Tad Stoner Police have found a discarded car key and dried blood on the rocky shoreline as part of a search of the Pedro Castle area for missing woman Kerran Natalee Baker. Chief Superintendent John Jones, head of operations for the RCIPS, said yesterday that a Tuesday-evening search of the area had uncovered a car key “found just the other side of the hedge” where Ms Baker’s Honda Civic was found on Sunday. “There have been reports of blood stains or smears found on a rock close to the shore” Mr Jones said. “We will examine it forensically.” It comes as officers reveal they have stopped searching the area for the time being. Ms Baker, 25, disappeared late Saturday. Friends reported her missing on Sunday, triggering a police investigation. Continued on page 8

Walter Mustin of the Turtle Farm said: “Albinos like this one lack pigment in the skin due to an absence or malfunction of an enzyme involved in the production of melanin.”
Because they are so susceptible to sunburn and skin cancer, survival rates of albino turtles are pretty low. So the staff are doing all they can to make the reptile as comfortable as possible. Mr Mustin added: “The part of the tank in which it will be housed is shaded to provide cover from direct sunlight.”

KAILUA-KONA, Hawaii (AP) — A 10-year-old Oregon boy scribbled a note on binder paper, stuck it into a bottle and tossed it into the ocean. A year later and 2,000 miles away, a 9-year-old girl exploring a Hawaii shoreline found the bottle floating in a tide pool. Since then, the two children have been exchanging emails and plan to become pen pals, West Hawaii Today reported Monday. Thomas Craig, now 11, of Silverton Ore., told the newspaper he hadn’t thought much about his message in the bottle he threw into Winchester Bay during a family fishing trip until he recently received an email from Trinity Ballesteros, of Kailua-Kona. “I couldn’t believe someone had found it. I was shocked.” he said. “When I threw it overboard, it hit the top of my grandpa’s boat so I thought it broke and sank. The chances of someone finding it seemed like a once-in-a-million type thing.”
Shawshank tree destroyed in storm
MANSFIELD, Ohio (AP) — A storm has destroyed half of an Ohio oak tree that played a key role near the end of “The Shawshank Redemption.” The 1994 movie was filmed in an around an old prison in Mansfield in north-central Ohio, and the tree is where Morgan Freeman’s character finds money and a note left by Tim Robbins’ character. Malabar Farm State Park manager Louis Andres tells the News Journal of Mansfield the tree was hit Friday by straight-line winds that split it down its rotted middle and took out one side. The tree is on private farmland adjacent to the park. Local convention and visitors bureau president Lee Tasseff calls the damage “tragic”. He says the oak is a sentimental stop for “Shawshank” fans drawn to the film’s locations.

Spotts Jetty faces further delays Tad Stoner Construction of the new Spotts Jetty has been delayed indefinitely, pending completion of contracts and final plans for the project. Both builders and government officials have declined to name a date for groundbreaking. Reversing earlier statements that pegged late July for the start of construction of the two-berth cruiseship bad-weather dock, Premier McKeeva Bush yesterday said the project had been delayed. “We are waiting for final contracts to be completed and some of the plans to be finalised,” he told iNews. Meanwhile, officials at China Harbour Engineering Company (CHEC), the chief contractor for the $3 million project, said the company had not even submitted construction plans yet. “No plans have been submitted. There are surveys we have to complete, topographical studies, research, analysis, environmental assessments. “There are a lot of preliminary elements of the project we have begun and a lot of due processes taking place, and then we will submit plans to the Planning Department,” said Bindley Sangster, Jamaicabased business adviser to CHEC. “There are a couple of residential areas next door [to the site] and all those people have to be served and there is a period in which they are permitted to respond,” he said. “But just because there is no physical evidence of the project, does not mean we have not started.” Mr Sangster did not say which

Estella Scott-Roberts the 34-year-old Cable and Wireless Communications Manager and former Director of the Crisis Centre went missing Friday 10th October 2008. She was last seen around 11:00pm when she left Decker’s Restaurant after diner. Her car was a black SUV 2007 Ford Edge license 129-257. Chief Inspector Peter Kennett, the Senior Investigating Officer, told the press that the body found in a burnt out car at the end of one of the Dykes, just east of Shorewinds Trail in The Shores, West Bay. It was so badly burned that formal identification was difficult but police eventually concluded that it was indeed Estella.
On Wednesday, March 11, 2009, just days before her 22nd Birthday and her day off from work, Sabrina, had planned to spend the day around town with her friends, received a phone call (according to a close friend) and left town around 10 am to return within the hour, but never did. She was murdered that day. After a week-long search by family, friends and the authorities, she was found dead in a remote area by her brothers, close to a 200 acre farm run by the local prison service. At this farm prisoners roam the area freely, with dangerous weapons, and only two prison guards to the 8 - 12 Inmates, who work there, it is not properly fenced, allowing them direct access to the main road.
On 27 January, at around 6:10pm George Town landfill worker Anna Evans went missing. The 37-year-old landfill worker and mother of 5 was last seen at her work at the George Town landfill. She was last seen by her cousin, who also works at the site, on the previous day, sometime between 11:45 and 12 noon. When Anna did not meet up with her work colleagues at the end of her shift the day before around 4.30 p.m. – they became concerned for her safety and well-being. Police say despite intensive searches, no trace of Anna has been found. Officers also say they continue to keep her family updated with the progress of the investigation. A $55,000 reward is still being offered for any information about Ms. Evans disappearance.

