Dear Readers, Greetings from IndiaSAFE! December saw the fruitful culmination to the year with a reasonably successful IFSEC in New Delhi, but 2016 literally started with a bang for the security forces with the terror attack on Pathankot Air Base. While Defence Minister Manohar Parrikar admitted to “Some gaps” he went on to say, “There was no compromise on security.” The attack has created several unanswered questions as of now that leave us wondering – just how secure are our vital national assets? India was muted in her condemnation of the attack and Pakistan was quick to condemn it – clear indicators that both countries are trying to hold on to the delicate breakthroughs they have achieved in recent months. It is a matter of trivial significance if any terror outfit claims the honours for this horrendous act – the attack is a stark reminder that security threats do not abide by any book, and if we want to stay ahead of them, we need to improve our act by several notches. The Cabinet Committee on Economic Affairs recently approved the proposal of the Ministry of Home Affairs for extension and revamping of the Crime and Criminals Tracking Network and Systems (CCTNS) Project. Amongst its salient features are the computerization of crime registration, investigation and prosecution etc., in all police stations in the country; the creation of a central database to provide national level search facility as well as crime analytics for use by police and central agencies; the electronic sharing of data/ information among police stations; computerization of all prisons; the provision of citizen services through a Citizen Portal; and the sharing of crime and criminal related data with police, prosecution, courts, prison and forensics leading to an Integrated Criminal Justice System. The CCTNS project is expected to be fully implemented by March 2017. Safe Water Network and Honeywell Partner to Provide Access to Sustainable Safe Drinking Water in Telangana Honeywell is sponsoring 25 iJal safe water stations to communities in need in Telangana. SWN has been approved to build a total of 300 water stations in the region

afe Water Network (SWN) and Honeywell India have announced their partnership to provide convenient access to affordable and reliable safe drinking water, to water quality affected communities in Telangana. Funded by a Honeywell India grant, Safe Water Network is building 25 iJal safe water stations in Karimnagar and Adilabad districts from 2015 through 2017. These will serve approximately 60,000 people in an area that suffers acute groundwater contamination from flouride. Ten iJal stations are already operational in Karimnagar district. This initiative addresses a critical need in India where 100 million people live in areas of poor water quality. Telegana is ranked second on a list of states with drinking water problems, with union health ministry data showing 1,174 hamlets across the state affected by fluoride. Water and sanitation-related illnesses account for 70-80 percent of disease, including fluorosis, in this region. Data from a UNICEF study shows that only 35 percent of households in Adilabad district, and 64 percent of households in Karimnagar district, have access to safe drinking water. “Safe Water Network is focused on developing solutions to provide safe, affordable water for today, and for years ahead. PSIM Market Predictions for 2016 By Keith Bloodworth – CEO of CNL Software

R

egularly recognized by major publications as one of the most influential people in the security sector, Keith Bloodworth, CEO of CNL Software has been a leading visionary within the security industry for over a decade. As a founding partner of Axis Communications, now leading the move to intelligent IP based solutions, he reviews what was happening in the PSIM world in 2015, primarily looking at the security and facilities market and his market predictions for these markets in 2016.

The market, changing threats and changing players

015 has seen the rise of more terrorist related tension in the Middle East, in Europe and now in the USA. Together with the understanding of having joined up security systems, it is driving up the need for increased situational awareness. Demand by Government agencies and major global cities for large-scale centralized operations to deal with major incidents is growing rapidly. India alone is planning significant unified projects in 80 cities, while Israel, Turkey and China all have ambitious plans for creation of Safe as well as Smart Cities. Information is a key factor in dealing with issues relating not just to terrorism, but also to natural disasters and day-to-day security. Public safety is high on most political agendas and across the Enterprise markets, physical and logical security is be-

coming a Board level priority. As the security market continues to grow worldwide, traditional markets such as the US and Western Europe are steadily expanding their capabilities, while newer markets such as China, India and the Middle East are investing at a much faster pace. The new markets are mainly IP based integrated solutions, which has brought about many significant changes, not least of which is a shake-up of the VMS and CCTV camera markets. New product entrants from Asia, China in particular are undermining the traditional camera markets with quality products at lower prices than traditional suppliers. As a result of margin erosion, hardware for most security applications, is rapidly becoming a commodity. Markets have seen significant consolidation of VMS and camera manufacturers. Following on from Tyco acquiring Exacq and Canon acquiring Milestone, M&A highlights in 2015 include the Hanwha partial acquisition of Samsung Techwin, Canon’s acquisition of Axis Communications, Panasonic acquiring VideoIQ, and most recently Flir’s acquisition of DVTEL. The ‘old’ world order in security is gone and a new set of global players are arriving. These players are causing traditional system integrators to compete, with lower margins and more volume as the new way to do business. This, in turn, creates new challenges for the System Integrators to be part of January 2016

the value chain, as they may have to invest heavily in IT skills to meet any IT/ IQ way of working. VMS’ are becoming more intelligent, video analytics are now becoming more feasible as clients begin looking for complete solutions rather than individual products. Complex integration of multiple systems, such as VMS and ACS with other sub-systems like perimeter protection, will demand rules based PSIM solutions to manage increasing volumes of disparate to provide better awareness and management of any situation; providing end users with one well-presented and managed Enterprise solution.

2015, fastest year of growth for CNL Software

NL Software has had a great year, its fastest growth to date, mainly based on industry recognition for our two most valuable assets, our people and our products. 2016 predictions based on 2015 projects and bids

L

ooking forward into 2016, we are seeing greater investment in technology to overcome spending cuts in manpower, particularly in large scale homeland security, state, government and police security operations. Strategic partnerships will be a key driver as the public and private sector work ever closer to identify threats, report them and provide their security infrastructure to resolve them. Simply put, most local governments do not have the financial resources to tackle problems alone so public/ private initiatives will have to grow. Closing the Gaps within Intelligence Security Management: With the continually increasing diversity of security threats across the globe, 2016 will see the emergence of closer integration between all systems within the security disciplines that make up intelligence security management. The lack of deep end-to-end integration between the systems driving the Physical, Personnel,

