ven as celebrations of India's Independence continue in one form or other - be it a parade, a mela, a concert, etc. - throughout North America, my heart swells with pride at the many strides that India has made in recent years. Global corporations are jumping on to the invest-in-India bandwagon with renewed vigor, underscoring the country's increasingly buoyant economic market. Just check the Indian Embassy's regular bulletins and you will know what I am talking about. Some of the headlines of the "high impact" news as the Embassy calls them, go like this: "Foxconn, the world's largest contract electronics manufacturer, invests $5 billion to Make in India"; "GM to invest $1 billion in India"; "Top 10 foreign portfolio investors hold $28 billion in Indian equities"; and "Ten-fold jump in foreign investment in petroleum/gas sector". Another dimension to this scenario throws light on how Indian investments in the US are growing by leaps, as can be seen in a recent CII report that finds 100 India-based companies have invested over $15 billion in their US operations and created 91,000 jobs. And then there are other headlines like 'India's PSLV launches five UK satellites in 30th successful mission'; and 'Indian telecom giant Bharti Airtel is the world's 3rd largest mobile operator'. It's not all economics and no sport for the new India. Just check these headlines: "In best year at Wimbledon, India wins 3 titles"; and "India wins record 156 medals at World Police and Fire Games" (Imagine that!). But the biggest headline that really has the world abuzz comes out of our own backyard: "India-born Sundar Pichai is new Google CEO." Well, you can't beat that considering the scope and potential of this technology giant in transforming the way we live our daily life, and well, one of our own will be pretty much controlling it. So here's to Team India, as Prime Minister Narendra Modi refers to the 1.25 billion Indians - and might I add the 2.5 million Indian Americans and not to forget the 25 million Indians across the world. The world is watching us. Let's just take a bow. Cheers.

UAE to raise India investment to $75 bn ABU DHABI/DUBAI: To boost economic ties, the UAE has agreed to increase investments in India to USD 75 billion (about Rs 5 lakh crore) including through a dedicated infrastructure fund, while the two nations will raise their bilateral trade to nearly USD 100 billion in five years. The two countries also agreed for strategic partnership in the energy sector, including through United Arab Emirate's (UAE) participation in petroleum sectors in India and tie-ups in the third countries. While deciding to elevate India-UAE relationship to a comprehensive strategic partnership, Prime Minister Narendra Modi and Crown Prince Mohamed Bin Zayed AI Nahyan also agreed to facilitate participation of Indian companies in infrastructure development in the UAE. As per a joint statement issued after meeting between the two leaders, they resolved to "further promote trade between the two countries, and use their respective locations and infrastructure for expanding trade in the region and beyond." The economic cooperation would be enhanced "with the target of increasing trade by 60 per cent in the next five years." India-UAE trade, valued at USD 180 million per annum in the 1970s, is today around USD 60 billion, making the UAE, India's third-largest trading partner for the year 2014-15 after China and

Modi announces welfare fund for expats DUBAI: Indian expats in trouble can now get financial help, including for fighting legal cases, under a new scheme announced by Prime Minister Narendra Modi as part of various measures for the welfare of Diaspora. "A welfare fund for Diaspora is to be set up for their benefit, to help them legally so that they can deal with problems," Modi said while addressing a gathering of over 50,000 Indian expats in the Dubai Cricket Stadium here. Modi noted that Indian mission in UAE has set up an e-migrant portal to help Indian migrant workers and an online platform 'MADAD' to assist the Diaspora. However, he said that it has come to his notice that there were some technical problems regarding the e-migrant portal. The Prime Minister said he has

Time for decisive battle against terror: PM DUBAI: Pitching for a "decisive battle" against terrorism, Prime Minister Narendra Modi asked countries to choose if they are with sponsors of the menace or against them as he underlined that dialogue is the only way to resolve all issues with neighbors. Modi, without naming Pakistan, said that India wants good relations with all neighboring countries. "I keep telling all neighboring countries that like all people who have chosen the path of violence will have to come to the dialogue table at some point of time, similarly dialogue is the only way to resolve issues." The Prime Minister, who wrapped up his two-day visit to UAE, told a gathering of around 50,000 Indians at the Dubai International Cricket stadium that the message of collective fight against terrorism which has emanated from here will be "understood" by those sponsoring terrorism, in an apparent reference to Pakistan. "Samajnewale samajh jayenge. Akalmand ko ishara kaafi hai (Those who need to understand will get the message. Signal is enough for them. Those involved in terrorism must be punished and this message has come out clearly from here," he said while referring to the India-UAE joint statement which talked about collective fight against terrorism. Speaking just ahead of the NSA-level talks with Pakistan on August 23, Modi said India has

been a victim of terrorism for last 40 years, with innocent people being killed but the world has realized its impact only now. "Terrorism does not have any boundary... Everyone will have to decide whether they are with terrorism or against it," the Prime Minister said in his 70-minute address. Sanskrit summer camp attracts 60 intellectuals in China BEIJING: A group of 60 Chinese intellectuals have enrolled at a Buddhist Institute for a free summer camp to study Sanskrit to understand the religious and yoga texts better as the ancient Indian language is becoming popular among the new generation of Chinese in the Communist nation. The trainees were selected from more than 300 candidates and cover a broad sphere of professions, including yoga instructors, mechanical designers, performers, hotel management and environmental protection personnel. Their study at the Hangzhou Buddhism Institute in eastern China over the next six days will focus on reading and writing Sanskrit. "The language has very complicated grammar. For the present tense alone, the inflection of one verb can have 72 alterations," Li Wei, an instructor who holds a doctorate in Indology from the University of Mainz, Germany, said. Sanskrit has gained prominence in China since Buddhist texts were brought by famous monks like famous Chinese monk Xuan Zang after 17 year long journey to India in sixth century.

