INDUSTRY groups have welcomed last week’s introduction of illegal logging legislation but they cautioned the government against imposing any “unnecessary and costly” pressures on the domestic timber sector.

The federal government introduced the Illegal Logging Prohibition Bill (2011) on November 23 with the Minister for Forestry Senator Joe Ludwig saying this showed how far the government is prepared to go to stop illegal logging which he estimates is costing about $60 billion a year in environmental

Senator launches online petition in battle for forests TASMANIAN senator Richard Colbeck has launched an online petition to support Australia’s forest industries as ‘misguided attacks’ from the GetUp! and Markets for Change organisations continue to unfairly dog retailers of Australian timber products.

The move comes as GetUp! facilitates its own online petition attacking retailer Harvey Norman for stocking Australian timber furniture grown and made from sustainably managed forests.

Senator Colbeck, Coalition forestry spokesman, said he had launched the petition to highlight the valuable contribution made by Australia’s forestry industries.

The online petition will be tabled in the Senate next year.

“There has never been a more important time for us to stand up and demonstrate support for Australia’s forestry industries,” Senator Colbeck said.

“A catalyst for this petition has been the ongoing saga in Tasmania, where campaigns of misinformation and industrial vandalism continue to unfairly slander a viable and respectable industry.

“I am increasingly concerned that the good stories about forestry are drowned out by enviro-warrior campaigns based on half-truths and fiction.

“The latest goal of these groups appears to be shutting down all native forest activity, which is both unnecessary and also contrary to achieving some of the ideals they profess to desire.

“I believe we need to keep highlighting the many positive contributions that are made by sensible management of these important resources.

“I am talking about the

scientifically proven benefits brought on by active native forestry management – like greater carbon absorption and bushfire mitigation.

“There is a lot of frustration among forest communities that they are not being heard and that green groups are dominating the corridors of power.

“I will table this petition in the New Year to ensure our views are brought to the attention of the Labor-Green federal government,” Senator Colbeck said.

Timber industry’s legality assurance verification procedures recognised From Page 1

The Bill carries significant penalties for importing illegally logged timber or processing illegally harvested domestic raw logs, including imprisonment or a significant financial penalty, or both.

Importers of regulated timber products and processors of domestic raw logs will have to prove that the timber they source has not been illegally logged. They will have two years from commencement of the legislation to establish their systems and processes.

To date, Australian industry has relied on self-regulation to verify the legal origins of imported timber through a mix of voluntary procurement policies and procedures. In doing so, a number of businesses and industry organisations have led the way in developing specific codes of conduct, codes of ethics and industry schemes for the procurement of legally logged timber.

Australian Timber Importers Federation (ATIF) technical manager John Halkett said he was pleased the illegal logging legislation had finally been introduced into the Parliament.

Mr Halkett said timber importers, through the ATIF, had put in substantial effort over

the past four years working with the government to assist in the development of its illegal logging policy and legislation.

“The introduction of the Bill is in part a testament to all this work,” he said.

Mr Halkett said timber importers were pleased that in announcing the introduction of the Bill, the Minister acknowledged the legality assurance verification procedures already developed and in place by the timber industry, notably by company members of the ATIF. Cont Page 6

Forestry industry inquiry starting point for coordinated national plan AFPA calls for taskforce to ensure implementation TIMBER producers and foresters have welcomed findings from the forestry industry inquiry urging the government to act on the report by working with industry to implement a national strategy.

Chief executive of the Australian Forest Products Association David Pollard said it was essential that a taskforce involving industry and government be established to ensure key recommendations were followed through.

A coordinated national strategy would also be able to pick up key recommendations from the recent Pulp and Paper Industry Strategy Group and current reviews into Australian manufacturing.

“The inquiry has identified the need to develop a plan for future plantation development that includes an effective investment mechanism for new plantations as well as the need to renew regional forest agreements to provide certainty of wood supply for the native forest sector,” Dr Pollard said.

“These measures will help underpin future investment and competitiveness and allow Australia to be more selfsufficient in wood and paper products.”

He said the industry also welcomed the report’s focus on the carbon positive opportunities which the industry

“These include encouraging better ways for the Carbon Farming Initiative (CFI) to support forestry activities, as well as improved national standards for quantifying the carbon stored in different wood products and their displacement of more energy intensive materials such as steel.

“AFPA strongly supports the recommendation that native forest biomass be recognised under the Renewable Energy Target (RET) scheme, given the lack of rationality behind the current proposal to discourage the utilisation of wood waste products for energy production.”

The Institute of Foresters of Australia also supports the findings, but notes the report is at odds with a number of recent government actions.

Hoo-Hoo team ready for Variety Bush Bash MEMBERS of Brisbane HooHoo Club 218 take possession of an iconic 1977 Holden Kingswood that they will enter in the Queensland Variety Club’s Bush Bash in August next year.

