‘Har Ghar Tiranga’ campaign: Assam sold over 53L flags worth Rs 16 cr Guwahati, August 10 (IANS): More than 53 lakh national flags valued at Rs 16.07 crore have been sold in Assam so far as the state government gears up for the 'Har Ghar Tiranga' campaign, a minister said on August 10. As part of the national event, the tricolour would be flown at official, private and commercial houses and establishments nationwide as part of the 'Azadi Ka Amrit Mahotsav', which is being observed across the country on the occasion of the 75th anniversary of India's Assam'sIndependence.Panchayat and Rural Development Minister Ranjeet Kumar Dass said that while 33 lakh tricolours prepared and sold by the members working under the Assam State Rural Livelihood Mission (ASRLM), another 20 lakh have been sold through 34,000 fair price shops across the state till AssamTuesday.Chief Minister Himanta Biswa Sarma earlier announced to hoist 80 lakh national flags in residences, government and private institutions, including educational institutions, commercial establishments from August 13 to 15 as part of the countrywide programme, initiated by Prime Minister Narendra Modi-led central government. Sarma earlier said that the government is refraining from providing the Tricolour free of cost to the people as it wants greater people's involvement in the programme and turn it into a universal mass movement. Minister Dass said that more than 23,000 members of Self-Help Groups have stitched around 36 lakh flags. Besides the local production, the state government has sought another 50 lakh flags from the Union Culture Ministry while 39.26 lakh flags have already been received by the state government. Meanwhile, on the occasion of 'Azadi Ka Amrit Mahotsav', Indian Army had organised 'Freedom Ride - Trans Meghalaya Monsoon Odyssey', a motorcycle expedition covering all districts of Meghalaya. In all, 25 Indian Army riders traversed 1100 km in eight days from August 3 to Defence10. spokesman Lt. Col. Mahendra Rawat said that the expedition team after the adventurous and challenging ride of 8 days was welcomed during a grand ceremony by Meghalaya governor Satya Pal Malik on August 10 at Umroi Military Station. The Army official said that the expedition team visited the memorials of three famous freedom fighters of the state - U. Kiang Nongbah, Pa Togan Nengminja Sangma and U. On Saturday we celebrated with Brisbane’s Indian community in Roma Street Parklands. The Ghandi statue there, unveiled by Prime Minister Modi during his visit in 2014, reminded me of another famous Indian landmark. It’s about three-and-a-half hours north of here by car, in Bathurst. Now, Bathurst might seem like an unlikely location for a statue of India’s first Prime Minister. But if you’re in town, and you wander through the Peace Garden, at the edge of the park, you will find it. The bust of Pandit Nehru ji. A gift from the Indian people –Signifying and celebrating the unlikely and unprecedented friendship between one of their independence heroes, Nehru, and Bathurst’s own home-town hero – Prime Minister and Treasurer, Ben Chifley. We are reminded that on the 13th of June 1951 – at the Hotel Kurrajong, just down the road from here – Chifley gave an interview to a visiting journalist from India. The Labor Party’s old statesman was passing on a message to his friend, the revered leader of a young democracy: ‘Tell Nehru not to lose heart, but to carry on. India will still show the way to peace.’ Those were actually the final words in his final interview –Chifley died later that evening.

A similar approach was taken by the Trinamool leadership after former state minister Partha Chatterjee was arrested by the Enforcement Directorate (ED) for his alleged involvement in the teacher recruitment scam.

"The party never asked him to avoid CBI summons. He did that out of his own wish. Previously, I had been summoned several times by the central agencies in connection with the Saradha chit fund probe. I always cooperated with the agencies," Mitra said.

The first to open his mouth with regard to Mondal's arrest was veteran Trinamool leader and state minister Sovandeb Chattopadhyay, who said: "If anyone commits a crime, he or she will have to face the consequences. Again, if he (Mondal) claims innocence, the onus is on him to prove that."