Tech News Air India to operate 230 special Haj flights NEW DELHI: National carrier Air India plans to operate 230 special Haj flights to Jeddah from seven cities - Delhi, Srinagar, Mumbai, Kochi, Hyderabad, Panaji and Nagpur this year. These flights will be operated in two phases and would fly a total of 38,000 Hajjis directly to Jeddah, Air India said in a release. In the first phase of outbound flights from India to Jeddah, a total of 115 special flights from these seven cities will be operated and will continue till September 17. Air India will operate special flights for Haj pilgrims from seven Indian cities - Delhi, Srinagar, Mumbai, Kochi, Hyderabad, Panaji and Nagpur. A total of 230 direct flights in two phases will fly 38,000 Hajjis directly to Jeddah. In the return phase, another 115 flights would be operated to ferry back the Haj pilgrims and such flights will continue in operations till October 28, the airline said. Air India has deployed 340seater B777-300ER planes to fly the pilgrims to/from Jeddah, it said adding it has offered exclusive pre-boarding facilities besides providing special meals to all the pilgrims. -PTI

In the largest global aircraft order, the Gurgaon-based carrier IndiGo had last October signed a MoU to acquire 250 of the latest Airbus A-320 Neo aircraft worth over USD 25.5 billion or Rs 1.55 lakh crore, as per the list price per aircraft. The carrier had earlier too placed orders of 100 A-320s in 2005 and another 180 A-320 neos in 2011 worth about USD 11 billion, which was the largest-ever at that time. "This new order further reaffirms IndiGo's commitment to the long-term development of affordable air transportation in India and overseas. India rechristens Service Tax directorate NEW DELHI: Even as the Modi government is yet to cross the Parliamentary hurdle before it can roll out a uniform tax regime, it has rechristened Mumbai-based Directorate General of Service Tax as Directorate General of Goods and Service Tax (DGGST), and shifted it to Delhi. The move follows a decision by Central Board of Excise and Customs (CBEC), the apex policy making body for Indirect Taxes. "It has been decided that DGST will henceforth be renamed as DGGST with effect from August 1, 2015," an order issued by the Finance Ministry said. It has also been decided that the headquarters of DGGST will be shifted to Delhi from Mumbai along with the post of Principal Director General, it said. "All records of DGST, Mumbai, will continue to be maintained in the existing office till instructions

Defense sources said India's insistence on the offset clause, tweaking of weaponry technology and plans to set up two bases for Rafale fighter jets would lead to cost escalation. Offset policy was first introduced as part of the Defense Procurement Procedure (DPP), 2005, under which a foreign company has to invest back a portion of the deal into India. Festival of India and Parade in Fremont organized by Federation of Indo Americans of Northern California (FIA) is the most awaited event of California and it symbolizes the unity, integrity, culture and best of the things that are hallmark of Indian community in Bay area.

It started as a local event some 22 years back and has now grown manifold. It showcases the perfect blend of fun, entertainment and national integration. Today it has become a national event attracting participants from as far away as East Coast, says Dr Romesh Japra, Convener of FIA. The celebrations kicked off with a flag hoisting ceremony on August 12 at the San Jose City Hall. The event was hosted by Councilmember Ash Kalra. The event was attended by Consul General Venkatesan Ashok, Mayor Sam Liccardo, Dr Romesh Japra, Rajesh Verma to name a few. Dr Japra, Chairman and Convener of the FIA, spoke about

what the flag raising ceremony meant to him, "Every year it keeps getting better and bigger - I think we realize how fortunate we are to have this freedom, unlike many others. This flag hoisting makes us proud and makes us realize who we are and what we are." The festival opened on August 15 at 10 am in Paseo Padre Parkway with the "Free Health Fair". The Health Fair had about 30 Indian American physicians and other medical professionals providing free medical services and follow up. The fair was organized by FIA team members with physicians and other medical professionals from AAPIO, Uppal Dental Care, Gateway Eye Care. The Health Fair was attended by over 2000 and lasted for about four hours. Gala parade, the most awaited event started at 12:00 pm and lasted for over two hours on August 16. Grand Marshal Bollywood star Divya Khosla Kumar from T-Series led the parade with FIA Chairman Dr Romesh Japra. The Parade route was on the main street of Paseo Padra Parkway. The parade was coordinated by Deepak Chhabra and there were about 20 floats showcasing the rich culture and heritage of India. Many local ethnic groups such as Bay Area Telugu Association, Bay Area Tamil Manram, RANA, Kannada group, Telangana, Assam, Maharashtra, West Bengal participated in the parade with colorful floats and entertainment programs highlighting the state's culture and heritage. Cultural

