hy is tax evasion still a thing? Looks like we are done talking about Swiss banks, St. Kitts, Cayman Islands, so now have a new destina tion where the rich, the powerful and the celebrity have been stashing away their money - well gotten or ill gotten - because no bank vaults in their own country or the walls at home are deep enough to horde it. Panama apparently has been a favored destination for many among the accursed top 1% whose hands are loaded with such money as is too much to declare. And this revelation by a consortium of international investigative journalists - through what is being called the Panama Papers - spotlighting thousands of people worldwide including some very known names from India, is causing fresh waves of accusations, denials, suing and counter suing and much running like headless chicken by government agencies. And so I ask again, why is money stashed overseas and routed through benami companies still a thing? It surprises me to think that the world is still surprised to see the names of powerful politicians, industrialists, known criminals, drug kingpins, money launderers and well, movie actors enjoying demigod statuses should be linked to activities involving "wealth management", which often are barely above board. Where else can these poor people with such obscene amounts of money go? Where does one, even if legally, put away so much money? When an individual gains wealth that's more than sufficient to freely load at least seven generations of one's family, where does he/she go with it? Oh c'mon, don't naively expect them to keep just enough for their lifetimes and plough back the rest to build educational institutions, hospitals, clean water sources, and for eradicating poverty in general (believe me, with that kind of money, it is possible to eradicate poverty). Ah, but where's the power in that? Power is in beating the system, which in any case works for them. So I am not concerned that a few thousand more rich people are found evading taxes. What I am kicked about is hacking of confidentiality. 11.5 million leaked papers. Now that certainly is still a thing.

"Whenever any good news regarding you people comes, I feel as happy as your family. When there is news of some concern regarding you, I feel the pain like your family would because you are my family," Modi said, adding that he shared their happiness and sorrow. "Govt has started a program called e-migrate. In the coming days, we are working to regularize migration," he said.

"In the coming days, we plan to establish worker resource centers in Riyadh and Jeddah to meet your needs and there will also be a 24X7 helpline. A call centre will be established whose facilities can be availed in different languages and through this helpline you can share your problems,"

Modi said. Describing the expatriates as the pride of India, Modi asked them to use forums like MyGov website and 'Narendra Modi Mobile App' "through which you can reach me and I can communicate with you." "By using this I will be in your

pocket all the time. When you can have your Prime Minister in your pocket, what more do you want," Modi said, evoking peals of laughter. "I am free 24 hours. I have no work. I have the work of over 125 crore people. I have no work of my own," he said. He said the government has

been trying to address the problems of the Indians abroad and cited the example of evacuation undertaken in Yemen. In this context, he praised External Affairs Minister Sushma Swaraj saying she and her team are giving priority to these issues. "The MEA, the entire team of officials, Sushmaji...they are always helping Indians who face any problems overseas," he added. "MADAD portal is a digital way of getting your voice to reach the government of India. When our community faces troubles we reach out to them immediately," Modi said. Praising the Indians working abroad, he said they have earned respect for the country and as a result, Indians are preferred for services abroad. In this context, he said what he was told by the Saudi rulers about the Indian workers had made him feel proud. "In this way, you have opened doors for employment opportunities for your fellow Indians," he said. "India has regained its respect," he said. Modi said earlier Indians were looked at lightly but now they are taken seriously. "Now Indians are seen with respect." He said in the future, the world will require workforce which only India can provide. -PTI

India, S Arabia ask States to dismantle terror infra RIYADH: India and Saudi Arabia have decided to ramp up their counter-terrorism cooperation as they asked all states to dismantle terror infrastructures "where they happen to exist" and reject the use of terrorism against other countries, seen as an oblique reference to Pakistan. The assertion was made by the two countries after Prime Minister Narendra Modi's wide-ranging talks with Saudi King Salman bin Abdulaziz and delegation-level parleys between the two sides following which five agreements were signed. The two countries also called on states to cut off any kind of support and financing to terrorists operating and perpetrating terrorism from their territories against other states and bring perpetrators of acts of terrorism to justice. The pacts signed included one on cooperation in the exchange of intelligence related to money laundering, terror financing and related crimes and another relating to recruitment of Indian workers in Saudi Arabia, home to

around three million Indian workers. In the talks, the Indian side indicated to Saudis that India is facing attacks from terror infrastructure in Pakistan as both sides decided to enhance their counterterrorism cooperation.

The statement said the two sides agreed to work together towards the adoption of India's proposed Comprehensive Convention on International Terrorism in the United Nations. The Prime Minister lauded the Kingdom's efforts in fighting terrorism in all aspects and its active participation in international efforts towards this end. The Indian side was briefed on Saudi Arabia's initiative in bringing together the Islamic Alliance against terrorism. Modi and King Salman expressed strong condemnation of the phenomenon of terrorism in all its forms and manifestations, irrespective of who the perpetrators were and of their motivations. Amar Sinha, Secretary, Economic Relations, in the External Affairs Ministry, said both sides "looked at individuals" involved in terror activities as well as financing, indicating that Riyadh was really serious in dealing with the menace.-PTI

World's largest oil firm to invest in India RIYADH: Saudi Oil giant Aramco, the world's largest oil firm with crude reserves of about 265 billion barrels, plans to make major investment in India's petroleum sector as it considers India the most preferred destination to invest at a time when the global economy is in a crisis. Head of Aramco Khalid A Al Falih called on Indian Prime Minister Narendra Modi during which he conveyed that the state-owned company was eyeing India as the most preferred investment destination. "Minister Al Falih to PM: Aramco looks to India as its No 1 target for investment," External Affairs Ministry Spokesperson Vikas Swarup tweeted. Amitabh, Aishwarya in list of firms in tax havens NEW DELHI: Over 500 Indians, including top Bollywood actors, industrialists and politicians have been named in a massive leak of 11.5 million tax documents exposing their secret offshore dealings. An investigation into the documents by more than 100 media

mous source by a German daily, Sueddeutsche Zeitung. The documents, from around 214,000 offshore entities covering almost 40 years, came from Mossack Fonseca, a Panamabased law firm with offices in more than 35 countries.

groups, described as one of the largest such probes in history, revealed the hidden offshore dealings in the assets of world leaders, businessmen, sports person and celebrities. In India, The Indian Express formed part of the investigation by the International Consortium of Investigative Journalists (ICIJ) that exposed the vast stash of records obtained from an anony-

The list includes Bollywood actors like Amitabh Bachchan, Aishwarya Rai Bachchan, DLF's K P Singh along with nine family members, Gautam Adani's elder brother Vinod Adani, Indiabulls promoter Sameer Gehlaut and Apollo Tyres promoter. The list also named two politicians Shishir Bajoria from West Bengal and Anurag Kejriwal, former chief of Delhi Loksatta Party.

"Amitabh Bachchan was appointed director in at least four offshore shipping companies set up in 1993. Similarly, Aishwarya Rai and her family members were registered in 2005 as directors of Amic Partners Limited. Her status was later changed to share holder before the company was dissolved in 2008. DLF promoters KP Singh acquired a company registered in British Virgin Islands in 2010. His family's three offshore entities hold almost $10 million," report in The Indian Express reads. As per Reserve Bank of India guidelines, Indian citizens were not allowed to start an overseas entity before 2003. However, in 2004, the RBI allowed individuals to remit funds of up to $25,000 a year under the Liberalised Remittance Scheme (LRS). But it never allowed Indian citizens to set up companies abroad. Names of around 140 political leaders including Russian president Vladimir Putin, Pakistan Prime Minister Nawaz Sharif and Chinese President Xi Jinping figured on the list. The leaked data from 1975 to the end of last year provides what the ICIJ described as a 'never-before-seen view inside the offshore world.' The leaked documents were reviewed by a team of more than 370 reporters from over 70 countries, according to the ICIJ. The BBC cited Mossack Fonseca as saying it had operated 'beyond reproach' for 40 years and had never been charged with any criminal wrongdoing.-Agencies

India-US joint satellites to study earthquakes NEW DELHI: In a first, space agencies of India and the US will collaborate to launch a satellite that will help study earthquake and its patterns. The two countries are also collaborating in a major way in the Mars Mission project. NASA Administrator Charles Frank Bolden said they are looking to launch the satellite by 202021, but India Space Research Organization (ISRO) A S Kiran Kumar said they are looking to prepone the launch. "The US is providing L-Band. It will help us look at crustal deformation. We are looking for hints at earthquake detection. We cannot predict earthquake but we can advise people where it has occurred. We are hoping to launch it by 202021," Bolden told reporters here. NASA provides the L-Band component of the electronics plus the antenna, which is a huge one. ISRO will provide the S-Band and the payload will be integrated at NASA and then the payload comes back at Bangalore. It gets integrated on the satellite, which is being built and will be launched by ISRO. "So, currently the activities are going on in full swing. Both the governments have cleared the basic mission. We are looking at a possible launch with 2021. We are trying to advance the launch and we are working towards it. As far as we are concerned the usage of this got many significant usage for our program," Kumar said. "You can measure accurately

the variations in surface topography, accuracy of millimeters. So, it's not earthquake prediction that is possible and making measurements of locations where large deformation are consistent, observation of changes in surface measures which will lead to stress levels being built up at certain locations which could help in understanding the behavior of understanding earthquake and its phenomena. The objective is to make systematic study in timely manner," Kumar said. He further said that it will give primary data of surface deformation and the frequency of the measurement is very significantly different from what is available now and that's what is being looked at globally as a new input for enabling a large number of applications to be brought about. "We are very much excited about it because for the first time two of our agencies are working together on such a big scale," the ISRO chief said, adding that both the space agencies have formed a working group and they would meet periodically. "They look at the result available from Mars Orbiter Mission and MAVEN. They also look at if there could be some coordinated measurements which could be planned. "In future, we are also looking at what we could so with NASA in our future MARS missions. We are also looking at opportunities for some of our payloads which can be carried on their (NASA's) programs. This is a continuous dialogue on how we can take forward our current engagements on Mars program," Kumar said. -PTI

NEW DELHI: The iconic Regal Building, located at Connaught Place in the heart of the national capital, is set to house the Madame Tussauds Museum which will have the wax replica of Delhi Chief Minister Arvind Kejriwal among others. Sources said the Indian partner of the London-based museum and the owners of the building have "finalized" the decision and work on it will start in the next two months. The British-designed

building had come up in 1932. "The site has been chosen considering its prime location since the objective of the museum is to attract tourists to the city. Work will start in the next one to two months and it will come up by 2017," the source said. When contacted, the manager of the theatre suggested that the hall may not have to make way for the museum after all as the museum can come up in any other part of the building.-PTI

SATYAGRAH SOULS Indian Americans Making A Difference

April 8, 2016

S

ATYAGRAH SOULS is a monthly political series presented by Bay Area's community leader Rishi Kumar in highlighting the community involvement and success of role-model Indian Americans. This series seeks to inspire each of us in giving back to our local community. Indian Americans are going through a transitional evolution while getting entrenched in a new world, exerting zealous work ethics, supporting the American economy as entrepreneurs, high tech geeks, doctors, lawyers and more. We are definitely imposing the positive

intentions and good citizen values upon this fantastic country. But can our involvement run a bit deeper with issues near and dear to our hearts, within our local city with the local public school that our children attend? Do we sometimes hear your conscience imploring us, "Am I doing enough?" Yes we can get involved just a bit more, push our comfort zone and enhance the learning and involvement. Our involvement can simply start with developing a healthy curiosity in our local community, instead of being 'busy' bystanders. Once we get involved, we

will quickly discover how easy it is for us to make change happen and how receptive everyone around is to leverage our skills for betterment. There are leaders waiting to be discovered, why not take that first step? More importantly, how freeing and energizing the experience is; personally rewarding and transformative at the same time. There are many who have made their mark in doing just that. With this monthly series, we want to highlight these SatyAgrah souls who are showing us the path. Here is a SatyaGrah soul, who has found the calling.

hefali your background and accomplishments represent political engagement, involvement and exemplary leadership. You are engaged in many different causes - what sparked the interest to get involved politically?

Since childhood, I have always been utterly fascinated with the political system within the United States. I recall hearing my father always speak about the miracle of this country, and how it was a true meritocracy. My father would mention, in awe and wonderment, how this country was the only place in the world where a person can accomplish literally anything they set their mind to, as long as it is done with pure intention,

focus and hard work. My father also made sure that I began watching the evening news at a very young age, as he wanted to confirm that I was an inquisitive and knowledgeable person about happenings outside of my hometown of Cincinnati OH. And, at age 9, the Carter v. Reagan election truly captivated my father, and I watched it alongside of him, with curiosity and interest. He would continually say that, when all boiled away, only in this county could a former peanut farmer run against a former actor to become the President of the United States. It was then, at age 9, that my interest absolutely cemented and I was deeply fascinated with political campaigns.

There are many things that come across our way that demand attention and involvement. How do you make choices whether working for a pro-choice effort

or working to highlight women of color issues? In all aspects of my life, I am led by my heart and sense of duty. I observe what I feel is unfairly represented or mistreated, and I often am drawn to those causes. I have always had a deep empathy for the underdog, as I have often felt like one within many times of my life. Cont’ d on page 11

And, due to this reason, I look at all things through a lens of whether someone or something is being treated unfairly. That someone could be a woman whose rights are being minimized, or it could be an effort which needs to be broadcast to the larger society. I do not get involved in many causes, as my supreme priority is my children. But in the efforts I do get involved, I often throw my entire heart within the effort. Going back to your involvement, what is the one group or effort that you have the greatest satisfaction from and why? To date, my greatest internal joy and fulfillment has been my involvement within President Barack Obama's reelection campaign, and the work I have done for the President since that day, as well. During the President's 2012 re-election effort, I was invited to join the National Finance Committee and I did so immediately. It was during this time that I truly witnessed the remarkable team mentality of the organization, the greater goal was always the priority, and everyone worked seamlessly as a squad - always seeing the big picture. So many of the personality aspects of Obama 2012 and DNC now, are how I, as an individual, operate as an individual, and it was/is so wonderful to be in an effort that functioned, and frankly, was driven in the same fashion. During Obama 2012, I also was exposed to the President a bit more often, and I comprehended that the campaign behaved so wonderfully because the candidate, our President, was a humble, grateful, "no drama-Obama," type of personality. I came to witness all of the things which people had said about him - the President's warm, engaging, thoughtful, attentive dis-

'Community should work together for greater cause' There were many fundraising efforts you were part of. When Indian Americans consider running for office, the first concern usually expressed is with the ability to raise political funds. What are your thoughts on that? How did you succeed the way you did? It is, unfortunately, a critical part of any campaign to have the ability to raise money. My thoughts on that are fairly irrelevant, as it is a simple fact in this point of time, whether we like it or not. I am not sure how success is identified or defined, although I do know that I only work on efforts which I am deeply motivated. And, when one does what they love, people can feel the authenticity of your intent, and that does often result in people trusting your character, and wanting to potentially be engaged with a cause you sincerely believe.

