Boosting the battle against gangs, local police will seek “deeming” legislation to criminalise hand signs, dress, tattoos and other identifying features marking members of criminal organisations. Speaking to iNews, Commissioner of Police David Baines said part of wider efforts to combat the growth of gangs would be to tighten old laws and write new ones, making it easier to detain suspected gang members, charge them with criminal activity and prove their guilt in court. Facebook pictures, for example, were insufficient for a criminal charge, he said, referring to photographs posted by West Bay’s “Logwoodz Dons” gang, displaying putative firearms beneath cloth coverings, hand signs and written slogans. “We have looked at it to see if we can use it, but at the moment it is not sufficient to charge anyone,” Mr Baines said, calling for more rigorous laws.

Meanwhile, Jamaican authorities on Monday charged Reggae Dancehall star Vybz Kartel with murder, conspiracy to murder and illegal possession of a firearm in connection with the July killing of 27-year-old promoter Barrington Burton. Mr Kartel, whose real name is Adidja Palmer, has been linked to Cayman’s gang activities, initially sparked by a long-running feud with fellow artist Mavado, whose correct
name is David Brooks. The rivalry is alleged to have fueled mob attacks by their two “Gaza” and “Gully” factions in Kingston’s innercity neighbourhoods, inspiring similar divisions in West Bay. Cayman’s gang laws are modeled after those in the UK, but have been used only four times in Britain. ”We have gang legislation, but it has been in for six years and never used even once,” the Commissioner said, meaning “we need to look at it”.

The tide is turning for flotsam on Frank Sound’s shores as residents decided to literally take matters in their own hands - filling 27 bags of garbage in one week. Tired of plastic and other debris marring the one-mile stretch of beach in front of their home, Graham and Janet Morse took it upon themselves to clear up the mess. “Knowing that if everyone cleans up just a little bit there would be no garbage, we got together one week and
worked a few hours every day picking up debris and garbage off the beach,” the Morses said. While not part of the Department of Environment’s official duties, department staff did lend a hand as a token of their appreciation for the positive actions. “Due to prevailing currents and winds, our beaches are unfortunately often inundated with junk. The only answer to this is regular neighbourhood clean-ups like the one in Frank Sound,”
said Department of Environment’s Carl Edwards. “If everyone cleans a part, or doesn’t dump trash in the first place, it will make a huge difference. “And although they did get a little help from us, the moral of the story is that no-one needs to wait for government to clean-up. So next time if someone asks you who’s going to clean up the beach, or when is government going to do something, tell them to talk to Graham and Janet Morse,” he said.

LODI, N.J. (AP) — A New Jersey police chief says no one is above the law — not even his wife. Lodi (LOH’-deye) Police Chief Vincent Caruso ordered an officer to ticket his wife after she double parked while dropping off their 5-year-old son at school. Caruso told The Record newspaper he didn’t want her to get any special treatment because of who she is. The chief paid the $54 ticket. It’s not the first time for Paula Caruso. The chief ordered another officer to ticket her two years ago after she forgot to move their vehicle for street cleaning. The chief told the newspaper he loves his wife and she’s very busy driving their four sons around. His wife couldn’t be reached for comment Thursday. The Carusos’ phone number is unlisted.

GREEN CAMP, Ohio (AP) — An 80-year-old man is in fair condition after a kangaroo attacked him for 15 minutes at an exotic-animal farm in central Ohio. The Columbus Dispatch reports that the Marion County sheriff’s office received a 911 call Tuesday from a woman saying her fatherin-law was hurt. Maj. Jeff Cline says the injury happened at Kokas Exotics in Green Camp. The Advocate of Newark reports the man was in fair condition Wednesday at a Columbus hospital. The farm owner’s son said a 6-foot-tall, 200-pound male kangaroo attacked the man and that the attack came at breeding time when males can be aggressive. The son says the kangaroo will be euthanised.

Explaining, Mr Baines said he was lobbying the Governor and legislators to make it arrestable to display tattoos, gang colours, signals and phrases that would “deem” an individual as part of a gang. ”We’re discussing what might be necessary to make it more appropriate to what is needed in Cayman,” Mr Baines said, hoping to strengthen sections of the Penal Code, inserted in 2005 by People’s Progressive Movement (PPM) legislators. “When we were in office, there was nothing, and we had a spate of violence, so we did three sections,” said PPM leader Alden McLaughlin. The clauses make it an offence to be a gang member, to possess a bulletproof vest or be released on parole. It also deems anyone to be a gang member who affects body markings, dress, symbols and mannerisms identified with the group. “The criteria of criminal enterprise and association, to date, has not been found sufficient to charge anyone with gang membership since its inception in 2006,” Mr Baines said. He sought a “threshold” for criminal acts, acknowledging it “requires reviewing to make gang signs, tattoos etc. an agreed component in evidence to secure charges.” The Penal Code also prohibits firearms and “restricted weapons” such as baseball, cricket or softball bats, machetes and knives. “That piece of legislation under review relates to firearms possession, i.e. a firearm found in your car, under your bed etc., is deemed to be in your possession,” Mr Baines told iNews. “Recent results in court have seen persons so charged acquitted as ‘deeming’ legislation is not incorporated.” The “deeming” legislation is part of a review that, according to Governor Duncan Taylor, will encompass a range of laws. “Government is currently examining a number of criminal justice legislations with a view to effecting to blog visit www.ieyenews.com

