NEW DELHI/MUMBAI: Proving the strength of Modi magic once again, the BJP has won historic victories in the Haryana and Maharashtra Assembly elections knocking the Congress out of power in both the States. The BJP performed an astounding feat in Haryana raising its tally to 47, an absolute majority, from the measly four seats it

had in the previous Assembly. Its vote share went up from a meager 9.05 per cent to 33.2 per cent this time. Manohar Lal Khattar, an RSS pracharak for long and a low-profile organization man, has been chosen to be the first BJP Chief Minister of Haryana. In Maharashtra however, with 123 seats, the BJP fell 22 short of absolute majority.

t's unfortunate that most United Nations' aims and goals come across as lofty, merely to be discussed by committees within committees sitting around elongated tables during the general assembly sessions. Last week saw only the concerned observing the International Day for the Eradication of Poverty, another one of those seemingly unattainable goals of the world body, which sound good on paper - and perhaps in spirit - but so not a priority of any government, including those of the poor, underdeveloped nations. On a philosophical level - and for that matter, if you are a believer of Hinduism's Karmic theory or even the Biblical belief that the poor will always be with us then eradication of poverty would simply be a non-issue. For condescending societies, the poor, at best, offer a feel-good factor that one can do charity to while holding on to their own good fortune. Nobody, whether in governments, the corporate, or even spiritual sectors want the end of poverty. Why else would the rich-poor gap keep widening despite all the "efforts"? Are we really looking for solutions here or simply finding topical cures on the premise that poverty is but a disease? According to the UN Special Rapporteur on extreme poverty and human rights, Philip Alston, that as many as 2.2 billion people live in poverty is no accident. It is the result of a series of deliberate and conscious decisions by key actors who have chosen to prioritize other goals, he says. For the ruling elite and the rich, poverty is at the bottom rung of all power structures in society. So why would they ever want to wobble that structure by elevating the poor from their scourge? Naively enough, I wonder sometimes, as human beings, how much does one really need to live and if and when it would ever be "enough"? It's only when the rich, who are becoming richer every day, decide that they have enough, will the poor have a little more. Charity is not a solution to poverty; it is the containment of greed of the rich. It's not really a socialistic ideology, just a humanistic one.

Khattar invited to form govt in Haryana CHANDIGARAH: Haryana Governor Kaptan Singh Solanki has invited Manohar Lal Khattar, who has been unanimously elected as the next chief ministerelect of Haryana, to take oath of office on October 26. A BJP delegation led by Union Parliamentary Affairs Minister M. Venkaiah Naidu and party vice president Dinesh Sharma, accompanied by Khattar and other party leaders met Governor Solanki and handed over a letter reflecting the unanimous decision of choosing Khattar to be the next chief minister of the state. He also added that the newly elected MLA from Prithla, Tek Chand Sharma, who had fought on a BSP ticket, has also lent his unconditional support to the BJP government and submitted a letter in this regard to the Governor. Earlier, Khattar was unanimously elected by BJP MLAs to be their assembly leader in a meeting in Chandigarh. Sixty-year-old Khattar won the assembly elections from the Karnal seat and has also been the Chairman of BJP's Haryana Election Campaign Committee for the 2014 Lok Sabha Elections. first time, the BJP attained a majority by bagging 47 of the 90 assembly seats in the state. "The suggestion by the US Department of State not only violates the US laws and established US policy on the issue of human rights violations but also violates several provisions of US Laws such as Human Rights Enforcement Act and International Religious Freedom Act," he said.-PTI

On its part, the Shiv Sena has also adopted a 'wait-and-watch' attitude while expressing readiness to sit in the opposition if the BJP failed to come up with an acceptable proposal for alliance.

Senior BJP leaders feel that if BJP forms a minority government, Sena wouldn't have the courage to pull it down at least in the immediate future. If they dare to do that, the Sena will lose its voice at the Centre and the BJP will pull out of the alliance it has in the powerful Brihan Mumbai Municipal Corporation (BMC). Control over BMC gives Sena the real clout in Mumbai.

