Convicted rapist Jeffrey Barnes starred in a Government-backed movie when he was in prison telling the people of Cayman how much he had changed. But just months after he was released, 32 year old Barnes is alleged to have struck again, abducting and raping a woman, trying to snatch an 11 year old schoolgirl, and sexually assaulting a family member. He was interviewed in a program called Spotlight, which is run by the Cayman Islands government. Barnes appears on screen boasting about how “education is a priority” and it will help him “in the future”. But clearly any education he learnt behind bars has gone in one ear and straight out the other. He is now in custody waiting to be interviewed on a string of sickening sexual assaults. The video was shot and uploaded on YouTube in September 2009 when he was serving time for rape. Continued on page 8

Athelstan Long, 92, first governor of the Cayman Islands (1971-72), and member of the Cayman Islands Veterans Association, together with his son, Charles Long 63, were joined by 10-year old Cub Scout Will Roberts at Foster’s supermarket in Savannah. They were offering poppies to the public in return for donations, in the run up to this year’s Remembrance Day. Remembrance Day marks the anniversary of the armistice of World War I in 1918, and is observed throughout the British Commonwealth, and has been observed since 1921. Graham Walker Honorary Secretary of the Cayman Islands Veterans Association said: “Members of the Veterans Association are making a maximum effort to be at supermarkets and other stores to make the poppy readily available

to the public. It is important to remember that the poppy cannot be sold, since it has already been bought and paid for by some mother’s son or daughter. These poppies are to commemorate the life which has been given to ensure that we are able to enjoy freedom of action and freedom of speech. “Although the official anniversary is taken to be 11 O’clock on 11 November, the official Remembrance Day parade will take place on Sunday 13 November at Elmslie Church in George Town,” Mr. Walker added.

One is a traditional street scene of the museum, and I also have paintings of a scuba dock with some people going out on a boat,” Mr. Long said.

New Jamaican president Andrew Holness has outlined plans to create 20,000 tourism jobs in the coming years as part of a multi-million investment in the sector. A total of 15,825 new hotel rooms are also expected to be added to the Caribbean island’s stock, with approximately $60 billion in capital investment expected. Speaking at the Jamaica Hotel & Tourist Association 50th anniversary gala banquet at the Ritz Carlton Golf & Spa Resort, Montego Bay, Holness also reflected on a successful year. The Prime Minister said, despite the instability of the international financial market, tourism in Jamaica continues to grow; with the sector emerging as the largest foreign exchange earner and is an increasingly significant source of employment. Vybz gets bail rejected KINGSTON, Jamaica — A judge in Jamaica has refused bail for a popular rapper facing two murder charges. The ruling Wednesday rejects a bail application by 35-year-old Vybz Kartel in the slaying of a 27-year-old music promoter who was gunned down on a street corner in July. Resident Magistrate Opal Smith has not given a reason for refusing bail. Kartel has also been charged in an August slaying. Assistant Police Commissioner Ealan Powell has said the dancehall reggae star is being investigated in connection with “a number of murders, shootings and gunrunning.” Kartel’s defense team has not yet commented on the bail refusal.

