logs would be processed for export markets out of Darwin, exciting new wood engineering technology would provide high quality material for the Australian veneer, furniture and joinery trade.

Growers say African mahogany (Khaya senegalensis) has plenty going for it. It’s a fast grower, it doesn’t need much irrigation and it can survive bushfires.

And plantation growth is promising – African mahogany on the better sites has shown average heights of 7 m at 42 months and average diameters of 10.15 cm. As well, termite tolerance and survival are high.

MORE than 30 scientists, growers and investors gathering in Darwin this week for a landmark forum on African mahogany plantations will demonstrate how the dark red ultra-high value timber is a high-return solution to the diminishing supply of Australian hardwoods for the specialist wood trade.

“The forum will be a ‘defining moment’ in northern Australia’s forest industry,” says Geoff Dickinson, the leader of Queensland’s African mahogany research program.

THE forest industry is disappointed that Australian forest managers are being ignored in favour of imported carbon credits due to the design of the carbon farming initiative.

Legislation underpinning the CFI was passed by the parliament last week, but virtually none of the carbon absorbed by commercially grown trees will be recognised.

Transitional CEO of the Australian Forest Products Association Allan Hansard said the design of the CFI was a missed opportunity and would see other countries sell carbon credits in Australia while homegrown carbon was ignored.

“New analysis of the CFI undertaken by ABARE confirms that there will be little if any additional commercial plantation development to store carbon as a result of the implementation of the CFI,” Mr Hansard said.

“Commercial tree plantations currently contribute 20 million tonnes of CO2 equivalent towards Australia’s Kyoto target but would be excluded under the CFI. If allowed to participate meaningfully in the CFI, the forest industry could sequester an additional 12 million tonnes of CO2 equivalent by 2020.

“Meanwhile, however, Treasury modelling shows that Australia will be forced to import around 100 million tonnes of carbon credits from overseas countries by 2020 to meet our target. That means 62% of the emissions reduction driven by the Australian carbon price will occur in other countries, not in Australia.

“We will be paying other countries to lower their emissions when this money could be spent on increasing

emission trading scheme which did recognise commercial plantation activities as an eligible offset activity.

The World Bank reports that the value for tropical high value trees is rising about 1.5% over inflation, so as hardwood forests are increasingly being locked away in reserves and the demand for coloured tropical timbers keeps rising, the value of Australian-grown African mahogany will keep rising as well.

Geoff Dickinson, who is with the Department of Employment, Economic Development and Innovation, based in Mareeba, said the mahogany industry was based on good genetics and high-tech processing.

“Both the Northern Territory and Queensland [through the ‘smart forests’ project] are pushing development, concentrating on molecular biology of species, propagation, breeding and wood quality,” he said.

“The industry has great potential for export and local consumption producing ultrahigh value timbers equivalent to red cedar.

“The wood for processing will be from plantations younger than the native stands of mahogany in Africa or Honduras, but the quality will be better.

“A large study on 13-year-old material showed it was actually superior to the average quality coming out of Africa.”

Mr Dickinson said the industry now centred on partnerships and alliances – the exchange of research and marketing information between governments, universities and the industry.

The main thrust of plantation expansion is in the Northern Territory which has grown from 4500 ha three years ago to around 12,000 ha. Almost 2000 ha of this was planted in the last 12 months.

Mr Dickinson said he was impressed by trials on small dimension logs from trees 10 to 12 years old.

“The material looks just fabulous and will be there for inspection during the forum,” he said.

“With new processing technologies we can spin logs down to the diameter of a broom handle and produce wonderful well-coloured and well-grained veneers.

“Apart from exports, Australian manufacturers of high-value veneers and composite products will be a definite key target market for the mahogany industry.”

Along with the NT and Queensland governments, the forum has financial backing from six sponsors – Forest and Wood Products Australia, African Mahogany Australia, Plantation Management Partners, Kimberley Timber Corporation and the Huntley investment group.

