ANDHRA CM KILLED IN CHOPPER EXPLOSION

HYDERABAD: Andhra Pradesh Chief Minister Y S Rajsekhara Reddy, a charismatic leader who won for his Congress party two successive spectacular electoral verdicts, was killed when his helicopter crashed and exploded on a hill in the Nallamala forest ranges September 2.

Also dead in the crash were his Principal Secretary K Subramanyam, Chief Security Officer A S C Wesley and pilot Group Captain S K Bhatia and co-pilot M S Reddy.

"The chopper hit the cliff of a hillock, crashed and exploded. All the five persons in the ill-fated helicopter were burnt to death," state's Finance Minister K Rosaiah and Chief Secretary P Ramakanth Reddy told a press conference, a day after the government-owned twin-engined Bell 430 chopper went missing an hour after take off from here at 0830 hours.

T

he frenetic pace and scale of construction that is underway at the site of the fallen World Trade Center buildings in downtown New York is hardly reminiscent of the horrific happenings of September 11, 2001.

Still, for every worker drilling, welding, pouring concrete or hauling steel; for every passerby who pauses to peep through the wooden slats around the work area; and for the family of every victim that died in the terrorist attacks on the iconic buildings eight years ago, not just Sept 11th but everyday is a painful reminder of what terrorism looks like.

To say that the events of that fateful day have forever changed the way Americans live would not be an exaggeration. I still remember the time prior to 9/11, how lazily sprawled airport personnel used to wave passengers in without so much as a security check. From that to today, where over-the-top scrutiny can get even someone like a Shah Rukh Khan detained for extra questioning at a US airport, life in America sure has come to be an unwelcome proposition.

Time was when we had a minority of red neck and hate mongering Americans who attacked people of color without provocation. But today, targeting people on the basis of their color, religion, nationality and political beliefs has come to be part of systemic profiling.

Time was when minor infractions like traffic violations meant a ticket. But today, the same innocuous misdemeanor could have one potentially deported if one happens to be an immigrant of a particular nationality.

Time was when politically and religiously persecuted people from across the world sought asylum in America. Today one has to think twice before voicing political or religious beliefs in public domain without having the Homeland Security come knocking at one's door.

The tussle is between securing the nation as a whole and ensuring individual rights and liberties -- It's a no win situation unless days like 9/11 serve to give peace a chance rather than to fan fears, insecurities and thoughts of war.

Reddy was an outstanding leader: PM NEW DELHI: Prime Minister Manmohan Singh has described as a personal loss the death of Andhra Pradesh Chief Minister Y S Rajasekhara Reddy and said he was a "role model" and an outstanding leader with a tireless commitment to serve the people.

In his condolence message to Reddy's widow Vijaya Lakshmi, Singh said Reddy worked for the masses, especially the poor and under-privileged, and described him as a "valued colleague on whom I depended for support and ideas".

The void would be difficult to fill, he said.

"Rajshekharji died as he lived - in the service of the people of Andhra Pradesh and the country.

In his untimely passing away, the state of Andhra Pradesh has lost an outstanding leader and the country has lost an ideal Chief Minister who was a role model for other states," said Singh while

noting that his wife Gursharan Kaur also joined him in extending the heartfelt condolences.

Praising Reddy as a "natural leader", the Prime Minister said he would be remembered for his un-

"His contribution to the Congress party was immense. He led the party to two consecutive victories in Andhra Pradesh.

As president of the Andhra Pradesh Congress Committee, he undertook a historic padyatra in 1998 which endeared him to the people of the state," he said.-PTI

path towards east near Rudrakoduru in the Nallamala ranges in Kurnool district in rain and bad weather, the Chief Secretary said.

Reddy was headed for a surprise visit to a village in Chittoor for direct interaction with people to check the delivery mechanism of a welfare program.

The charred bodies of Reddy and the other four and the wreckage of the chopper which had broken into several parts were located at about 0830 hours on September 3 by an IAF helicopter after a massive aerial and ground search operation.

The bodies, which were located on a hillock about 8 kms from Atmakur and 39 nautical kms east of Kurnool, were on the verge of getting decomposed because of incessant rains.

Minister of State for Defense M M Pallam Raju ruled out sabotage behind the crash, saying it was an accident while Civil Aviation Minister Praful Patel said a probe has been initiated to ascertain the cause of the mishap.

The chopper might have drifted from its path because of a large cloud formation due to inclement weather and ended up hitting the cliff, the Chief Secretary said.

The helicopter crashed 10 km away from Rudrakoduru on a hostile terrain and army commandos had to slither down with the help of a rope from a rescue helicopter.

Except the tail portion, the body of the Bell-430 helicopter of AP Aviation Corporation was reduced to bits and pieces in the mishap.

"Initially three bodies were traced and then the fourth one. It took a while to locate the fifth body. We have identified the bodies from the dresses," Director General of Police S S P Yadav said.

Rosaiah described Reddy's demise as a "great loss" to the country. To him, it was a personal loss, he said which he was not able to digest.

In Delhi, Congress Core Group met in the morning as the news trickled. After the meeting, Home Minister P Chidambaram announced the death.-PTI

Country has lost a popular leader of masses: Advani NEW DELHI: Condoling the death of Andhra Pradesh Chief Minister Y S Rajasekhara Reddy, Leader of Opposition in Lok Sabha L K Advani described him as a popular leader of the masses who had a special concern for the welfare of the poor.

"In his death, the people of Andhra Pradesh and the country at large lost a very able and popular leader of the masses. His contribution to the development of Andhra Pradesh and particularly the deprived classes of the society is praiseworthy," Advani said

in his condolence message.

He praised Reddy for initiating many welfare schemes for the public in the last six years as Chief Minister and lauded his contribution of more than 25 years to public life while in opposition.

"To reach out to the masses, he has undertaken many programs, notable of which is his 1400-km long padyatra in the year 2003," Advani said.

As a mark of respect to the late leader, the BJP has said its flag would fly at half mast at party headquarters. -PTI

Grief at homes of pilots, 2 officers YSR: From an aggressive HYDERABAD: The outpouring of grief in Andhra Pradesh after the death of Chief Minister Y S Rajasekhara Reddy in a helicopter crash was no less intense for the other four occupants of the ill-fated chopper including the two pilots.

Besides Reddy, the twinengined Bell-430 helicopter flown by pilots Group Captain S K Bhatia and Captain M S Reddy was also carrying his Principal Secretary P Subramanyam and Chief Security Officer ASC John Wesley.

A pall of gloom descended at Wesley's residence as scores of relatives, friends and colleagues of the police officer started gathering at his residence in Shantinagar colony after hearing the tragic news. Ministers P.

Sudarshan Reddy and Konda Surekha also visited his home.

Wesley (44) is survived by wife, a 10-year-old son and a sixyear-old daughter.

