D

emocratic incumbent governors in the states that went to the polls on Nov 3 tried to nationalize their campaigns and heavily banked on the magic of President Obama to get them back into office. The governors of New Jersey and Virginia - Jon Corzine and R. Creigh Deeds -- did hope that the voters in their respective states would gloss over the glaring problems facing them on a day-to-day basis to vote them back to power simply going by the popularity of the President. Politics might play out that way, but when it comes to the brass tacks, voters cannot be fooled, and that probably is the biggest lesson that these two governors and any incumbent elected official might learn from the results of the elections last week. The state of the economy continues to be high on the list of concerns of the average American and in New Jersey with an $8 billion deficit, some of the highest taxes in the country and overwhelming numbers of job losses, Corzine had no chance of coming back. Proving, however, that good work does pay, Upendra Chivukula, the first and only South Asian in the NJ Assembly, won a decisive victory to come back for an impressive fifth term. Chivukula's story is one of a consistent track record where he seems to have mastered the act of balancing his time between both the mainstream and Indian American communities. While one might celebrate Chivukula's exclusivity in the NJ Assembly in nearly a decade, it is sad to see that in a state that has one of the highest concentrations of Indian Americans in the country, the community could not produce one more representative to sit in the state legislature. Let alone fielding the right candidates, the community is still far from taking local elections seriously in terms of getting out to vote. We do see some spirited young aspirants rising for the next Congressional elections, so let's get out there and get counted as voters too. That's one of the most critical ways to get noticed in this country.

NEW YORK: At a Special Convocation held at the Stony Brook University, Long Island, New York, Dr Karan Singh, eminent scholar, politician, and diplomat, was conferred an honorary Doctorate of Humane Letters on Oct 31. Prominent among those present on the occasion included Assemblyman Michael and Kennedy Benjamin from Bronx, New York, Dr Samuel L Stanley Jr, President Stony Brook University, Ambassador Prabhu Dayal, Consul General of India in New York, Dr Nirmal Mattoo, Chairman India Studies Dept, Prof S N Sridhar, Dir, Amb Harsh Bhasin, Chair, Dept of Asian-American Studies along with several faculty members and students. On this trip to the US, Dr. Singh was also in Washington DC in connection with the setting up of an Indian cultural center in the nation's capital, as well as to coordinate on behalf of the Indian Council for Cultural Relations (ICCR), New Delhi for a Festival of India being organized by the

racy, Dr. Singh stated. "Democracy is a cultural phenomenon and there is a culture of democracy between the two countries," he said. Dismissing the one time fears

Dr Singh was in Washington DC in connection with the setting up of an Indian cultural center in the nation's capital, as well as to coordinate on behalf of the Indian Council for Cultural Relations (ICCR) for a Festival of India being organizedby the Kennedy Center Kennedy Center in Washington DC. At the Indian Consulate in New York, the former Indian Ambassador to the US (1990-91) delivered a lecture on Indo-US cultural relations as part of the Consulate's Distinguished Lecture Series. Speaking about the history, evolution and growth of Indo-US cultural relations, Dr. Singh said diplomacy had three dimensions viz. traditional political diplomacy, economic & commercial diplomacy and cultural relations amongst the people of the two countries. The ICCR, he said was expanding its cultural centers around the world, and despite his efforts over the years, he added that he had been unable to open a center in the United States. "My efforts here have been jinxed," he said. "For the last 20 years I have been trying to open an Indian cultural center in Washington DC, but have not been able to do it. In the whole of North America, there is not a single India cultural center." India and the US shared between them a culture of democ-

"India has a surplus of brains," he quipped, adding that all those Indians who had left India years ago for better opportunities in the US were now returning to share their expertise and experience which was good for India. Emphasizing the necessity of Indian civilizational studies in US universities, Dr. Singh said that he found that studies on India in colleges here were being lumped together with South Asian studies, which was not right. "India is not just a country; it's a civilization," he said. "India is a civilizational study and so should be studied by itself." He urged the Indian American community to support initiatives to make this possible. Interestingly, Dr. Singh said entertainment, in the form of movies, was also a major culturally binding factor between India and the US. Harshly criticizing the violent trend in movies as "nauseating" and "unacceptable", Dr.

Singh said movies are a very important cultural link and lauded the forays of Bollywood into the American mainstream. He said that ICCR had organized Festivals of India in several countries and established revolving chairs in various countries. He also said that cultural currents crossed between India and US like influence of President Lincoln on India and Mahatma Gandhi on the American Civil Rights movement. Prior to his lecture, Dr Karan Singh interacted with the media answering a variety of questions including political, cultural, diplomatic and academic in nature. Responding to a question on Pakistan, Dr. Singh said that while there were terrorist groups in Pakistan that are deadly against India, the government of Pakistan itself did not have any particularly aggressive posture against India. "As far as Pakistan is concerned, they themselves are in a very bad condition," he said.

However, there are terrorist groups in Pakistan that are deadly against

India; but as far as government of Pakistan is concerned, I don't see any particularly aggressive posture against India." As for the recent statements from China with regard to

the Kashmiri Pundit community has lock, stock and barrel had to leave the Valley. The tragedy is they are refugees in our country. From time to time there have been packages announced by the government, but so far the Kashmiri Pundits have not felt secure enough to return in any substantial numbers. It's a very sad problem and there are no shortcuts to it. What one has to hope for is the restoration of stability in the valley and then perhaps the Pundits will come back otherwise I don't see them coming back." On his efforts at setting up the Indian cultural center in Washington DC, he said, he had initiated the idea when he was Ambassador to the US 20 years ago. "There has not been any progress yet for various reasons. So I have gone there to discuss availing of a suitable property which we may acquire if we are able to get our act together." He said at least four times in these years, every time they identified a suitable property to locate the center, it had been sold. Reminiscing about his stint as Indian Ambassador to the US, Dr. Singh said it had been a brief so-

