If SmartWood is not reinstated, then once certificates held by the companies it audited expire, those clients will have to find a new auditor to remain in the FSC program who might take a tougher stand on implementing FSC’s revised controlled wood standard.

This will have major ramifications for native hardwood producers who may find it impossible to meet these new standards which industry observers believe are geared for plantations only.

Certainly, private native forest producers could not expect to meet these standards.

“FSC is moving to totally ignore the Australian Forestry Standard; it believes native forests are not worthy of certification,” an industry expert believes.

The voluntary suspension was accepted on September 1 by Accreditation Services International (ASI), which was auditing SmartWood on behalf of the FSC, and remains in force until lifted by ASI. ‘’This is the first time in the development of FSC Australia that this has occurred,’’ Michael Spencer of FSC Australia said.

SmartWood spokeswoman Anita Neville said the organisation would invest in auditor training and reviewing its performance against Australian FSC standards with a view to ‘’getting back to work in this area as soon as possible in 2012’’.

Existing Rainforest Alliance Chain of Custody clients will still have access to the services provided by the certification body, including annual audits.

However, it will not be accepting any new CoC applicants or conducting five year recertifications in Australia.

Conference fires a starting gun for wood’s race for earned recognition

A MYRIAD of bleak scenarios may engulf an industry – ranging from complete disarray and underperformance to distress or just downright broke.

But Australia’s $22 billion wood industry – now facing its greatest ever struggle for survival and dispatched to the wilderness by a neglectful government – will live to tell about it because for those with persistence and passion there is always a way out.

It will need help, however. Help from within – from industry leaders with an untiring vigilance and a fighting spirit to demand a better and fairer deal for all sectors. They must set out a master plan that promotes not just the environmental credentials of timber but its contribution to the economy and the people who want to work with it.

To a federal government, in coalition with the Greens and with no national forestry policy, timber is a giant forgotten.

The annual industry development conference in Canberra last week, organised by skills council ForestWorks, covered the full gamut of issues and concerns over three days – imports and product dumping, the carbon price, climate change, resource security, certification, the housing slump, the gutting of forest research and the shortage of skilled labour.

address, independent senator for South Australia Nick Xenophon detailed proposed changes to federal laws designed to crack down on the illegal dumping of goods in Australia.

Adapt to change in wind, fire and rain Cyclone Yasi damaged large areas of commercial plantations this year while the floods in southeast Queensland damaged forestry roading. Both are examples of what climate change could bring in the form of changed weather patterns.

Foresters will need to factor in these types of weather events, as well as variations in rainfall and bushfire frequency, which may arise with future climate change.

forest policy, a position that was not likely to change any time soon.

“But there are positives – the international recognition of the industry in the carbon cycle and the development of multi-residential construction and lightweight commercial buildings which represent a whole new opportunity for forest products,” he said.

“But it’ll be hard yards for quite a while, at least another year or so given the current economic situation.”

Mr McCormack said it was unfortunate but true that in the current economic climate and with reduced household budgets, consumers didn’t really care where timber products came from.

“We’ve been over-run by imports from Scandinavia and the US and the local industry is finding it very hard to compete.”

He said the housing industry had been reasonably strong post-GFC but was now on the decline with forecasts of a 1520% drop in housing starts over the next couple of years.

“We’ve got to consider that the US housing market has dropped 70%; they were building on average1.6 million houses a year over the last decade. That’s now down to an average 500,000 houses a year since the US sub-prime mortgage crisis.

“It’s the same in Europe and Japan.”

Mr McCormack said the boom in iron ore, coal, oil and gas had created a huge bubble in the resource sector. However, the mindset of consumers had changed; where they were spending 103c of every dollar earned pre-GFC and ramping up household debt by borrowing, they were now spending 89c in every dollar earned and this was reducing.

“Consumers have pulled their heads in; just look at buying

trends – much of it from overseas, bought on line at, not 5% below the local product, but 40-50% cheaper!”

He said not just forest products were suffering; all manufacturers and the retail trade were doing it tough.

“The issue that needs to be elevated, and I don’t know if any government would be game enough to pick it up, is for Australia to walk away from the concept of free trade and the floating dollar.

because of international uncertainty over the European debt situation. The runaway franc was appreciating rapidly so they put a lid on it.

“I’m not sure what the longterm impact of that will be, but I’m sure it will be better for the manufacturing sector.”

