Welcome to the third annual Super Fair

Welcome to the third annual Centre County Community Super Fair, to be held from 10 a.m. to 2 p.m. on Saturday, Nov. 19, at the Mount Nittany Middle School in State College. The fair is designed to create a one-stop event for all ages and needs, with information that about how local agencies and the community can help each other.

The Super Fair is made possible by generous sponsorships from the following: Centre County Council of Human Services, Centre County Government, Centre County United Way, Centre County Geriatric Interest Network, The Centre County Gazette, Kish Bank and Centre Area Transportation Authority.

In Centre County, we are fortunate to have resources, services and agencies that are committed to helping the community.

However, many people don’t take advantage of these resources because they don’t know what type of help is available, who to call or how the assistance will resolve their problems.

In addition, many people want to give back to the community, whether by volunteering their time or donating money or goods, to become a part of the

solution. However, they can be overwhelmed with the number of agencies to choose from. All of these factors drove us to create a county-wide community event that will highlight all of the above, and do so in a fun, relaxed and creative way.

More than 115 agencies will be represented at the Super Fair. Many Vendors will be providing a variety of health-related screenings, giveaways and fundraisers, along with an overview of their services.

Informative presentations and entertainment sessions will be held every hour starting at 10 a.m. in the auditorium. Presentations cover information on APPRISE(Medicare Counseling), legal issues, and veterans services.

A puppeteer and a magician will also be entertaining our audiences in the auditorium and Superheroes for Kids will be engaging children throughout the venue.

Four classrooms will be in use this year with vendors from Centre County Early Intervention, Centre Lions, North Central Sight Services, APPRISE and Salvation Army (which will offer a coat giveaway). The State College Downtown and Sunrise Rotary Clubs will offer delicious and affordable food.

Like the other agencies represented at the Super Fair, the Rotary Clubs give back to Centre County residents. As a Super Fair Highlight, vendor tables which offer volunteer opportunities will be decorated with balloons.

From birth to aging, in-home services to residential and living facilities, community nonprofit agencies, medical agencies, basic needs and community connections; we believe everyone will find something for them at this great community event. This guide provided by The Centre County Gazette will be available at the event and throughout the county as a continued resource.

We truly believe everyone can be a superhero, by donating time, contributing to an agency or simply helping others. Come to the 2016 Centre County Super Fair on November 19 and be amazed by the number of super heroes we have right here in our county!

Betsy Dupuis is a shareholder of law firm Babst Calland. A native of Centre County, has practiced law in Central Pennsylvania since 1997. Her practice focuses on real estate transactions, business planning and formation, commercial and contract litigation, estate planning and administration.

She is also a licensed Title Agent in Pennsylvania and conducts residential and commercial real estate closings through MidState Closing Company, a Babst Calland affiliate.

Vietnam vets may be eligible for benefits

By BRIAN QUERRY Director of Centre County Veterans Affairs It has been over 40 years since the end of the Vietnam War. The youngest of the approximately 2.7 million American men and women who served in Vietnam are now in their 60’s, most are in their 70’s and older, all would probably welcome additional assistance and health care.

Vietnam veterans who served in country qualify for VA Health Care. All they need to show is verification that that they served with their application.

In order to receive compensation (payments) for disabilities, veterans have to prove a link between a current diagnosed condition and something that occurred while in the service. For those veterans that served on the ground in Vietnam or can prove that they spent time on the perimeters of Thailand Air Bases, the VA will concede exposure to Agent Orange. This is an extremely important concession.

Based on studies by the Institute of Medicine, the VA has identified a list of diseases as presumptive for these veterans. If you can prove you served in Vietnam and have a diagnosis for one of the presumptive diseases/ conditions, you should be able to receive compensation and be treated for free by the VA. Here is a partial list of VA Agent Orange Presumptive conditions (a complete list may be found on the VA’s web site: www.va.gov ): n Chronic B-Cell Leukemia’s n Diabetes Mellitus Type 2 n Hodgkin’s Disease n Ischemic Heart Disease n Non-Hodgkin’s Lymphoma n Parkinson’s Disease n Prostate Cancer n Respiratory Cancer For those veterans who die from a service connected condition, the surviving spouse/dependent children may be eligible for monetary payments. It is called Dependency and Indemnity Compensation or DIC. To receive DIC, the veteran did not have to be service connected during his life time. Generally, if you can prove that the veteran was exposed to Agent Orange and if one of the presumptive conditions is listed on the death certificate, this may be enough for a valid claim to receive payments.