I had even written a book on it: Brief Sojourn: 7 Months as Ambassador in United States. I have happy memories of that. Arunachal Pradesh, Dr. Singh said, "We (India) have an unsettled border dispute with China; there is bound to be overlapping of territory. I don't think we should get too upset, but we need to be careful. There have been recent developments where they have been issuing separate cards for people from Jammu & Kashmir, which is not acceptable." Speaking about the situation in Jammu & Kashmir, his home state, Dr. Singh said everyone including the media very often use the term Kashmir as a shorthand for Jammu & Kashmir. "The State that I come from is Jammu & Kashmir; it's rather important to understand that. Kashmir is used as shorthand for J&K and that is part of our problem because it is a multi-regional state; Kashmir is only one of the five regions that constitute Jammu & Kashmir." As regards the plight of Kashmiri Pundits, he said, "Whatever has happened in J&K and Kashmir Valley in particular in last 20 years has been a monumental tragedy. The Kashmiri Muslims have suffered tremendously, but

To a question on his efforts at bringing about a cultural renaissance through value education to curb corruption in India, Dr. Singh said, "There is no magic solution - it involves a very alert public opinion and a very alert media. The media is already very alert. It also involves streamlining of judicial system. And it involves basic change in education strategy so it imparts values to our children. The problem is the moment you talk of values, people think you are talking about religion and that you are trying to propagate religion."

NEW YORK: President Barack Obama last week, appointed Indian American entrepreneur Suresh Kumar as Assistant Secretary of Commerce and Director General of the United States and Foreign Commercial Service in the Department of Commerce. Announcing this appointment along with others, President Obama said, "I am grateful that these individuals will bring their energy and expertise to my administration and look forward to working with them in the months and years ahead." Suresh Kumar is President & Managing Partner of KaiZen Innovation. He served as Special Advisor to the Clinton Foundation where he worked with gov-

ernments in Sub-Saharan Africa and corporate CEOs to establish private-public partnerships to stimulate economic development

Between 1970 and 1985 Kumar was a news anchor on national television in India. Kumar has an Economics degree from Delhi University an MBA from Bombay University in the region. Kumar previously served on the Group Operating Committee at Johnson & Johnson and as Vice

CHICAGO: The first ever Bridal Expo Event hosted by India House Restaurant recently at its Schaumburg facility turned out to be a huge success judging form the number of participants and visitors. The organizers, Ravi Rawat and Ravi Jayara, were so overwhelmed that they announced holding another Show at Waterford Banquet on November 15. The Show started at 12 noon and ran till 8 pm. Over 500 participants, potential customers and 30 vendors attended the Expo. Vendors with marketing jewelry, dresses, mandaps and decorations, food products and items and

In a talk to this paper, Prem Sharma, a founder and active member of Apna Ghar, said that the beginning of this organization was a social club for the Indian immigrant women in 1978 and later "we felt the need to do something more for the women in distress by starting a helpline." She developed this idea into Indo-Crisis Line, a helpline for this cause. In 1983 with the help of many volunteers Ms. Sharma switched over to the plight of suffering women in the immigrant society. It was on the Gandhi Jayanti day in 1989 that she was joined by Ms. Kanta Khipple a social worker and a retiree from W.H.O. who took

For the past 19 years, Apna Ghar has saved many lives by giving them shelter around Chicago land where they have spread in many locations with over 150 beds to accommodate the worst hit. The first and foremost case study done by Indo-Crisis Line in 1983 on domestic violence in the immigrant society was sup-

ported by Asian Human Services. They established the need of shelter in response to reports of emotional, physical and sexual abuse and desertion in Asian American immigrant families. And thus came the idea of Apna Ghar as the first residential shelter and social service institution in U.S exclusively working for the victims of domestic violence in the Asian immigrant community. Apna Ghar received the first city grant in 1991 to open a supervised child visitation center. Today Apna Ghar has grown to serve immigrant women with free and confidential services and have expanded to include a 24 hour toll free hotline: A shelter, transitional housing, legal advocacy and counseling, art therapy, job assistance, child visitation services and case management. Apna Ghar has become a training ground for a number of students and researchers. A number of start up agencies all over the US have come to Apna Ghar to receive technical assistance. For the last two decades Apna Ghar has been the only source of safety and support for south Asian and immigrant women, children who experience domestic violence.

However, seeing the mixed results at the district level, Kothari said, "I don't know how to read the peoples' mind. In some places they complain about the problems facing the state and then when they have the opportunity to change the leadership, they show the same pattern of voting. It is very difficult to understand." The Indian American community has been helpful in every aspect of his campaign, Kothari said. "(But) they could have done much more," he observed. "They should start thinking positively that we can make it. They still have a complex plus we are not much involved the process; we think we know everything, but we don't know much." As for the mainstream community, Kothari said he felt it may not have supported him because of his ethnic background. "Someone like me coming from the Republican Party, which is not a very secure power broker party in the state, and being an Indian American, they don't seem to have accepted me, even though I have all the credentials. The results lean towards that assumption." Kothari, who shifted gears from the Democratic Party to become a Republican, had made a failed attempt for County Freeholder on a Democratic ticket in 2001. Dr. Sudhanshu Prasad, Councilman from Edison Township, despite being a Democrat, supported Kothari as a fellow Indian American. He told India Post that when it comes to supporting the community, one is neither a Democrat nor a Republican. Dr. Prasad felt that the New Jersey vote was not so much in favor of Christie as it was against Corzine. "This was a tough year for any incumbent and I think Corzine paid a price for that," said Dr. Prasad. "I think he was better equipped to solving New Jersey's problems, but he paid a price because of the overall economy that was essentially created by (former President) George W. Bush." Considering Gov. Corzine had gone way out of his way in reaching out to the community at the various Indian festivals, melas,

conventions, temple activities and so on, the Indian American community in the State did support him and Dr. Prasad believes, "there was a good ground support from our community, but obviously it was not unanimous." Of Christie, who did make a couple of rounds of the Indian American community during his campaign, Dr. Prasad says, "I know he reached out to Indian community but I didn't see his name attached to any desi cause or any desi event or community

An eternal optimist, as he calls himself, Dr. Prasad hopes that Governor-elect Christie would be successful in solving the problems of New Jersey once in office. "New Jersey has an $8 billion (deficit) problem; solving that is key to success in New Jersey, and I hope that Christie is successful in solving it."