Anti-India march call divides Kashmiri groups in UK LONDON: Kashmiri campaign groups in the UK are divided over a planned anti-India rally here to highlight the Kashmir issue with some groups dismissing it as being against the interest of the people of Jammu and Kashmir. China, India to set up military hotlines BEIJING: India and China have agreed to step up engagements between their militaries by setting up hotlines between the army headquarters and establish new border meeting posts to address incidents of incursions like the one in Ladakh area last month, Chinese Foreign Ministry has said. During last week's Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC) held in New Delhi, both sides held candid, amicable and constructive consultations and reached the broad consensus on measures safeguarding peace and stability of the border area, Ministry spokesperson Hua Chunying said here. "Both sides agreed to establish regular meeting mechanism between the two military headquarters of neighboring military areas and border troops, to set up new border meeting posts in the border areas between the two countries, set up hotlines between military headquarters of two sides," she said. The consensus fully demonstrates strong willingness and positive attitude between two countries in properly dealing with the differences and safeguarding stability of border through cooperation, Hua told a

media briefing. "We also believe these measures will help to build communication and connections between two militaries especially the two border troops and will help the two sides to properly deal with border affairs," she said. "The stable and sound development of China and India relations serves the fundamental interests of the two countries. We would like to make efforts to properly deal with border related affairs through consultations and maintain peace and tranquility in the border areas," she said. Hua said during two-day meeting from October 16, officials of foreign and defense ministries of the two sides spoke highly of the proper settlement through friendly consultations the stalemate in the western section of the China-India border, indirectly referring to the standoff at Chumar in Ladakh region coinciding with the visit of Chinese President Xi Jinping. It finally ended after hectic talks with both sides withdrawing to positions they held on September 1, 2014. Terror strike can't be ruled out: Rajnath NEW DELHI: The possibility of terror attack in the country cannot be ruled out, Home Minister Rajnath Singh said here. "No possibility can be ruled out. Singh was replying to a question on whether there is a possibility of a terror attack during the festival season. Hindus in Pak demand holiday, Diwali aid ISLAMABAD: Pakistan's minority Hindu community leaders have asked Prime Minister Nawaz Sharif to accept their demand for a public holiday on Diwali and announce a special aid package for them on the festival. Pakistan Hindu Council Patron-in-Chief Dr Ramesh Kumar Vankwani, also a ruling party legislator, said that grant of a holiday will help reduce the community's sense of deprivation. "We are patriotic Pakistanis and it is our constitutional right to have a public holiday on our annual festival," he told The Express Tribune. Vankwani said he would raise the issue

in the National Assembly. "No political party is interested in resolving the issues of minority communities in Pakistan," he said. He said official holiday is observed on Diwali in over 10 countries including Malaysia, Nepal, Sri Lanka, Myanmar, Mauritius, Guyana, Trinidad and Tobago, Suriname, Singapore, Fiji, India and Bangladesh while in Pakistan Hindus who do not attend offices on that day are marked absent. Indian-American indicted for violating cash reporting WASHINGTON: An Indian-American perfume trader from Texas has been indicted by a federal court on charges of failing to report over 40 cash transactions exceeding USD 10,000, which totaled more than USD 1.6 million. The accused, Virender Sharma, who is owner and president of a wholesale and retail perfume store in Laredo in Texas, has been indicted on 44 counts, US Attorney of the Southern District of Texas, Kenneth Magidson said. The indictment claimed that Sharma, 59, was responsible for complying with the cash reporting requirements for the company. Despite knowing of his filing obligations since 2006, Sharma allegedly caused the business to fail to report in at least 44 cash transactions exceeding USD 10,000, between June 2009 and July 2010, which totaled more than USD 1.6 million, the indictment alleged.-PTI

