NEW DELHI: Seeking to address the plight of abandoned wives of NRI husbands, the National Commission for Women (NCW) has launched a special cell to receive and process complaints related to Indian women deserted by their overseas spouses. The new cell will be the coordinating agency to receive and process all complaints related to Indian women deserted by their NRI husbands, NCW Chairperson Girija Vyas said while launching the cell. The NRI cell will render all possible assistance to the complainants including conciliation, mediation between the parties and advising the complainant on related issues.

ews coming out of India, especially the political news, is interesting to watch for the sheer drama of it. Not that we don't find the comedy series version of politics in this country, but I am sure you will agree that anything out of India always intrigues us. History, I believe, comes back to haunt one way or the other, always. And if you consider what Hitler is to post-holocaust Jews, Jinnah never fails to evoke similar emotions in post-Partition Indians. So, we have veteran and well respected right-wing leader Jaswant Singh coming out with a book -- with no particular significance to the timing of its publication -- that portrays Pakistan's founder Muhammad Ali Jinnah, as a secular hero not wholly responsible for the Partition of India. And that if any one is to be blamed, it is Jawaharlal Nehru. As is wont in politics, any raking up of history is bound to roil up a controversy and so did this book. Ironically, Singh's intentions of shaking up the Congress Party or perhaps Pakistan with the revelations in his book back fired and he ended up getting fired from his party-if anything, his book managed to shake up the Bharatiya Janata Party, which did not want to be seen as supportive of a Muslim leader. Petty politics apart, the question on my mind is why are people so touchy about historical occurrences? Any piece of written history is only as good or true as the perceptions of the interpreter whatever the facts or evidence might be. India's history, right from the so called Aryan invasion is hotly debated and for that matter, even the holocaust, is much debated upon. Time is supposed to be the best healer, but somehow the wounds of these bits of history seem to get passed on over generations without respite. While one cannot deny that historically there has been mass suffering and there have been perpetrators that caused the suffering, I hope the world does move on from the past to cope with the present.

The NCW was nominated the coordinating agency at the national level for dealing with issues pertaining NRI marriages by the Ministry of Overseas Indian affairs based on the recommendation of the Parliamentary committee on Empowerment of Women. The special NRI cell would also encourage, support research and study in the related fields like issues of grievances associated with dual citizenship, enactment of new legislation or signing of international treaties and marriage laws of other countries. There would also be a panel of experts to assist the aggrieved wife and rendering legal services and other assistance, including mediation and conciliation. -PTI
Mishra says Advani complicit in Kandahar case NEW DELHI: Adding to L K Advani's woes in the midst of a crisis in BJP, former National Security Advisor Brajesh Mishra has said that the former Home Minister was part of the NDA government's decision to release three terrorists and to send Jaswant Singh to Kandahar for securing hostages' release. "The decision was taken by the Cabinet Committee on Security which has, you know, five members- - Prime Minister, Home Minister, Finance Minister, External Affairs Minister and Defense Minister.

PML-Q invites Jaswant to Pakistan ISLAMABAD: Opposition PML-Q party has invited former External Affairs Minister Jaswant Singh to Pakistan to launch his controversial new book on the country's founder Muhammad Ali Jinnah, saying that it would be a step towards promoting intellectual and people-to-people understanding. PML-Q Secretary General Mushahid Hussain Sayed telephoned Singh and congratulated him on his book, which he described as a "landmark and historical work which sets the record straight." "I spoke to Singh and told him his book reversed the wrongs of history and reflected his commitment to truth and his moral courage. We invited him to launch his book in Islamabad as it would be a step towards promoting intellectual and people-to-people understanding," Sayed told PTI. Sayed said Singh had told him he would visit Pakistan after the holy month of Ramzan for the launch of his book "Jinnah: India-Partition-Independence." PML-Q president Chaudhry Shujaat Hussain has also written a letter to Singh to express his appreciation for his book. Meanwhile, one of the persons who was to host Singh in Pakistan for a visit claimed the former BJP leader was unable to make the trip as he
had been denied security clearance by the Indian government. Muhammad Yusuf, who was coordinating with Singh on behalf of a leading book store, said he had spoken to the former External Affairs Minister, who told him that he would be unable to come to Pakistan this week. "He was denied security clearance by the Indian government. He will visit Pakistan at a later
date," Yusuf said, adding that Singh had even been issued a visa by Pakistan for the proposed visit. Other persons involved in organizing Singh's visit too claimed the Indian government had blocked his trip by refusing to issue a "no-objection certificate." They insisted that all preparations had been completed for Singh's visit. -PTI

