A circle of nearly a dozen dive boats and other small vessels marked the first anniversary of the sinking of the Kittiwake, a designer dive-site off the coast of West Bay. The parade, which was organised by the Department of Tourism (DOT) and Cayman Islands Tourism Association (CITA), was completed with the 3-canon salute from the Jolly Roger pirate ship, after which many divers and snorkellers jumped into the sea, to see what they

We had hoped that probably ten thousand divers and snorkelers would experience the Kittiwake, but 11 thousand divers and 9 thousand snorkelers –over 20 thousand people altogether, have been on the Kittiwake in the past year. “The Kittiwake is one of the top 12 wrecks of the world according to Scuba

Diving Magazine. I’ve dived her and its very exciting. She’s so long, and has five floors so you can spend quite a bit of time on the Kittiwake, it’s a fabulous dive. “The Kittiwake saved other people in boats and submarines,” Ms van der Bol continued. “She used to be a saver of divers, and there are decompression chambers on the Kittiwake. You can go into the bathrooms, and the glass mirrors are there, and you can see yourself diving. “And the fish love it. When I went diving there was a big grouper staring at himself in the mirror.”

We will start the medical school by the end of this year and take 100 students to start.” He said the school would “start in a local institution, somewhere else, just to get us going quicker, within the next school year,” while construction on the Shetty school would be during “the next two years to three years.” Both Mr Thompson and Dr Shetty declined to name the “local institution”, but did not deny it would be St Matthews University School of Medicine. Dr Shetty, who left yesterday morning after his Tuesday arrival, said the school would train doctors, nurses and technicians, guaranteeing employment and enabling Cayman to build an indigenous healthcare industry. “In the last seven years in the US,” he said, referring to a nationwide --and global -- recession, “medicine is the only industry to have created jobs, between three million and four million. “No country should have to depend on foreigners, but should be to blog visit www.ieyenews.com

able to support its own healthcare.” The project, he said, “will drive the local, the Caribbean and the world economy. Doctors, nurses and technicians will always have jobs. The best gift you can give is training in medical services.” The new hospital would eliminate the need for airlifts to Miami, Dr Shetty said, pointing to “two or three every day, and sometimes as many as seven, and you have to look at the costs, the inconvenience and the risks”. Narayana would enable ”every man, woman and child to undergo major surgery without having to sell their assets”, providing affordable medical care to people throughout Cayman, the Caribbean and even North America. Mr Thompson reviewed the East End land acquisition from landowner and entrepreneur Joe Imparato, who holds more than 600 acres at the site. In partnership with the Shetty project, he was likely to develop a range of ancillary facilities in the area, he said. Surveys of the 200-acre Narayana portion of High Rock had already started, pending planning application for subdivision of the site. “We are moving ahead aggressively with figuring out the planning,” Mr Thompson said.

“The first application will be for ‘parcelisation’, then it should be sometime in May for the 140-bed hospital.” Already, government has changed three laws – regarding medical qualifications, import duties and malpractice insurance -- to enable the hispital, leaving only the issue of tissue transplants. In the autumn, Minister for Health Mark Scotland had promised to complete both the legal changes and the regulations supporting the laws. Mr Thompson acknowledged yesterday that the timing had slipped, but was enthusiastic about progress. “It’s all just about complete now,” he said. “We had a number of meetings and we are comfortable to proceed now”. Government “had been very cooperative to enable us to move ahead,” and was likely to finish “in the first part of the year”. Dr Shetty acknowledged that legislative changes were difficult, but, compared to other governments, he said, The Cayman Islands government works very fast. “We have met all the officials and it’s been a real joy working with the Cayman Islands government. “Our intention is to change the rules of the game. We want to build a centre of excellence, and people will come not because it is cheap, but because it is the best,” he said.