He also minimised reports that Ms Baker had been in an altercation on Friday night in George Town’s Archie’s Bar with a woman named Latay, saying “we are not aware of a Friday night altercation with another woman, although we have reports of other altercations”. A subsequent conversation with an officer at a routine Grand Harbour roadblock had indicated nothing unusual. Detective Inspector Marlon Bodden said police had identified the owner of a suitcase found in the boot of Ms Baker’s car. He declined to name the owner, but said the contents, mostly clothing, had belonged to the missing woman. Yesterday, someone calling herself Ms Baker’s “smaller sister” said on Facebook the suitcase belonged to

An aggressive search of the heavily vegetated and uneven terrains in Savannah, adjacent to Pedro St. James, was launched just after five pm on Tuesday by a public search party. The mission to find missing doctor’s assistant, Kerran Natalie Baker, was organised by Caymanian Businessman, Mr. Woodward “Woody” DaCosta, and involved close to 100 concerned citizens. Despite what the police believed to have been an extensive search by their specialised units and canines, the public descended upon the site where the missing woman’s Honda motorcar was found, to conduct their own search. Kerran Baker was reported missing on Saturday after a close friend of hers, who was unable to make contact,

became suspicious and went to her apartment to investigate. A bag of groceries, along with Miss Baker’s handbag was discovered at the apartment. Overseeing the search was Chief Police Inspector, Martin Bodden, who explained the dangers and unpredictability of the terrain to the search party. When asked about the dangers to the public, the late starting time and the expected duration of the evening’s search, the Chief Inspector explained that the search party’s arrival was not entirely the idea of the police, but explained that the presence and guidance of the police was needed to assist the volunteers in conducting a proper search. “We will not call off any search at
all, if our officers have briefed them as to what they must do. They [the police] gave tips on safety and on how to identify or treat any evidence discovered. A lot of the search [at the specific location] was done, we have also used canines. Royal Cayman Islands Police Service, RCIPS, divers have covered the coast.” said the Chief Inspector. Search organizer “Woody” DaCosta said: “The broadcast was put out today as the family was feeling anxious. Not much thought was given to sitting with the police and tailoring the plan.” Mr. DaCosta however gave assurances there were members within the group whose thorough knowledge of the area would prove very useful to the effectiveness of the search.

It is heartbreaking when a loved one goes missing. As the days go by and no word is heard, the anguish from family and friends gets worse. Anna Evans has been missing for six months without a trace and now 25 year old Kerran (Kerry) Baker has been missing since Saturday (July 30). Chief Superintendent John Jones said at a press briefing last Tuesday (2) that the RCIPS have no clue where Kerry is. It is common for missing persons to be found within 24 hours of the reported absentee. There is now much concern for her safety. We had good news last week when the six men, who were missing for nine days after leaving our shores in a boat, were found when all seemed lost. Let us keep our hopes up for another miracle. On yesterday’s front page we showed the CCTV footage of Kerry shopping at Foster’s Food Fair together with other footage of her. Maybe that will jog some memories and if you remember seeing her with anyone,
no matter how innocuous it seems, please notify the police. Miracles do happen but they need a helping hand. If you are helping in any of the searches that were instigated by Facebook please heed all the police instructions. They are the experts and there are very valid reasons for them that may not be apparent for us amateurs. And if you are a friend and know something, no matter how unpalatable, it is your duty to Kerry to come forward. It all helps, even to eliminate someone from the RCIPS investigation. As I have taken many pains to point out, WE ALL have to work together and, I unfortunately expect we will soon be hearing from the bloggers saying the RCIPS aren’t doing enough. Blogging Georgina Wilcox I know our Editor-in-Chief is not a big fan of the majority of blogs that fill up the websites of other local media houses but blogging is here to stay and it is everyone’s right to have a voice and therefore blog. There is an estimated 40,000 new blogs being started daily and this has quickly attracted the attention of entrepreneurs in the web hosting business because there is hardly any investment required. It is true most blogs are hosted free, but many blogs are gaining such high traffic so quickly they are forced to find paid web hosting as they exceed their allocated bandwidth. Virtually all successful bloggers own several blogs. This is significant because it is not easy to own several websites since lots of technical know-how and time is required to maintain a single website, let alone several. A web hosting business that targets blogs is bound to grow a lot faster than the one that only seeks clients from the ranks of traditional websites. The real benefit that blogs provide to any web hosting business is the huge traffic they generate almost effortlessly. Our own website, ieyenews.com, has changed

