Spain Making the work of the new talents of Spanish cinema who, through their short films, convey to audiences their concerns, capacities and their high degree of professionalism, is a priority for the ICAA. This is an important step for disseminating Spanish cinema and, although it may show the work of only a few directors, it is an excellent example of the good work and the talent of many others, and we encourage them to continue creating “major” films, whatever their length may be.

SHORTS FROM GALICIA is the international brand created by the Regional Government of Galicia (Xunta de Galicia) for promoting Galician short films. Our 2017 catalogue presents six works from last year, selected by a board of experts who have considered them to be the best samples in their field.
Laboral Cineteca will be responsible for the diffusion and promotion of the short films which are presented to an open call and are subsequently chosen by the committee of experts. In addition, Laboral Cineteca will be in charge of their registration and careful personalised presentation for a year in the most outstanding audio-visual festivals and events. An activity will be held each year in which the short films chosen will be projected.
Quercus supports short films made in Castilla y León to promote them in film festivals around the world.

Kimuak is a short film distribution and promotion program organised by the Basque Government’s Department of Culture through Etxepare Basque Institute, in collaboration with the Basque Film Archive. Created in 1998, Kimuak gathers an annual selection of works directed or produced in the Autonomous Community of the Basque Country.

WHAT IS ICAA?
The Institute of Cinematography and Audiovisual Arts [Instituto de la Cinematografía y de las Artes Audiovisuales] (ICAA) is an independent body ascribed to the Secretary of State for Culture, which programmes policies to support the film industry and audiovisual production. ICAA is responsible for films and the world of audiovisuals in Spain, their management, functioning, awards, legislation, agreements, grants and subsidies, etc.
WHO HAS ACCESS TO ICAA FILM FUND?
Production companies, of Spanish or other EU member state nationality, established in Spain.
REQUIREMENTS TO ACCESS ICAA FILM FUNDS
All production companies will:

Jointly produced productions with foreign companies that meet the requirements foreseen in applicable international treaties or, otherwise, the general rules established in the Spanish Film Regulations. The foregoing will be considered Spanish films if the co-production project is approved by ICAA or the competent Autonomous Community.
• Legally reside or have an establishment in Spain. • Hold property rights over the works. • Provide documentary confirmation of meeting the obligations undertaken with all creative, artistic and technical staff, as well as technical industries. • Be up to date in all tax and Social Security obligations. • Not hold a debt due to subsidy refunds. • Not have applied for a bankruptcy declaration. • Not be sanctioned with the loss of eligibility to obtain subsidies, due to breaching regulations in gender equality matters. • Not enjoy tax residence in a country legally classified as a tax haven.
Production Film Funds: • Production of short films based on a project (before movie rating) • Production of short films completed (after movie rating).
Promotion Film Funds: • For companies that produce shorts films selected by international festivals of renowned prestige. • For creation of Film Festival within Spain (specialized in shorts films) • For Distribution of a group of shorts films in theaters in Spain