Blackwater game aims for fun, not controversy
LOS ANGELES (AP) — In the world of video games, realism reigns supreme, but the makers of a game based on the infamous private security firm Blackwater are intentionally steering clear of it. There’s no blood, the enemies are fictional and civilians can’t be killed. With no moral dilemmas in “Blackwater,” it’s simply a matter of shoot — or be shot. “It’s a game,” said Erik Prince, the company’s founder. “This is not a training device. This is not a simulator. We’re not doing this to teach folks how to conduct military operations in an urban terrain. That’s not it at all. This is more along the lines of kids running around their neighborhood playing cops and robbers or cowboys and Indians.” Prince partnered with developer Zombie Studios and publisher 505 Games to create the game using Microsoft Corp.’s motion-sensing Kinect technology for the Xbox 360. The camera-based system detects players’ movements as they dodge enemy fire, kick down doors and lunge across rooftops while shooting foes across virtual battlefields in a fictional North African country. The game is Prince’s first attempt to leverage Blackwater as a brand. After founding the company in 1997, the former NAVY Seal stepped away from daily operations in 2009 but retained licensing rights to the Blackwater name.

Jamaican dancehall star Vybz Kartel has been charged with murder. A police statement issued in Kingston on Monday said that the 35-yearold artist was charged with murder, conspiracy to murder and illegal possession of a firearm. Investigators accuse the rapper, whose real name is Adijah Palmer, of conspiring with others to kill a 27-year-old promoter who was murdered earlier this year. “The allegation is that on Monday, July 11, 2011, Palmer, along with other men, conspired to murder Barrington Burton o/c ‘Bossie’, a 27-year-old businessman/promoter of a Gregory to blog visit www.ieyenews.com

A preliminary hearing was scheduled to take place yesterday. Kartel’s defence attorney was reported to have said that his client was prepared to fight the charges. Kartel was initially arrested on Friday for marijuana possession. Kartel has previously been arrested on charges including assault and illegal gun possession. Those charges were later dropped. A long-running feud with fellow artist Mavado is alleged to have fuelled mob attacks in inner-city neighbourhoods of Kingston. In December 2009, the two met government ministers in an
attempt to calm the situation. Kartel has worked on collaborations and remixes with the likes of Jay-Z, Rihanna and MIA. His international hits include Ramping Shop, Dollar Sign and Clarks. The success of the latter song last year sent sales of the British shoes soaring in Jamaica. A businessman in his own right, Kartel also has his own brands of rum and condoms as well as his own controversial range of skinlightening cosmetics. Recently, the singer also became the star of locally produced reality TV show Teacha’s Pet. Officials from the telecommunications company that sponsors the show were said to be discussing the new charges levelled against Kartel last night.

Tropical or sub-tropical development between the Florida Straits & the western Caribbean According to Rob Lightbrown from the Crown Weather Service, there will be a hint for some sort of tropical or even sub-tropical development either in the western Caribbean, the eastern Gulf of Mexico or the Florida Straits & the Bahamas starting this upcoming weekend. The latest GFS model forecasts that a storm system will form in the central and northwestern Bahamas on Sunday and Monday and forecasts this system to track north-northwestward along the east coast of Florida around the middle part of next week and eventually into South and North Carolina next Thursday or Friday. The NOGAPS model forecasts the development of a tropical system in the southwestern Caribbean by about Saturday and forecasts this system to track right over Jamaica as a tropical storm on Sunday night or Monday morning. From there, the NOGAPS model forecasts this tropical system to eventually track into the Bahamas by next Tuesday as a tropical storm. The Canadian model forecasts that this system will start out as a broad
low pressure system just southwest of Jamaica on Friday. The Canadian model forecasts that this system will strengthen into a tropical storm along the south coast of Cuba on Saturday night and shows it tracking into the Florida Keys as a tropical storm on Sunday. The longer range Canadian model guidance forecasts that this system will track into the eastern and central Gulf of Mexico once we head into Monday, Tuesday and Wednesday of next week. The Canadian model then forecasts this tropical storm to loop around the Gulf of Mexico and pulls it through the Florida Keys for a second time next Thursday before tracking east-northeast into the northwestern Bahamas next Friday. The European model forecasts the development of what looks like a subtropical storm in the Yucatan Channel on Sunday and forecasts it to track northward into the Florida Big Bend area next Tuesday with tropical storm force winds. Rob also pointed out that the upward motion values of the Madden Julian Oscillation are quite high from
12 October to 18 October and he believes that with the overall pattern of a strong high pressure system over the mid-Atlantic and northeastern United States, that we will see tropical development starting this weekend somewhere between the Bahamas and the western Caribbean. Rob suspects that we will see an initially broad area of low pressure form in the western Caribbean on Friday and Saturday that winds up into a tropical storm in either the southeastern Gulf of Mexico or in the Florida Straits by Monday. From there, he thinks we will see a slow northward moving tropical storm that tracks across the eastern Gulf of Mexico just off of Florida’s west coast on Tuesday and Wednesday of next week. Italy appeals court clears Knox of murder “We’re thankful that Amanda’s nightmare is over,” her younger sister, Deanna Knox, told reporters outside the courthouse. “She suffered for four years for a crime she did not commit.” About 90 minutes after the verdict was handed down, a black Mercedes carrying Knox was seen leaving the prison. She was expected to board a commercial flight for home on Tuesday. The fatal blow to the prosecution’s case was a court-ordered DNA review that discredited crucial genetic evidence used to convict Knox and Sollecito in 2009. They
were sentenced to 26 and 25 years, respectively. While waves of relief swept through the defendants’ benches in the courtroom, members of the Kercher family, who flew in for the verdict, appeared dazed and perplexed.
Angelina Jolie considers new role with UN agency GENEVA (AP) — Angelina Jolie says she’s considering taking on a new and expanded role with the U.N. refugee agency for which she already serves as goodwill ambassador. The actress told reporters Tuesday that she and the agency are still studying their options and working out the details, but haven’t settled on anything because they want to get it right. Jolie stopped by the U.N.’s European headquarters to highlight the plight of refugees globally in an address to the agency’s executive committee. She called refugees “the most
vulnerable people in the world, and they are also the most resilient people.” On Monday, she was in Geneva to be recognised for her work and honour a Yemeni aid group, the Society for Humanitarian Solidarity, at an awards ceremony. Jolie first became personally aware of worldwide humanitarian crises while filming Lara Croft: Tomb Raider (2001) in Cambodia. She contacted the United Nations High Commissioner for Refugees (UNHCR) for information on international trouble spots. To learn more about the conditions
in these areas, Jolie began visiting refugee camps around the world. In February 2001, she went on her first field visit, an 18-day mission to Sierra Leone and Tanzania. She later expressed her shock at what she had witnessed.
Truck bomb in Somalia kills 70 MOGADISHU, Somalia (AP) — Islamist militants detonated a truck bomb Tuesday in front of the education ministry in Somalia’s capital, killing at least 70 people and wounding dozens, a rescue official said. Among the dead were students and parents. It was the biggest attack in Somalia’s capital since the al-Qaida-linked group known as al-Shabab withdrew most of its forces in August amid an offensive by African Union forces and as a famine gripped much of the country. It was former British Prime Minister Tony Blair who said during his general election campaign that his government’s passion would be: “education, education, education.” It was a simple formula. Ensure the schooling is right and the rest will follow. Simple to a point, but difficult to execute. Blair won that election, but many will say he didn’t quite deliver on his promise. Sure, schools in the UK improved but 10 years after he made that pledge, the country still has obvious problems among its youth. In yesterday’s iNews we revealed how all five victims of the latest wave of gang-related murders had attended the Alternative Education Centre (AEC). Last month, Minister for Education Rolston Anglin admitted the AEC clearly wasn’t working and needed a complete overhaul. But it must be said that for a child to attend the centre then there has obviously been a failing in the schooling chain some way before. Boys only go there as a last resort. So what can we do to improve things beforehand? Sure, we have opportunities in Cayman. There’s a fabulous law school run in partnership with the UK’s joan.wilson@ieyenews.com