Rural Development Minister V. Vasanthakumar and MLC Indrasen Reddy visited the bereaved family. Besides his wife, Bhatia is also survived by his two sons.

Pak enhancing nuclear arsenal aimed at India WASHINGTON: Pakistan is enhancing its atomic weapon capabilities across the board by developing and deploying new nuclear-capable missiles and expanding its capacity to produce fissile material, two US experts have said, estimating Islamabad has an arsenal of 70-90 warheads.

In an article published in the latest issue of "Bulletin of the Atomic Scientist," Robert S Norris and Hans Kristensen estimate that Pakistan's nuclear stockpile has jumped to an estimated 70-90 warheads from a previous figure of 60.

"A new nuclear-capable ballistic missile is being readied for deployment, and two nuclear capable cruise missiles are under development. Two new plutonium produc-

tion reactors and a second chemical separation facility also are under construction," Norris and Kristensen wrote.

NEW YORK: India last week, rejected an "intermediate model" for the expansion of the United Nations Security Council which is limited to expansion of only the non-permanent members. While strongly favoring the G4 proposal of expanding the Security Council by including six new permanent members having veto powers and four additional non-permanent members, India's Permanent Representative to the UN Ambassador Hardeep Singh Puri said, "We continue to harbor apprehensions over the notion of an intermediate model. First of all, it is unclear that a discussion on this model will serve the interests of finding a solution that garners requisite support. Apart from the limited support of a few here, and at that as a tepid second preference, it is unclear if this proposal can satisfy the central demand voiced repeatedly by members for genuine reform."

Continuing his comments in his address to the informal meeting of the UN General Assembly on the start of the third round of intergovernmental negotiations on Security Council reforms, Ambassador Puri said, "Some have tried to portray the intermediate approach

The G4 countries comprising India, Brazil, Japan and Germany had made the proposal in 2005 for the expansion of both permanent and non-permanent members. In his address, Ambassador Puri said, "Only an expansion of the membership of the UNSC in permanent and non-permanent categories will be credible, effective and genuine. Only such measures will meet the aspirations of the membership at large. The G-4 framework resolution of 2005 proposed six new permanent members and four additional non-permanent members. We remain convinced that this is the optimum expansion that meets both the tests of representativeness and manageability."

"Naturally, new permanent members would have the same rights and responsibilities as existing permanent members, including that of the veto," he added.

The efficacy and legitimacy of the Council cannot be enhanced by tinkering at the margins, Ambassador Puri said, adding that the many useful suggestions made by delegations during the discussions must be seriously considered. "The problem we face is not what the elements contain, but their implementation. The reality is that however good these ideas may be, they will not be implemented unless the structure of the Council is changed. And that will happen only when the Council stops reflecting the world of 1945. Hence effecting serious reform of the working methods of the Security Council is integrally connected with its composition," he said.

Highlights from the Museum's collection and access to its collaborative partner, VOICES of September 11th (VOICES) and its 9/11 Living Memorial Project, will be available through kiosks at the Preview Site. The 9/11 Living Memorial digital archive honors the lives of each of the victims through photographs and written tributes provided by their family and friends. The digital content will be a core resource in the Museum that will provide personal information and tributes on the individuals killed in the terrorist attacks.

CHICAGO: A freak accident on Route 22 in Dayton, Ohio took the life of an aspiring young Indian student Naresh Ditcha last week.

Naresh, 22, an engineering student at Wright State University in Fairborn OH, died on the spot hitting a tree while avoiding a running cat across the highway. Varun, friend of Naresh, who was in the front passenger's seat is safe with minor injuries.

Sudhaker Shah, president of the organization welcomed the members and the guests and detailed various activities undertaken by the Mandal. He said that the Mandal is celebrating festivals like Navratra and Diwali besides organizing summer picnic for greater interaction among members and their families.

He also mentioned that Apoorva Shah has generated an address book of members with the help of computer ads. This book was given free on the occasion.

Shah said that the Mandal has slated to celebrate Diwali festival with a gathering of members and lunch on November 1. Details about the place would be announced later. There would be Rass and Garba celebrations at Navratra this year too.

Highlights of the near sevenhour picnic were games like volleyball and basket ball. Women folk

had a good time boating too. Shah told this paper that one of the objectives of social gatherings is to provide a platform to members for exchange of details of their young members for matrimonial purposes.

SACRAMENTO, CA: AB-504 - a proposed law that would train law enforcement personnel about Sikhs and kirpans - has passed unanimously through the California legislature. The bill is just one step away from becoming law in California.

It now moves on to Governor Schwarzenegger, who will hopefully sign it into law before the end of October. Extensive advocacy efforts led by the Sikh Coalition and local sangat members resulted in bipartisan, unanimous support of this legislation in both houses of the legislature.

Should it become law, this would be the first law specifically pertaining to the kirpan in the United States. The California State legislature, Assemblymember Warren Furutani, and his co-sponsors Assemblemembers Berryhill, Eng, Fong, Galgiani, Gilmore, Ma, Skinner, and Yamada and Senators Liu and Yee, should be commended for their hard work and pioneering spirit in passing this bill.

The proposed law (AB 504) would create and include training about the kirpan in the state curriculum for law enforcement officer

training. While several police and sheriff's departments have recognized the need for this type of training and have been conducting it on an ad hoc basis, the bill would standardize the process state-wide. The training would specifically advise officers about "how to recognize and interact with persons carrying a kirpan."

The legislation arose out of a number of Sikhs being arrested for carrying kirpans because police mistakenly believe them to be in violation of concealed weapons laws. "Given Sikhs' long history in California, as well as the fact that this state has the highest number of Sikhs nationwide, it is entirely appropriate that California take this pioneering step," said Neha Singh, Western Region Director of the Sikh Coalition. "We hope that the education will help reduce the number of Sikhs needlessly being arrested for practicing their faith and focus the energy of law enforcement on actual threats to the public safety."

In addition to Shabad Kirtan rendered by three newly trained campers' groups and the main IGS Jatha, almost 20 campers shared their exhilarating camp experiences with the Sangat.

This was followed by an impressive Nishan Sahib Salutation Parade, led by five Singhs and five Kaurs dressed in the traditional Khalsa attire. Sardar Anup Harji Singh played the trumpet. Seniors visit eleven temples on Ekadashi India Post News Service

NILES: Fifty-eight members of Senior Citizens Family of Niles and Deplanes arranged a whole day tour program of visiting eleven temples on Sunday August 16. It was also a day of Ekadashi, a holy combination of the figure of eleven.