NEW YORK: The first batch of US scholars who have been awarded Fulbright-Nehru Scholarships arrived in India Aug 17, to commence their scholarship / fellowship programs. Of the 89 US Scholars selected through a threestage objective process, the first group of 38 Scholars was received at Ministry of External Affairs in New Delhi, India. Recalling the commitment of the governments of India and the US to explore the significant potential of bilateral co-operation in education, Foreign Secretary Nirupama Rao, who is co-chair of the Board of the US-India Education Foundation, underlined that such linkages between the academic communities of both knowl-
edge societies would contribute significantly to strengthening the current partnership - and shaping the future relationship - between India and the US.
The scholars included teachers who will be in India on a nine month exchange program teaching at various schools spread over the country A new initiative, the India-US Education Dialogue has been announced by both governments on the occasion of the visit of the US Secretary of State to India on July 20.
The scholars shared with Rao their respective areas of research and study - subjects as diverse and varied as studies on autism, ground water contamination, social and economic themes in advocating environmental awareness, micro finance and deshbhakti sangeet (patriotic music). The scholars included teachers who will be in India on a nine month exchange program teaching at various schools spread over the country. It may be recalled that the revised and updated version of the Fulbright Agreement was signed between the Governments of India and the US on July 4, 2008. Seventy-one Indian scholars have been selected for studies in the US - who were similarly felicitated earlier this year by the USIEF.
ISI paid millions to influence politicians ISLAMABAD: In a startling disclosure, Pakistan's ISI has admitted in the court that it had distributed huge amount of money to political parties and leaders including former prime ministers Nawaz Sharif, Ghulam Mustafa Jatoi, Zafarullah Jamali and Mohammad Khan Junejo. The distribution of money was not confined to former prime ministers, but transcended political affiliations to include the likes of Pir Pagaro, Abida Hussain, Lt Gen Rafaqat and tribal leaders Humayun Marri, Nadir Mengal and Hasil Bizenjo. The revelation was made by Pakistan's former chief justice Saeeduz Zaman Siddiqui, who said this case was still pending with the country's Supreme Court since 1999. He said the sensational disclosures were made in an affidavit filed in the court by former ISI chief Lt Gen (retd.) Asad Durrani. The Daily Times quoted Siddiqui telling a private TV channel that millions of rupees were distributed during former President Ghulam Ishaq Khan's regime
and ostensibly to convince political leaders to join the then Islami Jamhoori Ittehad (IJI). The IJI, headed by Ghulam Mustafa Jatoi, was formed in September 1988 to oppose the Pakistan People's Party in elections. The alliance comprised nine par-

In addition, Pir Pagaro received Rs 2 million, the Jamaat-e-Islami Rs 5 million, Mir Afzal Khan Rs 10 million, Abida Hussain Rs 1 million, Lt Gen Rafaqat Rs 5.6 million for managing the media campaign, Humayun Marri Rs 1.5 million, Kakar Rs 1 million, Jam Yousaf Rs 0.7 million, Hasil Bizenjo Rs 0.5 million and Nadir Mengal Rs 1 million. AQ Khan files petition against restrictions LAHORE: Disgraced Pakistani scientist A Q Khan, who ran a clandestine nuclear proliferation network, has filed a petition in a court seeking the removal of the protocol accorded to him by the government, saying that it made him feel like a "prisoner". In the petition, filed in the Lahore High Court by the scientist's lawyer, Khan chal-
lenged the protocol assigned to him by the federal government. Khan alleged that the protocol was "very restricting" and made him feel like a "prisoner". He said it should be done away with as he does not require it. In February, the Islamabad High Court declared Khan a "free citizen", effectively ending his house arrest. However, Khan has
to inform authorities about his movements and security agencies are keeping a close eye on him. The Minister said BJP owed an explanation to the people on what prompted their leaders to distort history and vilify Nehru, who was an architect of modern India. "The contribution of this statesman (Nehru) in shaping the destiny of this country in its early years of independence does not require any certification from any political party, least of all BJP," he said. Mukherjee said the greatness of a leader comes from his actions and the legacy he leaves behind. "He left behind a strong, secular and democratic nation, which is today the largest parliamentary democracy in the world. He has his own place in history and no irresponsible comment could alter his place in history. Mukherjee said his point was that Nehru's evaluation would be done by history. "He has left behind a strong,

Australia denies bail to terror suspects MELBOURNE: Three terror suspects accused of plotting a suicide attack on an army base near here were denied bail by an Australian court. Russia to hand over submarine after trials MOSCOW: Russia will hand over the Akula-II class nuclear submarine 'Nerpa' to India after the completion of its sea trials, the country's top general said, without specifying any time-frame for it. "The trials are underway according to schedule, after which the submarine will be handed over to the Indian Navy," Chief of Russia's General Staff, General Nikolai Makarov was quoted as saying by newsru.com website. NEW DELHI: In a path-breaking move to empower women at the grassroots level, government has approved a proposal to increase reservation for them in panchayats to 50 per cent. A meeting of the Union Cabinet, chaired by Prime Minister Manmohan Singh, decided to bring a bill to amend Article 243(D) of the Constitution to enhance reservation for women in panchayats at all tiers from the current one-third to at least 50 per cent. "This is a path-breaking decision," Information and Broadcasting Minister Ambika Soni told reporters. She said the Panchayati Raj Ministry is likely to move a bill to
amend the constitution in the next session of Parliament to give effect to the increased quota. The enhanced reservation would be applicable to the total number of seats to be filled by direct elections, the offices of Chairpersons, and the seats and offices of Chairpersons reserved for scheduled castes and tribes. "Enhancing reservation for women in panchayats will facilitate more women to enter public sphere. This would lead to further empowerment of women and make panchayats more inclusive institutions, improve governance and public service delivery," Soni said, adding there was no financial implications in operationalising the proposal. -PTI

Subsidy on education loan by poor students NEW DELHI: In a significant move, government has decided to provide full interest subsidy on education loans taken by poor students to pursue technical and professional courses and fixed their parental income limit at Rs 4.5 lakh per annum to avail the benefit. A meeting of the Cabinet Committee on Economic Affairs, chaired by Prime Minister Manmohan Singh, gave its nod to the scheme to enable students from economically weaker sections to continue any approved course in recognized technical and professional institutions in the country. The scheme would benefit over five lakh students to pursue higher education in technical and professional streams, Home Minister P Chidambaram said, adding that the number of loans as on