Liverpool University and our medical and veterinary learning centres are first class, but we cannot expect all children to aspire to those professions. We need more grass-roots schemes. Apprenticeships and government backed training courses in blue-collar professions. We need to teach courses in plumbing, electrical work, motor mechanics and joinery. All these professions do, and always will, provide jobs in the future. This week a team of police officers arrived from the UK to help. We are also seeking assistance from Canada’s legal profession to look at securing more convictions when criminal cases get to court. Both very worthy and important in maintaining a safe status quo in Cayman. But what about trying to solve the problem before? Why not seek help and advice from those directly involved in overseas education. Starting early and finding a way to nip things in the bud is crucial. Children need a purpose, guidance and a goal in life, but importantly they need three things more than anything else. They need education, education and education.

The problem of reducing crime Twelve years ago the prisoners at HM Prison Northward rioted. Part of the reason for this was that the prison was overcrowded. At the same time, draconian mandatory sentences were being advocated, which, of course, would occasion more overcrowding in the prison. It was inevitable that more prisoners had to be let out early to ease the overcrowding. However, our rate of recidivism would suggest the problem of reducing crime had not been solved. We must certainly be thankful for the strengthening of police capabilities in the current emergency. We must ardently hope that every recent crime involving murder, robbery and other kinds of violence will be

solved. But that is only the first element that is necessary. Solving the problem of who committed the crime needs to lead to solving the problem of reducing crime. The Mayor of London, Boris Johnson, has written recently about a scheme in South Dakota, U.S.A. in which a person convicted of a drink-related violent offence may stay out of prison if he stays off drink. The individual is required to take a breath test twice a day. So a condition of his parole is that he must report twice a day to a police station and prove he has not been drinking; otherwise he is arrested and locked up. In addition the (relatively low) cost of the breathalyser test is met by the offender. According to Boris
Johnson, in South Dakota they have had 16,000 people involved in the trial, and the system has been so efficient in preventing repeat offending that the prison population has come down by 14 percent. The mayor advocates the scheme be used in the UK. In Cayman’s case, should the scheme be used here, the testing, I suppose, should include testing for other drugs as well, since many offences here are drug-related. But in whatever way the idea may be tweaked, the important thing will be to ensure not only that the criminals are caught, but that crime, along with the prison population, is reduced. The Cayman Islands has been placed second in a world list of global financial crime and malpractice, according to a report published. The tax haven infrastructure that has enabled global financial crime and malpractice to flourish has barely been reformed, despite a pledge by the G20 leaders in 2009 to close it down, according to an index published by campaign group the Tax Justice Network. Switzerland, the Cayman Islands, Luxembourg, Hong Kong and the US are placed among the top of the league as the most aggressive in providing secrecy in the latest financial secrecy index. The UK, with the City of London and a network of overseas tax haven territories and dependencies including Jersey, Bermuda, the British Virgin Islands and the Caymans, also features prominently in the index’s dirty dozen of top offenders. The UK Treasury said it did not recognise the picture presented in the index, adding that the UK government had demonstrated a clear commitment to tackling all forms of tax avoidance and evasion. TJN says there has been little real progress. It claims the role in the Greek debt crisis of endemic tax evasion through offshore centres is being downplayed because the big powers in the G20 – the US, the UK, and Germany – are also key beneficiaries of tax havens, as the index shows. TJN director John Christensen said secrecy jurisdictions not only facilitated widespread tax evasion by individuals, but “have become a central feature of global financial markets, creating the environment for fraud, avoidance of financial regulations, market manipulation, and money laundering”. The financial secrecy index is compiled from data collected by the OECD and IMF on flows of finance through individual offshore centres and on the extent to which jurisdictions cooperate with tax authorities in other countries. TJN also surveyed finance ministries directly about their tax agreements and disclosure rules to draw up secrecy scores. These were then weighted for the share each territory has of global offshore financial services to produce a ranking of most problematic havens. Switzerland is ranked first and Cayman Islands is placed second. “It facilitates a huge number of opaque offshore companies and trusts which can be used to hide all manner of illegitimate activities,” according to the index.
A spokeswoman for the Cayman Islands’ Financial Secretariat said the territory had taken an increasingly significant role in global transparency efforts in the last 10 years. She argued there were no secrecy provisions in the islands’ jurisdiction that prevent information being obtained by the tax information authority which assists in international tax matters Luxembourg is accused by the TJN of being the “death star” superweapon in the world of tax havens because of its aggressive defence of financial secrecy and its resistance to EU efforts to close tax loopholes. It wins its place thanks to the sheer size and range of financial and secrecy services it provides, accounting for 13% of global offshore financial services, compared with Switzerland, 6%, and Cayman, 4%. The UK mainland has 20% and the US 21% of offshore services. The Luxembourg Bankers’ Association dismissed the index as “yet another pseudo-scientific compilation of random data for the most part wrong or deliberately misused to reach a pre-determined conclusion”. Hong Kong, placed at number four, is said to be one of the fastest growing secrecy jurisdictions, thanks to Chinese economic growth and China’s elites using the territory to evade tax.

