Forum to assess the potential for plantations in CQ MORE than 50 industry stakeholders will attend an investment forum on the potential for plantation forest expansion in central Queensland in Gladstone this week.

The forum, organised by Timber Queensland for October 12 and 13, will include a regional field trip and a one-day workshop with an aim to: • Review commercial plantation operations and trials in the region.

• Identify opportunities for commercially viable plantations and the responses needed from government and the industry to make it happen.

• Stimulate interest from potential investors and plantation investment specialists

The area around Bundaberg to Rockhampton was identified in the early 2000s as a potentially suitable region for the establishment of a sizable plantation estate. A state government plantation land suitability identified more than 200,000 ha potentially available for expansion in the region.

The area had reasonable rainfall, moderate land prices, was used mostly for grazing and was close to the port of Gladstone.

The former Great Southern and ITC established significant hardwood pulp estates in the region in the mid 2000s. The two companies each planted around 15,000 ha as part of

Tax burden on housing at crisis point

Rates have negative economic impact on new homes INDEPENDENT research commissioned by the Housing Industry Association from the highly regarded Centre for International Economics highlights the magnitude and negative economic impact of the high taxation on new housing.

Some of the key findings of the CIE’s report conclude that: • New housing is one of the most heavily taxed sectors of the Australian economy in both aggregate and relative terms.

• The majority of taxes, particularly state taxes, on housing are highly inefficient.

• The taxation burden on new housing falls largely on home buyers.

• Some housing taxes, such as stamp duty, are major impediments to labour mobility

and productivity.

The CIE research represents the most detailed study of the taxation of Australian housing undertaken for many years.

The high taxation burden on new housing is a primary cause of excessive building costs, low home building levels, a large and growing undersupply of housing, and resultant affordability problems.

The CIE report also highlights that policy action to remove or significantly reduce these taxes will pay big dividends in terms of improved efficiency, faster Cont Page 12

Cattle producers have a beef with forest plantations TOP End beef producers have become opponents of plantation forest expansion, fearing the federal government’s $1 billion biodiversity fund could starve a planned abattoir as farmers convert their properties to tree farms.

Australia’s biggest beef producer the Australian Agricultural Co says the fund has the ability to “destock the north” in preference for carbon management.

The biodiversity fund runs in tandem with the carbon farming initiative, which allows farmers to generate carbon credits that can be sold to businesses wanting to offset pollution.

Legislation underpinning the initiative was passed in August.

“We are in conflict with the government. We want productivity from the land and they are saying here is $1 billion to destock your farms and plant trees,” AACo chief executive David Farley said.

AACo is in the process of seeking government approvals for the $50 million processing plant south of Darwin, which Mr Farley estimated could take about four months. This follows the snap ban on cattle exports to Indonesia following televised cruelty to animals in the country earlier this year.

Mr Farley said board approval of the abattoir plan was subject to planning approvals, government support and financial considerations, which include the impact of the carbon farming initiatives.

He said the proposed plant would increase productivity in northern Australia and potentially provide 270 jobs and employment opportunities for indigenous communities.

Bellowing .. beef industry unhappy about tree plantations.

Both the Northern Territory and Queensland governments are driving a growing plantation industry in northern Australia which has seen mahogany plantations increase to almost 14,000 ha in the last three years.

They believe a timber supply industry based on plantations also would assist indigenous communities.

Growers say African mahogany (Khaya senegalensis) has plenty going for it; it’s a fast grower, it doesn’t need much irrigation and it can survive bushfires.

The species has proven that in a plantation setting it can produce a high quality attractive timber that could conservatively be retailed at between $3000 and $5500 a cubic metre for dried, dressed medium and dried feature to select grade timber.

The World Bank reports that the value for tropical high value trees is rising about 1.5% over inflation, so as hardwood forests are increasingly being locked away in reserves and the demand for coloured tropical timbers keeps rising, the value of Australian-grown African mahogany will keep rising as well.

Website explodes ‘wild claims’ about Ta Ann operations VENEER producer Ta Ann Tasmania has launched a website to provide accurate information about its Huon and Smithton rotary peel veneer mill operations.

The site – www.taanntas.com. au – also provides links and information about its Malaysian parent shareholder company.

Ta Ann constructed two high-tech rotary veneer manufacturing facilities in Tasmania in 2007 and 2008 at a cost of $79 million. This added value to regrowth billets from logs otherwise used for woodchips and created 160 new direct jobs.

