Queensland processors first choice for contracts

THE Queensland wood processing industry would be the first consideration in the sale of log supply contracts from the plantation resource, the chief executive of Forestry Plantations Queensland Pty Ltd Brian Farmer said.

FPQ is seeking expressions of interest from southeast Queensland processors in what it sees as a rare opportunity to be involved in a sustainable plantation-based forest industry utilising high quality southern pine and Araucaria timber resources.

Most of the contracts inherited from the state-owned FPQ run out between 2012 and 2014.

FPQ aims to supply logs to a strong and competitive timber processing industry through efficient log allocation to a range of different customers and market segments.

“This is an opportunity for forest products processing and marketing organisations to secure access to a high quality sustainable supply of plantation logs in southeast Queensland where there is a stable political and investment environment, excellent regional infrastructure and medium term growth in demand for forest products,” Mr Farmer said.

FPQ manages 343,000 ha of which 212,000 ha are utilised for hardwood and softwood plantation production. Each year two million tonnes of wood is harvested for sawn timber, plywood, reconstituted panels and woodchip products for domestic and international markets.

“Our number one aim is to sell the logs domestically. There are reasons for that, not the least being everyone is here, development of the local industry is paramount and we all talk in Australian dollars,” Brian Farmer said.

“Export remains an option; export chips continue to go out of Brisbane and wood from cyclone ravaged plantations in the north are all being exported.

RIRDC report looks at potential of biomass co-firing to cut emissions

The committee released a clean energy agreement in July to reduce carbon pollution, provide opportunities for innovation and investment in clean technologies and reward improved land use management.

This snub to native forests follows another lost opportunity: the carbon farming initiative has ignored forest management in favour of imported carbon credits.

As reported in T&F enews last week, in legislation underpinning the CFI, virtually none of the carbon absorbed by commercially grown trees will be recognised.

The Australian Forest Products Association says the design of the CFI would see other countries sell carbon credits in Australia while home-grown carbon was ignored.

“New analysis of the CFI undertaken by ABARE confirms that there will be little if any additional commercial plantation development to store carbon as a result of the implementation of the CFI,” AFPA’s Allan Hansard said.

“Commercial tree plantations currently contribute 20 million tonnes of CO2 equivalent towards Australia’s Kyoto target but would be excluded under the CFI.” Australia’s long-term emissions reduction target is to reduce net greenhouse gas emissions to 80% below 2000 levels by 2050.

The potential to reduce emissions through biomass co-firing is the subject of a new research study by the Rural Industries Research and Development Corporation.

The study examines the reasons why biomass co-firing has not been widely adopted in Australia compared with other

countries. RIRDC consulted with power generators in southeast Queensland and New South Wales and a broad range of current and potential biomass suppliers in the region to identify barriers and opportunities for biomass use.

“Biomass co-firing is practiced commercially in Europe and USA and has been successfully piloted in Australia, but has not been widely adopted commercially here,” RIRDC managing director Craig Burns says.

Some of the barriers to biomass co-firing identified by the RIRDC were a lack of integrated biomass supply capability and a lack of information on biomass resource availability.

The study identifies a number of recommendations for overcoming these barriers.

“Using only 3% by energy value of biomass in coal-fired power stations in Queensland has the potential to achieve greenhouse gas emissions savings of about 1.4 million tonnes of carbon dioxide equivalent a year,” Mr Burns said.

“Biomass would need to be sourced from many sources so there are the logistics of organising the supply and transport of biomass to consider. Generators would need third parties to aggregate and deliver competitively.”

One of the major advantages of biomass energy is its small carbon footprint compared to fossil fuel. As long as new plant material is grown to replace that used, biomass energy produces no net CO2 increase.

While biofuel life cycle studies have been initiated and final results are not yet available, current best estimates of how much fossil energy will be displaced by biofuel collection and processing where efficient scale facilities are involved suggest that every dry tonne of biofuel burned can displace almost 1.8 tonnes CO2 coal emissions or 1.1 tonnes CO2 natural gas.

Forest residuals represent the largest unexploited source of biomass feedstock for energy, a fact fully appreciated by south Queensland sawmiller Perry Corbett of Gympie Timber Co who is capturing waste heat with an organic cycle system at the family’s sawmill in southern Queensland.

system (ORC) in Gympie next month.

The 240-kW unit is harvesting heat from an existing biomass burner and generates electricity to power kilns for drying timber.

Gympie Timber Co is the first Australian business to install the system, the latest in renewable energy technology.

