The Alphabet Game This week’s Backtalk is all about acronyms. First, ABC—more specifically, Leigh Tauss’s cover story last week about the Alcoholic Beverage Control Commission’s soon-to-be-enforced rule that could kick a lot of North Carolina-made spirits off the ABC store shelves, as well as lawmakers’ plans to modernize the agency.

Several readers, including Virginia Joines, back state representative Chuck McGrady’s plan to privatize the system: “The whole ABC thing baffles me. I came from a state where hard liquor was sold in grocery stores, right alongside beer and wine. It worked just fine.”

Tony Keck offers a more nuanced take: “It’s a catch-22. ABC keeps prices reasonable. Privatizing will allow stores to price what they want where they want—for instance, most allocated bottles will double or triple in price or more. (Pappy Van Winkle 23-Year Bourbon, for an extreme example, has an MSRP of $269.99 but sells in privatized stores and on secondary markets for $3,000–$4,000.) So, while I like that ABC keeps prices low and consistent, it also means we get shit on with variety. If state warehouses won’t order it, then we don’t see it, and because of the way ABC runs shit, even stuff that we can get is very limited. In my opinion, the state will never privatize alcohol sales. They stand to lose too much by doing so. So what they need to do is loosen the reins a little and trust that the consumers will consume. Stop with the one million flavors of vodka and bullshit-flavored whiskey. There are more people out there drinking than just college students who have no idea what good whiskey is.”

The next acronym: CBD, in reference to Katie Jane Fernelius’s story on the state’s warning that selling CBD-infused foods and supplements is illegal because the FDA considers CBD a drug.

Writes Lindsey Paydon: “What? CBD has no psychoactive properties whatsoever! What makes it a drug? It’s just a silly health fad that has little to no effect on people. It’s like drinking herbal tea. [The state] is wasting taxpayer money by spending any time or effort on this. The only things they should be monitoring are false health claims.”

“Stop with the one million flavors of vodka and bullshit-flavored whiskey.”

Rhiannon Fionn adds: “This is about CBD isolate and its inclusion in Epidiolex, an FDA-approved drug owned by GW Pharmaceuticals. The letter the state is sending out makes it very clear: This is about protecting Epidiolex.”

Finally, ADU—as in, the accessory dwelling units Raleigh has been debating seemingly forever. The city council looked set to pass an ordinance Tuesday night, after the INDY went to press, that would effectively give a homeowner’s neighbors a veto over his or her ability to build an ADU. Mike Shumake argues that such a law is too restrictive: “I. Just. Want. The. Option.

I own the property, right? This doesn’t do that. They are saying it will ‘hurt neighborhoods.’ That means they don’t want people to have inexpensive housing options inside rich neighborhoods.

“It’s my property. I’m indignant. This is good for me. It prevents urban sprawl. It helps me make my mortgage. And it provides affordable housing in Raleigh, which is something we’re supposed to be working on. Why make this impossible? I own property in Raleigh because I bought when it was affordable. It is not anymore. ADUs would allow me to invest in my property, to invest in Raleigh. But now I can’t because these regulations make it impossible.”

“I sat in a council meeting and witnessed some council members scold the public for pitting neighbor against neighbor over a sidewalk issue,” argues Tom Anderson.

“This ordinance does just that. I can’t imagine neighborhood relations are going to be good when someone refuses to support their neighbor’s application.”

DURHAM IS RETHINKING HOW ITS FIRST RESPONDERS APPROACH DOMESTIC VIOLENCE SITUATIONS

ince at least 2012, Durham County has seen some of the highest numbers of domestic violence–related homicides in the state, along with Guilford, Wake, and (especially) Mecklenburg Counties. In 2015, Durham had eleven such homicides, according to the State Bureau of Investigation. There were six in 2016, two in 2017, and three in the first nine months of 2018. Already this year, three homicides are considered cases of domestic violence.

According to the Durham Police Department, there were 264 reported incidents of domestic-related aggravated assault in the city in 2017, and 259 in 2018. Through the first week of February, there were eighteen domestic assaults.

The problem isn’t unique to Durham, of course. On average, according to the National Coalition Against Domestic Violence, twenty people experience intimatepartner violence every minute—about ten million women and men each year.

Through a more than $1.2 million federal grant, the Durham County Department of Social Services and other organizations are exploring how better collaboration between the people who interact with survivors of domestic violence can ultimately help children better cope with the trauma it can cause. Now in its third of four years, the Durham Integrated Domestic Violence Response System has trained hundreds of first responders, social workers, and service providers to recognize the signs of domestic violence, understand the effects it can have on children, and be aware of services available to survivors.

In the grant’s first two years, nearly four hundred officials from the DPD, emergency services, social services, and the Durham Crisis Response Center underwent training— tailored to their specific fields—on working with families affected by domestic violence.

Police officers and emergency responders, for instance, were taught to assess for domestic violence when responding to 911 calls and were educated on the services—such as ther6 | 2.20.19 | INDYweek.com

apy, counseling, safety planning, and emergency shelters—available to survivors. (They were also instructed to note the presence of children on police reports, which a community assessment found wasn’t being done.)

The DPD has incorporated that training into its curriculum for new officers.

adult survivors. They focused on the effects of childhood exposure to abuse, and how to talk to parents about it. Last fiscal year, the DCRC provided emergency shelter to 178 women and 97 children fleeing violence.

Another 140 were referred to other agencies due to a lack of space.

The initiative also wants to help officers stay positive when they see the same families on domestic violence calls.

“Just because you’re seeing them over and over doesn’t mean they’re not on the path, in the right direction,” says Kelly Sullivan, director of mental health services at the Duke Center for Child and Family Health, one of the initiative’s partner organizations. “That information impacts the way you present yourself to that family, and the way you present yourself to that family can then change the way that family perceives the system.”

The grant supports a full-time family advocate at the agency who builds relationships with affected families and refers them for shelter, counseling, and parenting guidance.

“I think oftentimes, when we engage with survivors, we try to dictate with them how they should interact with their abuser, meaning the abuser would be removed from the home, but we aren’t understanding the ripple effect that causes for the family,”

says Shontelle Smith, who manages the DSS’s role in the grant. By September, the family advocate had referred more than sixty families for services.

The next phase of the training, which started in the grant’s third year, walks participants through a fictional case designed to represent many real-life domestic violence scenarios: a 911 call comes in reporting domestic violence, both partners accuse each other of being intoxicated, police respond and note the presence of children in the house. Later, the mother, feeling her safety is at risk, takes the children to the DCRC for shelter, and they are referred for treatment.

Separately, about two dozen child care providers have also been trained in how toxic stress during childhood can affect long-term brain development and how they can implement strategies in their own classrooms to protect kids from those effects, for example by providing structure in their lives and helping them cope with their emotions.

Jovetta Whitfield, assistant director of Child and Family Services at the Durham County DSS, says if no additional grant funding is available at the end of the initiative’s fourth year, the agency will look internally for ways to keep it going. It’s not the county’s only effort toward stemming the traumatic effects of domestic violence; a task force is implementing pilot programs to spot and address adverse childhood experiences in Durham kids.

“I see that as the big umbrella, and we’re one of the spokes of the umbrella,” Whitfield says.

As they track outcomes of the families assisted through the grant and the barriers they face in connecting with treatment, the grant partners hope their findings can help expand Durham’s capacity to serve more survivors. The county has high-quality services, they say, but if everyone in need was referred to the right place for help, those providers would be overwhelmed. swillets@indyweek.com

“We Don’t Have to Accept This”

NORTH CAROLINA’S YOUTH SUICIDE RATE HAS NEARLY DOUBLED, AND OTHER INSIGHTS FROM THIS YEAR’S CHILD HEALTH REPORT CARD BY SARAH WILLETS

S

uicide is now the second-leading cause of death among North Carolina youth between the ages of ten and seventeen, according to a new report from NC Child and the North Carolina Institute for Medicine.

The 2019 version of the annual Child Health Report Card—released Wednesday but made available to the INDY earlier under an embargo—focuses on suicide because of an alarming trend: The rate of youth suicide in North Carolina has nearly doubled over the previous decade. According to the report, mental health is just one factor leading to suicidal thoughts. Others include trauma, persistent stress, family violence, and bullying.

This is particularly acute for youth of color and LGBTQ youth. While 12 percent of heterosexual high schoolers reported seriously considering suicide, 43 percent of gay, lesbian, or bisexual students reported the same. African-American high schoolers were twice as likely as white students to have attempted suicide in the past year and were significantly less likely to get treatment for depression.