Sikh Lens to present 'Remembering 1984' Cluster India Post News Service

LOS ANGELS: SikhLens will present "Remembering 1984" cluster, as part of the Sikh Art and Film Festival, to be held on Sunday November 15 from 2:30 pm to 5:30 pm, which will showcase several films/videos as well as a very informative panel discussion on the horrific and largely unknown facts and perspectives about the riots in New Delhi in 1984. The first film being shown is Storming the Temple. The film provides a chronological look at the events leading up to 1984 and the conflict between the Indian Government and the Sikh Nation. Next, join an outstanding panel of experts as they conduct a detailed and informative discussion about the events of 1984. Panelists include: renowned Sikh artists The Singh Twins, human rights attorney Sukhman Dhami, and author Gunisha Kaur. Each of these panelists provides a unique perspective on 1984, and moderator/filmmaker Michal

Singh, who himself witnessed the 1984 massacre, completes the panel. A unique feature of this panel is a music video called 1984 by California-based hip hop artist

The film provides a chronological look at the events leading up to 1984 and the conflict between the Indian Government and the Sikh Nation Mandeep Singh Sethi. This is the second music video from Sethi's debut album, Paleofuture. This emotionally charged video centers around the tragic events that took place in India during 1984.

Next on the docket is a film by the Singh Twins called Nineteen Eighty-Four and the Via Dolorosa Project. This semi autobiographical art documentary film explores the making of and inspiration behind Nineteen Eighty Four - one of the most celebrated paintings produced by internationally acclaimed, Contemporary BritishSikh artists, The Singh Twins, which depicts the attack on the Sikhs' holiest shrine, the Golden Temple. This film combines archival images, video footage and details from the painting, and details events that culminate in a project that seeks to bring the atrocities of 1984 to a global audience by making parallels between the Sikh experience of 1984 and the Christian tradition of the Via Dolorosa or "path of pain" suffered by Jesus leading up to his crucifixion. The next film being shown is Reaching for Home, directed by Jasmeet Singh Bansal. This is an experimental short film that explores a fictional tragedy from the

1984 anti-Sikh pogroms in India. The film follows the unconscious thought of a deceased Sikh man as he recalls the moments before his demise. Fusing stock footage with shot footage, the film is tied

Need for structural reforms in healthcare: PM

CHANDIGARH: Prime Minister Manmohan Singh has said India needs structural reforms in the healthcare sector to improve delivery of services at the grassroots level and help the underprivileged access the facilities. "India has made substantial progress in health determinants over the past decades. The critical indicators of health have shown consistent improvement over the years. But our progress has been much less than what we would have liked to achieve and are capable of achieving," he said. "It also does not compare well with what a number of other countries, particularly in South East Asia, have achieved," the Prime Minister said in his address at the 30th convocation ceremony of Post Graduate Institute of Medical Education and Research (PGIMER) here. -PTI

Babri demolition act of religious fanaticism: Chidambaram DEOBAND, UP: Terming demolition of Babri Masjid as an act of religious fanaticism and extreme prejudice, Home Minister P Chidambaram has said communalism in all its forms was deplorable and asserted that it was the duty of the majority community to protect the minorities. He also said that adopting the path of violence in the name of religion must be deplored. In an address to the 30th general session of Jamiat Ulama-i-Hind at Islamic seminary Deoband here, Chidambaram hailed the 'fatwa' issued by it against terrorism last year and said it was not only Muslims but also for all right thinking people to follow it. "While all manifestations of communalism are deplorable, the worst kind of communalism is unleashing communal violence," he said. The Home Minister said violence and violent means to achieve any objective is the antithesis of a civilized society governed by the rule of law. "The demolition of the Babri Masjid was a manifestation of religious fanaticism and an act of extreme prejudice. Likewise, taking to the path of violence in the name of religion

The Home Minister said a nation can ignore its minorities only at its peril and the golden rule in a democracy is that it is the duty of the majority community to protect the minority, be it religious, racial or linguistic. "It is a self-evident rule. It is a rule that is firmly rooted in the universality of human rights. Hence, we have no hesitation in invoking that rule when Tamils are

denied their rights in Sri Lanka or Indian students are assaulted in Australia," he said. Chidambaram said no one can view Islam as an alien faith as the Muslim brethren are honored citizens of India. "This is the land of your forefathers; this is the land of your birth; and this is where you will live and work. It is a matter of pride for us that all major religions of the world, including Islam, exist and thrive in India," he said. The Home Minister said every one must deplore and fight communalism whenever and wherever it manifests itself in word or action as communalism is the negation of pluralism. "Communalism also opposes modernity, rejects the idea of civil society, and opposes political freedom to the people," he said. Chidambaram said three lessons flow from a true assessment of the perils of communalism: "Firstly, we must strive to build a modern nation, secondly, we must reiterate the concepts of a civil society. And thirdly, we must expand the political freedoms and ensure that every person enjoys those undeniable and inalienable freedoms," he said. -PTI

CIC allows partial disclosure of info on PM's health NEW DELHI: The CIC has allowed disclosure of information related to Prime Minister's health already present in public domain, due to extensive media coverage like recent cardiac surgery of present incumbent. However, citing reasons of national security, protection of individual's right to privacy and the fiduciary nature of information, the transparency watchdog was of the view that rest of the information should be withheld. The decision came a month after Chief Information Commissioner Wajahat Habibullah rejected a similar plea seeking details of ailments present and former Prime Minister. "The health and medical problems of present and former Prime

Ministers which already exist in the public domain, due to extensive media coverage, like the recent cardiac surgery of present Prime Minister, may be given," Information Commissioner Annapurna Dixit held.