The unit, worth around $750,000, harnesses energy from heat and will generate up to 280 kW of net power to run the whole plant. What is left will go back into the power grid.

“When you consider it runs off waste heat, there is no question this is the direction manufacturing companies need to be heading in,” Mr Corbett said. “There is waste heat everywhere.”

“People are realising now that, if you throw away heat, you’re throwing away money,” says David Paul, international business development manager for Pratt & Whitney, which designed the system for the Corbett mill.

FPQ has widely distributed its invitation for expressions of interest to parties throughout Australasia and around the world.

These expressions of interest will ensure parties are considered for further participation in FPQ’s log supply marketing process.

An information memorandum is available to those interested parties selected by FPQ to participate further in the log

supply marketing process in mid to late September, 2011.

FPQ is Queensland’s largest plantation resource owner and was purchased in 2010 by Hancock Queensland Plantations Pty Ltd, a company managed by Hancock Timber Resource Group (HTRG) on behalf of institutional investors.

HTRG is the world’s largest timberland investment manager. As at December 31 last year, HTRG’s forest assets under management totalled 1.8 million ha, valued at about $US9 billion.

These assets are located in the US, Canada, Australia, New Zealand and Brazil.

HTRG was founded in 1985 and is based in Boston, Massachusetts, USA.

have been generating heat and electricity with woody biomass sources for 20 years. Europeans have embraced combined heat and power plants such as the one at Gympie.

“When you look at the stacks on a nuclear plant or coal plant, they’re releasing all that excess heat into the atmosphere, so they’re only 20-30% efficient,” says Bob Larson of Pennsylvaniabased 1st Renewable Energy Technologies.

“An ORC captures that excess heat, making 85% efficiencies possible.”

Perry Corbett, who is milling native eucalypts, said his cycle system supplemented power for kiln drying during the day and pumped power into the grid at night and on weekends.

“We’ve got surplus heat and that’s all we’re using. We’re not putting any more into the machine, it just runs on planer shavings and we burn about 10-12 tonnes a week.”

The Pratt & Whitney systems run $US1000 to $US2000 per kW. They can cost $925 kW compared to $5000 to $7000 per kW for other forms of renewable energy.

The company envisions a time when Americans might install relatively small (2-5 MW) distributed ORC plants that provide heat and power to regional districts while operating independently of large transmission lines.

It believes smaller, distributed plants are more efficient and could take advantage of ORC technology more sustainably.

Govt backflip on Eden biomass power plant WHILE the multi-party climate change committee excludes any biomass from native forests from qualifying as a renewable energy source, a Greens attempt to stop the federal government funding a proposed biomass power plant at Eden on the NSW far south coast has failed.

Greens Senator, Lee Rhiannon sought a guarantee that federal funding would not subsidise South-East Forest Exports’ forest wood waste electricity generator. But Labor and the Coalition joined forces in the Senate to defeat her motion 37 votes to nine.

Shrinking plantation base worry for future wood and carbon offset needs NEW figures showing the area of Australian tree plantations has shrunk reflect a problem for the nation’s future wood and carbon offset needs, says the Australian Forest Products Association.

A report released by the Australian Bureau of Agricultural and Resource Economics and Sciences found the overall area of plantations dropped by 0.6% between 2009 and 2010. It has also reported the smallest area of new plantations establishment since the early 1990s.

“Australia has a major challenge in meeting our future wood demands,” AFPA chief executive David Pollard said.

“A population of 35 million by

2050 will require 7.1 million new dwellings. If we don’t plan now for encouraging investment in new tree plantations, we will not be able to domestically supply the wood for homes in the future.

“There are two other options for Australia. One, we will build future homes with timber imported from countries with often weaker environmental regulations, or two, we can increase the use of emissions intensive alternatives such as steel and concrete.”

Mr Pollard said a House of Representatives committee had been investigating these challenges through the Inquiry into the Australian Forest Industry. The constant pressure on the forest industry to reduce

The state will legislate to provide 265,000 cub m of peeler billets used to make timber veneer and speciality timbers to support the fine furniture industry.

Chief executive of the Forest Industries Association Terry Edwards says it is what the industry had been offered in a draft of the forests agreement.

“While there were words in the intergovernmental agreement about guaranteeing wood supply they were not backed up with actions,” he said.

“The action we were looking for was legislation and that was what was in the draft IGA that

we saw a couple of days before it was signed but was removed at the 11th hour.”

The Liberal’s Peter Gutwein says his party would support legislation to guarantee the veneer logs, but he wants the Premier Lara Giddings to explain how she is going to do it.