events showcasing the talent of Bay area kids and adults went on for all two days. The cultural events were spread for two days under different categories of groups and solo in both Indian and Western dance forms. Several Bollywood and Hollywood celebrities such as Pooja Batra, Deepti Naval, Sarah Shukla, Gulshan Grover, Ipsita Pati, Micheal Pare, Sunil Thapa, Ketki Adikari, Nandita Kesi, Gurneet Monga, Taran Adarsh, Locket Chaterjee and Radhika adorned the parade. The Festival of India, besides having the entertainment factor, is the best platform to market your business. The festival offers an opportunity for businesses to provide

support, patronage and encourage events that increase and strengthen the cultural diversity and community involvement. There were around 110 trade booths and 15 food booths. The trade booths catered to wide range of business starting from fashion jewelry, clothing, mend designers, real estate, insurance, credit union etc. There were stalls carrying multi-colored and elaborately patterned fabrics of saris, shawls and kurtas; intricately designed bangles, toe rings, anklets and earrings. SAN FRANCISCO, CA: The Festival of Globe (FOG), previously known as Festival of India, came into its own on the occasion of India's 69th Independence Day organized by the Federation of Indo Americans (FIA) spearheaded by

The stark and gruesome realities were shown, without any attempt to disguise the sheer baseness of human nature, in this case, crimes perpetrated by male members of the society on females. The movie depicts an arc of the ravages an Indian woman can face, from even before birth, till the end of her life. The irony is that female feticide involves explicit criminal behavior on the part of medical professionals, who have taken the oath to do no harm. Di-

Panelists highlighted empowerment in education, health, financial and earning potential as the basis for gender parity. Doug himself shared that he experienced gender inequality in his own family and stated that the sports arena sees widespread mistreatment of women. He would like to use Caputa's movie as a means of raising awareness in his players. Resilience of a woman The second panel discussion opened with the screening of the movie, "Tara, a journey of love and passion", by director and producer, Kumar Raj which depicts resilience of a Banjara woman when her husband is jailed for manufacturing illicit liquor. She continues the trade surrepti-

tiously, and is the moral compass of her community. The final blow comes when she is wrongly accused of adultery and conceiving a child with another man while her husband languished in prison, and is banished from her village. Her strong character allows her to recover and earn a living by selling milk in partnership with another woman. In the end, a research organization based in Mumbai facilitates the paternity testing of Tara's baby who is determined to be sired by Tara's husband, who then wants to take her

back. Tara rejects him, and a second suitor and enjoys life as an independent, empowered and successful woman. The larger 15-member panel for this occasion comprised mostly members from the global entertainment industry, who shared how they overcame obstacles to be successful as women in their own rights. A charming and unassuming, multi talented Deepti Naval, in a chat mentioned that she prefers the solitude of her thoughts that lead her to make the right decision. Bailing, a Chinese actress lived the dictum to believe in oneself; not knowing English, and being poor when she started her journey to screen success. Rekha Rana, the lead actor in "Tara" was deeply moved by her role, and wanted the message to be that women must help other women, as was seen in the movie, and stand up to the abuse handed out by men. Great filmmaking A film, not on women, but that deserves mention for great filmmaking, was "Ankhon Dekhi", by the eminently talented Rajat Kapoor, and which entertained the audience with good, clean fun, while delivering some powerful messages. The protagonist of the movie, Bauji, superbly acted by Sanjai Mishra at some point in his life declares that he will only believe what he can see and experience himself. This leads to some predictable conflict and humorous situations all the way until the unexpected ending. The near perfect depiction of a small town, middle class joint family, with its quirky characters is well developed with the help of witty

dialogue and excellent acting by all cast, including from the director, Rajat Kapoor. The almost exponential increase in volunteers for this Festival reflects the magnitude of the undertaking, with over 50 global movies screened. Nominations in the categories of Narrative feature, Documentary feature, Bay Area Film Initiative and Music Videos were screened mostly at Camera 12 Cinemas in San Jose. Almost all delegates representing their movie or video went home with an award that honored their contribution, in a star studded finale to the movie festival that included a red carpet welcome and a multicultural show in the elegant San Jose Center for Performing Arts. The attempt to showcase diverse films and recognize their achievement is lauded, although at times it felt overwhelming, with multiple movie screenings simultaneously, and the arrival of over 70 celebrities at the red carpet. Awards Ceremony The Awards Ceremony

began with a rendition of the American national anthem, however, the Indian national anthem was conspicuous by its absence, an irony considering this event took place on August 15, although there was a flag raising in San Jose on August 12. Some highlights from the multicultural extravaganza included Bhappi Lahiri from Mumbai, who serenaded the audience with some of his favorite songs, as he ac-

cepted a Lifetime Award, having lent his voice to 600 movies. A delightfully refreshing sound was the powerful vocals singing the blues by the eminent daughter of the legendary blues performer, B.B. King! She was emotional while receiving the award and sang with gusto to show her respect for her departed father. Other forms of entertainment were dance performances, from Fiji, China, Vietnam, Nepal, India, Canada

and Russia among others. The Nepali delegation received warm and hearty applause from their many supporters in the audience, as the veteran actor and filmmaker Sunil Thapa, was recognized for his Lifetime Award. A surprise addition to this delegation was the Ambassador of Nepal who humbly acknowledged the resilience of his people in the face of the recent earthquake, and continuing to pursue the arts. Independent film making needs the support at such forums to highlight the diversity and talent they bring.

