk County District Attorney has an investigation underway. East Hampton Town has begun to take the matter seriously as well: last week the town board adopted a resolution to allocate $50,000 to hire and pay an independent auditing company, Nawrocki-Smith LLP, to do an extensive review of LTV – “one review to focus on operations/equipment/personnel and the other to focus on finances,” according to the resolution. Representatives from the auditing firm and the DA have been contacting employees, former employees and LTV board members past and present. This week Nawrocki representatives were on site at LTV. “They secured documents,” one insider said. The auditing firm is working in tandem with the DA, the insider added. The Independent first reported what appeared to be questionable financial practices at LTV in 2011. Seth Redlus, the LTV Executive D i r e c t o r, b o u g h t e x p e n s i v e furniture from his parents’ firm, hired relatives and family friends for assorted tasks, and outfitted a state of the art kitchen from Williams-Sonoma where he worked. A festering in-house feud at LTV became public earlier this summer, pitting board president Robert Strada and half the board against the LTV Treasurer Jim Shelly and Redlus, and the other half of the board.
The Consultant From Texas The issue was a contract that would have paid Redlus to continue as a consultant even though he was moving to Texas. Shelly and his followers then engineered a coup, removing the dissident board members from the LTV board. Shelly is now president, he maintains, and Redlus’s consultant contract has been ratified. Friday Amy Salle, the former LTV bookkeeper, said Redlus had free rein to spend LTV money. “He bought anything he wanted. Everything was top of the line, top dollar. He did whatever he wanted. if I questioned him he’s say ‘I am the executive director.’ Every time Apple put out a new computer he had to have it. He bought an insane amount of equipment.” “They started going out to dinner all the time.” Salle said she told
investigators from the DA’s office. “They had lunches . . . he even billed us for his gas,” Salle said. Shelly was often a dining partner, along with the LTV attorney and others, Salle said. “If I’ve gotten a dozen meals out of LTV in the past five years I’d be surprised,” countered Shelly. “I think you’ll find RS [Strada] was a much more frequent beneficiary.” Salle said Redlus controlled a Paypal account and used a credit CONTINUED ON PAGE 29.

Throne-Holst, Calone On A Collision Course By Rick Murphy
Southampton Town Supervisor Anna Throne-Holst is already hard at work at what she hopes will be her next job: Congresswoman. In fact, in an almost daily email blast she takes the incumbent Lee Zeldin to task while actively soliciting donations to help counter Zeldin’s deep pockets. Throne-Holst, remarkably, has raised a lot of money already. But not as much as Dave Calone, who she will have to defeat if she
wants a shot at Zeldin. Both are Democrats, and Calone thinks he is the clear favorite. “I have the endorsement of nearly every elected Democrat, and 60 percent of the voters are in Brookhaven, not the Hamptons,” Calone said in an interview Friday. In a race that is already taking on national significance, Calone has proven to be a fundraising machine. “I have raised more money [over $500,000] than any first time candidate in the history of this
country,” he said. Calone, currently CEO of Jove Equity LLC, is the chairman of the Suffolk County Planning Commission and has been since 2008. The resume is impressive: Economics degree from Princeton, Harvard Law School degree, a USA Today College All American. After graduation Calone worked as a federal prosecutor. One focus was international crime, especially aimed at Americans. He is on the executive committee