Imprisoned Klansman dies in US JACKSON, Miss. (AP) — James Ford Seale, a reputed Ku Klux Klansman imprisoned for his role in the segregation-era abduction and killing of two black men in rural Mississippi, has died, a spokesman with Federal Bureau of Prisons said. Seale died Tuesday in Terre Haute, Ind., where he had been serving three life sentences after being convicted in 2007, Bureau of Prisons spokesman Edmond Ross told The Associated Press. He was 76. Ross said he did not know the cause of Seale’s death, which was first reported by Jackson newspaper The Clarion-Ledger.
Seale was convicted of two counts of kidnapping and one of conspiracy to commit kidnapping in the 1964 deaths of Henry Hezekiah Dee and Charles Eddie Moore, both 19. The two were kidnapped in the woods of southwestern Mississippi near Natchez. Prosecutors said Seale, a former crop duster, was with a group of Klansmen when they abducted Moore and Dee from a rural stretch of highway in southwest Mississippi. The Klansmen took the teens into the woods and beat and interrogated them about rumours that blacks in the area were planning an armed
uprising, prosecutors said. The decomposed bodies were found in July 1964 as federal authorities searched for the bodies of three civil rights workers who had also disappeared that summer. That case became known as “Mississippi Burning” and overshadowed the deaths of Dee and Moore.

“ We want to shake the tree, NOT rock the boat” says President of CMEA Ivy Lichtenstein On two separate occasions the Tourism Advisory Council has overlooked the value of direct representation on its board by the Cayman Music and Entertainment Association (CMEA). CMEA’s main objectives are to protect and unite all musicians and entertainers of the Cayman Islands whilst promoting the interest of its members. President of CMEA, Mr. Jeán-Eric Smith (aka Notch), has expressed his wishes for the association to be adequately represented on the Tourism Advisory Council. “It is this selected board of members that are the voice of influence in the Premier’s ear on all decisions to be made concerning the development and promotion of the tourism product of the Cayman Islands.” Mr. Smith said,“ Much has been done to assist CMEA by our parent Ministry of Culture, the Ministry of Tourism and the Department of Tourism but much more still needs to be done. A leap in the right direction would be for a CMEA representative to finally be placed on the Tourism Advisory Council for a more experienced outlook and direct advice from the music and entertainment sector. For far too long music and entertainment has taken a back seat as a viable component of the local tourism product. This approach can no longer be embraced if we are to successfully build a music and entertainment industry locally, hence a stronger tourism product.” CMEA has previously made attempts to be represented on the Cayman Islands Tourism Association (CITA). Being represented on CITA was hoped to be an insight to creating a better working relationship with employers of local entertainers, thereby gaining more and better employment opportunities through the various hotels, bars, and restaurants. A position on

the Tourism Advisory Council however would be much better as CMEA could then operate from a stronger position of influence. Mr. Mike Powell AKA the Big Kahuna said, “I am the only resident comedian with a Caymanian Passport and the right to vote. As a member of the CMEA I feel I should have the chance to work on any stand-up comedy show or at least be privileged to know and understand why I am not able to work in a comedy show on the island. I am more than President of CMEA, Mr. Jeán-Eric Smith (aka Notch) qualified with twentyfive years of experience on the stage.” In light of such instances, CMEA has partnered with the Department of Immigration to implement a regulation in which promoters outsourcing overseas talent, request an endorsement from the CMEA. The Delhi-based court’s judges have begun weighing an appeal by Vodafone (VOD:LSE), the UK-listed telecoms group, over a $2.5bn tax bill levied on its purchase of the Indian assets of Hong Kong-based Hutchison Whampoa. Vodafone insists that its transaction, conducted in the Cayman Islands between two foreign listed companies, is not liable for Indian tax. It also insists that the Cayman Islands-based holding company was not constructed solely