VATICAN CITY (AP) — Pope Benedict XVI named 22 new cardinals Friday, including prelates in such key posts as New York and Hong Kong and a large group of Italians holding major Vatican positions. Cardinals are the pope’s top advisers, the elite group of churchmen who will eventually elect Benedict’s successor. Of the 22, 18 are under the age of 80 — raising to 125 the number of cardinals eligible to vote in the next papal conclave. Cardinals over 80 are not allowed to vote on the next pope. Other new cardinals come from Berlin, Prague, Toronto and Florence, Italy. The Vatican officials include a Brazilian prelate who heads the office for Consecrated Life. Simpson Miller sworn in 2nd time as Jamaica PM

KINGSTON, Jamaica (AP) — Portia Simpson Miller was sworn in for the second time as Jamaica’s prime minister Thursday, pledging to ease its deep poverty, boost the sputtering economy, heal political divisions and sever colonial-era links with Britain. Cayman Premier McKeeva Bush was present at Thursday’s ceremony. Simpson Miller, whose 1½-yearlong first stint in office ended in 2007, took the oath of office before roughly 10,000 guests on the grounds of the rambling, colonial-style mansion that is the official residence of the governor-general. The 66-year-old politician scored a dramatic victory in last week’s national elections, leading her slightly leftleaning People’s National Party to a 2-to-1 margin in Parliament over the center-right Jamaica Labor Party. Her opposition faction won a dominating 42 seats in the 63-seat legislature, leaving the incumbent party with 21. The plainspoken, charismatic Simpson Miller, this Caribbean island’s first female prime minister, takes over from Andrew Holness, a 39-year-old Labor lawmaker who was leader for just over two months. “After being tested and tempered, I stand before you today a stronger and better person prepared to be of service to my country and people,” Simpson Miller said at the start of a spirited 45-minute speech. She said this will “end judicial surveillance from London.” She vowed her government will “ease the burdens and the pressues of increasing poverty, joblessness and deteriorating standards of living” while also pursuing a tight fiscal policy and forging strong partnerships with the private sector and international partners such as the International Monetary Fund. “My administration will work tirelessly that while we try to balance the books we balance people’s lives as well,” Simpson Miller said. Jamaica is a cash-strapped island with a punishing debt of roughly $18.6 billion, or 130 percent of gross domestic product. In the short- and medium-term, the prime minister said her administration will use “state resources” to stimulate jobs through the Jamaica Emergency Employment Program, a centerpiece of her party’s campaign manifesto. Her People’s National Party said

it will try to renegotiate roughly 25 percent of a troubled $400 million road program financed by China in order to transfer some of the money to the emergency employment program as a way to kickstart the economy. Winter a tough time for Florida tropical fish farmers LAKELAND, Fla. (AP) — It’s a tense time at Imperial Tropicals, one of central Florida’s largest ornamental fish farms. It will be days, if not weeks, before farmer Fran Drawdy discovers how the recent cold snap will affect her fish. Her millions of platies, mollies and guppies in outdoor ponds could die quickly from the drastic temperature change — it went from 80 degrees on Christmas to 20 degrees two weeks later — or they could fall sick and linger from stress or a fungus. Almost all the nation’s domesticallyraised tropical and ornamental

fish come from Florida, and when cold weather strikes the results can be devastating. “We have tremendous challenges with the cold,” said Drawdy, who has owned the central Florida farm with her family for 40 years. “Our prayer was that we wouldn’t face that this year. We were just really starting to recover.” Drawdy is referring to 2010, when many Florida ornamental fish farmers lost between 80 and 100 percent of their stock. That year, temperatures stayed below 50 for 11 days straight in January and then another cold snap in December struck the area.

“The last three winters in a row it seems like we have been just clobbered,” said David Boozer, executive director of the Florida Tropical Fish Farms Association, a group that counts 231 farmers as members.

Philippines to shut some mines after landslide MANILA, Philippines (AP) — The Philippine government on Friday ordered the shutdown of gold-mining tunnels threatened by landslides in a southern town where a chunk of a mountain tumbled down on sleeping residents, killing at least 27 people. The landslide struck hours before dawn Thursday on a mountain dotted with mine shafts and crude shanties with corrugated metal roofs in Napnapan village in Compostela Valley province. It was the area’s second deadly landslide in a year — 20 people were killed in a neighboring village last April

— and prompted the environment secretary to call for curbing permits in the region’s small-scale goldmining industry. Authorities in Pantukan township, where Napnapan village is located, expect to complete a survey next week that will indicate where landslides are likely to happen. Mines that sit in the danger zone will be ordered shut, and the workers and their families living on the mountain will be relocated, said Interior Secretary Jesse Robredo. Robredo, who flew over the village in a military helicopter Friday, also ordered that gold ore processing be

moved from Napnapan village to the town center so that the miners’ families don’t have to live with them near the mines. “It will be more expensive, but it will be more safe,” he said. “I am sure there will be resistance — that’s why this will be enforced by the armed forces and the police.”