of United Way and serves on the Dean’s Advisory Council of Stony Brook University. As chair of the planning commission, Calone said, “I led the fight for clean water policy and affordable housing.” His first priority as Congressman will be to create local jobs. As for Throne-Holst’s apparent belief that she is a shoo-in for the Democratic Party nomination, Calone responded, “I don’t know why she would think that. A lot of people know her in Southampton but that is only 10 percent of the district.” Calone is in the race for good, even if he has to force a primary. “A primary is not such a bad thing. It will get some of the Democrats involved in the race and it will help with name recognition.” As for Zeldin, Calone said he is “out of step with this district. He’s in favor of shutting down Homeland Security, reducing student loans, and he’s out of step on women’s issues.” Though Throne-Holst has the endorsement of the Southampton Town Democratic Party, Calone said he’s screened with the East Hampton Democrats and has the endorsement of the former party head Chris Kelley. Don’t Dredge In Quogue By Emily Toy
The New York State Department of Environmental Conservation hosted a public hearing last week at Quogue Village Hall court room to hear from the public on a possible beach renourishment project for the village’s 2.7-miles of beach. Nearly 200 people showed up for the August 10 public hearing, as residents voiced their thoughts and concerns on the proposed dredging of about one million cubic yards of
sand from the ocean floor, which will be taken from about 3000 to 5000 feet directly off the beach, and then redeposited on the beach. The cost of the proposed project ranges from $12 million to $15 million. The majority of those in attendance were not in favor of the idea. Residents voiced concern over the problematic erosion area, noting it’s a small fraction of Quogue’s overall
ocean frontage. Another problem residents associated with the project was cost, claiming it would be too much money for taxpayers to spend, noting how the results of the project will benefit only a few. And according to George Hammarth, Deputy Regional Permit Administrator for the DEC, “The proposal project may have a negative impact on the physical structure and organisms inhabiting the 100 acre borrow site on the

ocean floor.” According to the Concerned Citizens of Quogue and coastal geologist Dr. Robert Young, the sand starvation, however, is not evenly distributed and, except for the most eastern 25 percent, Quogue’s beaches remain relatively health and above Federal Emergency Management Agency standards for dune volume. The CCQ also related how the village should coordinate with regional jurisdictions to seek a comprehensive long-term solution. The DEC is expected to decide on the permit within 60 days after, according to Hammarth, the comments from the meeting are transcribed.
Speed Limit Change Last week the Southampton Town Board brought forth a notice of public hearing to consider lowering the speed limit on North Road between Montauk Highway in Hampton Bays and Sunrise Highway in Shinnecock Hills. Scheduled for next Tuesday’s town board meeting, the public hearing includes a new local law to lower the speed limit to 40 miles per hour on North Road near Midgie Lane to Sunrise Highway in Shinnecock Hills. It also effects the area on North Road from Montauk Highway to Midgie Lane in Hampton Bays. At both locations, the speed limit is currently 45 miles per hour. The last time the area experienced a decrease in the speed limit was in 2007, when it was lessened to 45 from an original 50 miles per hour. The public hearing is scheduled for 6 PM on Tuesday.

East Hampton Urgent Care, Prevention Tips As the restoration of the Cedar Island Lighthouse continues, officials and volunteers gathered at the Whaling Museum in Sag Harbor on Saturday to hoist the stack and ball atop the lantern. Made of cast iron and weighing in at over 100 pounds, the ball took four people, including Legislator Jay Schneiderman, to set in place as the crown of the tower. Schneiderman credited Michael Leahy, (seen with him, above) president of Lighthouse, Inc., the non-profit organization committed to restoring the lighthouse, with keeping the project moving forward. He’s raised “tens of thousands of dollars” for the painstaking restoration of the steel lantern, the lawmaker said. “It’ll outlast me,” he added. The county owns the buildings at Cedar Point – a lighthouse and oil house. With money for just the barest upkeep allocated, the lighthouse fell into disrepair. Lighthouse, Inc. has raised money or sought donations of materials and labor for the bulk of the job. Once it’s completed, the Lighthouse could serve as a local attraction, with visitors boating from Long Wharf in Sag Harbor to the dock to tour a museum or stay at a B&B there. Leahy recently received permission to restore the dock. As for the lantern, Schneiderman reported that all that’s left is the installation of tempered glass. It could be back sitting atop the tower as early as this fall. K.M.