The whole journey was of around 225 miles undertaken in a special bus. The itinerary included Manav Seva Mandir, Shrinathaji Mandir, Gayatri Mandir, La-Mant Temple, Balaji Mandir, Sai Baba Mandir, Shree Jalaram Mandir, Radheshyam Mandir, the Jain Temple, Hindu Temple and Swaminarayan Temple of Wheeling It was an experience of almost a full-fledged pilgrimage. On behalf of the seniors, Vinodbhai Thakkar and Dhirubhai Darji

School nursing staffs need boost COVINGTON, Ky.: School nurses may be on the front lines in the fight against swine flu later this year, but they are in need of reinforcements in Kentucky.

The Kentucky Enquirer reports that Kentucky schools fall short of industry and governmental standards for nurse staffing levels.

Kentucky has one school nurse for every 1,877 students, according to a 2007 survey by the National Association of School Nurses. Nationally, each school nurse cares for 1,151 students on average. Schools should have one nurse for every 750 students, according to the Centers for Disease Control and Prevention.

Indiana babies born affected by drugs or alcohol INDIANAPOLIS: A new study

by Indiana University researchers suggests that pregnant Indiana women have one of the nation's highest rates of alcohol, tobacco and drug use.

The study found that Indiana ranks seventh in the nation among women who smoke during pregnancy, and that nearly 18,000 Hoosier babies are born each year to mothers who smoke.

The Campaign for TobaccoFree kids' report estimates that 10 percent of pregnant women in Indiana drink alcohol and 5 percent use illegal drugs. That means nearly 15,000 Hoosier babies are born each year affected by drugs or alcohol. -AP

Mentally ill number rises in Maricopa County PHOENIX: The number of seriously mentally ill people in Maricopa County has exploded in recent years and is expected to grow another 45 percent by 2015, according to state estimates.

Maricopa's mental health population has grown by 94 percent since 2000, and that rise will likely put a further strain on the county's 23,000 mental health patients, who already aren't receiving effective treatment.

The 'disabled' of India - a discarded commodity!

espite railways being the most prevalent, essential and universal mode of travel in a country like India, it seems not to look to the needs of those who couldn't utilize such services as a result of their physical inabilities or disabilities. Since 1972, ever since I have settled in the U.S., I must have made over 20 trips back home to India.

Every time I visited, I had carried this intense desire to travel in India by train but could not fulfill my wish in view of physical disability. And obviously, I am not alone, there must be and there are significant numbers of other people like me who couldn't utilize this mode of travel for myriad of reasons, the most important being their physical disability.

The first and the most important difficulty, that I and many other people like me encounter at the railways platforms relates to the necessity of climbing up many flights of stairs to the overhead bridges to cross the railway lines and then to come down to get to another platform. Obviously individuals with difficulty in ambulation will not be able to ascend that many steps.

At least, until several years, there never was a provision for a 'lift' or an 'elevator' on the railway platform, for to install one is naturally an expensive deal. The escalators or people movers also didn't exist then.

A person with some resources could take an alternative mode of travel but what about a large section of physically challenged residents of India who have no other means? How do they get access to the train if it happens to stop on the opposite platform?

The entry doors of the railway bogies or for that matter, of the buses are intentionally kept high.

Extreme degree of rush to get ahead of others in order to hold on to a scarcely available seat doesn't help the situation either.

Yet, the issue with the railway system is not the only one. One could go on and on for there are many other examples all over the country, where there is absolute lack of concern or interest for the needs of disabled in India. It is important to note here that complacency and negligence cannot be assigned to the government alone.

On the religio-social front one could also come up with thousands and thousands of examples all over the country and in almost any and every field where the dis-

abled and helpless are relegated to the bottom. The landscape of India is dotted with beautiful palace-like houses of gods, offering an aweinspiring feast to our sight.

Yet, we take no time to drop the blinders on our eyes making us not to acknowledge an army of limbless and paralyzed cripples sitting and begging right in front of those beautiful places.

Many historical religious places in India with excellent income, have consistently failed in paying attention to the needs of disabled Their helplessness and, at times, a total inability in pulling their own paralyzed and disabled bodies with their hands leads to scratches and bruises all over. But it becomes no one's concern, neither of the people nor the government to help them find/donate wheelchairs and other ambulatory support.

Being a Sikh, I have always tried to make it a point to visit Golden Temple during any and every opportunity I get to go to India.

Imagine an elderly visitor with all of his or her physical ailments.

How on earth such a person will ever be able to walk through that long distance? Should such an individual not attempt to visit the Gurudwara Sahib then?

I ask why the management shouldn't provide some kind of help especially when there is no dearth of donations and when technology does not tread upon the prescribed codes of the religion. Why could 'the people movers' not be installed for the comfort of visitors having difficulty in ambulation so that they could also seek respite and get around Parikarima rather than not doing it at all?

One might question here the necessity or importance of such matters when many other pressing issues in a country teeming

Delivering the keynote address at the Summit, Harinarayan said insurance companies need to work on database of hospitals and standardization of hospitalization processes and also towards integration of billing systems.

Therefore, to my own people, I must repeat once again this often heard statement, 'It is never too late.' Let us listen to the inner voice of the 'helpless and disabled.'

They should be granted equal rights in the land of rishis, gurus, mahatmas and saints. This will be the best way to seek salvation rather than performing empty rituals under the garb of religions.

"Fifty percent of deaths worldwide are behavioral, like smoking," he said. "Here, you don't need pills but changes in the lifestyle and behavior. Public health schools in the US can be helpful in training, capacity building and leadership development to make real difference in India."

Dr. Bloom said that in 1971 he had taught 28 students in the first course in immunology in India. In 1996, when the International Congress in Immunology was held in India for the first time, there were 3000 Indian immunologists participating, which was enormously gratifying, Dr. Bloom said.

Oregon faces double-digit health insurance rise PORTLAND, Ore.: Thousands of Oregonians and small businesses are facing medical insurance rate increases in the double digits.

Small business owners say they're struggling and may cut benefits or drop plans altogether.

Insurers cite the rising cost of medical care and the recession that has caused Oregonians to drop insurance - meaning everybody else has to pay more.

Insurers estimate 750,000 to 800,000 are now uninsured, in a state of 3.7 million people.

The state insurance division in recent weeks has granted rate increases ranging from 10 percent to 23 percent in premiums for small businesses _ those with 50 or fewer employees.

Those are average rates. Actual rates vary widely according to people's ages, health, deductions and benefits.

Judge: Hawaii can't cut migrants' health care HONOLULU: A federal judge has ruled that Hawaii's government must continue providing lifesaving dialysis and chemotherapy treatments to Pacific island migrants suffering from kidney disease and cancer.

US District Judge J. Michael Seabright granted a temporary restraining order preventing the state from instituting a new, limited health insurance program intended to save $15 million.

His decision came as a relief to migrants from Micronesia, Palau and the Marshall Islands who argue the United States and the state weren't living up to a health obligation promised after US nuclear weapons tests in Pacific islands a half-century ago.