During 2011, the Huon and Smithton activities will inject about $45 million into the state’s economy.

“The website has been developed because of requests for reliable information about the company,” Ta Ann Tasmania director David Ridley said.

“Wild claims have been made in the public domain about Ta Ann Tasmania, particularly by workplace invaders such as the Huon Valley Environment Centre. The website is one way we can make reliable information available and contribute to the conversation.”

The release of the website follows attendance by more than 120 stakeholders at company information nights in Hobart and Smithton last week.

A combination of scientific advancement in the areas of life cycle analysis and the development of new technologies for improved and extended wood utilisation are needed to continue to advance wood as a green construction material.

Sustainability of forest products can be verified using any credible thirdparty rating system, such as Sustainable Forestry Initiative, Forest Stewardship Council or American Tree Farm System certification.

“The argument that somehow non-wood construction materials are ultimately better for carbon emissions than wood products is not supported by our research,” says David Cleaves, the US Forest Service climate change adviser.

“Trees removed in an environmentally responsible way allow forests to continue to sequester carbon through new forest growth. Wood products continue to benefit the environment by storing carbon long after the building has been constructed.”

The use of forest products in the United States currently supports more than one million direct jobs, particularly in rural areas, and contributes more than $100 billion to the country’s gross domestic product.

“In the Rockies alone, we have hundreds of thousands of dead trees killed by bark beetles that could find their way into the building supply chain for all types of buildings,” says Forest Service chief Tom Tidwell.

“Taking a harder look at wood as a green building source could reduce the damages posed by future fires, maintain overall forest health and provide much-needed jobs in

The US Forest Service report identifies several areas where peer-reviewed science can contribute to sustainable green building design and decisions.

Cross laminated timber features in tiny ‘cube’ house The Smart car of housing THE L41 sub-compact ‘cube’ house is just 20.5 sq m, but it doesn’t cut corners on comfort.

The L41 home – a play on all for one – is the brainchild of Vancouver architect Michael Katz and designer-artist Janet Corne, partners in life, as well as design. It’s their first prototype dwelling together: a tiny, modern cube dressed in white, stainless, zinc, glass and charcoal grey.

The building’s framing also pushes the envelope; it’s constructed of cross-laminated timber (CLT) fabricated with beetle-killed wood. The strength of CLT provides a means for wood to be used in mid-rise buildings (or stacked L41s, as the case may be) which Michael and Janet feel presents a viable and more responsible alternative to emissionsproducing concrete.

They are now exploring the feasibility of a 12-storey L41 modular building using crosslaminated timber.

[Innovative designers and builders in North America are salvaging and recycling the dying beetle-ridden forests into unique timber homes and wood products. It’s a sound step in sustainability and a big step in going green; this dead timber would otherwise go to waste or simply fall to the forest floor.

Inside, the L41 layout is deceptively simple. The interiors are actually nuanced, layered and elegant, with the kitchen as the epicentre. The couple decided to build this singular unit for the 2010 Olympics to prove how small they could make it. But it’s designed for expansion to one- or twobedroom, module by module.

The parameters evolved around the question: how small can we design a house and make it delightful? “There’s a big difference between that and the question, how small can you make a house?” Michael said.

As importantly, the L41 is intended to be mass produced, with the price declining as production goes up, making this a viable alternative to traditional-sized and conventionally constructed dwellings.

But the designing couple weren’t obsessing on size, as much as focusing on quality of experience and living space.

That’s why, says Janet, they decided to start with a great

kitchen, noting most small homes compromise this area.

There’s no backsplash, rather clear horizontal windows to flood the area with light. The appliance package is streamlined and high-end.

“We didn’t want to put in appliances that would end up

in the landfill,” Janet said.

In the living area, a builtin work station and cubby doubles as spy-door to the mechanical room. And the floor-to-ceiling closet and storage system is stepped back to visually broaden the space. A retractable glass wall provides the option of opening the living space to outdoors, where there is bicycle and solar battery storage on the deck.

The bathroom is modelled after one in a cruise ship cabin.

“When you have a place for everything, then everything has its place,” says Janet.

“It’s a teaching device, this little house,” reflected Michael Katz.