The interest during this period would be borne by the government. After this moratorium period is over, the interest on the outstanding loan would have to be paid by the student borrower as per its provisions. . Chidambaram said the interest subsidy would be available to students only once, either for the first undergraduate degree course or the post-graduate degree and diploma courses. The interest subsidy scheme, formulated by the Indian Banks Association, would however be admissible for combined undergraduate and post-graduate courses.-PTI
Hakimullah becomes Taliban chief under power deal; threatens US ISLAMABAD: Pakistani Taliban's new chief Hakimullah Mehsud, who only managed to assume the mantle after reaching a power-sharing deal with his rival, has threatened to strike the US in revenge for the slaying of their leader Baitullah Mehsud. 28-year-old Hakimullah issued the threat as he was declared new central 'Amir' (chief) of Tehrik-eTaliban Pakistan (TTP), but with an estimated 25,000 armed militants and the organization being under Wali-ur Rehman who was named Amir for South Waziristan, the Pakistani TV channels reported. The two top commanders had joined hands only because of the power-sharing deal, giving credence to assertions made by Pakistani Interior Minister Rehman Malik that TTP was plagued by infighting. The two commanders conceded for the first time that Baitullah was dead, 20 days after US and Pakistani officials had said that he was killed in an American missile attack in South Waziristan on August 5. "He (Baitullah) remained unconscious after being seriously injured in the drone attack and died on Sunday," Hakimullah was quoted as telling the newsmen by the channels. The gunmen belonging to unknown group ambushed a security forces' check point near Jafarabad late last night, the Geo news reported. It said the ambush took place as gunmen attempted to blow up the Sui gas pipeline. It said in retaliatory fire security forces killed seven of the attackers and captured as many. The TV channels said three
security force personnel and two policemen were wounded in the exchange of fire. The arrested gunmen were taken to an undisclosed location for questioning. An eerie silence prevailed over most of the Baloch cities as a complete shutdown was observed in response to a strike call given by the Jamhori Watan Party and Baloch National Front. The call was backed by other Baloch Nationalist groups, the channel said. Nawab Akbar Bugti, who was head of the Bugti tribe and a former governor and chief minister of Balochistan, was hunted down and killed by the Pakistan army in a campaign launched against the nationalist leader. The petition, filed by Bugti's son Nawabzada Jamil Akbar Bugti in a sessions court at Sibbi, asked the judge to direct police to register a case against Musharraf, former premier Shaukat Aziz, former Interior Minister Aftab Ahmed Khan Sherpao and former
Balochistan Governor Owais Ahmed Ghani. The judge issued notices to the police chief of Balochistan and other police officials and scheduled the next hearing for September 2. The case was filed a day ahead of the third death anniversary of Nawab Akbar Bugti, who was killed along with 37 of his followers in a military operation in Dera Bugti district on August 26, 2006. Bush was very close to India and not President Barack Obama. "It's rubbish, it's not true," he said. "Obama has priorities in foreign policy such as Iraq, Afghanistan and the Middle East and it is wrong to say that he is anti-India. The Obama Administration has an identical sense of priorities as the Bush Administration as regards India." CHICAGO: Natya Dance Theatre, one of the most critically acclaimed and culturally treasured Indian dance companies in the United States, will present Rhythms of Rahman, a special program of seven World Premiere dances paying tribute to the music of acclaimed Indian composer A. Rahman won two Academy Awards for his compositions for the film Slumdog Millionaire, for Original Score and Original Song, Jai Ho. LOS ANGELES: The Ashtottarsat Shreemad Bhagwat Katha started with a big bang on Sunday August 16 and continued that way till the event concluded on Saturday August 22 with an overall participation by about 6000 people. Such Bhagwat Katha has been recited here for the very first time in USA that too in Hindi accompanied with a musical score all throughout the narrative. 108 families sat for this with 108 Bhagwat Pothijis. Devotees were present from all parts of California - Salinas, Bakersfield, San Jose, San Diego, Apple Valley, and of course all of the local Hindu community. On the first day Pothi Yatra 108 Pothijis were carried by 108 ladies and 51 Kalash were carried by 51 girls (Kumarikas). The procession
went around the Artesia High School Campus and ended at the Vyaspeeth where the Main Pothiji was placed to mark the beginning of the Katha. Shastriji Shree Bharatbhai Rajgor was throned on the Vyaspeeth with a Tilak Pooja ceremony done by chief sponsors Mr. Ajit Mithaiwala, and Mr. & Mrs. Mukund Thakar. Dr. Amit Desai gave the welcome address on behalf of Shree Radha Krishna Mandir & the Gujarati Society. He also introduced Shastriji Shree Bharatbhai Rajgor. LOS ANGELES: It was 'star power' that brought thousands to the Excelsior High School grounds here on August 22 evening, to celebrate India's Independence Day hosted by United Federation of IndoAmericans of California (UFICA). Saturday August 22 marked the humanitarian & philanthropic part of the Utsav, which was a free health fair organized for the benefit of one and all. There were 100 volunteers, 30 of them were physicians of different specialty including Primary Care, Cardiology, Ophthalmology, E.N.T., Dermatology, Pediatric, Oncology, Dentistry and Chiropractics. Over 200 persons were able to take positive advantage of this Free Health Fair. Congressman Ed Royce graced the health fair with his presence, met all physicians and encouraged & appreciated their efforts. LOS ANGELES: The Indian Association of Los Angeles held India Independence Day on Saturday August 15 at Pierce College in Woodland Hills. This was their tenth annual event in the San Fernando Valley. It was a very successful event, attended by over 13,000 people. Activities included free health fair, cultural dance show, and food and vending booths. There were more than 80 booths of Indian food, Indian clothing, jewelry and many more. Kids were having fun on the 50-foot slides while parents were enjoying delicious Indian food. After arathi, devotees received prasad and blessings. Following the temple worship services, Maha Prasad was served all, which included wide variety of delicious, freshly-prepared food dishes. At the end of the evening, Bhaktapriyananda Maharaj offered the opportunity for devotees to receive initiation for Guru Mudi Vrata. LOS ANGELES, CA: Satrang, Southern California's only organization providing support, education and outreach to the South Asian LGBTQQ community, has announced an exciting six-session writing workshop happening this Fall. Sessions will take place on Sundays from August 23 through October 4 at the Southern California Library. This workshop is free and open to all members of the Satrang community. In 2008, Satrang hosted a workshop series titled "Coming Out, Coming Home" to explores the lives and experiences of South Asian LGBTQQ (Lesbian, Gay, Bisexual, Transgender, Queer and
Questioning) people. The sixweek workshop was not only powerful for the participants but also served as a unique opportunity to raise awareness of their existence
This workshop started as an initiative by Satrang to provide further outlets for community members to explore their identities and creative abilities and struggles. The success of last year's writing workshop and reading generated a lot of interest in the community for similar activi-
ties. In response to this interest, Satrang is coordinating this workshop for six sessions this Fall. "It's amazing how profound the workshops were for me," said one participant, "I would spend all week looking forward to those few hours on Sunday when I could be with people who understood my experience and at the same time realize that I, too, was a good writer." A cohort of ten people attended sessions each week, engaged in writing exercises and peer-edited each other's work. As the culmination to the workshop, participants had the opportunity to present their piece at a reading, held at the Southern California Library. This workshop started as an initiative by Satrang to provide further outlets for community members to explore their identities and creative abilities. It is estimated that over 30,000 members of our Southern California LGBTIQQ South Asian community are not open about their sexuality, gender identity and how those intersect with their South Asian identity. A ground breaking study by Satrang and the South Asian Network found that this community cannot tell their stories due to fears of losing their families, issues of personal safety and lack of awareness.