Chief Justice Anthony Smellie announced yesterday creation early next year of a new Family Court that will operate alongside the four existing specialist tribunals, while offering reassurances the quartet would continue normal operations. The announcement of the innovation came as part of affirmations by the top judge on the continuity of the four panels in the wake of last week’s departure of Chief Magistrate Margaret Ramsay-Hale, chief advocate for the specialist tribunals. “Work will also resume shortly on the creation of a specialist Family Court,” the Chief Justice press office told iNews yesterday, discussing the four panels: Drug Rehabilitation Court (DRC), mental health, domestic violence and driving-under-theinfluence (DUI). “This effort will be spearheaded by Mrs. [Catherine] Guilbard in her role as Special Projects Coordinator for the Judicial Administration,” the office said, “which she commenced four years ago with her work on the setting up of the DRC. them formally instituted in very much the same manner as the DRC, via legislation, rules of court and so on.” The court will be created under the auspices of newly arrived Grand Court Justice Richard Williams, who recently joined the Cayman Islands judiciary from the Turks and Caicos Supreme Court in a near-swap for Ms Ramsay-Hale, who left George Town on 28 October to take up an appointment as “puisine judge” in the Providenciales high court. While details remained sketchy regarding the new court, an outline of its jurisdiction suggests it will deal with matters now handled in both the Grand and Summary courts: divorce, child and family maintenance, custody, affiliation and other familycentred disputes. Described by one courthouse official as a “sort of one-stop shop for a range of family matters”, the new court was initially to have been created in 2009, housed in dedicated space in a proposed new courthouse on Agnes Way, behind trafficpolice headquarters. While construction was cancelled in the wake of a struggling economy, the official said, “the problems continued, and now we have to get on with it.” “The court will operate,” the officer

said, “on the drug-court model, prescribing treatment courses for habitual offenders while holding sentences in abeyance, pending completion of counselling and behavioural programmes.” Referring to the functions of the specialist courts, the officer said: “The same can be expected for the other pilot courts started by the Chief Magistrate. They are all based on the Drug Court model. “In the meantime, the work in the DRC and in the pilot Courts will continue. Both of the incumbent magistrates [Nova] Hall and [Valdis] Foldats already have experience in these Courts; Magistrate Hall, in particular, has been from the beginning one of the pioneers of the DRC programme.” In early January, a committee headed by Mr Justice Williams will begin a close examination of family-court operations in other jurisdictions, led by Trinidad and Tobago and drawing on North American experience. Existing legislation will be studied and consideration given to any new laws that may be required. “It’s a little difficult to say when the new court may convene,” the official said, “but we will start early in the year and hope to make this happen very quickly.”

New appointment at Harneys Harneys has appointed former XXIV Old Buildings barrister David Herbert as head of the firm’s growing Cayman Islands litigation and insolvency team. New James Bond film titled “Skyfall” LONDON (AP) — Screen spy James Bond is returning next year in a new movie called “Skyfall” with a star-studded cast, producers said yesterday. Daniel Craig makes his third appearance as the suave secret agent the film, directed by Academy Awardwinner Sam Mendes (“American Beauty”). Spanish star Javier Bardem will play the chief villain in 007’s 23rd screen adventure, producers Barbara Broccoli and Michael G. Wilson said. Police investigate Texas judge over video beating PORTLAND, Texas (AP) — Police launched an investigation Wednesday into a Texas family law judge whose daughter posted a YouTube video of him savagely beating her with a belt during a tirade several years ago when she was a teenager. The nearly 8-minute video, viewed more than 950,000 times as of late Wednesday, shows Aransas County Court-at-Law Judge William Adams lashing his then-16-year-old daughter in the legs more than a dozen times and growing increasingly irate while she screams and refuses to turn over on a bed to be beaten. The video was uploaded last week.

“Lay down or I’ll spank you in your (expletive) face,” Adams screams. His daughter, Hillary, wails and pleads for him to stop. Tim Jayroe, the police chief in William Adams’ hometown of Rockport, a Gulf Coast community about 200 miles south of Houston, said Wednesday that he’s asked the Texas Rangers to assist in investigating whether the video shows anything criminal happened. He said his department began investigating after receiving phone calls from several concerned people who watched the secretly recorded 2004 video.

Bieber spokeswoman denies he fathered a child LOS ANGELES (AP) — An allegation that Justin Bieber fathered a baby by a woman who has filed a paternity suit is “demonstrably false,” a spokeswoman for the singer said this week. Melissa Victor said in a statement that Bieber’s camp will “vigorously pursue all available legal remedies” in response to the allegation. “While we haven’t yet seen the lawsuit, it’s sad that someone would fabricate malicious, defamatory and demonstrably false claims,” Victor said. Yeater filed a paternity lawsuit against Bieber, 17, on Monday in San Diego Superior Court. California law keeps paternity matters confidential but Radar Online posted a copy of the lawsuit on its site. Yeater, 20, said she had sex with Bieber after one of his concerts at the Staples Center in October 2010, according to the posted suit. She said she gave birth to a boy in July and believes the teen heartthrob is the father because there were no other possible men she had sex with at that time.