“It’s a conversation about the future and that conversation says if we can mass produce a little house like this, then we can do what Ikea did and bring high design and high quality to the masses.”

their national MIS estates. The Great Southern plantations are now managed by Gunns on land administered by New Forests, and the ITC estate is managed by Elders Forestry.

The 30,000 ha estate and potential plantation node is now at risk of being lost to plantations in the short to medium term due to the relatively poor performance of planted species The plantations were established with internationally recognised pulpwood species considered best suited to the region, based on the limited R&D available. Species planted comprised mainly Eucalyptus dunnii and Eucalyptus grandis

x camaldulensis hybrid.

Since establishment, much of the estate has underperformed, with relatively slow growth rates, exacerbated by a prolonged drought (20012009), and significant disease and pest infestation.

Elders Forestry announced last year that its estate was so badly affected by Kirramyces leaf blight (mostly Eucalyptus grandis x camaldulensis hybrid) that much of it would be written off and not replanted (this land is currently for sale). New Forests has made no announcement on its intentions for the second rotation once the current crop (mostly E. dunnii) has been harvested by Gunns.

The Reserve Bank board has decided to keep interest rates on hold in October, marking the tenth consecutive meeting when a decision was taken to hold rates steady. The RBA left the cash rate at 4.75% but hinted strongly it would cut rates on November 1 if inflation falls within its target range.

However, building industry analysts say this is lukewarm news for companies such as Boral and CSR that have large exposures to home building.

“In times of heightened inflationary risk, which we don’t presently face, much is always made of the need for the RBA to be pre-emptive and hike rates. Right now there is a preemptive need to cut rates. It’s an entirely appropriate policy decision in late 2011.”

• Information on environmental impacts across the lifecycle of wood and alternative construction materials needs to be updated and revised.

• Green building codes and standards should include adequate provisions to recognise the benefit of a lifecycle environmental analysis to guide selection of building materials.

• A lack of educational, technology transfer and demonstration projects hinder the acceptance of wood as a green building material.

Research recently initiated by the wood products industry in partnership with the US Forest Service forest products laboratory will enable greater use and valuation of smaller diameter trees and insect and disease-killed trees.

Research on new products and technologies has been initiated including improved cross-lamination techniques

and the increased use of nanotechnology.

These developments are especially important amidst a changing climate because forest managers will need to increasingly thin densely forested areas in the coming years to reduce the impacts from longer and more severe wildfire seasons. Continued research of wood-based products and technologies will contribute to more environmentally responsible building materials and increased energy efficiency.

PM threatens to pull funds on forest deal THE Prime Minister Julia Gillard has threatened to withhold funding for the forestry peace deal in Tasmania if the Legislative Council blocks related legislation.

The state’s independentdominated upper house has moved a motion opposing the deal and has vowed to block laws relating to the $276 million intergovernmental agreement.

Ms Gillard and Tasmanian Premier Lara Giddings signed the IGA last month, which provides for the protection of 430,000 ha of high conservation value forests.

The deal also promises $45 million to help contractors leave the industry, and $120 million of regional development funding for areas affected by the sector’s downturn.

The regional development funding will not flow if legislation to formally protect the forests does not pass the state’s

“We need to act and strengthen the local economy, I don’t believe it would be a responsible course for anyone in the Tasmanian Upper House to stand in the face of that,” Ms Gillard said.

Ms Gillard said she was confident the deal would pass the house once it became clear which areas were to be protected. She also announced an $8 million innovation fund, to be paid for from within the IGA, aimed at diversifying Tasmanian businesses.

The Tasmanian Farmers and Graziers Association has accused the federal and Tasmanian governments of reneging on a pledge that private forests would not be affected by the new forest agreement.

Meanwhile, Tasmania’s Resources Minister Bryan Green has played down correspondence between Gunns and Forestry Tasmania, which the Opposition says raises questions about Gunns’ right to government compensation for pulling out of state forests.

The Opposition obtained a letter between Gunns and FT under Freedom of Information Laws, which shows Gunns offered to terminate its contracts.

But Bryan Green says it confirms Gunns had a residual right to compensation.

Alarmist headlines on logging and fire hinder rational discourse, say foresters AUSTRALIA’S forest scientists and forest managers have expressed dismay at the alarmist message being promoted by Australian National University academic Professor David Lindenmayer who insists that “forest logging increases the risk of mega-fires” [ANU press release September 12].