"I am not saying we need to ignore the violence and the bad things that happen to women at a lower level, but yes, at the higher level, at the middle level, we are seeing women growing," she said. New Delhi, Aug 11 (IANS) A convict in the Rajiv Gandhi assassination case has moved the Supreme Court seeking premature release. S. Nalini, a convict in the Rajiv Gandhi assassination, has moved the apex court challenging the Madras High Court order, which dismissed her plea saying that it cannot exercise powers under Article 142 of the Constitution to pass a similar order, which was passed by the apex court to release another accused, A.G. Perarivalan, in the case. “The directions sought by the petitioner cannot be given by the court, as it otherwise does not have power similar to what the apex court has under Article 142 of the Constitution of India. For the foregoing reasons, the writ petition is dismissed as not maintainable”, said the high court in an order passed on June 17. On May 18, the Supreme Court invoked its extraordinary powers to do complete justice under Article 142 of the Constitution, as it ordered the release of A.G. Perarivalan, sentenced to life in the assassination of former Prime Minister Rajiv Gandhi. A bench comprising Justices L. Nageswara Rao (retired now), B. R. Gavai, and A. S. Bopanna said: “in the exceptional facts and circumstances of this case, in exercise of our power under Article 142 of the Constitution, we direct that the Appellant is deemed to have served the sentence in connection with crimea.. The Appellant, who is on bail, is set at liberty forthwith”. Perarivalan is currently on bail. His death sentence was commuted to life sentence and terrorism charges were withdrawn. The top court took into account Perarivalan’s prolonged period of incarceration, his satisfactory conduct in jail as well as during parole, chronic ailments from his medical records, his educational qualifications acquired during incarceration and the pendency of his petition under Article 161 for two and a half years after the recommendation of the state cabinet. The top court judgment came on Perarivalan’s remission plea.

CM Eknath Shinde snubs Thackeray again, drops Shiv Sena from BAC meet Mumbai, Aug 11 (IANS) In a fresh snub to ex-CM Uddhav Thackeray, his Shiv Sena faction in the Maharashtra Assembly was dropped from the crucial Business Advisory Committee (BAC) meet to prepare for the upcoming Monsoon Session of the Legislature. Thackeray faction leader and chief whip Ajay Chaudhari had written to Speaker Rahul Narvekar seeking representation to the BAC, but it was rejected. However, now two ministers from the faction headed by Chief Minister Eknath Shinde have been included in the BAC -Dada Bhuse and Uday Samant. The BAC presided over by Shinde and attended by group leaders of all parties on Thursday decided to extend the Monsoon Session by two days and now it will be held from August 17-25. This was because the legislature will not function on August 19 (Dahi Handi celebrations) and the weekend, and the two additional days would enable discussions and decisions on various issues. The BAC comprises Assembly members like Shinde, BJP’s Deputy CM Devendra Fadnavis, Leader of Opposition Ajit Pawar, NCP’s Jayant Patil, BJP’s Radhakrishna Vikhe-Patil, Sudhir Mungantiwar and Chandrakant Patil, and Congress’ Balasaheb Thorat and Ashok Chavan. Besides, there are other invitees like Deputy Speaker Narhari Zirwal (NCP), Ashish Shelar (BJP), Chhagan Bhujbal (NCP) and Amin Patel (Congress) in the BAC. “We know that moving to a new country can be daunting, learning a new language and being unfamiliar with workplace laws and regulations can place some people at risk of not fully understanding their workplace rights as an employee,” she said.

“While the Federal Government is responsible for private sector industrial relations and ensuring compliance with the Act is the responsibility of the Fair Work Ombudsman, we know that there is often limited understanding of worker rights within the migrant workforce as well as a lack of awareness of where to seek support. Ms. Linard said this program would complement existing government efforts to achieve fairer and safer workplaces in Queensland and lessen the likelihood of worker exploitation.

The scope of work includes an impact study and the subsequent design and delivery of education and support services, targeted to vulnerable workers from migrant and refugee backgrounds, including temporary visa holders.

India expresses concern over shelling near Ukraine nuclear plant

Chennai, Aug 11 (IANS) Security at the US Consulate in Chennai and a Jewish settlement in Dindigul has been intensified on an alert by central intelligence agencies. This follows the killing of Al Qaeda chief Ayman al-Zawahiri in a US drone attack in Kabul, Afghanistan on July 31. The central agencies have given inputs to the state police to enhance the security at US and Israeli missions besides consulates of other Western countries. They have also directed police to increase the patrolling in front of the foreign missions. Following the recent Israeli air strike in Gaza in Palestinian settlements which claimed 30 lives, including that of six children, the Centre has also called for tightened security at the Jewish establishments. According to state police sources, the special cyber crime wing of the state police is closely monitoring the social media posts of several individuals and organisations. Tamil Nadu police chief C. Sylendrababu has called a highlevel meeting of police officers in the range of Inspector General and above on security measures against the threat and in the runup to the 75th Independence day celebrations.