How important is for us Indian Americans to embrace our roots as we seek to create a mark for ourselves in mainstream American society, run for political office? I think it is important for South Asians to embrace our roots, irrespective of what we are hopeful to accomplish within the professional world. A person emanates who they are in all things that they do, and if that person has a deep and genuine connection to their culture, then it will be evident in their daily lives and their aspirational vision (say, of running for political office). A person that is solely defined by their culture when running for office is not an entirely strong candidate. They must offer more than that angle, and their culture being one aspect of it. In addition, we should be such a person of integrity that we are fantastic examples to others of what South Asians Shefali with Vivek Murthy, US Surgeon General are, and how the greater sociposition was truly a testimonial of his char- ety will benefit from our voice being heard. acter. litical engagement. Getting involved within politics is a personal journey for that individual. When someone is hungry, they do find a way. I would, though, offer these words: The important thing to remember is to have no ego, to have no entitlement expectation. To know that everything one does is done from a pure desire to be helpful to the greater cause, and to not have a transactional mentality. And, to know that we are all on the same team, and the only way to move forward as a community is to work cooperatively and thoughtfully together. That is the best first step of anyone getting involved. What future do you see with our Indian American community as we entrench and establish ourselves in this phenomenal country, The United States of America? I am not sure what I see in the future, although I do know what I am hopeful to witness. I would like for the community to have a more fluid and uniform alignment with goals, and to work together towards a greater cause. That is my hope, as I have seen it happen within other communities, and how that seamless alignment has created a very

Automakers report best US March sales DETROIT: Most major automakers reported U.S. sales gains last month as stronger employment figures and consumer confidence drove the auto industry to its best March in 16 years. But the sales growth rate appeared to be slowing as brisk SUV and truck sales barely offset falling car sales. Some automakers had to raise discounts on cars or peddle more of them to rental companies. That could mean better deals for car buyers down the road. Overall, U.S. sales rose 3.2 percent to 1.59 million, the best March since 2000, according to Kelley Blue Book. But the growth was only about half of last year's 6 percent increase. Car sales dropped 6 percent, while SUVs and trucks were up 11 percent, according to Autodata Corp. Ford, Honda, Fiat Chrysler, Nissan, Hyundai and General Motors all reported increases, largely driven by SUVs and trucks. But Toyota sales fell nearly 3 percent as rising SUV numbers couldn't overcome car sales that fell almost 10 percent. Toyota's Camry, the top-selling car in the U.S., saw sales drop 9 percent to just under 37,000.-AP

UK pledges support for crisis-hit steel plants LONDON: The British Government has pledged its support for steel plants facing a crisis in the country, saying it is ready to support a buyer to save the Port Talbot plant which is facing closure after the Indian giant Tata Steel decided to sell its loss-making businesses in the UK. Business Secretary Sajid Javid said that he did not think nationalization was the solution but did not rule it out. "It wouldn't be prudent to rule anything out at this stage, but I think that nationalization is rarely an answer in these situations," Javid told the BBC television. He said that any buyer would want to look at "plant, pensions and power supply", which ministers were "working on". "I do feel, though... that there will be enough time to find the right buyer working with the government and being able to take this forward. We will look at everything we can do to allow a sale going ahead," he said. Javid said he thought there was time to find a buyer for the Port Talbot plant and Tata Steel's other

UK assets. "Tata will issue an offer document very soon," he told BBC television. Indian-origin steel tycoon Sanjeev Gupta, president of Metal processing company Liberty House, is understood to have

workers and the government would be willing to consider my suggestions, then I'm willing to engage in a discussion about what role we will play in that," Gupta was quoted as saying by The Sunday Telegraph newspaper.

RBI deficient on accountability, says ex-Governor HYDERABAD: In a strong pitch to make RBI more accountable, former Governor D Subbarao has said there is "insufficient" mechanism to ensure accountability on part of such a powerful institution whose policies affect people's everyday lives. "There is no mechanism for an institution as powerful as Reserve Bank to render accountability," Subbarao, who was at the helm from 2008 to 2013, said. He noted that RBI makes policy that affects people's everyday lives, including prices one pays in the market, the interest one earns in savings bank account and EMI on housing mortgage. "But the Governor of Reserve Bank is not elected. Deputy Governors of Reserve Bank are not elected...they are technocrats. In democracy, these technocrats are wielding enormous power to influence people's everyday lives. "The question is: are we ren-

dering accountability? are we rendering accountability sufficiently?, he asked. The former RBI Governor was speaking on the theme 'Leading Reserve Bank of India: Challenges & Opportunities' while delivering the eighth B L Maheshwari Memorial Lecture at the Centre for

Organization Development here. Subbarao has been one of the most respected RBI Governors as he is credited for putting in place explicit safeguards for the Indian financial system in view of global financial crisis. He said there are procedures in

RBI for rendering accountability, noting that Parliament's Standing Committees can summon the Governor for evidence on specific issues, and RBI itself holding seminars in different institutions to explain its policies. "But these are either voluntary or insufficient mechanisms for rendering accountability," he said. In America for example, the chairman of Federal Reserve goes before the Congress, and these proceedings are telecast on national television. "That's the way of rendering accountability. In the Reserve Bank in India, we don't have a similar system for rendering accountability", he said. Subbarao said he is not suggesting by any means that RBI's policies are arbitrary or they have no economic rationale. "There is no mechanism for an institution as powerful as Reserve Bank to render accountability". "How can low middle income households in the country demand accountability from Reserve Bank unless they know what Reserve Bank does and how it affects their lives.-PTI

UK may buy locally to end steel crisis LONDON: Britain has changed its procurement rules to encourage public sector bodies to use British steel products as part of efforts to revive the ailing steel industry and save thousands of jobs after India's Tata Steel decided to sell its loss-making businesses in the UK. Under the new decision, public sector bodies are to be encouraged to buy British steel for construction projects in an effort to help save the industry. The government said councils and NHS trusts will be asked to consider the economic impact of buying from abroad. Business Secretary Sajid Javid said he was determined to ensure a sustainable future for the British steel industry and find a solution that supports workers. "By changing the procurement rules on these major infrastructure projects, we are backing the future of UK steel - opening up significant opportunities for UK suppliers and allowing them to compete more effectively with international companies," the Pakistani-origin minister said. The government's decision comes after Tata Steel announced last week that it was selling its loss-making UK plants, putting thousands of jobs at risk. The unions said the government's decision was "a

small step in the right direction" but the measure should have been in place already. Guidelines were introduced last year requiring central government bodies to take into account the "true value" of British steel. Now the guidance is to be extended across the public sector and public procurements involving the supply of steel will need to consider "responsible sourcing, the training suppliers give to their workforce, carbon footprint, protecting the health and safety of staff and the social integration of disadvantaged workers". Contractors working for the public sector will also be required to advertise their requirements for steel so that UK firms can compete for the business. Authorities hope local steel firms could supply steel for huge projects like the 55 million pound high-speed rail link, which will need some two million tonnes of steel. It comes after heavy criticism of ministers for failing to take more effective action to prevent the "dumping" of cheap Chinese steel, seen as one of the key reasons for the problems in the UK steel industry. The government has played down the impact of new Chinese import tariffs of up to 46.3 per cent.-PTI

The new form is applicable for the CIT (Appeal) fora and those taxpayers who file e-returns will be eligible to use this new facility.

In view of launch of this facility and activation of a select category of ITRs, the taxman has asked filers to "update their profile and select higher security option to secure their e-filing account" created over the portal. The systems wing of the department will soon roll out detailed procedures for taxpayers to begin using this facility, a senior official said. NJ ending emissions testing for older vehicles TRENTON, N.J.: Just in time for the summer driving season, a new Christie administration policy will mean hundreds of thousands of drivers won't have to line up at vehicle emissions stations across New Jersey. Beginning May 1, passenger vehicles from 1995 and older will no longer have to submit to tailpipe emissions tests, a move the administration says will affect only 200,000 vehicles in a state with 7 million. But the decision has angered some environmental groups who argue those are the clunkers most likely to add to pollution problems. The change comes nearly six years after Gov. Chris Christie made New Jersey the 30th state to no longer inspect privately owned vehicles for mechanical defects. Those changes saved the state $17 million. No similar estimate was available for the new emissions policy, according to Motor Vehicle Commission spokeswoman Sandy Grossman. The change, Grossman said, comes as newer vehicles are being equipped with on-board computers that allow state inspectors to simply plug in a diagnostic tool

to measure emissions. The older vehicles require a tool to be inserted into vehicles' tailpipes, and that equipment is outdated. ``It's not a matter of direct savings. It's a matter of cost effi-

ATMs not to be replenished after 8 PM NEW DELHI: Concerned over incidents of attack on cash carrying vans, the Indian government has proposed that ATMs should not be replenished with cash after 8 PM in cities and private cash transportation agencies must collect money from the banks in the first half of the day. The deadline for putting money in the ATMs in rural areas would be 5 PM and 3 PM in Naxal-affected districts. Also, specially designed cash vans, fitted with CCTVs and GPS, must not carry more than Rs 5 crore per trip. Two armed guards and the driver in each van must be trained to "disengage with the situation and drive vehicle to safety" in case of an attack. These are part of the new SoPs proposed by the Home Ministry for private security agencies carrying out the task of carrying cash and replenishing them in ATMs. Nearly 8,000 private vans ferry around Rs 15,000 crore daily between banks, currency chests and ATMs across the country. An additional Rs 5,000 crore is held up overnight by private security agencies in their private cash vaults on behalf of the banks. The SoPs have been prepared after a spurt in attacks, hijacking

and looting of cash vans which are seen as soft targets. The government has proposed that for replenishment in ATMs, cash transportation agencies must collect cash from the bank in the first half of the day and no cash loading of the ATMs or cash movement should be done after 8 PM in urban centers across India. Per trip, a cash van cannot carry more than Rs 5 crore, the new SOPs have proposed.

Specially designed and secure cash vans must be compulsorily deployed for carrying cash of over Rs 5 lakh per trip. All cash transportation and ATM cash replenishment activities must only be carried out by operational staff who have undergone thorough antecedent check. All state controlling authorities for Private Security Agencies Regulation Act (2005) have been advised to enforce the above guidelines on all cash van agencies and review compliance from time to time. -PTI

As of now, the Mumbai-based airline has only been hiring expat pilots for narrow body B737 planes which account for almost two-thirds of its total fleet, they said, adding, "Jet Airways is inducting foreign pilots for widebody planes after a hiatus of more than two years." Jet Airways, which at present has over 80 foreign pilots working for it, had earlier planned to do away with them in a phased manner, keeping in view the government's deadline of December 2016 for the Indian carriers.

India incredibly unique, valuable market: Microsoft Cont’d from page 12

White said Microsoft's investment in India is "really based on the premise that there is opportunity not only from the start-ups and innovators perspective" but also because a lot of mainstream organizations in the country are trying to be competitive and stay ahead of the market. "The only way to do that and innovate quickly is to move to a cloud model. We go through a lot of evaluations of where we would put data centers and where we in-

vest locally and India is one of those countries because of its culture, the innovation coming from the country," she said. Terming India as an "incredible market" for Microsoft, Woodman however said that distribution in India is challenging. He said the Indian market is not like the US and UK where there is a concentration of the distribution partners. Instead India's distribution network is massive and diverse and while that presents a huge benefit for the customers, it is "challenging" for the company. -PTI

Anti-Hindu posters in TX eatery removed India Post News Service

KEMAH, TX: Anti-Hindu signs at Kemah (Texas) restaurant of "Dairy Queen" (DQ), which had upset Hindus worldwide, have now been removed. This follows a huge protest by a large group of Indian Americans led by Rajan Zed and others who felt that the posters were highly inflammatory and inappropriate. Dean A. Raja Krishnamoorthi, Democratic nominee for the 8th Congressional District, stated that the herbal medicines in general and those originating in India in particular have great potential in the treatment of diseases, in a holistic fashion. Syed Hussain Khundmiri, CEO & Founder of Hikma Herbal Lab, said that herbal medicines are a healthier, more convenient, and cost effective treatment for ailments. He stated that the major advantage of herbal medicines over the modern medicines is the absence of side effects of herbs compared with pharmaceutical medicines. Syed Ghiasuddin Khundmiri, Managing Director, laid down two top priorities: reaching more consumers and engaging the medical and traditional medicine communities. Towards reaching out to consumers, he said that Hikma Herbal Lab has partnered with New Royal Distributors to cater to 500 Indo-Pak stores in 12 Midwestern States, including three Pete's Fresh Market locations in the Chicago area, signed an agreement with Mannadang to serve Korean community in the Southeast, and that efforts are under way to set up distribution in Texas to serve the Indo-Pak community. She further elaborated a story how during a visit to a rural area a girl asked her, "what can I do in my village what you have done out there?"According to her, the question has dogged her ever since while she is working at Ekal. She informed that Ekal puts special emphasis on educating girls and making them self-reliant though various skills-training in rural-tribal areas. Dr. Urmilesh Arya, C.O.O at Gastroenterology Associates in Brooklyn and a trustee of Hindu Center in Flushing, brought to fore a critical challenge for girls in accessing education - the fear that their daughter would get romantically entangled with a boy, which may bring shame to the family. She herself overcame this challenge and many others with self-conviction and courage. Dr. Sunita Saini, and Director of South Shore Psychological Services and Long Island Psychology and Psychotherapy Services, highlighted the importance of having a supportive family who, regardless of gender, value building their children's career more rather than acquiring material assets. There was a resounding agreement that when a woman is educated, she educates her entire family. The ensuing discussion highlighted the relevance of good health for women as a strategy towards empowerment. The panel cautioned that overcoming the socio-cultural biases that promote female infanticide and the perception that a girl is a burden are major stumbling blocks in restoring dignity of women in our society. Vinod Jhunjhunwalla, President of Ekal Foundation, USA and Prof Subash Midha, the main Ekal coordinator for the event thanked the Indian Consulate, for their support in hosting this event.