The ruling keeps in place broad health coverage for dialysis, chemotherapy, prescription drugs and doctor visits.

"I'm very happy,'' said Philip Anungar, a Marshall Islands migrant with diabetes who attended the court hearing. "The judge's decision means we'll go back to what we had before.''

Migrants from the Federated States of Micronesia, the Repub-

lic of the Marshall Islands and the Republic of Palau are beneficiaries of the Compact of Free Association, a deal with the US government providing financial assistance in exchange for defense rights. ``The ruling is a tremendous improvement over what the state was planning to do,'' said the migrants' attorney, Paul Alston.

Fortis Healthcare outsources IT operations to HCL India Post News Service

NEW DELHI: Fortis Healthcare, one of India's largest health care institutes which recently acquired 10 hospitals from Wockhardt Hospitals for Rs 9.1 billion to become the largest hospital group in the country, said that it has outsourced its IT operations to HCL Technologies for a period of five years.

J.S. Puri, VP - Corporate Affairs & IT Enterprise Solutions, Fortis Healthcare Ltd, said that Fortis

has also signed a public private partnership (PPP) agreement with the Delhi Government to run over 250 state-of the-art ambulances in Delhi region alone.

"These ambulances will have all latest technologies including GPS and wireless connectivity to ensure efficient operations," said Puri. "The ambulances will operate from a centralized location in Bela Road."

However, Puri did not disclose the financials of the deal with HCL.

he latest result declared by ComScore in internet search declares Google as the unprecedented leader in the search market as it continues to skyrocket around the world with maximum users logging into the web search portal to get information.

ComScore came out with worldwide search market share numbers, which revealed that Internet searches, increased by 41 percent to 113 billion in just the month of July.

Slightly more than two-thirds of all those searches were done with Google, which also saw the number of searches done with through engine increase 58 per-

cent compared with last year.

Yahoo is a distant second with 8.9 billion searches in July, while China's Baidu ranked third with 8 billion searches. Both of those sites posted slow growth in July, while fourth-place Microsoft increased the number of searches performed on its site by 41 percent compared with last year, perhaps thanks to the renovation of its search business in Bing.

ComScore also released statistics by geographic region: the Europeans searched the most in July, but residents of Latin America were responsible for the most searches per person.

LOS ANGELES: Two female chimpanzees escaped from their holding crate while being unloaded in an off-exhibit area of the Los Angeles Zoo. The Los Angeles Zoo has worked over the past two days to assist in the fire evacuation of a total of 46 chimpanzees and several reptiles from the Wildlife Waystation located in Angeles National Forest.

Zoo and Wildlife Waystation staff reacted immediately by evacuating the area and chemically immobilizing the adult female within twenty minutes of her es-

cape. She was retrieved in the South America section of the Zoo. The female was then transported to the Zoo's health center.

The second female, a juvenile, wandered up the hillside near the off-exhibit condor area and climbed over the perimeter fence of the Zoo into Griffith Park. She was calmed by Wildlife Waystation employees and led into the back of a truck by her trainer, who accompanied her to the Zoo's Health Center.

The chimpanzees are being held in an off-exhibit section of the Los Angeles Zoo until the threat of fire to the Wildlife Waystation has passed.

18 percent rise in tourists to Bihar PATNA: The inflow of foreign tourists in Bihar saw an increase of 18 per cent in 2008-09 as against around 63,000 visitors from abroad in 2005-06.

"The number of foreign tourists increased from 63,321 in 2005-06 to 3,56,446 in 2008-09," state's Tourism Minister Ram Pravesh Rai said.

"More than 1.14 lakh foreigners have already visited till the end of April in the current fiscal," he added.

Moreover, the number of domestic tourists touched an all time high of 1.21 crores in 2008-09 from 86.87 lakhs in 2005-06.

"I want to do more romance. I've actually gotten bored of comedy and action. Yes, I just want to do some romantic films. And that's what my next thing is going to be," Akshay told Myleen Klass in an interview for CNN's "The Screening Room Xtra" program.

"Earlier, when I used to do action I would never think about comedy and then I started getting into it and I was quite successful. So now I've never done a complete romantic film. I did 'Dhadkan', which was eight years back. But now I wanna get into it and do at least two or three romantic films now," said the actor, who entered Bollywood in 1991.

One of the highest earning members of the Hindi film industry, Akshay maintains that there is no sure-shot secret to success, but stressed that hard work and being "a producer's actor" is essential.

"It's actually your hard work, your punctuality...Even if you're not a good actor, to be a producer's actor is very essential...If you finish your films on time, save a lot of money for the producer.

riyanka Chopra and Ranbir Kapoor will soon be setting the silver screen on fire with Sajid Nadiadwala's 'Anjana Anjani', which will bring the duo together for the first time.

According to reports, the flick will go on floors in November with the crew flying to San Francisco on a 45-day schedule. The crew will cover Los Angeles and New York besides shooting a major part of the movie in San Francisco. The film is expected to be wrapped up by January 2010.

To be directed by Siddharth Anand, the movie is said to have derived its title from 'Anjana Anjani', a popular song from Mani Ratnam's 'Yuva' that had featured Kareena and Vivek Oberoi.

Border officers in Tucson plead guilty in fraud case TUCSON, Ariz.: Two US immigration officers from Tucson who were indicted on credit card fraud charges have pleaded guilty in federal court and are scheduled to be sentenced Nov. 12.

Prosecutors say 34-year-old Michael J. Kittson pleaded guilty to one count of bribery and 41year-old Douglas R. Bothof pleaded guilty to one count of theft of public money.

Rights groups urge end to local immigration checks LOS ANGELES: Immigrant and civil rights advocates are asking the Obama administration to put an end to a federal program that lets local police and sheriff's departments enforce the country's immigration laws.

More than 500 organizations have signed a letter urging Obama to end the program, which they claim has exacerbated racial profiling.

Immigrant rights groups have long condemned the so-called 287(g) program, which trains local law enforcement officers and lets them enforce immigration law in their jurisdictions. It also has been criticized by the Government Accountability Office and led to a Justice Department Investigation of the Maricopa County, Ariz., sheriff's office. -AP

FREMONT, CA: America's ethnic elderly are among the most isolated people in America. Seventy percent of recent older immigrants speak little or no English.

Most do not drive. Some studies suggest depression and psychological problems are widespread, the result of language barriers, a lack of social connections and values that sometimes conflict with the dominant American culture, including those of their assimilated children.

In a lengthy article in New York Times, Patricia Leigh Brown takes up the example of the elderly people of Fremont to illustrate the plight of the elderly, particularly those of Indian origin.