The car is a veteran of four bush treks and has travelled 177,000 km to raise funds for children who are sick, disadvantaged or have special needs.

The 4000 km run for charity in 2012 will be a major fund-raising project for Club 218, expected to generate widespread publicity for Hoo-Hoo and the sponsors who support the club’s efforts.

Government invests $2m in biochar study THE federal government has announced $2 million in competitive grants for biochar research, under the Carbon Farming Initiative.

Biochar is a stable type of char made by burning organic materials, such as wood or crop waste in a low oxygen environment. It can be added to soil to sequester carbon and improve soil health.

“Biochar has the potential to help mitigate Australia’s greenhouse gas emissions while benefiting agricultural production,” the Minister for Forestry Senator Joe Ludwig said.

“The grants will fund the

research that is needed to investigate how biochars can reduce carbon emissions, and to support the development of biochar offset methodologies.

“These methodologies will enable land managers to participate in carbon markets through the CFI.” Senator Ludwig said the biochar capacity building program would help attract further research from scientists and independent experts and significantly expand knowledge of biochar and identify potential opportunities for landholders.

“It is true that during the time the government has been working on its policy, timber importers have formulated and put in place legality assurance due diligence systems,” Mr Halkett said.

“All this work, funded and undertaken by importing and wholesaling companies themselves, should stand them in good stead in relation to accommodating the due diligence and risk assessment requirements of the Bill.”

Mr Halkett said he understood that the Bill would now be referred back to the Senate Rural Affairs and Transport Committee.

“So we still have important work to do, including ensuring that the Bill isn’t ‘high jacked’ over the summer parliamentary recess.”

He commended the efforts by the Minister in getting the legislation into the parliament.

“Also worthy of note is the

hard and attentive work of the forestry staff in the Department of Agriculture, Fisheries and Forestry.”

Mr Halkett particularly acknowledged the sterling efforts by shadow minister Senator Richard Colbeck both during the Senate committee inquiry process and during consultation with the industry and being alert to the concerns about draft legislation that have been raised by timber importers.

“Richard’s continuing involvement and work will be critical to the passage of the Bill through the remaining parliamentary processes,” he said.

Mr Halkett said it had been the industry, rather than the government, that had funded and undertaken the ‘outreach’ activities to date with timber product suppliers in Southeast Asia, North America, New Zealand, South America, and within the domestic timber supply chain.

Quality future for engineered wood

Brendan Smith is site manger for Juken New Zealand Ltd’s plywood and sawmill operations at Gisborne. He has worked in the plywood industry in Australia and New Zealand for more than 25 years, starting with Brown and Dureau Building Materials in Canberra. He moved to the Juken Gisborne operation in 1994.

“In these difficult trading times, EWPAA is moving to fortify its base to ensure the association continues into the future,” Mr Smith said.

He flagged the possibility that EWPAA might operate from a new wood technology of excellence centre in the not too distant future to unite sections of the association and rationalise operations.

The business is based in Tasmania at Mowbray, 3 km outside Launceston, and will supply the local, domestic and international markets with high quality, sustainable Tasmanian oak hardwood products.

Mr Neville-Smith’s grandfather started Neville Smith Timber Pty Ltd in 1924 which grew to be one of Australia’s most prominent hardwood processing businesses. The business was sold in 2004 to ITC Ltd who in turn sold it to Gunns Ltd in 2009.

The processing site at Mowbray is the same site where back in the 1940s Neville started his Tasmanian oak value adding business. Neville Smith Forest Products (NSFP) acquired the site earlier this year and has been refitting it with processing equipment.

As of December 1, NSFP will be in a position to supply all the standard Tasmanian oak product range nationwide. In addition to direct sales from NSFP, for a transitional period the Gunns distribution centres will continue to distribute the stock in their respective locations. However, the sales will be invoiced by NSFP. “In addition to acquiring rack and finished stock from Gunns, we will purchase green stock for further value adding from various private sawmills around Tasmania going forward,”

PETER Juniper, a respected expert in wood technology and a driving force behind quality assurance programs for the Australian timber industry, will retire on January 17 after more than 35 years’ service in many fields.

Mr Juniper, 64, who steps down as manger of the Australian Forest Products Association’s processing chamber, says his retirement is appropriate considering recent industry changes and mergers.

“It’s time to give some new blood a go,” he said.

He has a long experience in the timber industry in a variety of technical, research, market development and management roles, including of 10 years as CEO of the Plantation Timber Association of Australia and its predecessor Pine Australia.