After pre-forum talks with some of the speakers – including Alex Lindsay, secretary of the forum organising committee, who was up a mahogany tree pollinating some flowers when we called – it certainly appears that the ‘dry’ tropics of northern Australia are the new frontier for plantation forestry.

Increasing environmental pressures from urban sprawl and agricultural development on the wet tropics coastal strip has limited opportunities for additional forestry development in that region. Research into commercial timber species suitable for the region has identified African mahogany as a high-value cabinet timber species suitable for large scale plantation development, producing commercial returns in less than15 years.

ACF chief keynote speaker in industry conference debate THE executive director of the Australian Conservation Foundation will be a controversial figure at the industry development conference in Canberra next month.

Don Henry has campaigned for the protection of Tasmania’s native forests and supports the intergovernmental agreement signed by Prime Minister Julia Gillard and Tasmanian Premier Lara Giddings.

“It provides a strong foundation to protect Tasmania’s unique and important native forests and help the logging industry make the transition away from native forests,” Mr Henry says.

“ACF acknowledges the efforts of federal and state governments, including the Greens, to strengthen the level of certainty of protection of important native forests through a conservation agreement and other mechanisms.”

For a successful forestry industry to exist and supply domestic and export markets, it must be able to develop a critical mass of resource. Suitable land is available to develop this critical mass in large areas of northern Australia.

He said Don Henry had played a critical role in the future directions of the forest industry.

Legal test a sign of good governance THE Victorian Association of Forest Industries says legal action launched by anti-forestry group MyEnvironment against timber harvesting in three forest coupes near Toolangi showed the governance framework for Victorian forestry is working appropriately.

VAFI chief executive Lisa Marty said timber production in Victoria’s public native forests needed to be transparent, accountable and well managed.

“Timber production in Victoria’s public native forests is highly regulated and limited in scope,” Ms Marty said.

“VicForests activities are

publicly and independently audited each year through a forest audit process, which is overseen by the environmental regulator for public forests, the Department of Sustainability and Environment. It is also independently audited against the Australian Forestry Standard, the largest forestry certification scheme in Australia.

“Although timber production only takes place in 0.07% of public native forests each year, strict requirements are in place to ensure that harvesting does not undermine the conservation of threatened species and biodiversity.

“VicForests inspects all

coupes prior to harvesting for the presence of forest that meets the criteria for suitable Leadbeaters possum habitat and any such areas are excluded from harvesting.

“Other measures include retaining buffer zones along waterways, retaining habitat and seed trees to help the forest regenerate and protect forest values and excluding areas from harvesting to protect cultural and environmental values, including the protection of threatened species.”

Knowledge of law good grounding for new chief executive of FSC Australia A LAWYER with high credentials in energy and the environment will take over as new chief executive of the Australian section of the Forest Stewardship Council.

Natalie Reynolds will replace Michael Spencer who is stepping down after six years as honorary CEO of FSC Australia. He will continue to assist on policy and standards issues.

Ms Reynolds has wide experience in industry associations and training and apprenticeship companies. She was previously national general manager of MEGT (Australia) Ltd, a $40 million business and the largest apprenticeship firm in Australia, specialising in employment, education and training.

After successfully setting up FSC Australia, Mr Spencer will now focus on water stewardship. His is in Europe for discussions with the Water Stewardship Council which sets a benchmark and recognises superior water management in agriculture, industry and commerce. He will develop and drive the program in Australia.

Ms Reynolds said an initial task for her at FSC Australia was to streamline FSC trademark procedures to ensure retailers understood the brand and used it an authorised format. She is updating the FCS Australia website and rebuilding a section that allows direct linkage to members’ websites.

“We’ll also be rolling out a revitalised drive for membership,” Ms Reynolds said.

Industry speakers in top ‘form’ at EWPAA product knowledge course on Gold Coast “ONE of the best product knowledge courses we have run for interaction and feedback from the group,” concluded Simon Dorries, general manger of the Engineered Wood Products Association of Australasia at the end of three days of presentations and site visits.