He also said he had been attending many meetings with his father at the local temple. He spoke fluent Hindi and explained how he has been inspired by Dr Japra's work with the community. He also mentioned that his father is a special person in the community because he is a member of JIC (Japra Inner Circle) and gets special privileges.

This film festival is also known as the Festival of Globe due to participation of celebrities from all over the world who have come to San Jose to premiere their Independent films, documentaries and short films. I have been volunteering at the festival since it started and this is a great opportunity to watch independent films and meet movie stars, filmmakers, and other contributing celebrities. A large number of dignitaries along with a huge number of Indian Americans flocked to Boomer Stadium in Schaumburg where the event was taking place. FIA recognized a host of Indian Americans for their contribution in their respective field of activities. The Indian Outreach Community in Naperville had held an equally impressive four hours long program starting with flag hoisting ,a Parade with decorative floats showcasing Indian culture and live music-dance performances. It was blessed by the local City Council and that was first time and a big plus for the burgeoning Indian community in the area.

In his welcoming speech, FIA President Onkar Sangha was ebullient on the turnout of the huge crowd. "I am simply speechless to witness the community's response," he added. the core pillars and a fundamental principle of Jainism, forming the cornerstone of its ethics and doctrine. The term "Ahimsa" also means non-injury or absence of desire to harm any life form. Vegetarianism and other nonviolent practices and rituals of Jains flow from the principle of Ahi?sa. The event started with Maha Mantra Navakar, followed by vote of thanks to sponsors and acknowledging of volunteers. The youngest participant for the walk was 7 months old and oldest 76 year old. The day turned out to be bright and pleasant. The registration process and t-shirt and water distribution was initiated by youth. Everybody wearing Ahimsa T shirt was eager to finish the walk. The funds raised are donated to the Animal Rescue Center. The walk ended with delicious fresh fruits, juice and freshly made idli sambar provided by Sai Saffron.

Chicago: One of the most premier and among the oldest organizations of Indian Americans, Association of Indian Americans (AIA), has been living up to its expectations right since its inception, servicing the community and now making extra efforts to get the youth - the second generation Indian Americans - involved in its activities. One of the surest ways that it thought of doing so was to provide the second generation Indians with a platform to show their talents and what could be a better way than to hold dance competition - classical and non classical. The success it achieved over the past few years has induced the top brass in AIA to make it an annual affair. The 2015 dance competition was held on Sunday August 2 at Hinsdale Community Center and

Dwarka diplomatic enclave to be modeled on Shanti Path NEW DELHI: The upcoming diplomatic enclave in Dwarka is set to be modeled on the scenic Shanti Path currently housing over 60 diplomatic missions. The sprawling 70-acre diplomatic enclave had been identified by the Delhi Development Authority (DDA) in Dwarka phase II in 2007, but the allotment had been delayed. The External Affairs Ministry has approached the maintenance department of the New Dellhi Municipal Council (NDMC) seeking their expertise in recreating the diplomatic complex. "We have been approached by the MEA in connection with the project and our engineers

will be working for establishment and maintenance of the stretches. It would come up on the lines of existing diplomatic complex on Shantipath," sources in NDMC said. The diplomatic enclave of Chankayapuri houses more than

60 diplomatic missions. But embassies of over 40 countries including Serbia, Zimbabwe, Egypt and Croatia, function from rented apartments in other South Delhi colonies. These embassies would be the first to get the priority in the new diplomatic area.

DDA officials said they are in consultation with the MEA officials and the process of finalizing the demarcated plots is on. "The plots are almost ready and further details of the project are being worked out. Around 40 plots have been demarcated for the enclave," a senior DDA official said. The diplomatic complex in Chanakypuri was developed by CPWD in 1950s housing embassies, chanceries, high commissions and ambassador residences. Will go through the judgment first: Nadda NEW DELHI: The government has said it will go through the judgment of Bombay High Court, which lifted the nationwide ban imposed by Indian food regulators on Maggi noodles, before taking next course of action. Union Health Minister J P Nadda said that his Ministry was aware of the judgment and would like to go into the details and consult the officials before taking further action. "First of all let me go through the details of the judgment. We have heard about it. I would like to go into the detail and see what does the judgment say. Accordingly, after the sitting (meeting) with officials, we will decide about the next course of action," Nadda said. Village women in Kanpur making sanitary napkins

KANPUR: The District Administration here has started an initiative to train village women in making sanitary napkins which will be distributed free of cost. The scheme has been initiated by the state health department. The first unit for production of sanitary napkins named 'Subah' was started with the help of the Panchayat. Five women would make 500 napkins in a single shift which would later grow to 1,000 units each day in different shifts, once more women get trained. "The Panchayat department is imparting training to village women in production of sanitary napkins allowing them to earn a living and also help in keeping the cost of the produce low," District Magistrate Roshan Jacob said. These would also be sold in the market with 10 sanitary napkins costing Rs 13, he said. The state health department has recently started the initiative to provide sanitary napkins to village women free of cost to promote hygiene during menstrual cycle and after giving birth, the DM said. -PTI