Medicare open enrollment help available

By PAUL MACKES APPRISE Program People with Medicare have until December 7th to change their current Medicare Advantage or Medicare prescription drug (Part D) plan. They can get free, personalized help from APPRISE Medicare counselors who are highly trained to provide expert advice.

Paul Mackes, of the Centre County APPRISE Program at the Centre County Office of Aging, urges Medicare Beneficiaries to contact the local office as soon as possible at 814-355-6716 to schedule an appointment with an APPRISE counselor.

He states, “Our appointments fill up quickly and we will not be able to take walk-ins at the office during this busy time. APPRISE counselors will be at the Super Fair on November 19 at the Mount Nittany Middle School, and I will be doing a ‘Medicare Update’ as a group meeting at 10:00 a.m. at this event.

Counselors will be available for individual appointments after the group meeting, but again, people need to call the office ahead of time to get an appointment.�

Over two and a half million Pennsylvanians are enrolled in Medicare. Many enroll in coverage without a thorough understanding of the overall costs that add up throughout the year.

The Medicare program is complex and difficult to navigate. Each year, during Medicare’s Open Enrollment Period from October 15th through December 7th, beneficiaries should review their options to see if their current plan continues to meet their needs. Persons can choose whether to get their Medicare through Original Medicare or a private plan, make changes to their prescription drug coverage, and possibly apply for

programs that help them save money.

Many Medicare beneficiaries continue on, year after year, with the same coverage, no matter what the cost.

The public is encouraged to take advantage of this opportunity to get help from highly trained counselors offering unbiased information about plan options, and with the ability to help people make changes if needed.

Mackes says, “Please call 814-355-6716 for an appointment to make sure we will be able to see everyone. I will also be visiting all of our senior centers to provide this assistance. People can talk to their local senior center manager to inquire about an appointment there.�

The Centre County APPRISE Program is a local affiliate of APPRISE, a program of the Pennsylvania Department of Aging, the designated State Health Insurance Program (SHIP) in Pennsylvania. SHIPs receive grant funding from the Administration for Community Living to provide direct, local assistance to Medicare beneficiaries through one-on-one, counseling sessions (both in-person and over the phone), presentations, and public education programs.

APPRISE is a free health insurance counseling program designed to help Pennsylvanians with Medicare. Counselors are fully trained volunteers who answer questions and provide objective, easyto-understand information about Medicare, Medicare Supplemental Insurance (also known as Medigap), Medicaid, and Long-Term Care Insurance. Quality transportation options offered

By JACQUELINE SHEADER Public Relations Manager, Centre Area Transportation Authority Whether it be the cost of operating and maintaining a vehicle, a disability that prohibits the use of an automobile, or some other reason, a lack of transportation can be debilitating for an individual and family with work, shopping and childcare needs.

In Centre County, we are fortunate to have many agencies and organizations available to offer quality transportation resources in assisting with this basic need. The two largest are the Centre Area Transportation Authority and the Centre County Office of Transportation:

The Centre Area Transportation Authority (CATA)

(814) 238-CATA (2282) Customer service center: 108 E. Beaver Ave., State College Mondays through Fridays, 7:30 a.m. to 5:30 p.m.; Saturdays, 9 a.m. to 1 p.m. www.catabus.com, realtime.catabus.com CATA’s fixed-route bus system, CATABUS, consists of 23 community bus routes, which provide service between downtown State College, the Penn State campus and surrounding communities, including suburban shopping centers, apartment complexes, residential areas, governmental offices and many other special points of interest. Fare for each one-way trip is $1.75. Those ages 65 and older with a Transit ID card and children under 40 inches ride for free. Those presenting a valid U.S. Medicare card or CATA Reduced Fare ID card may ride for half the fare (85 cents).

The system is further complemented by four integrated routes (the Blue and White Loops and the Red and Green Links) that provide fare-free Penn State University Park Campus/downtown State College service.

CATABUS service provides approximately 7.3 million trips per year, and operates entirely on clean compressed natural gas.

CATARIDE provides curb-to-curb transportation primarily for people ages 65 and older and persons whose disabilities prevent their use of the CATABUS system. Registration and a small fare per one-way trip are required, as are advanced reservations for each trip.

(This service is also offered to the general public at a higher fare rate.)