In his order, Habibullah had directed that details of expenses incurred during the treatment be given since they are made from public exchequer, but in present order Dixit remained silent on the issue.

The decision came a month after Chief Information Commissioner Wajahat Habibullah rejected a similar plea seeking details of ailments present and former Prime Minister Exercising his Right to Information, petitioner Ashwini Shrivastava had asked the PMO to give details of health and medical problems of present and former Prime Ministers along with the details of expenditure borne on their treatment by the government.

The PMO had transferred the RTI application to the Department of Health and Family Welfare under the Ministry of Health, which refused the information saying the medical care scheme for Prime Minister as a "classified document". While hearing the appeal filed

by the applicant, the CIC said "The Commission observes that the information, as sought by the Appellant being fiduciary in nature is clearly exempt under provisions of Section 8(1)(e) of the RTI Act." The said Section bars to make public the details available to a person in his fiduciary relationship, unless the competent authority is satisfied that the larger public interest warrants disclosure of such information. "The said information is held by the Respondent Public Authority in fiduciary capacity on behalf of their patient (in this case, the Prime Minister). So whether the patient is a Head of a State or a common person, the information nevertheless remains fiduciary and is exempt from disclosure to the public at large. -PTI

NEW DELHI: The country's largest realty firm, DLF, says it plans to launch affordable homes with a new brand and cut its debt by half to Rs 6,200 crore by the end of this fiscal. "Launch of new 'value' housing segment with a distinct brand is under planning," according to an analyst presentation posted on the DLF website. At present, DLF builds apartments under two segments--luxury and premium (mid-income). In a conference call with investors and analysts, DLF Vice Chairman Rajiv Singh said the company plans to launch 3-4 million sq ft in 2010 under 'value' housing and expects a margin of 25-30 per cent from this segment.

Parsvnath expects revenue of Rs 5000 cr NEW DELHI: Real estate firm Parsvnath Developers said it expects a revenue of over Rs 5,000 crore in the next two and half years and is looking to raise about Rs 500 crore this fiscal by selling equity at project level. The company plans to cut down its debt to Rs 800-900 crore by March next year from the exiting Rs 1,420 crore. "We have put construction of 42 million sq ft on fast track. In the next 24-30 months, we are expecting to realize Rs 5,300 crore from the sale of these areas," Parsvnath Chairman Pradeep Jain said on the sidelines of a NAREDCO function on affordable housing.

Omaxe reports 10.45% jump in profit

ealty firm Omaxe has reported 10.45 per cent jump in consolidated net profit for the quarter ended September 30 at Rs 22.51 crore, bucking industry trend of real estate giants posting dip in bottomline. The company had posted a net profit of Rs 20.38 crore in the corresponding period last fiscal, Omaxe said in a statement. Total income during the second quarter rose 9.75 per cent to Rs 223.92 crore from Rs 204.03 crore in the year-ago period, it added. Real estate companies have suffered severe blow due to the economic recession that started last year.

ollywood actors often describe their shooting schedule as a picnic. But "cold and depressing" is what Saif Ali Khan has to say about the US shoot of Kurbaan, speaking for not just himself but also girlfriend and co-star Kareena Kapoor. "Kurbaan was hard work. Period. In fact, the Philadelphia schedule was plain hell. It wasn't anything like a picnic shooting for the film," shudders Saif, who is glad that the film is complete and ready for release. Saif says, "It gets dark there at 4 pm itself. Moreover, it's so cold and at minus 10 degrees it can actually get really depressing. Since we were shooting in sync sound, it was extremely difficult to get the pitch and tone right while delivering our dialogues." It was during the shoot of the film that

Thankfully, Bebo (Kareena Kapoor) was there with me at that time but still both of us were very depressed," says Saif. As it was quite cold in Philadelphia, Saif and Kareena were required to wear layers of clothing. Later, for continuity purpose, they had to wear the same clothes in the summer of Mumbai. Saif and others also had a hard time adjusting to the locations chosen for the film's shoot. "We were shooting in a tube and that's anything but fun," he remembers. "We had to shoot a subway sequence but being in a tube for hours at a stretch is like being in an underground prison. Really, it is very disorienting."

McKinsey will help in identifying tour companies from 'good tourist market source countries' and getting them in touch with the Tourism Council of Bhutan (TCB). It will also extend help with product development in tourism, by opening up other areas and avenues, apart from the current mainly culture tourism. Others areas in tourism will be simplifying and easing ticketing and visa collection procedures to reduce bottlenecks for tourists. McKinsey has also identified with the government plans of domestic airports and re-emphasized Yonphula, Bumthang and Gelephu airports for successful tourism. Yonphula in Trashigang will receive first priority. The implementation for these will be mainly by the TCB in coordination with McKinsey. "What'll be happening is that all these development in the tourism will be implemented in a coordinated manner at various level for them to succeed," Tshiteem said. -PTI