Dream is over for Virgin Galactic space tourist LOS ANGELES (AP) — Venture capitalist Alan Walton has trekked to the North Pole, climbed Mount Kilimanjaro and skydived over Mount Everest. A hop into space to enjoy a few minutes of weightlessness would have been the ultimate adventure. After waiting seven years to fly aboard Sir Richard Branson’s Virgin Galactic spaceline, Walton gave up on the dream and asked for a $200,000 ticket refund on his 75th birthday this past spring. Walton, who was among the first 100 customers to sign up, is not as spry as he used to be, and he’s concerned about the project delays. “This was a decision I wish I didn’t have to make,” he said recently. But “it was time.” Promises of space travel for the masses reached a euphoric pitch in 2004 when the experimental SpaceShipOne air-launched over the Mojave Desert and became the first privately financed, manned spacecraft to dash into space. It won the $10 million Ansari X Prize on Oct. 4, 2004, for accomplishing the feat twice in two weeks. The flights were hailed by space enthusiasts as a leap toward opening the final frontier to civilians. Virgin Galactic, which licensed the SpaceShipOne technology, began taking reservations before a commercial version was even built. Branson predicted back then that the maiden passenger flight would take off in 2007. Other private rocketeers hunkered down in their hangars and sketched out designs to compete with Virgin Galactic. Soon a cottage industry rose. While there’s been progress made — most are in the testing stage — there’s still no launch date. “It’s tough,” said Erika Wagner of the X Prize Foundation, which sponsored the 2004 contest. “We’ve seen slower progress than a lot of people would have liked.” Human spaceflight so far has been restricted to governments and a handful of wealthy thrill-seekers who have plunked down millions of dollars to hitch rides aboard Russian rockets to the International Space Station,

which circles the Earth 250 miles high. Instead of flying all the way to orbit, current space tourism efforts are focused on suborbital trips using vehicles designed to rocket up to the edge of space then immediately descend rather than circle the Earth. Virgin Galactic promises flights to altitudes of at least 62 miles with a few minutes of weightlessness. Cost per head ranges from $100,000 to $200,000 — far cheaper than the trips to orbit but still pricey. Besides Virgin Galactic, other players include XCOR Aerospace headed by rocketeer Jeff Greason; Armadillo Aerospace founded by computer game programmer John Carmack; and Blue Origin headed by Amazon.com chief executive Jeff Bezos. The companies are privately held and do not answer to shareholders. As a result, details about progress are hard to come by. Scaled Composites, which designed SpaceShipOne and is
building a passenger version for Virgin Galactic, is publicity-shy, but posts results of test flights on its website. Blue Origin is the most tightlipped. The company didn’t disclose a recent accident until a week after it happened. Even now, details about what failed during the test flight are sketchy. Except for Blue Origin, the space tourism players are separate from those vying to build space taxis to the International Space Station under a NASA contract. UCCI Observatory is reaching for the stars ‘Reach for the Stars’, the Observatory Project at UCCI to build an astronomical telescope, is progressing rapidly. Construction began this month on the new UCCI Observatory on campus. One half of the building will be a classroom and the other will house a 12.5” fully computerised reflector telescope. In order for the telescope to operate correctly it needs to be accurately orientated. To enable this, Evans & Associates, Licensed Land Surveyors, were employed to define a True North South line on the concrete slab where the telescope will sit. Chris Evans, Principal of Evans & Associates said, “I have always been interested in astronomy and handground a telescope mirror when I was a teenager. I was therefore very happy to donate our services to this interesting and important project. I look forward to visiting the observatory when it is completed.” This is yet another generous corporate contribution to the Observatory project.