Govt to merge NSEL with Financial Technologies NEW DELHI: The government has decided to merge National Spot Exchange Ltd (NSEL), which is embroiled in a Rs 5,600 crore payment crisis, with its holding group Financial Technologies. The crisis-hit NSEL is promoted by Jignesh Shah-led Financial Technologies (India) Ltd. Issuing a draft order for the proposed merger, the government said the move has been decided upon in "public interest". "The central government has decided on the merger of NSEL with its holding company FTIL, in public interest under Section 396 of the Companies Act, 1956," the Corporate Affairs Ministry said in a statement. Further, the government has sought comments from members of the two companies as well as the creditors on the draft order. "All due procedures in this regard shall be followed. The members of the two companies, its creditors may provide suggestions/objections within a period of 60 days," the Ministry said. The Ministry has the responsibility of implementing the companies law.-PTI

ecently, I submitted my proud endorsement of Mr. Peter Kuo for State Senator, District 10. I wrote of a great family man, one who has lived "The American Dream" and one who has built businesses from the ground up, creating jobs, managing budgets and having to live within means. He recognizes that small businesses are such an important mechanism for job creation, but sometimes in California, people feel you almost have to be wealthy just to start a new company. Peter will assure that college admission is based on merit, not race and will fight any further attempt to bring back SCA-5, a bill that would drastically impact Asian and Indo-American college admissions to the UC and California State School system by punishing those over-performing groups. Lord Shiva statue in Louvre Abu Dhabi CHICAGO: Members of the Indian community at large in Chicagoland and across the USA have accorded an unqualified welcome to the news that the upcoming $630 million Louvre Abu Dhabi (LAD) museum will have Hindu Dancing Shiva statue in its permanent collection. This tenth century lost-wax bronze from Tamil Nadu (India) of Chola period, 86 centimeters high, has been in the collection of National Gallery of Australia in Canberra till 2009. A video posted on the LAD website explains the meaning behind various parts of the statue. Claimed to be "a unique and universal museum", LAD is Abu Dhabi's collaboration with Musee du Louvre of Paris and "will present major objects from the fields of ar-

Tech News Cyber security spend by Indian firms down 17% NEW DELHI: Average security spend by Indian firms has come down by 17 per cent to USD 4 million this year even as information security breaches have become more frequent and damaging. According to consultancy firm PwC, Indian companies spent an average of about USD 4.8 million on security last year. This is despite the average cost of a security incident for Indian companies spiraling to USD 414 in 2014, from USD 194 in 2013. "The average cost of a security incident for Indian companies has more than doubled from USD 194 in 2013 to USD 414 in 2014 and there has been a 20 per cent increase in the average losses as a consequence," said the PwC report - State of the Information Security Survey - India 2015. However, even as information security breaches become more frequent and damaging, Indian companies have reduced the average security spending, it added. "As organizations move ahead and embrace new technologies without fully comprehending the implications, they are becoming susceptible to an array of cybersecurity threats and these threats today have become increasingly complex," said the report. -PTI

SBI to carry on in UK despite crackdown LONDON: State Bank of India is determined to carry on retail banking operations in the UK despite a recent crackdown by the Bank of England on the operations of foreign-owned banks in the country. SBI, which has been operating in the UK for 95 years, said it is prepared to set aside 100 million pounds in ring-fenced capital and restructure its operations if that is necessary to keep operating on the high streets. Mrutyunjay Mahapatra, the UK head of the bank, told 'The Times' newspaper that the bank will keep serving retail customers in Britain as well as open new branches. "Our intention is to continue to do business in the UK. We have been here for 95 years. We're too deep rooted here," he said. The Prudential Regulation Authority (PRA) of the Bank of England had recently issued an ultimatum to the British operations of foreign-owned banks taking deposits of more than 100 million pounds to restructure with their own ring-fenced capital or end retail operations. -PTI