to dodge the reach of India’s tax authorities but had been part of Hutchison’s corporate structure for some time. India’s tax man feels differently, and is seeking to possess powerful extra-territorial reach on the change of ownership of Indian-based assets. It has shown its gusto by attempting to levy late-payment penalties on Vodafone that could double its liability to $5bn. Vodafone’s top executives are confident of their case, but are steeling themselves for disappointment. They were earlier dealt a severe blow by the Bombay High Court which ruled that India’s tax department had the right to tax the $10.7bn transaction completed four years ago. They bridle at the prospect of being singled out to pay a hefty retrospective tax that they plainly did not anticipate. And they warn that India will put itself out of whack with global practice if it awards its tax authorities such powers without a change of law. The Supreme Court bench, headed by chief justice S.H. Kapadia, is likely to take between six to 12 weeks to reach judgement.
In the meantime, Vodafone has hired the doyen of India’s legal fraternity, Harish Salve, to press its case. As many corporate general counsels will attest, Salve’s services do not come at a pinch. Vodafone’s other legal counsel is Abhishek Singhvi, who doubles as a ruling Congress party spokesman. The Supreme Court ruling will be watched very carefully by other foreign companies, particularly those that have made acquisitions in India, a lustrous emerging market, over the past decade. Their fear will be that their transactions, some routed through tax havens like the Cayman Islands, Cyprus and Mauritius, may now be liable for tax. Already the Indian tax department is pursuing outstanding tax on SABMiller’s purchase of Fosters’ Indian brewing assets. SABMiller had the good sense to put in an indemnity for the unexpected that requires the Australian beverage group to pick up costs. Vodafone will be wishing that this headache was Hutchison’s and not just its own.

Information Commissioner releases website survey results As the Internet has quickly become one of the first places people look for information, the Information Commissioner’s Office has conducted an audit of the content and accessibility of Government websites as they relate to the Freedom of Information Law. While the FOI Law does not specifically require public authorities to have a web presence, it does stipulate that government authorities should make efforts towards transparency, which includes the proactive publishing of information. In 2008, prior to the commencement of the Law, the Freedom of Information Unit (FOI Unit) in conjunction with the Computer Services Department and Government Information Services, developed a number of FOI web pages for those entities who did not already have a website. The focus of the ICO’s