Professor Lindenmayer’s most recent paper “Newly discovered landscape traps produce regime shifts in wet forests”, published online in the proceedings of the National Association of Science of the United States of America, asserts that the interactive effects of wildfire and logging are creating far more fire prone landscapes.

“While he claims to have supporting data for this theoretical effect, none has been provided apart from some photographs, charts, and an incomplete reference list,” the president of the Institute of Foresters of Australia Dr Peter Volker said.

“The paper focuses on the preponderance of regrowth in Victoria’s mountain ash forests, but it greatly overstates the impact of logging by ignoring the fact that around 70% of these forests are contained in formal parks, management

reserves and other areas that will never be logged.

“The extent of existing forest reservation is a critically

important aspect which is continually overlooked in campaigns against logging.”

Professor Lindenmayer asserts that 60-80% of these mountain ash forests were 200 to 450 years old prior to European settlement, but this seems highly unlikely given his own earlier research which concluded that stand replacement wildfires occur at an average frequency of once every 100 years.

Victoria suffered terrible loss of life in the February 2009 Black Saturday wildfires and lessons need to be learnt from these fires based on impartial analysis, supported by evidence and practical, realistic land management options.

“The last thing residents of the impacted areas need is unwarranted scare-mongering created by invented terms such as ‘landscape traps’ while emotions and memories are still so raw,” Dr Volker said.

“Independent authoritative advice on fire behaviour can be found with fire scientists within organisations such as the Bushfire Cooperative Research Centre. These experts could also provide critical review of theoretical concepts to see if they make practical sense.”

Old-growth forests won’t save planet

By Professor Ian Ferguson and Dr Martin Moroni IN Australia, too often we’re told the solution to all environmental problems is locking all native forests in unmanaged reserves, where they’ll be immortal, grow forever and continuously suck large amounts of greenhouse gases from the atmosphere.

We’re led to believe all forested landscapes can become old growth, and that forest management destroys forests.

This is simplistic, flawed and represents missed opportunities for the environment, society and the economy.

Since 2003, 3.5 million hectares have burnt in Victoria. Many of our prime forests require high-intensity wildfires to regenerate - they cannot remain as old-growth indefinitely Most of Australia’s forests aren’t full of enormous old trees and most of our old-growth is already in reserves. Just 6% of Australia’s forests are managed for wood production.

Managed forests maintain biodiversity, water quantity and quality and produce a variety of other goods and services, including carbon sequestration, employment, income and other opportunities to society.

Sure, photosynthesis takes carbon from carbon dioxide, an atmospheric gas, to form wood. Dry wood is half carbon by weight and each tonne of carbon absorbed from the atmosphere into wood came from about four tonnes of

carbon dioxide.

So wood products store carbon in them and trees can absorb some carbon dioxide from the burning of fossil fuels. But trees can’t absorb all the carbon released from the burning of fossil fuels. To do so would require us to produce enough wood to form a 30 cubic kilometre block of wood almost four times the height of Mount Everest, from forests each year.

This is impossible.

We must focus on reducing the burning of fossil fuels.

Growing forests absorb carbon dioxide from the atmosphere, but as they die they emit it.

Wildfires frequently burn our forests releasing huge amounts of carbon dioxide back to the atmosphere and preventing many forests from becoming old-growth.

Since 2003, 3.5 million ha has burnt in Victoria. Many of our prime forests require highintensity wildfires to regenerate – they cannot remain as oldgrowth indefinitely. Valuable as it may be, storing carbon in forests doesn’t change our use of fossil fuels.

Cutting trees down is the only way forests can reduce our use of fossil fuels. This is done by using wood instead of fossil fuels for heat or electricity and, most effectively, using wood instead of products associated with large emissions.

Australia has an annual $2 billion deficit in wood products, annually importing 600,000 to 900,000 cub m of sawn wood extracted from thousands of hectares of international forests each year, much of which are managed to lesser standards than Australia’s forests For example, the use of metal, concrete and plastic in construction produces more greenhouse gasses than when wood is used in their place.

Ideally, we should substitute fossil fuels and emissionintensive materials with renewable alternatives like wood.

Globally, wood products store an additional 150 million tonnes of carbon annually and landfill

Wood use in residential house construction instead of nonwood alternatives prevented 483 million tonnes of carbon dioxide from being emitted in 2007. By 2030, the global use of forest bio-energy will prevent 1000 million tonnes of fossil fuel carbon emissions annually.