Rod McInnes said the conference didn’t really turn on any lights for him.

“We’ve heard most of it before,” he said.

“We’re building the biggest houses in the world and not building enough of them. Why we have stuck doggedly to subcontract workers beats me. The cost of building a house is too high. Someone’s doing all right.

We see 17 Hilux utes outside every building site.

“Maybe this should extend back to the forest; maybe our forest growers should think about what they are growing.”

The reference was that there should be a considered swing away from large on-site house building to factory-built prefab structures.

In Australia already,

prefabricated wood panel and timber-framed houses have been built in less than six weeks, delivered on a truck at one low construction cost that includes flooring, fitouts and painting.

By comparison huge suburban homes with media centres and entertainment rooms are taking up to eight months to complete.

Mr McInnes said attracting people to the forest and wood industries was another problem.

“There are five sawmills in western Queensland that are not operating because they can’t find suitable workers.”

Michael O’Connor said the mining industry, in part, was responsible for this.

“This industry has perfected the art of stealing every one else’s trained workers.

“You can’t go down a mine unless you have the qualifications. They should be forced to pay more for training.

Australian Paper’s sustainability strategy good news for future fibre resource: VAFI THE Victorian Association of Forest Industries has welcomed the release of Australian Paper’s future fibre strategy, which will provide a 30-year planning window for the company’s future resource needs.

VAFI chief executive Lisa Marty said this strategy was important for rural Victoria; Australian Paper was the largest manufacturer of paper and paper products in the country and the biggest private employer in the La Trobe Valley.

Governments continue to dismantle forest industry THE Gillard and Giddings governments have continued their disgraceful Greensinspired dismantling of Tasmania’s forest industry, says Coalition forestry spokesman Senator Richard Colbeck.

“The federal Opposition has said for some time that forest contractors must be given assistance to survive this crisis but they continue to languish while Gunns Ltd is paid for something it voluntarily relinquished,” Senator Colbeck said.

“The forest contractors had no choice – their crisis was brought on by factors outside their control. We are now five weeks on from the signing of the intergovernmental agreement and still there is no sign of help for contractors.

“These small businesses are under severe financial pressure and the governments are giving then nothing but silence. It is more than time they got on with it.”

Greg McCormack said the massive loss of several billion cubic metres of timber from beetle-killed forests in north America and Canada would have a significant impact on the world wood supply.

“When housing and other consumer markets recover we might see a kick in the real value of wood products right across the board,” he said.

The panel was asked if there had been new investments in the industry.

Mr McCormack said there was nothing substantial happening, and this was expected given the current economic situation; expenditure was restricted to

repair and maintenance.

“I don’t think we can expect any real investment in industry for at least another six to 12 months.”

Michael O’Connor said he didn’t know how the industry would be able to handle the continuing high Australian dollar which had stayed around $1.10 and $1.20 and was likely to remain high for the next five to 10 years.

He said the anti-dumping action was the most valuable reform in two decades; it had put the government in a vulnerable position.

“The timber and furniture industries should grasp this opportunity and push for it. Even with a change of government, the cling would be to a free trade mantra.

“We’re getting bipartisan support on anti-dumping laws because we forced them to do it. They didn’t want to do a thing.

“We had a round table with the forest industry, the steel industry, pulp and paper and aluminium. Working together with three unions we forced it on the government.”

David Rhodes said nothing was ever going to change in primary sectors generally. Skills shortages would continue and there would always be competition for land and the competition among wood producers.

“We are really good at talking to ourselves – we do a lot of that. But at the end of the day we have to go out and sell ourselves,” he said.

He said this was happening through the NZ Wood Program which was reaching out to specifiers, designers and engineers.

“We’re delivering a positive image of the industry – that wood is not just contributing to the environment but to the economy, work skills and jobs.

“And we’re encouraged by the new generation of building products, an embryonic trend at the moment. But we’re seeing it already in Europe. We haven’t reached that scale yet and we have a lot of learning to do.

“Architects and designers will be the drivers for this new engineered wood technology.”

Network lifts profile of women in forest and timber industries

Canberra workshop lays groundwork for national plan A WORKSHOP aimed at raising the profile of women in the forest and timber industry set the pace for three days of industry events in Canberra last week, built around the industry development conference, organised by ForestWorks.