4th own-initiative investigation was to survey the web presence of public authorities in the Cayman Islands with a view to determine if the internet is being effectively used to promote transparency and disseminate information to the public as intended by the FOI Law. The review concluded that while there were several sterling examples within government, the majority of public authorities’ websites were missing key information. “Public authorities can increase their overall efficiency and better inform the public of their policies, procedures and services through the use of a website” stated Mr. Jan Liebaers, Deputy Information Commissioner. It was also noted in the report that it is of significant importance that the information that is available online is accurate and up to date to ensure that the
public is accessing correct and current information. The investigation assessed each authority against a list of criteria and rated the websites against these results. Of the 90 public authorities surveyed, 8 websites fell into the highest (best) category with 26 in the lowest. The report set out a number of recommendations as to how public authorities can improve the functionality of their websites in relation to FOI requirements. The Deputy Commissioner also highlighted the fact that more useable and effective websites would allow the public to readily access more information, thereby lessening the need for formal requests for records under the FOI Law. The Cayman Islands Law School celebrated recently their graduation and awards ceremony at the Harquail Theatre. Present were Hon. Cline Glidden, who led the graduates, lecturers and guests in a prayer, Mr. Mitchell Davies, Director of Legal Studies, Dr. Robert Stokes, who was visiting the Cayman Islands from the University of Liverpool, and Mr. Justice Charles Quin. Graduates were divided into those receiving their first degree in law, conferred by the University of Liverpool, and those receiving their post-graduate Professional Practice Course certificates. There were also special prizes and awards, including the Sweet and Maxwell Law Prize for best performance in the first year modules, awarded to Thea Bush. The University of Liverpool Law Association Prize and Butterworths Lexis/Nexis Law Prize for best performance in the second year modules was awarded to Jason Clayards. The Cayman Islands Chamber
of Commerce Prize for best performance in the third year modules was awarded to Erik Bodden. Mr. Bodden also received the Tim Shea Memorial Prize for best performance over the Honours Degree Programme, as well as the Dean’s Prize, of the Liverpool University School of Law. Professional Practice Course graduate Nadine Watler was awarded the O.L. Panton Memorial Prize for best performance over the Professional Practice Course, as well as the Attorney General’s Trophy for best performance in the Qualifying Examination. During her address as First Placed Postgraduate Student, Ms. Watler spoke on the theme ‘Striving to be the best.’ “‘Striving to be the best.’ What does this mean? To some these words bring the image of someone with drive, passion, perseverance and ambition… usually something very positive. To others, it creates an image of someone who simply wants to be better than everyone else… should we apologise for striving
to do well, or should we instead encourage the person next to us, our children, our friends to also be the best that they can? The five were there, however, in green plaided delaines with broad lace collars and large flat shell-cameo breastpins with scrollwork settings: they presented an imposing appearance to the eyes of all. The father of these ladies, long at rest from his ledgers, was in his day a prominent resident official of the Fur Company; his five maiden daughters lived on in the old house, and occupied themselves principally in remembering him. Miss Lois seated herself beside these acknowledged heads of society, and felt that she was in her proper sphere. The dance-music troubled her ears, but she endured it manfully. “A gay scene,” she observed, gazing through her spectacles. The five Misses Macdougall bowed acquiescence, and said that it was fairly gay; indeed, rather too gay, owing to more of a mingling than they approved; but nothing, ah! Nothing, to the magnificent entertainments of times past, which had often been described to them by their respected parent. (They never seemed to have had but one.) “Of course you will dance, Anne?” said Rast Pronando. She smiled an assent, and they were soon among the dancers. Tita, left alone, followed them with her eyes as they passed out of the firelight and were lost in the crowd and the sweeping shadows. Then she made her way, close to the wall, down to the other end of the long room, where the commandant’s wife and the fort ladies sat in state, keeping up the dignity of what might be called the military end of the apartment. Dr. Douglas, you know, came to the island originally as surgeon of the post.” “There is Anne now, and dancing with young Pronando, of course,” said the wife of one of the lieutenants. “Dr. Gaston thinks there is no one like Anne Douglas,” observed Mrs. Bryden. “He has educated her almost entirely; taught her Latin and Greek, and all sorts of things. Her father is a musical genius, you know, and in one way the girl knows all about music; in another, nothing at all. Do you think she is pretty, Mrs. Cromer?” Mrs. Cromer thought “Not at all; too large, and—unformed in every way.” “I sometimes wonder, though, why she is not pretty,” said Mrs. Bryden, in a musing tone. “She ought to be.” “I never knew but one girl of that size and style who was pretty, and she had had every possible advantage of culture, society, and foreign travel; wore always the most elaborately plain costumes—works of art, in a Greek sort of way; said little; but sat or stood about in statuesque attitudes that made you feel thin and insignificant, and glad you had all your clothes on,” said Mrs. Cromer. “And was this girl pretty?” “She was simply superb,” said the captain’s wife. “But do look at young Pronando. How handsome he is to-night!” “An Apollo Belvedere,” said the wife of the lieutenant, who, having
rashly allowed herself to spend a summer at West Point, was now living in the consequences. But although the military element presided like a court circle at one end of the room, and the five Misses Macdougall and Miss Lois like an element of first families at the other, the intervening space was well filled with a motley assemblage—lithe young girls with sparkling black eyes and French vivacity, matrons with a shade more of brown in their complexions, and withered old grandams who sat on benches along the walls, and looked on with a calm dignity of silence which never came from Saxon blood. Intermingled were youths of rougher aspect but of fine mercurial temperaments, who danced with all their hearts as well as bodies, and kept exact time with the music, throwing in fancy steps from pure love of it as they whirled lightly down the hall with their laughing partners. There were a few young men of Scotch descent present also, clerks in the shops, and superintendents of the fisheries which now formed the only business of the once thriving frontier village. These were considered by island parents of the better class desirable suitors for their daughters—far preferable to the young officers who succeeded each other rapidly at the little fort, with attachments delightful, but as transitory as themselves.

Internet censorship in Australia Georgina Wilcox
When most people think about Internet censorship, the usual suspects immediately come to mind: Communist China and repressive Islamic countries. Unfortunately, Westerners have an embarrassment all their own: Australia. Freedom House, a non-profit U.S. organisation dedicated to spreading human rights and freedom, undertakes regular surveys on press freedom and censorship. Last year’s survey found that only 21% of the world’s population enjoy access to a truly free press. Arab and Communist societies have a long history of suppressing freedom of speech, so Internet censorship in these nations comes as no surprise. However, at the time Australia first proposed its own form of Internet censorship, it was still considered a country with a completely free press. Australia’s off-line censorship laws are among the most restrictive in Western democracies and the Net censorship laws are more akin to those in totalitarian regimes than to those, if any, in other countries purporting to be Western democracies. The Broadcasting Services Amendment (Online Services) Act 1999, the Australian Internet censorship legislation, came into effect on January 1, 2000. Under this legislation, broad categories of Internet content were prohibited. Australians are forbidden from seeing online any material which could be inappropriate for children. Such content includes material containing detailed instruction in crime, violence or drug use; child pornography; bestiality; excessively violent or sexually violent material; real or implied depictions of sexual activity; and material which deals with issues or contains depictions which require an adult perspective. All of this would seem reasonable. Enforcement of the regulation of the Internet is complaint-driven. Individuals, organizations, or the Commonwealth, a State or Territory can make a complaint to the ABA. If the ABA determines that the “prohibited content” is hosted in Australia, it will direct the local ISP to remove it.