The ASPCA Equine Welfare Ambassadors will join award-winning animal advocate and network correspondent Jill Rappaport to host the Sixth Annual ASPCA Adoption & Animal Welfare Day on Monday. This event will focus on helping rescued horses, dogs and cats find permanent homes, and several local animal shelters and rescue groups will have animals on site throughout the day, including formerly wild mustangs who now serve as ambassadors for wild horses. Participating groups include Gimme Shelter Animal Rescue, Animal Rescue Fund of the Hamptons, and the Southampton Animal Shelter Foundation. “It means so much to be a voice for animals who need our help, and I am excited to join the ASPCA at the Hampton Classic this year to raise awareness, inspire action and find homes for animals,” said Springsteen. Gates said, “As an equestrian and life-long animal lover, I am honored to lend my voice to this worthy cause.” At the ASPCA’s “Be Their Voice” Equine Welfare Town Hall, the Ambassadors will join ASPCA experts to discuss issues impacting horses today, including horse slaughter, homelessness and neglect, inspiring attendees to help make a difference. RICK’S SPACE An Open Letter To Leaf Blower Man Dear Mr. Leaf Blower Man, I need to talk to you. First, let me say I am one of those guys who really, really loves my ride. I pride myself on keeping my vehicles shiny, clean and new. My 12-year-old truck, Blue, shines like the bottom of a newborn baby -- well, one that doesn’t have poopie on it. Yes, there are two dents: one when a branch fell on the roof, and the other when I backed into my trashcan. Please note, though, it was MY trashcan, and MY CAR. Mine. The reason I am writing to you, Mr. Leaf Blower Man, is you have developed a really, really, bad habit. When you are blowing dust and dirt out of your clients’ yards and into the street, you don’t seem to notice or care if I happen to be driving by. This isn’t good, because all those little pebbles and all that sand grind into my vehicle, causing great discomfort. You see, I have a new SUV, a Buick Enclave. His name is Guido Parmesan.
Yes, he is, like me, Italian. Well, I am actually only half Italian, but thank god it is my lower half. The other day I was coming home from the car wash, where I had just dropped $50 on Guido, when I saw you. You had earphones, so you couldn’t hear me frantically honking Guido’s horn. Nor did you seem to care when you blasted Guido with a cloud of sand and dust. You see, in the neighborhood where I come from in Brooklyn there were a lot of guys with pockmarks on their cheeks. Big, crater-like, discolored pock marks. These guys were mean and ugly. When we were little kids we all feared we’d hit puberty and get them, like what happened to Joey The Ink Blot Bustomonti or Jimmy “Measles” Santangello. One day they were regular guys in the schoolyard, next thing you know they looked like their moms sent them off to Leper Camp for the summer. We never called Measles “Measles” to his face because he had a very bad temper.

Let me explain something about Guido you should know. Guido, like Measles and Ink Blot, has a very bad temper. But unlike me, he is packing a lot of horsepower under that onceshiny hood that you have violated and soiled. Think about it. Now that I have your attention, let’s talk about that leaf blower some more, this time in relation to the noise it makes, and the affect that noise has on your neighbors. You see, Dear Mr. Leaf Blower, I nap a lot. When I’m not napping, I’m sleeping. Now, I know there isn’t one god damn leaf in your whole freakin’ yard, because it’s the middle of the summer and you’ve used that blower on that thing 50 freakin’ times this month. I suspect you get a vicarious thrill from strapping that it on. It’s not a machine gun. It’s not a flamethrower. It’s not a phallic symbol. It’s a gas powered wussy machine. Real men get their kids to rake the leaves, or their wives, while they do what real men do – nap. Wait – I take that back. Real men do NOTHING about the leaves in their yards, realizing that eventually, they, like all of us, will rot away -- or better still blow into your yard. So, on behalf of Guido and myself, I hope you can appreciate our position. We don’t like youse. I’m glad we had this little chat.