“We will support resource security for the industry but what the Premier needs to explain is how she is going to deliver it when Forestry Tasmania says under the intergovernmental agreement it cannot be provided,” he said.

New Zealand forest, wood processing plan aims for big increase in earnings A NEW Bay of Plenty forestry and wood processing strategy launched by the New Zealand Minister of Forestry David Carter on Sunday aims to drive a major increase in wood processing in the region over the next decade.

Mr Carter also launched Forest Industries 2011, the largest forest and wood processing event held in New Zealand.

Forest Industries 2011 starts this Monday with the PF Olsen Forest Industries Expo and includes 14 BNZ-sponsored tech clinics, a timber building innovation conference, an innovation breakfast, the Forest Industries Training and Education Council national awards dinner, the opening of Waiariki’s new forestry and wood training building and gasification plant at Waipa and an industry dinner cruise on Lake Rotorua.

The event is timed to attract industry participants among the 85,000 overseas visitors for the Rugby World Cup, and is linked to the national ‘Winning with Wood’ innovation showcase

that will run throughout New Zealand during the World Cup. The strategy, developed over the past year, sets a goal of adding value to more than 70% of logs harvested in the region by 2020. Currently, $1 in every $10 dollars earned in the region is from forestry and wood processing.

In the next 10 years, the log harvest in the Bay of Plenty and Central North Island is forecast to increase by between 3.2 and 5.3 million cub m a year.

If no new or additional wood processing facilities are built in this time, all of the increased harvest will be exported as logs, with only a modest contribution to the region’s wealth.

“The challenge is to profitably add value to more of this resource,” the strategy says.

It sets out a path to make the most of the region’s competitive advantages, which it lists as: • Increasing supply of sustainably grown softwood.

• Renewable geothermal energy and hydro-electricity.

• Highly developed and competitive engineering and

• World class research capability in sustainable forest management, wood processing and bio-materials.

The strategy emphasises the importance of developing markets and encouraging investment through partnerships and promotion and use of the region’s advantages.

It sets out plans for improving the infrastructure and business environment by working to modernise timber building regulations and timber standards, and by encouraging investmentfriendly regulation, transport and logistics efficiency, and training, particularly through the Waiariki National Centre of Excellence for Forestry and Wood Processing.

Science and innovation will play an important part, and the region has key organisations such as Scion, Future Forests Research, the Radiata Pine Breeding Company and Solid Wood Innovation to assist with this.

The action plan proposes a new group to be established – the Bay of Plenty Forest and Wood Action Group – to be responsible for driving the actions needed to make the plan a reality. The group will be made up of leading forestry and wood processing stakeholders in the region, and across New Zealand.

Hoo-Hoo bashers drive up funds for charity THE Brisbane Hoo-Hoo Club 218 car completed 10 actionfilled days trekking through the Queensland bush on the Variety Club Bash and returned with $3000 in the glove box for children who are sick, disadvantaged or have special needs.

More than 500 drivers in 160 vehicles participated in the 4000 km run, starting at Hervey Bay on August 17 and finishing at the famous Gympie Muster on August 27.

‘I am anxious, and yes, very angry’ I AM old enough to vividly remember the Whitlam years.

Lorraine and I had been married just two years and I was being wakened politically by the excesses and mismanagement of what until recently I believed to be the worst government we had ever had in Australia.

By 1975, and with the dismissal of the Whitlam Government, my faith had been restored in the democracy we enjoy. It worked!

Leading up to the dismissal, I was very, very angry with the government. Not as angry and anxious as I am now.

You may have seen the email doing the traps which is American and the writer is saying “I am Tired of …” And he continues to list all the aspects of life in America that he is tired of. Well, I am not tired – I am anxious and angry; more anxious for our country than I have ever imagined I could be and angry because I feel so frustrated with our inability to change it.

of our past, present and future that this country has ever had to endure. Let me give you the litany of failures, broken promises and sheer lies that these people have perpetrated on the voters of this country: * Ratified Kyoto as it was to expire without a successor.

A symbolic gesture with no substance and no consequence.

A gimmick to get elected! * Our petrol is too expensive.

The election spin was that they (Rudd and the other three) would fix it. The ‘fuel watch’ was a costly fiasco, impossible to operate from the start and a failed exercise. * Those pesky supermarkets are ripping us off, so the promise was a ‘grocery watch’; another costly stuff-up. * The home insulation program.