Communications, Information systems, Security Classification and Operations Security disciplines highlights the need to challenge the mantra of Situational Awareness and accelerate the demand for Situational Intelligence through integrations focused on empowering counterintelligence techniques in preventing situations from occurring or at least providing effective early warning signals. IT/ Hybrid Channel Partners Entering the Market: These will become more prevalent in 2016 and will get their revenues from consulting, software sales and some PSIM implementation. These are more likely to be regional than global to start with, but they represent a new breed of IT/IQ suppliers who are increasingly attractive to end users looking for value based solutions. We are also seeing activities from global IT/ Hybrid players like Atos, KPMG, Wipro, Microsoft, IBM and Accenture. IT Vendors Enter the Market: Large IT vendors will be participants in the security market. This year we have seen activities from Hitachi, Adobe, Oracle, Dell/EMC, HP and Symantec. These are being sold at very high levels within the Enterprise and on a global scale, furthering our belief that the big SIs of the IT market will also soon be entering the security market, linking it to logical security solutions in a one throat to choke basis. Our view is that the more traditional hardware based System Integrators will do the installs (and have the ongoing maintenance), but the complex integration will migrate to expert service partners. 3D Mapping: This has been on the wish list of lots of organizations for some time, but budgets and uncertainty on its usability have limited its growth until now. 2016 will see this change as its adoption increases, bringing costs January 2016

down and simplifying its delivery process. In the near future, 3D will become an affordable viewing platform, but it is not a silver bullet, more of an emerging technology. For the near future, 3D will be for viewing and 2D will be used for visualization of the situational response plans. Camera Analytics:Video analytics and the need for video analytics is growing again. What is different, however, is that there will be a number of absolute industry specialists, like ASV in France for example, who only provide camera analytics for maritime-based needs. CNL Software are also seeing a rise in the requirement for camera analytics connected via PSIM for example in ‘tag and track’ applications. As it requires deep integration with the analytics providers, this is going to separate the real PSIM players from the VMS based entry level PSIMs. Federated Systems: Homeland defense, corporate security, government buildings and mass transit security all vary in the technology they deploy and the challenges they face, but they all have the requirement for escalation procedures and the need for centralized control of processes. This fast growing segment is where we have seen several of our largest orders this year and are generally referred to as “one to many and/ or many to one.” Typically, the development of the responses to alerts/ alarms will be done at the center and then distributed out to the remote locations. The entire network of control rooms can have the ability to operate as discrete systems, but can communicate to the center when required. CNL Software are specialists in the Global Security Operations Center (GSOC), an area of PSIM that requires real scale and focus. Safe Cities: This is another fast

growing segment and will include capabilities for: ● Public/ private co-operations. ● Body worn cameras with mapping to static camera video to create evidence files. ● Multi-tenanted operations centers with interchange of data. ● Social media and tracking capabilities. ● Large scale video aggregation and intelligent video retrieval. ● Large scale asset management across all sub-systems. Internet of Things (IoT): Prepare for lots of hype around IoT but it is something that is on its way; most

people, however, are still not sure what that will be and how it will affect the security industry. CNL Software has joined the IoT Security Foundation and expect that we and others, will be attaching leading SIEM products to ensure the device layers are not providing an attack surface. When the new hybrid channels begin working with largescale corporates and start processing data held in the Scada systems, security and facilities will change from a facilities operation to a business intelligence must have. Scale: Lastly, prepare for scale. Projects are getting larger and larger as they spill over from semi military to home-

land security. PSIM is growing in size and complexity and this will be more visible in 2016.

015 has seen and recognized a marked change in the threats we are faced with. This is leading to increased focus on intelligence, and will only grow in the coming year, as organizations, both public and private proactively piece together information to understand and eliminate threats before they become incidents. Having the right tools to do this is going to be a market driver in the security market for at least the next 12 months.

4K to see Increased Demand as Higher Standards for Positive ID are Specified By Andrea Iniguez – VP Business Development, Theia Technologies

O

n a recent tour of OEM camera companies promoting our new 4K lenses, I had the opportunity to take the pulse of these organisations about the emergence of the 4K standard in video surveillance. The majority of these companies felt that the adoption of 4K cameras by the mass security market is at least three years away. It may not see the

4K market reaching critical mass until 2020. Whichever way you look at it, the security market looks poised to follow the path of HD adoption, with the broadcast media leading the way, raising the expectations of consumers and transferring those expectations to commercial markets (including professional secuJanuary 2016

rity) two to three years later. Much has already been written about the factors affecting (read ‘slowing’) the introduction and adoption of 4K as a standard in the security industry. These typically include the cost of infrastructure and hardware items such as monitors, bandwidth and storage. Technological advances in areas like video

transmission and improved bandwidth coverage are already addressing these limitations. One specific innovation likely to support faster 4K adoption is H.265 compression. Rapidly declining pricing of 4K monitors will also help speed up adoption. At the same time, there are demandled forces at work likely to drive the adoption of 4K in the industry. There is definitely a need for higher image resolution in video surveillance to support the protection of life and property. While no worldwide standard exists, the security industry seems to be heading toward adoption of the EN standard requiring 250 pixels per metre for the purposes of facial identification. Higher resolution cameras and lenses are critical to achieving this and satisfying our appetite for higher detail images. Certainly, in reviewing video footage in the sad case of the murdered family in Washington DC in May 2015, no one can argue that higher resolution cameras would go a long way to increase the chance of gathering images suitable for positively identifying perpetrators to

the level where images can be used as evidence in a court of law. The images below taken from widely available video footage, show that the security camera in place covering this incident was only delivering CIF resolution images (352x240 pixels). The images show a suspect or person of interest apparently fleeing. However, the image resolution is so low that the video would be useless for identification purposes. One would even conclude, as did one of my friends and parent of two children, that the system was a waste of public resources. “What’s the point?” Good question if it cannot be used to catch an alleged criminal. Although we don’t know the exact details, we could assume from looking at the images, that the camera is approximately 10 metres away from the subject and the lens is about an 80 degree Horizontal Field of View (HFOV) lens on a 1/3” sensor CIF camera. In that case, the pixel density in the image is only 21 pixels per metre, roughly 10 times less than the EN standard of 250 pixels per metre needed for facial identification. At that distance, given the same 80 degree HFOV lens, an Ultra HD 4K camera would provide 230 pixels per metre – still not quite enough for identification, but much closer. These calculations can easily be performed using a tool such as Theia’s Image Resolution/ Lens Calculator either at www. Theiatech.com, or in Droid or Apple App versions. See the images next page: But just as we cannot insure against every possible mishap, it is not economically feasible nor socially acceptable to provide video coverage of every possible January 2016