“The reality is that many kids have to cope with tremendous stressors and don’t have the supports they need to navigate them,” says Michelle Hughes, executive director of NC Child. “Dealing with things like discrimination because of their race or sexual identity, or experiencing abuse and neglect all contribute to a child’s likelihood of attempting suicide. These are all things that we can address with better public policy choices.

We don’t have to accept this as a given.”

Strengthening North Carolina’s behavioral health system and its coordination with schools, making it harder for youth to access guns and prescription drugs, and ensuring adults—such as caregivers, schools nurses, and social workers—are trained to spot suicide risk factors can help prevent youth suicide, the report says.

The leading cause of death for children overall in North Carolina is infant mortality,

the report says. According to the report, African-American babies are more than twice as likely to die in the first year of life as white babies. Children of color also have higher rates of poverty and obesity and lower rates of reading proficiency.

Another troubling trend highlighted by the report is a decrease in vaccination rates. While North Carolina has high vaccination rates compared to other states, the rate has dropped by more than 11 percent since 2014, and only three-quarters of children have had the appropriate vaccinations by age three.

The report’s authors say it’s unclear what exactly caused this dip; the percentage of parents without insurance has declined, reaching about 13 percent in 2016 and earning the state its only A, for insurance coverage, on the report card. But the anti-vaccination community does have a presence in North Carolina. Last year, an Asheville school with a high rate of families claiming a religious exemption to vaccination was the epicenter of the state’s worst chickenpox outbreak in two decades.

In addition to insurance coverage, the report gave the state high marks for the high number of newborns being breastfed, a declining teen birth rate, and a low number of children with diagnosed asthma.

The state earned straight Ds, however, for the percentage of children ages ten to seventeen who are obese (30.7 percent), how many kids live in food-insecure homes (20.9 percent), and alcohol, tobacco, and pain medication use among high school students. The state’s only F was for housing and economic security: 43 percent of children in North Carolina live in poor or low-income households.

“Children living in families that cannot afford the basics in life often have reduced access to safe living conditions, healthy food, and opportunities for exercise,” the report says, “all of which increase their risk for poor health.” swillets@indyweek.com

VANISHING ACT

YOU’RE NOT CRAZY. SPIN AND LIME BIKES REALLY HAVE DISAPPEARED FROM DURHAM. If you think Durham streets looked a little emptier in February, you’re right. Two bike-share companies that previously operated in the city chose not to renew their permits, which expired on January 28. The companies, Lime and Spin, launched their Durham bike-share pilots in late 2017.

Durham bicycle and pedestrian coordinator Dale McKeel told the INDY that the city offered both companies the opportunity to renew their permits, but they declined.

“There may be a stray bike out there,” McKeel says. “But my understanding is that both of those operators are pulling their bicycle fleets out of the city.”

Spin, based in San Francisco, previously managed bike-share programs in several cities across the country. However, the company recently decided to discontinue its bicycle operations entirely, shifting its business model to scooters. A spokesperson told the INDY that Spin would “exclusively” operate scooters going forward but didn’t respond to a followup email asking why.

Lime said it decided to forgo bikes after “listening to feedback about what vehicle types will best meet community needs.”

Though neither company is continuing its bike program locally, Lime and Spin are seeking permits to bring scooters to Durham.

After an October ordinance approved the use of motorized scooters in the city, five scooter-share companies—Gotcha, Lyft, and Byrd, along with Lime and Spin—applied for permits, vying for what McKeel says will be a maximum of about six hundred scooters coming to Durham in the near future. The city has not yet issued any permits.

None of those companies have applied to place bicycles in the city. Initially, the city planned to issue permits for up to six hundred scooters and twelve hundred bikes—some electric and some not. However, having received no applications for bicycle permits, the city is reconsidering its expectations. McKeel says the city will encourage the scooter applicants to provide bicycles, too.

“We feel it would be desirable to give our residents a choice when it comes to these shared active devices,” McKeel says. After all, over the past two years, the bike-share programs have been popular in Durham. In eight months, city residents logged sixty thousand rides and reported high levels of satisfaction with their flexibility, affordability, and convenience.

In order to regulate the dockless bike and scooter programs, the city will charge a permit fee for each deployed device. Each scooter will cost the operating companies $100. The city will charge significantly less for bicycles, issuing permits for $25 per bike.

McKeel says the city is still ironing out all the details before launching the scooters. His main concerns right now are ensuring that the devices will be accessible to low-income residents and mapping out safe places for parking.

“At this point, I’m reluctant to give a date,” McKeel says. “There are still several things we’re working through under the ordinance.” —Leah Abrams INDYweek.com | 2.20.19 | 7

Eye of the Beholder

THE RPD RELEASED FOOTAGE THAT IT SAYS VINDICATES A CONTROVERSIAL SWAT TEAM RAID. DOES IT REALLY?

n Friday, the Raleigh Police Department released body-camera footage from the night that LaDonna Clark says a SWAT team ordered her elderly parents and six-year-old son out of a Southeast Raleigh house at gunpoint.

In a statement posted to YouTube along with the video, the RPD said the footage contradicts the family’s story: “No weapons were pointed at the Clarks as they exited the house.”

But there are no close-ups of the child or Michael and Wanda Clark leaving the home, the footage is dark and shot from a distance, and rifles are visible in both frames in which the grandparents are exiting the house.

As Michael Clark exits the home and walks backward toward the white SWAT van on the lawn, the officer filming through a body camera lifts a rifle into the frame.

Later, in footage from another officer, as Wanda Clark and the child leave the home, a rifle is in the forefront of the frame.

RPD spokeswoman Donna-maria Harris says that, in the first case, “It appears that the officer was adjusting the shoulder strap. … At all times, the barrel of the weapon remains pointed at the ground as Mr. Clark exits the residence.”

In the second, “The officer positioned at the rear of the house had his rifle pointed at the ground, as he has been trained to do, for the duration of the video, including when Mrs. Clark and the child exited the house.

Any insinuation that the weapon came into view only when Mrs. Clark and the child exited the house is inaccurate.”

Earlier this month, Clark told the INDY— and then the Raleigh City Council—that police had pointed military-style rifles at her parents and son, who has autism, while executing a search warrant on November 14. The police were looking for LaDonna Clark’s nephew, who was wanted in connection with an armed robbery two days earlier.

(He’d allegedly left a box with Michael and Wanda’s address on it at the scene.)

After the incident, LaDonna Clark tried to open an internal affairs complaint but says the police stonewalled her, requesting in-person interviews before the complaint could proceed. When she came into the station, Clark says, she was only shown a short clip of bodycamera footage of her father exiting the home.

After the footage was released Friday, LaDonna Clark told the INDY she was outraged that it was posted publicly when she was only able to view a short clip. (Harris told the INDY that Clark was only shown the portion of footage that contained her son.)

“This only substantiates as well as validates my concern this damn department is just doing whatever the hell they want and just puppeteering the series of events where now you have just invaded my family’s privacy by showing all that unnecessary stuff that you wouldn’t even allow my father to see,” Clark says. “You can’t sit here and tell me you have a whole SWAT team and you don’t actually have footage of them walking out.”

At a press conference Friday afternoon, Clark pledged to press on.

“RPD, I am still going to hold you legally, morally, and ethically responsible for the laws you should adhere to and abide by,” she said. “You will not deceive or bamboozle the public by releasing carefully crafted video that shows you going into the household, however refusing to show the video of my son and my mother, as well as my father.

You will not bully or silence me by justifying or rationalizing the unnecessary use of force toward a child with autism and two senior-citizen parents.” ltauss@indyweek.com

SOME RALEIGH COUNCIL MEMBERS ARE RETHINKING QUICK DECISIONS Two projects axed or paused by the Raleigh City Council this year may be resurrected after council members met with residents who say their voices weren’t heard before the council’s decisions were made.

On February 5, David Cox abruptly motioned to delay the $2 million River Bend Park project while staff looked into transferring its remaining funds to another park. Since acquiring land in Northeast Raleigh for the park in 2012, the city has spent $285,000 designing it and was preparing to solicit bids from contractors. A few weeks earlier, Stef Mendell had pushed to cancel a half-million-dollar sidewalk project along Oxford Road that also had been under development for five years, citing the complaints of a few residents.