'The Twentieth Wife' a powerful DanceDilSe presents dance adaptation romantic comedy ARCHANA ASTHANA India Post News Service

SAN JOSE, CA: There is much to be said about historical fiction, historical storytelling and reenactments. Yet, whatever the intended audience may have read or heard of the novel, "The Twentieth Wife" by Indu Sunderesan , they were treated to an original, powerful, and entertaining music and dance adaptation. Farah Yasmin Shaikh and her team provided a sensory extravaganza with flawless choreography, soulful music, melodious singing, powerful narration, and the elegance of Kathak binding it all together seamlessly in one mesmerizing act. The first joint production of EnActe Arts and Sangam Arts, two Bay Area organizations founded by Vinita Sud Belani and Usha Srinivasan respectively, was presented in honor of National Women's month of March. Together, these entities created a synergy that united various performing art pieces to present a coherent whole that was somehow larger than the sum of its components. In recognition of their tireless efforts to connect arts to the people, they were given commendations by Councilman Ash Kalra on behalf of the mayor, Sam Liccardo and Councilwoman Carusco of the city of San Jose. Kathak is an ancient dance form of India with roots in devotional story-telling but was adapted to include performances before Moghul court mehfils with emphasis on abhinaya (facial expressions) and rhythmic foot movements and fluid hand formations to depict mood. It is only fitting then that this was the medium cho-

arcing a chronology of almost thirty five years as she twirls and turns through Mehrunnisa's life. Farah's grace and expressive beauty tells the story of Ghias Beg, Mehrunnisa's anguished and helpless father as a soldier fleeing Persia to the courts of Akbar in India. She then dashes around the stage as the young, nubile, winsome, energetic, curious eight year old Mehrunnisa eagerly watching preparations for Prince Salim's first wedding, and attracts the attentions of Padshah Begum Rukaiyat, Akbar's trusted wife. As the story unfolds, Radhika Rao's powerful voice deftly delivers excerpted pieces from the original story, and we learn that Beg rises through the ranks and Mehrunnisa becomes quite knowledgeable about the ways of the harem, while the Mughal Empire expands in influence through multiple political wedding alliances. NJ gears up for another Gujarati mega event SUDHIR VYAS

EDISON, NJ: New Jersey is once getting ready to host the Global Gujarati conference titled Gatisheel Gujarat to be held at the Raritan Center here from July 1 to 3. The event is being organized by Kirit Patel and his team which had successfully conducted Swarnim Gujarat and Bhavya Gujarat. Giving details, Kirit Patel said the event will once again try to bridge the gap between Gujarat the motherland and America the land of opportunity. He called upon the community to extend

event but the organizers were not yet prepared to give out any details. Asked about the names of prominent artists to be present, Kirit said it has not yet been cleared as it all depends on the issuance of visas by the US consulate in India. He however added that Achal Mehta and group have the visa and hence they would be entertaining the crowd with their melodious music and sound. Asked to spell out the details of the three-day event, Kirit said while it will be star-studded, the

The organizers said that they had the tacit support of the Gujarat government and that Chief Minister Anandiben Patel had endorsed the event. Incredible India has also extended their support for Gatisheel Gujarat. However there is a huge gap between the cup and the lip their hand in support of this event. It is no secret that the two events organized by Kirit Patel failed to evoke any big response from the Gujarati community here. To overcome that flaw Kirit has sought the help of many organizations of senior citizens and other community organizations like the ICS and Gujarati Samaj of New York. A number of artists from Gujarat are to perform at the three-day

event will have the usual dayro, Gujarati play, fashion show, Bollywood night, speeches by religious leaders and various seminars including health. Central Jersey Indian Lions Club is the only social organization which came forward and took the initiative to hold a medical camp at the event and guide Gujaratis of the evils of diabetes and related ailments. Asked about the price of tickets for the events, Kirit said it has

been decided to sell them at $ 30 for the three-day event and senior organizations would also be given discounts. What is even more surprising is the fact that the organizers have yet to decide on the vendors, the rates for the stalls and other infrastructural issues. Nor has there been any discussion on the number of companies participating from Gujarat and how many from the United States. When asked about the reasons for the poor show during the last outing and extremely poor attendance by the community at earlier events, Kirit said "it was due to poor marketing and poor publicity. It is for this reason that we have started it early this year", he quipped. The organizers said that they had the tacit support of the Gujarat government and that Chief Minister Anandiben Patel had endorsed the event. Incredible India has also extended their support for Gatisheel Gujarat. However there is a huge gap between the cup and the lip and only time will be able to say whether it will be Gatisheel or just a limp to the winning post. Experience has shown and there are testimonials that much more was desired during the last two outings but Kirit failed to deliver then. Let's hope it is not a repetition of the past.

Forget not real Sanskrit scholars

T

his refers to the India Post editorial in the edition dated March 18 entitled 'The Sanskrit Row.' On reading it, I find that Sri Rohan Murthy and Prof. Sheldon Pollock are ignorant of Swami Dayanand, Sri Aurobindo and Pt. Satwadekarji's interpretations and translations of Veda, Upanishads, Ramayana, etc. Both seem to have rudimentary knowledge of Sanskrit language. I would like to inform them about the previous studies and translations of Vedic Literature, which they must study, if they want to provide more correct translations. One of the great such translators and Sanskrit teachers was Judith Tyberg (1902-1980) who was given the name of 'Jyotipriya' by Sri Aurobindo himself. She was an American yogi and a renowned Sanskrit scholar and orientalist. Author of The Language of the Gods and two other reputed texts on Sanskrit, she was the founder and guiding spirit of the EastWest Cultural Center in Los Angeles, California, a major pioneering door through which now-celebrated Indian yogis and spiritual teachers of many

Eastern and mystical traditions were first introduced to America and the West. Judith Tyberg-Jyotipriya has written and published Sanskrit Grammar and Vedic Dictionary also. In her last work, "The Language of the Gods" Jyotipriya has given stress to the verbroots of the words (of Veda) as originating in the spiritual element of the Universe. In this way the student can get at the real meaning of the word, free from the loaded implications that so many words have come to posses because of religious dogma and a misunderstanding due to lack of spiritual understanding. Jyotipriya had said Western explanations of the texts (Vedic) were nonsense. The interpretation of Ramayan given by Prof. Sheldon in his essay is an utter nonsense. The Prof might dish out such nonsense in the translation and interpretation of Vedic literature. Mr Murthy must be cautioned about this. Chandrakant P. Balaji Temple promotes classical melodies India Post News Service

SAN JOSE, CA: In salubrious Spring weather, music lovers of SF Bay Area assembled at the newly built beautiful temple of Lord Venkatesh of Tirupathi, popularly known as Balaji Temple. At the re-

Washington, USA. Rujul Pathak was a child prodigy. She could render melodious tunes of classical Raags at the tender age of seven from her own father, Abhijit Pathak, a Sitarist. She later started learning from Pt Phulchand Pawar and subse-

styled traditional "khayal gayaki" and she is equally at ease with other genres like Thumris and Bhajans. She is the recipient of several Indian National Awards like "Surmani " and the Pandit Omkarnath Thakur award. Currently, she is based in Fre-

tion combining with Bhajans, Thumris and Dadra compositions adding the light classical flavor. She started with Raga "Shuddha Sarang" which is an afternoon melody, presenting the traditional Agra Gharana bandish - "Ab Mori Baat, Maan le Piharava" combining with it, Raag Tarana in a faster pace. At the request of the audience, she presented Raga Puriya Dhanashree, an evening melody. In this raga she did some "Nom Tom Aalap", which is the hallmark of the difficult "Dhrupad Style of Agra Gharana. The music loving audience expressed their admiration through thunderous applause. The two Bandishes presented in this ragawere "Payaliya Jhankaar and Tori Jay Jay Kartaar", in Ektaal. In the Temple considering a good number of devotees, Rujul included in her performance a Marathi Abhang having shades of Maru Behag and Yaman "Vithoba Chala Mandirat". She concluded her

Thumri in Khammaj followed by a couple of bhajans in Raags Kirwani and Yaman Kalyan. The audience termed this evening as a Musical Extravaganza. The Chief Priest of the Temple Swami Narayanand Ji expressed his joy listening to the devotional melodies presented by Rujul praying for Lord Rama and Krishna and blessed the three highly skilled artists offering them with fruits and silk shawls. He had special appreciation for Pradeep Joshi of Sangeet Dhwani for organizing such an amazing Musical Evening and requested him to support the temple, bringing more of top notch vocalists and musicians to perform at the temple in the coming months. The temple volunteers did a great job in spreading the message of this musical journey, and helped in the decorations of the stage. Dilipbhai Shah handled the sound system, to the full satisfaction of the artists.

Radhika continues the story by narrating that in another chance encounter with Mehrunnissa, Prince Salim learns of her impending marriage and vows to get it dissolved so he could claim her for himself. A piece of exquisite dancing follows, emoting Mehrunnisa's rapture at being desired by the prince, no matter how fruitless the outcome. At Akbar's death bed, Farah's fast footwork and intricate spins reveal the vulnerabilities of love and affection felt by father and son who desire tranquility as Akbar draws his last breath, leaving Salim as the new Emperor. Meanwhile, Farah's ferocious battle scene narrates the demise of Mehrunnisa's uncouth and philandering soldier husband, Ali Quli, at the hands of the royal army because of his treachery, as well as the horrified reaction on her through complex footwork, energetic movements across the stage, smoldering eyes and hand gestures. Mehrunnisa and her daughter Ladli are delivered back to Kandahar to Salim's court by a quirk of fate, ultimately leading to their reunion engineered by Begum Rukaiyat. Farah unleashes the full power of the royal dance in these moments of rapture, exhibiting technical rigor and regal persona. In the finale, Salim, now known

as King Jahangir, marries his love, and names her Noor Jahan (Light of the World). He disengages with war, choosing to spend his time expanding culture and goodwill, while Noor Jahan claims her place in history as the most powerful woman of the Moghul empire - as a true power behind the veil. Overall, many magical moments on stage were punctuated with regular applause from the appreciative audience. In places where long time periods are depicted, moving figures and visuals projected on the backdrop, with translated verses being narrated in unison by Radhika, bridges the transition smoothly . The original score by Salar Nader added a multi-layered musicality to the show. A virtuoso violin performance by Raginder Momi Singh, Sarod ably played by Ben Kunin, and superb vocals by Dipti Warrier evoke a complete palette of emotions. The bols from the tabla, played by Salar Nader, set the beat in perfect synchronicity with Farah's rhythmic footwork and joyfully-executed chakras (turns) for dramatic flair during each tukra (piece). The show's superb direction by Mathew Spangler is evident in how the various elements of music and dance were woven in with simple set designs, stylistic visuals, and powerful story-telling to depict the life and times of Noor Jahan!

arhan Akhtar says one of the reasons that today's characters in films appear relatable is more real and believable styling. The 42-year-old 'Wazir' star, who unveiled Code by Lifestyle's Spring Summer collection at an event, said fashion in films has gone through a sea of change. "There was a time when everyone on screen looked like they were made up and made to wear clothes that they necessarily didn't pull out of their own wardrobes - that has changed. Now when you watch a movie, everyone looks like they belong to the character and even their clothes belong to that character," Farhan said. "I think this is a very big change as this has made the experience of watching a movie feel more real and believable. You can say so much more about a person just by the way they dress, hence, costume plays a huge role in the viewing of a film. "One spots people sporting a cool, easy and chilled-out look, where they are happy and comfortable, dressy but not over the top. Looking smart without making it seem like you've put in an effort is a big trend."

Ever since the release of her debut film 'Saala Khadoos', Ritika has been immensely praised for her performance as an aspiring boxer. The actress won the National Award in the Special Mention category. "This award is the biggest appreciation. I was emotional and happy when I heard the news from media people. I had thought the film was not sent for consideration. So after getting this news, I was shocked, 'Did they send the film? And am I selected?' This was my reaction," said an elated Ritika.