Tata Jaguar Land Rover plans factory in US LONDON: Tata Motors owned Jaguar Land Rover (JLR) is working on an ambitious plan to set up a factory in the US, in a first for a British carmaker in the world's second-biggest automobile market. Satya Nadella gets USD 84 mn compensation in 2014 NEW YORK: Microsoft CEO Satya Nadella earned USD 84.3 million this year, according to the salary details coming days after the India-born chief executive was criticized for suggesting that women should not ask for pay raises but trust their "good karma" to get their dues. In a filing with the US Securities and Exchange Commission, Microsoft said Nadella will get a total compensation of USD 84.30 million for the fiscal year ended June 2014, significantly up from the USD 7.66 million he received in 2013. The 2014 compensation includes salary of USD 918,917, a bonus of USD 3.6 million and USD 79.77 million in stock awards, which were designed to keep Nadella at Microsoft while the company hunted for a new CEO and to give him long-term incentives as CEO. Microsoft said Nadella is slated to receive stock worth an estimated USD 59.2 million under the long-term performance- based stock award in connection with his promotion to CEO. However Nadella will not be eligible to receive any part of stock award compensation until 2019. The amount also includes a

one-time special retention stock award of USD 13.49 million granted to Nadella as Executive Vice President, Cloud and Enterprise in August 2013 to help ensure the con-

The women were returning to Grand Rapids from a trip to an orphanage in Guatemala. Ford Airport spokeswoman Tara Hernandez says there was no Ebola threat, but a call was made to federal health officials. Hernandez says the plane was kept away from the arrival gate as a precaution. Passenger Michael Veen says the actions were appropriate. He told The Grand Rapids Press it was a ``good exercise.'' Fire trucks and ambulances surrounded the plane. Minister for Health and Medical Education Taj Mohiuddin, who inaugurated the centre at GMC hospital here, said it was an important step for improving the quality of medicare services in the state. Patients suffering from hemophilia and other coagulation disorders will be provided all associated medical facilities at the centre under one roof, like physiotherapy, orthopedic checkup and facilities of surgeons, neurosurgeon and intensive care management to cater to emergency cases, Head Department of Pathology Prof K K Kaul said. Round-the-clock emergency services and causality management in cases of trauma for such patients are also available here, Prof Kaul said. Hemophilia is a genetic disorder which impairs the ability of body to control blood clotting or coagulation. The centre has a facility of five beds specially designed for such patients, HoD Pathology said, adding that the centre has been established at a cost of Rs 20 lakh. The minister said such events provide medical fraternity an opportunity to update knowledge and find solutions for medical problems through exchange and sharing of scientific ideas.-PTI

India plans Aadhaar linked universal health cover for all NEW DELHI: The NDA Government is planning to link the universal health assurance scheme for providing medical treatment to all citizens with Aadhaar number to check ghost beneficiaries and fraudulent claims. Under its flagship National Health Assurance Mission (NHAM) which will be launched shortly, government has planned to cover the entire population. "The government has planned to seed Aadhaar numbers with its universal health program NHAM. The experts think that this would help in keeping a check on any fraudulent insurance claims or ghost beneficiaries under the scheme," a source privy to the development said. As per experts, since Aadhaar provides proof of identity of person based on biometrics details including iris scan and finger

LONDON: A research project by the University of Reading could lead to more people in India receiving earlier diagnosis and treatment of Autism Spectrum Disorders (ASD) than ever before. The study, funded by Autism Speaks in collaboration with Action for Autism, translated four tests originally devised for the UK and USA to screen and diagnose ASD into Hindi and Bengali - two main regional languages of India. Paying special attention to the differences between cultures, the team, led by Dr Bhisma Chakrabarti tested the translated versions on children in two Indian cities. They found all of them were effective in identifying children affected with ASD. This means a more accurate assessment of ASD could soon be available to an extra 360 million people.