After meeting with more residents since those votes, Cox and Mendell seem to be reversing course. Cox held a meeting with thirty River Bend community members last week, many of whom bought their homes with the expectation that the city was building a park there.

“It would have been great to have input before any decision was made,” says Charlie Farrell, who purchased a house in the neighborhood last month. “It seemed like this wasn't something that was put on an agenda; we didn't have an opportunity to say anything before [Cox] went to council and proposed this, so we just felt like it was certainly a surprise to us.”

After that meeting, Cox did an about-face, posting on social media: “I, frankly, screwed up this time.” When the issue comes back before the council on March 19, he’ll no longer support transferring the money.

“I normally go out and meet with people in neighborhoods and hear their concerns and take those concerns into consideration before making a proposal or a decision,” Cox says. “In the case of River Bend Park, because it was new construction—it didn't actually exist yet—I failed to do that, and I should have.”

After the INDY wrote about Mendell’s move to kill the Oxford Road sidewalk, she met with Fallon Park residents on February 9, then posted on Facebook that she’d “like to explore what can be done to address both safety and environmental concerns.” For now, she wants to hold the money the city planned to spend on the sidewalk in reserve—rather than diverting it to another project—while city staff, the Bicycle and Pedestrian Advisory Commission, and the Transportation Committee consider additional options. Depending on their recommendations, the city could eventually build a sidewalk along Oxford Road after all—or not.

Mendell also thinks the city should consider revisiting the sidewalk petition process in general.

For Nicole Stewart, the lone vote against canceling the sidewalk and moving the park funds, both cases “speak to how we’re engaging residents.”

“My sense is that some council members are hearing from some pretty vocal individuals and doing what they think is best for their own community, and they are acting from what they are hearing, as opposed to taking a step back and looking at the bigger picture of what's going on,” she says. “We, as council members, need to do a better job of listening and thinking about the big picture, thinking about the future.” —Leigh Tauss

What is it about music that makes it worth taking seriously?

I’ve seen my friends’ lives be saved because of music. I’ve seen people throw themselves into music when they didn’t have much else. I see music continuing to do that with generation after generation. For me, music deserves to be honored, taken seriously, and critically engaged with so that it can continue to improve.

o Ahead in the Rain: Notes to A Tribe Called Quest is a book about music, but it’s far from your standard music biography.

In part, that’s because its author, Hanif Abdurraqib, is an accomplished poet as well as a widely published music journalist and cultural critic. He writes about music with the same controlled lyricism and fine antenna for the vibrations of race in America as is found in his first full-length poetry collection, The Crown Ain’t Worth Much, a voice he develops further in his second collection, due out from Tin House Books this fall.

Abdurraqib’s new University of Texas Press book about the seminal Queens-bred hip-hop group blends personal narrative, musical reportage, cultural analysis, and letters penned to members of the group in order to open windows into the author’s life and explain why Tribe matters, from early classics like The Low End Theory through their era-ending breakup on the cover of The Source, and onward, through future victories, tragedies, and reunions. The book is also a compelling snapshot of a nineties rap industry in transition from the golden age to gangster rap to the shiny-suit era.

On Sunday, Abdurraqib closes out the revamped North Carolina Book Festival (see sidebar) at Kings with a reading at 2:45 p.m., preceded by a panel discussion on Tribe featuring Mark Anthony Neal, Natalie Bullock Brown, and David Menconi. We recently reached Abdurraqib by phone to discuss blending poetry and criticism, why music deserves to be taken seriously, and coming to terms with Q-Tip going pop.

Tribe is clearly a group you have a close personal connection with, but there must have been other artists who meant as much to you. What made Tribe the right group to take on in a book-length love letter?

A lot of people ask me, “Why Tribe?” And I think a better question is, “Why not Tribe?”

Tribe deserves monuments in their honor, and they have yet to have a text written about them that has held up or resonated.

I wanted to give it a shot, and it made me realize I had a strong desire to write about Tribe while some of the members were still alive. In doing that, I hoped that someone else would be inspired to write a book about a band they love who’s still here, not wait until they’re gone.

Have you continually listened to Tribe throughout your life, or was this a process of coming back to something? Has your relationship to these songs evolved?

To revisit it for this book, the music took on a different mode for me, but that’s just the nature of relistening to something as an adult and wanting to write about it. But yeah, Tribe has been a part of my soundtrack for my entire life. Of course, my relationship to the songs has evolved, partially because I know more about music, so things like the instrumental accompaniment, I’ve been able to asses more as I get older. More than

Did you learn anything new about Tribe, or did your perspective on them change?

I don’t know if there was anything brand new, but there are always new lessons to be gleaned from already-known information. So, new perspective? Sure. Getting to hear, for example, how important J Dilla was to the crafting of Beats, Rhymes and Life and how that was the album that allowed J to start to flourish—those kinds of things were really great to figure out.

HANIF ABDURRAQIB BUILDS A TRIBE CALLED QUEST THE MONUMENT IT DESERVES

INDY: I think a lot of people who wouldn’t usually seek out a music biography will respond to your A Tribe Called Quest book, and your essays in general, because they’re so much about lyricism and storytelling, and your personal history is woven into the music history. How did you come to synthesize poetry and criticism this way?

HANIF ABDURRAQIB: In short, I believe that criticism deserves the most beautiful writing possible. I think the way the writer approaches criticism should at least be poetic in nature, or take on traits of beauty, with the searching, curious instinct that poems have, and the whimsical, magical nature that poems are trying to achieve. I take music incredibly seriously, and therefore, I want to represent that seriousness in my work.

The book’s also a great snapshot of the rap industry in the nineties: the days before sampling laws were passed, the shift to gangster rap, and Tribe’s breakup on the cover of The Source in ‘98, which had a real era-ending feeling. And then Q-Tip comes out with the very poppy “Vivrant Thing” the next year. What do you find fascinating about the music industry of that era, and how did you feel about “Vivrant Thing” when it came out?

It was the moment when rap shifted to attempting to be a really large commercial entity. The product became more desirable after deaths of Biggie and Tupac, and there’s something interesting there about how violence is always attractive in America. I’m interested in the conversations that arose from that shift, which in some ways created the landscape we have in rap now.

I didn’t like “Vivrant Thing” at the time.

I like it a lot more now. I write about this a little in the book: I have a lot of weird resentments about Tribe breaking up. I was frustrated and felt as though it was Q-Tip’s fault, though, of course, it was the culmination of a number of things. It would have been a hard time for me to love any Q-Tip solo song. It’s a great single.

You already have another book slated for publication on Random House in 2020, right?

Yeah, it’s a book about black performance in America, from dance to athletics to things like playing cards. Music is involved, too. And

my new book of poems comes out in November. It’s entirely different than my first book of poems, which came out a couple of years ago. Largely, it’s about searching for a better relationship with oneself after all outside relationships begin to crumble. It comes out on Tin House Books.

Are there any writers you know or are excited to meet at the festival?

I know Eduardo Corral [and] Sandra Cisneros a bit. Tyree Daye is someone I haven’t met in person, but I’m bringing him to Columbus for a reading, so it will be great to meet him.

David Menconi helps run the University of Texas music series my book came out on.

WHERE'S THE N.C. BOOK FESTIVAL BEEN? The North Carolina Book Festival was never that consistent to begin with. It was supposed to rotate between N.C. State University, UNC-Chapel Hill, and Duke University. It was supposed to take place every two years. As simple as that premise sounds, it never really worked. The gap between festivals, for one, could stretch between two or four years, or sometimes even six. To confuse matters more, it didn't even always go by the same name.

"That made it hard to build momentum," says Chris Tonelli. "Typically, institutions were reinventing the wheel."

When the N.C. Book Festival relaunches this weekend in Raleigh, however, it's no longer under an academic aegis. After 2014's most recent iteration, new co-directors Tonelli and Jason Jefferies bought the name. Their intention? To pivot the festival into the literary equivalent of destination events like Hopscotch, the American Dance Festival, or Full Frame.

And it's going to be annual now, with smaller quarterly events worked in, to maintain momentum.

"Having [been event coordinator for] the last festival in 2014, I saw both the hunger in the region for an event like this and the advantages of having continuity," says Jefferies.

"We would have sponsors asking about the following year and authors who would say, 'Oh, I can't come this year, but I can come next year.' There's no answer for that when there is no next year."

Notably, too, the reimagined N.C. Book Festival is a hybrid beast, with events at literary bastions like NCSU's Hunt Library and Quail Ridge Books (Tonelli and Jefferies's employers, respectively), but also hip downtown spots like Kings, Crank Arm Brewing, and CAM Raleigh.