HC lifts ban on Maggi conditionally, orders fresh tests MUMBAI: The Bombay High Court has lifted the nationwide ban imposed by Indian food regulators on Maggi noodles, providing a conditional relief to the popular snack's manufacturer Nestle India Pvt Ltd as it ordered a fresh test of samples in three independent laboratories across India. It said that if the fresh tests show that lead content was below permissible limit, then the company will be allowed to manufacture and sell Maggi again in the country. A division bench comprising justices V M Kanade and B P Colabawalla also set aside the June 5 order of the central government's Food Safety Standards Authority of India (FSSAI) and also quashed the order of Maharashtra's Food and Drugs Administration (FDA) banning production and sale of Maggi noodles in India and the state, respectively. Both the food regulators had in the impugned orders alleged that lead content in Maggi noodles was beyond the permissible limit and asked the company to refrain from selling all nine variants of its product as it may cause harm to public health. Accordingly, Nestle India, the Indian unit of the Swiss company, had destroyed several thou-

sands Maggi noodles packets by burning them, though the high court had permitted export of this product despite a ban on its sale in India. The judges, however, ruled that principles of natural justice had not been followed in this case as the company had not been

FSSAI and FDA had earlier banned Maggi noodles saying the samples of noodles tested by them contained 'lead beyond permissible limit'. Nestle had argued that its product did not contain 'lead' in excess of permissible ceiling and challenged the tests by FSSAI and FDA, while the food regulators had said that the lead content in the noodles detected during the tests in reputed laboratories was harmful to public health. FSSAI had issued the order banning Maggi noodles on June 5, this year while FDA had issued similar order the next day. During a previous hearing in the court, Justices Kanade and Colabawala had asked both the sides to give their consent for fresh independent test. However, the parties could not arrive at a consensus to the suggestion mooted by the HC which ordered fresh tests. Nestle's lawyer Iqbal Chhagla had earlier said the company was agreeable to the suggestion, but the tests should be conducted in the presence of a renowned scientist and the samples available with the company should be used. Although the government lawyers did not spell out their stand on challenging the

high court order after their plea for a stay was refused by the bench, lawyers involved in the case said they have six weeks to decide about it as the high court had given this much time to the labs to test Maggi samples afresh. A statement was also made in the high court that in the meantime the company would not manufacture or sell Maggi noodles. FSSAI and FDA had banned Maggi noodles saying the samples of this product tested by them contained 'lead beyond permissible limit'. While FSSAI passed the ban order on June 5, the FDA issued a similar order the next day. Nestle argued that its product did not contain lead in excess of permissible ceiling and challenged the tests by FSSAI and FDA, while the food regulators contended that the lead content in the noodles detected during the tests in reputed laboratories was harmful to public health. The high court had earlier asked both the sides to mutually decide on a suggestion by the judges to give their consent for a fresh independent test. However, the parties did not arrive at a consensus following which the bench directed the company to go in for a fresh test in three renowned labs across the country.

UP college installs sanitary pad vending machine LUCKNOW: Amid concern over high dropout rate of girls because of menstrual hygiene issues, a women's college here has shown the way by becoming the first institution in Uttar Pradesh to install a sanitary napkin vending machine on its premises. Unavailability of sanitary pads, absence of separate toilets for girls and lack of water in toilets reflect on the attendance of girls in schools and colleges and surveys have claimed that nearly 20 to 30 per cent of girls in North India dropped out of schools after they started menstruating. While talking about menstrual hygiene remains a taboo in the country, the "bold step" of installing an automated sanitary vending machine for its students has been taken by one of the prestigious and oldest women's colleges - the Avadh Girl's Degree College under Lucknow University. "We installed the machine around a week back and response from the students is very good," AGDC Manager Nishi Pandey told PTI. Pandey said the students are being charged Rs 10 a piece. "In fact we are also considering installing a disposal machine as well, as the pads are not disposed of hygienically," she said. Pandey, who also teaches in Lucknow University, said a similar unit was being planned for the Department of English and the girls' common room in LU. "We have received the proposal and are awaiting approval of the Vice-Chancellor,"

she said, adding that at least one machine would be installed in the girls' common room in LU. In north India, over 30 per cent of girls interviewed said they dropped out of school after they started menstruating, says a study by AC Nielsen on "Sanitary Pro-

tection: Every Woman's Health Right". Inadequate menstrual protection makes adolescent girls (age group 12-18 years) miss five days of school in a month (50 days a year). Around 23 per cent of these girls actually drop out of school after they started menstruating. Only 12 per cent of Indian women use sanitary napkins while others are at risk of

health problems. The UP government had last year decided to distribute sanitary napkins free of cost to girls studying in government schools from class 6 to class 12 at a cost of Rs 19.74 crore to the state exchequer. Earlier this year, Chief Minister Akhilesh Yadav had directed all the district magistrates in the state to ensure steps for addressing menstrual hygiene issues and a s k e d them to promote manufacture and distribution of low cost sanitary napkins in their respective districts. In a letter addressed to Chief Secretary Alok Ranjan, the Chief Minister instructed that since the matter was associated with health, dignity and empowerment of

women, it should be taken seriously at all levels. The direction came close on the heels of reports suggesting that an alarming 28 lakh adolescent girls in the state miss school every month, while over 19 lakh eventually quit education because of menstruation. "Poor menstrual hygiene gives rise to infection in women. If DMs took interest in the issue, they would be able to fight with the age-old mindset and myths regarding health of young women," the CM said in the letter. Poor menstrual hygiene is one of the major reasons for the high incidence of reproductive tract infections and one of causes for high dropout rate of girls. "In schools, there is no privacy to change when required and the girls feel hesitant to seek permission to go home," said founder of Sulabh Sanitation Movement Bindeshwar Pathak. Pathak said despite its far-reaching impact on education and health for girls, menstruation, is a taboo topic. Just the word, even when spoken in hushed tones, is treated with shame and disgust. "This has to change," he said. To improve personal hygiene among adolescent girls, Sulabh International has decided to set up a sanitary napkin unit in Odisha.-PTI