Utah officer died pursuing his dream OGDEN, Utah (AP) — A Utah police officer who died in a shootout that wounded five colleagues and the suspect had long-dreamed of a life in law enforcement, despite the risks of the job, family members said. Ogden officer Jared Francom (pictured) died early Thursday at a hospital, hours after he and a team of bulletproof vest-wearing officers rapped on the door of a small, redbrick Ogden house to serve a search warrant in a drug investigation. The Editor Speaks Business woes, Red Bay, East End and the fab five plus 1

I was not surprised to hear colin.wilson@ieyenews.com that local businesses and retailers were generally reporting a woeful Christmas and some believe that unless the economy picks up they may fold. However, I am convinced 2012 will see an upswing and the Government does seem to be trying very hard to get at least one of their major projects started. Whilst fully understanding worried people’s suspicions and quite justifiable concerns over everyone of them, we are at a time when we have to take the gamble. ‘A bird in the hand is worth two in the Bush’ (pun not intended) and if we delay much longer not one will take place. The Cayman Islands will be left way behind and we really will be just a small dot on the map and an insignificant one at that. We are in a recession and sometimes good intentions lets the bird fly away to another destination before everyone realises it is too late to bring him back. Some politicians and a lot of the general public shout for a balanced budget. That is impossible in a recession and trying to achieve that is self-defeating. A deficit has to increase during a recession because Government revenues decline. Government deficit spending to make up for the decline in investment spending reduces the fall in demand, and monetary policy that makes interest rates low and credit available encourages investment spending to resume. With just one of the major projects commencing it provides jobs and people will spend money. Come on everyone wake up to the reality of our situation. Having said this one area in our service industry really does need waking up. Manners in our service outlets is often just appalling. I have spoken on this subject before and there have been many blogs on the subject. Take this as an example. The other day my wife (Joan) had to go to a George Town fast food restaurant to get lunch for her grandchild who was at school in Red Bay. She was very explicit when she placed the order and it was busy. She was in a hurry and did not check what had been given to her. Yes, her mistake, too. She drives to Red Bay and upon handing

the lunch to her grandchild finds it is very wrong. The grandchild is distressed and gives the food away to some of her friends. Joan drives back and revisits the restaurant and complains. The manager says to her, “What do you expect me to do about it?” No apology, just rudeness. Talking of Red Bay, the local group of sea captains that are promoting the idea of developing the cruise berthing facilities in the South Sound-Red Bay area have taken up advice and have sent their proposals to the major cruise lines and the Florida Cruise Association. I am still not convinced bussing cruise passengers from Red Bay will produce the same revenues as a George Town berthing dock. I am basing this on facts from other destinations – the walk off straight to the shops and the transported ones to the shops. The former wins. Interestingly, Joan was going through a “1992 Cayman Islands Yearbook” and found this entry under June 1991: “Red Bay residents are ‘outraged’ by a proposed port facility that would make Cayman a cruise ship turnaround base.” What do they think of the Captains’ proposal now in 2012? It was nice to hear about a proposed major expansion to the Morritt’s timeshare and resort facility in East End. Morritts Tortuga Club and Moritt’s Grand Resort developers’ announced an anticpated investment of over US$70 million over the next 5 to 10 years. The developers anticipated starting construction on the first phase by June this year. The fab five in my heading are the ‘anonymous’ five members of a delegation that accompanied Premier McKeeva Bush who attended the swearing in ceremony in Jamaica of its new prime-minister Portia SimpsonMiller last Thursday (5). We have to date not received any details who the five are although we do know one of them is George Town MLA Ellio Solomon, although we understand he is there mainly for talks with China Harbour Engineering Company. It is nice to have a more upbeat editorial today with some positive announcements and I haven’t even mentioned the Shetty Hospital project. Watch this space.