This isn't completely new, Jefferies says, pointing out that the 2014 festival availed itself of downtown music venues, but it's an approach the new co-directors have wholly embraced. While the N.C. Book Festival's history can be traced back to the nineties, it's their baby now. And what may seem like a reinvention (or at least redesign) of the wheel from the outside feels like a fresh start to Tonelli.

DOWNTOWN DURHAM

I

f Raleigh owes its existence to alcohol—specifically, a decree that the state capital be built near Isaac Hunter’s Tavern—Durham owes its existence to that other quintessential American vice, tobacco.

Monuments to this legacy permeate downtown: the Lucky Strike Water Tower that looms over the American Tobacco Campus; Brightleaf Square, named for the mild tobacco favored by Civil War soldiers; the former Liggett & Myers factory, now renovated into luxury apartments.

Tobacco’s heyday is long gone, of course. So too are the factories and mills that marked a robust manufacturing economy. The city’s thriving black community, meanwhile, was decimated by urban renewal. And in the process, downtown became a wasteland.

But over the past two decades, the pendulum has swung hard in the opposite direction. Downtown Durham is now the Triangle’s premier cultural destination (sorry, DTR). New residents and tech investment have poured in. Construction cranes are ubiquitous, and our first legit skyscraper, One City Center, will open later this year. There are growing pains, sure, but there’s also an indelible sense of pride in the city’s resiliency. Like the relics of the tobacco era, testaments to downtown’s resurgence are all around us.

Durham’s not a big city, but it feels like one, gritty and urban, just compressed into a smaller, friendlier, more affordable space. That won’t be the case for long. For better or worse, the world has taken notice. Enjoy it while it’s still ours. —Jeffrey C. Billman

For my money, Toro’s is the best: thin, crisp pies baked in a wood-fired oven and topped with unusual-but-delicious ingredient pairings (hello, soft egg and oyster mushrooms), with a bit of chili oil for you to drizzle on top.

Long before Saint James opened in the fall of 2017, Matt Kelly had made his mark on the Durham culinary scene, first as a chef at Vin Rouge and then as the owner of Mateo, Lucky’s Deli, and Mothers and Sons.

But the seafood fine-dining restaurant, housed in the former Fishmonger’s, is a cut above. There’s a raw bar with all manner of oysters, seafood towers packed with lobster and crab, beautifully plated entrées, and, oddly enough, the best brussels sprouts in the city. There’s also an innovative bar focused on tiki-style drinks in addition to the classics. It won’t be cheap, but you’ll be hard-pressed to find a better dinner in the Triangle.

s a student, venturing to Ninth & Broad presented a rare reprieve from Duke’s suffocatingly manicured campuses. (For our purposes, while both Ninth Street and Broad Street fall just west of Duke’s east campus, we’re stretching this neighborhood to include the west campus as well.) I bought ramen noodles and two-for-one shampoo and conditioner from the Dollar General. I huddled over my laptop in Bean Traders-turned-Market Street-turned-Ninth Street-turned-Triangle Coffee House. And I went on my first grown-up date at Vin Rouge, thinking French food was appropriately flirtatious, even as I ordered the French onion soup.

Now that I’ve moved back to Durham as a more seasoned adult, I laugh at eighteen-year-old me and her romantic enthrallment with this quaint corner of Durham. But like all first romances, they stay with us. Francesca’s has gone out of business, along with the beloved Play House toy store. There’s now a poke place, an upscale salad bar, even a Harris Teeter with a Starbucks. But if you walk along Ninth Street, right as you see the fire station poking up on the horizon, the air is still thick with the sickeningly clean smell of laundry wafting from White Star, and that’s enough to inspire youthful romance once again.

n a Sunday morning last November, the natural wine world’s biggest party was kicking off in a yeast-scented Brooklyn warehouse, where hundreds of winemakers, industry types, fans of the art, and members of the drinking press were tasting and spitting as fast as they could.

Some of the wines were elegant, others earthy and rustic. Some popped with fruit; others tasted of smoke and savory spice.

Some blazed with acidity, intensely aromatic and jumping with the fresh flavors of fermentation. Others were soft, honeyed, and subdued. Still others tasted like a wild animal had slept in the fermentation tanks (in a good way!).

The annual New York installation of the RAW Wine fair—a multi-city event showcasing several hundred producers whose wines must meet strict criteria—was a celebration of the intense, pastoral flavors that inhabit what has come to be called natural wine.

One row of tables was particularly mobbed: a contingent of winemakers from The Republic of Georgia pouring glass after glass for giddy tasters. The Georgian wines were among the fair’s most unusual: enticingly savory to funky to searingly astringent. But their popularity illustrates the current rage for natural wine.

The production methods—unchanged for thousands of years—epitomize the sacred hands-off approach that has swept up a community of wine drinkers in a crusade against the industrial winemaking model. But it’s the way natural wines taste that has its most ardent supporters electrified.

Natural wines vary enormously from one another, but if you taste a natural wine next to your average grocery store booze bomb, the differences are immediately clear. Many conventional wines are chemically engineered to taste a certain way, usually an 26 | 2.20.19 | INDYweek.com

approximation of something popular that came before. Natural wines are untouched— the winemaker’s job is to maintain a healthy ecosystem for the grapes to grow and a nurturing facility in which to ferment. As a result, they taste like they’ve come in from an invigorating, refreshing, slightly sweaty day exploring nature’s bounty—alive and vigorously mutable, sip to sip, glass to glass, bottle by bottle.

“There’s so much bottle variation,” says Craig Heffley, owner of the Triangle’s two Wine Authorities shops. “Even if you are

given the same thing over and over, it’s like a different wine.”

These qualities attract not just wine nerds looking for the next big thing, but people of all stripes who support sustainable food systems. Natural wine has been popular in France for a decade and a half, but it really began taking off among American oenophiles about five years ago—and not just in New York.

as 20 mg. These amounts are vanishingly small compared to conventionally made wine, but depending on whom you talk to, a few milligrams here or there can determine whether a wine is “natural.”

Like any artisan community with passionate practitioners and apostles, differences of opinion can lead to argument.

“It’s so politicized,” says Jay Murrie of Durham’s Piedmont Wine Imports. (Disclosure: The author’s wife works for Piedmont Wine Imports.) “In the Wine Nerd Universe, it’s hard to have these conversations because everyone has such staked-out opinions.”

Murrie prefers “a big-tent approach,” where bona fides aren’t determined by a rigid set of guidelines. “[Even] the producers that I import who are the least ‘natural wine’ are exponentially better stewards of the land and making much healthier products than the agribusiness industrial producers who make the bulk majority of the wines that people encounter,” he says.

Heffley, who estimates that 5–10 percent of Wine Authorities’ wines adhere to the strictest natural-wine guidelines, agrees that there are other ways to reject the Wine Industrial Complex. In fact, it’s a core part of his philosophy.

“Wine Authorities is a reaction to industrial wine,” Heffley says. “[We work] only with small family farmers who control the entire process.”

But being a part of the natural wine community—and intentionally following the rules set by its most venerated practitioners—can carry meaning beyond a simple rejection of mass-produced wine. John Hale, who owns Asheville’s Crocodile Wine, chooses his selections according to the strict guidelines of his mentor, the celebrated sommelier Lee Campbell.

To Hale, making wine this way and selling the resulting products is as much an act of defiance as a hunt for a certain style.

“Choosing to farm this way is inherently political,” he says. “It’s a stance against chemicals and a stance against industrial agriculture. There is no way to make natural wine on a large industrial scale, so making it is taking a stance.”

“Natural wine seems to be a reaction from winemakers against these industrial people who are allowed to make ‘Frankenwines,’” Heffley adds. “It’s a reaction to something they found distasteful.”

Natural wine is nothing if not trendy, which has led to skepticism from some corners of the wine world. Without rules and a firm definition, Heffley is concerned that natural wine will be taken over by the same corporate interests absorbing the craft beer movement.

Murrie has already seen inferior “natural” wines in the market, skating by on buzzwords and hip labels.

But trends can also help a small community reach larger audiences.