Devised by Rudd as an environmental initiative to be managed by a failed rock star posing as a minister in his government. It killed people; it ruined a viable industry already operating successfully; it increased our imports of defective and low grade insulation and of course cost a bucket to fix up the defective insulations. * They set up SIHIP (Strategic Indigenous Housing and Infrastructure Program). This was to provide housing for

remote indigenous communities and was allotted a budget of $672 million in September 2007.

In July 2009, $45.54 million had been spent and not one single house had been built. * The GFC overcame this incompetent government in 2008. They took government in 2007 with a healthy economy, a budget surplus of $45 billion and no debt. The Howard government took over from the Keating government in 1996 with public debt of $96 billion and handed over the reins to Rudd with no debt and money in the bank. What did Rudd and his great Treasurer do? They gave every taxpayer (and a lot who were either dead or had left the country) money to go out and buy a big screen digital TV which I am sure boosted the Chinese economy much more than the Australian healthy economy.

The science on climate change is “in”. The world was once considered to be flat and that science was “in” too.

The Rudd and Gillard/Brown governments’ use of the so called climate change (first global warming until they found out the globe is cooling) to garner votes is a disgrace.

We do not want a carbon dioxide tax; we do not want to pay more for our power while

the mining companies go on blissfully selling our coal to other countries.

And it goes on .. Gillard’s lie “There will be no carbon tax under a government I lead”; digital set top boxes (cheaper at Harvey Norman); mining tax – what a mess; livestock export ban to Indonesia. I have never seen such a fiasco; the East Timor solution – announced by Gillard before the East Timor government was even asked; the Malaysian solution – there is a sucker born every day: they get 800 illegal boat people of their choosing, we get 4000 processed immigrants from them of their choosing and we pay all costs including ongoing costs in Malaysia for at least five years to support the 800 people sent.

‘We do not want a carbon dioxide tax; we do not want to pay more for our power while the mining companies go on blissfully selling our coal to other countries’ I am anxious, and yes, very angry. I am frustrated because I cannot see a way that we can stop this delinquent government from running its full term. Unlike 1975, there is no trigger to allow the voters of Australia to have a say and in spite of all the messages that we are crying out about, they are not being heard because staying in power to this bunch of incompetents is more important than governing for the good of this country.

The frustrating fact that we as voters must face is that we can only change governments at elections and very bad governments can do significant damage in a three-year term.

As voters, we need a mechanism to pull them back to the people and the circumstances now are powerful examples of that need.

Building commission alerted to use of non-compliant structural plywood THE Building Commission in Victoria has been alerted to the possibility that some imported structural plywood products do not comply with Australian standards.

Regulations on structural plywood used in buildings include references to a number of standards. The BCA Volume 2 references AS/NZS 2269: Plywood - Structural for wall cladding and this standard is also referenced by other Australian standards called up in both volumes of the BCA. These standards require structural plywood to be branded to reflect stress grades, the Australian standards that have been met, and the manufacturer’s name or registered trademark.

The commission says building surveyors and inspectors who carry out frame inspections should ensure that any structural plywood is appropriately branded in accordance with AS/NZS 2269:2008 Plywood Structural.

“While the product may be branded or labelled to indicate that it is of a particular grade of structural timber (such as F14), when tested against the relevant Australian standard the product has achieved an overall applicable grade that is significantly less (such as F8),” says the commission.

“To prevent inferior products entering the market, importers and local suppliers should have each batch of structural plywood independently tested by an organisation registered with the National Association of Testing Authorities to ensure compliance with the standard.”

The commission adds that

the end users of structural plywood (such as builders and consumers) should insist on receiving the certificates of testing for the relevant batches.

A copy of certificates should be forwarded to the building surveyor.

The Victorian Building Regulations Advisory Committee has agreed that this matter be drawn to the attention of building practitioners, particularly builders, building surveyors and inspectors.

Indonesian forests attract investment THE Indonesian Ministry of Forestry has issued 12 licenses for commercial forest plantations, according to reports. The revenue from these licenses will be used to develop around 373,300 ha of forest plantations.

Data shows that there is still an inflow of investment into Indonesian forestry industry despite the signing of the twoyear moratorium on land clearing with Norway.

The Indonesian government is reportedly rehabilitating developing 35 million ha of degraded land. Of this, 9 million ha will become commercial forest plantations, 13 million ha will remain primary forests, 7.5 million ha will be allocated for ecosystem restoration projects, and 5.5 million ha will be for public plantation forests.