situation in which an incident or crime may occur. As is the case in life, in video surveillance we must prioritise environments and situations where the stakes are high. Those are environments in which the threat of loss of human life is higher than normal – such as in a stadium, airport, or rail network. In these high density environments, taking extra care and precaution are warranted. The authorities are specifying and configuring surveillance systems to spot known behaviours which may predict disorder or place others at risk. The idea is to act faster to neutralise a threat before it escalates. In one known example in the UK, very high resolution cameras were used in a football stadium to identify the faces of individuals looking down towards the ground rather than straight ahead watching the game. Why would spectators be looking down? Football stadiums across the UK had seen a rise in pyrotechnics being lit in stadiums. In order to light the fireworks perpetrators must look down. Once lit, they kick it down the stand so that when it starts to go off the perpetrator appears to be elsewhere. By specifying high resolution cameras to do this job they were able to identify the real culprits – the ones that lit the firework – and exclude them from the ground – virtually eliminating pyrotechnics incidents in the process. In these situations 4K video surveillance could definitely add value and would be worthy investments. In these environments, safety and law enforcement teams must be able to monitor, detect, observe, recognise and identify suspects and then act on this information rapidly. Assuming 250 pixels per metre is the minimum requirement for professionally designed and specified video surveillance

systems to ensure positive identification in situations which warrant it, 4K cameras and lenses naturally support this specification and should be considered by integrators. If an upgrade from an analogue system or lower resolution video surveillance system will be undertaken, it can make sense to leapfrog over HD and implement 4K cameras and lenses. The wider fields of view of the larger 4k sensors and higher resolutions of 4K systems may allow reduction of the total numbers of cameras needed in the system. Once the need for positive identification has been established and the requirement of 250 pixels per metre has been specified, 4K cameras and lenses can be deployed to help upgrade systems to that level (and greater) more easily than HD systems on a camera for camera basis given the same focal length lens. Of course, the investment in infrastructure capable of handling the 4K system must also be made. For example, an HD camera with a 100 degree HFOV lens must be only three metres away to achieve 250 pixels per metre. But a 4K UHD camera using an equivalent 100 degree lens, can be positioned a little under seven metres away and still get the desired 250 pixels per metre resolution. Narrowing the field of view to around eight degrees HFOV with a telephoto lens, one can be approximately 108 metres away from the subject and still get 250 pixels per metre on a 4K UHD camera. But with a HD camera, one can only be 58 metres away to reach the same goal. As the target moves away from the camera and lens in space, the lower the image resolution becomes. These numbers make a significant difference when you are positioning cameras in stadiums, for example where it is not uncommon for

cameras to be fitted at one end of the stadium to cover the stand at the other end up to 120 metres away. But how does the camera manage to get more pixels on target? As with every camera and lens, the image detail or pixel density which determines pixels on target, is calculated by taking the resident number of pixels from the camera and spreading them across the entire HFOV of the lens. The higher the number of original pixels the greater the pixel density, image resolution and number of pixels on target can be delivered. All camera sensors are carved up into pixels along a grid pattern. A common 1/2.8� HD camera sensor has a diagonal of about 6.46 millimetres with about 2.1 million pixels, or a pixel density of approximately 321 thousand pixels per millimetre. In the meantime, a common 1/1.7� UHD 4K camera sensor has a diagonal of around 9.33 millimetres, January 2016

with about 8.3 million pixels, or a pixel density of 889 thousand pixels per millimetre, nearly three times the density of the HD sensor. Of course, video surveillance itself does not prevent crime. But even if the higher resolution video footage could only be used in the prosecution of a crime after the fact, the investment in the higher 4K resolution systems would no doubt be justified in many situations. 4K is poised to be included increasingly in surveillance system configurations as 250 pixels per metre (or more) densities are demanded. We believe that pending CCTV quality standards requirements and continued adoption of innovations in video transmissions, video storage and bandwidth provision, will all combine to see 4K achieving stronger and quicker market penetration than many have predicted.

elta Scientific has announced that its new HD2055 electromechanically controlled anti-terrorist barricade decisively stopped a 15,000 pound (6,803 kg) test vehicle traveling at 51 mph (82 kph) in a recent crash test conducted by an independent testing laboratory. The HD2055 barricades not only stopped the vehicle but contained the test load representing the bombs strapped to the truck

bed. The aim is to provide an incentive to invest in renewable technology and energy saving equipment. How have IP surveillance systems positively impacted energy consumption and what effect does this have on a business user? It is well documented that the advancement in camera technologies have largely been down to the improvement in processing power within the cameras. The greater the level of processing power, the more demanding we can be with the features that are included. Now that we have seen significant improvement in the processing power we can expect the camera to be much more effective. The evolution of a surveillance camera has always been focused on improving the resolution and picture quality. Now with the advancement of technology in place, image quality should be a given and the very minimum we should expect from a camera. The focus and investment has been on the development of image usability and adding intelligence to the camera, either business intelligence or further security measures. One consideration rarely discussed when looking at the design of a surveillance system is the impact and cost associated with the power consumption of the system. If this is taken into consideration then it can demonstrate significant cost savings and reduce the total cost of ownership when considered at the start of the project. With the advancement of new feature rich IP camera technologies and associated products a client will be