“People need trends to move forward,” Brunello says. “Trends can expose people to a product and help them understand it.” food@indyweek.com

Lisa Gilbee of Morella is redefining Primitivo in suddenly fashionable Puglia, Italy’s boot heel. This is a big and powerful wine, but one that doesn’t overwhelm with jammy, warm fruit. Cherry and herb give way to notes of cocoa and licorice for a graceful finish. ($23)

Meinklang, Juhfark “J13” SOMLÓ, HUNGARY, 2013

Meinklang maintains wild and wooly biodynamic vineyards on both sides of the Austria-Hungary border, and they stole the show at RAW Wine 2018. This is a decadent white, with rich flavors of pear and honeysuckle balanced by fiery acidity. ($29)

Listán Prieto (or Misión) is possibly the first vitis vinifera grape varietal to be planted in the New World. This wine comes from hundred-year-old dry-farmed vines in the mountains outside Tecate. If you’ve never had the pleasure of driving on New York City’s most useless road, imagine eight lanes of perpetual gridlock. If you don’t stay in your lane, you’ll miss your exit and get stuck in even more agonizing traffic.

Rap fandom is similarly saturated with enthusiasts, scared to switch lanes for fear of looking “soft” or “basic” or (gasp) like a “poser.” The beatmaker’s lane might be the hardest to navigate, already choked with bigname talents, whether it’s Dilla, The Neptunes, or DJ Premier. Even fans can admit it gets a little monotonous.

Now, imagine in the middle of all that cross-Bronx traffic, a motorcycle cuts past you, nimbly switching from lane to lane as if the roads were clear. This is what Thomas Kevin, aka FFFOOLERY, does with his debut beat tape, Raleighwood. Departing from the usual sample-laden sound his listeners have become accustomed to via his prolific work with Kooley High, FFFOOLERY brings us on a voyage through G-funk-inspired melodies and drums, shimmering lo-fi synths, and cleverly placed vocal snippets that sprinkle subtle social commentary and philosophy into the mix. a hip-hop beat album without going off the deep end into weirdness, taking on a very familiar West Coast vibe. There’s a little bit of Dre, a little bit of The Gap Band, and yes, a little bit of Dilla (for the culture).

A prime example is “For Philando,” which sounds like something from the Grand Theft Auto: San Andreas soundtrack, complete with a vocoded vocal in which FFFOOLERY laments Philando Castile’s death, saying, “You couldn’t survive just taking a ride in your own damn neighborhood.” It’s a fascinating intersection; G-funk’s rise to prominence was fueled by the unearthing of police brutality in Los Angeles thirty years ago, and the issue hasn’t disappeared from our cultural identity.

Though West Coast inspiration may seem odd for a producer based in the South, the cradle of trap, Raleighwood is a smart beat tape which never feels repetitive and has a captivating ability to induce both constant head knocking and a euphoric sense of calm.

If you’re looking for an instrumental album to get lost in as spring approaches and to free yourself from the gridlock of contemporary rap, this is the soundtrack. Check the “$Death” premiere at indyweek.com.

MO’YNOQ DREAMING IN A DEAD LANGUAGE 

With its full-length debut, Raleigh blackmetal band Mo’ynoq seems poised to blast beyond the “local” categorization. In many ways, Dreaming in a Dead Language feels like a summation of everything black metal in 2019 can be. Rather than stagnating in purism and regressive politics, Mo’ynoq makes an aurally progressive fusion of genres, built on a sturdy foundation of galeforce guitars and tumultuous blast beats.

The band’s open approach to songwriting feels aligned with the metal zeitgeist.

No matter how much its underground crypt keepers might whine, black metal has clearly emerged as a major force shaping the broader genre, well beyond the corridors of “trve kvlt” provincialism. See the hype and acclaim swelling around the new Mayhem biopic, Lords of Chaos, or the ways acts as disparate as Mount Eerie and Deafheaven have fused black metal’s screeching tremolo blasts to indie-folk and shoegazing postrock, respectively. Poland’s Behemoth has evolved with black metal to become mainstage headliners by embracing arena-rock dynamics and KISS-worthy theatrics.

For Mo’ynoq, a seamless crossbreeding of genres leads to a powerful album. From the jazzy post-rock opening of “Carve My Name” to the bursting crescendo that follows, Mo’ynoq wrangles extremes with veteran panache. That same mastery of the song accommodates the incandescent melo-death solo on “These Once Tranquil Grounds” as easily as the Krallice-worthy math-metal bridge on “The Collector.”

Yes, Dreaming in a Dead Language has plenty of bitter shrieks and blast beats to satisfy the corpse-paint crowd. But the album is most compelling when it allows shades of grey to give dimension to the blackened din. That Mo’ynoq does this so ably is what makes its first proper full-length a standout, and a harbinger of great things to come.

APPROACHING ANDROMEDA APPROACHING ANDROMEDA 

The brainchild of Landon Lechner, a Raleigh-based guitarist and producer originally from Albuquerque, Approach-

ing Andromeda’s self-titled debut fuses electronic beat making with the textures and timbres of guitar-driven post-rock across six intricately layered tracks, and it’s awesome. Lechner’s guitar work is on point throughout this instrumental album. His playing is technical without coming across as showy or unnecessary, a common pitfall for prog-rock musicians, and never sacrifices emotional communication for flash.

Lechner has observed of his own music that it “tends to feel both melancholy and hopeful.” Of the heavier moments on the album, the most spine-tingling moment occurs during the outro of the epic “Valse,” when a twinkling-star synthesizer arpeggiation abruptly gives way to a wall of thickly distorted guitars. But Approaching Andromeda isn’t strictly about brute force; airy synth pads, glitched-out drums, and spacy guitar sounds color often-beautiful downtempo sections.

The apparent attention to detail is remarkable, especially in headphones. It gives the impression of a meticulous solo musician who left no knob untweaked; each layer of instrumentation shifts dynamically, giving the listener a sense of continual motion. The swirling “East Bay Future” feels free-form and ambient until the complex drum pattern fades, and one realizes it’s not free-form at all, but organized mathematically.

Approaching Andromeda sounds like it was created on a computer and could easily be the soundtrack for a video game.

It’s not a stretch to picture a swarm of infected zombies, aliens, or whatever you’re inclined to shoot in your free time, rushing the screen during heavy crescendo in “The Zen of Banjos.” It’s music that should be consumed in the manner it was created—if not actually at the computer, then at least wearing headphones, immersed, alone.

ot all great beat music stems from solo genius. Thanks to the internet-music trope of the mysterious, low-bio electronic producer, we often think of these artists as staunch individualists who emerge radiant and fully formed out of the wilderness. More often, though, there is an invisible, sprawling, cross-pollinating infrastructure that quietly got them there.

“Raund Haus brought together a lot of people from Greensboro, Charlotte, Wilmington, and outside the state. I think that is extremely valuable,” says Nick “Gappa” Wallhausser, cofounder of the label and col-

lective. Based in Durham, Raund Haus has done an admirable job of connecting the dots between producers around the state and beyond, through event bookings and releases on its label. In a spotty, spreadout electronic scene like North Carolina’s, something that straddles the IRL-URL divide like Raund Haus is very needed. It’s easier to swap music gear when you aren’t SoundCloud messaging someone’s enigmatic deejay brand.

From the vantage of its three-year anniversary party at Pinhook on Saturday, February 23, the Raund Haus origin story is

relatively inauspicious. In 2016, a disparate group of Triangle beat heads formed a collective, including Wallhausser, Randy “Trandle” Maples, visual artist and clothing designer Blaine Carteaux, Daniel “Drozy” del Rosario, Kathryn “awaymsg” Liang, and David “Hubbble” Huber, among many others. It was initially conceived as a single live gig centered on their shared interest in the lysergic outer rim of beat music.

Within a few months, they had expanded the concept into a regular series of offbeat shows and events, usually at ramshackle DIY spaces and slightly more aboveground rooms, including Durham’s now-shuttered jazz emporium The Shed. Hank Stockard, a marketing employee for Hillsborough record distribution company Redeye, eventually helped realize Raund Haus as a proper music label.

Though he lives elsewhere now, Huber was instrumental in organizing the early days of the crew. He had resided in Los Angeles in the early 2010s and spent many nights soaking up sounds at Lincoln Heights club The Airliner. At the time, the influential Low End Theory night was in full swing there every Wednesday. For several years, the event had fought valiantly for a new paradigm between high and low—between the flourishing subterranean sounds of melting SP-404 samplers and the sleek rap-andjazz-informed sounds slinking around in pop. Flying Lotus made his name there, as did other well-known beat-world names, like Nosaj Thing and Tokimonsta.