If the “prohibited content” is hosted outside Australia, the ABA will notify the suppliers of approved filters of the content in accordance with the Internet Industry Association’s code of practice. The Australian Internet Industry has a list of 16 approved filters. Testing by Computer Choice (September/October 2000) found that innocuous content, such as medical sites, were often blocked while some adult content passed through the filter. For example, iFilter blocked several Biblical sites, a family and child mediation service approved by the Australian Federal AttorneyGeneral, the Institute of Australian Psychiatrists, and information about Catholics helping street kids. Apparently technology is no substitution for parental supervision. Aside from costing Australians 2.7 million Australian dollars per year and making their country the laughingstock of the free world, the legislation has had minimal effect. Despite the multitude of pornography sites on the Internet, there was no pent-up demand to shut them down; within six months of introducing of the legislation, the ABA received only 201 complaints about Internet content. By the end of June 2000, 197 investigations had been concluded. Of these, 37 were terminated due to lack of information (for example, the details provided with the complaint were insufficient to locate the content). Of the remaining 160 completed investigations, 93 resulted in the location of prohibited or potentially prohibited content, while 67 were found not to contain prohibited content. Around one third of complaints related to content hosted in Australia. The prohibited content included content hosted in Usenet newsgroups, which is treated as content hosted in Australia if the complainant has accessed the content from his or her ISP’s newsgroup server. The ABA issued final take-down notices for 62 postings of Internet content and referred 94 items to the makers of approved filters. Of the 62 items of Internet content that were the
subject of take-down notices, at least 17 were later moved to ISPs outside Australia. So approximately onethird of the offensive websites were simply relocated to servers outside of Australia. In summary, filtering software products are ineffective, and Australia cannot control websites hosted outside its borders. The government won the approval of a few moralists who were happy that “something has been done” about online smut, whether or not the measures had any real effect. However, a dangerous precedent has been set, and it is entirely possible that the categories of prohibited Internet content will be expanded in the future to ban political websites that threaten “Australian values”. In a 2001 case, Victoria anarchist Matthew Tayor was prosecuted by the Australian Federal police at the behest of the FBI after posting threatening statements inspired by Jim Bell’s “Assassination Politics” on websites in Ohio and California. This has not happened. Beginning in July this year the Federal Government of Australia started censoring over 500 websites that pertain to specific themes deemed unsuitable for Internet users. The censorship took place through two of the largest Aussie Internet service providers, Telstra and Optus. The Australian Communications and Media Authority, with a few International partners, personally selected the ISPs to be filtered, a procedure that was previously part of the Federal Government’s $9.8 million plan to scrape the Australian Internet of specially selected sites. Though that plan was cut from the Federal budget, Telstra and Optus remained on-board to voluntarily filter offending sites. The EFA are hoping the process will include an appeals court for websites that have been unfairly listed. They are calling for the government to be more transparent in their process and are asking for the censorship discussion to be opened up further so that the correct content can be more closely targeted. georgina.wilcox@ieyenews.com

What a find, what a treasure Part One Joan Wilson As child, many, many years ago, I was playing in the sandy dirt in the back garden, just outside our family’s kitchen. I really don’t remember too much about it but, according to my Mother, I found a ring – just a gold ring without its stone, and I gave it to her. Imagine I had enough sense to give it to my Mother for safe keeping, not knowing the value of it. Fast-forward some forty odd years. I’m a grown woman, mother of three children, returning home from living in England. The first gift I received from my Mother was this little gold ring without a stone. “Here Ann, (my Mother always called me Ann) this ring is yours. You found whilst you were making mud pies when you were just about 5 years old.” Well you can imagine my surprise. Me – with a gold ring I had found so many years ago. What a treasure. Oh, how proud I felt at that moment. I took the ring and put it in a safe place, I didn’t have any other jewelry – only my wedding band that I wore on a finger. Through the years of living and working here in Cayman I have had experiences of losing and finding and most of the time it’s jewelry. I remember the first chain I bought was from a work mate. I admired the one she was wearing and she immediately said she had two and would I like to buy one? She then sold me one for $25.00 (a gold chain for $25.00?!!) Wow! That’s 41 years ago to be exact and I still wear it with the ring I found at the age of 5. Well, being a swimmer, diver, cyclist, etc., I have had moments of losing and finding. I was swimming and diving (always with my jewelry on) shortly after buying the chain. On my return home and whilst in the shower I realized it was missing. Immediately I was out of the shower, dressed, on my bike and down to the beach again. I knew exactly where I had been diving, and it didn’t take me long to find the spot. In a