She is asking a judge for child support and a paternity test. Yeater’s attorneys said in a statement provided to The Associated Press that their client isn’t seeking a large amount of money from Bieber.

Education is priority. “Not knowing how to read and not trying to read before, you’d kind of like just get in trouble, pass the time just going on getting in trouble. “But after you start reading you gain more knowledge, you gain more understanding, and you start to find yourself doing more positive things and think more positive toward your life, what you are going to do with your life when you come out, you know? “You ask for help because really and truly mostly everybody in here who can help. Also if someone can show that passion that they are willing to help, take that passion and go forward from there.” Barnes – who has tried to escape from prison in the past – was the subject of a police manhunt earlier this week. Detectives took the unusual step of naming and releasing a photograph of him after a 49-year-old woman was raped near Admiral’s Landing. Barnes was also wanted in connection with trying to lure a young girl into his car and a sexual assault on a family member. He was eventually caught on Tuesday afternoon hiding in a property at Ocean Club. Since his arrest, another woman has contacted police claiming she too was raped by Barnes and police are appealing for any other potential victims to come forward.

The family of another victim of rapist Jeffrey Barnes has told their story of the convict’s violent attack on their 17-year-old in her own home. The assault, on a member of Barnes’ own family, came just days before the serial rapist’s attack last Saturday on a 49-year-old at Admiral’s Landing, itself just hours after Barnes had tried to lure an 11-year-old girl in Prospect’s Mahogany Way into the red Honda Civic he was driving. Asking anonymity for both himself and his stepdaughter victim, the man

said the incident had occurred last Thursday at her home, shared with her 23-year-old sister. “He has access to my stepdaughter, meaning he can take advantage of her,” he said. “Her would go to her home and hang around. At one point, last week she lost her house key and Jeffrey Barnes was the last one in the house. “He was in on Wednesday night, and on Thursday, she told me she couldn’t find her key. On Thursday night, he came by the house.” The 17-year-old had come home in the evening, unable to unlock the front door, the stepfather said. Ultimately, however, she got inside and spent a routine evening. She and her older sister went to bed at their usual hour. “He came by about 2am on Thursday night [early Friday morning], when they were already in bed”. Barnes, he said, crept into her room, raping her in her own bed. “After it happened, she did not tell my wife,” the man said, “I have had enough contact with police through the years to know that people don’t always report this kind of thing because, in some cases, they are ashamed. Finally, he said, on Saturday about 7pm, after police had received reports about Barnes’ morning movements, “she told my wife. It was hard for her to speak. As soon as I heard the news I called the police and informed them.” On Monday, RCIPS Detective Superintendant Marlon Bodden told a press gathering that “at 8:15 the same evening,” Saturday 29 October, “we received a report from a family member that [Barnes] had sexually assaulted a family member,” although the senior officer was careful to say that the report had not necessarily coincided with the incident, nor that the informant had been the victim. “Two CID [Criminal Investigation Department] officers” appeared at the family’s door about 2pm the next afternoon, the stepfather said, taking statements and completing a report. The stepdaughter, he said, “on Friday was ok at that point,” after the attack, but before her confession. On Tuesday, however, just three days ago, “I was home and said to my wife ‘let’s go get her’. We went to her place and she was with a friend and misbehaving. She was drinking, drinking, drinking. She was hiding and would not talk to me,” he said, distraught by developments. “She got really angry with me and was slapping, hitting, kicking me, so I to blog visit www.ieyenews.com