Dear Mister Pushy SUV Guy First of all, allow me to compliment you on your big, black SUV. I can tell it empowers you, that when you are behind the wheel you feel every bit of that Alpha Dog that is deep inside you. Nevertheless, that does not mean you can pass me on the right, even if you are not talking on your cell at the time. It doesn’t mean you can tailgate me, because if I stop short for a deer or, god forbid, a dog or even a little kid, you will smash into me, and I don’t want you all up in my rear end, I really don’t. You see, you think because you are young and successful and you have a big SUV that you can treat the locals out here like crap because your life is more important than ours. You are in a hurry to do everything (the wife must love that) and it really never occurs to you how obnoxious you really are. Here is something I learned on the streets of Brooklyn that every kid learns early on: there is always someone tougher and meaner than you, always. Sometimes that little psychotic guy that everyone makes fun of is that person. If you go around treating everyone else like crap and continue with your snarky, smug, obnoxious and arrogant behavior one day you’re going to offend the wrong person, believe me. Note: He will likely have pockmarks on his face.

Damned If You Do The debate in East Hampton about the South Flora Preserve is one we could have in any of the East End Towns. When land is purchased with public funds with the goal of preserving it, shouldn’t the citizens be allowed to enjoy it? In this case, it’s a stretch in Napeague from Montauk Highway through the dunes to the ocean just to the right of The Lobster Roll. There is a dirt road that has been used in the past for beach access, limited mostly to baymen of yore. The previous town board toyed with making it a full-fledged public beach, and another one is sorely needed in the township. But it would entail bathrooms, and parking, and the fragile dunes would be in danger from foot traffic. We get that. Cars could park along the existing trail, single file, and that would allow at least a few visitors to get down to the beach. The problem is the neighbors on the lone access road, Dolphin Drive, don’t want cars parking in their neighborhood. In fact, there are “No Parking” signs everywhere. There are also no parking signs on the south side of the state-owned Montauk Highway, which means would-be beach goers would have to cross the highway that is noted for traffic – and speeders. The neighborhood, which includes Leeton, Osprey, and Shore Roads, is comprised of modest houses and tiny lots. Over the years property owners have taken liberties and annexed town owned rights-of-way, carving out parking areas and driveways for themselves. The town once had parking signs up in the neighborhood, except they read “No Parking” From May 15 to October 1. Other signs added daylight hours, meaning parking was available in the nights and early mornings year-round. Those signs were methodically removed and replaced with the year-round no parking signs. Who did that, and when? Parking signage must be recorded and approved in Albany. If those weren’t, whoever did the deed broke the law. Between the bogus signs and the usurped land, neighbors in the development have effectively made their private enclave even quieter. And no one can blame them for not wanting beachgoers driving around all summer. Unfortunately, though, the neighbors have gone too far – repeatedly insisting the town wants to build a parking lot by the dunes when that was never on the table, at least not under this administration. The people have a right to enjoy the preserved space they paid for. The neighbors are not being asked to give up spaces in front of their homes, but parking on the east side of Dolphin Drive should be considered, granting the turnaround at the end of the road as it now exists would be problematic. Parking alongside the path that currently exists is a no brainer. Why is the town board dragging its feet on this?