The course on the Gold Coast involved 25 speakers and representatives of EWPAA member companies followed by tours of EWPAA’s test centre at Burleigh Heads and Austral Plywoods in Brisbane for an inspection of production processes, quality control and product certification.

The course defined marine, structural and interior plywoods focusing on standards for bond type, durability, veneer quality and face grades.

“The design of the carbon farming Initiative is the latest demonstration that the ALP-Greens government is out of step with the international consensus that sustainable forestry is a key tool in addressing climate change. It makes no sense that commercial forests are

excluded from eligibility to create CFI credits when they store additional carbon in forests or the long-lived wood products they provide, as well as regional employment. This is critical since we are now in a two-speed economy.

“Aside from these issues, it should be acknowledged that the main impact of the government’s climate change policy on the forest and wood products industry will be an increase in energy costs for wood products producers as a result of the carbon price.”

Wood goes UP and OUT in Europe Sustainable buildings feature carbon neutrality TWO years of research and design work comes to an end at the middle of next month when ground is broken for an eight-storey hybrid timber office building in a small city in western Austria.

Dubbed the LifeCycle Tower, or LCT, the building will be a prototype intended to demonstrate the feasibility of the system for sustainable urban design projects and show the world the environmental advantages of the concept.

Although only eight storeys tall, the principles embodied by LCT will make possible structurally sound buildings of up to 30 storeys.

The building’s vertical members will be of glulam timber, with much of the wood left exposed, both inside and outside the building. Floor slabs will be of wood on concrete and manufactured off-site.

The façade will be of panels also built off-site, and the whole thing will meet German-Austrian ‘Passivhaus’ ultra-low-energy standards, which means the building will produce as much (or almost as much) energy as it consumes.

The payoff, the developers say, will be a 90% improvement in carbon dioxide emissions and a 50% reduction in construction time. There will also be much less noise and dust pollution during construction.

Lead architect Hermann Kaufmann is well-known in Europe for his work in sustainable construction. Some of the specialised design work, including fire engineering, was done by Arup, the British engineering giant.

People are often concerned about fire when wood construction is mentioned, so Arup specified a full sprinkler system. Core walls will be protected with fire-proof

cladding to ensure the required fire rating is achieved. The floor slabs will be constructed so that the concrete in them will extend over the timber columns at each level, providing a break to prevent the vertical spread of fire.

The building will be in Dornbirn, one of several small cities clustered in western Austria near Lake Constance, where Austria, Switzerland and Germany meet.

And in Spain, what is believed as the largest ever timber structure is dominating Seville’s historic medieval sector. In fact, it looms over archaeological ruins, which have been incorporated into a museum.

The honeycomb umbrella roof of the Metropol Parasol completed in April this year at a cost close to $A124 million is now accessible to visitors with a winding terrace and path, offering incredible views of the beautiful city. The open-air structure was based upon the design of parasols, and it also

references cathedral design.

The dimensions of this giant waffle-like structure are truly impressive: a building area of 5000 sq m, a total floor area of 12,670 sq m, a height of 28.50 and four levels.

Metropol’s interlocking honeycomb of wooden panels rises from concrete bases, which are positioned to form canopies and walkways below the parasol.

Meanwhile, Norway’s new cultural centre is touted as the world’s tallest wooden building. The new structure serves as a physical symbol of its important role in region – a lighthouse of sorts and a beacon of knowledge and development. As part of that role, the new office and cultural centre will also act as a model for sustainable building and carbon neutrality.

The new tower to be located in Kirkenes in Norway is 16-17 storeys tall and is constructed from natural materials with innovative and environmental solutions in all parts of the building.

To achieve carbon neutrality, the architects are relying on integrated systems that enable the building to adapt to changing seasons and climate. They also plan to reuse biodegradable household and industrial waste to produce biogas. Recycled materials from the surrounding area are incorporated into the design, which is based on traditional architecture from Russia, Sweden, Finland and Norway.

$355m loss: tough times for Gunns Close to securing venture partner to build $2.5m pulp mill GUNNS Ltd has posted a net loss of $355 million for the past financial year, compared with a profit of $28 million last year.