Forty-seven participants who networked at the Hyatt Hotel on September 13 were inspired to forge ahead with a women’s networking group when Queensland senator Claire Moore noted that although women take on almost every role in industry as sawmill workers, foresters and business leaders, only 13% of them are employed in the workforce.

Senator Moore, the daughter of a cattle buyer and founding member of both the Australian Workers Heritage Centre and Emily’s List, detailed the long history of women’s contribution in forestry and bush life.

Lisa Marty, chief executive of the Victorian Forest Industries Association, which is managing the project, said the new Women in Forest and Timber Network aimed to raise the profile of women in the industry as well as facilitate networking, engagement and professional development.

The project to gather input from women across Australia is supported by the Australian Department of Agriculture, Fisheries and Forestry under Australia’s Farming Future. It will be overseen by a steering committee of women from different parts of Australia and different parts of the industry, including representatives from ForestWorks, Timber Communities Australia and the CFMEU forest and furnishing products division.

on developing rural women’s networks, led a discussion on the key elements of networks, as well as their value.

Workshop participants provided ideas and input on what they would like to see in the Women in Forests and Timber Network and how it might work. These views, along with the views of women from future workshops in Tasmania, Victoria, New South Wales, Queensland and South Australia, will form the plan for a network going forward.

ForestWorks has committed to hosting a network for women in forests and timber into the future.

During the workshop, Lisa Marty provided an overview of the project and talked about upcoming workshops. Jane Calvert, national president of CFMEU’s forestry, furniture, building products and manufacturing section and ForestWorks chair, spoke about the work of the union in supporting women in maledominated industries.

ForestWorks chief executive Michael Hartman explained the role of the learning and skills

development organisation and the role for women in forests and timber.

ForestWorks performs a range of industry-wide functions acting as the channel between industry, government and the Australian Vocational Education and Training system.

The next workshop will be held in Launceston on October 21.

‘We’re mugs on free trade’: senator introduces draft anti-dumping laws INDEPENDENT senator Nick Xenophon has introduced draft laws to crack down on the dumping of cheap imports in Australia.

Dumping occurs when goods produced overseas with a government subsidy flood the market, putting Australian jobs at risk. It is a costly practice for Australian businesses.

The independent senator’s bill requires overseas manufacturers to prove they are not dumping their goods in Australia.

Currently, local businesses need to bring a complaint before Customs if they believe dumping is taking place.

In an opening address to the industry development conference in Canberra last week, Senator Xenophon said Australian manufacturers weren’t properly protected from the harmful practice.

“Since hearing about the case involving South Australian tissue paper producer Kimberly-Clark and dumped goods from China and Indonesia, I have not only learned more about international trade rules, I have become more and more frustrated with them.

“Free trade is a good thing, don’t get me wrong. But it shouldn’t be a ‘free for all’ trade. And from all reports, that’s how we’re perceived by other countries.

The ‘free trade Taliban’, they call Australia, because of our fundamentalist approach to free trade.

“I am hugely concerned that Australia takes too literally World Trade Organisation guidelines to the detriment of our domestic industries.

“It seems bureaucrats are so intent on doing things to the letter, we’re the ones being penalised because other countries are taking us for a ride.

“We are mugs when it comes to free trade.”

Senator Xenophon said in the case of Kimberly-Clark, the government imposed dumping duties on Chinese and Indonesian tissue products in 2008 after investigations found that Chinese products were being sold at 2 to 25% below the cost in its domestic market, while Indonesian toilet paper was found to have been dumped at 33 to 45% below value.

“Amazingly, this decision was overruled in 2009 following a review by the trade measures branch of Customs which determined that there was ‘no material injury’ to Australian manufacturing as a result of these dumped imports,” Senator Xenophon said.

He said Customs had determined that even though dumping had been proven and even though Kimberly-Clark had suffered injury, the two weren’t linked.

“It seems outrageous, I know, but under existing legislation and under the WTOs Article 4, they’re the rules.”

Senator Xenophon said dumping duties existed to protect domestic manufacturers from below-cost goods flooding the market.

announced it will consult with industry stakeholders, many of you who are here today, about how to improve its protocols when it comes to accessing independent experts for investigations, accepting new information, reducing the timeframe of investigation periods and changes to the review The softwood plantation sawn timber industry has welcomed the anti-dumping action and the announcement by Customs that it will formally investigate the industry’s complaints that offshore companies are unfairly dumping structural timber products into the Australian market.