Dengue Case Confirmed As a regional outbreak persists, public health officials have confirmed a local case of dengue fever most probably imported from the Bahamas by a returning resident. This is the first dengue case reported in the Cayman Islands for 2011. Last year saw a total of 7 confirmed cases (two imported and five with no travel history). In 2008 and 2009 there were only 2 imported cases each year. So far this year, Caribbean countries have reported 47 confirmed dengue fever cases, with the Bahamas and Aruba having especially high incidence rates, according to Pan American Health Organisation (PAHO) statistics. More than 1000 cases with dengue like symptoms were reported in the Bahamas. “With the current rash of cases in the region, medical personnel are on high alert to look for any local cases,” Medical Officer of Health Dr. Kiran Kumar said. to blog visit www.ieyenews.com
In this regard, the Public Health Department has already issued a travel advisory two weeks ago as part of its heightened surveillance for local presence of the disease. “While dengue fever is not endemic to the Cayman Islands, as there is no sustained transmission of the disease, it is always wise to avoid mosquito bites by covering up at sunrise and sunset when the dengue carrier, the aedes aegyptii mosquito is the most active,” noted Dr. Kumar. “While we need to be alert, and take preventative measures, we need not be alarmed of one case. For aedes mosquito to transmit dengue, they must bite infected persons, otherwise they can’t” he emphasised. He also reminded the public that they can help reduce the aedes aegyptii population locally, by clearing yards of containers that can hold water, as these are favourite breeding sites. Ghett Out stirs Lion Centre into frenzy

Nothing could prepare first time viewers for Ghett Out. The Lion Centre audience screamed wildly, gyrated, laughed and waved at the very first sight of Keith Ramsey also known as “Shebada”. Dressed up in old, raggedy, boxer-like, short trousers, a tight fitting, green T-shirt and a woman’s headband. The bare footed Shebada stepped out, igniting a screaming frenzy. The signature pose of Keith Ramsey, which mimics a feisty, contentious and pompous ghetto girl, was the first sign of drama. The extent of the frenzy became far more unfathomable when the controversial entertainer started talking feistily in Jamaican patois. Ghett Out, written by Michael Denton and directed by B.L. Allen, provides an entertaining depiction of everyday life in the impoverished communities of Kingston, Jamaica. The roots play tactfully deconstructs the principles and philosophies of some inner

city people’s survival instincts, humourously creating questions and answers on the mentality of ghetto living. The eclectic blend of Jamaica’s colourful social scenarios are tastefully selected and orderly sequenced throughout. Maud, a character in the play, struggles desperately to acclimatise to the increasingly colourful and seemingly indigestible ways of ghetto life, after she was reduced by poverty from living uptown to downtown. Maud’s husband, played by actor, Orville Hall, returns to his wife after a mysterious overstay in the United States. He discovers that in his absence she had found ways to satisfy her carnal desires. In her desperation to find a confidant, Maud confessed her sexual exploits to the scandalous Shebada. The play includes a combination of poverty, politics, violence, propaganda, domestic issues, religious conflict, prostitution, corruption, survival and resilience and “All Out Mix Up.”
Cast members Maxwell Grant, Stacey-Ann Brissett, Luke Ellington, Abigail Grant, Junior Williams and Orville Hall were also well received. Despite the immensity of the turmoil and the emotional deflation of hard life depicted in the play, Ghett Out’s silver lining is its sustained concentration of humor. Despite the complexity and seriousness of the issues tackled in Ghett Out the rip roaring humour prevails particularly when Shebada graces the stage.

In a celebration of cultural diversity Cayman National held its second Cultural Day event. The Cayman National Cultural Day is a biennial event and is marked as a time to celebrate and represent the individual cultures and nationalities of our staff within the Cayman National family. The event was held at the Lions Centre with approximately 200 employees and family members in attendance. Many cultural dishes were prepared for a diverse food tasting from the different nationalities. Kids enjoyed bouncing castles and face painting, which were incorporated to keep them entertained. Chips: 3 lg. unripe (green) plantains 1 cup Canola oil 1 cup extra virgin olive oil Salt and black pepper to taste
1. Trim off ends of plantains, and cut 4 vertical slits in skin of each (do not cut into fruit). 2. Microwave for 1 minute at 50% power, then pull off peel; cut diagonally into slices. 3. Pour both oils into a 3” to 4” deep frying pan; bring to Medium-High heat. 4. Working in batches, add plantain to the pan, and cook until golden brown, turning occasionally, for about 4 minutes. 5. Using a slotted spoon, transfer to paper towels; sprinkle with salt and pepper. 6. Cool slightly. Serve with warm cilantro dipping sauce.

• Don’t skip meals, cut the starchy carbs and have plenty of fruits and vegetables. • Don’t wait to be thirsty to drink plenty of water. • Avoid adding salt or sugar. • Eat smaller portions more often to increase your metabolism and keep your level of energy high. • Breakfast - Skip the toast, muffins or pancakes and make your own
oatmeal with low fat milk; for better taste add raisins, papaya, cinnamon and occasionally banana or dates. Have 2-4 egg whites boiled or omelette and use black pepper and dill for taste instead of salt. • Lunch and dinner - A great lowcarb option is a salad or veggies with lean meat, like chicken or turkey breast alternating with lean fish like tilapia or sole. While making a salad use spinach instead
of lettuce and add any veggies like peppers, tomatoes, scallions, cabbage. Instead of creamy dressings, use a tea spoon of extra virgin olive oil and balsamic vinegar. Opt for good starchy carbs like a medium baked potato or small sweet potato, low fat pita bread or a cup of brown rice. Other veggies with great nutritional value are broccoli, green beans, zucchini. Of what are you thinking?” Miss Lois put on the shawl; and then, when they had reached the gate, “Run back, Rast,” she said; “I have left my knitting.” “Here it is,” said the priest, promptly producing it. “I saw it on the table, and took charge of it.” Miss Lois was very much obliged; but she was sure she heard some one calling. Perhaps it was Anne. If Rast— “Only a night-bird,” said Père Michaux, walking on. He left Miss Lois at the church- house; and then, linking his arm again in Rast’s, accompanied him to his lodgings. “I am going to give you a parting present,” he said—”a watch, the one I am wearing now. Kayaking: A fun way to enjoy Cayman’s crystal waters