She writes, "They gather five days a week at a mall called the Hub, sitting on concrete planters and sipping thermoses of chai.

hile this is good news for CPRs whose marriages have not been terminated before the expiration of the two year period, they need to watch out for the short time frame that is provided to submit evidence that the marriage has terminated. If the CPR is unable to terminate the marriage within the 87 days given to respond to the RFE, the Neufeld Memo instructs the ISO to deny the I-751 and terminate conditional residence status.

Even worse, the Neufeld Memo directs that the CPR be placed in removal proceedings by instructing the ISO to refer the case for issuance of a Notice to Appear (NTA) before an Immigration Judge (IJ).

Although the CPR can estab-

lish the basis for an I-751 waiver before an IJ even while in removal proceedings, the Neufeld Memo, while ameliorating the situation for CPRs whose marriages have not terminated, does create some risk for a CPR who chooses to file an I-751 waiver before the mar-

riage after filing the I-751 petition, should take advantage of the new policy.

Otherwise, CPRs can still try to file the I-751 waiver based on the other two grounds, namely, that the petitioning spouse battered the CPR spouse or that the

However, the Neufeld Memo cautions that "legal separation nor initiation of divorce or annulment proceedings may suggest that the CPR entered into the marriage for the sole purpose of procuring permanent resident status."

Elderly Indian immigrants among the most lonely in US "The speed of the demographic transformation is leading many cities to reach out to the growing numbers of elderly parents in their midst. Fremont began a mobile mental health unit for homebound seniors and recruited volunteer "ambassadors" to help older immigrants navigate social service bureaucracies. In Chicago, a network of nonprofit groups has started The Depression Project, a network of community groups helping aging immigrants and others cope.

"But their problems can go unnoticed because they often do not seek help. "There is a feeling that problems are very personal, and within the family," said Gwen Yeo, the co-director of the Geriatric Education Center at the Stanford University School of Medicine.

"Many who have followed their grown children here have fulfilling lives, but life in this country does not always go according to plan for seniors navigating the new, at times jagged, emotional terrain, which often means living under a child's roof.

"Mr. Singh, the widower, grew up in a boisterous Indian household with 14 family members. In Fremont, he moved in with his son's family and devoted himself to his grandchildren, picking them up from school and ferrying them to soccer practice. Then his son and daughter-in-law decided "they wanted their privacy," said Mr. Singh, an undertone of sadness in his voice. He reluctantly concluded he should move out.

"So when he leaves the Hub, dead leaves swirling around its fake cobblestones, Mr. Singh drives to the rented room in a house he found on Craigslist. His could be a dorm room, except for the arthritis heat wraps packed neatly in plastic bins.

"In India there is a favorable bias toward the elders," Mr. Singh said, sitting amid Hindu religious posters and a photograph of his late wife. "Here people think about what is convenient and inconvenient for them."

Move to the Ethnoburbs "Sociologists call Mr. Singh and his cohort the ".5 generation,"

distinct from the "1.5 generation" - younger transplants who became bicultural through school and work. Immigrant elders leave a familiar home, some without electricity or running water, for a multigenerational home in communities like Fremont that demographers call ethnoburbs.

"A generation ago, Fremont was 76 percent Caucasian. Today, nearly one-half of its residents are Asian, 14 percent are Latino and it is home to one of the country's largest groups of Afghan refugees (it was a setting for the best-selling book "The Kite Runner").

Along the way, a former beauty college has become a mosque; a movie house became a Bollywood multiplex; a bank, an Afghan market, and a stucco-lined street renamed Gurdwara, after the Gurdwara Sahib Sikh Temple.

‘Fraught family dynamics when elderly parents move in with children often leave older members without a voice in decision-making’ "Reliant on their children, latelife immigrants are a vulnerable population. "They come anticipating a great deal of family togetherness," Professor Treas said. "But American society isn't organized in a way that responds to their cultural expectations."

"Pravinchandra Patel, the 84year-old founder of the 100 Years Living Club, intervened when he heard that the son in one family was taking his parents' monthly Supplemental Security Income check, for $658, then doling out $20 for spending money.

"I ask the son, 'How much money do you figure you owe your parents for your education?' " he said.

Crying, Not Smiling "Once a lush landscape of fruit trees and cauliflower fields, Fremont, 40 miles south of San Francisco, is now the Bay Area's fourth-largest city, with voters from 152 countries. Physical distances can be compounded by psychic ones: 13 percent of the city's immigrant seniors live in households isolated by language.

Theirs is a late-life journey without a map.

"For the men in the 100 Years Living Club, the road leads to the Hub, where they have been meeting for 14 years, since the Target store was a Montgomery Ward.

Mr. Patel, who was an herbal doctor in India, started the group after he noticed his friends were in "house prisons," as he put it, without even the confidence to use a bus. The men keep their spirits alive by sharing homemade chaat snacks. They are the lucky ones.

"Two miles away, Zia Mustafa, an Afghan widow, sits at her kitchen table with its plastic tablecloth, looking at a scrapbook with bright color postcards of Turkmen girls in elaborate dress posed against an azure sky.

"Mrs. Mustafa arrived here on a desolate emotional road. Her husband and eldest son were killed by a rocket in Kabul; her son Waheed, now 24 and living with her in Fremont, lost his leg in the attack. Other children remain in Afghanistan and Pakistan.

"My family is divided in three," she said through a translator, weeping.

"Waheed Mustafa, after surgery in Oakland, leads the life of a young man in his 20s - going to school, working out, talking on his

cellphone, hanging out with friends.

"Mrs. Mustafa, who was homeschooled in the Koran, spends her days watching television soap operas, attempting to decipher stories through actors' facial expressions. She sleeps with the lights on, worrying that even within these safe white walls this son, too, will not come back.

"They come from a country where it takes so much to survive, yet they feel they haven't done enough," said Dr. Sudha Manjunath, a psychiatrist who consults with the city's mental

health unit. "To tell them now, 'It's time to take care of yourself' - well, they've never heard of such things."

"A recent health survey by Dr. Carl Stempel, a sociology professor at California State University, East Bay, found that most Afghan women here suffer from post-traumatic stress.

"I thought they would be so happy in this country - all the houses, the food, the cars," said Najia Hamid, who founded the Afghan Elderly Association of the Bay Area, an outreach group for widows, with seed money from Fremont. "But I was met with crying."

"Young couples who need to work to support families have imported grandparents in part to baby-sit. There is a misguided assumption that baby-sitting is sustenance enough for the aging, said Moina Shaiq, founder of the Muslim Support Network, which brings seniors together. "We are all social beings. How much can you talk to your grandchildren?"

Mrs. Shaiq said.

Small Things Matter "In 1965 changes to immigration policy allowed naturalized citizens to sponsor the immigration of parents without quota restrictions. By 1996, a growing perception that elderly immigrants were "gaming the system" - that their children were pledging to support them and then enrolling their parents in the Supplemental Security Income and food stamp programs - became an impetus for welfare reform. Congress imposed a five-year waiting period for Medicaid and Temporary Assistance for Needy Families and restricted S.S.I. and food stamp eligibility for adults.