SONEPUR, Bihar: Having promised to develop the Sonepur Mela, Asia's famed cattle fair, as an international fair on lines of Pushkar in Rajasthan, the Bihar government estimates there would be a substantial rise in inflow of foreign tourists this time. "We expect that the inflow of foreign tourists will increase manifold at the almost month-long cattle fair this time," Deputy Chief Minister S K Modi, who inaugurated the fair here on November 1, told PTI. Around 2.15 lakh visitors have already arrived. "According to the state tourism department figures, over 50 foreign tourists have arrived so far and several others are expected to reach here soon", he said. Tech News Kingfisher to lay off nearly 100 pilots MUMBAI: Vijay Mallya-led Kingfisher Airlines is understood to have put close to 100 pilots, mostly trainees, on the chopping block on grounds of huge losses and capacity reduction. These pilots have completed their probation and all endorsements, but the company has decided not to renew their service contracts in view of the huge losses and capacity reduction, sources told PTI here. Their contracts would not be renewed as and when they expire and hence the job cuts would be carried out in a phased manner, they said. The pilots, who are planned to be phased out, belong to both Kingfisher and the erstwhile Air Deccan, the sources said, adding that they were grounded last year after the merger. When contacted, a Kingfisher spokesperson denied "sacking" of any pilot. Such measures are "however inevitable due to the market conditions," a company official said.-PTI

BPCL, Kingfisher reach out-of-court settlement MUMBAI: Bharat Petroleum Corporation Ltd (BPCL) and Kingfisher Airlines have reached an out-of-court settlement to resolve their dispute over jet fuel outstanding amount of Rs 314 crores, the Bombay High Court was informed. Both parties told the court that they have arrived at a settlement following which a petition was filed by BPCL seeking arbitration in the matter. According to the mutual understanding between the litigants, the outstanding amount will be paid by Kingfisher within a year in monthly installments along with a down payment.-PTI

India planning aggressive disinvestment NEW DELHI: The Planning Commission has pitched for "aggressive" disinvestment, and said the proceeds from sale of government shares in public sector undertakings should be utilized for new investment projects. India, EU likely to sign civil atomic energy pact NEW DELHI: India is expected to sign a civil atomic energy pact with European Union during an upcoming summit here, a step that will mark its formal participation in the ambitious multi-country International Thermonuclear Experimental Reactor (ITER) project. "We should expect an agreement on civil atomic energy and specially in the field of fusion and that is the agreement which is supporting the participation of India to the international project called ITER," EU Ambassador to India Danielle Smadja told reporters here while briefing on the summit. Prime Minister Manmohan Singh will hold summit talks with his Swedish counterpart Fredrik Reinfeldt whose country is the current chair of the 27-nation EU. -PTI

RBI buys 200 tonnes of IMF gold at $ 6.7 billion WASHINGTON/NEW DELHI: The Reserve Bank of India's gold stock has shot up by more than 55 per cent with the purchase of 200 tonnes of IMF gold at an estimated cost of USD 6.7 billion. RBI, which pledged gold during 1991 crisis with the Bank of England to raise resources to meet external obligations, said it has purchased 200 tonnes of gold from International Monetary Fund (IMF) for USD 6.7 billion. "The Reserve Bank has decided to buy some gold...about 200 tonnes. That's normally we do (from) time to time. IMF is selling gold so we wanted to buy it," Finance Minister Pranab Mukherjee said in New Delhi. When asked whether it was a reflection of the growing economic strength of the nation, Mukherjee quipped, "the conclusion is yours." RBI has purchased almost half the gold which the IMF plans to sell to raise resources to augment its operations and provide concessional loans to poor countries. "The purchase was an official sector off-market transaction and was executed over a two week period during October 19-30 at market based prices," RBI said in a release. "Obviously, it's a good price relative to the original assumptions," the IMF official said. The IMF, in pursuance of the decisions taken at the G-20 summit in London, had decided to sell about 403.3 tonnes of gold to shore up its finances so that it can lend money to poor countries at concessional rates. "Of course, this is only half the sale that we have completed, so we don't want to get ahead of ourselves. We still have another half to go. I hope we'll still be lucky," he said. The official said the good price received for its gold from India would certainly help the multilateral lending agency to meet its target of stepping up financing to poor countries. Meanwhile, market reports said the gold price jumped USD 30 per ounce in a day to reach an all time high of USD 1,087 per ounce, thus giving the RBI an instant profit of USD 42 per ounce of gold it bought from the IMF at an average rate of about USD 1,045 per ounce over a two weeks period. The country had targeted reaching this number by end of 2010, but actually crossed this mark in September this year. The number of telephone sub-

scribers in India increased to 509.03 million at the end of September from 494.07 million in August, registering a growth rate of 3.03 per cent. The set target of 500 million telephones by the end of 2010 has been achieved by September 2009, telecom regulator TRAI said today. This takes the tele-density to 43.50 per cent in the country whose population stands at near

India may announce more sops to boost exports NEW DELHI: The Indian government may come out with more sector-specific incentives to boost exports, which it believes would improve in the JanuaryMarch quarter as demands pick up in traditional markets like the US. "I have tasked the Commerce Secretary to conduct a review across sectors regarding the impact of the measures taken and we are committed to provide additional assistance wherever it is warranted," Commerce and Indus-

try Minster Anand Sharma said at the Economic Editors' Conference here. He said there had been a discernible turnaround in major economies which were severely impacted by the economic and financial crises, and this had a positive impact. "Steep fall in exports has been arrested. In the final quarter of this fiscal, we will see positive growth," Sharma said. India's exports began contract-

ing due to the global meltdown a year ago. However, of late, the pace of the decline has been slowing down after it tanked by 39.2 per cent in May. Exports declined by 13.8 per cent to USD 13.6 billion in September as demand in India's traditional markets picked up. recent article in Newsweek, http://bit.ly/ three9fduB, notes a trend toward three year bachelor's degree programs in the United States instead of the usual four year program. The main advantage of cutting a year from the four year program is to reduce the tuition costs by 25%. Neither the quality nor length of the education gets affected in a three year degree program since the program can extend into the summer months over each of the three years. Also, the fall to spring academic year is a relic of an era prior to the American Revolution, where students would put down their books and work on the farms during the summer months. While the Newsweek article suggests that there are good reasons for a shift towards the three year degree program, and educational systems in other countries have sensibly followed the threeyear program, possessing a three year degree puts a foreign national at a severe disadvantage when being sponsored by a US employer for the green card. Within the employment-based

preference system, being classified under the Employment-based Second Preference (EB-2) puts one at a significant advantage over one who is classified under the Employment-based Third Preference (EB-three). This is a reasonable interpretation of the equivalency requirement to satisfy the advanced degree under Section 20three (b) (2).