Texas hospital apologizes over handling of Ebola case WASHINGTON: The Texas hospital that cared for the first patient to be diagnosed with Ebola in the United States has apologized over its handling of the case. The Texas Health Presbyterian Hospital in Dallas treated a Liberian man, Thomas Eric Duncan, who died of Ebola on October 8. Two nurses who cared for him subsequently contracted the disease and are now being treated in specialist facilities. "As an institution, we made mistakes in handling this very difficult challenge," the hospital said in a "letter to our community" that was published in the Dallas Morning News.

US to revise Ebola protocol, Pentagon readies team WASHINGTON: Revised guidance for health care workers treating Ebola patients will include using protective gear "with no skin showing," a top federal health official said. The Pentagon announced it was forming a team to assist medical staff in the US, if needed. Dr Anthony Fauci, head of the National Institute of Allergy and Infectious Diseases, said those caring for an Ebola patient at Texas Health Presbyterian Hospital in Dallas were left vulnerable because some of their skin was exposed. The federal Centers for Disease Control and Prevention is working on revisions to safety protocols. Earlier ones, Fauci said, were based on a World Health Organization model in which care was given in more

remote places, often outdoors, and without intensive training for health workers. "So there were parts about that protocol that left vulnerability, parts of the skin that were open," Fauci said. "Very clearly, when you go into a hospital, have to intubate somebody, have all of the body fluids, you've got to be completely covered. Canada sends experimental Ebola vaccine to WHO OTTAWA, ONTARIO: The Canadian government says it is shipping its experimental Ebola vaccine to the World Health Organization for possible use in the West African countries hardest hit by the outbreak. The government said in a news release that the Public Health Agency of Canada is supplying the vaccine to the U.N. agency in Geneva. The WHO is the international coordinating body for battling the Ebola outbreak which has killed more than 4,500 people in West Africa. The news release said Canada will send 800 vials of its experimental vaccine in three separate shipments. The WHO will consult with its partners, including health authorities from the affected countries, to determine how best to distribute and use the vaccine, taking into consideration concerns about using an experimental vaccine on people. Human testing of the Canadian-made vaccine began in the US. Twenty vials of the vaccine were sent to the Walter Reed Army Institute of Research in Maryland for testing on about 40 healthy volunteers, Canada's Health Minister Rona Ambrose said. The Phase 1 trial will determine if the vaccine known as VSV-EBOV is safe for

Eye implants may spell end of reading glasses WASHINGTON: Glasses may soon be a thing of the past as corneal inlays, implanted into the eye with a simple surgery, can correct vision without the need for corrective treatments, scientists say. A thin ring which is inserted into the eye could offer a reading glasses-free remedy for presbyopia, the blurriness in near vision experienced by many people over the

age of 40, according to a new study. The corneal inlay device undergoing clinical review in the US improved near vision well enough for 80 per cent of the participating patients to read a newspaper without disturbing far distance vision needed for daily activities like driving. Researchers said presbyopia affects more than 1 billion people worldwide. As they age, the cornea becomes less flexible and bends in such a way that it becomes

difficult to see up close. While the most common remedy is wearing reading glasses, a host of new corneal inlay products are in development to treat the condition, with three types currently under review by the US Food and Drug Administration (FDA). The theoretical advantage of using corneal inlays over wearing reading glasses is that corneal inlays prevent the need for constantly putting on and taking off glasses, depending on whether the person needs to see near or far. One of the devices is the KAMRA inlay, a thin, flexible doughnutshaped ring that measures 3.8 millimeters in diameter, with a 1.6 millimeter hole in the middle. When dropped into a small pocket in the cornea covering the front of the eye, the device acts like a camera aperture, adjusting the depth of field so that the viewer can see near and far. The procedure to insert the implant is relatively quick, lasting about 10 minutes, and requires only topical anesthesia. To test the inlay's efficacy, clinicians conducted a prospective non-randomized study of 507 patients between 45 and 60 years of age across the US, Europe and Asia with presbyopia who were not nearsighted.-PTI