So, while we look at India at 75, what are the things that people should be progressively aware of if they wish to follow this interesting theme relating to India’s security imperatives? Outlined here is a set of parameters and domains which should interest any Indian citizen, especially the younger ones who must emerge as the generation that will enrich India’s strategic culture. Before delving into those domains, it is good to remember that the security of a nation essentially translates into the freedom to pursue the nation’s aspirations and to neutralise and ward off any obstacle in the way of achieving them. The obstacles which come in the way are referred to in security terms as threats. Two very basic needs to keep any nation secure in the modern world remain a resilient economy and energy security, both bottom line needs. The domains and nuances I list below are without much explanation, touching just the periphery and mostly relate to military security needs. They are the vistas which need to be examined and followed to get a measure of India’s national Letsecurity.mecommence with my highest priority and there will be different perceptions about the order one follows or priority that one accords. For me, political stability at the Centre is the most important requirement for a nation’s security. A stable government can make quicker decisions. Speed of decisionmaking often contributes to security especially when it comes to budgeting, prioritising or simply responding to opportunities or threats. Securing a national political consensus on security-related issues would always be a boon. Taking this ahead, I then accord the nation’s nuclear weapon policy the next priority. It may be time we reviewed the declared ‘No First Use’ subset of our nuclear doctrine. A review does not necessarily mean outright change; it could be just a tweak. I peg internal security (IS) very high, through societal strength, intelligence, counter-intelligence and the continued targeting of networks of ideologies and other enablers, even as we counter existing threats and examine fresh ones, such as in Punjab. While a nation is internally secure, its armed forces and government can focus on force structuring and modernisation, with minimal military footprint involved in IS situations. Considering the nature of collusive external threat from China and Pakistan, it would only be prudent to accord the highest status to force enhancement where warranted, induction of warfighting platforms and cutting-edge technologies.

While cyber continues to be accorded a fair focus, it is information or cognitive warfare which needs a grand review, including the induction of civilian content into this domain as is the practice the world over. A national body too may be needed separately to provide guidance and supervise the development of guidelines, concepts and doctrines for information Iwarfare.havenot relegated the Army’s needs; these remain paramount and cannot be subsumed under relative prioritisation. Here the need is almost immediate. The equipment of almost every domain of warfighting needs upgrade—to include, armour, artillery, aviation and air defence.

Drawing curtains on the Azadi ka Amrit Mahotsav (75 years of independence), Prime Minister Narendra Modi delivered an emotive speech without a teleprompter, from the ramparts of the Red Fort on 15th August 2022, and announced the beginning of a 25-year long (2022-2047) “Amrit Kaal” to build a “Viksit Bharat” (Developed India).

While there were several elements of his speech that drew attention —including his scathing attack on corruption, nepotism and dynasty politics — his construct of the “Panch Pran” (five pledges) in Amrit Kaal leading up to the centenary celebrations (2047) are of special significance. These are: 1) accomplishing a “Viksit” (developed) India; 2) shunning the last vestiges of the colonial mindset; 3) upholding India’s rich legacy; 4) bolstering internal unity; and 5) becoming a dutiful citizens (including the prime minister and chief ministers).

The recent coordination and cooperation between the IAF and the Army led to the express induction of men and materials into Ladakh to mirror the PLA deployment. On the practical side, what the armed forces desperately need is a separate arm for rocket and missile forces to match the adversary resources.

‘Amrit Kaal’ is a Vedic astrological term meaning auspicious period for starting new projects and initiatives, which in the current context will last for 25 years and ending with India’s independence centenary celebrations in 2047. He said that in these 25 years all citizens must strive to make India a developed nation and governments must practice the concept of Antyodaya (championed by Mahatma Gandhi and Pandit Deendayal Upadhyaya) of serving even those standing at the end of the line.