While the USCIS makes an exception to some three year degree programs, such as a U.K. degree, it only does so because the student spends one year in the Alevel prior to college, which is comparable to a year in college in the United States. elor of Commerce or Bachelor of Science degrees of India, do not qualify as being equivalent to a four year US degree. To add further insult to injury, even if the holder of a three year Indian degree has additional education such as a Charted Accountancy certification or a postgraduate diploma in Computer Science, that would not suffice. The USCIS, especially its Nebraska and Texas Service Centers, which adjudicates I-1four0 immigrant visa petitions, insist on a single source four year degree. It serves absolutely no public policy purpose for the USCIS to deny EB-2 classification to those who graduate from universities that have three year degree programs, even though it can be demonstrated that such a degree may be qualitatively similar to a four year US degree. And even if such an individual seeks EB-three classification, it is imperative that the labor certification properly define what the employer means by a degree that is less than a four year bachelor's degree. Immigrants claim raid was retaliation for ID cards NEW HAVEN, Connecticut: Ten New Haven residents have filed a lawsuit accusing federal agents of violating their rights with an immigration raid they contend was in retaliation for a new ID program. The sweeps in New Haven on June 6, 2007, came two days after the city approved issuing identification cards to all of its residents, regardless of immigration status the first of its kind in the nation. ``The New Haven raids were not a product of routine immigration enforcement,'' the lawsuit states. It added that federal agents ``deliberately chose to conduct raids in New Haven in retaliation for the city's efforts to improve public safety for all its residents by integrating immigrants and Latinos into civic life.'' Plant workers given immigration cards SIOUX FALLS, S.D.: A former kosher slaughterhouse supervisor testified that the plant scrambled to get workers new identification documents the night before a massive immigration raid. Former Agriprocessors, Inc., supervisor Carlos GuerreroEspinoza said managers provided permanent resident cards to 20 employees and had them fill out new applications the night before the May 2008 raid at the Iowa plant, where nearly 400 workers were arrested. Guerrero-Espinoza said the cards were fake and made in Minneapolis a week before the raid. His testimony came in the third week of former manager Sholom

Former National Guard soldier fights deportation YAKIMA, Wash.: Muhammad Zahid Chaudhry's father told him to serve the country he loves. Heeding those words, the 36year-old Pakistani immigrant living in Yakima joined the Army National Guard and was sent to active duty at Fort Lewis and Fort Irwin in Southern California. Now, the country he served is kicking him out. Immigration authorities are denying him U.S. citizenship because he failed to disclose old misdemeanor convictions in Australia when he applied for a visa a decade ago. Chaudhry - who claims he was coerced into pleading guilty to the crimes, for which he paid fines - says he didn't realize they were classified as convictions at the time. He alerted U.S. immigration authorities after learning otherwise years later. He says his honesty is costing him his dream of living in this country with his wife Ann, a U.S. citizen. But immigration authorities say he misrepresented himself just to further his stay in the United States. In April, he faces an immigration judge in a deportation hearing. ``There's not a word to describe the overwhelming depression,'' Ann Chaudhry said as her eyes moistened. ``It gets you down. You just want to go crawl in a hole sometimes. It's constant and people who haven't gone through this type of problem can't comprehend what it's like.'' On a recent morning, Chaudhry sits quietly in his wheelchair in his west Yakima home. His wife hands him a napkin filled with pills he takes to tolerate the pain that shoots from his broken back.

He rarely leaves his home. He arrived in the U.S. on a tourist visa in 1998 and planned a life in the U.S. military when he joined in March 2001. A month later his application for permanent residency was approved. But a series of back injuries he sustained during training exercises that required him to repeatedly sprint and drop to the ground while toting a rifle and pack at Fort Lewis eventually confined his life to a wheelchair. He was honorably discharged in May 2006. Despite his infirmities, Chaudhry is not leaving the

He's filed a complaint in U.S. District Court in Yakima seeking citizenship based on his military service and good conduct while living here. He has the support of neighbors, military veterans, his church, members of Congress and even a former immigration adjudicator, totaling 28 letters requesting immigration authorities to allow him to stay in the country. Among the letters are ones from Democratic U.S. Sens. Patty Murray and Maria Cantwell of Washington and U.S. Rep. Doc Hastings, R-Pasco. Hastings noted Chaudhry's disability from

his military service as well as his service as a volunteer firefighter in Yakima and volunteer work with the Red Cross youth program. Murray and Cantwell described him as an ``asset to his community, friends and family,'' and like Hastings, asked that immigration authorities give Chaudhry full consideration in his request for citizenship. Chaudhry's attorney, Devin T. Theriot-Orr of Seattle, says immigration authorities shouldn't be concerned with minor convictions from nearly 15 years ago. ``He's been a model citizen he was willing to die for his country in the service and this is how he's getting repaid?'' Theriot-Orr said. ``Hopefully a wise eye will see that this is not a case that they want in the public eye and Mr. Chaudhry will remain in the country he loves.'' U.S. Citizenship and Immigrations Services spokeswoman Sharon Rumry in San Francisco declined to talk about Chaudhry, noting that the agency does not comment on open cases. Chaudhry's convictions as well as other allegations attacking his moral character are outlined in an 18-page document from Citizenship and Immigration Services denying him citizenship. Chaudhry provided that information to immigration authorities when he applied for citizenship. Although he denies committing the crimes, he pleaded guilty to using a passport and credit card that did not belong to him. He paid about $1,450 in fines and restitution and says Australian police promised that the convictions wouldn't go on his record. -AP