nergy saving is a 21st century challenge with businesses devoted to providing energy efficiency, energy conservation, and the sustainable use of energy, thereby reducing carbon dioxide emissions and helping to prevent man-made climate change. With governments and countries working together to make a more efficient and sustainable future, it is important that new technologies address everyday energy and carbon emission challenges. With all businesses being challenged to positively impact their energy consumption and provide sustainability reports, how can IP surveillance systems help a business achieve its energy reduction commitments? As governments globally have initiatives in place to incentivise a business to reduce their energy consumption, it is important to understand how new feature rich IP surveillance technologies can reduce a user’s energy consumption and positively impact a balance sheet. Regardless of the size of a business, there are government initiatives in place that will help support the reduction in a businesses energy consumption and in turn help companies with their carbon reduction commitment. Two of the most common incentives for technological upgrades being used are the ‘Carbon Trust interest free loan’ scheme and the Enhanced Capital Allowance. The Carbon Trust offer government funded, unsecured 0% business loans for energy saving projects, up to a maximum loan limit of £100,000 available for small, medium and large companies that don’t fall under the Carbon Reduction Commitment. The Enhanced Capital Allowance is where the Carbon Trust manage the Energy Technology List (ETL), a list of products, such as thermal solar equipment, that may be eligible for 100% tax January 2016

able to generate a robust return on investment strategy when looking to upgrade an antiquated analogue surveillance system. It is also worth noting that the national and local governments look to incentivise businesses for reducing their power and carbon usage. The incentives can come in the form of financing green initiatives for business users, releasing capital expenditure to pay for the project, or even reducing corporation tax for larger business that are classed as high energy users.

In order to give a direct comparison between the resolutions a generic site has been marked up to highlight a potential camera layout using a 8Mpxl camera as chosen by the client. The brief given was to give detection levels of coverage to the perimeter of the site boundaries and also detection levels coverage to the roadways between the container areas. The perimeter boundaries measured 2000 meters and the roadways measure 3870 meters.

Camera technologies and features

T

hrough the introduction of new camera technologies and features we have seen significant improvement in an operational surveillance system. The primary reason is often to improve security – however it is worth considering how these technologies and features can positively impact the power consumption of a surveillance system and identify further cost saving and benefits that haven’t been considered in the past.

Camera resolutions

T

hrough increased processing power built into the cameras, there has been significant advancement in camera capabilities that have evolved with the adoption of IP technologies. With greater resolution being offered from 1 megapixel through to 8 megapixels running at 25/30 fps, the field of view from each camera is significantly improved resulting in a total reduction in the camera count without compromising on the quality of the images being captured.

When doing a direct comparison between the numbers of cameras required in order to generate the same level of coverage across the site, there are significant changes in the quantities of cameras required. The table below shows the comparison assuming cameras can be located in the optimum positions with the same levels of spacing between each to give the minimum levels of cameras required. In reality we understand that a design will rarely have this luxury, but for the purposes of

a comparison this is a fair way that reflects the quantities required. The table above shows the reductions in the camera count required, in order to get the same level of coverage across the site. Whilst there are the obvious cost savings that can be seen, that sit with the number of cameras required alone and all the associated works that go with the installation; cabling, commissioning, storage, infrastructure, civils etc., what will the impact on the power consumption for the system have between the different solutions?

When looking at an upgrade of the whole surveillance systems, the cameras contributions that are related to a basic function such as the resolution can go a long way to demonstrating a quick return on investment. This will in turn help a business meet its carbon reduction commitments, which are only seen as a percentage against usage rather than a direct monetary value.

The example here shows how a single camera, positioned correctly can get the desired coverage at the same resolution as a number of smaller resolution cameras. Aside from the obvious installation benefits of only having to install a single camera, run one cable and maintain one camera, there are the ongoing annual costs associated with the powering of a camera.

Multi-view streaming

W

ith the increase in resolution, came the ability to use multi-view streaming from a single camera. This essentially means that you get multiple views from a single camera position, giving the operator the perception that they are looking at a number of different fixed camera positions. This is great if you have an overview camera that you would like to zoom into multiple areas at the same time for monitoring purposes. An example of a scenario would be the entrance to a building where you would like to focus on the entrance door, reception area and barriers. Each specific view can be segregated into a viewing window and shown individually back to the monitoring workstation. This has the potential to reduce the cameras significantly if the correct camera is chosen. If a high megapixel camera is used, and split into a number of different viewing windows the resolution of each viewing winJanuary 2016

This example shows a direct correlation between cost savings on offer from using different camera technologies to achieve the same level of coverage without compromising on the image quality or operational performance of the system. 56

mat. The new format allows you to get a vertically oriented, ‘portrait’ shaped video stream from the camera. The video is adapted perfectly to the monitored area, maximising image quality while eliminating bandwidth and storage waste. Axis’ Corridor Format is even more useful for modern HDTV network cameras that deliver a 16:9 aspect ratio, as the resulting image will be changed to a 9:16 aspect ratio – just the right thing for narrow corridors, hallways or aisles. Due to the change in the aspect ratio, there is the potential to reduce the number of cameras required. This is achieved when increasing the vertical field of view being delivered from the same camera. With the new capabilities of corridor format increasing the field of view, we see the number of cameras required reducing. This in turn will reduce the total cost of ownership of the system and demonstrate power consumption cost savings. With corridor format being well aligned to segments such as retail and transportation, it is anticipated that small savings over multiple sites make this technology a compelling argument.

This examples demonstrates a potential power cost saving of >85% based on the quantities being used. As this is assuming a best case scenario of having the ability to utilise a single high megapixel to replace 8 lower resolution cameras, then the results will vary depending on the camera count.

360° overview surveillance cameras

W

ith the introduction of 360 and 180 degree overview surveillance cameras, this has added further scope to the capability of reducing the camera count. With the ability to de-warp images and still run multi-view streaming, this has afforded clients the ability to install centrally located cameras that can look and record in all directions simultaneously. With the introduction of this type of camera technology this has the potential to significantly reduce the camera count whilst improving the camera coverage of a site and reducing any blind spots. As a minimum, a client could expect to see a potential 75% reduction in the camera count assuming 100% visibility of an area of 650m2/ 7000sq ft as 1 360 degree camera can cover the whole area instead of using 4 cameras pointing in different direction whist still leaving a blind spot directly under the cameras. Based on the number of cameras it would take to cover a large area it would be unlikely that a client would wish to have 100% coverage using traditional cameras. Utilising this camera type will increase coverage of the site, but will also reduce the potential camera count in turn showing power consumption savings.