Appointment of magistrate His Excellency the Governor, Duncan Taylor, CBE, is pleased to announce the appointment of Mrs. Kirsty-Ann Gunn as Cayman’s newest permanent Magistrate. Mrs. Gunn is currently employed as a Crown Counsel (Specialist) with the Government of Bermuda, a post she has held

since September 2010. She has been appointed on the advice of the Judicial and Legal Services Commission and will formally take up the post on 16 April 2012. This is the second time that the appointment of a Magistrate to the Summary Court has been made by the Governor following

advice from the Judicial and Legal Services Commission, established in the new Constitution introduced in November 2009. Prior to her current appointment in Bermuda, Mrs. Gunn served for a period of four and a half years as a Crown Counsel in the Cayman Islands.

Community coordinator says farewell CAYMAN ISLANDS (GIS) — After 26 years as a public servant, the time has come to say goodbye. Community Development Co-ordinator Zemrie Thompson, MBE announced her retirement from the Department of Children and Family Services (DCFS), effective 1 January 2012. Having worked with the Department of Immigration, the Department of Education and DCFS, the retiree paid her dues to Government and the people of the Cayman Islands. While many were asleep at night, Ms. Thompson spent hours brainstorming and creating programmes that would improve individuals and the communities they live in. In the past four years, Ms. Thompson headed various projects. In 2008, she created the SET For Life afterschool programme. SET -Socialising Education and Training -- aims to help children complete homework and enhance their learning abilities. The initiative also offers hands-on training for various vocational fields. During this time, she also formed computer classes for seniors, arranged private sponsorship for students who were in need of school supplies and lunch, and led the Second Chance Programme which aims to help troubled children turn their lives around. One of her joys has been working with elderly people. She is a member

of the Older Persons International Committee and began a Senior Retreat in 2002 which is now an annual event. Minister of Community Affairs, Gender and Housing, the Hon. Mike Adam, MBE, JP, said, “Ms. Thompson is an outstanding public servant who consistently provided an invaluable service to the people of the Cayman Islands”. Despite her work schedule, Ms. Thompson managed to find time to organize weddings, officiating as Minister and creating invitations and other decorations. She also helps out with Vocational Bible Studies at Agape Church and plays a role in community groups, particularly the Scranton community. She recently returned from a mission trip to Jamaica. Having first organized sponsorship, Ms. Thompson carried donations to the needy. The long serving Coordinator said, “Personal satisfaction and praise is not about the recognition and awards, it’s about the reward you get from helping others.” DCFS Acting Director Alicia (Jen) Dixon said, “I thank Ms. Thompson for her outstanding contribution to the department and to our community. Her years of tireless dedication and community leadership have made her the ideal example for others to follow. She is going to be deeply missed. We wish her all the best for the future!” Following retirement, Ms.

Thompson intends to continue to be a devoted mother, an active Minister of her church, a philanthropist and role model. “It has been a wonderful journey to serve the Cayman Islands Government and although I look forward to retirement, I leave with joy and a source of great pride,” she said. “I am confident knowing that DCFS has a strong and positive future as it continues to deliver remarkable service to children and families in our community,” Ms. Thompson added. “Thanks to all the people who have contributed to community development which helped make my job easier. Also, I will forever be grateful for the support of my fellow staff members as their encouragement contributed to my level of commitment.”

Hundreds of family members and friends came to see seventy-three students from the International College of the Cayman Islands (ICCI) graduate at the Family Life Centre in George Town. The graduates, many of whom had juggled full-time jobs with family commitments while attending school, received degrees at the associates, bachelors and masters level. Nine received a masters degree in Business Administration, three received a masters degree in human Resources, 23 received bachelors degrees, and 39 associate degrees. In his keynote speech, Canover Watson, Managing Director of Admiral Administration Ltd, spoke about the increasingly competitive, globalised jobs marketplace: “As Cayman connects with the outside world, our young people must be prepared to work alongside not