"Some states, including Cali-

fornia and New York, have chosen to eliminate the waiting period for Medicaid for lawfully residing immigrants, paying with state money.

"She shares a room with her 12-year-old grandson, Kirat, improbably surrounded by Iron Man and Incredible Hulk posters. In this affectionate setting, amid decorations for her granddaughter's Sweet 16 party, the 84-year-old woman sat quietly, blue slippers on her feet, her eyes cast downward at her folded hands.

"In India, she would walk to the grocery store, go next door to have tea, talk about common things like the wheat and the corn," said Mr. Shahi of the ingrained visiting culture so universally missed by many ethnic elders. "At home anyone can knock on the door anytime, to relieve the pressure. Here nothing is similar."

So at the end of his day counseling others, Mr. Shahi sits with his mother before she goes to bed.

He always asks if she needs any warm milk.

"The small things matter," he said of his mother and other elders longing for home. "The feeling that they are welcomed."

Thus, the new policy allows such an applicant to change course mid-stream, even after filing a joint I-751, by converting that joint I-751 into a waiver. However, if the I-751 was filed jointly, even while the marriage had broken down, there should be no compulsion to submit a divorce, if requested, if it has not come through within the response time of the RFE. The parties may still assert that even though the marriage has broken down, it was still entered into for bona fide purposes. 2 NY teens charged with beating, robbing immigrant PATCHOGUE, NY: Two teenagers were charged here with a hate crime in the robbery and beating of an Ecuadorean man just steps away from where another immigrant died last year in a notorious bias attack.

Curt J. Hatton, 19, and Matthew J. Mont, 16, pleaded not guilty to third-degree assault as a hate crime at separate arraignments in First District Court in Central Islip.

A third man, 20-year-old Ramon Rodriguez, was charged in the attack on Milton Balbuca.

All three were being charged as adults and were held on $50,000 bail or $100,000 bond.

Suffolk County Police said Balbuca, a 22-year-old day laborer, encountered three young men Aug. 14 while walking home from a friend's house at about 11:30 p.m.

One of them punched Balbuca in the face, and the other two kicked and punched him as he fell to the

ground, police said.

Yelling anti-Mexican remarks and racial epithets, the assailants took the man's cash, sneakers and T-shirt before fleeing, police said.

The bleeding, wounded victim walked to the train station, where someone called for help. He was treated for cuts and bruises at a nearby hospital and was released.

Also, Judge Stephen Lotto granted an order of protection against the suspects in the case to ensure they stay way from Balbuca if they are released on bail. A call to Hatton's attorney was not immediately returned. Mont's attorney was out of the office and unavailable for comment.

The incident stirred memories of the deadly stabbing of Marcelo Lucero, which helped spur an ongoing US Justice Department investigation into bias crimes on eastern Long Island. -AP

Dallas abduction aimed to stop testimony DALLAS: Two men face kidnapping charges in the abduction of a mother and her teenage daughter from a shopping mall parking lot by a man and a woman posing as immigration agents, Dallas police said.

Investigators say 44-year-old Ezequiel Moreno of Irving plotted the kidnapping to keep the 16year-old from testifying in a sexual assault trial, police said.

Officers arrested Moreno in the Dallas area. He was charged with kidnapping and was being held in the Dallas County Jail with bond set at $100,000. No attorney information was immediately available for him, and his attorney in the

sexual assault case could not immediately be reached for comment.

Authorities say the woman and her daughter were in the parking lot of a north Dallas mall when a man and woman who claimed to be immigration agents approached them. The pair showed the woman and teenager badges, handcuffed them and put them in a car, saying they would be taken to a station in the central Texas city of Waco, said Sr. Cpl. Gerardo Monreal, a Dallas police spokesman.

After passing Waco, the mother became suspicious and began kicking and fighting with the abductors. She got away in Austin and called for help, Monreal said. -AP

"Ericsson is prepared to supply additional capacity only if certain infrastructure items such as tower, generators, shelters, ACs and stabilizers, among others, are not procured," a source told PTI. With this set of conditions put forth for BSNL, the operating costs for BSNL might witness a sharp rise as it may have to go for hiring these items from infrastructure providers or directly procure these items, leading to an increase in the cost of GSM lines.-PTI

India to set up test bed for global mobile vendors India Post News Service

NEW DELHI: The Indian government is planning to revive an earlier proposal initially proposed in 2006, wherein all foreign telecom equipment vendors will have to pass stringent security tests in a government-controlled test bed for every product before selling it to any operator in the country.

The proposal may be a compromise solution to address security concerns associated with Chinese vendors, such as Huawei and ZTE, who are walking way with a bulk of new supply deals signed in the telecom equipment space.

If the proposal is cleared, DoT's technical arm, Telecom Engineering Centre (TEC), will set up the test bed, Telecom Testing and Security Certification Centre. The project will resemble steps taken by several countries, such as the UK and the US, who have put such

facilities to ensure that external elements do not intrude in their communication networks.

But to ensure that the system does not lead to delay in procurement of products, the proposal also allows Mutual Recognition Agree-

ROSEMEAD, CA: First Solar, Inc. and Southern California Edison (SCE) have announced agreements to build two largescale solar power projects in Riverside and San Bernardino counties in Southern California. The installations, which will be among the largest of their kind, will have a generation capacity of 550 megawatts of photovoltaic solar electricity, enough to provide power to approximately 170,000 homes. The agreements are subject to approval by the California Public Utilities Commission.

"Southern California Edison is always looking for innovative ways to deliver clean power from renewable sources. First Solar is an excellent partner in helping us achieve our goals," said Stuart Hemphill, SCE senior vice president, Power Procurement. "This agreement is good for our customers, for the industry and for the environment."

First Solar will engineer, procure

and construct the two solar facilities, using its industry leading thinfilm photovoltaic solar modules.

The projects are the 250 megawatt Desert Sunlight project near Desert Center, Calif., and the 300 megawatt Stateline project in northeastern San Bernardino County. Pending

California currently has a goal of delivering 20 percent of electricity from renewable sources by 2010 and is considering legislation to increase the goal to 33 percent by 2020 network upgrades and receipt of applicable governmental permits, construction is scheduled to begin in 2012 for Desert Sunlight and 2013 for Stateline. Both projects are expected to be completed in 2015.

Several hundred construction jobs are expected to be created at each site. When completed, the solar projects will produce 1.2 billion kilowatt-hours of clean energy per year.

"Supplying solar power to Southern California Edison and its customers advances our mission of providing clean, affordable and sustainable solar electricity," said John Carrington, First Solar executive vice president, Marketing and Business Development. "These projects will help California reach its renewable energy goals, and are powerful examples of large-scale photovoltaic solar generation becoming a reality in the United States."