„ FDI in e-commerce to boost demand for space NEW DELHI: Demand for office, warehousing and logistic spaces will increase with 100 per cent FDI permitted in marketplace e-retailing, significantly benefitting the real estate sector, according to property consultant JLL India. The government has allowed 100 per cent FDI through automatic route in most of e-commerce retailing, a development that will boost domestic as well as foreign players like Flipkart and Amazon. "India is already host to some of the largest global e-commerce players. The announcement that 100 per cent FDI will now be allowed in e-commerce is going to open the floodgates to a host of other players in this segment," JLL India Chairman and Country Head Anuj Puri said in a report. "The impact this development will have on Indian real estate will be significant," he added. Firstly, Puri said the new players would require large office spaces to house their back-end teams and this demand would be naturally directed to the seven major cities. -PTI

Tax benefit for first-time home buyers NEW DELHI: First time home buyers will get additional tax benefit for purchase of residential properties of value up to Rs 50 lakh. Some problems in housing-first facility's inaugural year BOULDER, Colo.: When a case manager told Dorothy Riggs she would put her name ``on the list,'' Riggs wasn't quite sure what that meant. But it turned out to be lifechanging. Riggs, 60, spent two years on the streets after her brother, with whom she lived and shared rent, moved into an assisted living facility. Sometimes she stayed at the Boulder Shelter for the Homeless. Sometimes she spent the night in the aisles of Walmart or King Soopers, forgoing sleep in exchange for a warm, dry place to pass the hours. Now she lives at 1175 Lee Hill Drive, Boulder's first apartment building that provides permanent supportive housing for chronically homeless adults under the Housing First model. ``It has changed me so much because I was on the streets for two years,'' she said. ``I love the silence. It's great. I think it's great to have silence and that I can have the peace and quiet if I want to. If

I don't, I go out and mingle with the crowd.'' The 31-unit, $8 million facility opened its doors in November 2014 after overcoming intense

neighborhood opposition. Many north Boulder residents believed the facility would become a magnet for the kind of unsavory be-

cal about the Housing First model, which does not require participants to be sober or address mental health or other issues in order

to receive housing, and others worried that by locating housing right next to the existing homeless shelter, participants would be less likely to leave behind old friends with problematic behaviors. In a study of the first year of operation, though, Boulder Housing Partners, which owns and manages 1175 Lee Hill, found that neighbors had not placed a single call to the police about the facility or its residents, nor had they made any complaints to property management. ``We hoped for that,'' said Betsey Martens, Boulder Housing Partners' executive director. ``We planned for that. We're thrilled with that result.'' Martens attributes the facility's low impact on its neighbors to Boulder Housing Partners' ability to look at what worked and what didn't in the hundreds of other communities that have implemented Housing First projects over several decades. Bengaluru remains top corporate realty market NEW DELHI: Bengaluru's office space stock has grown at 13 per cent on average in last 15 years helping it become the country's top corporate realty market, says property consultant CBRE. Bengaluru is likely to maintain its leadership position in the country's corporate real estate market in the long term with robust supply pipeline. "Bengaluru's investment grade office stock grew exponentially from less than 20 million sq ft in the early 2000s to 127 million sq ft in 2015, at a compound annual growth rate (CAGR) of 13 per cent over the last 15 years. This has placed the city well ahead of other leading Indian office hubs," CBRE said in a statement. Office space stock of other prominent commercial hubs such as Delhi-NCR and Mumbai

How to convert a spare room into a dream closet

L

onging for a bigger closet? Remember that rooms in your home don't have to be used the way they were originally intended. Get creative and convert a small room into the ultimate walkin closet, says Egypt Sherrod, host of HGTV's ``Flipping Virgins'' and ``Property Virgins.'' ``Homes built before the `80s just didn't have the room size that today's buyers have become used to, or the walk-in closets we've been trained to expect,'' she says. Giving up a room can be a big decision. The trick is doing it on a minimal budget and retaining the flexibility to use the room differently in the future, says Kevin O'Connor, host of PBS' ``This Old House.'' CHOOSING THE SPACE Ideally, use the bedroom clos-

est to the master bedroom, says Sherrod: ``That way you have the option of opening up the wall to go directly in.'' Creating a doorway in a wall is

relatively minor construction and can easily be undone, experts say. DIY CREATIVITY The simplest way to convert a

Over $1 trillion to enter global real estate NEW DELHI: Global realty market is likely to witness an investment of more than USD 1 trillion this year, up 6 per cent from 2015, as investors continue to find real estate appealing on relatively higher returns, according to property consultant CBRE survey. India's real estate sector is also expected to get some benefit, though a small share, of the global real estate investment funds, the consultant said. "Global real estate investors remain strongly expansionary in 2016, with more than USD 1 trillion of planned expenditures anticipated to enter global real estate markets - 6 per cent higher than in 2015," CBRE said in a statement. North America is the most popular destination for investment (48 per cent), ahead of Western Europe (26 per cent). London, Los Angeles and Sydney are top regional targets of investors. The CBRE's Global Investor Intentions Survey, conducted between January and early February, asked investors how much capital they would deploy in real estate purchases this year. Majority of investors (82 per cent) indicated that their buying activity would increase or remain same as in 2015. "The results reveal there is approximately USD 1.16 trillion of capital targeting property investment in 2016 - an increase of 3 per

cent from 2015 levels in local currency terms," CBRE said. Commenting on the survey findings, CBRE's Global President Capital Markets Chris Ludeman said, "Investors continue to find real estate appealing, chiefly due to the relatively higher returns and stability on offer." "We believe that 2016 will be

small room is by lining the walls with clothing racks on wheels and with free-standing wire shelving units. You can customize the space by adding colorful bins and baskets. Or you can create shelving that expresses your personal style. For a recent ``This Old House'' episode, O'Connor worked with a homeowner to build closet storage out of black metal pipes with wooden shelves. The industrial look brought a dose of style to the space, and the unit was sturdy. ``The few places they anchor to the wall give you nice rigidity,'' O'Connor says, but the shelves also are easily removable. Another DIY project: To fill the center of a room that Sherrod converted to a closet, she brought in two large bureaus of the same height and arranged them back-toback. She had a sheet of granite cut to cover the tops, creating a work island that combines storage and a flat surface for arranging accessories or stacking folded laundry. Interior designer Mikel Welch, previously a competitor on ``HGTV Design Stars,'' says another option is bringing in a pretty

tems that offer a mix of hanging space and shelves. Some are freestanding and others are anchored to the walls. The more permanent systems are made to look like built-ins, Welch says, and ``are a great way to maximize the space with a more customized look.'' He recommends California Closets and Poliform for portable closets and wardrobe units. He also likes the Italian brand Porro Storage: ``They put a chic spin on a typical storage unit,'' he says. Additional pieces worth considering: ``A great planning tool is a valet rod, which is a pullout rod that you can lay out your outfit for the next day on or use for staging for a trip,'' says Sarah Fishburne, director of trend and design at Home Depot. ``I use mine all the time.'' If you have enough space, she suggests adding jewelry trays and racks designed for belts and ties: ``Some spin, and some you can slide out with plenty of space,'' she says. BONUSES AND OBSTACLES A bedroom repurposed as a closet has ventilation and natu-

another active year for the global real estate investment market, with capital flows 6 per cent higher than in 2015. There is more than USD 1 trillion of capital targeting real estate in 2016 and this volume of expenditure will maintain support for global real estate prices," he added. Stating that investment strategies are shifting amid concerns about the health of the global economy, Ludeman said 2016 looks likely to be a "risk-off" year,

some benefit, albeit a small share, of the global real estate investment funds," said Anshuman Magazine, Chairman & MD, CBRE South Asia. In terms of asset classes, CBRE's report said office (30 per cent) remains the most popular property type globally, though interest is down slightly compared to last year. table for the center of the room. ``For those who like to lay out their attire to help them choose their outfit for the day, a table would be perfect,'' he says. And for changing or trying things on, ``having a snazzy upholstered bench or chaise in the space will certainly come in handy.'' The finishing touch: Prop up a framed, full-length mirror on one wall. ``It's sort of a boutique hotel look,'' O'Connor says, and easy to remove if you repurpose the room. CONSIDER A SYSTEM For a finished look with no DIY effort, there are many closet sys-

ral light that's lacking in many closets. ``For people who care about getting the tie to match the jacket,'' O'Connor says, ``there's nothing better than natural light.'' For the best possible lighting, Fishburne suggests adding dimmers to a walk-in closet and choosing lightbulbs carefully (she likes LED daylight bulbs). One challenge: Closet doors are designed to swing out, but bedroom doors generally swing into the room. So the door to your new walk-in closet will swing in unless you decide to remove it. Adding sliding pocket doors can be expensive, O'Connor says, but they're a nice luxury to finish off your ultimate walk-in closet. -AP

Some problems in housing-first facility's inaugural year Cont’d from page 30

``This is the one instance where I'm grateful that Boulder has not been on the leading edge of a program or a product,'' she said. ``Our partners around the country who have been leaders in the Housing First model allowed us to learn so much.'' Gail Promboin, a longtime north Boulder resident who strongly opposed locating the facility so close to the homeless shelter, attributes the success in part to the participation of former opponents on the advisory committee that developed the management policies. Promboin, who continues to serve on a neighborhood advisory council to 1175 Lee Hill, said she was ``totally surprised'' by how well things have gone. But when asked if she was wrong to oppose it, she conceded she was ``partially wrong.'' ``I was partially wrong, and partially, we made them focus very clearly on the challenge of having that facility right next to the shelter,'' she said. She praised Boulder Housing Partners for working with neighbors and designing an attractive

building. A mural of a hot air balloon by north Boulder artist Sally Eckert graces the Broadway side of the building. ``For people who are new to the neighborhood, I don't think they know what it is because they keep a low profile, and there is no reason to know,'' she said. `People literally coming off the streets'

After the first year, 24 of the 32 original residents - a couple moved into one of the 31 units - still live in the building, and everyone who has moved in to replace those who left remains in the building. During the first year, someone within 1175 Lee Hill called for police assistance eight times, most of those calls related to people who had entered as guests of residents. Another 34 calls were made for medical or welfare issues. Four residents were asked to leave due to behavioral issues, including not abiding by the rules regarding guests. huge slowdown for last three-four years. The Finance Bill 2016, which is likely to be approved by Parliament during the second half of the Budget session, provides for up to Rs 50,000 tax benefit on loan up to Rs 35 lakh taken for residential house.

said the Bill, presented to Parliament by Finance Minister Arun Jaitley. This incentive is proposed to be extended to a house property of a value less than Rs 50 lakh in respect of which a loan of an amount not exceeding Rs 35 lakh

has been sanctioned during the period from the April 1, 2016 to March 31, 2017. "It is also proposed to extend the benefit of deduction till the repayment of loan continues," the Bill said. The proposed deduction is over and above the limit of Rs 2 lakh provided for a self-occupied property under section 24 of the Act. Realtors' apex body CREDAI Getamber Anand said the tax incentive will encourage first-time home buyers and increase the demand significantly. After the Finance Bill is passed by Parliament, the amendments in this regard in the Income Tax Act will take effect from April 1, 2017 and will, accordingly, apply in relation to the assessment year 2017-18 and subsequent assessment years. With a view to incentivize affordable housing sector as a part of larger objective of 'Housing for All', the Bill also propose to amend the Act so as to provide for 100 per cent deduction of the profits of an assessee developing and building affordable housing projects if the project is approved before the March 31, 2019. -PTI

of 1175 Lee Hill, said it was a gratifying experience watching people move into the building. ``I got to watch 31 people move into housing the first five days we were open, and it was really emotional to see that many people literally come off the streets and have that security,'' he said. The shelter provides case management for another program that offers housing in scattered apartments for another 24 chronically homeless adults. There are roughly 60 housing vouchers for chronically homeless veterans, and Mental Health Partners also has some housing vouchers available for its clients. And in the ``coordinated entry'' database that tracks homeless people seeking services in the seven-county Denver metro area, there are more than 450 people just in Boulder County, Harms said. `What people feared the impact would be' Robin Bohannan, director of Boulder County Community Services and the county's liaison to the board of the 10-Year Plan to End Homelessness, said the organization has commissioned a study to better understand how many people would likely qualify

When asked about negative impacts, she described unpleasant behavior from some homeless people, most of whom are not residents of Lee Hill. ``It doesn't seem to be getting any better for any of us in the neighborhood,'' she said. `This type of housing works' Advocates of Housing First say there is significant benefit to the broader community, as people who live on the streets cycle in and out of jail and the emergency room while people who live in supportive housing become more stable, even if they still struggle with addiction or under-treated mental illness. A Denver study found that a chronically homeless person living on the streets costs about $43,300 a year, compared to $11,700 a year to keep someone in supportive housing. ``The really powerful thing about it is that it's not only powerful for the client, but it's powerful for the community,'' Harms said. ``It takes a burden off the systems in the community.'' Promboin said she would be willing to talk to other neighborhoods about her experience with a supportive housing facility nearby.

``The more we can take a look back at any affordable housing project to show the impact versus what people feared the impact would be is very helpful in moving forward,'' she said. for permanent supportive housing in Boulder County and to identify possible sites for additional Housing First projects. Bohannan said the results at Lee Hill should provide important assurances to neighbors of future projects. ``The more we can take a look back at any affordable housing project to show the impact versus what people feared the impact would be is very helpful in moving forward,'' she said. ``I was thrilled when I saw the report.'' Not everyone in north Boulder loves 1175 Lee Hill. Lynne Bentley opposed it back in 2012, and, reached in late March, she's still unhappy about what she perceived as the lack of neighborhood input into the project. (The project was allowed under the existing zoning when Boulder Housing Partners bought the land, and it did not require any special approvals from the City Council, though the council voted 8-1 to ``affirm'' its support for the project.)

Attention Homes is seeking to build a transitional supportive housing facility for homeless teenagers and young adults in downtown Boulder. Promboin said some neighborhood concerns about the proposed size of the facility and its location near areas where transients pass the day may be legitimate. ``I understand the reluctance,'' she said. ``The idea of the facility itself is great. Maybe they have ways, like they have up here, of keeping the community and the residents protected.'' Bohannan said she is grateful that former opponents are willing to admit Housing First projects have not had the negative effects they feared. ``We know this type of housing works, and we know for those chronically homeless, vulnerable folks who will never be self-sufficient, they cost our community so much more both in terms of resources and in just life, life lost, quality of life lost to suffering,'' she said. ``It's critical to figure out how to make more Lee Hills happen.'' -AP

$300K grant for mental health task force PIERRE, S.D.: A grant of about $300,000 will bolster the work of a task force proposed by the state Supreme Court's chief justice to study issues surrounding mentally ill people entering the criminal justice system. Officials announced the grant from the Leona M. and Harry B. Helmsley Charitable Trust to the state Department of Health.