Tricks Christians used to convert Indians

hile on a recent vacation trip to Peru, I had an opportunity to read the book, "Crimes Against India, written by Stephan Knapp (www.stephan-knapp.com). This is a very comprehensive book covering India's 1000 years of history, including valuable guidance for the near future. I would strongly recommend it to all Hindus to read this. Chapter Seven and other places mention about the tricks Christians uses to convert Indians in India, like wearing Hindu Sadhu's dress etc, I noticed it is the same tricks used in Peru to convert indigenous Peruvians. I saw many Jesus and other saints' idols wearing indigenous Peruvian dress, many times hard to recognize that the idol is of Jesus. In Arequipa city museum I saw a Jesus idol with a small mirror in the mouth so when Peruvian kneel to Jesus, they will be fooled to think that Jesus is actually talking to them. In a Lima museum, there was a Jesus' idol with head moving with strings to fool Peruvians that Jesus is actually answering their questions by nodding his head. Further, I also visited a Christian Inquisition court where Catholics
were merciless in killing any and all who rejected Catholic faith. Christians completely destroyed historical monuments (and culture) of the Inka Empire and built churches over it. Well, they have succeeded in converting 95% of Peruvians to Christianity. I am sure all these built in experiences by Christians is now being used against innocent indigenous Hindus in India. Born and studied in India, unfortunately I never had an opportunity to learn of real atrocities committed by Muslims on Hindus till I read this book's chapter Six. Unlike Jews who will not miss a chance to elaborate on Holocaust, why Indian government is working hard to erase true Indian history? I agree with Stephan's views on current practices of Hindus in the West (chapter Twenty-four). Most of our temples are built to cater the needs of immigrant Hindus only. Hindus needs to make changes in our practices to fulfill the needs of second generation young adults. We should also put efforts to attract other nonHindus to Hinduism and to our temples. This was despite the presence of all the stars, including the uncrowned Bollywood King- Shah Rukh Khan, Kareena Kapoor and Saif Ali Khan Khan, Katrina Kaif, Divya Mirza and Gulshan Grover. The relative poor response from the public in general baffled all. "It is unexplainable," commented one of the organizers. The number of vendors was also much less than the organizers had planned for. Over 100 booths were expected to be rented out but more than half were empty. There was no ground for complaint for those attending the event excepting that they did expect Kumar Sanu to perform. Many had come to listen to him. But he did not perform as there was no orchestra. The organizers were greatly disappointed at the poor turnout and hefty losses. And so were vendors. They had poor business. Somewhat patronized booths were those vending jewelry and cloth. One of the reasons cited by those in the entertainment business was that the people are accustomed to watching stars perform rather than come and see them. Many were convinced that though the organizers had announced that the stars would meet and greet individually, it would not be humanly possible for stars like Khan to meet everyone individually. Another factor was that there were Parades on both the days. India Day Parade was held not only on Devon Avenue in Chicago but also in two other suburbs. Though the presence in the Parade too was below par, at least those attending the Parade would not come to the Carnival. The Pakistan Parade was on August 16 and that too robbed the Carnival organizers of some attendance. Again, the concept of Carnival was new and not many would understand what exactly to expect there.

he temple city of Konark is situated in the eastern state of Orissa at a distance of around 65 km from Bhubaneswar and 35 km from Puri. The city extends between longitude 86.08°E and latitude 19.53°N. Myths and legends are an integral part of most of the Indian temples and the Sun Temple of Konark is no exception. Crowned as the Black Pagoda, this 13th-century temple is said to be related to Lord Krishna. Legends say that Samba, the son of Lord Krishna, was afflicted by leprosy, brought about by his father's curse on him. After 12 years of penance, he was cured by Surya, the Sun God, in whose honor he built this

temple. However, history relates that Konark was actually built by Narsinhadeva I of Ganga dynasty in the 13th century AD on his victory over the Mughals. The temple fell into disuse in the early 17th century after it was desecrated by an envoy of the Mughal emperor Jahangir. Tourists attractions: The UNESCO has listed the Sun Temple as a World Heritage Site. The structure of the temple resembles a colossal chariot, with 24 wheels, pulled by seven straining horses, and has a threetiered pyramidal roof topped off by a fine spire. Cont’d on page 31