Mayweather due to serve 90 days in jail in Vegas LAS VEGAS (AP) — Boxer Floyd Mayweather Jr. is due Friday to begin serving 90 days in a county jail in Las Vegas for his guilty plea in a domestic violence case involving an attack on his ex-girlfriend while two of their children watched in September 2010. A judge last month ordered the undefeated 34-year-old prizefighter to turn himself in for a three-month sentence that Las Vegas police say could end up being about 60 days with good behavior and work time. Mayweather’s lawyers, his promoter-manager, Leonard Ellerbe, and court and jail officials didn’t say Thursday what, if any, arrangements had been made for the surrender of the fighter who goes by the nickname “Money.” He has earned upwards of $20 million for his most recent fights against Victor Ortiz, which won him the WBC welterweight belt, and “Sugar” Shane Mosley. Attorney Karen Winckler has

said she was considering asking the judge who sentenced Mayweather to reconsider. Jail time is expected to limit training for a possible Cinco de Mayo date for a fight in Las Vegas, where Mayweather’s promoters reserved a May 5 date at the MGM Grand Garden Arena for a possible fight against an as-yet unnamed opponent. There has been no word from Mayweather’s either camp about any proposals for a long-awaited showdown between Mayweather and Manny Pacquiao, a champion fighter from the Philippines against whom Mayweather’s welterweight success is usually measured. A new season starts on the PGA Tour KAPALUA, Hawaii (AP) — One par was worth two trophies. One tournament paid Bill Haas just over $11.4 million. He starts over with a clean slate Friday at the Tournament of Champions, with one less perk than the other winners from last season. Haas won the Tour Championship, the one PGA Tour event in which the winner is not guaranteed a chance to defend his title. Haas will have to play well over the next eight months, then work his way through the FedEx Cup playoffs and be among the top 30 players who get to East Lake for a shot at the $10 million bonus. “The goal is to be consistent and try to get back to the Tour Championship to give myself that chance to defend,” he said Thursday. “If I don’t defend, hopefully it’s because I finish 31st and my year was still somewhat successful. “We’ll just see how I’m feeling about that in October.” That seems like such a long way off. There are still four majors ahead of him, including a return to The Olympic Club in San Francisco for the U.S. Open, and to Royal Lytham & St. Annes for the British Open. There is that huge incentive of making the Ryder Cup team; Haas played his first team event two months ago at Royal Melbourne in the Presidents Cup. It’s a lot to digest. And there’s a lot of competition.

Even though 11 players decided not to play — or because of injuries, could not play — in the winnersonly tournament that kicks off the new season, all anyone has to do is look around at some of the new faces. Twelve players in the 28-man field are at Kapalua for the first time. Nine of the players are in their 20s. “Right now it seems that young is good,” said Steve Stricker, who turns 45 next month. Stricker is making his fourth consecutive trip to Maui, the longest streak of any player in the field. It’s a familiar start to the season. Not so familiar are some of the guys he’ll be trying to beat. A year ago Stricker didn’t know who some of them were. Keegan Bradley? He was known more as the nephew of LPGA great Pat Bradley until he won two times, including that unlikely comeback in Atlanta to capture the PGA Championship in his first try at a major. The new faces at Kapalua are not the only difference. Phil Mickelson and Tiger Woods are no longer part of the top 10 in the world ranking. There are no Americans among the top five for the first time in nearly two decades. And even without the likes of U.S. Open champion Rory McIlroy, Masters champion Charl Schwartzel or Martin Kaymer in Hawaii, the young guys are making a strong push. “There’s been a transformation of players out here, and it was going to happen eventually,” said Stricker, who turns 45 next month. “We saw Tiger and Phil slip out of the top 10, and we have some European players coming in there — young European players and young Americans — playing well and stepping right up early on in their careers. So it’s fun to see.” Haas is among those players expected to take his game up another notch. He has known all along that it’s not easy to get to the next level, having Jay Haas as his father. “I guess I knew going in ... obviously, I was a cocky young kid, but I knew how good everybody was,” he said. “I was playing with my dad on the weekend and getting beat every time. Inside, I knew I wasn’t quite good enough yet to be as cocky as I was. I got out on the Nationwide Tour, wanting to be out here, thinking I deserved to be out here.

“But I quickly learned you don’t deserve to be out here,” he said. “You earn everything.” And now, everyone starts at zero. Stricker hopes he gets some advantage through his experience on the Plantation Course, unlike any other course on tour. It was built on a mountain, offering severe changes in elevation, massive greens with slope and grain, and uninterrupted views of the Pacific Ocean. The surf has been particularly strong on Maui this week, and it creates quite the contrast. Players working their way along the back nine can look down the cliffs and see the ocean littered with surfers off the point at Honolua Bay. It’s relaxing, but it’s still work. The winners get a small head start on the rest of the PGA Tour in a short field with no cut, essentially free money from the $5.6 million purse and a jump in the FedEx Cup standings. It worked beautifully last year for Jonathan Byrd, who won his final event of 2010 to qualify for Kapalua, then opened his season with a playoff win over Robert Garrigus. Byrd was walking through the Maui airport when he saw promotional posters of him on the wall. His son, Jackson, looked at the poster and said, “Dad, I think you’re famous.” Byrd’s reply: “At least for this week I am.”