Private Enclaves
To The Editor, Thanks to the Indy for your all-toobrief article and photo about some of the shenanigans the residents of the EEDRA subdivision have employed in their attempts to turn the beaches in front of them into a private enclave. Now they seek to keep us mere folk off the beach in front of the South Flora Preserve as well.
By Ed Gifford The CPF purchase of South Flora specifically designates it as a “public beach.” What good is it if the public can’t get to it? Anyone who thinks that publicly purchased beachfront ought to be accessible to the public who paid for it should attend the Town Board meeting on Thursday, August 20. Let the board know that they should live up to their promises of public access to public spaces by approving the Management Plan submitted by the Nature Preserve Committee, including its unanimous recommendation of parking spaces along the east side of the Dolphin Drive right-of-way. Rental Registry Dear Editor, At the annual meeting of the Spring’s Clearwater Beach Property Owners, there was a lengthy discussion of the proposed rental registry. With the exception of a very few people, (I only remember one) the members were in agreement that a rental registry was something we definitely wanted to support. We have heard, read, and seen, in our own neighborhoods, the evidences that indicate that single-family residences ain’t what it’s supposed to be. And who is being hurt by many people living in a house, more than the law allows? You are! Property values and crowded schools are only the obvious blows to our neighborhoods. The health and safety of the people jammed in a house is a sort of an unspoken burden. The problem below the surface is potable water. Water will be worth more than gold in the coming years. What do you think happens when a house meant for a family morphs into a quasi motel? How many showers, running of washing machines and dishwashers and the multiple flushing of toilets can an outdated septic system pour into the ground? Even if you put in a new septic system yesterday, it is useless to address the problem because it does not mitigate nitrogen. If you are aware of the peril of our water, you are hearing daily about the closing of bathing areas and the declining quality of water. When our bays and ponds become dead zones and we can’t drink the water, our homes will be worthless. A rental registry will not solve the problem completely. As adults, we know there is never the wished for magic bullet that will solve a problem, but there are small steps forward and a rental registry is one of those steps. I, for one, applaud the CBPOA board for acting on behalf of the whole community, and let the greedy landlords deal with their own souls — if they still have one! PHYLLIS ITALIANO

Your take on Senator Schumer’s opposition to the Iran Nuclear Deal? Ron Cohen It’s a tough call to begin with. There are plusses to having a treaty in place. But on the other hand it leaves too much unfinished that might come back to bite us in the future. But whichever way he goes, I’m good with it.
Rosetta Weiser I disagree with him. It’s a deal. Without a deal what can we do at this point? There’s nothing else.
Stan Wapner Schumer’s decision is terrific. It’s absolutely the right thing. It’s the only thing to do. The Iranians are not going to own up to anything. I don’t think we can trust them at all.

Schumer’s Stance Dear Editor, I find Senator Schumer’s reasons for voting against the Iran deal disingenuous at best. His loyalties are apparently with Israel, rather than with the President, his party, and the United States. Israel is the only country in the region
with hundreds of nuclear weapons, which they won’t even admit to, and many Israeli analysts and former military intelligence officials want this deal. He seems not to take into consideration that China, Russia, France, Germany, the UK plus the European Union have all signed on to a diplomatic solution. He is voting with the hardliners who want to keep the status quo and the lid on 68 percent of the population who are 35 and under and wish to move on and prosper. These young people are proAmerican, well educated, tech savvy and know a lot more about us than we know about them. The hardliners will probably be dead in 10 to 15 years. The same people who conned us into the war with Iraq, using faulty intelligence, are now urging us into another conflict. This is knee jerk, short-term thinking and on the wrong side of history. She had to create an accounting folder “Travel & Entertainment” to file some of the receipts. “ T h e Pa y p a l a c c o u n t w a s reconciled monthly by the accountant since Amy was such a failure as a bookkeeper, she couldn’t do the work. The executive committee was informed of both the income and expense activity,” Shelly said. Local film producers complained that under Redlus the facility on Industrial Road had strayed from its path – to provide an outlet for local citizens to broadcast their own shows on LTV. Many complained to the town, which for the most part allowed LTV to function without oversight. After The Independent articles were published then town supervisor Bill Wilkinson instructed the town’s budget office to look into LTV’s doings. The town initiated a system to inventory LTV equipment and ordered LTV to use zero-based accounting procedures when formulating its budget, and then renewed the LTV lease. The town gives about $850,000 in public funds to LTV every year. Under the current town board the town once again eased its oversight – Councilman Peter Van Scoyoc was appointed the board’s LTV liaison. Van Scoyoc’s son interned at the studio at one point. Though the councilman previously said his son, a burgeoning filmmaker, worked one summer without pay, Salle said he was indeed paid and had access to the equipment for his personal use. Upon checking, Van Scoyoc said Monday he discovered his son worked on one special project and was paid $125, but he was a volunteer intern and was not paid for other time. Van Scoyoc also said that he missed a few LTV board meetings but attended many of them.
In The Dead Of Night? Two weeks ago an alleged eyewitness saw Redlus – not in Texas but in Wainscott, leaving the LTV studio late at night. Last week, Eva Growney, a former board member, reported to police that Redlus was living in a camper in the LTV parking lot – which is owned by the town. She said an East Hampton Town Police officer said Redlus would be cited if he were caught sleeping in the camper, which was still parked in the back of LTV as of