California currently has a goal of delivering 20 percent of electricity from renewable sources by 2010 and is considering legislation to increase the goal to 33 percent by 2020. SCE is the nation's leading purchaser of renewable energy and, in 2008, delivered 12.6 billion kilowatt-hours of energy to its customers from renewable resources about 16 percent of its total energy.

All new operators, who are rolling out telecom networks across India, have chosen to partner with Chinese companies. For instance, Reliance Communication's GSM networks is from Huawei. Earlier this year, Sistema Shyam chose Alcatel Lucent along with ZTE & Huawei to roll out its networks across the country. Videocon group-owned Datacom has awarded the contract to Huawei, while Loop Telecom has tied up with ZTE for pan-India rollouts. Unitech Wireless also decided to go with Alcatel Lucent & Huawei, as it builds a GSM-based network across the country.

Government officials said that creating a test bed will also address concerns raised by the home ministry, which fears that vendors of suspect origin may install backdoor entries, remote log in facilities and also install malware programs in networks and hardware.

AT&T plans to buy stake in BSNL India Post News Service

NEW DELHI: The largest phone company in the US, AT&T is planning to buy a stake in Indian state-owned telecom firm Bharat Sanchar Nigam Ltd (BSNL), according to a report filed in the Economic Times, citing unnamed sources with knowledge of the development.

Unlisted BSNL has sought government permission to launch an initial public offering of 10 percent and the newspaper said a pre-IPO placement might be a possibility.

The report further said that officials from AT&T and BSNL recently met twice in New Delhi to discuss the matter.

According to the paper AT&T declined to comment, while BSNL Chairman Kuldeep Goyal denied the development. "BSNL is not even listed and any such move will require a lot of regulatory approvals," Goyal told the paper.

NEW DELHI: State-run India Tourism Development Corporation (ITDC) is planning to bring up to 35 hotels under the 'Ashok' brand by the end of next year as part of its new franchise division.

ITDC, which has launched the 'Ashok Alliance Scheme' signed a memorandum of understanding (MoU) with hotel Welcome City in Chandigarh and Surat-based Riverfront hotel, bringing the two hotels under the 'Ashok' brand.

"We are in talks with number of real estate players, and hoteliers to bring more hotels under the scheme. ationwide, the average origination and title fees on a $200,000 mortgage this year totaled $2,732, according to Bankrate's annual survey of closing costs. The fees in the survey don't include taxes, insurance or prepaid items such as prorated interest or homeowner association dues.

New York had been the most expensive state for four years in a row in Bankrate's annual survey, with Texas occupying the runnerup slot. But this year, the two states swapped places. In Texas, the average origination and title fees on a $200,000 mortgage were $3,855 in Bankrate's survey. New York's fees averaged $3,408.

The least expensive state was Nevada, at $2,276. In 2008, North Carolina occupied the bottom rung.

The annual survey is conducted by obtaining online fee estimates for a $200,000 purchase mortgage on a $250,000 house in each state's most populous city, plus the District of Columbia. Because it is so populous, California was split in two: Bankrate surveyed closing costs for Los An-

geles and for San Francisco.

The states with the biggest populations tend to have higherthan-average closing costs. This year, the four most populous states occupy the top four spots: After Texas and New York, the highest closing costs were in Florida and San Francisco. Los Angeles ranked 14th.

On the other hand, Illinois is the fifth most-populous state, and, as usual, it was one of the most inexpensive states for closing costs.

New rules for good-faith estimate Beginning Jan. 1, lenders will be required to give more accurate estimates of closing costs, as part of a revision of the Real Estate Settlement Procedures Act, or RESPA. The new rules are designed to prevent the lender from low-balling closing costs when the borrower applies for a loan then surprising the borrower with higher fees at the closing table.

Under RESPA, the lender is required to provide a document called the good-faith estimate of closing costs when you apply for

a mortgage. The GFE divides settlement costs into two types: those charged directly by the lender and those charged by third parties, such as title insurance companies, appraisers and flood certifications.

Lenders will have to stand by that first category of fees -- those charged directly by the lenders.

So a lender won't be able to put a $250 processing fee on the goodfaith estimate and then change it to $500 at the closing table.

The regulations will allow 10 percent of slack in the estimates for third-party closing costs. For example, if next year a lender's good-faith estimate says that the title insurance, appraisal, attorney's fees and flood certification will total $1,500, then the final bill can't exceed that total by more than 10 percent, or $150.

The more-accurate GFE is scheduled to arrive next year. And there has been a substantial change this year: Appraisals cost more.

In Bankrate's 2008 closing costs survey, the average appraisal cost $296. This year, the average appraisal cost $362.

The culprit, according to appraisers, is something called the Home Valuation Code of Conduct, or HVCC. The HVCC is the product of a legal settlement stemming from a lawsuit filed by New York's attorney general. As part of the settlement, the mortgage industry agreed to forbid mortgage brokers from choosing appraisers.

NEW DELHI: Subrata Paul's heroics lit up the dramatic summit clash as defending champions India tamed Syria 6-5 via tie-breaker to win the Nehru Cup International Football Tournament at the Ambedkar Stadium here.

Paul conjured up a special per-

formance, saving as many as three penalty shots to script the win after the match had been stretched to penalty shootout following the 1-1 deadlock at the end of the regulation time.

For India, Climax Lawrence, Sunil Chhetri, Steven Dias, Anwar

Ali and Surkumar Singh scored in the shootout while Renedy Singh and Meharajuddin Wadoo missed the target.

For Syria, Raja Rafe, Mosab Balhous, Abdul Fatah Alaga and Abdul Razak Al Hussain found the target while the shots taken by

India pocketed USD 40,000 for their successful title defense, while Syria went richer by USD 20,000.

The vociferous crowd, which also included Bollywood actor Salman Khan, had filled the 20,000 capacity Ambedkar Stadium and they ran into the pitch after Pual saved the last penalty of the Syrians.

India had almost won the match without going to the penalty shootout after second half substitute Renedy Singh struck in the 114th minute only to see Syrian midfielder Weal Ayan equalize from a header in the last minute of the extra time (120th).

The second consecutive top finish in the tournament also marked a hat-trick of titles in just over two years by India, under coach Bob Houghton.

India had won the tournament in 2007 and added another title by clinching the AFC Challenge Cup last year which gave the country a berth in the 2011 Asian Cup in Doha. The win by Houghton's boys also meant that India became the only third country in the history of the Nehru Cup to have defended the title after then USSR (1985, 86, 87) and Iraq (1995, 96).

After the barren regulation time, Renedy injected life into the match taking a 35-yard free kick from near the left touchline.

Renedy curled it into the Syrian near post with goalkeeper Mosab Balhous remaining a mute spectator but the Indian joy was shortlived as Syria equalized soon.