Three Canadian bobsledders hurt in crash

FRANKFURT, Germany (AP) — Three members of the Canadian bobsledding team were hospitalised Thursday after their sled slammed into the roof of the track during a training run. The crash took place as the Canadian team was practicing for a World Cup event in Altenberg. “I’ve never seen a sled so destroyed in one go in my 32 years in the sport,” coach Tom de la Hunty told The Associated Press by telephone from the team’s hotel. He said pilot Chris Spring was taken to the University Clinic in Dresden to have a piece of wood removed from his lower back. Pushman Bill Thomas was in another hospital in Dresden, and Graeme Rinholm was in a hospital in Pirna, closer to the track. A fourth member of the crew, Tim Randall, was not injured. Thomas was under sedation and expected to “make a full recovery,” said de la Hunty, who did not have details on Rinholm’s injuries. Although Randall was not injured, de la Hunty said he was in a “state of shock, really like all of us.” De la Hunty said the “disastrous” crash took place in turn 16 of the track, often described as one of the most difficult in the world. The 27-year-old Spring was born in Australia and represented that country in the 2010 Vancouver Olympics before switching to the Canadian team after that season. He applied for Canadian citizenship even before those Olympics formally ended, saying he was frustrated over the direction of the Australian program and what he described as a lack of funding. Australia pulled out of the four-man event in Vancouver after a series of crashes depleted the team’s roster and left two athletes with concussions. It was at those Vancouver Games when safety again moved to the forefront of conversations about sliding sports. smashing into a metal beam after his body sailed over the track wall at nearly 90 mph when he lost control near the finish line. Heavy snow fell in Altenberg for much of Thursday, and German officials released a statement in the morning saying the weather conditions forced the cancellation of that day’s scheduled skeleton training runs. In the same statement, they said a decision would be made later in the day about whether to allow bobsleds to take their practice runs. By early afternoon, women’s bobsled training resumed with 12 sleds taking part. German officials later listed the men’s training for the day as “cancelled.” “I’m sure the weather won’t impact us that much while we are here, or at least it won’t impact me,” Spring wrote on his blog Sunday. “Another new track and a tough one at that so I will be switched on for the best part of the week we are here and no doubt stressing out about all the little things us pilots like to worry about.” Altenberg is notorious for being one of the most difficult tracks in the world to drive, and athletes for years have clamored for more practice time at the facility. “The most technically difficult track on the circuit,” U.S. bobsled coach Brian Shimer once said of Altenberg, in former East Germany.

Manchester United manager Sir Alex Ferguson insists his side will not panic after a 3-0 defeat at Newcastle. The loss was United’s second in five days, coming after their shock 3-2 home defeat against Blackburn. “We have the experience to cope, we need to get the show on the road,” said Ferguson, whose side are three points behind leaders Manchester City. “It’s not a time for panic. Losing a game at this time of the year can sometimes happen.” The Scot conceded that City were now in the driving seat at the top of the Premier League. Roberto Mancini’s side moved to 48 points after their 3-0 win over Liverpool on Tuesday. “Advantage to them, of course,” admitted 70-year-old Ferguson. The Old Trafford side will also be wary of third-placed Tottenham, who closed the gap to three points after their 1-0 victory over West Brom. The London side will draw level on points with United if they win their game in hand against Everton next week.

It was a great victory for us - we beat the champions 3-0 and we probably deserved that scoreline. “You’ve got to have brave players who are going to push on - we had some outstanding performances individually.” Leading scorer Ba scored his 15th goal of the campaign to set the Magpies on their way, but will now head off to the Africa Cup of Nations to play for Senegal. However, Pardew believes his side will cope with the loss. “You see the guys who came off the bench contributed,” he added. “Leon Best in particular stepped up to the plate when we lost Andy Carroll [to Liverpool in January 2011]. “We knew it was going to happen and we accept that.”