In Brief Official's Indian radio remark sparks race row MELBOURNE: A New Zealand immigration official has sparked a race row after rejecting a woman's visa application for a job, saying New Zealanders are unlikely to hear Indian radio. The case came to light after Immigration lawyer Ramya Sathiyanathan received an email from the immigration officer with regard to a visa application for a job which a client had been offered. The position was advertised in some local newspapers and with Indian station Radio Tarana. The immigration officer objected to the employer, who supported the visa application, saying genuine attempts were not made to recruit local workers as New Zealanders are unlikely to hear Indian radio. "I was shocked by what I took to be a racist statement," Sathiyanathan, originally from Sri Lanka, was quoted as saying by the New Zealand Herald. She filed a complaint after failing to get a retraction of the statement or an apology from the agency. -PTI

„ US to allow some Haitians to immigrate faster WASHINGTON: Thousands of Haitian immigrants approved to move to the United States to join relatives already living here will soon be able to immigrate before a visa is available, the Obama administration has announced. U.S. Citizenship and Immigration Services, the Homeland Security Department agency that oversees immigration benefits cases, said the Haitian Family Reunification Parole Program will allow Haitians who are scheduled to receive a visa within two years to move to the U.S. While they are waiting for their visas, the immigrants will be granted a work permit, USCIS said. A limited number of family immigrant visas are issued yearly, and in some cases approved would-be immigrants from Haiti can wait more than a decade for a visa to become available. Starting in early 2015 the State Department's National Visa Center will notify Haitians already living in the United States that their relatives may be eligible to come to the U.S. sooner. USCIS said only those people contacted by the government will be eligible for the program. -AP

Colorado candidate Gardner's town shapes immigration view YUMA, COLORADO: The dilemma faced by Republican Senate candidate Cory Gardner over immigration reform is evident in his hometown of Yuma on Colorado's high plains. The Republican congressman's race against Democratic Sen. Mark Udall is one of the key battlegrounds as Republicans seek to pick up the six seats needed to take control of the Senate. Colorado is the only state this year with both a competitive Senate race and a sizable population of Hispanic voters. Yuma is Colorado in a microcosm. The town, like the state, has been transformed by Latin American immigrants who have arrived to open businesses, labor in fields and hog farms, and take seats in public school classrooms. They have been welcomed - the Yuma town council in 2010 urged Congress to pass immigration reform legislation - and met with suspicion. Andrea Hermosillo, a high school junior, lives only a few blocks from Gardner's home in Yuma. This summer, she rode for hours to protest at Gardner's main

He told her she had a bright future; she told him she was brought into the country illegally and couldn't go to college. The following year, Gardner passed through the town again. The administration has also been criticized by Republican leaders who are pushing to restrict, if not completely block off, air travel from West Africa. The tragic death of Thomas Duncan in Dallas from Ebola who had flown into the United States from Liberia has further exacerbated these fears. While the airport screenings would apply to all travelers from affected West African countries, including U.S. citizens, non-citizens would certainly be more vul-

And although a waiver of such inadmissibility is available pursuant to section 212(g)(1) of the INA, that section requires for a waiver of 212(a)(1)(A)(I) inadmissibility that the waiver applicant have a qualifying relative of one of various sorts, unless he or she is a VAWA self-petitioner. So an LPR absent from the United States for more than 180 days who does not have a spouse, parent (if the LPR is unmarried), son, or daughter who is either a U.S. citizen, or an LPR, or someone who has been issued an immigrant visa, might not be allowed back into the United States after being infected with Ebola, having become an inadmissible applicant for admission and being ineligible for a 212(g) (1) waiver. We wonder whether such a loss of LPR status due to an infection would be constitutional, but we know that according to the Supreme Court, long-term absences from the United States can strip returning residents of some of their constitutional protections. The regrettable decision in Shaughnessy v. Mezei, 345 U.S. 2006 (1953), which upheld the refusal to admit a returning resident without a hearing and his resulting indefinite detention on Ellis Island, has never been overturned (though its practical effect with regard to the permissible length of detention under current statutes