A kayak is a small boat that traditionally has a covered deck and one or more cockpits. Sometimes a skirt or spraydeck covers the cockpit so as to prevent entry by water caused by waves or spray. It also makes it possible to roll the kayak – to capsize and right it – without any water filling the boat or throwing out the passenger. Some modern kayaks have modified the traditional design in various ways, such as: eliminating the cockpit by seating the paddler on top of the boat (“sit-on-top” kayaks); having inflated air chambers surrounding the boat; and replacing paddles with other propulsion methods, such as foot-powered “flippers”. Kayaking is using a kayak for moving across water. Our Publisher, Joan Wilson, at the sprightly age of 77, goes kayaking. She used to have one in her backyard until Hurricane Ivan took off in it and disappeared forever. It is fun, even for a beginner like me. The only equipment you need apart from the kayak is an approved lifejacket and a quality double bladed paddle. First, you will want to learn a forward stroke - the paddle stroke used to propel the kayak in a straight, forward motion. Begin this stroke while sitting correctly in your kayak. Lean forward just a little, holding the paddle firmly with both hands. Keep your left elbow bent with that hand level with your chin as you extend your right arm completely, placing the right paddle blade into the water. The blade should enter the water slightly in front of your body, near the position of your feet. Use your entire body as you paddle, rotating your upper body with the movement of the paddle blades. to the boat. Stop the blade once it reaches your hip and quickly pull it out of the water. At the same time, you will need to reposition the paddle so the left blade is ready to enter the water. Now, you will want to bend your right arm while fully extending your left arm and repeat the same process. The reverse stroke is used to move your kayak backwards and is very similar to the forward stroke, only reversed. Begin the reverse stroke on your right side, placing the right paddle blade in the water at your hip. Keeping your left arm straight and your left hand near the centre of the deck, bend your right arm and push the paddle forward. Move the blade in the direction you are moving, extending your right arm as you bend the left, and ending the stroke when the blade reaches your feet. You will then take the right blade out of the water as you reposition your paddle, continuing the same process on the left side.
There are a few different paddling strokes that can be used to steer your kayak, but most kayakers find that the bow sweep helps keep the boat stable as it turns. To make a left turn using the bow sweep, you will want to straighten your right arm while turning your body slightly to the left, keeping your left arm bent. Begin to move your body to the right as you propel the blade through the water in an arc away from the boat. At the same time, straighten your left arm and bend the right, stopping the stroke near your hip. This paddling stroke will turn your kayak quickly, without loosing speed, and will usually keep the kayak stable. When you get really proficient you can take your kayak on vacation and go ‘whitewater kayaking’. You just take your kayak down rapids, weirs and waterfalls. Supposedly this is exciting – I can describe it as terrifying. We practice ocean kayaking in our lovely waters and it is best to use the shorter of the paddles available.

Osteoporosis treatment - PART 3
Continuing our article on Osteoporosis. Please see Part 1 Diagnosis from 30 September and Part 2 prevention from 1-3 October
of breast cancer, stroke, and blood clots. However, some postmenopausal women continue to use estrogen, including women with persistent menopausal symptoms and those who cannot tolerate other types of osteoporosis treatment.
TREATMENT OSTEOPOROSIS TREATMENT— Who needs treatment with a medication? — People with the highest risk of fracture are the ones most likely to benefit from drug therapy. In the United States, the National Osteoporosis Foundation (NOF) recommends use of a medication to treat postmenopausal women (and men ≥50 years) with a history of hip or vertebral fracture or with osteoporosis (T-score ≤-2.5). In addition, the NOF recommends drug therapy for people who have osteopenia (T-score between -1.0 and -2.5) as well as one of the following risk factors: High risk of bone loss from longterm use of prednisone or another glucocorticoid High risk of future fracture based upon previous history of fracture with minimal force (eg, fall from standing height) Estimated 10-year risk of hip or osteoporosis-related fracture ≥3 or ≥20 percent, respectively The 10-year risk of hip and osteoporotic fractures can be calculated using the World Health Organization FRAX calculator. However, some people who do not meet these criteria will benefit from a medication to treat osteoporosis or osteopenia. The final decision about use of a medication should be shared between the patient and healthcare provider. Bisphosphonates — Bisphosphonate are medications that slow the breakdown and removal of bone (ie, resorption). They are widely used for the prevention and treatment of osteoporosis. These drugs need to be taken first thing in the morning on an empty stomach with a full 8 oz glass of plain (not sparkling) water. Patients should remain upright (sitting or standing)