On the five pledges

PM Modi reminded that a nation which does not respect women cannot progress, and for building a “Param Vaibhav Bharat”, women empowerment, gender equality, respect for women and corruption eradication was paramount. He said Indians must take deep pride in India’s rich historical legacies, cultural traditions and regional diversity. He said while many had no place to live, others were running out of space to hide illicit money, in a reference to the large stash of black money found from various properties of TMC leader Partha Chatterji in West Bengal in the education scam. He cautioned the citizens that they must stop glorifying the corrupt in a reference to the Congress President Sonia Gandhi and her son Rahul Gandhi, currently being investigated by the Enforcement Directorate in the National Herald money laundering case. PM Modi reminded that nepotism has to be eradicated from not only politics but also national and state institutions for India to grow. He cited his own example that when he was the Chief Minister of Gujarat, he rallied behind the central government of a different ideological persuasion, for the betterment of India. This is the kind of competitive federalism he said needs to be encouraged, wherein all states compete with each other in a healthy competition to achieve new goals in the service of the people. PM Modi’s speech has been hailed widely for its delivery without teleprompters and for contents and focus this year. What is critical here is that 25 years is a long period and practicing these five pledges and the vision laid down by PM Modi will not be abandoned in the face of a change in government at the centre under a different ideological and political alliance. Hope India does not lose its moorings mid-way.

China’s biggest worry remains the maritime domain notwithstanding its recent demonstration of naval muscle in the Taiwan waters. From the Malacca Straits to the Persian Gulf and Suez Canal, China has questionable means of supporting its maritime forces in a major showdown with any maritime power of substance. Enhancing the stakes here will be an adequate response to China’s bluff and continued baiting along the northern border belt in the Himalayan region. Our airpower too needs massive investments and unfortunately has been at the receiving end of endless debates and resource crunch in the context of the induction of various new platforms. The myth of the 45-squadron force remains just that—a myth. It needs to be pursued relentlessly for delivery. Without the skies being secure, the freedom to operate on ground or water seldom exists; that is a phenomenon all soldiers and sailors will agree with. Resource enhancement will also release the IAF from the challenges of distribution of air resources between theatre commands, the prime reason why it does not favour adoption of the theatre commands concept. What the Indian Armed Forces need is not just restructuring to theatre concept and greater integration but a common understanding on the need for cutting-edge technology.

Atmanirbharta in the defence sector strives for self-reliance in defence manufacturing and is the best way forward. Prudent financial and resource management and a balance between local acquisitions and imports may have to be established for some time to ensure that cutting-edge technologies in the armed forces do not regress. In this connection, the cyber and information domains need priority along with infusion of artificial intelligence.

The number of seminars, webinars and knowledge programmes on the theme ‘Securing India at 75’ that I have attended in the last fortnight has actually been exhausting. Yet, it signals a new interest among Indian citizens of all age groups. Many people at these events have listened with rapt attention and thrown in some comments and an odd question too. Many have discovered a latent interest in national security as a theme for further study. The positive here is that it’s not in Delhi alone that this interest has awakened but in cities beyond, often rudely referred to as Tier 2 cities. Is this Indian strategic culture waking up to the need of the hour? The understanding of the finer nuances of national security may still be eluding many of those present, yet there is a newfound inquisitiveness which has been in the making for the last couple of years. People are watching television, viewing world events and looking at short video clips which throng their ‘mobile space’. Most people can understand many of today’s events but find it difficult to join the dots of yesterday’s happenings.

Our force survivability too needs enhancement through better research on permanent defence works. This is not by any means an exhaustive list. The list of domains will continue to be identified and analysed.

PM Modi said, “We must proceed on the path of development upholding these five pledges to fulfil the dreams of our freedom fighters in this Amrit Kaal which is a golden opportunity to fulfil the dreams of an aspirational society.”

Just last week, it held a Anantnag district Pencak Silat Championship that drew 260 male and female participants from all age groups.