held her and my wife called the police. It took half-an-hour before two CID guys came. “The police held her down and she was fighting so hard that I had to sit on her and hold her hands behind her back. She was spitting and screaming. We spent an hour-and-a half holding her and almost needed to handcuff her just to calm her down.” Finally, he said, police called an ambulance, moving the step-daughter to George Town Hospital where, after admission, doctors finally calmed her. The family, he said knew Barnes, ‘and they know he’s really sick. He was in prison for rape and then he

comes out and does it again. He needs help because jail didn’t do it. He could stay for 20 years or 50 years and still he could come out and do it again. “This is really destructive and there is no one that is not crying about it. People like him have to be taken off the street. The law has to put them away. He does this over and over again. Should he be put away for the rest of his life? There is no mention of Inspector of Police, Major Rodriguez “Roddy” Watler, in the official history book of the Cayman Islands commissioned by the Cayman Islands Government even with a large amount of input from the Cayman Islands National Archives. His name was not mentioned in Radio Cayman’s “Unsung Heroes” programme. There are numerous photographs of one of Cayman’s most decorated heroes in many Cayman publications and even in our National Archives. There are many printed references to him from many of our mature Caymanians. His name is often mentioned. The winner recently of the title George Town Miss Festival Queen, Mellisa Rankin, at the competition talked

about Major Watler in this way, “tall and stern looking quite military in his uniform. He had a special heart for children .. did his work with pride and was always ready to protect and serve his country. He was beloved by his people.” Rodriguez “Roddy” Watler was born on 3 March, 1880, in Red Bay and passed away in April 1965 at the age of 85. He served as Inspector of Police for nearly thirty–three years, and was also Lighthouse Keeper, Foreman of Public Works, Boarding Officer of Vessels, and Warehouse Keeper. In 1942, he was appointed Officer in Charge of the Cayman Islands Company of the Jamaican Home Guard, a post he held until 1945 when the war ceased. In the 1932 hurricane he exhibited bravery in rescuing people who were marooned in Red Bay, and for this service he was awarded the

King Edward VII Police Medal for Bravery. He was decorated with six other medals. He was given the title of “Major” by Sir Hugh Foot. So why has the government of a country he served so many years forgotten this distinguished man? In the RCIPS headquarters, there is nothing to commemorate him. It was as though he never existed. The publisher of iNews Cayman, Roddy Watler’s youngest daughter – Joan Wilson, asked this very question and finally the answer has come back. Well, not really an answer as to why he has been left out, but it has prompted the Cayman Islands Post Office to issue a special commemorative stamp in his honour. A reception at Government House on November 11th will be hosted by H.E. Governor Duncan Taylor when the official announcement will be made.

The Cancer Society has played an integral role in the kick-off and opening of our children’s Summer Camp. Their Project Coordinator, Vicki Anderson, attended our first week of Summer Camp and spoke to our campers about the importance of sun safety and using sunscreen, hats, and long clothing to prevent sun damage and skin cancer. The presentation was engaging, informative, and tailored to our young audience. It was the perfect way to set the standard for summer sun safety for our children and the entire Summer Camp. The Editor speaks Parking and clamping Colin Wilson