Gov. Dennis Daugaard

The state is providing more than $100,000 through in-kind contributions to support the work. Gov. Dennis Daugaard says the group is set to analyze why and how individuals with mental illness become involved with the justice system. Chief Justice David Gilbertson says the criminal justice system often isn't the most appropriate and cost-effective response. Daugaard says South Dakota has a history of developing solutions to complex issues in the state's criminal and juvenile justice systems. -AP

Plan to privatize some mental health services

BOSTON: State Auditor Suzanne Bump has approved a proposal from the State Department of Mental Health to privatize emergency mental health services in the department's southeastern region. Bump said the change could save $7 million over one year. The area includes Brockton, Cape Cod and the Islands, Fall River, Taunton and Attleboro. Under the proposal, the Massachusetts Behavioral Health Partnership will contract with Bay Cove Human Services, Inc., a Boston Medical Center subcontractor, and Community Counseling of Bristol County to provide the services. The Massachusetts Behavioral Health Partnership already provides emergency mental health services in other regions. Susan Tousignant, president of the Massachusetts Human Service Workers Union, described Bump's decision as unconscionable and said it would ``slash vital mental health and crisis intervention services.'' -AP

Hopkins begins nation's first HIVpositive organ transplants WASHINGTON: Surgeons in Baltimore for the first time have transplanted organs between an HIV-positive donor and HIV-positive recipients, a long-awaited new option for patients with the AIDS virus whose kidneys or livers also are failing. Johns Hopkins University has announced that both recipients are recovering well after one received a kidney and the other a liver from a deceased donor - organs that ordinarily would have been thrown away because of the HIV infection. Doctors in South Africa have reported successfully transplanting HIV-positive kidneys but Hopkins said the HIV-positive liver transplant is the first worldwide. Hopkins didn't identify its patients, but said the kidney recipient is recuperating at home and the liver recipient is expected to be discharged soon. ``This could mean a new chance at life,'' said Dr. Dorry Segev, a Hopkins transplant specialist who pushed for legislation lifting a 25-year U.S. ban on the approach and estimates that hundreds of HIV-positive patients may benefit. For patients who don't already have the AIDS virus, nothing

changes - they wouldn't be offered HIV-positive organs. Instead, the surgeries, performed earlier this month, are part of research to determine if HIVto-HIV transplants really help. The reason: Modern antiAIDS medications have turned HIV from a quick killer into a chronic disease - meaning patients

the waiting list. That list is long - for kidneys, more than 100,000 people are in line - and thousands die waiting each year. There's no count of how many of those waiting have HIV, but Segev said it increases the risk of death while waiting. If the new approach works, one hope is that it could free up space

may live long enough to suffer organ failure, either because of the HIV or for some other reason. In the U.S., HIV-positive patients already are eligible to receive transplants from HIV-negative donors just like anyone else on

on the waiting list as HIV-positive patients take advantage of organs available only to them. Segev estimated that 300 to 500 would-be donors who are HIV-positive die each year, potentially enough kidneys and livers for 1,000 additional

transplants. ``It increases the pool of potential organ donors and allows more people to be transplanted. That's the advantage of this whole thing, but it is a research project so we are going to monitor it very carefully,'' said Dr. David Klassen of the United Network for Organ Sharing, which oversees the nation's transplant system. Hopkins is the first hospital given permission for HIV-to-HIV transplant research. Two others Hahnemann University Hospital in Philadelphia and Mount Sinai Medical Center in New York - also are approved for studies, according to the UNOS. Segev helped spur a 2013 law the HIV Organ Policy Equity, or HOPE, Act - that lifted a federal ban on any use of HIV-infected organs and paved the way for that research. UNOS says at least 1,376 people with HIV have undergone transplants using HIV-negative organs since 2005. Special expertise is required to coordinate both the anti-HIV medications and antirejection drugs those patients require, but large studies have shown that HIV patients fare well after transplant. Diabetes can be prevented and delayed NEW DELHI: Occurrence of up to 80 per cent of diabetes can be prevented or delayed through population-based interventions such as regular physical activity and maintaining a normal body weight, health officials said here. "Simple lifestyle measures have been shown to be effective in preventing or delaying the onset of type 2 diabetes; achieve and maintain healthy body weight; be physically active; eat a healthy diet; and avoid tobacco use," Henk Bekadam, WHO Representative to India said during a technical briefing to announce the theme for World Health Day 2016.

An estimated 69.2 million Indians are diabetics as per the International Diabetes Federation Atlas 2015. Among the population aged between 20 and 70 years, 8.7 per cent are estimated to have diabetes. However, nearly half of the population with diabetes is un-

aware about their disease. In 2014, out of an estimated 9.8 million deaths, 2 per cent were due to diabetes and its complications, the body said. "Early screening, increased access to health care services, affordable diagnosis and treatment and patient empowerment for self-

management are also vital components of the control of diabetes," Bekadam said. Number of diabetes deaths in India between the age of ages 30-69 is 79,500 in males and 51,700 in females. "There is good evidence that type 2 diabetes can be prevented by adopting a healthy diet, engaging in regular physical activity and maintaining a normal body weight. "Occurrence of up to 80 per cent of diabetes can be prevented or delayed through such population-based interventions," Damodar Bachani, Deputy Commissioner, Health Ministry said. -PTI

West Virginia OKs public health plan cuts CHARLESTON, W.Va.: As a state budget standoff drags on, West Virginia is again teeing up larger cuts to health plans that would hike premiums and copays for about 230,000 state employees, teachers and retirees. West Virginia's Public Employee Insurance Agency Finance Board has approved $120 million in cuts from health plans. The board also passed a backup plan, should more money head its way in the state budget process. The planned cuts were first passed in December, but the board largely shelved the idea after Democratic Gov. Earl Ray Tomblin proposed refueling the health plans with higher taxes on tobacco products and e-cigarettes. That idea died in the Republican-led Legislature, drawing a clear political divide on tax hikes, bigger spending cuts and use of

reserves that has kept West Virginia at a budget impasse. Usually, the budget is passed in mid-March. The new fiscal year

Bill to address rising health insurance rates JUNEAU, Alaska: State officials in Alaska are proposing a program to address high-cost health insurance claims in hopes of stabilizing rising rates on the individual policy market. Just two companies - Premera Blue Cross Blue Shield and Moda Health Plan Inc. - serve the individual market in Alaska and have filed for double-digit rate increases each of the past two years. State officials say that's not sustainable. They hope that reviving a high-risk pool to handle claims for the costliest conditions will bring some relief. The idea is to spread the cost of those claims across all insured markets, rather than to have them just be borne by the smaller individual market. The claims would be handled through the Alaska Comprehensive Health Insurance Association, which before the federal health care law provided insurance to Alaska residents who had been denied coverage. Under the proposal, insurers

would transfer premiums for those consumers to the program, said Division of Insurance Director Lori Wing-Heier. The hope is to ease high rate increases by taking high-risk claims from the individual market and having more than 220,000 Alaskans pay a portion of those claims rather than 22,000, she said. There would be an assessment passed on to insured Alaskans to contribute to the pool, she said. The cost of that is not yet known. But it's not the intent to make it so expensive that people who have insurance would no longer be able to afford it, she said. Wing-Heier told lawmakers that without a change, the state runs the risk of the individual market going into a ``death spiral,'' with people potentially forced from the market by the high rates. The state struggles with high health care costs and that has translated to high insurance costs, she said. -AP

Flu vaccination may halve stillbirth risk MELBOURNE: Women who receive a seasonal influenza vaccination during pregnancy may have over 50 per cent less risk of experiencing a stillbirth than unvaccinated mothers, according to a new study. Researchers from Western Australia Department of Health analyzed data from nearly 60,000 births that occurred during the southern hemisphere's 2012 and 2013 seasonal influenza epidemics. The retrospective study used midwives' records to examine a cohort of 58,008 births - 52,932 to mothers who had not received the vaccine and 5,076 to mothers who had been vaccinated during pregnancy. All births took place in Western Australia between April 2012 and December 2013.

The adjusted risk of stillbirth among vaccinated mothers was 51 per cent lower than the risk among women who had not been vaccinated, researchers said. They also found that stillbirth rates increased after periods of influenza virus circulation and decreased during the months prior to the influenza season, although the seasonal differences were not statistically significant. The study's results are consistent with those of a 2000 study in Switzerland that recorded increased incidence of stillbirth in relation to the northern hemisphere's influenza season, as well as with similar research conducted during the influenza A/ H1N1 pandemic, researchers said. -PTI

immediately - open enrollment runs through May 15. They'll be picking from options that reflect the bigger cuts. Changes would need to be made if lawmakers and the governor agree on a budget that backfills the plans. The cuts would affect the 2017 fiscal year beginning in July. PEIA Director Ted Cheatham said that if a new plan is put in place after June 1, claim payments could be temporarily delayed starting in July while the new systems are set up. Tomblin said he thinks the budget can pass before then. ``It's obvious that the powers that be think state employees have a job and they should be happy with that, with its low pay and now its not-so-great benefits,'' PEIA board member Mike Smith said, fighting back tears. Republican legislative leaders have said Tomblin's administration is using the health plan funding as a ``political football,'' adding that GOP-passed budgets included funding for the health plans. ``We maintain our belief that the additional meeting and action of the PEIA board is unnecessary, and we fully anticipate passing a final budget that will ensure our PEIA participants do not face these inflated copays and deductibles,'' said House Speaker Tim Armstead, R-Kanawha. Lawmakers and the Tomblin administration have been meeting on the budget without reports of any specific agreements.

Urgent need to stem Diabetes epidemic MUMBAI: Countries in the South-East Asian Region must take vigorous and concerted action to prevent, treat and beat diabetes, a potentially fatal disease that has reached epidemic proportions and is expected to further rise in coming years, World Health Organization (WHO) has said. "Diabetes rarely makes headlines, and yet it will be the world's seventh largest killer by 2030 unless intense and focused efforts are made by governments, communities and individuals," Poonam Khetrapal Singh, WHO Director for South- East Asia, said ahead of World Health Day on April 7. World Health Day this year focuses on diabetes and calls for scaling up efforts to prevent, care for and detect the disease to arrest the global epidemic which is hitting the low and middle income countries the most. Khetrapal said, "Diabetes is of particular concern in the Region. More than one out of every four of the 3.7 million diabetes-related deaths globally occurs in the Region. Almost half of the 96 million people suffering the disease don't know they have it. If diabetes prevalence continues to rise, the personal, social and economic

consequences will deepen." South-East Asia consists of 11 countries of impressive diversity in religion, culture and history: Brunei, Burma (Myanmar), Cambodia, East Timor, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam.

rich in refined carbohydrates are driving the epidemic, which in the Region affects primarily those in their productive prime, she said. Nearly 90 per cent of all diabetes cases are of Type 2, largely the result of excess bodyweight and physical inactivity. It is both

LONDON: Scientists have developed a new cloud-based software that can quickly and accurately diagnose ear infections using a smartphone. Researchers at the Umea University in Sweden and the University of Pretoria in South Africa have developed a method that simplifies the diagnosis of ear infections (otitis media), something which annually affects half a billion children worldwide. The software-based method automatically analyses images from a digital otoscope and enables highly accurate diagnoses. "Because of lack of health personnel in many developing countries, ear infections are often misdiagnosed or not diagnosed at all. This may lead to hearing impair-

diagnoses in developing countries," he said. The software system consists of a cloud-based analysis of images of the eardrum taken using an otoscope, which is an instrument normally used in the medical examination of ears. Images of eardrums, taken with a digital otoscope connected to a smartphone, were compared to high-resolution images in an archive and automatically categorized according to predefined visual features associated with five diagnostic groups. Tests showed that the automatically generated diagnoses based on images taken with a commercial video-otoscope had an accuracy of 80.6 per cent, while an accuracy of 78.7 per cent was

ments, and even to life-threatening complications," said Claude Laurent, researcher at Umea University. "Using this method, health personnel can diagnose middle ear infections with the same accuracy as general practitioners and pediatricians," Laurent said. "Since the system is cloudbased, meaning that the images can be uploaded and automatically analyzed, it provides rapid access to accurate and low-cost

achieved for images captured onsite with a low cost custom-made video-otoscope. This high accuracy can be compared with the 64-80 per cent accuracy of general practitioners and pediatricians using traditional otoscopes for diagnosis. "This method has great potential to ensure accurate diagnoses of ear infections in countries where such opportunities are not available at present," said Laurent. -PTI

Universal flu vaccine comes closer to reality WASHINGTON: Scientists have developed a vaccine that protects against multiple strains of both seasonal and pandemic H1N1 influenza in mouse s, an advance that may lead to a universal flu vaccine. "One of the problems with current influenza vaccines is that we have to make predictions about which virus strains will be most prevalent every year and build our vaccines around those predictions," said Ted Ross, from University of Georgia in US. "What we have developed is a vaccine that protects against multiple different strains of H1N1 virus at once, so we might be able to one day replace the current standard of care with this more broadly cross-protective vaccine," Ross said. The H1N1 influenza virus caused a worldwide pandemic in

Smartphones can help diagnose ear infections

2009. When it was first detected, it was called swine flu because the virus was similar to those found in pigs, but the virus now circulates as a seasonal form of influenza. Using a technique called Computationally Optimized Broadly Reactive Antigen (COBRA), researchers created nine prototype synthetic compound vaccines constructed using genetic sequences from multiple influenza virus strains. The COBRA vaccines were designed to recognize H1N1 viruses isolated within the last 100 years, but many of the experimental vaccines produced immunity against influenza strains not included in the design. This means that scientists may be able to produce a vaccine that not only protects against recognized seasonal and pandemic in-

fluenza strains, but also strains that are yet to be discovered. Since this vaccine is generated from the genetic sequences of multiple flu viruses, it may protect against many strains over several years, Ross said. That would also allow for yearround manufacturing of the vaccine, since scientists would not have to halt production every year to identify the most prevalent strains. The research is part of a broader effort to create a universal influenza vaccine, which would protect against all strains of the virus. "We still have some work to do before we get a truly universal flu vaccine," Ross said. "But the COBRA vaccine we've developed for H1N1 virus subtypes is a major step in the right direction," he said.