The $1.5 billion softwood plantation sawn timber industry believes unfair dumping of imported structural products occurred as traditional northern hemisphere markets collapsed.

This has slashed the Australian industry’s sales volumes by more than 15% since 200708. By contrast, imports from countries under Customs’ investigation rose by 33% over the same period, in a contracting market.

Compared with 2007/08, the Australian industry’s performance is at substantially reduced levels.

“The industry has experienced a dramatic reduction in profitability over the last two years, much more than would have occurred if imports were fairly priced,” the general manger of Hyne Peter Hyne said.

“The industry is not against competition or imports; what we want is a sustainable and competitive industry with fair competition.”

Mr Hyne said that while the Australian companies had done all they could to minimise job losses, already the number of employees in the industry had dropped by 6% over the last three years, not including contractors and casual staff, with more redundancies announced since March.

“If we do not take action now, there will be major longterms impacts on our industry particularly in regional Australia, already doing it tough because of volatile economic conditions,” Mr Hyne said.

The Customs investigation is in response to an application by three companies which represent 75% of the industry in Australia – Hyne, Carter Holt Harvey Woodproducts Australia and Gunns Ltd.

Forestry debate focusing on the wrong issue DEBATE in Queensland Parliament centering on claims that Forestry Plantations Queensland was importing timber and sacking workers is incorrect, says peak industry body Timber Queensland.

Chief executive Rod McInnes said that FPQ, owned by the Hancock Natural Resources Group, was working with difficult economic circumstances confronting the entire industry.

“FPQ along with sawmillers and timber fabricators are suffering from the most depressed housing construction market in Australia in 30 years,” Mr McInnes said.

“With abouty 70% of timber used in Queensland going into housing construction, it follows that when housing is depressed, so is timber demand.

“In the past, if Queensland’s demand is down timber is exported; today there’s a perfect storm of a record high Aussie dollar making exporting timber hard but importing timber attractive.

“Plenty of entrepreneurial timber merchants are importing cheap timber, but not FPQ and other local producers who would be finding it hard to move products on local or international markets.”

Timber Queensland says the lack of demand for timber has caused Queensland sawmillers, roof truss and wall frame fabricators to shed labour.

“It’s entirely conceivable that FPQ might have less need for contract workers in the forest due to the smaller demand for logs,” Mr McInnes said.; He said Industry was developing strategies to survive these tough times and encouraged parliamentary debate to focus on boosting the building industry.”

Richard Stanton will take AFS certification to the next phase RICHARD STANTON, outgoing chief executive of A3P, has been appointed national secretary of Australian Forestry Standard Ltd, effective from October 11.

Mr Stanton is organising the winding down of A3P since its activities were merged with NAFI to form the Australian Forest Products Association.

Mr Stanton has been with A3P since its formation in 2004 and was appointed CEO in 2008. Prior to joining A3P, he gained substantial industry association experience with the Australian Paper Industry Council, the Plantation Timber Association of Australia and the National Association of Forest Industries.

He has also worked in a

number of policy development roles with the commonwealth and NSW governments. He holds a Bachelor of Science (Forestry) Honours degree from the Australian National University and a Master of Business Administration from the University of Technology Sydney.

“Richard’s main focus will be to oversee the revision processes for both the Australian Forest Management Standard AS 4708 and the chain of custody Standard AS 4707 as well as continuing the growth of the company,” AFS chairman Geoff Gorrie said.

Mr Gorrie expressed the AFS board’s appreciation of the efforts and achievements of

chief executive Kayt Watts whose contract expires on October 12.

“Kayt has worked tirelessly to promote the Australian Forestry Standard brand and develop the company,” Mr Gorrie said.

“The growth in chain of custody certification in Australia and the resulting logo licence agreements to display certification logos on wood and paper products over the last three years has been remarkable. The company’s management systems and governance are on a sound footing for further growth and development.”

Contractors welcome settlement THE Tasmanian Forest Contractors Association has welcomed the announcement of a settlement to the compensation issue between the Tasmanian Government and Gunns Ltd. “We now trust that this announcement will remove any further barriers toward providing swift access to the much anticipated $45 million forest contractor exit assistance package announced in the intergovernmental agreement early last month,” TFCA chief executive Ed Vincent said.

“Many contractors are on the verge of total financial collapse with banks and other creditors about to commence liquidating personal assets. We are hopeful that this announcement will give them some heart and the encouragement to keep fighting to stay afloat until the funding is made available.”