J&K’s agri sector is seeing new beginning as well. As much as 60,000 hectares of Basmati agricultural land is now being converted into a more productive livelihood following J&K administration’s decision to provide good quality seeds at cheaper rates to over 7.5 lakh farmers in the Union Territory. The Agriculture Department of the UT shares that now J&K accounts for nearly two percent land share in India and 1.60 percent production share of Basmati rice. Nearly 90,000 farming families undertake Basmati cultivation of which over 90 percent are small and marginal farmers with low investment and risk bearing capacities. India boasts of being the largest exporter of Basmati rice to over to 80-90 countries including USA, European Union, Middle East, Russia, Ukraine, Turkey, Commonwealth of Independent States, etc. Under the new schemes a stateof-the-art training is also being rolled out to around 35,000 farmers to implement new experiments in agriculture in the light of the changing environment at a cost of Rs 26 crores. Also, three cold storage clusters are being set up at Kathua, north Kashmir and south Kashmir at a cost of Rs 500 crores which is a welcome news for the farmers.

Industrial Development Under various central government schemes Rs 30,757 crores have been allocated to J&K in the Financial Year (FY) 2020-21, and under the PM’s development package 2015, Rs 80,068 crores are being spent on 54 projects in J&K in road, power, health, tourism, agriculture, horticulture and skill development sectors.

Strengthening Grassroots democracy

There was never any doubt that a stronger democracy had to be the lynchpin of J&K revival. After 2019, Panchayat Raj Act has been amended to bolster the third tier of democratic governance at the Local Council at District level. In October 2019 itself, the historic elections to Block Development Council were held, recording a 98.3% voter turnout. Thereafter, District Development Councils (DDC) elections in OctoberNovember 2020 recorded a 51.7% turnout. About six million voters in 20 districts voted to elect 280 members of DDC. In addition, 44 Digital Village Centres have been established at the level of Gram Panchayats, which are providing internet access in the far-flung and rural areas and facilitating e-delivery of government services, schemes and sustenance.

According to the provisional statistics of the Ministry of Coal, during July this year, Coal India Ltd (CIL), Singareni Collieries Company Ltd (SCCL) and captive mines/others registered a growth of 11.12 per cent and 44.37 per cent by producing 47.33 MT and 9.80 MT coal, However,respectively.SCCLregistered a negative growth of 32.51 per cent during the month. Of the top 37 coal mines, production of 24 mines was more than 100 per cent during July this year. Another seven mines’ production stood between 80 and 100 per cent. At the same time, coal despatch increased by 8.51 per cent to 67.81 MT from 62.49 MT during July 2022 as compared to the previous Duringyear. July 2022, CIL and captive mines/others registered a growth of 8.17 per cent and 40.78 per cent by dispatching 54.54 and 9.91 MT, Therespectively.powerutilities despatch has grown by 17.09 per cent to 58.45 MT during July this year as compared to 49.92 MT in July 2021 due to increase in power demand. According to the new report, 'Landscape of Green Finance in India', the tracked green finance in 2019-2020 was Rs 309,000 crore ($44 billion) per annum, which is less than a fourth of India's needs.

San Francisco, Aug 12 (IANS) At least 300 employees of TikTok and its parent company ByteDance employees worked for the Chinese state media publications, and more than a dozen still do, the media reported. LinkedIn profiles of ByteDance and TikTok employees showed them in current roles as content partnerships, strategy, policy, public affairs, monetisation and ‘media cooperation’, reports Forbes. Profiles of 15 current ByteDance employees revealed they worked at the tech firm and state media outlets simultaneously. “Fifteen indicate that current ByteDance employees are also concurrently employed by Chinese state media entities, including Xinhua News Agency, China Radio International and China Central/China Global Television,” the report said late on Thursday. The LinkedIn profiles reviewed by Forbes “reveal significant connections between TikTok’s parent company, ByteDance, and the propaganda arm of the Chinese government, which has been investing heavily in using social media to amplify disinformation that serves the Chinese Communist Party”. According to the report, ByteDance and TikTok did not contest that the 300 LinkedIn profiles represent current employees or deny their connections to Chinese state media. A spokesperson for ByteDance said that the company makes “hiring decisions based purely on an individual’s professional capability to do the job”. “For our China-market businesses, that includes people who have previously worked in government or state media positions in China. Outside of China, employees also bring experience in government, public policy, and media organisations from dozens of markets,” the company said.

The Australia India Business Council (AIBC) was delighted to host a round table conference for the Trade Promotion Council of India (TPIC) delegation. It was a very targeted discussion on supporting the Indian exporters on the ground with some of the issues experienced for representation and resolutions.