CATACOMMUTE is a family of transportation services that includes the Rideshare, Vanpool and Emergency Ride Home programs, designed to provide long-distance commuters with easy and economical commute alternatives.

Reservations are required by 1 p.m. at least one working day in advance, preferably as soon as possible.

Persons needing accessible vehicles are encouraged to make reservations as soon as possible. This is a shared-ride service that primarily serves destinations in Centre County. Passengers with medical assistance may be reimbursed for securing their own ride if the transportation office is unable to meet their needs, and out-of-county medical trips are available to these individuals through a third party.

Outside of these two agencies, additional options and resources exist through for-profit groups such as Fullington and ZipCar, human service agencies such as In Home Services of Central PA and the Bellefonte and Centre LifeLink EMS, and government offices, including Veterans Affairs of Centre County.

Services available to residents of county

By SANDY SCHUCKERS Administrative Officer and Health and Wellness Coordinator, Centre County Government Centre County Government is committed to working with, assisting, and providing necessary services to our residents.

With regard to Human Services, Centre County Government believes in an integrated, person-focused approach to ensuring the services necessary to assist individuals and families.

Centre County Government is fortunate to have a strong network of providers located throughout the county to help implement this plan of action for our residents.

Centre County Office of Children and Youth Services (CYS) (814-355-6755) furnishes social services to children and youth and their families throughout Centre County. CYS works with families in which there are issues relating to the safety and well-being of children and/or youth, with the goal of identifying problem areas and dealing effectively with them to resolve the difficulties.

In a case of suspected abuse or neglect of children, the office determines if the allegation is true and takes the necessary steps to protect the child.

Placement services outside of a child’s family are available if parents are unable or unwilling to provide care for their children and there are no other feasible alternatives.

Centre County Office of Adult Services (814-3556768) is responsible for services to low-income adults ages 18 through 59, including the disabled population, and low-income families. Adult Services works on behalf of individuals and families who need assistance to meet their basic needs, to work on improving their lives and protect those at their most vulnerable.

The office also strives to connect people to the available resources in our community. Services are provided throughout the county by a network of agencies working together. Such services may include individual case management, homemaker services, emergency housing, and basic needs assistance.

Services — from page 32 Centre County Office of Aging (814-355-6716) serves as the Area Agency on Aging for Centre County.

Aging assists people 60 years of age or better by assessing their needs and referring for appropriate services. It provides the following services: health insurance counseling for Medicare recipients, senior center services at six locations throughout the county, home-delivered meals, investigations of abuse, neglect, exploitation, or abandonment of older adults, longterm care ombudsman services, nursing home transition services and care management services. Aging provides some funding to outside organizations to provide personal care services, transportation, adult day services, and legal assistance for those who qualify. The department also is a co-sponsor of the Retired Senior Volunteer Program (RSVP) (814-355-6816).

Centre County Office of Mental Health/Intellectual Disabilities/Early Intervention & Drug and Alcohol (MH/ID) (814-355-6786) provides a range of service options to enable persons with mental illness or intellectual disabilities to remain in the community and lead productive lives. MH/ID works with public and private agencies to support persons with disabilities.

They identify, evaluate, and treat persons with mental illness or intellectual disabilities and can also provide information and referrals. The Drug and Alcohol department provides comprehensive prevention, intervention, treatment, and recovery support services for individuals with drug and alcohol use/abuse issues.

Services are confidential and designed to support individuals and families, to eliminate stigma, and to facilitate independence, inclusion, and recovery. Early Intervention in Centre County provides services and support designed to help families with children with developmental delays. Early Intervention builds upon the natural learning which occurs in those first few years of a child’s life.

Centre County Office of Transportation Services (814-355-6807) provides transportation services to clients of Centre County Government and other social service agencies, and also maintains the county’s vehicle

fleet. Centre County transportation is a “shared ride” door-to-door demand-response service. It can provide “lift van and car” service to the physically challenged as needed. Physically challenged passengers must inform the Office of their need to utilize the lift van or car every time they schedule an appointment. Several days’ notice of reservation for the lift van or car is highly recommended.

Centre County Veterans Affairs Office (814-3556812) answers both specific and general questions from veterans and their dependents as well as the general public regarding matters related to veterans.