Calcitonin — Calcitonin is a hormone produced by the thyroid gland that, together with parathyroid hormone, helps to regulate calcium concentrations in the body. Synthetic calcitonin is sometimes recommended as a treatment for osteoporosis. Calcitonin may be administered via nasal spray or injection (subcutaneous salmon calcitonin). for at least 30 minutes after taking any oral bisphosphonate to minimize the risk of reflux. “Estrogen-like” medications — Certain medications, known as selective estrogen receptor modulators (SERMs) produce some estrogen-like effects in the bone. These medications provide protection against postmenopausal bone loss. In addition, SERMs decrease the risk of breast cancer in women who are at high risk. Currently available SERMs include raloxifene (Evista®) and tamoxifen. These medications may be less effective in preventing bone loss than bisphosphonates or estrogen. SERMs are not recommended for premenopausal women. Estrogen/progestin therapy — In the past, estrogen or estrogenprogestin therapy was considered the best way to prevent postmenopausal osteoporosis and was often used for treatment. Data from the Women’s Health Initiative (WHI), a large clinical trial, found that combined estrogenprogestin treatment reduced hip and vertebral fracture risk by 34 percent. A similar reduction in fracture risk was seen in women who took estrogen alone. Estrogen had the additional advantage of controlling menopausal symptoms. However, the WHI found that estrogen plus progestin does not reduce the risk of coronary artery disease, and slightly increases the risk
Parathyroid hormone (PTH) — PTH is produced by the parathyroid glands and stimulates both bone resorption and new bone formation. Intermittent administration stimulates formation more than resorption. Clinical trials suggest that PTH therapy is effective in both the prevention and treatment of osteoporosis in postmenopausal women and in men. A PTH preparation called Forteo®, given by daily injection, is approved for the treatment of severe osteoporosis for two years. Denosumab — Denosumab (Prolia®) is an antibody directed against a factor (RANKL) involved in the formation of cells that break down bone. Denosumab improves bone mineral density and reduces fracture in postmenopausal women with osteoporosis. It is administered as an injection under the skin once every six months. Because it is a new drug, denosumab is usually reserved for patients who are intolerant of or unresponsive to other therapies. MONITORING RESPONSE TO TREATMENT — Testing may be recommended to monitor a person’s response to osteoporosis therapy. This may include measurement of bone mineral density (DXA scan) or laboratory tests that indicate bone turnover (ie, rate of new bone formation and breakdown). to blog visit www.ieyenews.com

SURVIVOR STORIES: PART 2 HPV – De-stigmatizing Prevention Continued from 4 October Six years later Lisa remains as committed to her own sexual health as she was when she was 16. She continues to have a pap smear done every six months and asks specifically to be checked for abnormal cells. She’s also taking advantage of the advancements being made as far as the HPV vaccine is concerned: “The vaccine has just been approved for boys and men, so I’m sending my boyfriend to get vaccinated,” she declares. There is still no HPV testing for men, which means that male partners who have the virus may be spreading it to their female companions without knowing that they are infected. According to the National Cervical Cancer Coalition, some doctors think HPV is almost as common as the common cold virus. While it may be an unfair burden for women to bear, it is a reality and at the end of the day taking good care of oneself should be the most important priority in each girl’s life- no matter how difficult that may be for parents and other adults to accept. “I really want girls to be more open minded to the vaccine, and I want mothers specially to be more open minded to it. Mothers think that, because they try to talk their girls out of having sex by not putting them on the pill or by not letting them have access to condoms they are preventing something from actually happening, but what they don’t know is that these things are going to happen regardless. Especially since sex is one of the main reasons that girls actually get HPV. So honestly, mothers, above all others, should be more open minded about getting their girls vaccinated and using condoms.” Most people who have ever experienced intimate sexual contact with another person will have been exposed to this virus and will have had an “active” HPV infection at some point in their lives. For most people, the body’s immune system kicks into action and the infection is eliminated from the body often without the infected person ever knowing they had the virus. In a few people, sometimes because their immune system is otherwise compromised, the virus persists and remains. It is in persons with persistent HPV infections that cancer can develop, often 10 – 20 years after the initial infection. How do I know if I have HPV? As HPV is usually asymptomatic, most people will never know they have it. If the HPV does not go away on its own, it can cause changes in the cervix cells which will usually show up on your Pap test. If you have the strain of the virus that causes genital warts you or someone else may notice small, flat or rounded bumps on, around or inside your sex organs. to blog visit www.ieyenews.com
What are the risk factors for HPV? • Early onset of sexual activity • Having multiple sexual partners over the course of your lifetime • Having partners who have had multiple partners over their lifetime. Women can substantially lower their risk of exposure to HPV by abstaining from initial sexual contact for as long as possible and remaining in a monogamous relationship. Additionally, avoiding tobacco products will reduce the likelihood that an HPV infection will develop into cancer. Women can also lower their risk by having a Pap smear on a regular basis – at least once every two years to three years (or more frequently if recommended by a doctor) and getting vaccinated. What is the HPV vaccine? There are over 100 strains of HPV. The two vaccines (Gardasil and Cervarix) are designed to protect against the two types of HPV that can cause 70% of the cases of cervical cancer. They do not protect you against all other types, so you will still need to have a Pap test every two years from whenever you become sexually active or turn 21. Your doctor will let you know if you need to have more frequent Pap smears. Gardasil also offers protection against the two strains of HPV that cause 90% of all cases of genital warts. Neither vaccine offers protection against other sexually transmitted infections. Who should get the vaccine? Gardasil is approved for use in females and males between the ages of 9 and 26. Cervarix is approved for girls and women between the ages of 10 and 25. To get the full protection offered by the vaccines it should be administered before one engages in any intimate sexual contact. What if I have already experienced intimate sexual contact? If you have already had sexual contact you may have been exposed to one of the four strains of the virus that the vaccine protects against. Therefore you may not have the full protective benefit of the vaccine. However, it is recommended that if you are 26 years of age or younger, you should still take the Gardasil vaccine as it is unlikely that you will have been infected with all four strains of the virus that the vaccine offers protection against and so will still have some protection. How is the vaccine given? You will need three injections over a period of six

You will receive the 2nd injection two months after the first one and the 3rd injection six months after the first one. It is important that the doctor or nurse giving you the injection know about any allergies or medical conditions you may suffer from.