The company’s revenue dropped 12% to $620.7 million, and the company did not pay a dividend on its shares for the second year running, according to an ABC report In a statement to the stock exchange, chief executive Greg L’Estrange said the result reflects a “business in transition”.

He said the results show the cost of the company’s exit out of native forests in Tasmania – a move which sparked a massive restructure of the entire industry in the state.

“We remain fully confident the new business model will deliver long-term shareholder value.”

Mr L’Estrange said the company was close to securing a venture partner to build its controversial $2.5 billion pulp mill at Bell Bay in northern Tasmania.

He said major earthworks were expected to begin on the mill this month, but it remained to be seen whether the company could satisfy the terms of its state environmental permit, which required “substantial work” to be done on the project by August 31.

Mr L’Estrange said the exit by Gunns from native forests had so far cost the company $88.4 million.

The Tasmanian government has

appointed a probity auditor to determine whether Gunns will be compensated for the move.

Pending an announcement from the auditor, the company’s shares are suspended from trading, having last traded at 20.5c.

Gunns shares have been steadily declining since trading around $3.50 in late 2007.

The company also told the stock exchange it expected a settlement proposal soon from the Tasmanian government for the buy-back of its native timber contracts.

Tasmanian forest peace deal complete sham that should be torn up: Colbeck THE so-called Tasmanian peace deal was a sham deal – a complete and utter sham, and it should be torn up, the Opposition spokesman for forestry Senator Richard Colbeck said in the Senate.

“Tasmania can do much better than this, and it should be standing up for a better deal,” he said referencing the intergovernmental agreement between the state and the federal government.

“What an absolute joke. What a disgrace that the Greens want to represent this agreement as a peace process.

“They think this is a good thing and yet the day after, having represented all through the negotiations that this was a peace process, you find protesters in the forests at Ta Ann in Smithton, chaining themselves to equipment – basically invading workplaces.

“Then the Greens’ leader in Tasmania comes out and calls them heroes and congratulates them on this breach of the law.

And then they have the nerve to complain when they are given a 12-month good behaviour bond and an exclusion from the Circular Head district for three

Forest debate must be rational, non-violent THE Victorian Association of Forest Industries has called for mature debate concerning ways to sustainably manage the state’s forests.

Chief executive Lisa Marty said she understood some members of the community did not support the forest and wood products industry, but that this needed to be expressed in a measured way, and not involve the aggression towards people and taxpayers property shown by protesters in Healesville recently.

“The industry accepts people will have differing views about forestry,” Ms Marty said.

She said Victoria had 7.8 million ha of public native forest, 90% of which was off-limits to timber production and only 0.07% was harvested and regenerated annually.

“These forests are well managed and meet strong environmental protection requirements. They also support a dynamic local manufacturing industry, which delivers furniture,

“Native forestry in Victoria is an important part of an industry that directly employs 24,000 people, supports 42-52,000 further jobs and generates about $6.5 billion in sales and services income.”

Codorniu, based in Spain and one of the world’s largest wine producers, wants to use the land to expand the grape production of its winery in Napa, called Artesa. Another Napa winery, Premier Pacific Vineyards, wants to cultivate more pinot noir grapes and build 60 high-end estates on adjacent lands it already owns, called Preservation Ranch.

In exchange, the developers promise to restore streams, add more than 80 ha acres to a county park, plant one million redwoods and Douglas firs and make other environmental improvements.

A MAJOR promotion campaign giving detailed analysis of species, structural timbers and strict quality control programs has been mounted by the Victorian Association of Hardwood Exporters.

The association has spearheaded the promotion with a comprehensive 20-page booklet providing information on all hardwoods exported by the group.

Colour code branding will apply to all export contracts: stress grade F4, colour code red; F5, black; F7 blue; F8 green; F11, purple; F14, orange; F17, yellow; F22, white.

The booklet features high quality timbers suitable for joinery, furniture, panelling and flooring, with sections on outdoor and industrial usage.