Most of these individuals are here legally in H-1B status and must wait for endless years in the EB-three to get the green card even though their employers have undertaken a good faith, albeit unsuccessful, test of the domestic labor market. Many out of frustration will leave and return to their home countries, and the United States will be the loser of their valuable skills which were found to be in short supply. If the USCIS chose to interpret the EB-2 provision, Section 20three (b) (2), more broadly and sensibly, there is enough leeway

to do so. Also, there is now sufficient evidence even in the US of three year degree programs. On the other hand, if the agency still desires to cling onto its narrow interpretation, which has caused needless hardship to three-year degree holders, Congress must step in and clarify the degree equivalency requirement under EB-2. Indeed, the degree equivalency requirement to establish eligibility for an H-1B visa is so much more sensible as it allows the foreign national to combine education and experience to demonstrate the equivalency of a US four year degree. The same standards of equivalency ought to apply when the foreign national is being sponsored by an employer for permanent residency.

CareNow says headscarf ban was misunderstanding DALLAS: Texas clinic officials say they regret telling a Muslim doctor applying for a job that she couldn't wear her traditional headscarf. Coppell-based CareNow released a statement that called the ban a misunderstanding. It says it plans to clarify its policy and continue training current workers to prevent confusion in the future. Dr. Hena Zaki of Plano says she was shocked when CareNow officials told her this month in person and later by e-mail that a no-hat policy extended to her hijab. Zaki had been on a tour two weeks ago of a CareNow clinic in the northern Dallas suburb of Allen. Dakotas 2 largest health care systems merge FARGO, ND: The two largest health systems in the Dakotas have become one, forming what officials said is the nation's largest not-for-profit rural health care provider. The Fargo-based MeritCare Board of Trustees approved a merger with Sanford Health of Sioux Falls, S.D., a week after the merger was approved by Sanford's board. The new system is called Sanford Health & MeritCare. Officials say it will cover 130,000 square miles, including parts of North Dakota, South Dakota, Minnesota, Iowa and Nebraska. -AP

Unfortunately for the Democrats, the unresolved issues are among the most vexing out there: abortion and immigration. And although they're confident they'll succeed, Democratic leaders have yet to nail down the votes they'll need to pass their sweeping bill. They're aiming for floor action to finish before Veterans Day, Nov. 11. The 10-year, $1.2 trillion bill would extend coverage to tens of millions of uninsured Americans with a new requirement that almost everyone get insured, and give subsidies to help lower-income people afford plans. Businesses would be required to cover their employees, and insurance companies would no longer be able to turn people away because of their health status.

Democratic leaders unveiled the bill with fanfare last week, a 1,990page plan that sought to satisfy the concerns of both liberals and moderates while combining separate health bills passed by three different committees over the summer. House leaders have made progress winning over liberals to back a new government insurance plan in the bill that's weaker than

ost of us have suffered from a bout of vertigo at least once in our lifetime and as such are well aware of how debilitating and distressing it can be. It's the sudden sensation of unsteadiness where you feel your surroundings are moving or that your head is spinning inside. Blood pressure changes, heart disorders, stroke, low blood sugar and drug use (Diuretics & Blood pressure medications) commonly cause dizziness. However, the most common disorders that can cause Vertigo is Benign Paroxysmal Positional Vertigo (BPPV). BPPV is a disorder caused by problems in the inner ear inducing a spinning sensation that lasts only seconds or minutes.

Nausea, vomiting and visual disturbance (known as Nystagmus) is often associated. It most commonly occurs when you tilt or move your head suddenly, lie

SAUSALITO, CA: Marin County nonprofit CorStone has announced the successful launch of its Children's Resiliency Program (CRP) in New Delhi, India to provide socialemotional, conflict management and other life skills training to youth, primarily 12-18 year old girls, in high poverty communities. The CRP - India is built upon a similar program CorStone launched domestically in US schools in September 2009 and represents the first of many opportunities for CorStone to reach at-risk youth in vulnerable communities worldwide using culturally adapted methods and materials. The program commenced with a five-day intensive training in New Delhi for approximately 50 teachers from five cities and from more than 10 schools across the country. Beginning in November 2009, the teachers will in turn deliver CorStone's weekly structured curriculum in a facilitated peer support group format to over

1,000 students. "CorStone's program positively impacts at-risk youth by enhancing their resilience to psychological disorders, while simultaneously providing them with the skills and support to deal with conflict and adversity in a healthy way - helping them to make better

The futility of gain will have a meaning for you only when you are really in conflict, only when you are fully conscious of the disharmony of your actions. If you are not caught up in conflict, then continue in your present way; if you are absolutely unconscious of struggle and suffering, if you are unaware of your own disharmony, then go on living as you are. Then do not try to be spiritual, for you do not know what that signifies at all. The ecstasy of understanding comes only when there is great discontent, when all false values about you are destroyed. If you are not discontented, if you are not aware of intense disharmony in and about you, then what I tell you of the futility of accumulation can have no meaning to you. A warning for Indian space and defense establishment RADHAKRISHNA RAO