this writing. “I find the Seth Redlus situation very disturbing,” Strada said. “I am baffled by the whole episode. What is he doing here?” “Seth has not been at LTV at 11:30 PM anytime since I have been involved,” said Morgan Vaughan, who replaced Redlus as Executive Director. She said the camper belongs to a staff member and no one is living in it. LTV has received well in excess of $12 million in public funds over the years. Until controls were put in place two years ago, exactly what was purchased and what became of the items is in question. The town’s budget department reported employees borrowed equipment for their personal use with virtually no accounting for who took what and when. More urgently, Strada said, is

what became of the equipment purchased over the years. “It should be an easy thing to do. They should be able to go back in LTV’s records and see what was purchased and what happened to the stuff.” Salle and others said Redlus had carte blanche to purchase whatever he wanted, and other said he sometimes bought equipment much more expensive and sophisticated than needed. It’s an issue, Strada said, because Redlus has his own company and could have been using LTV equipment to secure lucrative freelance work. Before the split the board drew up a contract to pay Redlus $3200 a month plus expenses as a consultant and to indemnify him from any future liability, a significant perk since there are currently two active

lawsuits against LTV and another coming shortly. Redlus’s salary has doubled to $90,000 over the years. He also has his own business and works for Barrons, jobs that took him away from his LTV work. “He’d be gone eight to 12 weeks in addition to his five weeks vacation,” Salle said. Nevertheless, Redlus cut himself a check for a $5000 Christmas bonus one year. Strada defended Redlus’s pay and the bonus at the time. Now he says, he was mistaken. “I was niave,” he said. Shelly said Redlus wasn’t paid for his time off but a review of LTV’s IRS filings show he received his full salary every year. Strada asked the District Attorney and the town board to look into LTV’s financing. “I do feel validated,” he said, now that investigations are underway.

DEC Gets On Board Last Thursday the New York State Department of Environmental Conservation called on the National Oceanic and Atmospheric Administration to conduct and expedite a better assessment of the fluke population along the eastern seaboard to help reduce fluke harvest cuts. After New York State expressed opposition to a proposed 43 percent reduction in summer flounder harvest next year, this week the Mid Atlantic Fisheries Management Council and the Atlantic States Marine Fisheries Commission both proposed a decreased reduction of 29 percent in 2016. “This change is an improvement but it will still be hard on New York’s commercial fishermen, recreational anglers and associated maritime businesses,” DEC Acting Commissioner Marc Gerstman said. “We know some action is necessary and New York worked to minimize the impact to our fisheries and to ensure all states on the eastern seaboard are treated equally. Better monitoring of fluke populations must happen now to ensure only vitally necessary reductions are made in future years.” Local anglers, their advocates, and Assemblyman Fred Thiele having been calling for fair assessments from NOAA for years; New York State often gets the short end of the (fishing) pole, when it comes to limits and restrictions. Opponents to the harvest cuts repeatedly complain that limits in New York are greater than those in neighboring states, creating an unfair situation. The reductions are based on several consecutive years of lower than average reproductive success. For more than a decade, New York’s recreational and commercial fishing community has been at a disadvantage for fluke harvest because managers used old data to establish limits. New York’s neighboring states enjoyed longer seasons, smaller size and larger bag limits in the recreational fishery and only seven percent of the commercial coastal landings. In 2014 Governor Andrew Cuomo took action, advocating for similar limits among New York, New Jersey and Connecticut. New York’s efforts led to a pending major amendment to the Fishery Management Plan to correct the inequitable fluke allocation in the commercial fishery. New York will continue its efforts to finalize the amendment to the fluke Fisheries Management Plan that will provide improved management and provide equity for the New York fishing industry, according to a release from the DEC.