In a match which turned rough and tense on several occasions, both sides failed to penetrate with the Indian back four admirably thwarting the Syrian attacks led

by Mohammad Al Zino.

Playing with 3-5-2 formation, the physically stronger Syrians were more in possession of ball but they still could not get the better of the Indian defense.-PTI

We as individuals may think that this world is the only world; the truth may be totally different. Our scriptures talk of several lokas (worlds); this being one of the worlds.

There are systems for travel of the life energy (the essence or the soul) as well. The entire system is known to Krishna. We and our world form a small part of the whole system. Dharma for Krishna applies to the health of the entire system.

The spirit of a person receives power and strength through fasting in the same manner as a person's body receives strength and power through eating of food.

Another big benefit of fasting is that a person begins to feel empathy for the pains and sufferings of the poor so that there arises in him a strong desire to run and help the poor unfortunate ones.

Observing the fast therefore becomes the guarantee of good health, while from the spiritual viewpoint the benefits are that one is saved from doing evil deeds, thereby developing his or her righteousness, uprightness, good morals, honesty and trustworthiness. Fasting for a whole month enables one to inculcate these good habits.

Was India's thermonuclear test a 'fizzle' ALI AHMED

controversy has erupted over the Pokhran II tests with a former DRDO scientist and Director General of the prestigious IDSA, Dr K Santhanam, observing that the thermonuclear test was a 'fizzle'.

The timing of the controversy is of significance. Obama's Prague speech indicates that he intends to persuade the US Senate to ratify the CTBT. Consequently, the pressure on India to sign would increase.

India is therefore at a juncture where it has to decide its position.

Since the Vajpayee years India has taken the position that it is not averse to signing, based on the assurance of Indian scientists that they have the capability to build the required arsenal without further tests. This has under-pinned India's unilateral moratorium that was reiterated in the nuclear doctrine of January 2003.

Whenever there has been movement on this treaty, however, there has been pressure in India to test. In the mid nineties, the CTBT was under discussion and close to being wrapped up. Rao was held back from testing by the US discovering the preparations, but Vajpayee managed to evade US scrutiny with the Shakti tests.

This time around, the CTBT is being revived after a decade in the run up to the NPT Review Conference in 2010. It is understandable that those against India signing the treaty and those in favor of further tests would like to influence India's position. This explains the timing of the present controversy. The argument is that the hydrogen bomb having found to be a 'dud', credible deterrence requires further tests. With the CTBT window closing, pressure to test before signing is explicable.

This begs the question whether a thermonuclear capability is essential for deterrence.

Those in favor of further tests think so. Therefore, if in the national security interest the selfimposed moratorium is required to be lifted, then so be it.

This would affect the nuclear deal with the US, since the deal has a provision wherein the two countries would discuss the compulsions for testing. It would be difficult to sell the argument that a test is necessary to be certain about a thermonuclear capability.

The argument therefore requires adequate justification; one that can only accrue if the link between a thermonuclear capability and deterrence credibility is con-

clusively established.

In his words, "even one hydrogen bomb on one city of one's own country would be recognized in advance as a catastrophic blunder." While Bundy refers to the hydrogen bomb, a couple of fission weapons on one city could be equally efficient at deterrence.

Therefore, where fission or boosted fission weapons are enough, city busters are not necessary. What General Sundarji and Kenneth Waltz have said in relation to numbers - 'more is not better when less is enough' - is equally valid for tonnage equivalent of TNT. The current debate has shades of the Oppenheimer-Teller argument in the early nuclear era. The H Bomb was the first of a series of weapons breakthroughs that constituted the qualitative part of the arms race. India does not intend imitating the US and the USSR. Therefore, there is no compulsion to embark down the H Bomb route. It can be hazarded that Pakistan would like to follow suit, heightening the nuclear threat to our cities, even if the threat is deterred by our prior acquisition of this capability. We would be handing future generations a MAD capability.

While the controversy may help set right the historical and scientific record, deterrence can do without the H Bomb.

he Americans have been trying hard to persuade Pakistan to shift its focus from India in the east to the Talibanled badlands in the west. But like the proverbial dog's tail, the moment the pressure is released a little, the needle of the Pak compass goes back to pointing east. It is an obsession with Pakistan, particularly the still dominant military establishment, to get even with India for past humiliations on the military field.

If the world would let it, the Pakistani military would like to have one big go at India, whatever the consequences. And it is all the time preparing for that big moment. If the getting even can be accomplished only through nuclear means, so be it.

The recent revelations of Pakistan ramping up its nuclear arsenal and illegally modifying Navy's US-given Harpoon missiles to target Indian land only fall into this pattern. The Harpoons misadventure was detected in April this year and the fact has been made public only now when the US administration has officially protested to Pakistan. The ramping up and upgrade of the nuclear arsenal has been going on for the last ten years.

What some other malevolent Pakistani systems are planning and preparing for now will be revealed perhaps six months later, if they do not put their intentions into practice before that. Indiabashing is in fact a full time industry in Pakistan. The civilian government is just a faรงade. It seems to be fully complicit in its army's nefarious designs.

The US is playing a very dubious role here. It is claimed by India that it was able to carry out the 1998 nuclear tests by fooling American satellites. Pakistan fools America every day and gets away with it. At least India could have protested to America that its supplying of armaments to Pakistan amounted to an unfriendly act towards India. The suspicion here is that America knows what is going on and deliberately winks at Pakistan's duplicity. The new American Ambassador to India, Timothy J. Roemer was quite amused to remark after his first press conference in New Delhi that most of the questions put to him pertained to Pakistan. Why is America so obsessed with Afghanistan which is thousands of miles away from its mainland? It is eight years since terrorists from this area launched a single attack and till today America is so paranoid that it sees a terrorist in every Khan, in every non-white immigrant? By contrast, Pakistan is next door neighbor of India and terrorists bred on its territory must have launched at least 50 attacks on Indian soil in the last eight years. Is it any surprise that we should be concerned about Pakistan? In fact it is a surprise that America is not so concerned. It thinks that it is ok for terrorists from the Af-Pak region to target India as long as they can be kept away from America.

In contrast to the frenetic and secret war-like preparations in Pakistan, India seems to be going along in the business-as-usual mode. This is also a mind-set. Even after the 26/11 Mumbai attacks, there is dithering over security. The Army, desperately short of artillery, has been denied new howitzers over fears of paybacks and ghosts of the Bofors deal. There are glaring holes in internal security too. It won't be surprising if India is once again caught napping.

While the world focuses on terrorists and their masterminds in Pakistan, it forgets the mind-set which gave birth to them and nurtured such monsters. And that mindset is the Army of Pakistan which if denied the dominance that it is used to, might provoke a misadventure against India once again.