Parking spaces are woefully short in George Town. The present Planning Laws do not require commercial buildings to provide adequate parking spaces for their own employees let alone for the use of the public. It is welcome news now that all buildings will have to designate a certain number of public parking spaces and Government is going to introduce a wheel clamping ban in the new traffic act. This is something North Side MLA Ezzard Miller has been advocating for a long time. He even brought a private members motion to the Legislative Assembly (L.A.) over 18 months ago to ban the practice of clamping vehicles. The inhuman practice of clamping vehicles in the Cayman Islands Government Hospital car park has been especially troublesome. I have seen elderly people with walking difficulties come out of the hospital to find their car clamped because it has been parked outside the parking lines even though it had not caused an obstruction. The publisher of this newspaper, Joan Wilson, had her car clamped there when she could find nowhere to park except between two spaces on the angle to one another. was having an injection into her knee and walking with a crutch. It took half an hour to find the person in the administration office who dealt with clamping to pay the outrageous fine and a full hour – yes you are reading correctly – to find a person to unclamp her car. She told me, “I was fit to be tied!!” She has since campaigned to stop clamping there and instead have an attendant to help visitors and patients to find places to park. You can be the judge whether she has been successful. Incidentally the clamping was not done by the hospital staff but an outside contractor. The new traffic act is due to be presented before the L.A. in the next sitting that starts on the 16th November. The bill states: “A person who - (a) operates as an agent for the clamping of vehicles in public places; or (b) clamps or tows away a vehicle in a public place, commits an offence.” With clamping fees around $85 that is more than three times the cost of a parking fine, these clamping companies have profited greatly. They have clamped people for the most trivial offences. Some of the employees of these companies get paid per clamped vehicle. Now they are getting clamped! Hurrah!!

Sprint Express Services - a locally based courier company with 16 years of experience in providing courier and freight transportation services to the Cayman Islands - is now offering its clients a lower cost shipping option. “In addition to our overnight ZIPX air express service, our clients now have the option of shipping their larger, less time sensitive pieces through our new SEAX service,” said Sprint’s manager Gloria Montana. “The SEAX service has been developed to provide customer satisfaction by offering a low cost shipping alternative to our clients in the face of global rising costs,” Ms Montana said. SEAX’s lower pricing is based on volume rather than weight, so there will be no dimensional weight cost a big plus for those wishing to make larger, bulkier shipments. “Shipping is twice per week. Judge sentences Pakistan cricketers, agent to jail

LONDON (AP) — A British judge sent three Pakistan cricketers and an agent to prison on Thursday for their involvement in one of the biggest fixing scandals to tarnish the sport. Former captain Salman Butt received 2½ years, the longest term of the three players. Mohammad Asif was sentenced to 1 year, while 19-year-old Mohammad Amir will serve six months. Agent Mazhar Majeed was sentenced to 2 years, 8 months. All four may be released for good behavior after serving half their terms. The players were found guilty of conspiring with Majeed to bowl deliberate no-balls as part of a betting scam during the test match against England at Lord’s last year. Judge Jeremy Cooke told Southwark Crown Court that the offenses were “so serious that only a sentence of imprisonment will suffice to mark the nature of the crimes and to deter any other cricketer, agent or anyone else who considers corrupt activity of this kind.” “In Pakistan, where cricket is the national sport, the ordinary follower of the national team feels betrayed by your activities, as do your fellow countrymen in this country,” Cooke said. It’s the biggest fixing scandal in cricket since South Africa captain Hanse Cronje was banned for life in 2000 for taking bribes from bookmakers.

LONDON (AP) — British opposition lawmakers are demanding that London 2012 Olympics organizers scrap a deal for Dow Chemical Co. to fund an artistic centerpiece of the games over concerns about the company’s links to the deadly 1984 toxic gas leak in Bhopal, India. Labour Party legislator Barry Gardiner confirmed Thursday that members of the House of Commons were pressing the London organizing committee, LOCOG, to reverse the deal as a result of concern over the company’s response to the victims of the Bhopal leak, which killed an estimated 15,000 people. The U.S.-based chemical giant will pay for a curtainstyle wrap to encircle the Olympic stadium in east London under a deal announced in August. Organizers had scrapped original plans for a more complex — and costly — stadium wrap which had been estimated to cost 7 million pounds ($11.4 million), but struck an agreement with Dow to pay for a scaled down wrap, made from 336 individual polyester panels, each approximately 25 meters (89 feet) high and 2.5 meters (8.2 feet) wide. Gardiner and fellow Labour lawmakers Keith Vaz and Tessa Jowell — a former government minister responsible for the Olympics — met with London 2012 chairman Sebastian Coe on Wednesday to raise their concerns over Dow’s role in the games. Vaz said lawmakers would meet with Dow next week to raise their objections.