Corridor Format Images: By using Axis Corridor format the customer is able to fully maximise the horizontal field of view. This has the potential of reducing a camera’s blind spot and increasing the available detection zone. If an elongated horizontal view is not required then Axis Corridor format, in conjunction with a varifocal lens, can be used to increase the pixel density within the scene. The benefit of this is there is no extra hardware cost or increases to the cameras bandwidth as its transmitting the same image.

n many surveillance situations there are areas that are more vertical than horizontal in shape. This includes staircases, hallways, aisles, roads, runways, tunnels, and many other applications. In these situations, the traditional landscape format is not the optimal solution since it creates video streams where a large part of the field of view – specifically the sides of the image – is redundant. In turn, this means that the image quality is not maximized because the full area and resolution of the camera’s image sensor are not utilised. In the process, bandwidth and storage are also wasted. Axis’ unique solution to this problem is the Corridor ForJanuary 2016

By doing a direct comparison of the AXIS Q1615 with the varifocal lens set at 2.8mm, you are able to see the level of coverage increase when changed from a 16:9 format to a 9:16 format. With the traditional 16:9 view the AXIS Q1615 is able to provide coverage of 25 pixels per meter up to 42m to achieve detection levels of evidence. When the same camera is rotated to 9:16 it is able to provide the same level of 25 pixels per meter up to 53 meters. This change in aspect ratio increases the coverage distance from the same camera by 27%. What is great about utilising this technology is that the varifocal lens 57

With corridor format cameras being deployed in environments such as retail centre, shops, railway stations etc. The users are likely to be multi-site users that will show big cost savings across their region if deployed correctly. A further benefit that can be seen from corridor format is the improvement in the resolution from a fixed camera position. The image below (left) was captured using an AXIS P3346 camera in 1080p resolution. In 16:9 mode in order to capture the whole of the corridor area, the part of the image that we are not interested to the left and right is also captured. This results in less pixel density in the corridor which is the area of interest. The image below (right) shows Axis’ Corridor Format. The camera sensor is physically rotated by 90 degrees and the image electronically counter-rotated to ensure the correct orientation for viewing. This image is refocused to match the top and bottom view of the original 16:9 image resulting in a higher pixel density in the area of interest.

can also be zoomed into the full capability of 8mm and as a result utilised across other segments such as critical infrastructure. As with the same comparison, the example shows both coverage areas achieving 25 pixels per meter at the furthest point. The 16:9 aspect ratio achieves a coverage area of 107m from the camera position with a blind spot of 9m meaning the coverage is 97.5m. When we change the cameras aspect ratio to 9:16 we achieve a coverage of 112m with a reduced blind spot of 5.6m, meaning the total coverage area is 106.4m. This shows an increase coverage distance of 9.5% by changing the aspect ratio from the traditional format to that of corridor format. Again this shows an improvement in the coverage of the surveillance camera by merely changing the aspect ratio. If we use a similar scenario to that used for the resolution example we can do a direct comparison for an environment that requires perimeter detection and coverage across the roadways.

The table above shows the impact and benefit that utilising an Axis camera in corridor format has. You can see that there is direct correlation between the cameras count required and the additional coverage being generated from a change in the aspect ratio. The AXIS Q1615 with a focal length of 2.8mm shows an increase in the camera count by approximately 27% if retained in the 16:9 ratio rather than 9:16 corridor format. This is also seen when the focal length is changed to 8mm and the same increase in camera count is in line with the different in coverage generated. It is important to see how the reduction in cameras can also reduce the power consumption impact on the surveillance system.

The comparison below shows the improved image quality available with Axis Corridor format when digitally zooming into the image. Recognition is now possible where it wasn’t before. This has been achieved using the same camera which means there in no increase in cost to get an improved and more usable image.

A common theme and benefit of IP cameras is the positive impact in the reduction of cameras required to generate the same level of visibility as a traditional analogue system or even against an alternative IP systems that doesn’t share the same feature rich functionality. in other aspects of the surveillance system such as Network infrastructure and storage hardware. The reduction in cameras has a positive impact on the associated infrastructure required to run the system and fewer cameras results in less storage and associated hardware.

A

day and night camera is designed to be used in outdoor installations or in indoor environments with poor lighting. A day and night, color network camera delivers color images during the day. As light diminishes, the camera can automatically switch to night mode to make use of near infrared (IR) light to deliver black and white images. Maintaining image sharpness and low noise, particularly in varying outdoor lighting conditions, has proved challenging. A

XIS Camera Application Platform is an open platform that makes it possible for application developers to market and sell Axis-compatible applications. The platform supports video analytics applications that provide the products with intelligent capabilities such as recognition, counting, detection and tracking etc., directly on the camera. One of the key benefits other than adding value and business intelligence to the camera is the significant reduction in hardware and cost associated with the analytics. With a new server less architecture being required this reduces the need for a server and any associated costs. Outside of the obvious cost saving specifically related to the hardware, there is the ongoing cost savings related to the power requirement of the systems. Less hardware means less power. The open application platform has attracted great interest among Axis’ development partners. AgentVi, Aimetis, Cognimatics, Digital Barriers and Via:Sys etc. To use Digital Barriers as an example, they have created SafeZone edge which is a server less iLIDS primary approved analytics package. For the purposes of a side by side evaluation, Digital Barriers have been able to do a direct comparison between a 4 camera server based solution and a 4 camera server less ACAP solution as they have both offerings in their portfolio.

For the purposes of the comparison, a fixed camera has been positioned every 25m to cover a perimeter measuring 300m. Lighting has been mounted every 50m to increase the lux levels in the environment. The lightfinder camera now has the capability to utilise any ambient lighting in the area. This means that the additional lighting required for the system is removed saving the hardware, installation and also the power associated with the lighting element of the surveillance system. When doing a direct comparison between the two solutions, there is potentially a

The system consists of standard Axis cameras, SD cards, software clients for PC and smartphones, and standard network equipment. There are a number of operational and technical benefits to this system in addition to the platform being a free software. As this is a DVR or server less solution it removes the risk of the solution having a single point of failure. The software will need to be installed on a PC or laptop in order to commission the system but for the purposes of monitoring and viewing images, this can be done from an alternative devices such as a smart phone or tablet often used for other applications.

ust as there have been advancements of technology in the cameras so has there been with the accessories included. IP cameras are now able to compress images to a much smaller file size allowing the use of SD cards inside the cameras as the main storage area. As this is a solid state item with no moving parts there is very little energy associated with this device. A key benefit to this is that it takes storage load away from a traditional server based unit which again positively impacts the surveillance systems energy consumption. It is however important to pick the correct recording and storage for the applications and understand the limitations and benefits they offer.