Hopkins begins nation's first HIVpositive organ transplants Cont'd from Page 36

Using an HIV-positive organ adds an extra concern: Transplant recipients are exposed to a second strain of the virus from the donor, explained Dr. Christine Durand, a Hopkins infectious disease specialist. Doctors have to consider what anti-AIDS medications the donor took to avoid introducing HIV drug resistance. Hopkins' first HIV-to-HIV transplants were possible thanks to a deceased donor. The New England Organ Bank, which arranged for that donation, issued a statement from the unidentified

woman's family expressing gratitude that someone who fought HIV's stigma was able to donate and help others. But Segev said his team also is exploring how to safely attempt kidney transplants using living donors who have HIV. And advocates said it's time for more people to ask about becoming organ donors. ``If you have considered donation but think that no one would want your organs, let the doctors decide that,'' said Morris Murray, an HIV-positive Maryland man who waited years before receiving an HIV-negative liver transplant in 2013. -AP

Veg diet may up cancer, AIIMS Bhubaneswar to focus on tertiary healthcare heart disease risk NEW YORK: Long term vegetarian diet can lead to a genetic mutation that may increase the risk of cancer and heart disease in Indians, a new study by Cornell University researchers has claimed. Scientists found evidence that a vegetarian diet has led to a mutation that may make people more susceptible to inflammation, and by association, increased risk of heart disease and colon cancer. The discovery by researchers including K u m a r

Kothapalli from Cornell University in US provides the first evolutionary detective work that traces a higher frequency of a particular mutation to a primarily vegetarian population from Pune (about 70 per cent), when compared to a traditional meat-eating American population, made up of mostly Kansans (less than 20 per cent). By using reference data from the 1000 Genomes Project, researchers provided evolutionary evidence that the vegetarian diet, over many generations, may have driven the higher frequency of a mutation in the Indian population. The mutation, called rs66698963 and found in the FADS2 gene, is an insertion or deletion of a sequence of DNA that regulates the expression of two genes, FADS1

and FADS2. These genes are key to making long chain polyunsaturated fats, researchers said. Among these, arachidonic acid is a key target of the pharmaceutical industry because it is a central culprit for those at risk for heart disease, colon cancer, and many other inflammation-related conditions, they said. Treating individuals according to whether they carry 0, 1, or 2 copies of the insertion, and their influence on fatty acid metabolites, can be an important consideration for precision medicine and nutrition. The insertion mutation may be favored in populations subsisting primarily on vegetarian diets and possibly populations having limited access to diets rich in polyunsaturated fats, especially fatty fish, researchers said. "With little animal food in the diet, the long chain polyunsaturated fatty acids must be made metabolically from plant PUFA precursors," researchers said. "The physiological demand for arachidonic acid, as well as omega-3 EPA and DHA, in vegetarians is likely to have favored genetics that support efficient synthesis of these key metabolites," they said. Changes in the dietary omega-6 to omega-3 balance may contribute to the increase in chronic disease seen in some developing countries, researchers said. The findings were published in the journal Molecular Biology and Evolution. -PTI

Zika mosquitoes exist in a wide range in US ATLANTA: The mosquitoes that can transmit the Zika virus may live in a broader swath of the U.S. than previously thought - but that doesn't mean they'll cause disease here, federal health officials say. The Centers for Disease Control and Prevention posted new maps of the estimated range of Aedes aegypti mosquitoes, and a related cousin, on its website. Instead of just being in the southern part of the country, the new maps show the range for Aedes aegypti could extend into parts of the Midwest and Northeast. Previous maps were about a dozen years old, and CDC officials describe the new ones as a best understanding of where the mosquitoes have been seen recently or previously - even though it's not clear if very many actually live in every spot shaded on the map. It's possible the range increased, or just that scientists have done a better job looking for them.

CDC Director Tom Frieden said the implication is ``there are more places at risk than realize they're at risk, given where the mosquito is likely to be present.'' But there's a big caveat: Even if the mosquito lives in a certain spot, it has to bite an already infected person in order to spread Zika, or related viruses, to other people. Also unlike many Zika-plagued areas, the mainland U.S. has air conditioning and screens to keep the insects out of homes where they commonly live. That's why the website says: The ``maps are not meant to represent risk for spread of disease.'' Zika is spreading rapidly through Latin America. While most people experience mild or no symptoms, Zika is suspected of causing babies to be born with abnormally small heads and underlying brain damage, after a rash of such cases in Brazil. The CDC says more than 270 U.S. cases have been reported among travelers. -AP

Delhi to Nainital journey to get shorter NEW DELHI: National Highways Authority of India (NHAI) has awarded Rs 1,336 crore projects for augmenting various stretches on NH 87 connecting Uttar Pradesh to Uttarakhand, to Sadbhav Infrastructure. On completion, the journey from the national capital to Nainital and beyond would get shorter. "Rampur to Rudrapur to Kathgodam on NH-87 connecting Uttar Pradesh to Uttarakhand will be built on BOT (build, operate,

transfer) hybrid-annuity mode in two packages which have been cleared by NHAI Board in favor of Sadbhav Infrastructure Project Limited at bid price of Rs 1,336 crore," NHAI said in a statement. Although the length of the project is only 93 km, it is critical for connecting to Nainital, it said adding the project will have three bypasses at Rampur, Bilaspur and Haldwani towns. The project is scheduled to be completed in two-and-half years

time. The stretches are part of NH-87 starting from Rampur in Uttar Pradesh and terminating at Karnaprayag in Uttarakhand. "Four-laning of RampurRudrapur-Kathgodam section would strengthen road infrastructure and serve as an important link to tourist places like Nainital, Kausani, Ranikhet, Mukteswar, Almora etc. This would also give impetus to industrial development as prominent industrial estates at Pantnagar and Lalkuan fall on this route," the statement said. On completion, this would save the travel time for traffic plying from Delhi to Nainital and beyond in Uttarakhand apart from reducing cost of travel by lowering maintenance and wear and tear cost of vehicles, it added. The project would cover districts of Rampur, Udham Singh Nagar and Nainital and important towns such as Rampur, Bhotbazar, Bilaspur, Rudrapur, Pantnagar, Lalkuan, Haldwani and Kathgodam. -PTI

Rhode Island tourism video features Iceland PROVIDENCE, R.I.: Maybe the state should be called Rhode Iceland. Rhode Island officials yanked a new tourism video, designed to draw visitors to the state, off YouTube in embarrassment after eagle-eyed viewers complained it showed a scene shot in Iceland's capital, Reykjavik. The state's economic development agency, the Rhode Island Commerce Corporation, confirmed the goof and blamed an editing company. The state released the video at a meeting and posted it online for a new campaign. The video's intro features a skateboarder outside a glass building and has a narrator saying, ``Imagine a place that feels like home but holds enough uniqueness that you're never bored.'' People on social media said: Hey, that's not Rhode Island - that's the Harpa concert hall and conference center in Reykjavik. Designer Greg Nemes visited Iceland in October and said he recognized the photogenic building, which has a steel framework and an exterior skin of differently colored glass panels. ``It was pretty unmistakable to

me, so I did some digging around and posted on Facebook about it,'' he said. Social media users agreed with him, posting side-by-side photos of the building in the Rhode Island ad and Harpa. The Rhode Island Commerce

an editing company used the wrong footage. ``As the Commerce Corporation put this presentation video together, explicit instructions were given to the local firm that helped with editing to use only Rhode Island footage,'' spokeswoman Kayla Rosen said in an email. ``A mistake was made. Once the mistake was identified, the video was removed.'' She said the video, which cost $22,000 to make, is being updated at no cost to the Commerce Corporation or the state. It's not the first time people have been embarrassed because they used incorrect footage in their promotional videos. In February, a TV ad for Greg Nemes, of the design firm WorkShop, displays the new logo for a Republican presidential cancampaign to attract tourism and business didate Marco Rubio, a U.S. to Rhode Island, during an interview with senator from Florida, opened The Associated Press in The Design with a scene from Vancouver, Office, in Providence, R.I. Australia warns against travel to Turkish cities CANBERRA: The Australian government has warned its citizens against traveling to the Turkish cities of Ankara and Istanbul because of the terrorist threat. The heightened travel warnings followed the deaths of more than 80 people in four separate suicide bombings in the two cities this year, Foreign Minister Julie Bishop said. Australians are advised to "reconsider your need to travel" to the cities the second-highest danger warning on a four-tier scale. "Terrorist groups continue to threaten further attacks, including targeting tourists and westerners," Bishop said in a statement. Provinces of Batman, Bingol, Bitlis, Gaziantep, Hakkari, Hatay, Kilis, Mardin, Sanliurfa, Siirt, Sirnak, Tunceli and Van had previously carried the same travel warning. Turkey overall carries Australia's second-lowest travel warning, although Australians are advised not to go within 10 kilometers of the Syrian border. The warning comes as thousands of Australians prepare to

Atlanta airport plan to regulate Uber ATLANTA: Atlanta's city council is expected to consider a plan for Uber and other ride-booking services to operate at the airport under certain conditions. The airport's proposed new rules for Uber, Lyft and other ridebooking firms go before the city council's transportation committee. Officials at Hartsfield-Jackson Atlanta International Airport - the world's busiest airport - have said they want drivers to undergo criminal background checks based on

fingerprints, a method preferred by many law enforcement experts. Uber has objected to the fingerprint checks, saying its own background checks work well, and the fingerprint-based checks would be overly cumbersome for its drivers. The airport's plan also covers proposed fees the airport would receive from ride-booking firms, when drivers can pick up passengers and where they would be able to do so. -AP

Scandinavia launches new direct flight to Boston BOSTON: Scandinavian Airlines has launched a new route it says will offer the first direct flight from Scandinavia to Boston. The airline says in a statement it's set to operate about 500 flights between Boston and Copenhagen, Denmark, this year. The service will operate yearround with flights departing daily from Boston and Copenhagen.

This is the company's ninth direct route to the United States. The company already operates services between Scandinavia and New York, Washington, D.C., Chicago and San Francisco. It says it will introduce a route to Miami in September. The airline is partly owned by the governments of Sweden, Denmark and Norway. It's the largest airline in Scandinavia. -AP

In Brief Police arrest 5 immigrant rights activists PHOENIX: Police have arrested five immigrant rights activists for locking themselves to the front entrance of the executive tower at the Capitol to demand Arizona Gov. Doug Ducey veto what protesters call anti-immigrant legislation. Four demonstrators chained themselves to doors blocking the front entrance. Others carried signs saying ``veto hate'' and calling the governor's office the ``Trump Tower of Hate.'' Police cut the chains after about two hours arresting five demonstrators and charging them with trespassing. Organizing director for Puente Francisca Porchas says about 30 protesters took over the entrance to demand that Ducey veto a bill that would require immigrants who are in the country illegally and are in prison to serve more of their sentences before they are released.-AP

„ Smartphones could soon replace your passport LONDON: A UK-based company is working on a new technology that may spell the end for paper passports by allowing you to use your smartphone at immigration control. De La Rue, the world's largest producer of passports and British banknote printer, announced plans to embed passports directly into smartphones. Martin Sutherland, chief executive of the company said that it had started work on a project to provide secure phone-based information that would work at immigration control, The Times reported. Passports are one of the last hold-outs of non-digital documents. Airline tickets, for example, are already delivered direct to phones. The key would be for De La Rue to adapt its identity technology into a digital format and for governments to approve its use. Airports in Miami and Atlanta have already tested mobile-based clearance systems, under which travelers can use a phone to enter customs information. However, paperless passports were still in the early stage of development and were unlikely to arrive in the short term, Sutherland said. -PTI

43 Republican senators join immigration fight against Obama WASHINGTON: Forty-three Republican senators have joined the legal challenge to President Barack Obama's actions on immigration, arguing that the president overstepped his constitutional authority in unilaterally expanding programs for immigrants. The White House has countered that Obama had no choice after comprehensive legislation that passed the Senate in 2013 stalled in the GOP-led House. The senators, led by Majority Leader Mitch McConnell, R-Ky., filed a friend-of-the-court brief in the case of United States v. Texas. A lawsuit from 26 states, led by Texas, challenges Obama's actions, with the Supreme Court set to hear arguments later this month and possibly rule in June. "Because the executive's orders contravene the letter and the spirit of the immigration laws, and threaten the separation of powers enshrined in the Constitution," the senators said they submitted the brief. Obama acted in late 2014 to allow people who have been in the United States more than five years and who have children in the country legally to "come out of the shadows and get right with the law." He also announced the expansion of a program that affects

people who came here illegally as children. Last month, the House voted 234-186 to authorize Speaker Paul Ryan, R-Wis., to file a similar friend-of-the-court brief. Ryan's

Modi takes up visa issue with Cameron WASHINGTON: Prime Minister Narendra Modi has raised the issue of change in Tier-2 visa rules with British counterpart David Cameron, saying skilled IT professionals from India should not find it difficult to come to work in the UK. During a bilateral meeting on the sidelines of the Fourth Nuclear Security Summit here, Modi raised the issue of change in the UK visa law, which will impact professionals earning below 35,000 pounds annually. "Prime Minister also raised the issue of Tier II visas for IT companies. He said skilled professionals should not find it difficult to come to work in the UK," Minis-

try of External Affairs spokesman Vikas Swarup said. "And, in this context the recommendations made by the migra-

tion advisory committee could caste a negative light." According to the new rule, professionals living and working in Brit-

Earlier, a Tier-2 visa holder could apply for indefinite leave to remain in the UK with an annual income of around 21,000 pounds. The new rule comes into effect on April 6 and is likely to affect thousands of Indian skilled professionals. "Cameron promised to take a look at it. He said we do not want to disadvantage bonafide IT companies, but at the same time we would also want to ensure that the UK system is not misused," Swarup said. Cont'd on Page 46

4,000 Indian millionaires shifted overseas in 2015 NEW DELHI: India has seen the fourth-biggest outflow of high net worth individuals globally in 2015 with shifting of 4,000 millionaires overseas, says a report. According to a report by New World Wealth, some 4,000 uberrich Indians have changed their domicile in 2015, while France saw the maximum outflow of millionaires with as many as 10,000 super rich leaving the country. The report however noted that the migration of super rich from China and India is not a "concern". "The outflows from India and China are not particularly concerning as these countries are still producing far more new millionaires than they are losing," the report said and added that "once the standard of living in these countries improves, we expect several wealthy people to move back." In terms of countries ranked by millionaires outflow, France was followed by China in the second place with 9,000 millionaires leaving the country while for Italy, at third position, the figure stood at 6,000.