On the merger of PTAA with the Paper Industry Council forming A3P, Mr Juniper was appointed manger, solid wood, and in turn joined AFPA, a merger of A3P and NAFI. He has been involved with both the hardwood and softwood sectors and in the associated development and delivery of many key industry and industry associated initiatives.

His career with timber started at the Victorian Sawmillers Association in Melbourne and in 1976 he was seconded to the Timber Promotion Council.

Mr Juniper says he gained great satisfaction assisting the softwood sector in moving ahead with technology and quality assurance programs.

“This was a huge leap forward over a period of 10 years,” he said.

“There were many good and stimulating outcomes for industry including the introduction of MGP grades and reviews of that process, and the revamping of the quality control scheme which became a much better and more useful scheme.”

As chairman of the Standards Australia TM2 committee (timber framing), Mr Juniper oversaw the complete revamping of AS 1684 and its introduction to the housing industry.

He is a member of the Institution of Engineers of Australia, and a fellow of the Australian Institute of Company Directors.

Dividing his time between retirement “and maybe some work as a consultant”, Mr Juniper intends to enjoy a new lifestyle with his wife Robyn, who also recently retired from her own business.

The Junipers have two children – Michael, a lawyer specialising in commerce, who is getting married on New Year’s Eve, and Adele, who heads up a marketing team with the ANZ Bank.

The new plant, a dual operation capable of treating both H3 LOSP green or water-based Determite H2F Blue, was officially commissioned on November 18 by Victoria’s Minister for Innovation, Services and Small Business Louise Asher.

The highly versatile plant equipped with Osmose automation ensures that treatment cycles are optimised with very quick turn-around of product and highly sophisticated reporting functions.

The new LOSP preservative offers protection against termites and fungal decay for outdoor timbers. Special PEFC award presented to Geoff Gorrie THE annual general assembly of the Program for the Endorsement of Forest Certification has celebrated the organisation’s continuing success in advancing its vision of “a world in which people manage forests sustainably”.

PEFC is the world’s largest forest certification system with more than 240 million ha of forest certified to PEFC approved standards in more than 30 countries.

These standards seek to transform the way forests are managed globally – and locally – to ensure the environmental, social and economic benefits of forests can be enjoyed.

Australian Forestry Standard Ltd is the PEFC national governing body in Australia and more than 10 million ha of forests are certified to the AFS standard – one of more than 30 national standards endorsed by the PEFC. The existence of a PEFC accredited standard in a country does not automatically endorse all forest management. It merely provides a mechanism so that forest managers can take the voluntary decision to have their management independently assessed against a credible standard by suitably accredited certification bodies.

PEFC International presented a special award to AFS chairman Geoff Gorrie recognising his outstanding service to the PEFC board selection committee over four years.

The award noted that Mr Gorrie had made a major contribution to ensuring that the PEFC board had the necessary diversity of skills and backgrounds to ensure the organisation’s continued development and sound operation.

Dr Hans Drielsma will continue his service to PEFC as a director of the board. He is well known and respected for his expert knowledge and thoroughness.

New IFA president advocates strong voice on value of forest management THE need for professional forest management and the value of forests as a public asset were key issues to be promoted by the Institute of Foresters of Australia, according to its new president David Wettenhall.

“Forests have enormous and complex values in ‘green futures’ such as biomass energy, low energy construction materials, carbon sequestration and storage,” he said.

“Also there are the ongoing values in the conservation of biodiversity, water and timber production while supporting and protecting communities in and around forests.”

Spencer said the appointment created valuable opportunities to build enduring benefits for Australia’s foresters.

David Wettenhall graduated in forestry from the Australian National University in 1975 and recently completed a Masters of Forest Ecosystem Science at the University of Melbourne.

Mr Wettenhall takes over from Dr Peter Volker who has recently completed six years’ service as IFA president.

“The IFA board and new president are committed to continuing the progress of Dr Volker who has worked tirelessly to increase the profile of the IFA in the public and political arena and to foster credibility in the voice of members,” Ms Spencer said.

David Wettenhall paid tribute to Peter Volker: “He has provided inspirational leadership for the IFA through difficult times for the profession and the forest dependent industries and communities.

“We thank Peter for his enormous contribution to the profession and science-based management of forests in Australia. I hope to continue his efforts to improve forest policy development.”

Mr Wettenhall’s early career included employment in the Tasmanian woodchip industry and then growing poplars for match splints in Victoria and New South Wales.

From 1985 to 1997, he was employed by an integrated softwood pulp / plywood and sawmill in northeast Victoria.

In the latter period of this term, he led the development of a hardwood plantation program and was environment manager for the mill site. In 1997, he took up a position with Integrated Tree Cropping in Albany, WA as general manager of operations.

Mr Wettenhall established Plantall Forestry Consultants in 1999 which provides freelance forestry services to forestry enterprises in Western Australia.