couple of minutes I was in the water searching and in another minute I spotted my chain and ring, dove it up, put it on and I’m still wearing it today. I was very proud being my first piece of jewelry. Later on in my growing up days I was diving in Old House Bay and with the force of the dive I lost a silver bracelet that my sister Madge had given me. I waited until the sun was overhead before going to find it and sure enough the sun reflected on the silver and again I was diving my bracelet up from the deep of the sea. Fast forward again. This is a different kind of loss and found story. I’m a working lady in an office in Town. I’m on my way walking to the Registrar of Companies. I passed hundreds of tourists, locals etc., around talking or just looking. I saw this envelope on the ground right in the middle of a crowd, no one taking any notice of it. I did my
work at the Registrar of Companies and was returning through the same route. The crowd was still milling around and the crushed envelope was still on the ground. Of course I picked it up and continued to my office work. On reaching my desk I opened the envelope and would you believe it was full of money – bank notes! Hundreds of them! To cut a story short, I advertised my find and by the end of the day I had dozens of calls claiming they had lost an envelope and hoping it was theirs. It was about 8.30 that evening when the right person called and told me exactly what was in the envelope. He later came and collected it. (What a find!) He was kind enough to reward me as well. Your body talks just like your tongue Georgina Wilcox Without even talking your body is sending messages to people around you unless you are a master of disguise. Yes. Your body actually communicates exactly like your tongue. The words you speak account for only 7% of the messages you convey. The remaining 93% is non-verbal. 55% of communication is based on what people see and the other 38% is transmitted through tone of voice. It’s called body language and if it doesn’t match your words, you are wasting your time. The most obvious way you communicate is through eye contact. When you are looking at the other person, you show interest. When you fail to make eye contact, you give the impression that the other person is of no importance. Maintain eye contact about 60% of the time in order to look interested, but not aggressive. Another form of non-verbal communication is facial expression. A smile sends a positive message and is appropriate in all but a life and death situation. Smiling adds warmth and an aura of confidence. Your mouth gives clues, too, and not just when you are speaking. Mouth movements, such as pursing your lips or twisting them to one side, can indicate that you are thinking about what you are hearing or that you are holding something back. The position of your head speaks to people. Keeping your head straight, which is not the same as keeping your head on straight, will make you appear self-assured and authoritative. People will take you seriously. Tilt your head to one side if you want to come across as friendly and open. How receptive you are is suggested by where you place your arms. Arms crossed or folded over your chest say that you have shut other people out and have no interest in them or what they are saying. This position can also say, “I don’t agree with you.” You might just be cold, but unless you shiver at the same time, the person in front of you may get the

wrong message. How you use your arms can help or hurt your image as well. Waving them about may show enthusiasm to some, but others see this gesture as one of uncertainty and immaturity. The best place for your arms is by your side. You will look confident and relaxed. If this is hard for you, do what you always do when you want to get better at something - practice. After a while, it will feel natural. The angle of your body gives an indication to others about what’s going through your head. Leaning in says, “Tell me more.” Leaning away signals you’ve heard enough. Adding a nod of your head is another way to affirm that you are listening. Posture is just as important as your grandmother always said it was. Sit or stand erect if you want to be seen as alert and enthusiastic. When you slump in your chair or lean on the wall, you look tired. No one wants to do business with someone who has no energy. Control your hands by paying attention to where they are. In the business world, particularly when you deal with people from other cultures, your hands need to be seen. That would mean you should keep them out of your pockets and you
should resist the urge to put them under the table or behind your back. Having your hands anywhere above the neck, fidgeting with your hair or rubbing your face, is unprofessional. Legs talk, too. A lot of movement indicates nervousness. How and where you cross them tells others how you feel. The preferred positions for the polished professional are feet flat on the floor or legs crossed at the ankles. The least professional and most offensive position is resting one leg or ankle on top of your other knee. Some people call this the “Figure Four.” It can make you look arrogant. The distance you keep from others is crucial if you want to establish good rapport. Standing too close or “in someone’s face” will mark you as pushy. Positioning yourself too far away will make you seem standoffish. Neither is what you want so find the happy medium. Most importantly, do what makes the other person feel comfortable. If the person with whom you are speaking keeps backing away from you, stop. Either that person needs space or you need a breath mint. You may not be aware of what you are saying with your body, but others will get the message. Make sure it’s the one you want to send.