Bhopal's lake to be developed as tourist spot BHOPAL: With an aim to develop Bhopal's man-made lake, popularly known as "Bada Talab", as a major tourist attraction, the Madhya Pradesh government will rope in experts to chalk out a beautification plan for it, officials said here. A decision in this regard was taken at a high-level meeting chaired by state Urban Administration and Development Minister Babulal Gaur, the officials said. They said an 'Idea Competition" would be organized soon to choose best plan for upgradation of the popular site. Besides, the officials said, a bird sanctuary and botanical garden would also be developed near the lake, built by the erstwhile ruler, Raja Bhoj, by the Forest Department. -PTI

Orissa tourist spots linked to freedom movement BERHAMPUR, Orissa: The eminent heritage sites linked to the freedom movement and activities in Orissa will be developed as tourist spots to boost state's tourism sector, Minister for Tourism Debi Prasad Mishra has said. The minister said the "freedom-movement tourism" will be one of the components in the state's proposed new tourism policy which will come up during the current year. There are a number of freedom movement linked historic places in Orissa and a large number of freedom fighters from the state had sacrificed their lives during the freedom movement of the
country. "The potential of historic

Malaysia eyeing 6,00,000 tourist arrivals from India BANGALORE: Keen on closer bilateral tourism ties, Malaysia has said it is expecting six lakh tourist arrivals from India this year. "With India emerging as a source market of tourism... we are expecting 6,00,000 Indian tourist arrivals this year," Director General, Malaysian Tourism, Mirza Mohammad Taiyab Beg, told reporters here. India is the second largest tourist generating market outside the ASEAN region for Malaysia contributing 10 per cent of the nonASEAN arrivals. Indian arrivals to Malaysia grew by 317 per cent from 1,32,127 in 2000 to 5,50,738 in 2008, he said. For the January-July 2009 period, the number of Indian tourist
arrivals recorded was 3,33,981, Beg said, adding revenue from the Indian market stood at USD 427 million last year. Launching the "One Malaysia endless experiences" campaign on the occasion, he said under the campaign Indian tourists would be offered a choice of Malaysian holiday experience with short breaks in Kuala Lumpur and other cities like Langkawi, Penang, Sabah and Sarawak. The campaign would cater to a wide segment of travelers including senior citizens, shoppers and families. "We have also launched 'Malaysia My Second Home Program', under which 500 Indians have already been enlisted," Beg said. -PTI
Overseas road shows to bolster tourism NEW DELHI: A series of road shows in overseas are being planned by the government to woo foreign tourists to the country. Road shows will be held in Scandinavian countries, the USA, Australia, Russia and Dubai to promote India as a preferred
destination, Tourism Minister Kumari Selja said. While Selja is participating in road shows in Oslo in Norway, similar shows will held in Helsinki (Finland) and Stockholm (Sweden). "We want to promote our tourist destinations in Scandinavian countries as this
is our good source market," she said. Tourism Ministry is organizing a big event 'India Calling' in Los Angeles in September this year in coordination with National Geographic. India would also showcase adventure tourism in Australia in September, she said

2010 declared as 'J&K visit year' SRINAGAR: In a bid to promote tourism, the Jammu and Kashmir government has declared 2010 as "J&K visit year". Tourism minister Nawang Rigzin Jora in the state assembly said, "The year 2010 has been declared as J&K visit year at international level to showcase state's varied tourism potential at the global level." He, however, said there was a dire need for synergy and coordination among various departments and development agencies for exploiting tourism potential up to desired level. Jora said golf has emerged as a major tourism attraction at the global level and the state government has decided to develop a chain of world standard golf courses in Gulmarg, Pahalgam, Srinagar, Sonamarg and Sidhra to attract foreign golfers to visit
the state. He announced that a motor rally to kick start tourism promotion in Rajouri and Poonch districts would be organized next year adding that the banner of the campaign would be "in the footsteps of Mughals". Eight more hotel management institutes planned NEW DELHI: To meet the growing demand of skilled professionals in the hospitality industry, the Tourism Ministry is planning to establish more hotel management institutes in the country and food craft institutes. The Ministry is targeting to set up eight more Institute of Hotel Management (IHMs) and 15 more food craft institutes during the remaining period of the eleventh plan period, Tourism Secretary Sujit Banerjee said here.
He was speaking at a function here attended by Tourism Minister Kumari Selja where she said "there is a need for 2.2 lakh skilled professionals in the hospitality industry every year." She said the Ministry is also asking the existing institutes to increase the number of craft level courses and short term courses to provide manpower at cutting edge level. The existing IHMs have already decided to bring changes in the course curriculum in keeping with the present day requirement. -PTI

aif Ali Khan and Kareena Kapoor are set to give a sneak peek into their real chemistry through a passionate lovemaking scene in director Rensil D'Silva's film Kurbaan. So steamy is the scene that now the director is worried that a certain section of the sexstarved audience might storm the theatres just to see Saif and Kareena in bed. "A section of the audience might decide to see the film only to see the real-life couple making love on screen. It would be tragic," Rensil is quoted as saying in a media report. Expectedly, both Saif and Bebo were comfortable while shooting the scene. They did not even need to rehearse it. On the day of the shoot, very few people, only the essential ones, were kept on the sets and the remaining were told to leave. Since the scene is very crucial to the plot, the director wanted it to look natural and passionate without being vulgar. Reports have it that Saif and Bebo have created a new Bollywood record for the longest onscreen kiss by any two co-stars. 'Kurbaan' is a film on the issue of terrorism. It has Saif playing a suave and dapper man working as an undercover terrorist. Kareena plays his wife. Vivek Oberoi plays a moderate Muslim in the movie, which is produced by Karan Johar.