THE SALT BATH: You must do this at least every day or twice a day if possible. THE SALT BATH ingredients are 4 Cups of Dead Sea salt (Normal sea salt will do but is not as effective) and 4 Cups of Epsom salt. Dead Sea salt contains minerals and naturally occurring chemicals and Epsom salt expels toxins out of your body. Fill your bathtub with the mixtures and lukewarm water and soak yourself inside for about 20-30 minutes. If you can, sink yourself totally into the water and hold your breath for as long as you can, closing your eyes tightly shut. Later RINSE YOURSELF WITH COOL WATER. If you don’t have access to a bathtub, mix well 3 tablespoons of Dead Sea salt and Epsom salt with 1 tablespoon of warm water (not too watery) and a few drops of tea tree oil in a bowl. Then lay down and apply the mixture on your face, neck or back. Avoid broken skin areas, rinse with cool water after 20-30 minutes. This method is not as powerful as soaking yourself in the salt water, though. Also, go for a swim in our beautiful warm sea a few times a week.

Members of the public are invited to attend this informative session. The Cancer Society will issue free pap screening vouchers to women who qualify.

Comets beat Lynx, 73-57 in the girls’ under-19 basketball league match on Saturday at the CIBA court off Eastern Avenue. Comets’ Chloe Powery was one of the stars of the match, scoring 33 points 11 rebounds, but Lynx’s Hanna Parchment put in a great performance too, scoring 31 points with four steals. The four under-19 girls teams in the annual basketball league Lynx, Comets, Monarchs, and Spark are just over two weeks into their season. The girls meet every Saturday at the CIBA court, Eastern Avenue to play two matches, one starting at 5.pm and the other one at 6.30pm.

Comets’ coach, Kadane Hall said: “Each team plays each other three times, then everybody goes to the playoffs, and everybody goes through to the semi finals because its only four teams. In keeping with CIBA objectives to develop young Cayman basketball talent, a brand new basketball academy for 7-16 year olds has just been opened by the Association at the First Baptist Church on Saturday mornings. Kids are divided into three groups, 7-9 year olds, 10-12 year olds, and 13-16 year olds. “So far we have 42 kids registered for the academy. We think it’s important to have kids involved in organised basketball at an early age because then they have a better understanding of the game when they grow up,” Mr. O’ Garro said. Historically, the Opening Rally has been highly entertaining and very competitive with 14 schools participating this year including defending Rally champions Cayman Prep, runners-up George Town Primary and third-placed St. Ignatius Prep. Other schools competing include Sir John A. Cumber Primary, Red Bay Primary, Savannah Primary, Prospect Primary, Bodden Town Primary, NorthEast Schools (a combination of North Side Primary and East End Primary), Truth For Youth, Cayman International School, Triple C, Grace Academy and Cayman Brac. Cayman Brac rejoins the Primary Football League this year after a lengthy spell on the sidelines. The PFL Committee is very pleased to welcome the boys from the Brac into this year’s competition. The Opening Rally is a fast-paced, highly intense tournament with games being a short 15 minutes per half with no off sides. Games must end with a winner. If games are tied at
the end of the 30 minutes, penalties will decide the victor. The first round of play is the group stage with schools being split into three groups of four and one group of three. Schools play each other once in their respective groups with the top two teams from each group advancing to the second round – the knockout stage. From here, the semi finalists are decided with the winners advancing to the finals and the losers playing for third and fourth place. The PFL Committee encourages fans of “the powerful game” and youth sports in general to make their way to the T.E. McField Sports Field (Annex Field) this Saturday and support our young athletes. It’s guaranteed to be entertaining and the most fun you’ll have all day. “Hawaii is the birthplace of surfing,” Gov. Neil Abercrombie said. “From Duke Kahanamoku to the thousands of residents and visitors who surf both recreationally and competitively, the sport is rooted in our culture and way of life.” Abercrombie’s comments come as Hawaii prepares to become the first state in the nation to make surfing an official high school sport, joining the likes of football, basketball, volleyball and swimming, starting as early as spring 2013. “It’s quite clear, when you think of Hawaii, you think of surfing,” said Abercrombie, with Waikiki beach behind him. The news conference was held near the statue of Kahanamoku, an island icon and Olympic gold medal swimmer known as the father of modern surfing. The Aloha State is known for its world-class surf breaks and competitions. It is home to many pro surfers and has produced several world champions including Hawaii’s Carissa Moore, who this summer became the youngest world champion at 18. “I think it’s awesome, and it will open doors for kids,” said Moore, who welcomed the announcement.

Cayman’s representatives in the World Boxing Championships both suffered cruel defeats that spelt the end of their tournament. For Kendall Ebanks and Dariel Ebanks it was the end of the road after they both lost tight bouts in Azerbaijan. Dariel had a tough fight when he faced the number seven boxer in the world, Elshod Rasulov of Uzbekistan. It was a close call but in the end Dariel lost after a points decision. He said on Facebook: “The fight did not go my way; lost on points to the number seven guy in the world. I did my best but I’m good.” Kendall also suffered a points loss to Mahdi Fleece of Morocco. Speaking after the fight he said: “The fight didn’t go how I wanted it to go. “I didn’t lose because I didn’t get the training or the sparring or I was tired. Being here helped me realise what happened, why I lost.” Kendall, of West Bay, had been in the former Soviet Union country two weeks before the games to receive personal training ahead of the tournament. But despite the defeat, he says he’s confident he will bounce back and learn from his experience. “I know what I need to do to become a better fighter,” Kendall added. “When I get back to the Cayman Islands I’m going to pick up where I left off. This is not the end. “I’m not down on myself and I don’t want any of you to be down about my loss because this loss was a great eye opener for me.” Kendall also said he was grateful for the love and support he has received from friends in his home country. He added: “I’m thankful for the love and support you all have given me during my run in World Championships.”