On France, the report said, the country is being heavily impacted by rising religious tensions between Christians and Muslims, especially in urban areas. "We expect that millionaire migration away from France will accelerate over the next decade as

nificant millionaire outflows include Greece (3,000), while Russian Federation, Spain and Brazil saw 2,000 such outflows each. In terms of millionaire inflows, Australia topped the chart as it saw as many as 8,000 uber rich people shifting base there, fol-

Indian professionals react to new UK visa rules LONDON: Indian professionals are making a last-ditch effort to appeal to the UK government over a new 35,000 pounds salary threshold requirement. Thousands of Indian and other nationals from outside the European Union (EU) living and working in Britain on a Tier 2 visa face having to leave or be deported if they earn less than 35,000 pounds a year once the terms of the visa expire. Earlier, a Tier-2 visa holder could apply for indefinite leave to remain in the UK with an annual income of around 21,000 pounds. The new rule came into effect on April 6 and is likely to affect thousands of Indian skilled professionals. "This is the country I did my Masters in. Fell in love with the place. Got my first job. Got married and started a family here. Have a job I love. What more could I ask? If I have to leave then it will be devastating. Have to leave friends, a company I love, a place I love," said Abhijit, an advertising operations manager. He is one of many Indians who

have joined the 'Stop 35K' campaign group against what they believe are discriminatory changes to the criteria for nonEU nationals applying for "Indefinite Leave to Remain" (ILR) in the

UK at the end of a five-year period of living and working in the UK. The campaign is aimed at a reconsideration of this rule and encouraging the UK Home Office to undertake research into industryspecific thresholds. Concerned by the move, Prime Minister Narendra Modi had raised the issue with British counterpart David Cameron during a meeting on the sidelines of the Nuclear Security Summit in the US, saying skilled IT profession-

als from India should not find it difficult to come to work in the UK. "Cameron promised to take a look at it. He said we do not want to disadvantage bonafide IT companies, but at the same time we would also want to ensure that the UK system is not misused," Ministry of External Affairs spokesman Vikas Swarup had said. Kesavan, employed as an audiologist in the UK, said, "I have been working and living in the UK for the past six years. I came here on a student visa to do my Masters degree after which I started working for NHS (National Health Service) for the past four and half years on a senior position. "I even own my flat here in London. Because of this 35k rule I might have to leave my job, flat and relocate to a different country. More importantly I have not used public funds in any form during my stay here so far." -PTI

Former official charged in immigration scandal SIOUX FALLS, S.D.: South Dakota has charged the former official who ran an investment-forvisa program with five felony counts including that he diverted into his company account more than $1.2 million that was supposed to stay in an account to compensate the state for losses. State Attorney General Marty Jackley said that Joop Bollen turned himself in on an arrest warrant and has been freed on bond. "Ultimately, as we continue the investigation and review and continue the criminal process, there may be additional charges forthcoming," Jackley said. The charges deal with SDRC Inc., a regional center that previously handled South Dakota's participation in the EB-5 immigration visa program, which recruits investment dollars from wealthy immigrants in exchange for easier entry into the United States. Bollen headed the EB-5 program for the state when he was in charge of the South Dakota International Business Institute at Northern State University. The program was privatized in 2009 and turned over to SDRC, a company Bollen had founded and for which he served as president, until the state took over management in 2013. Bollen is accused of inappropriately transferring money from an account in violation of an agreement with the state. Authorities allege that Bollen inappropriately transferred the more than $1.2 million on different occasions in 2012 out of the account meant to protect the state, though money in matching amounts was largely put back in to replenish the money taken. They said most of the transfers from the fund in question went directly into his company's main account. In one case, an amount of the

same size, nearly $97,000, was paid on the same day to a dealer for an Egyptian artifact. Other linked transactions flagged by investigators included the purchase of bonds, a loan to another person and $310,000 wired to a collector of Egyptian artifacts, according to a court affidavit. An investigator said in a court document that a transfer for more than $166,000 doesn't appear to have been paid back into the fund, which SDRC was required by the

South Dakota's EB-5 program came under scrutiny after the death of a former state official and allegations of financial misconduct. The program and surrounding scandal were an issue during South Dakota's 2014 U.S. Senate race, when now-U.S. Sen. Mike Rounds was criticized by opponents for his management of the program as governor. Efforts to reach Rounds for comment were not successful. South Dakota was one of the states that championed the immigration program for investors, which was led by Bollen and former Governor's Office of Economic Development secretary Richard Benda. Srivatsan and his wife, a doctor, were living in the US after their marriage. However, after six months she returned to India. Upon a complaint from the wife, All Women Police Station at Thirumangalam registered a case under Dowry Prohibition Act against Srivatsan and his parents. An interim bail was granted to the parents while Srivatsan had obtained anticipatory bail in the case. As Srivatsan failed to appear

before the court, a look-out notice was issued by the Deputy Commissioner of Police against which Srivatsan filed a petition in order to get it recalled, but that was also dismissed. The counsel for Srivatsan submitted that because of the lookout notice, Srivatsan is unable to get his passport issued by the Indian Consulate at Atlanta to proceed to India. The court, which passed the interim order on an appeal filed by Srivatsan, directed him to apply for a fresh passport at the Consulate, which was directed to consider the same and issue a fresh passport without taking note of the lookout notice. The bench further directed Srivatsan to file an affidavit of undertaking with the Consulate that he will appear before the High Court and Family Court and Chief Metropolitan Magistrate Court at Egmore in Chennai. It directed the Registry to communicate the order to the authorities concerned, including the Chief Immigration officer, and the External Affairs Ministry. The ministry should communicate the order to the Consulate General of India-Atlanta by email or any other mode for processing the application for issuance of fresh passport, it said while posting the matter for further hearing to April 18. -PTI

'NDA govt will seal Indo-Bangla border' DULIAJAN, Assam: Home Minister Rajnath Singh has said the NDA government will "completely seal" the Indo-Bangladesh border within a reasonable time frame to stop illegal immigration from Bangladesh even as he accused Congress of having failed to check intrusion. Addressing a series of election rallies in Assam, he also took a dig at Congress Vice President Rahul Gandhi for accusing BJP of fomenting riots in Assam and said it was during the Congress rule that maximum number of riots took place, be it the Nellie killings in Assam in 1983 or the anti-Sikh riots in Delhi in 1984. "The Congress-led governments ignored illegal immigration for years and they did not take any effective step against it. We need a state government in Assam which cooperates with us in curbing illegal immigration. Assam has only 263 kms of border with Bangladesh. It will be

sealed with the active cooperation of the state government. "Intruders have been continuously entering India since the day Bangladesh was created. Bangladeshi intruders are coming to India through the IndoBangladesh border. What is the reason, why didn't you (Congress) stop them? Why didn't you completely seal the Indo-Bangladesh

Rajnath Singh

border?" he asked at an election rally in Duliajan. "We just need some time and we will seal Indo-Bangladesh border completely so that no Bangladeshi intruder can come in," he said.

Besides Duliajan, Singh addressed rallies in Mahmora, Thowra and Moran in Assam. "We would also curb the inflow of fake Indian currency notes (FICN) into the country through international borders. FICN is not only a threat to internal security but it also weakens India's economy," he said. Singh said the NDA government wants peace and security in Assam and other north-eastern states. "The security scenario has greatly improved in the Northeast after the Modi government assumed office with the level of violence reducing to its lowest in the past 18 years," he said. Making an appeal to extremist groups and insurgents, Singh said that they should abjure violence as the government was ready for talks. "The government will not tolerate killing of innocent and poor people. We will take strong action against extremists who indulge in violence," he said. -PTI

PHOENIX: Arizona Gov. Doug Ducey has signed a bill that would require some immigrants who are in the country illegally and convicted of crimes to serve longer sentences. The Republican proposal is the first to hit the governor's desk in a series of immigration proposals introduced this session. The measure is a muted version of a similar bill backed by anti-illegal immigration Republicans that garnered national attention but has since lost traction.

Arizona Gov. Doug Ducey

Lawmakers have largely avoided legislating immigration since the 2010 law, SB 1070, sparked national controversy, led to a lengthy court fight and rattled the business community. Ducey said the bill is about holding everyone to the same standard of justice. ``While some have tried to play politics with this law enforcement issue, the reality is this is a sensible public safety measure that ensures we have one justice system that applies to all,'' he said in a signing statement on the measure.

Rep. Darin Mitchell, R-Litchfield Park, sponsored House Bill 2451 that requires immigrants who are in the country illegally and are in prison to serve 85 percent of their sentences before they are released to the federal Immigration and Customs Enforcement agency. Most low- and mid-level felons are affected, while people convicted of murder and other serious felonies were never eligible for early release. U.S. Department of Homeland Security policy directs federal immigration officials to prioritize the deportation of immigrants who are in the country illegally and have committed a felony in most cases. Mitchell's proposal would repeal current law that allows federal immigration officials to pick up prisoners who entered in the country illegally after serving half of their sentence. Rep. John Kavanagh, R-Fountain Hills, says current law unfairly allows immigrants who are in the country illegally to serve less time than other prisoners. ``The current law is an absurd law and this creates a terrible injustice in our system,'' Kavanagh said during a committee hearing on the bill. Democratic Sen. Martin Quezada, D-Phoenix, said the measure could cost the state more money to incarcerate the affected prisoners for longer periods of time. ``This is another example of a bill where our zeal to be harsh on immigrants and criminals doesn't necessarily translate into good public policy,'' he said during a Senate vote. -AP

Modi takes up visa issue with Cameron Cont'd from Page 44

Indian professionals form the largest category of individuals issued such visas by the UK over the years. According to UK's office of national statistics, of the 55,589 Tier-2 sponsored visa applications cleared in 2014-2015, nearly 78 per cent were for Indians (31,058). The exact figure of those affected by the salary threshold requirements remains uncertain but it is estimated to be between 30,000 and 40,000 workers. During the Modi-Cameron meeting, other issues relating to

defense co-operation and 'Make in India' initiative were also discussed. The two leaders recalled Modi's visit to London last year, during which India and the UK signed deals worth nine billion pounds and inked a civil nuclear pact, Swarup said. Modi said ties between the two countries had become "richer and deeper". Both leaders reviewed the decisions taken during Modi's visit in particular the launch rupee bonds at the London Stock Exchange. Cameron expressed happiness that it was proceeding very well. -PTI

e seek various things in life. But the first, basic thing that we strive for is security in all its facets - emotional, financial and social. Once that is gained we look for more comforts, more prosperity and more pleasures. Once these are obtained, man starts thinking about life and death; about what will happen to him after death. While he is preoccupied with the world, the thought of death or what happens thereafter may not arise because his mind is constantly on karishyami - I will do this or I have to do that. Thus karishyaami karishyaami karishyaami iti cintayaat, marishyaami marishyaami marishyaami iti vismrtam. Man forgets that he too has to die. We always think that death is the fate of others; the thought, 'I too will die one day', is not taken seriously at all. Through the scriptures or tradition, we come to know that there is a different 'world' popularly called heaven - svarga - which can be attained through meritorious deeds. Consequently, we start acquiring merits in different ways, to reserve a seat in heaven. But the shastras tell us that our stay there is not forever. Furthermore, if we reflect on all our life's experiences, we observe that they all have limitations. We

Matter is unconscious. Evolution is purposeless. This view is now undergoing a credibility crunch. The biggest problem of all for materialism is the existence of consciousness. Panpsychism provides a way forward. So does the recognition that minds are not confined to brains. The biggest scientific delusion of all is that science already knows the answers. The details still need working out, but the fundamental questions are settled, in principle. Contemporary science is based on the claim that all reality is material or physical. Therefore, instead of asking about the signs of a genuine teacher, ask for the qualifications of a true disciple, shishya. One should try to become such a disciple; then one will get the right teacher. Many a times we do not want to be fit students, but insist on a good teacher. A student once asked, 'What

The philosopher of science Karl Popper called this stance "promissory materialism" because it depends on issuing promissory notes for discoveries not yet made. Close look at Banjara skills in textiles, embroidery GEETHA PATIL

T

he Textiles of Banjara is a fascinating work. The Banjara is a semi-nomadic tribe found throughout the Indian subcontinent. They are distinguished for using vibrant colorful textiles with intricate embroideries embellished with mirrors, shells, and coins that very well fit into modern aesthetic world. The writers of this book, Charllotte Kwon and Tim McLaughlin argue that this traditional clothing and embroidery of the Banjaras have long history and may have links with the European Roma. Given the available literature on the theme, the study is undoubtedly an advancement of knowledge for two reasons: firstly, it is a reiteration of those arguments of developing the dying folk art, textiles, embroidery and jewelry etc; secondly, it is a significant contribution in the sense

it is going to bring out the impact of government policy on the growth and development of folk traditional textile industries through the help of NGOs. The main purpose of the authors was to expand our knowledge of Banjara history, culture, textiles and embroidery through their years of fieldwork information. They accomplished their effort by adding historical facts and showing and explaining their distinctive pattern construction, based on squares and border ele-

ments. They added numerous gorgeous photographic portraits to highlight Banjaras' skills of textiles and embroidery through their bold and immediate designs.

This book puts forth the historic factual account of their origin and role in the medieval economy as a supply train during Mughal and British rule in India. This book also identifies regional variations in their culture and embroidery styles. And also discusses and illustrates in detail the individual stiches used by the Banjaras. This book is very useful to most of us who are decorating our homes with boldly colored and mirrored pieces, applique and embroidered fabric to put back these items into real context and their original uses that are defined, illustrated and named the authors. The authors of this book are very knowledgeable and experienced writers. Charllotte Kwon is a director of the Maiwa Textile Symposium, owner of Maiwa Handprints Ltd, and director of Maiwa Foundation. In 2002, she curated an exhibition of tribal embroideries from Kutch desert of India. Tim McLaughlin is a professional photographer and writer. BOOK REVIEW Textiles of the Banjara: Cloth and Culture of a Wandering Tribe. Charllotte Kwon and Tim McLaughlin, London: Thames & Hudson Ltd, 2016. 192 pp. ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○

In the first short chapter: Strong Thread, the authors say, "This is one tribal group that stands apart for its traditional costume and presence of a distinct, self-contained identity" (12). In the Second chapter: History of Empire of the Caravan, the authors provide a historical description of established caravan trade of Banjaras. The authors write, "The Banjara trade route included bringing salt from both east and west coasts into central India in exchange for grains. They supplied cotton to the weaving centers on the east coast between Chennai and Visakhapatnam" (24). This chapter also narrates the historical facts that showed how

their talents and bravery were used by Mughals and the British to establish their rule in India with some descriptions about their costumes and culture here and there. The authors also mentioned about connection between the European Roma and the Banjaras as, "It is a piece in the long standing puzzle of the origin of the European Roma - a linguistic lead connecting the Roma and their ancestors to the Banjara" (59). Even though it is an excellent chapter with exquisite photographs of Banjara art pieces, it detracts readers from the main topic of textiles of Banjaras. There is no description about when and how they developed their textile, embroidery and jewelry skills. Why they are fascinated by the vibrant colors. The third chapter: Embroidery elucidates, "How Banjara work survived the influence of outside cultures and their self-reliance led them reject most stylistic change" (94). The authors explained in detail various stiches, patterns, mirror work, cowries and coins, lead beads and applique used by Banjaras in their beautiful embroideries. Banjara Style clothing and ornaments are described elaborately in chapter five, where authors mark, "Traditional Banjara clothing is constructed in pieces. Each part is embellished before being combined to form the finished garment." They also mentioned about the step-by-step construction of their various costumes, jewelry, tattoos and bags with stunning photo-

graphs. In the last chapter: Revival, the authors focused on how some NGO income-generating projects are helping Banjara communities to bring their inherited rich folk tradition of embroidery to the market. The authors also suggest, "The NGO need to create saleable work to make the project viable and ultimately the artisans self-sufficient". This book's cover design is attractive. Beautiful writing with an array of photographs of art pieces gives this book a kinetic air rather than a static presence. The text, however, requires sustained interest in Kwon and McLaughlin's elaborate history. Yet it well serves their purpose and the needs of scholars and readers. It is an excellent resource for those interested in the textiles of Banjaras even though it did not provide the textiles and embroidery origin, colors and materials used and quality of work compared to other folk

textiles etc. In the simpler motifs of Banjara textiles, the color combinations seem to have received special attention by the creators. Their textiles were created not only as visual art but also as mathematical art.