The British archaeologists dug out the site, which heard the path to enlightenment from Buddha, stayed hidden amidst ruins, during 19th century. The place bears three fold values - archeological, historical and religious. It is a place worth a visit and to see the cultural and religious heritage of India and Buddhism. Sarnath is an important temple city of India. The town is relatively peaceful and green, and provides a welcome alternative to Varanasi as a place to stay for people

The new route through Nathula Pass in Sikkim is expected to substantially reduce hardships for the pilgrims.

he fourth poster of 'PK' shows Anushka Sharma dressed in over sized police dress carrying the same transistor which Aamir Khan has used and her character is named Jagat Janani. She is fondly called Juggu by Aamir's character in the film. Anushka tweeted with the poster, "Confuziya gaye? Main PK nahin hoon. Mera naam hai Jagat Janani...Haan, Jagat Janani," says Anushka Sharma in the motion poster. Introducing Anushka, Aamir tweeted, "Ei dekha..... humaar Jaggu.... tiranjister ke saath...". Anushka's character in the film goes by the name of Jagat Janini. Aamir later joins Anushka in the poster posing from inside the jail, riding pillion, cycling and so on so forth. Just before releasing the latest poster, Aamir Khan informed his fans on Twitter 'bawaal machne wala hai'. Well we may still be 'cofujed' about Aamir and Anushka's roles in the movie and the story of it, we now know for sure that the transistor has a pivotal role.

t a press conference recently, Deepika agreed that the heroes make much more money than the heroines. But, she said, there has been a huge shift in parameters if it is compared with what the heroines used to receive before. She made a point that money must not be given the pivotal importance in any piece of art. ll the "books in running brooks and sermons in stones" preach with unmistakable accent the gospel of continuous, incessant work. Light bestows upon us the power of sight. Light gives a mainspring to all beings. The underlying secret of a lamp's luster and splendor is that it spares not its wick and oil. The wick and oil or the little self is being constantly consumed and glory is the natural consequence. There it is, the lamp says, spare yourself and you will be immediately extinguished. If you seek ease and comfort for your bodies and waste your time in sensual pleasures and luxury, there is no hope for you. Inactivity, in other words, would bring death to you, and activity and activity alone is life. Look at the stagnant pond and the running stream. The crystal water of the rustling river is ever fresh, clear, drinkable and attractive. But on the other hand see how disgusting, odorous, filthy, dirty, stinking and stenching is the water of the stagnant pond. If you wish to succeed, follow the line of action, the constant motion of a river. There is no hope for a man who would waste his wick and oil by preserving it from consumption. his antagonism between the meditative life and the practical life is only a supposed one, not a real one. If it exists at all it exists only between their extreme and therefore abnormal forms, between the wholly inactive trance state - which is temporary - and the wholly active extrovert state which is diseased. The proper human life is not only practical but also meditative. There is necessarily a contrast between the two qualities but there need not be an antagonism. Man's trail leads all the way from the primitive who dwelt in a cave because he never saw a city, to the yogi who dwells in a lonely cave because he has seen too much of crowded cities! But it will not stop there. The philosopher will seek an environment where he can unite the quietude and solitude and beauty of Nature with the comfort and stimulation and appeal of the town. He will be partly in the world yet partly out of it. He will commune with his divine spirit yet also with his better neighbor. Each of these - power aggregation, problem solving and community building - will probably play a role in China-India bilateral relations. For instance, the BRICS grouping that contains both China and India could be considered as an example of power aggregation. If China and India working together seems far-fetched, we would do well to recall that ChinaIndia relations have spanned the security spectrum - war at one end, alliance at the other - during the twentieth century. While the two countries fought a war - brief and limited, but war nonetheless - against each other in 1962, they also were allies during the Second World War, before Indian Independence and the Chinese Revolution. However, the most interesting dimension that emerges from juxtaposing China and India is the conceptual one. It has become quite trendy in IR to put both China and India in the same category of states, usually characterizing both of them as rising powers. But doing so is tantamount to making a serious conceptual error. While China is rising, India is emerging. Although China is an emerging economy, it is a rising power, not an emerging power. This is not a semantic distinction but a substantive one: unlike emerging powers, which could have a systemic impact sometime in the future, a rising power already has a systemic impact today. Juxtaposing China and India brings out this conceptual point with clarity. It also leads to an important taxonomical insight: the difference between China and India today is not one of degree but of kind, thus making it analytically incorrect to place both China and India in the same category of states. Is there more at play here than the decade-plus lead that China has over India in terms of economic reform? What are the structural factors, domestic and external, that undergird this distinction? Can - and how can - India narrow the gap and become a rising power itself? Most important of all, is China's lead necessarily a problem for India? Perhaps it is worth reflecting that China's rise is masking India's emergence: while the world focuses on China, India has time to get its own act together, inside and out. Magic returns