Apart from the US, the entire Euro zone nations, Australia, China and Russia all are very cordial towards India and Modi. This has opened a new and powerful front in tackling the wrong perception others have on our nation's strength and its capabilities. Relations with Pakistan though have nose dived. It started with a bang with Nawaz Sharif visiting India for the swearing-in ceremony of the prime minister but since then it is on a downward curve. We need to repair that despite strong rhetoric from both sides. We have done reasonably well on the economic front even though we had higher expecta-

tions from a reform oriented Modi government. The land bill which was very promising is now diluted and languishing on the floor of the House. The GST (goods and services tax) Bill is making news for all the wrong reasons even though it has wider support as compared to the land bill. Hopefully the government will be able to cross the hurdles soon. It has been a complete wash-out in Parliament without any business this year. This certainly slows down the momentum of growth as promised by the BJP government. Modi should rein in the outspoken MPs from the party who blurt out significant nothings and raise the temperature on race relations. India is a secular country and we should learn to live with all the minorities with peace. There lies the mantra to prosperity. A nation with peace in itself can achieve greater heights; not with animosity and hatred towards its own people. Without all these we would be staring at incompetence and utter failure despite all the good intentions of the BJP sarkar. NAPERVILLE: The first ever India Day parade in Naperville , a southwest suburb of Chicago, to observe the 69th anniversary of India's independence Day was an unprecedented success with an estimated participation of over 10,000 spectators, many of whom came from neighboring suburbs and states. A colorful procession of 64 entries with 15 decorated floats sponsored by various community organizations, businesses and restaurants wended its way along the half mile route. Several dance groups representing the diverse dance forms and music of India were part of the procession which ended in Central Park, Naperville. Thousands of enthusiastic Indian Americans and members of Naperville community lined the procession route waving flags of

The elected officials who spoke at the event said they were pleasantly surprised to note the overwhelming response to the parade given the fact that this was the first such event by the Indian American community in Naperville. Sanguinetti said that she hailed the diversity that was being celebrated, adding that there is need for more diverse cultures in leadership so that all the races and colors can be adequately represented. MONTPELIER, VT: Following a critical audit, Vermont Senator Patrick Leahy is defending a federal program that aims to have immigrant investors put money into U.S. development projects that create jobs. The federal General Accounting Office issued a report saying the EB-5 investor visa program can't detect fraud effectively and does a poor job measuring the program's economic benefits. The program brings millions of dollars of investments into the U.S. every year, and is being used to fund several economic development projects northern Vermont. Construction of a new hotel and conference center at Burke Mountain Resort is being funded primarily by foreign investors who receive visas in return for a pledge of at least $500,000. End of an era for small eclectic bookshop NEW DELHI: A small bookstore operating out of a posh south Delhi colony market has decided to down shutters after 30 years, with the owner citing difficulties of keeping pace with new buying trends. 'Fact and Fiction', a quaint store nestled in the Basant Lok market in Vasant Vihar here was once always packed with bookworms who were drawn to its eclecticism. Ranging from children's books, classics, to translations the store was the go-to for people looking for new arrivals as well as rare books. The shop stocks itself with books on literary fiction, religion, cinema and philosophy besides those on travel, music, science, history, wild life, cookery, ecology and economics besides poetry. "The world has changed and so have people. There are not many people coming to the shop these days as was the case a few years ago. And as most of the book buyers have shifted to e-commerce profits of bookshops have gone down. That is why I am being compelled to close the shop down" says Ajay Vikram Singh the owner. Die-hard bibliophile Singh is fastidious about what he stocks taking care to populate store shelves with eclectic books and those which are not readily available. Inside the shop there are hardly any signs demarcating the sections but that poses no challenge for regulars. "As our customers are frequent visitors they could easily recognize the specific shelves, stocking up the books they wanted" says Singh. The owner often helps readers

Maximum tourists Kochi first city in India to visited India from US become WTCF member NEW DELHI: There has been an increase of around 11 per cent in the tourist arrivals from United States as compared to previous year, according to Tourism Ministry data. Maximum tourists who visited India this year were from US, with a total of 6.33 lakh foreigners arriving in July as compared to