David Pollard hits the ground running in Canberra THE inaugural chief executive of the Australian Forest Products Association Dr David Pollard has hit the ground running in Canberra belting off media releases, meeting staff and industry players and reconnecting with his political contacts.

Dr Pollard took up his position on August 29 after seven years as chief executive of VicForests in Melbourne. The state owned business was launched in 2004.

Dr Pollard, who has a PhD and masters in economics from Sydney University, brings a strong background in finance and public policy to the new peak industry organisation.

Optima in a sprint class of its own Athletic performer wins eco-car of the year

EMPEROR Hirohito’s ‘jewel speech’ broadcast on August 15, 1945, announcing the surrender of Japan marked the end of World War 2. And on August 28, General Douglas McArthur, the Supreme Commander of the Allied Powers, occupied the land of the rising sun.

On August 28 this year, the tiny rural hamlet of Leyburn in southern Queensland connected again with this historic event when more than 200 vintage and classic racing cars roared down a 1.1 km strip adjacent to an abandoned bitumen runway, which was the launching pad for Australia’s Z Force commando missions against the Japanese.

That airstrip provided an ideal circuit for the first Australian motor racing grand prix in 1949 – an event celebrated in August each year by the annual Leyburn Sprint.

I drove up to Leyburn in a silver Kia Gdi Platinum Optima which with its athletic and sporty appearance and panoramic glass roof blended quite well with an illustrious array of vehicles – the oldest a 1926 Amilcar and the newest a 2010 replica of a Can-Am Lola T70. Despite their extreme differences, both these cars were among the fastest machines on the track in the closed streets of this tiny former gold-mining town.

Across the spectrum of entries were famous names including Ferrari, Lotus, Porsche, Maserati, Alfa Romeo and Jaguar and those less wellknown but also successful from past racing eras, such as Chevron, Fairthorpe, Jowett, Tiga and Prince.

It was a joy to mix with Bathurst winners Dick Johnson and 80-year-old John French who was at the wheel of a rally-bred

a soft ride on straight runs and fairly tight cornering control. In a word – brilliant.

And Kia’s Optima sedan has much more than a dashing, sporty look – it was ECOcar magazine’s car of the year for 2011.

Traditionally, diesel engines have been able to offer up to a 30% improvement in fuel economy, but the latest petrol engine designs are closing the gap. The Optima can return an impressive average fuel consumption figure of 5.6 l/100 km at freeway speeds – the tank carries 70 litres – and has an emissions level of 189 g/ km.

The direct fuel-injected ‘Theta’ 2.4 litre petrol engine gives perky performance offering 148kW at 6300 rpm and 250Nm at 4.250 rpm.

The Gdi engine provides good acceleration, although lacking power and torque until around 3000 rpm. For overtaking, a down-shift or two with either the steering-mounted paddles or centre shifter helps the Optima assert its balance.

It has a tilt and telescopic adjusting steering wheel, disc brakes all around, 18-in. alloy rims with 225.45 tyres – plus a fifth full-sized alloy rim and tyre in the boot. With 505 litres of rear storage, boot space is Cont Page 16

Work on $2.5bn pulp mill will continue: Gunns GUNNS Ltd says it is confident work at its $2.5 billion Tamar Valley pulp mill in northern Tasmanian pulp mill will continue, despite the possibility of stateissued permits expiring.

According to permits issued by the EPA, work on the mill must have “substantially commenced” by August 30.

Although a contract to conduct earthworks at the site has only just been awarded, Gunns managing director Greg L’Estrange says his company has satisfied the terms of all its permits.

“This has been a long process if you go through the number of issues required to go through

with this project,” Mr L’Estrange told ABC Radio. “We’re making excellent progress and this is another step in that journey.

“We believe that the commitment to the project and the work done to date complies with the requirement.”

He said the company was close

to finally securing a joint venture partner for the project.

“We have a process that has been longer than we all would’ve liked, but we’re reaching the final steps of that with a competitive process to resolve exactly who will be the partners in the project,” Mr L’Estrange said.

The specs continue to please with a powered sunroof, cruise control, a seven-function trip and data computer, a cooling glove box, cup holders all over the place and an MP3 compatible CD player with a sixCD changer.

The interior fit is attractive and it was enjoyable driving at night, simply for the refreshing interior lighting. The start/stop button sets off pleasing chimes and the gauge cluster lights up with a

friendly ‘welcome’ sign.

Touch-screen and GPS navigation are absent for now, but will be added later this year along with an electronic parking brake to replace the footoperated version.

And here’s more good news.