Whilst there will be costs incurred whilst using, charging and/ or powering the devices in which a server less solution will use to view the footage, this is a device that is multipurpose and power consumption can be directly related to other activities. For the purposes of doing a direct comparison between the two solutions, there is a compelling argument to use a server less or hosted service. ACC saves 85% in annual power costs specifically related to the consumption of the system. It is worth noting that for the purposes of the exercise both systems used the same cameras being performed in the same operational environment.

ith the advent of new technologies the recording and storage methods of surveillance systems have been improved significantly in regards to the reliability, cost and performance. The size and technical complexities of the system will largely dictate the type of storage that needs to be considered. As IP cameras are fully networkable there are also cost savings specifically related to the power requirements of the system that can be seen.

By utilising this specialist technology, as well as significant cost savings there is a greatly reduced environmental impact and we will look at some of these factors below compared with other commonly used technologies Requirements: Here we will look at three of the options available on the market today and compare the overall power consumption. For comparison we will be looking at a 600 analogue camera system migrated to IP using the AXIS Q7046 Blade encoders. We will assume a constant recording bit rate of 2Mbps at 25IPS recording stored for a duration of 31 days with a peak bit rate of 3Mbps to allow for processing calculations. All calculations are based on the following table.

Optimised server technology for IP surveillance

B

y utilising best in class components, tested together and optimised for IP surveillance applications Secure Logic have created a range of servers which at the top end can handle 4000Mbps throughput with 480TB useable data on board a single 4U unit. Because they are often running well under peak processing power and feature advanced RAID arrays to spread the load average, power is significantly lower than the peak power requirements. Additionally each unit will replace multiple units available in comparison to other solutions offering significant power savings. The units in the calculations below feature 750Mbps throughput (duplex) and 140TB useable on board storage.

IT centric storage solution

D

ue to their multipurpose design and generic non-optimised nature, most IT Centric servers have a processing cap of 256 Mbps which can often be more of a limiting factor than the on board storage which typically does not exceed 21TB in RAID5. Electricity costs have been calculated at 15p per kWH, cooling costs and power are linear and cooling power requirements are generally similar to the total server power requirements.

Government initiatives

W

e can see that the advancement in IP surveillance technologies have been able to demonstrate significant cost savings associated with the energy consumption required to run a network video surveillance system for 24/7 365 days over a 10 year period. Not only are we able to show a robust return in investment against the energy savings alone, but due to the government initiatives in place we are able to get capital expenditure released that allows the government to pay for the upgrade. In addition to this with the incentives that the government has in place to companies for reducing their carbon footprint then there is corporation tax benefits to be gained as well.

Linear storage solution

L

inear storage is relatively new to the IP CCTV scene and does require integration to specific VMS platforms for optimum efficiency. Using a sequential storage method offers significant power savings in comparison to conventional server technology. Because the drives that are not being recorded on remain static they use less power and become more energy efficient. The disadvantage of this method is that the throughput is limited to the read write speed of a single disk so on large camera count many more machines have to be used to achieve the same result. Linear storage also relies on server technology to process the IP video which must also be accounted for when calculating power. January 2016

Government to offer financial incentive for Carbon Reduction Commitment

T

he Carbon Reduction Commitment Energy Efficiency Scheme (CRC) has been on the horizon for many years but, because of its complexity, has received little publicity and awareness remains low among the organisations that will be

that all organisations that will be affected start to prepare and plan now: Allocate accountability within your organisation for CRC obligations. Once the impact on your organisation has been established, all registration procedures must be completed within the stated deadlines. It is then essential that you calculate and begin to monitor your energy consumption – reports will need to be submitted covering energy use from April 2010. Once an energy forecast has been completed then a financial budget for compliance should be prepared – it should include the cost of purchasing allowances for 2011, the cost of any improvements planned to lower energy consumption and reduce your organisations obligations as well as any associated administrative costs. Performance in 2010 will determine the amount of allowances you have to buy in 2011 and your league table position – so there will be a financial incentive to improving performance from April 2010. Even if you do not currently qualify as a participant in the CRC it is still worth taking the time to prepare; you may be forced to comply anyway by the Secretary of State. Even if you are not, reducing energy consumption will bring its own rewards in lower energy expenditure and lowering your organisation’s carbon footprint.

affected by it. Its purpose is to reduce Carbon Dioxide (CO2) emissions and increase energy efficiency by providing a financial incentive to improve performance. The UK Government was the first in the world to introduce a cap and trade scheme to put a price on the use of CO2 for high intensity energy users such as power producers and chemical manufacturers. Most of the large industrial plants in the UK are now captured under EU regulations for controlling CO2 emissions and participate in the mandatory EU Emissions Trading Scheme (EU ETS). The UK Government is again taking the lead with the CRC, applying the same cap and trade formula to large organisations, with a focus on increasing energy efficiency. It is the first mandatory CO2 scheme in the world to cover both public and private sectors of the economy. What is cap and trade? The CRC will operate as a cap and trade mechanism, providing a financial incentive to reduce energy use by putting a price on CO2 emissions from energy use. Organisations within the CRC will be required to buy one allowance for every tonne of CO2 they are responsible for each year. The overall emissions reduction target is achieved by placing a ‘cap’ on the total allowances available to each group of CRC participants. Within the overall limit of the CRC, participating organisations can choose the most cost-effective way to reduce their emissions and meet compliance targets. This could be through buying extra allowances to cover any short-fall or by making investments to lessen energy consumption and hence the allowances that they have to purchase. Which organisations will be affected? The CRC will apply to public or private organisations (including subsidiaries) which have at least one half-hourly electricity meter (HHM) or those with a total annual energy consumption of at least 6,000 mega-watt hours of electricity (equivalent to an electricity bill of £500,000). Initial indications are that around 5,000 organisations will have to participate. Public sector organisations such as local authorities and all central government departments will make up a significant number of these, with other participants including supermarkets, banks and water companies. Energy costs usually represent a small amount of annual expenditure for the organisations targeted by the CRC, so to date there has been little incentive to reduce consumption. However, these organisations are collectively responsible for around 10% of the UK’s CO2 emissions. Next steps: There are significant financial and even criminal penalties for non-compliance with the CRC, so it is imperative January 2016

Conclusion

I

t is clear to see that the advancements in new IP surveillance technologies can demonstrate areas of cost savings directly related to power consumption. Not only does this show the potential benefits of upgrading from an existing analogue system to a new IP system, but it also shows the importance of selecting the right camera and storage vendor. The importance of a feature rich solution, now impacts other decisions makers that sit outside of the traditional security team.