he stories of growing closeness between the sexy Katrina Kaif and Ranbir Kapoor, the new cool dude in Bollywood, are true. But not so true that Salman Khan need get hot under the collar and Deepika Padukone bothered - these two being the other halves of Kat and Ranbir respectively. Sources on the sets of Ajab Prem Ki Gazab Kahani say the two stars bonded because they're the same age. Kat has worked predominantly with all of Bollywood's leading men who are in their mid-40s, and the 27-year-old Ranbir came as, well, a bundle of fun. Kat, of course, is Ranbir's senior in the industry (she's a dozen films old, he's got just two releases) and she rags him on the sets by showing him five fingers. The irrepressible Kat just rubs it in that she's had five hits in a row... while he's had none. "With Ranbir, I can be myself. I guess it's the age and the film's a comedy, so the atmosphere on the sets is like that," reveals Kat. Poor Ranbir tells director Rajkumar Santoshi that they should take all decisions (even what to eat for lunch!) only after consulting Kat, as she's the reigning box office queen! "She's a treat," admits Ranbir. Meanwhile, news is that Sallu bhai is also a part of this gazab kahani. He's doing a cameo in the film!

his has to be the longest guest appearance by any star in a film. Shah Rukh Khan, who was always told that he has a guest appearance in Dulha Mil Gaya, must have never thought that his role in the forthcoming film will be, hold your breath, almost one hour long in a two-and-a-half hour film! SRK had signed the film due to his close friendship with producer Vivek Vaswani. But there've been constant reports about SRK being upset about his role getting extended so much that it was even said that the superstar was not ready to complete the film. Vaswani clarified, "We haven't added or subtracted any scenes with SRK. We have shot exactly what was narrated to him. He has about 17 scenes and three songs, and among the three, one is his entry sequence. We still have to shoot the music video with him with the entire cast. However, Dulha Mil Gaya is not a professional assignment for SRK. He's done it as a favor to a friend, hence he's getting billed in a guest appearance as that's the ethical thing to do. Had he charged me, the equation would've been that of a producer and actor."

In Brief Immigrant groups decry fingerprint sharing policy PHILADELPHIA: Some lawmakers in Philadelphia are joining immigrant advocacy groups in opposition of a new policy where city police turn over to federal authorities the fingerprints of immigrants who are arrested. The ``Secure Communities'' program allows local authorities access to federal criminal and immigration records when they take suspects' fingerprints during the booking process. Federal immigration officials say the goal is to identify criminals for deportation. The Pennsylvania Immigration Citizenship Coalition say the program will make it more likely that immigrants who witness crimes will refuse to cooperate with police. Several members of Philadelphia City Council says the program promotes fear of police in immigrant communities.-AP

The 6th US Circuit Court of Appeals in Cincinnati issued the opinion against Ibrahim Parlak, who opened a restaurant in southwest Michigan in 1994. The US Department of Homeland Security wants Parlak deported because of his involvement years ago with a Turkish organization that the agency now considers a terrorist group. -AP
Court lets detainee case for hearing proceed PASADENA, Calif.: A federal appeals court has given the green light to a class-action lawsuit brought by immigrant detainees who allege the government unfairly denied them their right to a hearing. A three-judge panel on the 9th Circuit Court of Appeals ruled that an immigrant's case against Immigration and Customs Enforcement can go ahead as a class-action case and should be heard by a federal court in Los Angeles. Court papers show Alejandro Rodriguez was detained for several years while he was appealing his deportation order. -AP

NEW YORK: Indian American advocacy group South Asian American Leading Together (SAALT) joined a White House meeting on immigration reform which was briefed by President Obama and Secretary of Department of Homeland Security Janet Napolitano, on Aug 20. The meeting included representatives from business, law enforcement, labor, interfaith groups, and immigrant rights organizations. According to SAALT Executive Director Deepa Iyer who attended the meeting, Secretary Napolitano and President Obama stated their commitment to comprehensive immigration reform at the legislative and administrative levels. Secretary Napolitano outlined several components that DHS considers to be crucial for immigration reform, such as continuing to enforce immigration laws while reviewing their effectiveness; establishing workable
mechanisms for legalization and the citizenship process; increasing the efficiency of the immigration court system; and implementing a practical and sustainable system for future flows of immigrants and workers. At the meeting, Iyer raised issues affecting the Asian American and Pacific Islander communities, including family reunification, le-
yesterday's meeting represents a positive step. In the coming months, we hope that the Administration maintains their commitment to immigration reform. Conditional Permanent Resident (CPR) is one who has obtained his or her status through marriage to a United States Citizen spouse or to a Legal Permanent Resident (LPR) spouse within two years of the marriage. § 216 of the Immigration and Nationality Act (INA) imposes a two year period of conditional residency, and the CPR must file Form I-751 to remove his or her condition on residence. Generally, the CPR and the USC spouse jointly file an I-751 petition to remove the condition on permanent residence within a 90 day period prior to the second anniversary of the issuance of conditional residence. However, pursuant to INA §216(c) (4) and 8 C.F.R. § 216.5, if the CPR is unable to file jointly, he or she may request a waiver of the joint filing requirement if the CPR establishes that: • Removal from the United States would result in extreme hardship; • The CPR entered the marriage in good faith, but the marriage was terminated (other than through death); or
• The CPR entered the marriage in good faith, but the petitioning spouse or parent battered the CPR spouse or child. A new Memo from Donald Neufeld dated April 3, 2009 provides much needed guidance on how a CPR files an I-751 who is