Mark Crandall was a sports-loving East Hampton High School student when he went to Zimbabwe as a Rotary Club exchange student. The adventure would not only change his life; it would become a game changer for tens of thousands of youngsters. “When I got there I gravitated to the basketball court, and something was glaringly obvious: the kids don’t have basketballs,” Crandall recalled. In fact, in a nation where many of the people aren’t sure where their next meal is coming from, basic athletic equipment was exceedingly scarce -- uniforms, sneakers, balls, even baskets were hard to come by. It was a memory Crandall took home. “When you think sports, you think skill, talent, perseverance. No one mentions you need a field and a coach.” Crandall started his first camp when he was 22. Before long, the idea came to him to start a camp in Zimbabwe. “The first thing I learned was how hard it is to transport equipment half way around the world.” In the early years Crandall collected donations of used uniforms, sneakers and equipment. It was an ambitious project to be sure – but it seems modest now. “We’re still going after 20 years. It’s amazing!” Crandall said. Hoops 4 Hope set up shop in Zimbabwe and later South Africa. Spalding donated 500 basketballs, and the word spread. In 2002 H4H was able to buy a coaches training center in Zimbabwe after a young man donated his Bar Mitzvah presents to the cause. Soon NBA coaches and players who heard about the program made the trek to Africa. Word spread. Cut to 2015: a staggering 10,000 children a year learn from H4H not only basketball but life skills, HIV prevention and gender equality. Crandall can only afford a staff of 20, but it is augmented by passionate volunteers and a program that partners with 150 schools. There are hundreds of MVP community volunteers and All Star coaches committed to creating positive change in their communities. H4H supports and trains coaches to help children develop life skills and navigate risks and opportunities. Still, with the massive influx of children comes significant expenses.

“We need ‘social investors’ – we are making a social impact,” he noted. Towards that end Crandall has opened an office in Manhattan, but with no one to staff it. “We need a paid executive director. I’ve been a volunteer for 20 years. It’s a demanding job.” H4H has several major projects planned. One is to safeguard a center in Cape Town. “It’s highly dangerous. We’ve had interns robbed and computers stolen.” There are several ways to help
keep H4H going. Well, the least predictable device on your boat, in my measured opinion, is your fuel gauge. This is why I have been constantly recommending to skippers that they keep records of their fuel consumption – engine time when you started, engine time when you refueled, calculate gallons/hour consumed. And write it in a log. I have been since day one on every boat. standards. I really don’t recommend storing fuel in cans aboard as a backup. It just seems so much smarter and so much safer to keep and use your log.
Fuel Issues
If the engine stalls or you feel a real “drag” when you get underway, stop and do some quick checking. You might have picked up some fishing line, which is now wrapped around your prop’s base. This can be a serious problem as it can compromise the shaft seal and allow water to enter the lower unit. If it does, it will push out the oil. If that happens, you have a real problem. You may have plenty of gas, but if the primer bulb is contracted, there is a blockage somewhere causing a vacuum – which can be as simple at the fuel vent being covered, blocked, or actually manually shut. Check that. If the bulb is easy to squeeze but doesn’t get hard when doing so, this also can be a real problem. It may be as simple as leak somewhere that is allowing air into the system or as serious as a pinhole in the line and gas is leaking into your boat. Use your nose – ASAP!
Electrical Things Something that you should keep aboard is a voltmeter and that is what I reach for when the engine won’t turn over. If the battery isn’t charged correctly, the engine won’t start by turning the key. If the engine is light enough, you can start the engine by spinning the flywheel with a pull cord. Or, if you have jumper cables aboard like you probably do with your car, a kindly mariner can give you a jump-start. If the battery is charged but the engine won’t turn over, check the connections. Remove the wires, clean the posts and try again. Also, some manufacturers are using butterfly nuts as connectors to make it easy to service the batteries. It also makes it easy to shake loose under the stresses of a boat pounding into head seas. Another culprit is that the killswitch lanyard has come loose and you just didn’t notice. This isn’t all that it could be but, enough times, it is. Cooling/Oil If the overheating alarm goes on, stop the boat, turn off the engine, and get the cover off. Wait for the engine to cool down. If you can turn the key and the alarm hasn’t started, the engine has cooled – and now the detective work begins. First, start the engine and see if the telltale water stream is still spritzing out. If it’s not, or only partially spritzing, stop the engine. See if you can Continued ON page 37.