I

t is worth noting that the testing conditions for each of the applications may differ depending on the environmental conditions of each site. The potential capabilities of the different camera technologies and features has been designed to highlight the potential areas that can reduce camera counts and what effects this has on other elements of the operational system. It is always recommended that each surveillance system is designed specifically for the application in which it is intended. All technologies and features are there to improve the systems capabilities, but may not be too suitable for each application. 62

ilestone Systems Network Video Recorder (NVR) solution is successfully being used by Dunkin’ Donuts in Iceland to optimize security and avoid defacement of their branch properties. The popular chain restaurants are located in the city center of Reykjavik, Iceland, where big city annoyances such as graffiti and window smashing can be a problem. Dunkin’ Donuts needed a solution that would help them avoid damage to their properties and to ensure the clean appeal of the chain and the safety of employees and customers. Milestone Platinum Partner Security Center Iceland installed a Milestone Husky M30 NVR in each Dunkin’ Donuts restaurant in Iceland. Each Milestone Husky manages eight to ten Vivotek cameras located inside and outside

the branches for optimal surveillance. This allows Dunkin’ Donuts managers to keep an overview of their entire restaurant. The advanced investigation tools combined with an easy-tomanage timeline in the Milestone software enables the restaurant managers to examine incidents quickly and accurately. The system also has a deterrent effect; after the branches opened they have had zero incidents of damage, saving the company the costs of having to restore property. “We made sure to have a best-inclass video security system right from the start when opening our restaurants,

and that has proven to be the right decision. Since opening we have completely avoided defacement thanks to Milestone,” says Helgi Hansson, Security Manager at Dunkin’ Donuts. preneur Association and lies within a 24 acre compound, with the Jade warehouses lying on the North and South sides. A 142-camera CCTV system had been installed in 2011 to watch over the

multi-million dollar sales but, after just four years, the image quality was badly affected by degradation of the long distance coaxial cables and damage to the electrical cables, DC power adaptors and the CCTV camera LEDs. In addition, new jade warehouses had been constructed within the compound. With the next Gem Emporium due in the middle of June 2015, more than ten of the world’s premier CCTV suppliers, including Hikvision, submitted bids in early March 2015 to install a digital IP CCTV surveillance system. Nawarat Global Technology, working with Hikvision, was awarded the contract on 24 March with a completion date of 11 June.

The Solution

A

total of 161 Hikvision IP cameras were specified to cover the entire compound connected to five 32-channel Hikvision NVRs in the central control room, plus three further NVRs in secondary control rooms, through more than 3.5km of shielded fibre cables, with accompanying electrical cabling for the centralized power supply. A total of 54 IP cameras now cover the three levels of the Jade Hall while the remaining 107 cameras are used to monitor the

24-acre compound. The vast majority of the cameras are DS-2CD2T32-I5 bullet cameras, with 148 installed throughout the complex, with a variety of minidome, dome and speed-dome cameras completing the line-up.

Implementation

When the security solution at the Jade Hall was renewed, we naturally mandated a solution that would fulfill all of our security requirements throughout the complex,” says Thar Tun, Systems Integrator at the Myanmar Gems and Jewellery Entrepreneur Association, “However, we also wanted to enable customers to view live images of the jewellery within the hall and, to meet this challenge, a system capable of supplying live feeds onto two television screens from a single network video recorder was required. “However, the biggest problem we faced during the integration process lay with the outer buildings surrounding the Jade Hall within the complex. The solution required us to install underground fibre cables leading to all of these buildings from a centralized electrical power supply. In a very short space of time, we put down over 3.5km of 4, 12 and 24-core fibre cable, all accompanied by

3-core electrical cable for the centralized power system. We also put in over 12km of network cable for the IP cameras. osses and damages to Italy’s TerniEnergia photovoltaic (solar) power stations that can cause fall-outs in their energy supply, have been reduced by 96 percent after a Milestone video management software (VMS) security solution was implemented. The solution also ensures operation without unscheduled downtime, improving the power plants’ service levels. Photovoltaic power stations can span many square kilometers and are nearly

impossible to secure by traditional means. Without an efficient surveillance system, thieves can enter the large and remotely located production facilities unseen. TerniEnergia had experienced several thefts at their power stations which resulted in losses from damage. irbus Defence and Space has successfully supplied the radio networks for audio communications for the official cycling test event prior to next year’s eagerly awaited sports event in Rio de Janeiro, Brazil. This year’s ‘warm-up’ test event of the road cycling discipline is one of 45 sporting contests taking place in the same venues as the 2016 sports event, with the aim of testing all technical operations to ensure readiness for the main events. During the warm-up racing, an aircraft was deployed to provide radio coverage over the 200 km circuit. Live communications were transmitted from the different race sectors via three separate radio networks, providing sports directors, officials and followers with updated race information.