Fortunately, the Neufeld Memo alleviates somewhat the situation caused by the earlier Yates Memo. The CPR whose marriage has broken down may still file the I-751 before the two year period and get an automatic one year extension of CPR status. This would allow the CPR to continue to be authorized to work. The Neufeld Memo instructs, however, "If a Service Center Immigration Service Officer (ISO) encounters a waiver request on the basis of termination of marriage, but the CPR is currently legally separated or in pending divorce or annulment proceedings, the ISO issues a Request for Evidence (RFE) with a response period of 87 days." PHOENIX: The American Civil Liberties Union is accusing Maricopa County Sheriff Joe Arpaio and his deputies of violating the constitution by arresting two men near a workplace immigration raid. A federal lawsuit alleges that Julian and Julio Mora's truck was stopped as a result of racial profiling on Feb. 11. Deputies were raiding 66-year-old Julian Mora's employer a landscaping company in southwest Phoenix and after their arrest they were taken to the company's offices. The suit says Julian Mora is a legal U.S. resident and his 19-yearold son Julio is a citizen. Never-
theless, they were handcuffed for more than three hours as deputies questioned dozens of workers. ACLU officials said the Moras were released after deputies determined they'd committed no crime. The sheriff's office had no immediate comment Wednesday on the lawsuit. Arpaio's office has conducted numerous workplace raids in the past two years and made more than 250 arrests. Dan Pochoda, legal director for the Arizona chapter of the ACLU, said the lawsuit seeks an undetermined amount to compensate the men and punitive damages to pre-
vent the same situation from occurring again. ``If it occurred to these folks, it could occur to anybody here in Maricopa County,'' Pochoda told The Arizona Republic. The suit is the first of its kind to emerge from one of Arpaio's efforts to enforce the Legal Arizona Workers Act through raids that round up identity theft and fraud suspects at local businesses. Group to examine impact of refugees in Nebraska OMAHA, Neb.: A nonprofit group focused on bridging cultural gaps is headed to Nebraska to assess how communities are dealing with an influx of refugees moving from state to state during the economic downturn. The Denver-based Spring Institute for Intercultural Learning has been invited by state officials and tapped by the federal Office of Refugee Resettlement, which is funding the effort. The visit is a first of its kind for the group, which will focus on Nebraska's strengths and weaknesses in handling the needs of refugees who've come from elsewhere in the country, said institute president Myrna Ann Adkins. Refugees are people displaced by war, famine or fears of political reprisal. The government admits them into the United States legally and offers them help to become self-sufficient. Tracking refugees after their initial resettlement has proven a challenge for states because refugees traditionally move often and aren't required to update officials on their whereabouts. Without an accurate count, states are missing out on federal funds to help with
everything from English instruction to health screenings. Nebraska officials say they're hopeful the visit will bring attention and possibly more funding to help integrate the new populations. ``We're real excited,'' said Todd Reckling, who directs child and family services for the state. ``Ev-

Missing teen found in NY jail BREWSTER, NY: A teenager who was reported missing was actually in jail, held on a weapons charge. More than 100 volunteer firefighters and dozens of police officer searched for the youth in Brewster before the discovery was made.
A correction officer who saw the missing person flier noticed that the photo resembled that of a teen at the Putnam County jail. The 16-year-old had no identification on him when police arrested him for getting into a fight in Brewster over the weekend. He
was charged with criminal possession of a weapon. Authorities believe he is in the country illegally, and immigration officials have also issued a detainer warrant against him. The teen had been reported missing by his brother with whom he was living. -AP

Public hearings on the Census previously showed that the public wants their specific communities to be counted, and the Sikh community is no different." United Sikhs, which has been in detailed discussions with the US Census Bureau, has been informed that, even if a Sikh marks "other" and writes in "Sikh," the write in is automatically tabulated and coded as "Asian Indian." While many other communities are able to ask for special disaggregation and receive data specific to their community after the Census is completed, data about Sikhs is not disaggregated separately, the Sikh organizations say. They argue Sikhs have been in America for over 130 years, and have a rich history spanning the nation. Rough estimates place the Sikh population of California at 200,000, and the entire population of Sikhs in America between 400,000 and
one million. While speaking about the effort, Niranjan Singh Khalsa, representing the California Sikh Council commented, "For the first time in America, the entire Sikh community is going to make a dedicated effort to engage in this very important effort, and have every Sikh counted in the 2010 Census."

Tech News Pres Obama renominates Bernanke WASHINGTON: US President Barack Obama has nominated Federal Reserve Chairman Ben S Bernanke for a second consecutive term in office, and said a full economic recovery is still an uphill task for America. Use railway fiber network to improve efficiency: Pitroda NEW DELHI: With its vast optical fiber cable network virtually lying unused for a decade, Sam Pitroda, who is to head a Railway expert committee, has suggested that Railways employ it to meet its logistical requirements and provide broadband connectivity to its customers. "We have huge amount of asset in our fiber. This asset needs to be unlocked in the form of broadband connectivity to people or perhaps first in the form of ICT applications for Railways," Pitroda, who will lead the Railway panel on optimum use of its vast optical fiber cable network, told reporters here. Railways have mainly used the network running over 60,000 km for telecom purposes over the last decade, putting into use on 10 per cent of its actual capacity, officials said. "It can be used for ticketing, freight management, modernization of stations and vendor services which require IT capabilities," Pitroda said on the sidelines of an international conference on Railways. -PTI

Exports policy incentives for trade with Asia, Africa NEW DELHI: The government has sought to bolster exporters, hit hard by recession in the West, by extending various tax sops and special incentives on trade with markets in Asia and Africa, in its Foreign Trade Policy. The policy, coming in the backdrop of a 30 per cent contraction in exports in the last 10 months, identified 26 new markets for trade that would be eligible for sops. These include 16 in Latin America and 10 in Asia and Oceania. At present, India's USD 168 billion exports are highly concentrated in Europe (36 per cent) and the US (18 per cent) and Japan (16 per cent) and these are the worst hit by the biggest financial crisis since the 1930s.
"We have taken a conscious view to expand and diversify our export markets, especially in the emerging markets of Africa, Latin America, Oceania and CIS countries," Commerce and Industry Minister Anand Sharma said,