“That event and their label arm Alpha Pup Records, where I interned, undoubtedly had an effect on how we organized the events and curated the label side of things,” says Huber, who brings but one of the distinct, wide-ranging musical perspectives that define the crew. Wallhausser resided in Nagoya, Japan, for a number of years, frequenting Japanese hip-hop shows, and cites Japanese artists like Ramza and labels like AUN Mute as early inspirations for his musical passion.

Liang, a Raleigh resident who records spirited synth adventures as awaymsg, says she crept into electronic music through her love of European bands. She fell into indie staples like Radiohead’s Kid A and the French band Air.

“[Air] is one of my all-time favorites,” she says. “I remember listening to Moon Safari and feeling like electronic music could be absolutely anything. The genre can feel like the frontier of music.”

Sylvan Esso beat virtuoso Nick Sanborn is a high-profile supporter of the label.

Early on, he offered his mastering services to Raund Haus releases like OG Senpaii’s [Headspace] and Trandle’s hi key low key.

“Nick is a completely supportive and giving musician, and he has continued to help us when he is around, no matter how successful he is,” Wallhausser says. “In the early days, he was like a secondary member, helping us set up DIY spots to play and supplying equipment before [Sylvan Esso] hit the road hard.”

As a whole, the crew’s tastes are diverse enough to have something for everyone.

Trandle’s hi key low key particularly speaks to this populism. A supremely enjoyable listen, it’s a gnarled piece of forward-thinking beat-making, where the jagged rhythms of juke, dusted Dilla-esque chillout, noise, and other genres all slam up against each other. Wallhausser is gushing about Trandle’s unreleased next record, which will hit the Raund Haus catalog in the near future, and the imprint recently launched a singles series on its Bandcamp, releasing exclusive tracks from rising area musicians like Sunset Palette, Calapse, and Axnt.

Los Angeles producer Dibia$e is headlining the anniversary celebrations at the Pinhook, which makes a lot of sense, as he came up in the same late-2000s, early-2010s West Coast scene that Huber saw such promise in. Asked what he thinks of collectives like Raund Haus, he’s quick to note not just the value of scene-building, but also the perils.

“Collectives can serve as support systems for producers, especially in small towns,” he says. “There is good and there is bad in those.

They can cause cliques and promote elitist attitudes that can close producers off from one another.”

It’s a sentiment with which Raund Haus would agree. “I don’t like necessarily thinking of Raund Haus as a collective, because those place borders on who can be a part of something,” Wallhausser says. “It is more about simply providing a diverse stage to allow people to experiment.” music@indyweek.com

JOE WINTERS BROKE DOWN RACIAL BARRIERS IN THE RALEIGH POLICE FORCE AND THE ENTERTAINMENT WORLD

he poster promised “The Biggest Show of ’51.” Duke Ellington, Nat King Cole, and Sarah Vaughan were the headliners. The poster’s distinctive design presents the acts like bobblehead figures, which did not gain popularity in America until the sixties, about a decade after the creation of the poster. This is but one of many ways that Joe Winters, the man who made the concert happen, was ahead of his time.

But the light-hearted poster conceals the harsh realities of the times. “Colored” patrons were directed to purchase their tickets for the Raleigh Memorial Auditorium concert from Hamlin Drug store, an AfricanAmerican-owned pharmacy in downtown Raleigh, whereas their white counterparts were directed to Cameron Village. Knowing America’s history of segregation, one would imagine that seating in the venue would also be separated based on race. But this was not the case. Instead, one man’s love of music bridged two communities at a time when mixing races in a celebratory capacity was far from the norm.

Winters was Raleigh’s second AfricanAmerican police officer. He was also a husband, father, entrepreneur, and marketing guru. By today’s standards, he would be called an influencer. While serving on the Raleigh police force with distinction, he also maintained a successful career as a concert promoter.

“His story immediately captures the imaginations of people,” says Billy Warden, who assembled the exhibit Joe Winters Comes Home at Raleigh Memorial Auditorium with Winters’s children. “His story allows us to see American history in a different way.” The exhibit runs through March following Sunday afternoon’s reception with music and guest speakers.

A police officer by day and concert promoter by night, Winters navigated the Jim Crow era with aplomb, introducing the Triangle to some of the era’s greatest AfricanAmerican performers and, in the process, bringing rare racial harmony to a segregated 30 | 2.20.19 | INDYweek.com

While studying for a degree in math at St. Augustine’s University, one of Raleigh’s historically African-American colleges, Winters got a taste of booking music. As Winters’s daughter, Chacona Baugh, tells it, Winters worked under David Weaver, a cultural impresario and concert promoter who showed him the ropes of the business. By the early forties, Winters had developed a sharp mind for promotion and, as a result, was able to create a lane for himself. During this time, he worked closely with Negro League Baseball to create booklets on best practices in marketing.

The ability to build and maintain relationships that Winters developed as a concert booker served him well as a police officer, too. As a father, he instilled the same characteristics in his children.

“He taught us that no one is better and no one is lesser than you,” Baugh says. “You treat everyone with respect.”

Winters’s emphasis on respect and equality helps us understand the cultural significance of his concert bookings. Talking to people who remember attending Winters’s concerts at Raleigh Memorial Auditorium, Warden found that, for white concertgoers, attending racially mixed shows at Raleigh Memorial Auditorium humanized people of color, whom they more often encountered in service positions.

“Then these shows come to town, and they aren’t being subservient; they are dressed to the nines, and they are having a great time,” Warden says. “[White patrons] could have this experience with a community they didn’t know much about, and that their parents didn’t encourage them to know about.”

This social setting gave African Americans a place to celebrate the aesthetics of their culture, from wardrobe to the dance moves. In researching the exhibit, Warden heard multiple stories of patrons ignoring the segregated seating rules of the auditorium and simply enjoying one another’s company on the dance floor.

“I remember when people didn’t care once the music came on,” Baugh says, recalling how the music was able to transcend racial boundaries. “There would be times when there would be interracial dancing. That was not what was customary, but people didn’t really stop it.”

According to Baugh, Winters was aware of—and, according to his daughter, pleased by—the changing times, with younger people becoming more open and willing to come together. His role as a police officer added an extra level of trust and respect from the community as well as from Raleigh’s official leaders.

Baugh knew that her father was respected and people thought well of him, but as far as she knew as a child, his extraordinary double career was normal. There was the time he took her to see Jackie Wilson in Durham, the time she rode in the car to pick up Ray Charles from the airport, and the time she got to visit Diana Ross in her dressing room.

“It was nothing for him to come home from both jobs and prepare breakfast for the family,” she says, remembering a time Winters stood in their garage asking her what she thought of Aretha Franklin.

“I really didn’t know who she was at the time,” Baugh says. “My father said, ‘Well, she’s really good.’” arts@indyweek.com

usan Harbage Page’s fascination with borders and what they represent— contested spaces, identity, a sense of belonging—began at an early age. In 1969, when Harbage Page was ten years old, she went on a camping trip across Europe with her mother and three sisters. As the family tried to enter Romania, they were detained.

“We were taken out of our car,” says Harbage Page, an assistant professor of women’s and gender studies at UNC-Chapel Hill. “We were locked in a room. We didn’t know what was happening. They took everything out of our car.”

That moment of fear and uncertainty has stuck with her for decades, and it had a significant impact on her U.S.-Mexico Border Project, an ongoing documentary endeavor that began more than ten years ago.

“I had a U.S. passport, but I wasn’t part of either country,” Harbage Page says. “Ultimately, that is one of the influences on why I have done this project, because being on that border and not belonging to each side was a pivotal moment for me.”

Harbage Page has traveled to the U.S.Mexico border near Brownsville, Texas, and Matamoros, Mexico, more than a dozen times in search of objects abandoned by migrants. She photographs them as she finds them and then brings them back to North Carolina to stage photos of them in her studio.

“I started photographing them in place, sort of like an archeological look at the border,” Harbage Page says. “I started collecting them to make this anti-archive. Because what we usually collect is things from people

who are rich and famous, from people who are privileged. And so I wanted to make this archive that shows the trauma that is happening on the border.”

Over the years, Harbage Page has collected one thousand objects, cataloged thirty thousand photographs, and held fifteen sitespecific interventions in the Rio Grande Valley. A selection of works from her U.S. Mexico Border Project (2007–2015), which has been exhibited from Baltimore to Rome, is currently on display at the Gregg Museum of Art & Design. The exhibit, Borderlands, runs through July 28 following Thursday night’s artist talk, where Harbage Page will discuss the project with an immigration attorney, a local government official, and a representative from an area agency that assists migrant workers.