Airbus Defence and Space Events field engineers dispatched to Copacabana in Rio de Janeiro were responsible for establishing the airborne radio coverage, after coordinating the installation of all radio receivers on the event organisation vehicles and chase bikes. MG has been commissioned to establish a pilot smart city centre surveillance solution in Beirut City Centre, Lebanon, working with systems integrator Site Technology S.A.L. The ongoing project originally began with the installation of 13 ANPR cameras being transmitted over a hybrid Analogue and Ethernet fibre optic backbone and covering a small area in the very centre of Beirut. With the success of the initial pilot installation, Site Technology is highly optimistic with regards to the second phase of the project, which is currently awaiting final budget approval. Marwan Abdallah, General Manager at Site Technology S.A.L., says, “So

far, the project has been a resounding success, with the AMG equipment being very efficient in terms of both cost and energy consumption. The AMG transmission equipment was very easy to install and use. Romanian big-box retailer stops theft with open NUUO surveillance platform

UUO’s retail solutions have been deployed worldwide. Romanian Auchan, one of the largest retailers in the world, was seeking reliable recording solutions in replacement of their analog DVRs to help them with loss prevention. Besides supporting hybrid environments where a combination of analogue and IP-based systems co-exist, the solution must be able to integrate with the POS system. Under these considerations, Auchan chose NUUO Mainconsole for local recording and monitoring and installed NUUO’s CMS (Central Management Software) in the control center to manage cameras in all stores. Since the beginning of the project, over 80,000 channels have been installed and integrated with 400 POS systems. Auchan can manage 7,000 channels at a time in the CMS. At night after stores are closed, recording will be switched to motion-based settings to save storage space. The SAAS-based video analytics system analyzes video of checkout activity and compares it against POS data to automatically detect theft and loss by identifying items which have been given away to the customer without being scanned. Billions of dollars are lost worldwide by retailers annually due to unscanned merchandise at the manned and self-checkout, both ‘sweethearting’ and carelessness by cashiers. It is the one kind of retail theft that is under the radar with no data trail to track it. ‘Sweethearting’ occurs when cashiers pretend to scan merchandise but deliberately bypass the scanner, thus not charging the customer. The customer is often a friend, family member or fellow employee working in tandem with the cashier. This includes both middle-of-the-basket and bottom-ofthe-basket sweethearting, items left in a reusable bag, weighing an expensive item but looking up a cheap one, covering bar codes, or going around the scanner. StopLift has found that selfcheckout customers steal as much as

five times more frequently. As soon as a sweethearting incident occurs, the software, which constantly monitors 100% of the security video, flags the transaction as suspicious. It quickly reports the incident, identifying the cashier and the date and time of the theft. The new Self-Checkout Accelerator give retailers realtime reporting on self-checkout theft, prevents false alerts that frustrate honest shoppers, and improves customer service at the self-checkout. Kundu became involved in loss prevention through a retail inventory shrinkage study ‘Project StopLift’ he led at Harvard Business School in Cambridge, Massachusetts, USA. Previously, he led the development of real-time facial recognition systems for identifying terrorists in airports for Facia Reco Associates, and he delivered the first such system to the Army Research Laboratory. He was CEO of Invino Corporation through its public acquisition. “The biggest source of shrink is at the front end of the store,” said Mike Smith of American Video & Alarm, who sells ScanItAll® to supermarket chains in the USA, “You have ten lanes of potential thievery or laziness with merchandise going out the door

and virtually no way to manage until now.” Chris Ajlouny and Keith Holley, who own Piggly Wiggly supermarkets in the state of Alabama (USA), knew that cashiers were either stealing or failing to scan items, costing their supermarkets major losses. Ajlouny estimated that his loss was $8,000$10,000 per quarter for two stores. Holley estimated that his one store was losing $6,000-$10,000 per month from checkout shrink, most of it in frozen food. Ajlouny did not tell any employees at his stores when he installed StopLift two years ago, so that he could see the extent of scan avoidance. In the first week, he saw three cashiers steal $400-$500 at a time, sliding groceries past the scanner and later getting ‘kickbacks’ from the customer. One cashier admitted to getting kickbacks outside the store. From then on, Ajlouny showed StopLift videos to all new employees. “My cashiers know they are being watched,” Ajlouny said, “They see their performance on video. Some of them need retraining. All the managers see the reports of all the cashiers, and now they all work harder to give their respective stores the best record for preventing scan avoidance.”

Philips and Cisco Working Together on the Internet of Things and Power over Ethernet R oyal Philips and Cisco have announced a global strategic alliance aimed at addressing the Internet of things (IoT) in the commercial office lighting market. The commercial office lighting market has been a stable but fast growing market for some time; however with Philips (the world’s largest provider of commercial lighting products) and Cisco (the world’s largest provider of commercial networked products) now aligned, it could signal a significant shift in the direction for the industry. ‘Lighting in the IoT’ has recently been a major topic of conversation in lighting and communications companies. Although the concept of smart lighting in commercial applications has been around for decades, control systems are becoming steadily more complex, and the recent evolution of

the IoT universe is finally helping companies outside the lighting industry see new possibilities and take advantage of the increased opportunities a smart lighting system can provide. Thanks to improved communications to the luminaires, occupancy, movement and daylight sensors – as well as analytics and fault detection systems – facilities managers can now not only increase efficiency, but can also even help improve employee productivity. Current lighting control systems typically use a dedicated lighting control network, using either a wired system (such as DALI) or a wireless system. However with the falling power requirements of new high-efficiency LED lights, it is now possible to provide both power and communications capability to a luminaire using just one connection. While this power-over-Ethernet (POE)

capability increases the complexity of a building’s Ethernet network, it also offers the benefits of high data-rate communications with the luminaires, while also providing enhanced security options and reducing installation costs using infrastructure already installed in the building. In most cases it can even erase the need for a dedicated lighting-control network completely. However POE has only recently become commercially viable in lighting control systems, and so it has yet to achieve any significant penetration in the market. With Philips and Cisco now working on providing a competitive POE solution, this technology is poised for growth. However, questions still remain as to whether this technology can compete with other technologies already decades ahead of the adoption curve in this fast-growing market.

Tough Conditions in Latin American Video Surveillance Market

n economic downturn and exchange rate volatility are making business conditions tough for vendors of video surveillance equipment in a number of Latin American countries. As a result, the Latin American market is forecast to decline by 7.7% to $580 million in 2015. Brazil is the largest market in Latin America. Its economy has been suffering as lower demand from China has led to plunging commodity prices and a shrinking market for Brazilian commodity exports. At the same time, the average exchange rate of the Brazilian

SMART-i, a Y3K company that sells a range of integrated home security products, has won the Intruder Alarm or Exterior Deterrent Product of the Year at the Security & Fire Excellence Awards 2015 he awards ceremony, which is supported by IFSEC and FIREX International, took place at the end of November at London Hilton on Park Lane, with comedian and television host Jimmy Carr as the compere.