oon after the Lok Sabha elections, there were a number of by-elections in some States in which the BJP met with a setback raising speculation that the Modi wave was already in wane. The difference however was that Modi did not campaign in these by-elections and in UP particularly, the BJP campaign raised fears of raising communal temperatures by focusing on extraneous issues like 'Love Jihad.' In the recently concluded assembly elections however Modi was back in campaign mode and the magic has returned with BJP, hardly a presence in the last Haryana Assembly, bagging a majority there and from being a junior partner of the Shiv Sena in Maharashtra, has emerged as the single largest party with every possibility of forming a government there as well. The Shiv Sena, with barely half the seats compared to the BJP, has however not taken the verdict kindly. Though it was expected that the two Hindutva votary parties would be natural partners, Shiv Sena is playing hard to get. It has even been taking potshots at Modi saying the so called "wave" couldn't give him a majority in Maharashtra. Shiv Sena leader Uddhav Thackeray harbors chief ministerial ambitions and had announced this intention even before the election. It was on this expectation that he broke the alliance with BJP. But the astute BJP chief Amit Joshi had learnt through his own surveys that the BJP could even ratchet up a majority if Narendra Modi were to campaign. While the two "natural" partners are playing coy, the Nationalist Congress Party of Sharad Pawar has already offered support to the BJP in government formation. Here is a dilemma for the BJP. It has been calling the NCP corrupt. Now if it accepts the support of NCP it will be accused of hobnobbing with the corrupt. There have been several interpretations of the results. While all agree that the Narendra Modi government's honeymoon is continuing, the Telegraph of Kolkata has made the telling remark that "even superheroes need crutches." The implication is that Narendra Modi who is being made out as a superhero, will have to depend on some other party to form a government in Maharashtra. The paper overlooks the fact that going solo, the BJP has emerged the single largest party almost doubling its tally and its vote share. The people have generally tended to vote for a party which is already in power at the center; the reasoning being there will be no friction and there would be better scope at development of the region. Another interpretation by Business Line of Hindu has it that the caste dominance has not been overcome. It was being made out that the BJP triumph has subsumed coalitions and regional, caste-based political parties and practices. Denying this possibility, the paper argues that the BJP's electoral gains are directly proportional to the losses of the Congress. In the Haryana as well as Maharashtra Assembly elections, "a comparison between 2009 and 2014 results proves that the BJP has gained primarily at the expense of the Congress. The regional parties, whether it is the Indian National Lok Dal (INLD) in Haryana or the Shiv Sena in Maharashtra, have, in fact, gained substantially since the last Assembly elections." As against the impression of the Congress being wiped out, the Telegraph reveals that compared with 2009, the Congress vote share has slipped by only 3.1 per cent in Maharashtra. From the Lok Sabha polls in May this year, the fall is just 0.2 per cent. The BJP cannot also afford to alienate an ally of 25 years, the Shiv Sena. By keeping it out of government it might gain in the short term, but in the long run the fracturing of Hindutva votaries can only harm their cause. It would be wise for both the parties to climb down from their high horses and devise a compromise formula.