In addition, the Veterans Affairs Office discusses and submits applications for all related benefits to which veterans and their dependents may be entitled, such as: compensation and pension, hospitalization and outpatient care, education, home loans, insurance, special housing and automobile grants, and numerous other benefits provided by the VA or other Federal, State, County, or local agencies and organizations. Veterans Services also refers the County’s veterans and their dependents to other agencies and organizations that might further assist them in solving their problems or answering their questions.

Salvation Army coat drive scheduled

By BETTY BARRETT Salvation Army Envoy The chilly weather is fast approaching and The Salvation Army of State College is offering free warm coats to those in need. Local Salvation Army representatives will be at the Centre County Community SUPER Fair on Saturday, November 19th at Mount Nittany Middle School, where they will distribute coats to anyone who needs one.

The new and gently used winter jackets are available thanks to the generosity of Centre County residents, who have opened their hearts to their neighbors in need.

Seven Mountains Media and Balfurd Cleaners, community partners of The Salvation Army, were instrumental in the coat drive. Balfurd Cleaners has dry cleaned every donated jacket before being distributed to members of the public.

There are coats for

infants, children and adults. No applications or paperwork is required to obtain a free coat.

If you aren’t in need of a winter jacket but interested in Salvation Army, please stop by and visit with a representative on November 19th to learn more about local services for those in need, as well as volunteer opportunities, for Centre County residents.

Early intervention screenings identify needs

By SHEILA STEVENSON Centre County Early Intervention Coordinator When you think of a child and how he/she is growing you begin to notice things such as how soon he or she smiles, sits up, rolls over as well as how well he or she walks, talks, holds a spoon and feeds him or herself.

In the early stages of development children tend to learn naturally either watching you, their parents, or by watching other children or siblings.

While they may be taught, it’s more often their own curiosity that allows them to learn how to do something new. Because you know the child in your care so well, you might start to notice that he or she is growing or developing differently than other children of the same age.

It’s possible that what you are noticing is a change, or perhaps lack of progression, in one or more of your child’s primary developmental areas.

The five primary developmental areas are: n Physical development — ability to move, see, and hear n Language and speech development — ability to talk, understand, and express needs n Social and emotional development — ability to relate to others n Self help or adaptive development — ability to eat, dress, and care for themselves n Cognitive development — ability to think and learn While all children grow and progress at their own rate, some children can experience delays in their development. Sometimes this can be cause for concern.

Early Intervention services can help.

Centre County Early Intervention will be providing developmental screenings at the SUPER Fair, which is being held at the Mount Nittany Middle School in State College on Saturday, November 19, 2016 from 10:00 am to 2:00 pm.

The screenings are being provided at no cost, and no appointment is necessary. Parents will then be provided with information about the possible need for further evaluation for their child.

If you and your child are not able to attend the screening on November 19th, but would like to have him or her evaluated, you can contact Centre County Early Intervention directly by calling the following phone numbers to schedule an appointment.

For children ages birth to three: 814-355-6786 For children ages three to five: 800-982-3375 For a child to qualify for ongoing services from Centre County Early Intervention they must exhibit a developmental delay of 25% or greater in one of the five developmental areas listed above.

Qualifying children may be eligible to receive physical therapy, occupational therapy, speech therapy, hearing therapy, vision therapy, and special instruction; based on their identified area(s) of delay.

In addition, each child is provided with a Service Coordinator who can be a resource and support for the child and family. All services are provided in families’ homes, are voluntary and provided at no cost.

Early Intervention services are provided in a “family centered” manner. Family centered means that the child’s services and/or supports are based upon the strengths, concerns, priorities, and resources as identified by the child’s family. Services and supports are designed to respect the family’s concerns, interests and values.

Power of Attorney critical for all ages

By ELIZABETH DUPUIS, Esquire We live in a changing world where anything can happen; literally. That’s why every adult should have an agent appointed through a Power of Attorney for medical and financial decisions in the event of an accident, incapacity or other legal disability. These documents should address both financial and medical decisions and can now, with the uniform law, be specifically prepared for each individual and every circumstance.

Most critical case law about consent, decision making, is generated from cases involving younger adults, largely due to an unexpected circumstance.

Consider the newlyweds on their honeymoon in the Caribbean and one spouse is severely injured with life threatening injuries. Should the new spouse be making decisions or the parents? What about a sibling?

And, what will the local law allow or consider in this circumstance.