5.69 lakh during the same period last year, a growth of 11.3 per cent, the data stated. The percentage share of foreign tourist

arrivals (FTAs) in India during July 2015 among the top 15 countries was highest from USA (16.51 per cent) followed by Bangladesh (16.44 per cent), UK (12.29 per cent), France (3.43 per cent), Sri Lanka (3.36 per cent), Malaysia (3.32 per cent), Canada (2.75 per cent), Germany (2.45 per cent) and China (2.33 per cent). While Japan drew 2.25 per cent of total foreign tourists, Australia's share was 2.21 per cent followed by Nepal (2.16 per cent), Singapore (1.71 per cent), the data stated. There were total 44.78 lakh foreign tourists during January-July 2015 as compared to 42.75 lakh during the period JanuaryJuly 2014. According to the ministry data, the foreign exchange earnings from tourists in July were Rs 11,452 crore as compared to Rs 10,336 crore in the corresponding period last year.-PTI

No pre-clearance for US-bound passengers NEW DELHI: The government has said that no pre-clearance facility would be extended to US-bound passengers of the national carrier Air India due to "far-reaching" implications arising out of it. This was informed by the Minister of State for Civil Aviation Mahesh Sharma in a written reply in Lok Sabha. "Air India had written to the Ministry of Civil Aviation to extend preclearance facility to its passengers in order to ease their travel to USA. This facility is available in many countries and, as per last information, has also been established in Abu Dhabi," Sharma said. He said that a standing Inter-Ministerial Group (IMG) was constituted under the Chairmanship of Civil Aviation Secretary for this purpose and views of Ministry of External Affairs obtained in the matter. "However, the implications of such a measure/facility have been found to be farreaching and therefore put in 'non-starter' category," the Minister said. Air India had written to the Civil Avia-

tion Ministry to extend pre-clearance facility to its passengers in order to ease their travel to the US. Facing stiff competition from the Jet Airways-Etihad combine on the lucrative US routes, Air India had in June requested the

Ministry to facilitate a pre-clearance facility for the flyers on its US-bound non-stop flights from major domestic airports. Such a facility exists for Jet-Etihad passengers at Abu Dhabi, which is the headquarters of Etihad. The national carrier has sought the US Customs and Border Protection (CBP) facility at Mumbai and Delhi airports to begin with, which would allow these passengers complete the immigration process at these airports itself.-PTI

"Moving a step closer in positioning Gulmarg as a premier destination for corporate conventions in the State, the Chief Minister issued directions for setting up of a state-of-the-art clubhouse with all built-in modern facilities for highend tourists," an official spokesman said. He said the chief minister issued these directions while chairing a

review meeting which discussed the follow up action on the earlier directions passed by him to make Gulmarg a high-end all-season tourist resort. The Chief Minister directed Commissioner Secretary, Tourism, to prepare a detailed concept plan for establishing a high-end club to boost MICE (Meetings, Incentives, Conferences and Exhibitions) tourism at Gulmarg so that the work on the project can commence at an earliest. he basic idea of 'Being and Time' by German philosopher Martin Heidegger is extremely simple: being is time. That is, what it means for a human being, to be is to exist temporally in the stretch between birth and death. Being is time and time is finite, it comes to an end with our death. Therefore, if we want to understand what it means to be an authentic human being, then it is essential that we constantly project our lives onto the horizon of our death, what Heidegger calls "being-towards-death". Our everyday existence is characterized by complete immersion in the ways of the world. The world fascinates us and my life is completely caught up in its rhythms and activities. The question Heidegger asks is how is the being-in-the-world as a whole to be disclosed? Is there an experience where the world as such and as a whole is revealed to us? Is there a mood in which we pull back from the world and see it as something distinct from us? Heidegger's claim is that being-inthe-world as a whole is disclosed in anxiety and is then defined as care. As such, anxiety has an important methodological function in the argument of Being and Time. Growing impatience over Ghani's Pak policy India Post

mong a range of indicators of deterioration of the security situation in Afghanistan came the announcement of the death, at least two years earlier, of Mullah Omar, the so-called Amir ul Momineen (Leader of the Faithful) and 'supreme commander' of the Taliban; a contested succession for leadership of the group; and the rising specter of the Islamic State (IS, formerly Islamic State of Iraq and al Sham, ISIS) in the Af-Pak region. These developments promise enduring troubles, even as they give signs of the unraveling of Pakistan's strategy of orchestrated negotiations and proxy war against Afghanistan. On August 8, 2015, terrorists carried out a suicide attack killing at least 21 people and injuring another 10 in the Khanabad District of Kunduz Province in Afghanistan. The Taliban claimed responsibility for the attack. On August 7, 2015, terrorists

Over the same period of 2009, these casualties stood at 2,491 (1,052 deaths and 1,439 injured). In the immediate aftermath of the attacks, President Mohammad Ashraf Ghani in a televised address stated, "We hoped for peace, but war is declared against us from Pakistani territory. I ask the government and people of Pakistan to imagine that a terrorist attack just like the one in Kabul ... took place in Islamabad and the groups behind it had sanctuaries in Afghanistan and ran offices and training centers in our big cities. What would have been your reaction?" He warned that these attacks would spell the end of his rapprochement if Islamabad did not respond strongly. becoming more 'favorable' for militants. After the death of Mullah Omar, reports emerged of increasing differences within the Taliban, and the rejection of Mansour as its 'undisputed leader'. Acknowledging the rift, in a 33minute audio message sent to journalists on August 1, 2015, by Taliban 'spokesman' Zabiullah Mujahid, Mansoor asserted that the group's jihad would continue until its goal to implement an Islamic system in Afghanistan was accomplished. "We should keep our unity, we must be united. Our enemy will be happy in our separation. This is a big responsibility on us. This is not the work of one, two or three people. This all our responsibility (sic) to carry on jihad until we establish the Islamic state."