I wanted to find a different way to tell this story.”

Harbage Page’s roots as an artist lie in documentary photography, but when she began the project, she made a commitment to never photograph people.

“I have no interest in photographing people at the most vulnerable moment of their lives,” Harbage Page says. “I wanted to find a different way to tell this story, and I knew that the border between the United States and Mexico was pretty much imaginary for most people. … I’ve seen many people crossing, but I always put my camera down out of respect. There’s this white, patriarchal history of photographers coming in, photographing people, and leaving, and I just didn’t want to do that.”

Instead, Harbage Page focuses on what has been forgotten. She’s come across objects ranging from shoes and Bibles to wallets and eyeglasses.

“The objects, for me, are like a portrait of someone,” Harbage Page says. “They’re separated from their owner. They’ve been left behind on this journey north as a refugee.”

Through conversations with locals, Harbage Page has learned that small items such as toothbrushes can harbor outsize meaning.

“It’s on the ground because it means, most times, that someone’s been picked up and taken to a detention center,” Harbage Page says. “It’s this short, hard thing, so the border patrol sees it as a weapon. When you start walking, and you see ten toothbrushes in two miles, you think, ‘What is happening here?’

You start reading the signs.”

When Harbage Page initially began photographing objects in her studio, she set them on black or white backdrops and placed a ruler alongside them to illustrate scale. But upon realizing the potential implications

of that stark framing, she ditched the ruler and changed course, instead opting to showcase the objects against vibrant, colorful backgrounds.

“I thought, ‘No, I do not want these objects to be seen as evidence of a crime in any way,’” Harbage Page says. “I really wanted to push away from that historical past of archiving other cultures.”

Although immigration has been drifting in and out of the news cycle since long before Harbage Page started her project, her exhibit arrives at a time of particular crisis.

Gridlock over funding for a wall along the Southern border—a cornerstone policy goal of the Trump administration—triggered the recent government shutdown, and debates over border security, citizenship, and asylum continue to dominate headlines. Despite the anonymity of the photographs, Harbage Page believes her work can encourage viewers to “think about the individuals that carry those objects.” She mentions the recent stories of family separations at the border and the “ongoing trauma that is taking place there.”

“You’re traumatizing generations of people at this moment with all of the detention centers,” Harbage Page says. “So I wish people would stop and think long-term about what’s happening to humans, to individuals.”

“My hope is that people will ask more questions about why people are risking their lives to come north and seek asylum,” she says. “I hope it will create empathy. I hope that you or the viewer will ask, ‘Wow, what would it take for me to put my belongings in a backpack and leave my home and leave my community and leave my family and leave my school and want to come north?’” arts@indyweek.com

Never Look Away PHOTO COURTESY OF SONY PICTURES CLASSICS lorian Henckel von Donnersmarck’s third feature, Never Look Away, is a history film for the post-truth era. Very loosely based on the biography of German painter Gerhard Richter, the film weaves fiction and fact, mythos and history, into a somewhat glib cultural history of the traumas of the Second World War, which shaped late-twentieth-century art. The film follows the life of painter Kurt Barnert, from the bombing of his hometown, Dresden, to his start as a successful socialist realist painter in East Germany, and finally to the astronomical rise of his star after he defected to the West.

Over the course of an uneven three hours and eighteen minutes, the film wends in and out of many genres, but one of its major modes is the crime thriller. Much of the plot revolves around the oppressive power that Nazi war criminal and gynecologist Carl Seeband (Sebastian Koch) wields over Kurt’s psyche long after the war has ended.

In these sections, the mix of atrocity and sentimentality, which borders on exploitation, still manages to transmit some genuine pathos. The melodramatic script is considerably tempered by Schilling’s canny ability to express deep suffering through an otherwise quiet, modest countenance.

But Never Look Away really lapses into bathos in the final act, in which Kurt arrives at the Dusseldorf Art Academy determined to prove himself as more than just a realist painter. In this section, the director’s soapy

sensibility seeks to tie the intellectual history of post-war conceptual art into a tidy little package with Kurt’s trauma. In the grand narrative that Never Look Away crafts from fiction loosely cut with fact, art is a salve uniquely capable of healing our wounds.

For example, at the academy, Kurt is placed under the tutelage of a larger-thanlife conceptual artist based on Joseph Beuys (Oliver Masucci). The film uncritically takes up a disproven story that Beuys himself perpetuated through his life—that, as a Luftwaffe pilot, he crashed his plane and was saved by Tartar tribesmen who wrapped his burns in felt and fat. The film parrots this apocryphal myth as a humanist parable of how the people Beuys was sent to kill saved the artist’s life. But a more interesting approach would acknowledge the fine line between heroic self-making and the ways that myth creates emotional distance from the heaviness of history.

Henckel von Donnersmarck’s disregard for truth in favor of sensationalism makes heroes of the usual suspects and casts villains as caricatures of absolute evil. Never Look Away has moments of great beauty, mainly residing in limpid cinematography

by Caleb Deschanel, but these are diluted by a redemptive morality that rings slightly phony. Still, with Richter himself having disavowed the film, it does raise interesting questions about movies’ obligations to history. arts@indyweek.com

Last month, The New York Times published a juicy tell-all detailing the divorce of artworld moguls David and Libbie Mugrabi, known for their extensive collection of Warhols and their complicated offshoreasset structure. Their highly public divorce threw the spotlight on the financial scaffolding of the art world, which often functions as a woolly Wild West peppered with tax breaks. (Once, I went on a date with a guy who leaned close to tell me that he got a great deal on rent; the only catch was that he had to buy a $700 painting from his landlord every month.)

With such mysterious trades going down—some high-profile, some less so— what really determines the value of the beautiful and meaningful? Enter, in Nathaniel Kahn’s documentary The Price of Everything, nonagenarian collector Stefan Edlis, who delivers the titular line at the heart of the film, “There’s a lot of people who know the price of everything and the value of nothing.”

Released last October, the documentary holds a close lens to the obsessive contemporary art market, a world populated by curators, collectors, dealers, and even artists. Kahn has previously taken an interest in the relationship between insiders and outsiders: His 2003 documentary, My Architect, was a posthumous tribute to his father, Louis Kahn, an architectural luminary who fell on hard times.

The Price of Everything is also an intimate catalog of conversations about creativity and the mercurial essence of value, with interviews subjects ranging from Jerry Saltz to abstractionist and art-world recluse Larry Poons, who offers many of the most delightful zingers from his snowy upstate cabin. This screening at The North Carolina Museum of Art features a discussion with NCMA director Valerie Hillings and area college students.

The topmost is about a light aircraft pilot, played by Danish actor Mads Mikkelsen and his cheekbones, who crash-lands in the Arctic and must get by on his own, a million cold miles from anywhere at all.

Like most stories in this vein, from Cast Away and The Martian all the way back to Robinson Crusoe, Arctic has a built-in fascination factor. There's something intensely interesting about watching an individual trying to survive in a hostile environment with limited resources. This scenario is so primal and compelling, in fact, that there's an entire genre of video games dedicated to providing the experience virtually.

Director Joe Penna takes an austere and procedural storytelling approach, detailing the extraordinary techniques our unnamed survivor uses to survive. He salvages metal from the plane crash to improvise a series of clever ice fishing contraptions. He redirects his own body heat to melt snow for drinking water. Wait until you see how he fights off the polar bear.

Then, the film takes an unexpected turn, introducing a second character and raising

the stakes significantly. The story develops a new moral dimension. That’s when the hidden second level of engagement really kicks in. Deploying classic visual-storytelling techniques, Penna presents a series of crises for our lone survivor. Despite the absence of spoken dialogue, we're aware at all times of the significance of each decision.

Through images and editing, we understand the consequences of potential actions concerning maps, food, and medicine. And bears.

Mikkelsen is key to the whole operation, naturally, and he’s an old pro. He performs the magic trick that really good screen actors can do: telling entire stories with his eyes.

The effect feels telepathic sometimes, like you can see exactly what he's thinking. It's impressive, because Arctic explores some subtle themes and itchy ambiguities about the human condition.