These initiatives lack support in Australia where we are missing easy, proven opportunities to reduce greenhouse gas emissions with forests, unlike their rapid uptake in Europe and North America.

Life after death for Canada’s forests as innovators push beetle-killed pine

Blue-stained wood becomes a sign of ‘green-ness’ THE pine beetle kill, as it’s known to British Columbians, refers to the millions of hectares of trees left for dead in the wake of the voracious insect.

Forestry officials in Canada’s western-most province estimate the volume of wood lost to be around 620 million cub m – roughly equivalent to 15 million logging truck loads.

According to a BC Ministry of Forests report, roughly half of the province’s pine trees are now destroyed by the bug, with the most extensive damage occurring in the central Canadian Rockies, where two-thirds of the region’s lodge pole pine forests have been transformed into a sea of orange needles.

While the beetles march on, some innovative industries have sprung up to make use of the dead timber covering the mountainsides. Designers and contractors have embraced the potential environmental kudos earned by building with the pine beetle wood before it rots.

The 2010 Winter Olympics Speed Skating Oval’s roof was almost entirely made from ‘pine beetle’ wood. Completed in December 2008, the showcase arena boasts a spectacular roof built with over a million board feet of the ‘dead’ wood.

Meanwhile, a student researcher at the University of Northern British Columbia has come up with an exciting new use for ‘pine beetle’ wood. Sorin Pasca, a master’s degree student, found that wood attacked by the mountain pine beetle works as “an excellent ingredient for producing a type of concrete,” made by mixing cement with water and wood chips.

pine and this compatibility is even stronger when the tree has been killed...or enhanced, by the mountain pine beetle.”

Pasca originally looked at the compound as a replacement for drywall or gypsum board, but now sees all kinds of additional applications, from flooring to countertops and tiles.

“It’s a beautiful product that combines all the structural advantages of concrete with the aesthetic quality of wood,” he said.

“You can drive a nail into it without pre-drilling, and cut it with regular working tools. The compound is water-resistant and stronger than many similar products on the market.”

As eco-friendly product sales grow, so do the uses for ‘pine beetle’ wood. Trendy new companies are pushing the blue-stained wood as a sign of your “green-ness”, selling unique blue ‘pine beetle’ siding, flooring, furniture, trim, panelling and picture frames.

At the moment, sales can’t begin to make a dent in the amount of ‘pine beetle’ wood already dead and waiting, but researchers agree there’s at least a 15-year window to harvest what’s on the ground now.

rice and lives most of its life under tree bark, favouring the province’s most commercially harvested tree – the lodge pole pine – as well as ponderosa and western white pine.

The eggs are deposited under the bark, and emerging larvae cut off the nutrient and water supply while feeding. The beetles also introduce a distinct blue stained fungus that holds back a tree’s natural defences against the attack, delivering a lethal larvae and fungus combination.

Researchers with Natural Resources Canada agree historically frigid Canadian winters have kept the mountain pine beetle at bay, but the past decade hasn’t produced cold enough temperatures to kill off the insects. A winter low of -40 C for a sustained period or a sudden cold snap in early fall or late spring of -25 C is needed to end the outbreak, but mild winters have decreased the winter mortality rate from the usual 80% to less than 10%.

British Columbia’s chief forester Jim Snetsinger says the infestation continues to grow, and much intensive work is being put into those susceptible pine stands to recover as much economic value from them and get them regenerated with healthy forests as quickly as possible.”

British Columbia has a plan to replant forests killed by the insect, but it would simply take too long. The government’s “Forests for Tomorrow” program replants about 10,000 ha a year.

At that rate, it would take 1500 years to replace the 15 million ha of pine already decimated by the infestation.

Brisbane treaters forum to review QA guidelines A DRAFT of timber treatment process guidelines developed by the Timber Preservers Association of Australia will be on the agenda at a meeting of Queensland timber treaters in Brisbane this week.

The meeting on October 11 will consider the guidelines and determine any further action on quality assurance issues.

Organised by Timber Queensland, the meeting will also provide

an updated listing of CCA and restricted chemical products and create discussion on flood affected treated wood.

Don Vosper of the Building Services Authority will outline

issues concerning treated timber in application including topics such as impacts of inadequate timber treatment; branding of treated timbers; discolouring of treated timbers; and termites.