Another 'Islamic State', IS, is however, looming on the horizon, threatening to capture spaces that have long been under Taliban's influence, consolidating significant territorial gains by defeating Taliban units in Nangarhar Province. It is widely believed, moreover, that the growing differences within Taliban will help IS, and that the turf war between these two outfits will make Afghanistan more insecure in the near future. These worrying developments have already resulted in the suspension of what Sushant Sareen has described as the "Pakistan led, Pakistan owned" 'peace talks' between the Taliban and Kabul. The 'peace process' was, indeed, astonishing in its very fundamentals, with Pakistan running the show as 'facilitator' even as it continued to facilitate the mounting of attacks by its Taliban proxies across Afghanistan. This has placed Kabul under tremendous pressure and forced Afghanistan to adopt an immensely damaging policy of seeking Islamabad's 'cooperation' to deal with Pakistan's own proxies. Afghan President Ashraf Ghani has invested tremendous political capital in this misconceived approach, despite the active and vocal opposition of many in his own Government, including the country's CEO Abdullah Abdullah. Indeed, the Afghans are demonstrating increasing impatience over the Pakistan policy adopted by President Ghani. Despite the substantial costs domestic terrorism is inflicting in Pakistan, there is little to indicate that Islamabad is willing to abandon its terrorist proxies, or to renounce terrorism as an instrument of state policy and strategic extension. President Ghani has sought to talk his way out of an intractable situation, under tremendous international pressure and despite tremendous domestic opposition, and the result has been a mounting wave of Taliban violence and growing evidence of Pakistani deceit. Continuing down the same policy path can only be disastrous for Afghanistan. It remains to be seen, however, whether the international community and the Afghan President will finally pull their heads out of the sand and adopt a strategy with a more rigorous basis in reality. Masterstroke

rime Minister Narendra Modi's visit to United Arab Emirates, one of the wealthiest countries in the Gulf, has surprised political observers by its suddenness. But going by the joint statement where UAE joins India in condemning terrorism in all forms, it seems it had been in the works for a long time. The PM seems to have achieved the impossible by getting the UAE, one of the closest countries to Pakistan, to condemn Statesponsored terrorism. Going by the warm welcome by the UAE rulers it seems Modi has struck the iron when it is red. Crown Prince Sheikh Mohamed bin Zayed Al Nahyan arrived with all his five brothers to receive Modi at the airport. An additional gesture was grant of land for a Hindu temple in Abu Dhabi. The UAE seems ready to co-operate with India in all manner of fields and is even willing to bet on India as against Pakistan in its future relations. In a remarkable change in geopolitical realities, the joint statement by the two countries says India and the UAE have agreed to "enhance cooperation in counter-terrorism operations, intelligence sharing" and control of flow of terror funds. In the breakthrough agreement, both countries will "control, regulate and share information on flow of funds that could have a bearing on radicalization activities and cooperate in interdicting illegal flows and take action against concerned individuals and organizations". It is worth noting that UAE has chosen to declare alongwith India that it opposes "oppose terrorism in all forms and manifestations" The joint statement calls upon "all states to reject and abandon the use of terrorism against other countries, dismantle terrorism infrastructures where they exist, and bring perpetrators of terrorism to justice". This is a direct reference to Pakistan's activities, particularly with reference to 26/11 accused Zakiur Rehman Lakhvi and shows Islamabad's declining leverage with what used to be its strategic backyard. Further, both countries asked all countries (read Pakistan) "to fully respect and sincerely implement their commitments to resolve disputes bilaterally and peacefully, without resorting to violence and terrorism". What has caused this momentous change in UAE outlook? According to strategic affairs expert C. Raja Mohan, a number of factors are now transforming the security environment in the Gulf. Among these are the Arab Spring and its consequences for the internal stability of many regimes, the rise of Iranian power, the growing sectarian tensions between the Shia and the Sunni, the rapid growth of the Islamic State, the fall in oil prices and the prospects for a political reconciliation between America and Iran. As a result, the Gulf kingdoms have begun to rethink many of their past assumptions. For one, they have begun to look east. They recognize that China and India have emerged as the largest customers for the region's oil as the US dependence on Gulf oil declines. Although the US will remain the most powerful external military power in the Gulf for the foreseeable future, the Arab regimes have begun to spread their political risk by diversifying their security and political partnerships. This allows India to boldly re-imagine its role in the region." The Congress party of Sonia and Rahul Gandhi in its present cussedness has viewed Modi's visit to UAE as hailing Islam abroad while berating it at home. There may be a grain of truth in this. But the Congress record towards Islam has been of hypocrisy, of courting the Imams and neglecting the ordinary Muslims. If the party really had the interest of Muslims at heart, why did their lot not improve in the more than 60 years that it was in power in India? Whether it be Hindus or Muslims, or castes, it was just playing one against the other in order to gain advantage and stay on in power. The future generation in India will remember this strategic breakthrough of Modi in relations with the UAE as a masterstroke.