T

he dramatic arrest in October this year of 52 year old Stewart David Nozette, a top ranking space scientist with the USA's National Aeronautics and Space Administration (NASA), by the sleuths of the FBI (Federal Bureau of Investigation) on charges of spying on behalf of an Israel based aerospace and defense outfit was an event that did not go unnoticed in India. This high profile American scientist who held security clearance as high as "top secret" was associated with India's maiden lunar probe Chandrayaan-1, which before its untimely demise in late August this year, had set a landmark research record by providing the strongest ever clues for the presence of water on the lunar surface. Nozette, was the co-investigator of the Miniature Synthetic Aperture Radar (MiniSAR), one of the two American payloads onboard Chandrayaan-1. MiniSAR designed to look for signs of water in the polar regions of the moon was a NASA payload built by the Applied Physics Laboratory of John Hopkins University and the Naval Warfare Centre, USA. However, sources in the Indian Space Research Organization (ISRO) have made it clear that the arrest of Nozette was an internal NASA matter and ISRO security has not been compromised in any way by this episode. Incidentally, as part of his involvement in Chandrayaan-1 mission, Nozette had visited the Bangalore based Satellite Centre, the lead agency for Chandrayaan-1 mission, twice and had interacted with Indian space scientists. On its part, ISRO has driven home the point that Nozette was not taken around any" critical installations and facilities." Nozette was apprehended in a sting action in which an FBI agent posed as an Israeli intelligence officer. According to the US Department of Justice, Nozette passed on information "classified as both Top Secret and Secret that concerned the US satellites, early warning systems, means of defense or retaliation against large scale attack, communications intelligence information and major elements of defense strategy". Holder of a doctorate in Planetary Sciences from MIT (Massachusetts Institute of Technology), Nozette had wide ranging exposure by way of his association with NASA, the Pentagon, the National Space Council of the White House and the Lawrence

Livermore National Laboratory of the US Department of Energy and had access to "critical, classified data" of strategic importance. In addition, he had also developed the bi-static radar experiment for the Clementine satellite launched in 1994. sure to the space environment and to make scientific observations of the moon and the near earth asteroid 1620 Geographos. More recently he was associated with NASA's Lunar Recon-

search, exploration systems and space operations, ISRO should exercise a higher level of caution while interacting with visiting American scientists. Nozette's association with Chandrayaan-1 may not have resulted in the siphoning off of classified information. However, a detailed inquiry could clear the doubts about the nature and type of data Nozette could have extracted during the course of his interaction with Indian space scientists. In 1994, a senior scientist and a few of his associates at the Thiruvananthapuram based Vikram Sarabhai Space Centre(VSSC) of ISRO were under a cloud of suspicion for their alleged role in passing on "crucial data on the four stage Polar Satellite Launch Vehicle(PSLV)" to Pakistan through a Maldivian woman they were in contact with. However the investigation that followed did not in any way substantiate the allegation. In July 2008, Dongfong "Greg" Chung, a former engineer with Rockwell and Boeing, was convicted for spying on behalf of China. He is known to have stolen secret information on the Space Shuttle and Delta-IV rocket in possession of American space and aerospace giant Boeing. For a long time, the USA has remained a favorite playground of Israeli spies and espionage agents. In the FBI's thinking, Israel and its intelligence agents often feature as a serious threat, second only to China. In 2005, the FBI noted that Israel maintains an "active program to gather proprietary information with the US." Collection of scientific information in the United States is the third highest priority of Israeli intelligence after information on its Arab neighbors and secret policies and decisions relating to Israel. Against this backdrop, both ISRO and DRDO (Defense Research and Development Organization), which are actively working with Israel in many of the critical areas of space and defense, should increase their vigilance to prevent India from becoming another happy hunting ground for Israeli intelligence sleuths and espionage agents. India Post Pak paranoia

T

he 25th anniversary of the death of Indira Gandhi last month was marked by media assessments of her place in Indian history. Her heroic qualities and failures were analysed. It was indeed a surprise to learn that her policies have left a deep and lasting impact on Pakistan. She may not be remembered by name but it seems no Pakistani can or is able to forget and forgive the break up of Pakistan that she engineered in 1971. In Indian lore she is the 'Iron Lady' who stood up to pressures from US and China and intervened to prevent the genocide of Bengalis by Pakistanis. She acted to give back their home to the East Pakistan refugees who were flooding India. Khurram Hussain of Yale University writing in Outlook points out the basic mistake Indians make in trying to make sense of what moves Pakistan. They still think the motive force is the partition of 1947. They erroneously believe that "Pakistan is endlessly regurgating the politics of Jinnah and the erstwhile Indian Muslim league." Hussain believes the present Pakistani attitudes owe their origin to the 1971 dismemberment of their country. It is the civil war they cannot forget. It has left a deep impact on the psyche of average Pakistani whereas it holds little relevance for the Indian establishment and society. India is intrigued at the constant popping up of charges of Indian meddling in Balochistan or Waziristan. It is seen as totally irrational behaviour. Hussain claims "what the Indian mind perceives as Pakistan's ongoing divorce from realty is in fact Pakistan's most fundamental political reality. The Pakistani establishment has internalised the memory of 1971. In all things, and at all times, it must account for India. Dismemberment has the requisite effect of focussing the mind on existential matters. Nothing can be taken for granted." He talks of a deep fear of India that has taken root among Pakistanis. "Fear and anxiety concerning India's intentions in the region are hardly limited to the so-called 'establishment' in Pakistan. It is a general fear, a well-dispersed fear, a social fear. And a really coherent fear." Viewed in this light Pakistani reactions begin to make some sense. Hussain makes out a case for basing Indo-Pak dialogue on 1971 rather than on 1947. Perhaps what Pakistan needs to be assured about is that India has no intention or interest in breaking it up further. That fear seems to lurk in every discussion that India and Pakistan have. Hussain's perceptions need to be taken note of by the Indian establishment. The foreign office should take up a deep study of this aspect of relationship. Pakistan seems to be constantly reacting on the basis of a fear of India. Its foreign policy is also based on making alliances that would come to its aid in the event of a clash with India. It runs to China every time it feels the pressure from India. Its nuclear program has been motivated to deter India. The arms it receives from the US it diverts for fighting India. It has created, trained and bolstered militant organizations as a front against India. It still tolerates terrorists and their activities on its soil for the ultimate help it expects from them in fighting India. It might be helping the US in fighting the Taliban terrorists but its heart is not in the battle in spite of the repeated suicide attacks on its cities. Be it any sports event or any other field the ultimate catharsis is beating India. If India can reassess its policies in the light of this paranoia, perhaps a meaningful engagement with Pakistan can begin.