Dental clinic for poor seeks church help
EVANSVILLE, Ind.: A dental clinic for the poor is asking southwestern Indiana churches to help keep it running after losing funding from two hospitals. The Vanderburgh County Health Department's clinic has more than 3,000 mostly uninsured patients. St. Mary's Medical Center and Deaconess Hospital each committed $275,000 in the first three years of the clinic but dropped funding this year. Hospital officials told the Evansville Courier & Press that their plan was to help with startup costs. They also hoped the clinic would reduce the number of emergency room visits by patients with severe toothaches, but the drop hasn't been as great as expected. Health department officials say they hope churches will help fund the clinic, which opened in 2006 at the urging of a group of local churches. -AP

Beyond the Chinese fantasy: Will India disintegrate? BHARTENDU KUMAR SINGH
T
he recent proposition by a Chinese strategist that China should facilitate 'the disintegration of India' into some 30 smaller states, so as to decimate all challenges to its supremacy and establish a pax-Sinica in the AsiaPacific region, may have been dismissed at official levels, but the polemics do provide a glimpse into such fantasies. While such fantasies, being nursed by few scholars in China, clearly miss out the history and politics of India, they are not stand-alone proposals. In the early sixties, US-based scholar Selig S Harrison had prophesied that India would fall apart into '12 states'. Bhutto fired up Pakistani nationalism by vowing a long war to break up India and wrest Kashmir. Fortunately, India is united and raring to go! The Chinese strategist's assumptions are based on numerous sub-level identities that he feels cannot be assimilated into the wider Indian identity and therefore, sooner or later will drift apart. He envisions a 'mid-wife' role for China that will be in cahoots with friendly countries like Paksitan, Nepal and Bhutan. It is not very difficult to guess the imagined gains to China in case India disintegrates - China would be the undisputed leader of the region. At the global level, China would have more resources and diplomatic support to play the leadership game with the US. But then, China could also find itself in a different kind of muddle, surrounded by an arc of unstable states. While China may not attack India in the near future (as claimed by an Indian defense expert) and may never have the capacity to ensure India's disintegration, it would certainly prefer a weaker India. Thus, at the macro level, China would not let US, Japan and India develop a common perspective and approach on China. Within the South Asian sub-system, China has been playing balance of power games for a long time to reduce India's influence. Apart from Sino-Pakistan machinations against India, China has weaned away Nepal, Bangladesh and Sri Lanka considerably to its own sphere of influence. Its presence is ubiquitous in Myanmar and even a distant Maldives is being pampered. In all these countries, China has been busy constructing ports, roads, other infrastructure facilities and supplying economic and military aid. In return, it is systematically turning these countries against India.
Should there be a war with India, China can thrust through many regions to gain advantage. First, China could march through Nepal and capture part of UP and Bihar plains. Those who poohpooh the idea may consider the

Management of such challenges is largely an internal issue and India can achieve the task by overcoming its 'soft state' syndrome. At the same time, a democratic India has more capacity to handle such internal discontent than China, which remains an autocratic country. Certainly then, publicizing such fanciful imaginations of India's disintegration will neither be achievable nor in sync with China's foreign policy goals. Perhaps, the sources of such fantasies lie in ignorance of India's diverse but assimilative culture, its accommodative politics and the democratic arrangement of society and governing structures. oung Chetan Bhagat, India's highest-selling author in English, has argued for making compromises for peace with Pakistan so that our rising defense expenditure can be cut and more resources can be freed to devote on infrastructure development. It seems to be a tempting argument and if the young people of India are thinking on these lines, they need to be cautioned. It is easy for Indians to slide into pacifism and we have been caught napping several times. The rise of the middle class has made them comfort-prone and less inclined to consider the dangerous environment of the sub-continent in which we exist. In the 1960s our defense establishments were making goods for civilian use while we were singing Hindi-Chini bhai bhai and when the Chinese attacked us, we did not have the guns to fight back. After the 1965 and 1971 attacks by Pakistan were beaten back, compromises were made on the table for the sake of peace and every single time Pakistan went back on its words. Once again, in 1999, an Indian Prime Minister, BJP's Atal Behari Vajpayee, took the initiative to embrace the Pakistanis by riding the bus to Lahore but he was not aware he was being simultaneously stabbed in the back by way of a secret aggression in Kargil. And it is not as if all this started happening after Independence. As the controversy now brewing over Jaswant Singh's book shows, it were the Muslim League's obstructionist tactics from within the interim government in 1946 that so exasperated the Congress that it agreed to Partition rather than continue with the daily harassment. It has been proved that it was a deliberate tactics to make a joint government unworkable so that a separate territory for Muslims could be conceded. And obstructionism continues to be official Pakistani foreign policy. To those who think India's defense expenditure needs to be cut should compare it with the percentage on defense spent secretly by our two nuclear neighbors and the threat perception we have from them. It is alright to strive for peace but because of these two unpredictable neighbors, India cannot afford to let its guard down. India is a huge country to guard physically with the two neighbors eyeing large chunks of territory. If anything, India keeps slipping in its focus on defense till the next attack occurs. To cite an example, India's artillery modernization has been stuck due to scam scares ever since the Bofors scandal but Pakistan has gone ahead, equipping its army with the latest guns that now threaten to give it an edge over the Indian Army. Our peace mongering has led to a misperception among Pakistanis that India (read Hindus) is a weak country and it always hesitates to hit back. That is why the persisting myth among them that they can win by force what they covet or what they lost during the preceding wars. Failing to make a perceptible difference to India, they have now chosen to attack by subterfuge, through terrorists trained to create mayhem. A message has gone out to the terrorist training factories to hurt India by "a thousand cuts." They keep perfecting their techniques of attack while policemen in Mumbai, and the rest of India, continue to be armed with dandas! Doesn't that prove India is already a soft country, an easy target? Does that make a case for cutting our expenditure on security forces? If anything, India needs to bolster its defense capabilities and increase its vigil within the country even as it makes peace overtures as Prime Minister Manmohan Singh did to the Pakistani premier during the NAM summit in Egypt.