you just don’t push the blocking material back into the engine. If no water is still coming out of the telltale, tilt the engine up and check the intakes. They could easily be blocked with seaweed. If the intakes are clear and the telltale is also clear, it is one of two problems. One, the impeller is compromised and that isn’t likely to get fixed at sea. The other is that the sensor itself is faulty. This happened to me once when I was delivering a two-engine vessel. We were 10 miles out and the overheating warning came on re: one of the engines. I had to respect the over-heating signal so I proceeded on one screw until we were within hailing distance of the dock. I fired up the second engine, which still registered as overheating after 30 minutes of cooling

Make Your First Pick Count
As promised we are publishing our first round picks this issue. Note this is for a 12-team, one point PPR league. First, a few observations. Your first player is as close to indispensible as there is. You can still win your league without him, but it becomes exceedingly difficult to do so. Pick a player who is durable, who doesn’t miss games due to injuries. Pick a player who figures to see a lot of playing time in every game.
For example, most teams throw the ball when they are behind. So if you are picking a running back from a team that figures to loose a lot of games, his number of snaps will be limited -- unless he is part of the passing game. The most important thing is to have a plan going into your draft. It won’t always pan out, but you should have an idea of what players you want and when they will come off the board.

From the top: Le’Veon Bell, Pittsburgh RB. Yes, we know he’s suspended for the first two games, but it will be easy to plug in another player temporarily. That makes Bell fresher for the fantasy playoffs. Antonio Brown, Pittsburgh WR: We can’t remember the last time two players from the same team went 1 and 2 in the draft. Bell caught a staggering 129 passes last season, and the Steelers want to throw the ball even more this year. Adrian Peterson, Minnesota RB: People forget this guy rushed for over 2000 yards a couple years ago, and is completely rejuvenated after a season off. He hasn’t caught a lot of passes in the past, but our guess is he’ll get some dump-offs this year.

Eddie Lacey, Green Bay RB: Young and emerging, he has had two concussions, and that is a worry. But he is the workhorse on one of the best teams in the league an they will be feeding him the rock. Rob Gronkowski, New England TE: His value versus replacement is through the roof, even if Tom Brady gets suspended. Odell Beckham Jr. New York Giants WR: for 10 tantalizing weeks he was the best fantasy performer in history. Can he do it again? We’re buying in. Marshawn Lynch, Seattle RB; The Beast keeps getting it done – money in the bank. LeSean McCoy, Buffalo RB: he was the top rated back in the league two years ago. The Bills didn’t trade for him for nothing – he will be the centerpiece of their offense. Julio Jones, Atlanta WR: He’s very similar to Bryant, and his team passes the ball even more than the Cowboys do. Demarco Murray: The league’s top running back last season is falling because he was traded to the Eagles, whose coach likes to use multiple running backs. There are plenty of balls to go around, though. He’s a steal. Matt Forte, Chicago RB: When was the last time a running back caught 100 passes? Never. Yes, Forte has a new coach, but he’s still the best value left on the board. DeMaryius Thomas, Denver WR: if you believe Peyton Manning has one more year left then you have to grab his best receiver should he still be available at number 12. The Best of The Rest: CJ Anderson, Justin Forsett and Jeremy Hill are first round talents and the last three top-tier running backs. Grab one if you can. Calvin Johnson is still one of the top WRs in the league.