Or, consider the student, nineteen and away at college who is out celebrating a football win and slips and falls off a balcony? Who should be making decisions for this individual, parents, girlfriend, close

While these stories appear to be ripped from the headlines, both situations point the same issue - when you reach the age of majority, you are in charge of your life but sometimes you need to make sure someone can step in to act for you when you cannot because anything can happen. Accidents and emergencies happen but are we all really prepared for those situations.

Commonly, we think that Powers of Attorney are for “old” people and although everyone’s sense of “old” varies based upon your own age, in this case, it should really mean “anyone over the age of majority.”

Further, with the new law in place, Powers of Attorney can be carefully crafted to each individual, and if necessary each situation. It’s important for everyone to consider regardless of age, occupation, or where you live.

Magician Ben Salinas bends the mind

By VINCENT CORSO correspondent@centrecountygazette.com STATE COLLEGE — As magician Ben Salinas went from group to group performing his magic on a recent Sunday night at a local restaurant, you could hear the astonishment and levels of disbelief coming from the tables. ”How did he do that?” said someone.

“That was so cool,” said another about a coin trick, his face in shock.

“This is so much fun,” said another with a large grin on his face.

It was fun, and it’s easy to see that Salinas was having just as much fun as the guests. His tricks bend the mind, leaving guests in wonder, and just as impressive is the joy he brings to his performances.

“It’s magic, it’s entertainment and it is fun, I love to get these reactions from people, they are surprised and they scream and they laugh, it’s great,” Salinas said.

Salinas said he is excited to showcase his Magic from noon to 1 p.m. at the Centre County Super Fair on Nov. 19. Held at Mount Nittany School from 10 a.m. to 2 p.m., the event offers a chance for local organizations a no-cost opportunity to showcase what they have to offer the community. Salinas has performed there for the past two years and is looking forward to going back.

“It’s a blast, I always have fun and get to meet so many people,” Salinas said. “Plus it’s great for the community.”

Salinas started dabbling in magic when he 17 years old and got his break a few years later when he was showing a friend a trick in a restaurant. Other people in the lounge noticed and asked to see more tricks, much to the delight of the owner who asked him to come back again the next week. It was his first paid gig as a magician.

After a stint in the Air Force, Salinas ended up in school at Penn State where he met his wife and started the Penn State Performing Magicians Club. Salinas, who works for the university, is now the club’s faculty adviser.

“It’s great to still be a part of it, and to be able to offer support to these guys, and watch them grow as magicians,” Salinas said.

Through the years Salinas has become a big part of the State College entertainment scene, and he currently performs at Otto’s Pub and Brewery on Sunday nights and at Quaker Steak and Lube on Monday evenings, along with other shows throughout the year. His magic has taken him across the country and even to Japan.

Salinas also has a collection of magic informational DVDs that are available in most joke shops across the country.

Inspiring others to educate and entertain Special to the Gazette At an early age, Adam Swartz knew what he wanted to do when he grew up: keep playing! Lucky for this Lemont native, he figured out how to play for a living.

Adam has a degree in Integrative Arts from Penn State, a major that allowed him to combine visual art and theater, two staple mediums for the puppeteer.

Since 1999, Adam has been traveling the United States, storytelling and performing with companies like Middle Earth Studios, the Itinerant Theater Company, the Nittany Valley Shakespeare Company, and the Next Stage.

He gained much experience and insight training with Sesame Workshop puppeteers.

With his own puppet company, Adam Swartz Puppets, he creates original puppet shows using a variety of puppetry styles. The shows address a variety of themes, from conservation to folklore to friendship, with humor and heart. They are engaging and interactive for children and adults.

Adam Swartz Puppets performs at schools, libraries, retirement homes, festivals, birthday parties, camps, sidewalks; anywhere in need of puppets! In addition to performance, Adam has a background in education.

He presents hands-on workshops and long-term art residencies for all ages, teaches after school classes, and runs an “Art and Acting with Puppets” summer camp.

Adam also builds and leases custom puppets; you may have seen his “Dragon” or “Gingy” in one of the area’s many recent productions of Shrek the Musical.

“When I was a kid, I was inspired to devote the rest of my life to inspiring other people; to educate and entertain. It is my goal to reach as many people as I can and encourage them to use their imaginations, to be creative, and open their minds to learning and doing good things in the world. I hope that each time I interact with an audience or work with someone new, we are all making connections and helping each other to think, learn, grow, create, and inspire others to do the same.”