The end of the school year is here and savvy moms and dads by now have made all the arrangements for summer. Summer camps and leisurely days at the pool or beach are just a few of the summer rituals for many families. However if you're tempted to let your child play outdoors for even a few minutes without proper sun protection, you might want to think twice. Adolescence and childhood are critical periods during which exposure to UV radiation is more likely to contribute to skin cancer in later life. Children with fair skin, blond or red hair and blue or green eyes are at the highest risk of sunburn. But darker-skinned children also need sun protection. With this in mind, it’s important that parents teach their children how to enjoy fun in the sun safely.
LIMIT OUTDOOR PLAYTIME BETWEEN 10A.M. AND 4P.M.
Apply a thick, even coat to all exposed areas 20 - 30 minutes before your child goes out in the sun. Choose a sunscreen with SPF (Sun Protection Factor) 15 or higher. Make sure it's labeled "broad spectrum," which means it blocks both UVA and UVB sunlight. For your little ones, sunscreen that contains zinc oxide or titanium dioxide should be selected as these compounds are less irritating than others. Sunscreen sticks are best for the face because they are sweat proof and less likely to drip. Don't forget nose, ears, hands, feet, shoulders, and behind the neck; lips can also burn, so apply a lip balm with SPF protection. Reapply sunscreen every 2 to 3 hours, or after sweating or swimming.
COVER FROM HEAD TO TOE. Wearing protective clothing and hats is one of the primary ways of warding off UV damage. When wet, light coloured clothing transmits just as much sunlight as bare skin. Keep your kids covered with dark colours, long sleeves, and pants whenever possible. And don't forget the accessories: sunglasses with UV protection to guard against burned corneas, and hats to prevent sunburned scalps and faces. Protective clothing, hats with wide brims, and sunglasses are just as important for babies. At the beach, bring along a large umbrella.
Parents, you are the best teacher by practicing sun safety yourself. If your child sees you following sun safety rules, he'll take them for granted and follow suit. Teach every member of the family how to protect their skin and eyes. With proper supervision, children can learn to protect themselves and enjoy summer fun without sacrificing the health of their skin.
Avoid unnecessary exposure when the sun's rays are at their strongest. Even on cloudy or cooler days, ultraviolet (UV) rays remain strong. Shady spots can be just as tricky because of reflected light. If your child is playing outdoors during these hours, make sure to apply ample sunscreen.
WATCH OUT FOR MEDICATIONS. Some medications increase the skin's sensitivity to the sun, so make sure to ask your doctor whether your child may be at risk. Prescription antibiotics and acne medications are the most notorious culprits, but when in doubt, ask.

Les Richter was an imposing figure at six foot three and almost 240 lbs., size that made him one of the most physical linebackers in the NFL and earned him the nickname “Dirty Les” for his aggressive play. That stayed on the field, though, as those who knew Richter away from football never saw that rough side of him.
“He was a big guy, but he was really soft. Really loyal,” said Roger Penske, who became friends with Richter after his NFL career. “But in terms of being physical, the only thing I ever saw were those hands. He had the largest hands I’ve ever seen. If he shook your hand, he could break your arm.” Richter will be inducted into the Pro Football Hall of Fame on Saturday. It was more than his hands that made Richter intimidating on the football field, and teams saw it long before he played his first down in the NFL. He was drafted second overall by the New York Yanks in 1952, but the franchise folded two days later and Richter’s rights were sold back to the NFL. He then went to the expansion Dallas Texans, who immediately dealt Richter to the Los Angeles Rams for 11 players. It was the second-largest deal for one player in NFL history.

India have suffered a blow ahead of the third Test against England with confirmation that Yuvraj Singh and Harbhajan Singh will miss the rest of the four-match series through injury. Spinner Harbhajan has a stomach strain and batsman Yuvraj has a broken finger. Both were sustained in the second Test at Trent Bridge, which England won with ease to take a 2-0 lead in the series. Right-handed batsman Virat Kohli will replace Yuvraj, and leftarm spinner Pragyan Ojha comes in for Harbhajan. Harbhajan was largely ineffective at Nottingham in a match dominated by seamers and batsmen. But it turned out the world’s leading active Test wicket-taker, with 406 victims, was bowling through the pain of what has since been diagnosed as a grade one lower abdominal tear, which will prevent him playing for the next three weeks. “While Yuvraj Singh’s injury may take around four weeks to recover, Harbhajan Singh is likely to recover in three weeks’ time,” said the Board of Control for Cricket in India (BCCI). Both players may miss some of the one-day international series against England. iSports Aquilani handed lifeline
Liverpool midfielder Alberto Aquilani has been handed an Anfield lifeline by manager Kenny Dalglish. The 27-year-old Italian international spent last season on loan at Juventus. He was expected to return to Italy this summer - either back at the Turin-based giant or with Fiorentina or AC Milan. But responding to rumours of Aquilani’s departure, Dalglish said: “We have been delighted with him in pre-season and we are delighted to have him as part of the squad.” Aquilani joined Liverpool from Roma in 2009 for a reported £17m.