By the end, you realize you've processed this thought-provoking story with no spoken language at all. Actually, you don’t realize it until you think back later; that’s what makes it so cool. For film lovers of sufficient nerdiness, this kind of storytelling is delicious. arts@indyweek.com

On last year’s No Cross No Crown—the first Corrosion of Conformity album since 2005’s In the Arms of God to feature vocalist and guitarist Pepper Keenan—the long-running band proved it still had new directions to take its fusion of stoner metal, hardcore, and hard rock.

On Friday, the ever-evolving band makes a hometown stop on a headlining tour, joined by a trio of acts that each feel representative of specific elements of COC’s mighty brew. New Orleans stalwarts Crowbar dig deep into sludgy belligerence, fusing the menace of later Black Flag with the gloom of Black Sabbath. Maryland’s proto-doom icons The Obsessed offer a clearer through line to heavy metal pioneers like Sabbath and Blue Cheer, while Texas outfit Mothership digs into heavy psych and stoner-rock like a spaced-out Kyuss.

As a producer, Lee “Scratch” Perry is a titan of Jamaican music and a studio pioneer with global influence. The dub production style he pioneered at his Black Ark studio left an indelible mark on recordings by contemporaries like Bob Marley and The Congos as well as later collaborations with the likes of The Clash and Beastie Boys. Proving that Perry hasn’t let his former glories define his work, the producer topped reggae and electronic music charts with 2018’s Super Ape Returns to Conquer.

Tonight, the octogenarian icon celebrates the forty-fifth anniversary of his landmark album Blackboard Jungle Dub by reanimating it, in its entirety, with New York’s Subatomic Sound System, a band comprising new-school electronic wizards as well as Black Ark veterans. Playwrights Howard L. Craft and Mike Wiley didn’t know they were working on their next new piece—and their first stage collaboration together—as they swapped stories during a series of road trips across the state for the North Carolina Arts Council. But when they realized how similar their small-town childhoods were (Wiley in Roanoke, Virginia; Craft in Goldsboro, before moving to Durham), the pair decided to tell a story close to both, about an artistic African-American teenager coming of age in the 1980s. Central character Clay dreams of documenting his community’s life in the fictitious town of Bullins, N.C., as a filmmaker. His mother, a waitress named Berdean, sees no future in that and tries to convince him to change course. North Carolina Theatre and Theatre Raleigh co-commissioned this staged reading for their new works-in-progress initiative; a ticket buys admission to both shows in the series. Brooklyn dream-pop outfit Wet makes lush, moody music that reverberates with glossy fatalism. Last year, they released their second album, Still Run, which developed the ‘90s R&B harmonies, spacious electronic compositions, and cryptic romantic disintegration found on their 2016 debut, Don’t You. Originally consisting of college friends Kelly Zutrau, Joe Valle, and Marty Sulkow, the trio is now a duo, after Sulkow departed last year. This puts Zutrau, whose vulnerable, quavering vocals have earned comparisons to Cat Power, Jessie Ware, and Banks, back at the creative helm. With track titles like “Trust No Man,” “It’s All in Vain,” and “Love Is Not Enough,” this is not a band that will make you feel romantically uplifted or otherwise optimistic about interpersonal relationships. It will, however, draw you into an immersive world of dark, futuristic pop that really does seem to drip with emotion. DORIANNE LAUX POETRY READING

Poet Dorianne Laux, a professor of poetry at N.C. State University, has won numerous accolades, including a Pushcart Prize and three inclusions in the Best American Poetry anthology. Her work highlights the lives of the middle class and makes the mundane feel extraordinary with unparalleled simplicity. Her recently released fifth collection, Only as the Day Is Long, includes new and selected works, including the poem “Fast Gas,” which recounts the experience of working as a gas-station attendant in the 1970s and details the unexpected qualities of love as “the kind of beauty / that asks to be noticed.” Laux’s impeccable ability to describe the human experience works much like love does in the poem, as a transformative agent. The reading will be followed by a discussion.

The producer teased the songs, the egalitarian Charlotte trio’s sharpest, into crisp focus, and that air of indie-alt-rock majesty shows off the band’s best qualities— which happen to be a pounding jangle (or is it a jangly pound?) that’s reminiscent of Dinosaur’s and Parquet Courts-ish gift for making alienation and anguish approachable. —Patrick Wall

In 1995, Soul Coughing released Ruby Vroom, their first foray into what they called “deep slacker jazz,” an exciting and invigorating mélange of hip-hop cadences, funky samples, jazz rhythms, and downtown beatnik hipster poetry that stood askance from the grunge order of the day. A quarter-century later, Mike Doughty—who led Soul Coughing but has spent his solo singer-songwriter career putting as much distance between himself and the band as possible (“If somebody says they love Soul Coughing, I hear fuck you,” Doughty wrote in his memoir, The Book of Drugs)—reinterprets the record as a hour-long real-time remix. Earlyaughts also-rans Wheatus (“Teenage Dirtbag”) open.

POP AMÉRICA

Pop art, for all its ubiquity, is a movement obscured by a few lazy myths. The first: that it was an Anglo-American phenomenon. The second: that its banal refurbishing of consumer culture made it it largely apolitical. A new exhibition, on view beginning February 21 at the Nasher, seeks to offer a radical counter-narrative. Pop América is the first major exhibition to present a “hemispheric vision” of the movement, featuring more than one hundred mid-century Latino/a and Latin American artists, including Luis Cruz Azaceta and Jorge de la Vega. Their work, which involves both dissent and new narratives around postwar PanAmerica, is a long-needed contribution to the scholarship around Pop art; it’s also a very fun and visually enthralling exhibition, brimming with the movement’s signature color and pizzazz. A number of events surround the opening, including a party and curator talk with Duke professor Esther Gabara on February 21 and a February 28 screening of the film Pop América: Olimpiada en México. —Sarah Edwards

DOCUMENTING GRAVEL SPRINGS, MISSISSIPPI, IN THE 1970S The African-American fife and drum tradition is most commonly associated with Mississippi, where artists like Napoleon Strickland, Sid Hemphill, and Othar Turner acted as bandleaders and ambassadors.

They drew from military ensembles, as well as country blues and other music of the African-American diaspora, and gathered at reunions and celebrations to perform overlapping rhythms and melodies using the now-ubiquitous instrumentation of bass drums and small flutes. On February 25, the Wilson Library at UNC-Chapel Hill celebrates the opening of a new Southern Folklife Collection exhibit featuring the photographic work of historian and folklorist Cheryl Thurber. Thurber will share photographs from her time documenting fife-and-drum music in the Gravel Springs community in the seventies and eighties. The lecture will be followed by a performance by Rising Star Fife and Drum, a group founded by Turner and now led by his granddaughter, Shardé Thomas. Thomas is a commanding hand drummer and singer, while her fife playing carries the same dreamy spontaneity as that of her grandfather. —Josephine McRobbie

Can improvisational comedy change lives? “Yes,” says L.E. Zarling, a trans woman who is bringing the show Wiconsin Laugh Trip to The PIT. “It gave me the courage to discover who I really was,” Zarling says. “If I hadn’t gotten into improv, I would have never transitioned.” The art form kickstarted a series of discoveries that are still in progress, part of “a drive to be truthful with myself and live my true life.” And that, in turn, has led the comic performer to develop a workshop on improv for trans and non-binary people. “I want every trans person to have the ability to go on stage and be themselves, to feel that it’s okay to claim who you are and be who you are,” Zarling says. The two-hour improv workshop will be held Saturday at 1:00 p.m., before Zarling’s 8:00 p.m. performance in The PIT’s weekly Trifecta event. Zarling describes the show as “a trip the audience takes with me through my thought process and creative process, and it’s a different trip every time.” —Byron Woods

Rated PG. ½ Spider-Man: Into the Spider-Verse—Not only is it a good Spider-Man story, this animated film introduces welcome diversity to the tale of Peter Parker. Rated PG.  Stan & Ollie—Steve Coogan and John C. Reilly do honor to the classic comedy duo’s physical slapstick and close relationship. Ballet is an art form steeped in sexism; only in recent years have contemporary choreographers like William Forsyth ventured out from the depictions of idealized gender roles entrenched in the genre over the last half-millennium. Much has been written about how women have been disadvantaged—and at times, crippled—by the dance. But the documentary Danseur, whose weekend screening at N.C. State will be followed by a talk with director Scott Gormley and a series of breakout panels, focuses on the stigma, threats, and physical abuse young boys face upon entering the art form in America. The metrics from recent research are grim: 95 percent of male ballet dancers say they’ve experienced verbal or physical attacks. There’s small wonder, then, that at present only one dance student in ten is male.