I didn't know what to do because it was my first time. Whatever the director told me I started doing that because he knows everything about it. He taught me everything. Jon (Favreau) is a very nice guy and it was really fun working in the film. I liked it." When asked if he was nervous while doing the film, Neel said, "I wasn't nervous at all, not really. Fullscreen media to start youth channel NEW YORK: The Fullscreen media company is expanding its role beyond cultivating young video stars by launching a subscription video-on-demand service whose programming will draw on homegrown talent as well as content from a range of outside producers. The ad-free channel, christened full-screen (in lowercase), will be targeted at the 13- to 30-

ing YouTube channels with such digital stars as Grace Helbig, The Fine Bros. and Devin SuperTramp, whose subscribers number in the millions. Programming for the fullscreen channel will range from short-form series to full-length films, with the original scripted lineup including ``Electra Woman & Dyna Girl,'' a Sid and Marty Krofft reboot starring Helbig and

year-old audience that also serves as its primary talent pool, and will debut globally on April 26, the company announced. It describes fullscreen as ``the world's first video membership experience programmed for the social-first generation.'' Monthly cost will be $4.99, with a 30-day free trial. Fullscreen talent heretofore has won wide exposure and loyal support on social media includ-

Hannah Hart; ``Filthy Preppy Teen$,'' from Paul Scheer (''Fresh Off the Boat'') and Jonathan Stern (''Children's Hospital''), a satire of contemporary teenage dramas; ``Jack & Dean of All Trades,'' a workplace comedy starring and created by Jack Howard and Dean Dobbs; and ``Making Moves,'' a dance-oriented drama. Unscripted series include ``My Selfie Life,'' created and executive produced by John Farrar and Pete

Cooksley (''Find My First Love''), and personality-driven programming including ``Shane & Friends,'' ``Zall Good with Alexis G. Zall'' and ``Kingdom Geek.'' Vintage fare will include the series ``Dawson's Creek,'' ``Saved by the Bell,'' ``Suburgatory'' and ``Happy Endings'' as well as such films as ``Can't Hardly Wait,'' ``Man Up'' and ``Camp Takota.'' ``Finding the right mix - only time will tell exactly how to do that,'' Fullscreen founder and CEO George Strompolos told The Associated Press. But he said the core of fullscreen will be ``a new generation of stars that our audience built themselves through social media by liking them, following them and subscribing to them on a range of devices.'' The Los Angeles-based Fullscreen says it has under contract some 75,000 creators at every level of prominence. AT&T has signed on as a partner for the new service. It will collaborate with fullscreen to market and promote the service to AT&T's video, mobile and broadband customers and will co-produce content for airing both on the fullscreen SVOD channel and on a fullscreen block on AT&T's The Audience Network. Founded in 2011, Fullscreen is majority owned by Otter Media, a partnership between AT&T and The Chernin Group. Strompolos said the fullscreen channel should co-exist comfortably with the talent and content

already widely available through social media outlets. ``Our creator business is very much built on helping creators be successful on YouTube and other social media platforms. We don't want to stop that,'' he said. ``When it comes to original content (for the fullscreen channel),

we want it to be something new. This is absolutely not a stop-doing-what-you're-doing-onYouTube-and-come-do-it-overhere strategy.'' Strompolos disclosed no target level for subscriptions, but characterized the new venture as a potentially significant revenue source as well as a valuable retail-level brand extension of the company. ``We will have one company that develops talent, devel-

tion services that bypass cable hookups and are available on most any screen device. For example, in January, Seeso, owned by NBCUniversal, signed on with a strictly comedy lineup. Strompolos called the proliferation of rival OTT channels ``more validating to us than threatening'' as fullscreen joins the pack. He pointed to its unique appeal. ``We are a lifestyle and demographic-focused service,'' he said. -AP

India's kadhi for a comforting chicken dish MEERA SODHA

T

ype ``chicken recipe'' into Google and watch as mil lions of suggestions line up, page after page, at your beck and call. There is no shortage of ways to cook our favorite bird. But often what I really want when I crave chicken is something that will comfort and soothe: a meal that is the equivalent of a good blanket, cup of tea, or a bath of the perfect temperature. For me, this buttermilk chicken kadhi is that dish. Kadhi is one of India's most popular dishes, the taste of home for so many Indians. At its most basic, it is buttermilk or yoghurt spiced with fenugreek and turmeric, laced with green chilies, garlic and ginger, then bound together with chickpea flour. The flour thickens the buttermilk, turning it into a silky, deeply savory and addictive sauce. It is a frugal dish, which is much cherished. And even though it never graced the boilerplate Indian restaurant menus around the world, it is cooked weekly, if not daily, in our homes.

Poaching chicken in the kadhi is not traditional (Google searches return nothing) but, since putting the two together, I have never looked back. Pan-frying the

nificently. The result is impossibly soft chicken, which falls off the bone easily, ready to dunk into a creamy, but tart and gently spiced sauce.

BUTTERMILK CHICKEN KADHI Although the chickpea flour acts as a good stabilizer, don't be alarmed if the buttermilk curdles while cooking. It makes no difference to the flavor and the little curds add a lovely texture to the sauce. Serve with rice and a side salad. Start to finish: 40 minutes Servings: 6 2 tablespoons canola oil 4 pounds chicken thighs and drumsticks 1 teaspoon black mustard seeds 2 pinches fenugreek seeds 1 teaspoon cumin seeds 20 fresh curry leaves 1 1/2-inch chunk fresh ginger, grated 6 cloves garlic, crushed 2 green finger chilies, finely chopped 1 1/2 tablespoons chickpea flour 1/2 teaspoon turmeric 1 teaspoon kosher salt 1 quart buttermilk In a large skillet pan over medium-high, heat the oil. When hot,

add the chicken and brown until evenly golden on all sides, about 10 minutes. Remove the chicken from the pan and set aside. Spoon off all but 2 tablespoons of the fat in the skillet. Return the skillet to medium heat, then add the mustard, fenugreek, cumin and curry leaves. Allow to sizzle for 1 minute, then add the ginger, garlic and chilies and cook for a few minutes, or until soft and golden. Reduce the heat to low and add the chickpea flour, turmeric and salt. Multi-talents of Padma Lakshmi Cont'd from Page 49

The spotlight of the evening was the interview by Nithya Ruff, the president of WIN at SanDisk, who asked some open ended, probing questions about Padma's life and work. Clearly, on top of everyone's mind was what does this supermodel eat on her show, and stays slim, despite gorging on rich foods. Padma shared that four weeks of gourmet indulgence requires ten to twelve weeks of food detox with severe restrictions to get her back to size. She also sized herself up more as a journalist who

also wrote about food, and claimed to having a "food imposter syndrome" on the show! Of course, she also boxes 3-4 times a week, and lifts weights to maintain muscle mass. Nithya then inquired about how Padma manages her own brand and career, and what image she chooses to project. Padma was frank in saying she does not regard herself as a brand, and did not have a grand plan to brand herself. She claims to have stumbled upon the Frozen Rice idea quite by accident, as she made rice pilaf for herself and her daugh-

ter. She summed herself up as "someone who does things to help people' lives better", be it to make them feel beautiful, curl up with a book, feed their family, or be entertained. Clearly, serendipity often played a role in shaping her successful life. When asked about the idea of beauty changing in the world, of being a brown girl in a white world, she revealed that she had to start at the bottom rung of the ruthless modeling business. She also stuck to her ideals and refused a lucrative gig which required nudity. She credits Helmut Newton, the photographer for discovering her, and wanting to photograph her because of the scar on her arm, not in spite of it and thus changed her perception of herself. Nithya and Padma concluded the session with a discussion of how it takes almost a decade to diagnose endometriosis, and the current treatment options available. Padma's organization, Endofund educates girls and boys at schools in their science classes, to increase awareness. She also answered quite frankly that a sense of humor kept her going through the unbearable discomfort of her diagnosis. The audience was intrigued at

the many hats she wears, to which she responded that the trigger points for her reinventions and transitions was ......necessity! Flowing like the water, finding her way, pushing against an open door, heeding the advice of her mentors, and paying close attention to the people she admired. Padma's candid and open re-

marks, where she joked with the audience, laughed at herself, spanned the arc of her own life including the trials and triumphs endeared her to the audience in a very real way. We look forward to the next book in the works, an encyclopedia of spices and herbs...showcasing her true love of food and heritage.

For Pak, nuclear security linked to national security

T

he fourth nuclear security summit - the biennial conclave of heads of governments from around the world - concluded recently in Washington, DC. The final summit focused on securing nuclear materials, preventing nuclear terrorism, strengthening national and international nuclear security regimes, and charting a future course of action to ensure that nuclear security is accorded highest priority by states around the world. The idea of the Nuclear Security Summit (NSS) was advanced by US President Barack Obama during his 2009 Prague speech, when he termed the danger of nuclear terrorism as one of the "most immediate and extreme threats to global security." This assessment emerged from the sharp increase in the quantity of fissile materials in the world, and potential risk of non-state actors acquiring small quantities of radioactive and weapons-usable fissile material. The three previous NSS have focused on reaffirming nuclear

Summit, which reflects the level of attention being paid to issues related to nuclear security and challenge of nuclear terrorism. In recent years, Pakistan has been confronted with a deteriorating internal security environment due to spill over of the war in Afghanistan. Challenges to secure nuclear facilities, materials and arsenal have grown manifold. In parallel, Pakistan has also invested in a rigorous nuclear security regime to ensure maximum security of its nuclear installations and materials. Guarding its nuclear facilities, weapons and materials is the supreme national interest of Pakistan. The security of these weapons and associated infrastructure has, therefore, been the top priority of the government. Pakistan has invested in raising specialized divisions backed by a dedicated force equipped with high-end technologies to ensure physical protection, material control and accounting, transport security, and personnel reliability. The NSS process provided Pakistan an opportunity to engage with the international community at the highest political level. However, Pakistan maintains that institutionalizing the NSS process is not advisable, as it considers nuclear security to be a national responsibility. As the 2016 NSS Summit marked the end of the NSS process, its Communique reaffirmed the "the essential responsibility and the central role of the International Atomic Energy Agency (IAEA) in strengthening the global nuclear security architecture‌" IAEA will be the lead international organization in implementing the Action Plans of the NSS process. Moreover, ministerial-level meetings will ensure continued "political momentum" on nuclear security. States have also agreed to maintain an international network of experts who were part of the NSS process. It would have been prudent to institutionalize such a network with a permanent secretariat within the IAEA with the inclusion of the broader community of states. Such a secretariat would have institutionalized the NSS process at the diplomatic level for future engagements. Caste & individual

E

lection results in India tell us that more than issues it is the person who matters in the country. Narendra Modi as a personality single handedly won the last parliamentary election for his party, the BJP. In Bihar, the BJP did not have a chief ministerial personality. Nitish Kumar was there as the known name. So he won. Films are ruled by the personality of superstars like Amitabh Bachchan and the Khans. There are women role models also like Priyanka Chopra. The personality cult is even more pronounced in the south of India where Jayalalitha is literally treated as a goddess. Cricket also has icons. Tendulakar is "god." Virat Kohli is the new heartthrob. It is not the team which is idolized. Badminton and tennis have icons in Saina Nehwal and Sania Mirza. Against this overwhelming evidence how do we say that it is caste and community which matters in India? Although there have been great personalities in India earlier also, its history is confined to "dynasties, epochs, religions and castes," says Sunil Khilnani in his new book 'Incarnations: India in 50 Lives.' Sunil Khilnani is a Professor of Politics and Director of the King's College London India Institute. He is a scholar of Indian history and politics best known as the author of 'The Idea of India'. In his new book he calls India's history a "curiously unpeopled place." He seeks to correct this with his biography of 50 Indians ranging from Aryabhatta to Vivekananda. Reviewing the book in Indian Express, Sunil Lal, Professor of history in UCLA, opines that, "the colonial scholar-administrators, who governed India through the first half of the 19th century, and their largely pedestrian successors, were firmly of the opinion that the individual as such did not exist in India. By the second half of the 19th century, colonial anthropology peopled India with "types"; in a short time, India was then rendered a land of collectivities, where religion, and then caste, reigned supreme and the individual as an atom of being remained unknown. That, in good measure, would become the origin of 'communalism'." This is an interesting point although it can be clubbed with our tendency to blame everything on the British colonialists. There is something to be said about the absence of serious biographies in India. There are either hagiographies or downright fault-finding. In today's India it can be imagined that any biography of a major personality will invite extreme reactions, considering the intolerance in both the Left and Right of politics. The famous caste castigation of India and Indians may not be entirely due to the ancient classification left by our ancestors. In a progressive India it is being discovered that caste ceases to matter once an individual or a family moves up the financial ladder due to the person's ability and merit. So if more people are given better education and more jobs are created due to the business friendly policies of the new government, people will not cling to caste. A majority cling to their caste as that seems to be their only way to advance in life, since the government distributes largesse on this basis. Reservations is a case in point. Higher castes like the Jats in Haryana and the Patels in Gujarat are demanding reservations because in the new emerging economy they are slipping down the ladder. If the government concedes more reservations, it will seriously harm its project of encouraging youth to experiment, innovate and create jobs instead of asking for jobs. Still, the progressive policies of Narendra Modi are being opposed tooth and nail by vested interests like the political parties and their kin who have lost the right to rule. The new budget has done a great deal for the farmers but even then the Prime Minister has urged farmers not to depend solely on crops but take to ancillary work like dairying, poultry etc.
